HRB Fire Safety Upgrade at Nine Blocks Pendleton Together, Salford Location: Salford, North West
Project Size: 833 flats
Project Duration: 4 years

Fieldway was awarded a multi-discipline contract to undertake various fire safety and improvement works across Pendleton Together’s property portfolio. We completed works at nine high-rise blocks across 833 flats, so we developed bespoke processes for this property type to ensure seamless delivery.
manager, site supervisor, health and safety manager, resident liaison officer, and a team of 16 operatives, all of whom were ring-fenced for this project. This approach allowed us to ensure the programme ran smoothly in line with the pre-agreed timescales and provided accountability for all phases of the work.
The packages we worked on included fire alarm system and detection installations, general and emergency lighting renewals, fire door upgrades, new sprinklers, and fire compartmentation works/fire stopping.
Managing Multiple Disiplines
Mobilisation Our industry-proven mobilisation process ensured that systems, processes, and resources were in place to meet the project timescales. Upon contract award, we held mobilisation workshops with Pendleton Together to agree on a project plan and programme of works.
Ownership of Design We produced a design in line with customer requirements and the fire strategy of each block. We developed a design proposal that included technical drawings, zone plans, and data sheets detailing the systems we would be fitting. As part of our design process, we undertook bespoke customer profiling, which included a pre-entry, non-intrusive survey to each flat where we assessed potential risks to property, carpets, furniture, and belongings, noting any lifting or moving of objects required to ensure safe working.
Delivery Team Due to the size and complexity of the project, we assembled a dedicated project team to deliver the works at Pendleton Together. This included a project 24
The delivery of this contract involved the management and coordination of multiple packages of both directly employed and subcontracted work. We delivered the fire alarm installation, lighting renewal, and fire stopping using in-house resources, while the sprinklers were completed by our specialist subcontractors. We held pre-start meetings with our subcontractor partners to ensure we created a programme that incorporated all workstreams. To ensure the quality of works was maintained across all packages, our site supervisor remained present at all times to oversee the works. Additionally, we held regular site meetings with subcontractors during which performance was reviewed and any issues were raised.
CDM Responsibilty We developed a construction phase Health and Safety Plan to ensure compliance with CDM 2015, including design Hazard Analysis, Risk Profiling, and Dynamic Risk Assessment. This document set out the H&S arrangements and site rules, taking into account the activities taking place on site, and included specific measures concerning the work. Throughout the project, the dedicated H&S Manager undertook both random and planned audits to ensure operatives and subcontractors worked to safe systems of work. Any non-conformances resulted in re-training or toolbox talks where trends were identified.
Working in High-Rise Blocks We used detailed coordination and a floor-byfloor approach to move through each high-rise block, completing all workstreams in each flat simultaneously to minimise disruption and prevent multiple visits. Our works coordinators arranged appointments in set periods per floor to ensure we moved through the property in a smart, systematic fashion. The use of our Resident Liaison Officer (RLO) was key, as they knocked at each property to speak with residents about the works taking place and to increase awareness of fire safety. As we moved through the building, we posted individual letters on the next floor we were moving onto to remind residents that their works would be taking place soon. This was in addition to the 28-day letters, 7-day notices, and 24-hour reminders via phone call or text message.
Resident Engagement We hosted coffee mornings to explain the works to residents, scheme staff, and wardens. These sessions detailed the works we would be completing in each scheme and within the properties. Examples of the products being installed were shown, and we introduced our operatives and management staff who would be onsite. We also held
question-and-answer sessions to address any queries residents or staff may have had. Our RLO made regular visits to the schemes throughout the project to speak with staff and residents to ensure Pendleton Together and their customers remained satisfied with the works being carried out.
Monitoring Spend The master programme was linked to SORs to build and report accurate costs throughout the project. An indicative cash flow forecast was submitted, forming the baseline for financial reporting. Planned vs actual reporting mechanisms were made available to complement the performance indicators within the contract. We reported on cost information and forecasts throughout the duration of the works at progress meetings.
Social Value As part of our social value commitments to the contract, we engaged with Pendleton Together and Procure Plus to identify and hire eight new local operatives/apprentices to support delivery of the works. Additionally, after interacting with a Pendleton Together resident during a coffee morning about their experience as a fire stopper, we offered them an interview and a full-time position on the contract.

