positive atmosphere as a gesture of goodwill during the disruption caused by the asbestos removal. As the original plans for the works proved unsuitable due to the existing layout, the project team redesigned the scheme to better accommodate. This reconfiguration improved functionality and convenience for residents, enabling the successful completion of the refurbishment while adding lasting value.
Stonewater appointed CLC to refurbish a retirement living scheme in Dudley, transforming the internal and external communal areas of the three-storey, 34-flat development. The project has given the scheme a fresh identity, with modern, high-end spaces that are almost unrecognisable from before. Works included new flooring, lighting, ceiling replacements, external redecoration, and roof upgrades, creating a premium finish inside and out. Flat entrance doors were replaced to complement the refresh, while new fire alarm, warden call, and TV aerial systems were installed. Safety measures were also addressed with asbestos removal and 98 new fire doors. A notable enhancement was the replacement of the front leadwork, approved by the listed buildings officer, further elevating the building’s appearance. PROJECT PROCESS The refurbishment was completed in carefully phased stages, focusing on 3–4 flats at a time to maintain safety and access for residents. Strict safety protocols were implemented during asbestos removal, with air quality testing before residents could re-enter their homes. Regular communication and considerate scheduling helped reduce disruption in this live environment. CHALLENGES & SOLUTIONS The discovery of asbestos in communal ceilings required careful coordination, with phased removal to ensure resident safety and minimal disruption. During this work, 600 m² of ceilings were replaced. To support residents during these periods, CLC provided special lunches and organised activities to maintain a

Since 2021, CLC has partnered with NHS Property Services (NHSPS) to deliver a critical fire safety improvement programme across its estate throughout the Midlands, North West and North East of England. The programme currently encompasses more than 550 sites across primary and secondary care settings, forming a significant multi-year compliance initiative aimed at strengthening life safety protection across occupied NHS buildings. As a national provider of property maintenance and compliance solutions, CLC brings extensive experience in the healthcare sector, delivering fire protection works alongside a wider range of safety-critical and refurbishment services. This breadth of capability enables a coordinated, programme-wide approach, ensuring consistent standards, robust compliance and efficient delivery across a large and diverse estate. THE PROGRAMME NHS Property Services manages one of the largest healthcare estates in England, comprising hospitals, community facilities, mental health units, GP surgeries, sheltered accommodation and administrative buildings. Maintaining compliance across such a varied and operational portfolio requires technical expertise, structured governance and careful coordination. CLC was appointed to undertake comprehensive fire compartmentation surveys and deliver the associated remedial works required to bring buildings in line with current legislative and mandatory standards. The programme focuses on improving passive fire protection measures to prevent the spread of fire and smoke, safeguarding patients, staff and visitors.

Energy Efficient Decarbonisation

RESIDENT BENEFITS
Cardiff Community Housing Association (CCHA) tasked CLC with completing decarbonisation and retrofit works following the Optimised RetroFit Programme (ORP), funded by the Welsh Government. A total of 51 properties over the first two phases of the contract.
As well as reducing carbon emissions, the main goal for the project is to make homes warmer for residents. The loft insulation will achieve this and reduce energy bills. The solar PV and EESS will provide free electricity for residents on sunny days, with the added ability to store energy for later. Due to the improved ventilation, there will be a significantly lower chance of mould developing.
Installation of the works was completed to PAS 2030, PAS 2035, and MCS standards. This included loft insulation, EESS (batteries), ventilation works, and Solar PV. 111.2 kw of SPV was installed across 35 properties. A further 16 properties are to be completed in phase 2. IMPROVING SAP SCORES The properties identified for these works started with an average SAP score of 64 (EPC D), and needed to be brought to a higher standard to meet the newest Welsh housing quality standards. The average finishing SAP score was 77 (EPC C) with 8 properties reaching EPC B or above. COMMUNICATION The CLC Bristol branch got involved with the client and the project as soon as possible to establish a great relationship and start close communication – this included the supply chain to make sure the project ran smoothly. PROJECT PROCESS All properties received surveying and assessments to evaluate what works needed to be completed. The works were completed soon after the scaffolding was put up, and completed within a couple of days, meaning that residents would be disrupted for the least amount of time possible.

