
Multi-site Decarbonisation Programme
Leeds City Council, 17 sites
Highlights
Leeds City Council employed Axis as Principal Contractor for the installation of Salix grant-funded Public Sector Decarbonisation Scheme ( PSDS 3b and 3c) Air Source Heat Pumps (ASHPs) and Water Source Heat Pumps ( WSHPs) at 17 sites in Leeds.
Salix funding schemes enable the public sector to reduce carbon emissions in line with the UK Government’s commitment to becoming Net Zero by 2050. Projects funded through PSDS schemes, deliver carbon reductions of 40%+ across the estate while reducing operational costs and tackling fuel poverty.
Axis won this contract via Procurement for Housing’s ( PfH) Decarbonisation and Retrofit framework 2023-2027, after an evidenced-based selection process, including client referrals and interview.
Additional installed solutions in the programme include Building Management System ( BMS) upgrades and zonal controls, new sub stations and Distribution Network Operator ( DNO) upgrades, and roof and ground-mounted solar PV.
The sites include leisure centres, heritage sites, a council vehicle servicing depot, schools and a care centre for adults with disabilities.

Leeds City Council, as part of its new Leeds Ambitions roadmap, is working towards becoming the UK’s first Net Zero and Nature Positive city, reducing carbon emissions and restoring nature, and supporting people and businesses to make increasingly sustainable choices while making homes easier and more affordable to heat, and reducing fuel poverty and cold-related illness.

Axis’ M&E Division completed several key sites (including Solar Panel installation and ASHP and/or WSHP heating solutions retrofitted at schools and leisure centres) in sixteen weeks for our new client.

Temple Newsam
Highlights
As Temple Newsam Courtyard is part of a Grade I listed heritage site built around 1500 -1520, we worked in close collaboration with conservation teams and the client and navigated the restricted routes for pipework and ducting. Temple Newsam houses a fully operating working farm and college and experiences significant footfall and public activity including events. We adopted therefore a carefully phased approach to minimise disruption and maintain access for all users.

Brudenell Primary School Highlights
Works took place during term time on a fully-operational school site. We worked in close collaboration with the school leadership, business manager, project managers and contractors to ensure teaching and daily activity continued unaffected. We planned all our works around staff availability, pupil movement and the need for constant safeguarding. We extended the programme to accommodate the school’s needs and avoid disruption. This required detailed communication and flexible programming.

Aquatics Centre Highlights
The Aquatics Centre is a modern facility enabling elite competition while remaining versatile for public use. Its structural design - long-span roofing, efficient spatial zoning, and highstandard aquatic features - makes it a flagship venue in Leeds. Here Axis designed a solution for the replacement of the gas boilers with Water Source Heat Pumps (WSHPs), repairing the existing Air Source Heat Pumps (ASHPs), so developing a 2-stage system ASHP. Axis also worked with Linner, the Council’s incumbent BMS supplier, to agree and optimise performance.
Vehicle Fleet Depot
Highlights
At the vehicle fleet depot on Torrs Road, we installed a Solar PV system on car port canopies to reduce the site’s electrical demand: the system produces enough energy to help run the whole workshop using electricity from the grid. This project supports the council’s plans for growing their electrified fleet with future new EV charging points.
We also finalised the site’s Low Temperature Hot Water ( LTHW) system using Air Source Heat Pump (ASHP). This solution replaced the existing aged gas heated systems.

Otley Chippindale Pool
Highlights
Otley Chippindale Pool at Prince Henry’s Grammar School in Otley is used by both the school and the general public. While on site we agreed a traffic management plan with the council and the school to ensure the safe movement of contractors, plant vehicles, as well as the Health and Safety of site personnel, the public and the users of the local highway. We arranged for delivery of materials to take place out of peak traffic times to minimise disruption. We additionally installed temporary heating during the installation period and also allowed contingency for the commissioning and testing periods. We worked with Linner, the council’s BMS contractor, to develop an onsite new heating and hot water strategy, to ensure better control of the centre. Specifications