Fire Safety Retrofit of HighRise Tower Blocks Wigan Council, Greater Manchester Location: Wigan, North West
Project Size: Seven high-rise blocks
Project Duration: 2 years
Project Value: £4m
Fieldway were awarded the contract to undertake and deliver an efficient, multi-disciplined project for Wigan Council at Scholes Village, working across seven high-rise tower blocks comprising over 700 flats.
Innovative Technology: Fieldway have innovatively improved the fire safety for Scholes Village tenants and delivered long-term cost savings for Wigan Council through our strategic procurement of technologically advanced products. We have installed an energy efficient emergency lighting system to fully monitor lighting levels: controlled using the MyMesh system, Wigan Council can remotely adjust the brightness and receive remote/automatic notification of need for repair or replacement.
Boosted and Mains Cold-Water Systems As Principal Contractor, we worked hand-in-hand with design consultant NECO, and Wigan Council’s consultants’ Walker Sime and Cundall, to take the overall design from RIBA stage 3 to stage 4, and through to completion. We considered building data, and maintained a golden thread of information continuously, communicating with stakeholders to ensure compliance and comprehension across the complex design.
Project Delivery Our dedicated team, comprised directly employed Fieldway labour and local staff sourced as part of our Corporate Social Responsibility (CSR) contributions, completed Brook House first. We progressed through the following 6 buildings in 2-block batches until completion. Access Rates: Our Tenant Liaison Officer, dedicated to Scholes Village, managed appointment booking and prolific communication with tenants, achieving a 99.6% project-wide access rate for their efforts. Minimising Disruption: Works in communal areas, such as the upgrades to emergency lighting and stairwell AOVs, were completed first to ensure tenants maintained complete access to the whole building throughout the procession of works. We utilised a floor-by-floor approach to provide tenants with advanced notice and minimise disruption at all opportunities.

Project Resourcing Delivery Team: Our dedicated Project Manager, Site Manager and Tenant Liaison Officer occupied the onsite cabins continuously throughout delivery, acting as a persistent presence should the tenants or local community have any queries or request an update on works. They supervised the operatives, enforcing high-quality workmanship and adherence to regulation, legislation and health and safety policies. Multi-discipline Capabilities: The combination of specialist trades delivered successfully, without issue, for Wigan Council soundly demonstrates our capability to manage, delivery, and control multiple disciplines simultaneously. Our BAFE accreditations, underpinned by individual qualifications and vast experience working within occupied social housing properties, ensured our team was able to achieve a timely, high-access, compliant project delivery.
Measurable Improvement Fieldway has completed the first retrofit project in the country that is fully compliant with the new building regulations. In just under 14 months, we have installed, upgraded and improved fire safety systems for 7 high-rise blocks within Scholes Village, as part of our contract with Wigan Council.
Improved Detection: Our design has ensured a measurable increase in fire detection across all seven sites – we have increased the number of smoke and heat detectors present within communal and residential areas, consequently improving overall coverage and resident safety. The system connects to all floors when fire/smoke is detected; triggering the EVAC system with ‘stay put’ orders, and the AOVs to open their vents to draw out smoke, improving air quality and visibility. Improved Air Quality: The AOVs we installed have been programmed to open daily at specific times to improve the ventilation across all floors and promote healthier air quality for tenants. The AOVs recognise when it is raining, triggering automatic closing of vents to prevent any risk of damp or pooling water.
Corporate Social Responsibilty
for a therapy garden and used recycled materials to make hedgehog boxes. This was part of our goal to teach the younger residents to value and care for their community. Veteran Mentoring: Our TLO acted as a mentor for veterans, providing support and counselling. Corporate Donation: We worked with Sunshine House Community Hub and The Brick to help veterans in the local area, provided meals and ran clothing collections of coats, hats, gloves and scarves to ward off the winter weather. Tenant Support: We purchased eight slow cookers and provided cooking lessons where tenants were educated on the use of these kitchen appliances and provided with recipes for affordable, slow cooker meals capable of feeding their families.
Our Social Value improvements have been consistently delivered across the project’s duration, amounting to over £600,000 in spend with the local community. We have contributed financially, donated our time for community groups and schemes, and used local businesses to boost the area’s economy.
