The most famous female spy of alltime honor goes to none other than Margaretha Geertruida “Margreet” MacLeod also known by her exotic dancer name, Mata Hari.

During World War I Mata Hari was recruited by both the French and German forces as a spy. She maintained until her death that she was a French double agent. She stated that she only gave the Germans information they could have gleaned from newspapers and did The Paper - 760.747.7119

While French society was always seen as more risqué than other Western cultures, Mata Hari was at the cutting edge of that premise.

Her costumes were provocative, and she was promiscuous, flirtatious, and flaunted her body. She was virtually an overnight success from the debut of her act in 1905.

Shortly thereafter she became the long-time mistress of Emile Etienne Guiment, an industrialist millionaire in Paris. During this time, she was photographed nearly

nude numerous times. She always kept her jeweled breastplate on during performances and photography sessions.

Margreet MacLeod (Mata Hari) was executed by firing squad in France on October 25, 1917, for espionage. Since that time, the prevailing public belief has maintained that she was a scapegoat for the French Army.

She had been exposed by General Walter Nicolai of the German Army because he was angry with the Paris gossip about French politicians she provid-

ed him. He fired her as one of his spies and made sure the French Army knew about their affiliation.

The French Army had a series of mutinies in 1917 because of a major offensive failure known as the Nivelle Offensive. It brought about a new government with Georges Clemenceau as Prime Minister. It seemed having one German spy on whom to blame all failures of the army and the French government was more than convenient.

Mata Hari’s trial was a complete setup for conviction without ever considering she had been recruited

by France as a double agent. In 2017 a prominent Canadian historian, Wesley Wark, stated that Mata Hari was not an important spy to either side. He went on to say she was merely a convenient scapegoat for the French Army who were losing the war with Germany.

Likewise, the British historian Julie Wheelwright stated: "She really did not pass on anything that you couldn’t find in the local newspapers in Spain.” Wheelwright went on to describe MacLeod as "an independent woman, a divorcee, a citizen of a neutral country, a courtesan and a dancer, which made her a perfect scapegoat for the French.” She was kind of held up as an example of what might happen if your morals were too loose. Many in France thought the government and army would collapse because of societal exhaustion from the war.

So Margreet was served up to French society as the reason France was losing the war. Mata Hari's sealed trial documents, a total of 1,275 pages, were declassified by the French Army in 2017, one hundred years after her execution.

At dawn on October 25, 1917, she was led to her place of execution wearing an Amazonian tailored suit made for the occasion, tricornered hat, and new white gloves. Facing a firing squad of 12 French soldiers she refused a blindfold, and her hands were not bound. She looked at the firing squad, and then defiantly blew them a kiss before being executed. Following the volley by the firing squad a French officer walked to her body and shot her in the head with his revolver. Is it just me or, based on Mata Hari and Papillon, was French justice nonexistent in the first half of the 20th century?

Mata Hari was not the only World War I French female spy. Marthe Cnockaert was a Belgian woman who became a spy for the Allied Forces including France and England.

In August of 1914 German troops destroyed her village including burning down her family home, temporarily separating her family. Cnockaert was trained as a nurse in Belgium and easily gained employment at a German military hospital near her village. She was multi-lingual speaking French, Flemish, English, and German and her medical training was quite impressive. At one point the Germans went so far as to award her the Iron Cross for her

She obtained a transfer in 1915 to a German Military Hospital in Roulers so she could reunite with her family. Shortly after the transfer she was approached by a family friend and former neighbor, Lucelle Deldonck who told Marthe that she was a British intelligence agent.

Lucelle Deldonck wanted to recruit Marthe into an Anglo-Belgian intelligence network. Cnockaert knew based on the destruction of her own village and the negative impact the Germans had on Belgium in general that she needed to help. She agreed and was assigned the code name “Laura” to protect her identity. For two years she used her cover as a nurse to gather information pertinent to the Allies Forces from German military personnel. She gained information from patients, their friends, German medical personnel, as well as the family members of patients. Her parents owned a small café in Roulers and when she was off duty as a nurse, she worked for them as a waitress. The café was frequented heavily by German military officers and Marthe gained valuable information which she passed on to other Belgian agents during and after local, weekly church services.