CHALLENGES AND SOLUTIONS
As Principal Contractor, our Energy Efficiency programme at 36 properties at Summerer Grove, Weeton Barracks in Preston included all associated ground / enabling works to allow for the installation of External Wall Insulation (EWI) plus the installation of new windows and loft insulation as well as upgraded heating systems. We extended the roofs at all 36 properties to allow for extra 150 millimetres of EWI.
Thanks to our strong technical capabilities and understanding of the unique needs of military housing, the duration of works was only extended by four weeks despite 12 weeks’ worth of delays. This included wet weather, which was overcome by the invested in track mats.
These works form part of CLC’s 11-year contract with Amey which has recently been renewed to March 2029. This enduring relationship has seen us deliver maintenance and refurbishment works to over 12,500 married quarters including void properties for the Ministry of Defence Service Family Accommodation (SFA). RESIDENT FOCUS To keep Service Families up to date with our progress and to answer any questions or concerns they might have about the works to their homes, our dedicated on-site Resident Liaison Officer was on-site throughout the works, and our knowledgeable and approachable team also held ‘Town Hall’ meetings which residents could access online. DELIVERING ADDED VALUE Attention to detail is a big focus for CLC. We ensured visually-pleasing consistency in our careful spacing and positioning of down pipes for example, and also used existing weathered tiles at the front of the roofs (and newer ones at the back).

Initially the properties were all voids, but they became occupied by families during the works which altered our schedule. We worked closely with ecologists following their guidance when we discovered birds and bats in roof spaces, working around them or relocating them and acquiring the relevant licences to do so and installing bird/bat boxes on site. ‘Hedgehog Highways’ were installed into fences to ensure hedgehogs can pass freely through the gardens. Hospitality Training Centre Transformation Premier Inn / Wirral Met College Location: Merseyside, North West

We partnered with Wirral Met College and Premier Inn to create a fully functioning hotel training facility, mirroring the real Premier Inn experience. Over six weeks, our team transformed an outdated space into an industry-grade environment for students aged 16–24. Valued at over £50,000, the project was delivered free of charge through a donation of management, labour, and materials, reflecting our commitment to the community and our long-standing relationship with Whitbread. Part of Whitbread’s national Thrive programme, the facility includes three en-suite bedrooms, a reception, corridor, and linen room – all built to operational hotel standards. It provides up to 36 students with special educational needs and disabilities (SEND) each year a safe, realistic setting to build hospitality skills and confidence for future employment. PROJECT PROCESS We stripped back the original traditional office classroom environment and built a completely new space from the ground up. Electricians ensured safe working conditions by isolating power, while the phased schedule allowed each trade to deliver on time and to the highest standards. WORKING ENVIRONMENT Safety came first. We collaborated with Wirral Met College from day one to ensure a secure and separate site, safeguarding staff, students, and our team throughout. Up to 12 operatives worked onsite at once, supported by a seamless schedule of skilled

From the quality of construction to the attention to branding, every detail meets the same high standards expected by Premier Inn and its guests. The students can train in a genuine, fully functional environment. Bathrooms are plumbed, electrics are live, and all fixtures work exactly as they would in a commercial setting. This gives learners an authentic space to develop practical skills, build confidence, and prepare for real-world hospitality roles. Fire Door Replacement Programme Southampton City Council Location: Southampton, South East

CLC won, through competitive tender, a Fire Door Replacement programme contract for Southampton City Council. Properties include 19 high rise blocks of flats, as well as medium and low rise (five storeys or fewer) plus some sheltered accommodation (generally two storeys). The majority of these buildings are post war/ 60s’ built. Associated Fire Stopping Works included cable clipping, sprinkler installation and fire alarm replacement. Additional works included compartmentation, installation of signage and emergency lighting as well as replacement of communal doors with Fire Safe doorsets. In total, we replaced 10,000+ doors. This contract has also created 40 jobs for local people.
The team hosted resident meetings to showed videos and share presentations of what the works would entail and achieve. Coffee mornings/evenings, and hand-delivered letters to each flat kept the information flowing. Site Supervisors booked personal appointments to replace FEDs and to enter each flat for installation of sprinklers and compartmentation works. We also provides a follow up service to ensure doorsets are maintained and sprinklers are in working order.
PHASING THE WORKS CLC conducted the works in order, based on risk assessment: starting on the high rise blocks, moving onto sheltered schemes and enclosed communal areas, and then properties with open walk ways. By phasing out the works across the sites in this manner, disruption was minimised to residents.
CLIENT RELATIONSHIP As a locally-based contractor, CLC has a strong 15-year relationship with Southampton City Council. Amongst many previous contracts, we conducted a 7-year balcony replacement programme for SCC making their properties safe for residents. As well as aiming to be a leader in Fire Safety, SCC prioritises employing a local contractor and providing employment to local people including apprentices. CLC is able to support them in both these goals.

In sheltered accommodation where residents may have mobility issues, we worked with the door supplier to design innovative bespoke solutions which included using door closers that activate in the event of a fire, and push-button-activated doors for wheelchair users.
