Heathrow Expansion Project The £14bn Heathrow Expansion Programme includes constructing a third runway, a new terminal, and extensive associated infrastructure, necessitating major earthworks and re-routing of the M25. Our team provided specialist advice on landfill permitting, including designing remedial works, preparing permit applications for existing and new landfills, and addressing environmental risk assessments. We secured Environment Agency approval by preparing seven permit applications and managing complex remediation and construction issues related to landfills under the new runway.

Identifying and assessing environmental liabilities during pre-acquisition can significantly influence the final deal. This process helps uncover actual or potential environmental risks related to the asset’s historical use, which can impact its value. Phase 1: Site Assessment The Due Diligence process starts with a Phase 1 Site Assessment, conducted in line with internationally recognised standards, including UK-specific guidelines like BS 10175:2011+A2:2017. This phase involves a thorough review of records to assess the site’s history, environmental background, and regulatory compliance. Additionally, a site inspection is carried out to evaluate both current and historical environmental management practices. Phase 2: Investigation If the Phase 1 assessment flags potential issues, a Phase 2 investigation may be conducted. This involves more detailed studies, such as soil, water, and ground gas sampling, following UK standards like BS 5930:2015 and BS 8576:2013. The aim is to confirm and measure any environmental impacts, giving the potential buyer a clear understanding of any remediation costs before completing the transaction. Electrical currents are sent through the ground using electrodes placed on the surface, and the resistance encountered is then measured. Cone Penetration Testing (CPT): CPT involves pushing a cone-shaped sensor into the ground to measure soil resistance and provide detailed information about subsurface soil properties and stratigraphy. Dynamic Windowless Sampling: The method involves using a dynamic, percussion-driven action to advance the sampling tube without the use of a casing, allowing for the retrieval of soil samples from various depths for geotechnical and environmental analysis.

Land Quality and Remediation Enhancing Site Quality

Land remediation is the process of cleaning, restoring, and rehabilitating contaminated land to make it suitable for development or safe for human and environmental health. Contaminated land can pose significant risks due to pollutants in the soil, groundwater, or surface water, often resulting from industrial activities, chemical spills, waste disposal, or historical land use. The goal of land remediation is to reduce or eliminate these risks, improve the quality of the land, and bring it back to a condition where it can be used safely and effectively.

The Land Remediation Process Site Assessment and Investigation

As discussed in previous pages - site assessment is the first step. This involves investigating the extent and type of contamination present, typically through a Phase 1 and Phase 2 environmental site assessment. During these assessments, samples of soil, groundwater, and sometimes air are collected and analysed to understand the nature and spread of contaminants. Site history and previous land use are also considered, helping to identify potential sources of pollution.

Risk Assessment

Once the contamination has been characterised, a risk assessment is conducted to determine the potential impacts on human health, the environment, and any planned future land use. This step is crucial in deciding the level of clean-up needed and the appropriate methods for remediation. The risk assessment also guides the selection of suitable safety standards and informs the design of the remediation plan.

Based on the findings of the site investigation and risk assessment, a tailored remediation plan is developed. For example, chemical oxidation can be used to break down pollutants such as hydrocarbons and solvents. 5. Containment and Capping: In cases where complete removal of contaminants is impractical, containment strategies may be used. This involves creating physical barriers, such as capping with impermeable layers, to isolate contaminants and prevent them from spreading or coming into contact with people or ecosystems. 6. Vapor Extraction: Vapor extraction, also known as soil vapor extraction (SVE), is a technique used to treat volatile contaminants in the soil and groundwater. By creating a vacuum in the subsurface, vapors from volatile organic compounds (VOCs) are pulled out of the soil. These vapors are then collected and treated, preventing harmful chemicals from migrating through the soil or air.

Monitoring and Verification

After remediation activities have been completed, ongoing monitoring is typically required to ensure that the clean-up has been successful and that no further contamination is occurring. This could include regular sampling of soil, groundwater, and air, as well as visual inspections. Lowestoft Port Redevelopment Site Investigation Lowestoft Port, owned by Associated British Ports is being transformed into the Lowestoft Eastern Energy Facility (LEEF) to support the offshore renewable energy sector. Ayesa won the tender to design the Outer Harbour, which will include additional berthing space and deeper harbour approaches, with completion expected by 2026.