Marthe also had other agents she worked with, mostly other female agents during this period including an old vegetable seller codenamed, “Canteen Ma.” Another was a letterbox agent codenamed, “number

63.” Both agents helped her relay information to and from the British Intelligence Corps. On one covert operations mission Marthe destroyed a telephone line that a local priest was using to convey information to the Germans. She also obtained and relayed information on the planned visit by Kaiser Wilhelm II so a British aerial attack could be planned and carried out.

However, Kaiser Wilhelm II cancelled his visit, so the aerial attack was never carried out.

A German who lodged with her family tried to recruit Marthe to spy for the Germans. She provided him with seemingly important information for a short time, but the information was harmless. Although the double agent status was much too difficult for her, so she arranged for the German to be killed. On another escapade Cnockaert discovered a sewer tunnel that was no longer being used. The tunnel ran directly underneath a German ammunition depot, and she placed the explosives herself to destroy the ammo dump.

She lost her watch which had her initials engraved on it while she was placing the dynamite. Martha was arrested and sentenced to death for her espionage, however, due to her Iron Cross award her sentence was commuted to life in prison. She wound up only serving two years in a Ghent prison because the war ended in 1918 which brought about

I left the midwest many years ago but still recall the harsh winters I had endured.

As is well known and documented, midwestern folks begin preparing for winter in mid October. They lay out their mukluks, mittens, parkas, and snow machines. They begin positioning where they will build their igloos to protect themselves from bitter winter temperatures (commonly 20-30 degrees below zero) and winds of 30-50 miles per hour.

Butter and Cheese Churners begin their enforced holidays in far off warmer climates . . . like Iowa.

With winter comes the well known winter famine . . . where midwestern families often wind up eating their young as well as favorite pets.

(Because of their famous compassion and love of animals they often eat their young before their pets.

Admirable.)

I worry about these things as I sit on my pool deck, sipping on a cold Margarita, all the while remembering to put on sufficient sun screen to avoid a harsh sun burn.

I may return to visit the midwest one day . . . but only after the thaw.

Usually, that comes around mid to late May or early June.

The "Hanging Chad's" Local Connection - It's political season and there's already been media discussion of the 20-year-old "hanging chad incident." What many do not know, however, is that a Valley Center company manufactured the now infamous piece of paper, the dangling fragment from the punch card ballot that was left hanging when a voter punched a hole in the card.

For those in need of a refresher course in election history, the hanging chad was at the center of the controversial 2000 presidential election in Florida in the Bush vs Gore contest. The U.S. Supreme Court settled the recount dispute in that state which decided who would be the next president. The two words became part of the American lexicon.

After World War I ended Marthe Cnockaert was awarded honors for gallantry for her work as a spy by the French, British, and Belgians.

Field Marshal Sir Douglas Haig recognized her for the espionage work she performed by mentioning it in correspondence with Winston Churchill who then awarded her a British certificate for gallantry.

Marthe was made a member of the French and Belgian Legions of Honor. She married a British army officer named John McKenna who helped her write a novel in 1932 titled, “I Was a Spy.” Winston Churchill wrote the forward for this book which increased book sales tremendously. The success motivated Marthe and John to later write more than a dozen spy novels, most of which were all well received. Marthe was named as the author but it was widely known that John did a good bit of the writing.

The couple lived in Manchester during World War II and she found that her name was listed in the dreaded, “The Black Book.” This book listed prominent British subjects that were to be arrested and imprisoned after Germany success fully invaded Britain. Fifteen years following a divorce from John in 1951 Marthe died in 1966 at her family home located in Westrozebeke.

Mata Hari and Marthe Cnockaert were certainly not the first French female spies or the ones with the strangest life. That award must be given to Chevalier d’Eon who was a French spy in the middle and late 1700’s. She was quite unique in that during her years as a spy she posed at times as a man and other times as a woman.

In 1755 Chevalier d’Eon joined a secret network of spies called the Secret du Roi (King’s Secret) who were employed by King Louis XV without governmental knowledge. King Louis XV sent d’Eon and Alexandre-Pierre de MackenzieDouglas, a Sottish Jacobite in service to France, on a mission to Russia to meet Empress Elizabeth.

