IN THE DESERT, WATER DEFINES EVERYTHING. BUT THE INFRASTRUCTURE IS NEVER JUST ABOUT WATER. Water infrastructure may have enabled Arizona’s growth, but communities require more than water alone. As new residents arrived and economies expanded, demand followed for airport expansions, schools, civic facilities, offices, hospitality destinations and power infrastructure. As Arizona’s needs evolved, PCL’s work expanded beyond water infrastructure into aviation, education, civic facilities, commercial development and power infrastructure.

One of PCL’s first major Arizona projects was 3300 Tower, which rises 356 feet and 27 stories above uptown Phoenix. The allsteel building with brass columns, granite floors and rich wooden doors spans over 363,655 square feet and features panoramic views. Today, it houses offices for several Phoenix businesses.

Over time, PCL delivered other community infrastructure, including the Tempe Town Lake Pedestrian Bridge and Dam, 3200 Tower, Terminal 4 at Sky Harbor International Airport, Tempe Rainforest Cafe, Mountain Point High School, the Tucson Main Library and Parking Garage, and the electrical and control systems of City of Phoenix’s 91st Avenue Wastewater Treatment Plant. All of this brought PCL to where it is today: leading a multiphase transformation of Scottsdale’s Westin Kierland Resort and Spa, delivering on several critical water facilities, and providing front-meter and behind-meter power for Arizona’s biggest projects.

SINCE 1990, ARIZONA’S POPULATION HAS DOUBLED

WHAT DOES THAT MEAN FOR ITS INFRASTRUCTURE TODAY? ARIZONA’S WATER SOLUTIONS RESHAPED THE INDUSTRY These early water reclamation projects have positioned Arizona as an early and active adopter of collaborative delivery in the water and civil infrastructure space, and it continues to be the proving ground for it. The partnership between owners, consultants and contractors in Arizona has reshaped how the entire industry works nationally. “After 40 years of building water treatment infrastructure in this state, we have seen firsthand what that collaboration can achieve,” said Ankur Talwar, who leads PCL’s civil infrastructure operations in Phoenix.

In the 1950s, Phoenix barely made the list of major U.S. cities, coming in at number 99. Over the next several decades, it surged to the top, overtaking older, more established metros — including Philadelphia — to become the fifth-largest city in the country. Arizona’s growth followed suit.

ARIZONA GREW WITHOUT USING MORE WATER As the population in Arizona more than doubled, the pressure on its water system intensified. But Arizona responded with innovative solutions, allowing its water use to remain steady as it continued to grow.

ARIZONA CREATED INNOVATIVE WATER, POWER AND INFRASTRUCTURE SOLUTIONS Arizona’s steady-state water use wasn’t accidental. It was the result of decades of investment, planning and innovation across water, power and infrastructure systems that allowed Arizona to grow while using its resources more efficiently. Arizona’s success, however, didn’t eliminate future risks.

The Colorado River remains at the center of conversations; it is a water system governed by agreements that, for decades, have promised more water than the river can reliably deliver. Layer on a prolonged, multidecade drought and sustained population growth across the Southwest, and the imbalance becomes impossible to ignore. Those agreements are now approaching a breaking point. The current framework expires at the end of 2026, triggering high-stakes negotiations among the states that depend on it. Arizona, historically among the first to absorb supply reductions, is once again at the center of the outcome.

THE NEXT FEW YEARS ARE CRITICAL FOR ARIZONA Arizona enters this next chapter from a position of preparation rather than reaction. It has planned and built its systems to be resilient, and PCL has been a part of that story.

Meeting future demand won’t come down to a single project or solution. It will require continuous diligence around how water, power and infrastructure systems are planned, built and integrated over the long term. And in Arizona, that work is already underway.

This is another iconic bridge over Tempe Town Lake. It joins the two Mill Avenue Bridges, the light rail bridge and the trestle railroad bridge.

TEMPE TOWN LAKE PEDESTRIAN BRIDGE This tied-arch pedestrian bridge connects the north and south banks of Tempe Town Lake and was seamlessly integrated into the existing dam infrastructure, utilizing existing piers and abutments at the reservoir.

It will allow people to make a circular stroll around the lake and will provide a new route for the many charity walks held at Tempe Beach Park.

MUSTANG LIBRARY Historic and highly popular, Mustang Library set records. When it opened, it was not only the first branch library in all of Scottsdale but also the largest branch library in the entire state of Arizona.