The king sent them on this secret mission to conspire with the proFrench faction in Russia much to the chagrin of England. The French and English were at odds over the Habsburg Monarchy, so the English wanted to deny France access to the Empress. From 1756 to 1760 d’Eon served France as secretary to the embassy in Saint Petersburg. d’Eon’s career while in Russia was the subject of a novel by Valentin Pikul titled, “Le chevalier d’Eon et la guerre de Sept ans.” Not to be judgmental or mean-spirited but Chevalier was not handsome as a man or a woman. Upon her death in 1810 doctors who examined her body found that d’Eon was a hermaphrodite.

On a hot and sultry July evening in 1943, officers of the Nazi Gestapo knocked on the door of an apart-

ment in the town of Aix-enProvence. The documents for the woman in the apartment that she gave to the Gestapo, which were forged, indicated that she was a French housewife named Germaine Pezet. She was originally from Paris but now living in the Aix-enProvence of France about 30 miles north of Marseille. The Gestapo were on a mission to find whatever information they could about the French Resistance organization known as the “Alliance.” They also wanted to arrest the organizations leader a Parisienne named Marie-Madeleine Fourcade. The Gestapo tore the apartment apart, but they left without finding any evidence about the “Alliance” or its leader. The woman who was renting the apartment was not pretty by any standard. She wore thick eyeglasses, was poorly dressed, with plain black hair, and had a more than noticeable overbite.

This disguise was the brainchild of a London dentist who also had made the dental prosthetic she wore. Germans already occupied. By 1941 the Germans were bombing key cities across Britain and other areas of Europe. A fledgling organization known as the Secret Operations Executive (SOE) was tasked with providing important war information to the Allies. The SOE had three key women who were part of the governing force in the organization. Theirs was a volunteer force set up to wage a secret war behind enemy lines. British Prime Minister Winston Churchill ordered the SOE’s agents to “set Europe ablaze” through espionage, sabotage and building a resistance network across all occupied Europe. A primary target for Prime Minister Churchill was building a spy network in France.

Historically wartime spying had traditionally been considered the domain of men coinciding with their military duties. Progressive organizations like the (SOE) knew the importance of women in this field of work. Women were thought to be more inconspicuous as spies and could go unnoticed as couriers of vital information. During this period for some unknown reason women were rarely stopped and searched at checkpoints. In some instances, women spies used their femininity to their advantage. They conveyed the stereotypes of women during that era which were fragility or helplessness to accomplish their objectives.

The Paper Controversy Erupts in Two Hospital District Board Elections

Candidates for board seats in two separate hospital districts are coming under fire as election day draws near.

Palomar Health, a California Public Health Care District, has three board seats open. One, in District 2, is presently held by incumbent Tom Kumura, who is completing 26 months of service as an appointee and is seeking electon.

Mr. Kumura is alleged to have made an unwelcome sexually explicit and inappropriate comment concerning a female employee of the Palomar Health District (and, according to a private investigator’s report, which The Paper has confirmed, has confessed to having made the statement.)

Meanwhile, a Tri-City board candidate is accused of election meddling and conflicts of interest.

The Coast News is reporting that Oceanside resident Jim Burlew’s employment as Tri-City Medical Center’s facilities director in 2013 and his subsequent firing from the hospital, revealed claims of his lack of professional qualifications and alleged criminal conduct in the days shortly after his removal. Mr. Burlew’s alleged election meddling and past legal entanglements with the hospital have raised questions about a potential conflict of interest

and his motivations for seeking a seat on the board.

Approximately one year later, Burlew was fired in 2014 for violating the hospital’s nepotism and conflict of interest policies after hiring several of his relatives to work under his supervision and lying about it.

After hiring his wife’s niece and nephew, Burlew maintained that he did not know he was related to them.

Previously, Burlew had been placed on administrative leave for falsifying employee time cards and “mistreatment of employees,” court documents state.

Rocky Chavez, current Tri-City Healthcare District board member and Oceanside mayoral candidate, said, “It’s very upsetting when he attacks the hospital, for people like me to hear what he’s saying because he’s just wrong,” Chavez said. “Burlew has an objective to get on the board and hopefully he’ll have [votes] to fire people who fired him. That’s no reason to get on the board.”

Strange bedfellows

In recent years, Burlew has gone into business with former Tri-City CEO Larry Anderson and Charles Perez, founder of Medical Acquisition Company (MAC), establishing Healthcare Compliance 365.

All of the present board members are aware of the circumstances and the investigator's report.

A number of board members confirmed to The Paper that Mr. Kumura does not enjoy support of the full board, or, a majority of the board.

Man About Town A Local Scandal?

The Paper is aggressively recommending and seeking the removal of Tom Kumura from the Board of Directors for Palomar Medical Center.

In 2018 the outgoing Chair of the Palomar Health District, Dara Czerwonka, presently a candidate for Escondido City Council, District 3, was told of an allegation, and later, to the full board of directors, that Board Member Tom Kumura had made a sexually explicit and inappropriate comment concerning a female member of the Palomar Health District staff. In the course of that investigation, Mr. Kumura admitted to the investigator that he had, indeed, made the sexually explicit and inappropriate comment concerning the female staff member.

Mr. Kumura is said to be a part of the "Gang of Three" that attempts to manipulate the agenda and. collectively, disrupt and obstruct orderly proceedings at board meetings. It is also alleged that Mr. Kumura has, on several occasions, attempted to involve himself in day to day operational details at Palomar Medical Center . . . which is not the function of a board member. Board members, collectively, determine policy and programs. They hire a staff to accomplish those goals.

The incident was originally reported to Dara Czerwonka, then Chair, by a former board member, Hans Sison. When she learned of it she referred the complaint to Diane Hansen, President and CEO of Palomar Medical Center.

A private investigator, Jill Rosenthal, with board approval, was retained.

I'm also advised that at the most recent Monday's board meeting, Kumura managed to get an item on the agenda and swung a 4/3 vote in his favor, (utilizing his "Gang of Three" votes he can count on) that conferred upon him lifetime health coverage.

Originally, I understand that was only offered to board members who had served a four year term.

In 2013, Anderson was fired from Tri-City due to alleged conflicts of interest with Perez that resulted in a lawsuit settlement, but with a recent appeal, the case is still ongoing.

The Coast News reported in 2015 that Anderson advocated for a lease agreement between Tri-City and MAC — an agreement that would have secured Anderson’s employment for eight more years.

During negotiations of the agreement, Anderson allegedly misled the Tri-City board about MAC’s experience, while at the same time accepting a number of gifts from Perez.

A spokesperson at Tri-City declined to comment about Burlew’s employment history due to privacy rights.

In the Palomar Health District’s election, a more complete outline of complaints agains Mr. Kumura is shown in this week’s “Man About Town” column and commentary, (see below).

It is The Paper’s intent to follow these two campaigns as well as other local campaigns closely and report on any new developments and, ultimately, on the results of the election.

Mr. Kumura was contacted by The Paper for comment and declined to make any comment on the record.

Kumura has only served a two year term but, under the new item, Kumura is now eligible.

First off, Kumura should have recused himself from voting because of a clear conflict of interest, secondly, Palomar attorneys have already visited this issue and determined it's illegal in that it is the "gifting of public money" which is prohibited. This appears to be self dealing of the worst kind where Kumura sought to benefit himself through his position on the board. The item will be easily defeated and reversed by a simple majority vote once a new board is elected. It could be defeated in court but that seems to be a needless waste of time and money spent on attorney fees.

Election season is a great time to make our voices heard and exercise our constitutional right to vote for candidates and issues we believe in.

This is the beauty of our country, but the unfortunate side of elections is negative campaigning and mudslinging. Recently, there has been campaign-related information that casts Palomar Health in a negative light and questions our quality patient care. It is my duty to the residents of our district and our incredible physicians and staff to set the record straight.

accounts found that male agents were less resourceful and inventive than female agents to carry out covert, complex missions. For goodness sake don’t anyone tell 007, James Bond, that fact!

Marie-Madeleine Fourcade was exactly what the Allied Forces looked for in a spy; she was stunning in appearance as witnesses and war journalists would later attest.