AGUA FRIA RIVER SIPHON REPLACEMENT Despite the project’s complexity and high risk, it was completed in under three months while parallel work continued. Delivered on time with cost savings to the client, PCL was able to advance Arizona’s water security. infrastructure.

RAINFOREST CAFE IN TEMPE The Rainforest themed concept employed animatronics, larger-than-life fiberglass models, and aquariums in adjacent dining areas. The Rainforest concept enjoyed explosive growth, with the result that over a six-year span, PCL completed 71 separate Rainforest Cafe projects in the United States and Canada and was a trusted partner of the owner.

TEMPE TOWN LAKE DOWNSTREAM DAM REPLACEMENT Deemed the best water/environment project by ENR Southwest, the Tempe Town Lake Dam Replacement transformed a critical piece of Arizona infrastructure by replacing the existing rubber dam with the largest hydraulically controlled crest-gate dam in the U.S.

NORTH WATER TREATMENT PLANT FACILITY UPGRADES AND RECONSTRUCTION

PCL completed phased upgrades to a cooling tower and clarifier system for capacity, flexibility and efficiency.

In 2024, PCL integrated its Industrial capabilities to deliver faster Electrical & Instrumentation self-perform solutions.

A five-phase new build of the North Water Treatment Plant in Gilbert, Arizona, constructing a 60-MGD facility to replace the existing 45-MGD plant while maintaining continuous operations throughout construction.

KYRENE WATER RECLAMATION FACILITY In 2006, PCL expanded the Kyrene Water Reclamation Facility, self-performing critical scopes of work. Today, PCL is rehabilitating the facility and restoring 4.5 MGD of treatment capacity.

DESERT DUNES WATER RECLAMATION FACILITY In 2005, PCL delivered an award-winning 3-MGD water reclamation facility with an expandable capacity of up to 12 MGD. Building on that long-term relationship, today PCL is executing a phased expansion to the 3-MGD facility. Having PCL cover the full scope of civil, industrial and electrical self-perform work on this project saved time and reduced risk for the client.

THE WESTIN KIERLAND RESORT & SPA PCL is leading a multi-phase transformation of the landmark resort, modernizing more than 200,000 square feet of event, resort and gathering spaces while preserving the guest experience throughout construction.

91ST AVENUE WWTP PCL self-performed a critical electrical and controls infrastructure upgrade to support the installation of Centrifuge D-1, a key component in wastewater treatment for more than half of the Phoenix metropolitan population.

SALT RIVER SIPHON REPLACEMENT Salt River Siphon Replacement gave Arizona access to water, and the project went down in history as a remarkable engineering feat, helping transform the dry valley into a thriving agricultural powerhouse.

TERMINAL 4 CONCOURSES, CENTRAL PLANT AND MEP IMPROVEMENTS AT SKY HARBOR PCL contributed to three, three-story concourses that aided in the expansion of Terminal 4, which today supports 70% of Sky Harbor’s passenger traffic and drives long-term operational and economic value.

24TH STREET WATER TREATMENT PLANT PCL completed an award-winning rehabilitation of the 24th Street Water Treatment Plant, and they maintained uninterrupted service to 400,000 residents while navigating pandemic-era supply chain risk.

COMPLEX PROJECTS DELIVERED WITH CERTAINTY — LOCALLY AND NATIONWIDE CRYPTO.COM ARENA RENOVATIONS, LOS ANGELES SPORTS & ENTERTAINMENT PCL led a four-phase renovation of Crypto.com Arena — one of the world’s busiest venues, hosting over 250 events annually — without disrupting ongoing games, concerts, and broadcasts. Building on its original construction of the arena in 1999, the team executed concourse upgrades, premium spaces, locker rooms, and major technology enhancements during tightly controlled night shifts and restricted work windows. The result was a seamless transformation delivered in plain sight, where detailed planning and flexibility allowed modern upgrades to take place while preserving the live-event experience.

THE RITZ-CARLTON, NAPLES LOBBY AND LOBBY BAR RENOVATION HOSPITALITY PCL led the renovation of The Ritz-Carlton, Naples, elevating one of Florida’s most iconic luxury resorts through a refined transformation of its lobby and bar experience. The team reimagined the second-floor bar — overlooking the main entrance with a dramatic mezzanine view — into a sophisticated, modern space that seamlessly balances contemporary design with the resort’s timeless character.

DENVER INTERNATIONAL AIRPORT CONCOURSE B IMPROVEMENTS AVIATION PCL delivered a complex Concourse B upgrade for United Airlines at Denver International Airport, navigating Owner Furnished Contractor Installed (OFCI) procurement, tight site constraints, and active adjacent construction while adapting to evolving mechanical and infrastructure requirements.