She had been born into a wealthy family on November 8, 1909 in Marseille, France. She spent her childhood in Shanghai with her family. She lived with her father, Lucien Bridou, who was an executive with the French Maritime service, her unconventional mother, Mathilde, and her two siblings, Yvonne, and Jacques. Shanghai was a thriving trading port and colonial quarter during the 20s, known as the “Paris of the East.” It was filled with Chinese warlords, White Russians and myriad of other characters who made a lasting impression upon her. A famous British novelist J.G. Ballard, who was born and raised in Shanghai during this era recalled, “anything was possible, and everything could be bought and sold.” Because of her family’s wealth and social status within this exotic and mysterious environment, Marie-Madeline was educated at the convent school, Couvent des Oiseaux and the music school, Ecole Normale de Musique. Social mores in this society, as well as her eclectic education, helped to form her into the extraordinary woman she became.

She married quite young by today’s standard, but certainly not so in that era. At the age of 20 MarieMadeleine left her husband, Édouard Méric, a French army officer serving in Morocco, and moved to Paris with their two children.

Méric wanted her to be a traditional wife, but she was the antithesis of that premise. Having grown up in the wild and exotic world of Shanghai, her innate sense of adventure and independence doomed this marriage from the start. Still in her early-20s, she began to create a life for herself in Paris. She learned how to fly a plane, drive a car, and obtained a job, all this despite the restrictive culture in France at that time of an overriding patriarchal society. In fact, French women were not granted the right to vote until 1944 by Charles de Gaulle’s government in exile.

One spring afternoon while attending a social gathering at her sister Yvonne’s house, filled with diplomats, journalists, business leaders and military men, Marie-Madeline met the young Lieutenant-Colonel Charles de Gaulle and his political rival, intelligence officer Major Georges Loustaunau-Lacau. She quickly became occupied with the question of the war effort, which the two men were arguing about vehemently. as part of the Treaty of Versailles which ended World War I. At this point in time neither France nor England were doing anything about the occupation of France by the Nazis. Despite having had no direct experience of the brutal impact World War II had on the French people, it was unthinkable to her that no one was resisting the Germans. Impressed by her keen intelligence and courage to speak her mind, Loustaunau-Lacau recruited Marie-Madeleine to work for his underground magazine, L’Ordre National, covering military action in Europe, and as a spy-intraining.

Marie-Madeline joined the Resistance formally in 1940 as one of an elite handful of men and women who rose in defiance of the Nazis. Her organizational skills and determination propelled her into the job of creating networks of agents throughout unoccupied France. She named each agent after an animal or a bird for security purposes (Alliance was later dubbed Noah’s Ark by the Germans). MarieMadeleine chose the nom de guerre, Hérisson, hedgehog, for herself.

She followed a circuitous path through the Cote d’Azur, the Dordogne, Brittany, and Burgundy to recruits spies, radio operators, pilots and couriers comprised of former military men, doctors, lawyers, artists, housewives, fishermen, and students. By 1941, her group, known as “Alliance,” became the largest and most important Allied intelligence force in France and necessary to the continued freedom of Britain.

Major Loustaunau-Lacau was furious with the French government for their complacency to the Nazi invasion. The major was a political rival of Charles De Gaulle before and during the German occupation of France. He was also a confrontational military man and became embroiled in a mutiny plot with a new contact in North Africa. The outspoken military man was arrested following a brief encounter with Germans near the Northern border.

Major Loustaunan-Lacau escaped from a German controlled hospital, severely injured and furious at the French Army leaders for their spineless retreat. In 1941 when Loustaunau-Lacau was arrested and sentenced to two years in prison, he chose Marie-Madeline to be his successor as the leader of Alliance.

Her charisma and total captivation in her new role convinced even the most doubtful men. It was reported that Gabriel Rivière, the head of the underground’s Marseille operation, exclaimed, upon meeting her for the first time, “Good God, a woman?”

She proved more ingenious and fearless than even some of the men she recruited. Because of the tremendous danger of her work at that time she sent her two children to Switzerland to live with relatives.

It was reported that her children supposedly escaped France by crawling through a barbed wire fence to get into Switzerland. She later had a third child by a resistance member named Faye that worked for her in her network. This

child she gave to a deputy of hers for safekeeping.

Throughout the war, the 3,000 strong Alliance network supplied the British Secret Service, and American high command unparalleled access to Hitler’s plans, including the V-I flying bomb and V-2 rocket program. One of Germaine’s agents, Jeannie Rousseau, convinced a German officer to draw her what a rocket would look like. The officer did so and in the process inadvertently revealed the VI and V2 rocket programs including a test station location on Peenemunde. Also providing information on German troop movements, and an exact, 55-footlong roll-up map of the beaches and roads of Normandy onto which the Allies would land on D-Day. By the end of 1942 Marie-Madeleine was on the run from the Gestapo. The Nazis found it hard to believe the head of the largest spy network in France was a woman but eventually did believe it. In constant mortal danger, she escaped capture by sheer will, once hiding in a mailbag on a nine-hour, freezing train ride to Spain. French Navy Capt. Jean Boutron, who smuggled her out of France said, “She was terribly feminine, but she had absolutely no fear truly a modern day “Joan of Arc.” He stated that she was a fierce and revered leader of the French Resistance Alliance.

World War II was an event like no other in modern world history. The war itself was widespread, nearly catastrophic, encompassing most of the countries of the world at that time. Wartime spying was extremely dangerous work, many of Fourcade's closest associates were captured, tortured, and killed by the Nazi Gestapo. Some, however, were able to escape, including Fourcade herself, who escaped capture on several occasions. Arrested with her staff on 10 November 1942 she escaped, through a stroke of luck, and was taken by plane to London from where she continued to direct the network. After returning to France to direct the network on the ground, she was captured again. Her second escape was more harrowing in the early morning hours, she stripped naked and was able to force her petite and sweaty body between the bars of the cell window. At the conclusion of the war, she was decorated for her outstanding service.

Few people who were true heroes of World War II were as forgotten as Marie-Madeline Fourcade. But Charles de Gaulle was primarily responsible for her not being recognized for the work she and her agents performed during World War II. He was a strong political enemy of her mentor Major Georges Loustaunau-Lacau. Strangely after the end of World War II she was not given the Order of the Liberation, though her husband Édouard Méric was.

It was reported that Eisenhower acquiesced to allowing de Gaulle and his troops to be the first to enter Paris. This despite the high price the American and British forces paid for the D-Day invasion into France. Supposedly British

Prime Minister Winston Churchill was a stalwart ally to Charles de Gaulle. It was widely rumored that General Charles de Gaulle was a completely political animal and all that he did at the end of World War II was to solidify his role in postwar France. He did a decade later go on to become President de Gaulle and led the country as founder of the Fifth Republic of France until his resignation in 1969.

But even after his retirement the economic policies of his administration continued to influence France for 30 years.

Fourcade wrote a memoire of her wartime experience in the book L'Arche de Noé, published in 1968, later abridged and translated into English as Noah's Ark. She describes how, as a young woman in her early 30s, she became head of the underground intelligence network which was to become known as "The Alliance". The Preface to the much abridged, and poorly translated, British/US edition was written by Kenneth Cohen who was her wartime (and post-war) "controller" in SIS (MI6) and the father to her godson.

Fourcade chaired the Committee of Resistance Action beginning in 1962 as well as the jury of honour of Maurice Papon in 1981. She remarried, was a mother of five children, from 1947 a commander of the Legion d’honneur, and the National Association of Medalholders. She was represented at the assembly of the European Communities and in 1982 chaired the Defence of Interests in France and Europe.

Marie-Madeleine Fourcade died at age 80, on 20 July 1989 at the military hospital of Valde-Grace. The French government and the few survivors of the resistance group paid an exceptional homage to her on 26 July at the time of her funeral in the SaintLouis Church of the Invalids.

Fourcade was the first woman to have her funeral there, and her burial in the Cimetiere du PereLachaise in Paris. The Rue Marie Madeleine Fourcade in Lyon was named in her honor as well as streets in several other French towns.

While the next beautiful, young female spy with auburn hair is not French she is memorable because she operated in the U.S. as recently as 2018. Mariya Valeryeyna Butina was born on November 10, 1988 in Russia. She worked for the Russian Federation Council as an assistant for Aleksandr Torshin a member of Vladimir Putin’s United Russia Party. During the Obama administration in 2015 Butina met the Treasury undersecretary for international affairs, Nathan Sheets, to discuss U.S.-Russian economic relations. Separately, she also met with a Federal Reserve vice chairman, Stanley Fischer and with a State Department official. A senate committee concluded that she tried to persuade the Trump campaign to set up secret back channel communications with Russia. Butina was