Through close coordination with United Airlines, the City and County of Denver, and surrounding project teams, PCL successfully enhanced operational efficiency while maintaining continuity in a demanding airport environment.

3501 BLAKE STREET OFFICE COMMERCIAL REAL ESTATE PCL built this mixed-use building on the north side of Denver’s downtown area. With a total of 40,000 square feet and three levels, the property accommodates both retail and office spaces, as well as surface-level parking.

Located in the trendy River North (RiNo) neighborhood, the transit-oriented building includes a green roof, which is a new requirement by the City and County of Denver for new buildings of this size.

ALAMO DRAFTHOUSE & CINEMA AT THE BLOC REVITALIZATION & RENOVATION PCL transformed a 50-year-old office building into an immersive, 12-screen Alamo Drafthouse cinema, blending in-theater dining, a full bar, and curated entertainment spaces into a modern moviegoing destination. Working within a structure originally designed in the 1970s, the team navigated complex constraints by strategically using lightweight foam risers to deliver the classic tiered auditorium experience without overloading the existing building.

This approach avoided costly structural upgrades while accelerating delivery, turning a dated retail space into a vibrant, experience-driven venue.

PCL IS BUILDING MORE THAN JUST BUILDINGS IN ARIZONA Every November, possibility awakens in the heart of downtown Phoenix.

On November 3, 2022, Nash McFarland wasn’t on a playground with friends — he was in a room at Phoenix Children’s, waiting for a liver transplant. Two days later, while his parents remained by his side, his brother Knox went to Big Dig for Kids for the first time.

For a few hours, Knox wasn’t the sibling of a patient. He was just a kid, running, playing, climbing into heavy equipment and getting a glimpse of something beyond the uncertainty his family was facing.

That’s what Big Dig for Kids creates: space for families to step outside the weight of treatment, even briefly. And, for many families like the McFarlands, space to begin building new memories tied not just to hardship, but to healing.

Today, attending the event has become a tradition for the McFarland family that marks how far they have come.

“It’s something we look forward to every year,” said Nash’s mom, Kendyll McFarland, an Arizona native. “It marks a beautiful celebration where we can reflect on our son’s transplant and his life and just be grateful.”

It’s all part of Big Dig for Kids, an annual event that brings patients, families, sponsors and volunteers together for a day that feels markedly different from the rest. And for nearly a decade, PCL Construction’s Arizona team has helped make it happen.

HOW IT STARTED PCL has been part of Big Dig for Kids since the event's first year in 2016, drawn in by Mike McKinney, then senior vice president of PCL's Civil Infrastructure Division. McKinney joined the board of directors, co-chaired the event for many years and helped build it into one of Phoenix Children’s signature fundraisers. raised more than $5 million for pediatric cancer research.

The legacy of giving has continued past McKinney’s retirement. Josh Yates, a PCL construction risk manager, responded to a volunteer email in 2022 and never looked back. Today, he sits on the Big Dig for Kids board of directors alongside Ankur Talwar, who oversees PCL’s Phoenix Civil office, and David Campbell, who leads PCL’s Arizona Buildings operations.

"It's one of those events that tugs at your heartstrings," said Yates. "We just want to help these kids have a good day."

WHAT THE MONEY BUILDS Funds raised go directly toward the Phoenix Children's Center for Cancer and Blood Disorders, including support for the treatment of neuroblastoma, one of the most common cancers in children.

PCL's contribution has grown steadily over the years. In 2025, PCL increased its annual contribution to $50,000 as it celebrated several consecutive years of commitment to Phoenix Children's and the families it serves. Nearly 40 PCL employees volunteer on-site at Big Dig, and for many, it’s an annual fixture on the calendar.

"This partnership builds hope and supports families during their most difficult times," said Yates. “That’s why we continue to participate.”

The instinct to show up extends across PCL. In 2025, the company supported more than 50 charities across North America, contributing more than $9.7 million. The Arizona team’s relationship with Phoenix Children’s stands apart, not for its scale, but for its consistency.

Nearly a decade of showing up reflects something deeper than corporate philanthropy. It reflects what it means to be genuinely invested in the communities where PCL builds.

STEPHANIE HANDLEY 40 YEARS in Arizona  Rooted in Arizona, invested in its future Stephanie has spent most of her life in Arizona and chose Scottsdale as the place to raise her family. When she’s not working, you’ll likely find her heading out from the Gateway Trailhead to hike the McDowell Mountains.