arrested by the FBI in July of 2018 charged with acting as an agent of the Russian Federation without notifying U.S. authorities. Her plea deal with the DOJ was to plead guilty to felony charges for conspiracy to act as an unregistered foreign agent. She was convicted in 2018 of acting as an unregistered Russian foreign agent within the United States. She was sentenced to federal prison for 18 months. She served just slightly more than 5 months and upon her release from the Tallahassee Federal Correctional Institution she was deported to Russia. When she returned to Russia she was treated as a hero and given a series regular role on a popular TV show in Russia. One of the most ironical issues was that at this same time a popular, award winning TV show in the U.S. on the FX network was “The Americans” which ran from 2013 until May of 2018.

The premise for “The Americans” was that the characters were Russian agents planted in U.S. society to carry out covert operations and report back to Russia. The show starred Keri Russell in the female lead role, which seemed to mirror what Mariya was actually doing here in the U.S. One has to to wonder, based on the facts raised in this article, how many more talented, beautiful, highly trained women are serving as spies today.

Reining in prescription drug costs

One of the most important lessons from the pandemic is the need to prioritize reliable prescription drug manufacturing. California, especially this region, has long been a center for medical research, and one of our top priorities should be to encourage more drug research, innovations, and manufacturing, especially for generic drugs.

That’s why I support Senate Bill 852.

While the main benefit of SB 852 will be to make medication available for thousands of Californians at a more reasonable cost, as we emerge from the pandemic-induced recession we can also create thousands of new jobs to help restore the world’s fifth-largest economy.

SB 852 requires the California Health and Human Services Agency (CHHSA) to enter into partnerships with drug manufacturers and other agencies to provide medication, including insulin, at lower costs. As we all know, the high cost of prescription drugs is one of the drivers of rising health care premiums – and lowering these costs should be a top priority.

SB 852 will encourage production of generic, lower cost prescription drugs.

The bill prioritizes drugs that have the greatest impact on drug pricing, to increase competition among manufacturers and help address market shortages, with high-cost drugs for chronic conditions prioritized. Chronic condi-

tions have long been a high cost driver in the healthcare industry and I have worked hard to gain recognition for the barriers and battles that chronic care patients have had to endure to attain access to critical treatments. Reports on data and accountability will be due to the Legislature over the next three years on the program’s success in reducing costs and improving public access to the targeted drugs.

This type of public/private partnership for drug manufacturing is not new.

California has been manufacturing the only treatment for infant botulism since 2003, and the states of Massachusetts and Michigan have been teaming up with private drug manufacturers for many years.

SB 852 was signed into law on September 28th. More jobs, lower drug costs and improved public health are on the way.

On Friday, I released a podcast interview with Dr. Martin Kulldorff who is a professor of medicine at Harvard University and epidemiologist with expertise in detecting and monitoring of infectious disease outbreaks. Dr. Kulldorff is also the Co-Founder of the Great Barrington Declaration, which is a group of infectious disease epidemiologists and public health scientists who have grave concerns about the damaging effects, both physical and mental, when it comes to COVID-19 policies and orders. They are instead calling for “Focused Protection”, which would protect the most vulnerable and allow others to get back to work!

This past Friday, I scrolled through my phone and came upon something I couldn’t believe. For all the absurdities that have come down from the State of California, this may take first prize.

What was I reading? The State’s new guidance on private gatherings. Here are some of the points:

Harry Truman – His ‘Accidentcy’

Harry S. Truman was elected Franklin Roosvelt’s vice president in the election of 1944. He took office in January of 1945 – less than three months later FDR was dead and Truman was moved into the White House. Among his detractors behind his back, Truman was known as “His Accidentcy.”

He started his political career as a Missouri county judge (supervisor) and because of questionable support from a Kansas City political boss, there always was a bit of a cloud over his head. In 1935, Truman ascended to the U.S. Senate and a decade later he found himself in the White House.

Bathing was done in a wash tub, With plenty of rich foamy suds But the ironing seemed never ending As Mum pressed everyone's 'duds'.

Born May 8, 1884, Harry S. Truman was the 33rd president of the United States from 1945 to 1953, succeeding office upon the death of Franklin D. Roosevelt. He was vice president for not quite three months (FDR died April 12 1945).