She is deeply involved in the region’s business and civic communities through organizations including ULI, AZCREW, CREDA, GPEC, and Valley Partnership, and enjoys volunteering with causes such as St. Vincent de Paul, St. Mary’s Food Bank, Miracle League of Arizona, Maggie’s Place, and Sleep in Heavenly Peace.

KEN SLOTA 28 YEARS in Arizona  An Arizona outdoorsman who found a career home at PCL After earning his master’s degree, he moved to Arizona in 1998 to work for a local engineering firm designing water and wastewater treatment plants. His first field project was at the 91st Avenue Wastewater Treatment Plant.

When he’s not working, you’ll almost certainly find him outdoors.

The desert has a beauty all its own, and Ken and his wife complete an 18-mile Grand Canyon hike twice a year to honor it.

Giving back is an important part of Ken’s life. He has participated in Salt River cleanups, City of Phoenix roadway cleanups, volunteer events with St. Mary’s Food Bank, and community initiatives supporting Phoenix Children’s alongside fellow PCLers.

ADAM GORDON 25 YEARS in Arizona  Building Arizona’s water future, one project at a time Adam has called East Valley home for more than two decades, drawn to its strong schools, great restaurants, and easy access to everything from downtown Phoenix to Cubs Spring Training in Mesa.

His commitment to Arizona’s future extends beyond construction. As a Board Member and Trustee for the Arizona Water Association, Adam helps advance the stewardship and sustainability of the state’s water resources.

SCOTT THOMAS 25 YEARS in Arizona  Community-minded, Arizona proud After nearly three decades in Arizona, he appreciates the balance the state offers.

Giving back has always been important to Scott. He has served on four City of Mesa design committees, his HOA board, and two public school committees, helping shape the communities where Arizona families live, learn and grow.

Elizabeth, a United Way mentorship participant, understands the difference that support can make. Elizabeth participated in Valley of the Sun United Way’s Pathways to Economic Opportunity program, an initiative designed to help young women build the skills needed to achieve long-term career success.

Today, Elizabeth is preparing for an exciting new chapter. This fall, she will attend Universal Technical Institute, in Maricopa County, turning her passion into a pathway toward a stable and rewarding future.

As part of that support, Elizabeth received mentorship, career coaching, and professional development opportunities designed to help her explore her interests and prepare for the future. Through Pathways to Economic Opportunity, participants are connected to resources that help them develop personally and professionally.

BUILDING FOR THE NEXT 40 YEARS The projects underway today are a different order of magnitude — and they signal where Arizona is headed.

The Gilbert North Water Treatment Plant Facility Upgrades and Reconstruction project, a $536 million project, is one of the largest single clean water investments in Arizona’s history. With an expanding capacity to 60 million gallons per day, the facility will serve 100,000 additional residents when it comes online in January 2029. It’s a proactive step as communities bet on Arizona’s continued growth and demonstrates a commitment to meeting that growth responsibly.

“The Gilbert North Water Treatment Plant expansion gives the Town the capacity and resilience it needs to support a growing population while treating more challenging water conditions in Arizona, including higher turbidity, or cloudier water, caused by drought, heat and wildfire impacts,” said Adam Gordon,

construction manager for PCL’s Civil infrastructure division in Phoenix.

The more transformative signal, however, is coming from Texas. PCL broke ground in February 2025 on the El Paso Pure Water Center, which will become the nation’s first direct-to-distribution potable reuse facility. For the first time, purified recycled water will flow directly into a city’s drinking water supply without first replenishing a groundwater basin or reservoir. The $295 million project produces 10 million gallons of drinking water per day and is expected to be operational by 2028.

“Our hope is that the Pure Water Center will set a new standard for water resiliency across the country,” said Talwar.

Water managers in Phoenix and Tucson are paying close attention. As Colorado River allocations continue to tighten, direct potable reuse is the next frontier.

But Arizona’s future will depend on more than water alone. It will require sustainable and resilient infrastructure, advanced manufacturing facilities, reliable

energy systems, workplaces, educational environments and community spaces that support continued growth.

For four decades, PCL has grown alongside Arizona, first helping deliver the water infrastructure that made expansion possible and today contributing across buildings, industrial, power and civil markets that help shape the state’s future.

From critical water projects to advanced manufacturing, hospitality, education, commercial developments and digital infrastructure, the work shares a common purpose: creating the infrastructure and spaces that enable Arizona’s communities, businesses and industries to thrive for generations to come.

The next 40 years will demand more.