Truman grew up in Independence, Missouri, and during World War I, he was sent to France as a captain in the Field Artillery. Returning home, he opened a haberdashery in Kansas City and was later elected as a Jackson County official. Truman was elected to the U.S. Senate from Missouri in 1934 and gained national prominence as chairman of the Truman Senate Committee aimed at reducing industrial waste and inefficiency in the early days of World War II. He caused havoc among armament manufacturers, exposing wasteful spending and shoddy production of weapons and vehicles.

After their election, there’s only one recorded meeting between FDR and Truman. When he assumed the presidency, unaware of its existence, Truman was advised of the secret atom bomb, which was ready to be tested and used. He was told dropping the bomb could save up to 1 million American and Japanese lives. In deliberate fashion, Truman authorized the first and only use of nuclear weapons in war. It ended World War II. After the onset of the Cold War in 1948, Truman oversaw the Berlin Airlift and Marshall Plan to feed warravished Europe. When North Korea invaded South Korea in 1950, he gained United Nations approval to intervene in what became known as the Korean War.

Truman’s background is rich in history – too much for this small space. There are six major points to know about this Missouri farmer.

He was a captain of a U.S. 1.

Army field artillery unit during World War I His first success in elective 2. office as a county judge.

His momentous decision to 3. drop the atom bomb ending World War II. His organizational skills in 4. feeding Europe and forming the North Atlantic Treaty Organization (NATO).

He authorized the troop com5. mitment in the Korean war.

He introduced civil rights and 6. integrated the Armed Forces.

Truman probably wouldn’t have succeeded had it not been for the financial backing, advice and encouragement of KC political boss Tom Pendergast.

There’s no indication he ever accepted anything but above-board advice and financial support for campaigning.

Still, his friendship with the Kansas City boss followed Truman right into the White House.

Elected a Jackson County judge in 1922, Truman had the responsibility of letting bids to contractors, not the least of which were paving companies.

Pendergast owned a paving company and expected his friend to give him the nod. When Truman issued the contract to another company, Pendergast want-

In 1948, Truman shocked the nation by winning the White House in his own right. He dealt with a lot of domestic problems, not the least of which was a national railroad strike.

After Republican Dwight D. Eisenhower's electoral victory, Truman left office personally broke. He always maintained: “If a politician leaves office richer than he was going in, there’s something very wrong.” There was no pension for former presidents.

Reportedly, Eisenhower pushed Congress to address that problem, creating a presidential pension.

This is only a thumbnail sketch of Truman’s life. He was a poor farm boy with only a high school education, but he was wise beyond his years. He wasn’t afraid to make a decision, Truman had a slogan sitting on his desk that read: “The Buck Stops Here.”

The turmoil that has surrounded the White House over the past three decades have left a lot of pundits and taxpayers lamenting: “Where’s Harry when we need him?”

One of the best biographies is “Truman,” by David McCullough, who won a Pulitzer Prize for his 1,400plus page tome, which is still available on Amazon.com.

Covid 19 has caused another fine business to close its doors.

Long a favorite of ours, Casa Angelo at 823 W San Marcos Blvd, San Marcos, had marvelous daily specials. Wednesdays, for example, you could get a fine plate of spaghetti for only $2.50!

And their salads were famous.

After 30 years they finally had to shut it down. We shall miss them.

While the Pandemic has also hurt another favorite eatery of ours, I think they are going to make it, not without some pain, however.

We had planned on a business lun ch last Saturday at our favorite Italian restaurant, Sorrento’s, in San Marcos. Upon arrival we learned they are not able to offer in-room dining, only orders to go.

They are a small, intimate restaurant and with the ability to only offer 25% of their capacity for indoor dining, that amounts to 3 or 4 tables. Not worth it in terms of ability to generate enough revenue to staff the kitchen and servers.

I fell in love with Rita D’Elia many years ago . . as well as her sister, Nancy. They are dedicated food professionals and provide Italian food that is prepared just like back home. Rita even still has her lovely Italian bouncy

We wound up going to The Old Spaghetti Factory, 111 N. Twin Oaks Valley Road, San Marcos, where my guess had Chicken Alfredo and I had, at the server’s suggestion, Ravioli. I had never dined there before but Evelyn had been there several times and always enjoyed her meal and the service. I’ll definitely return.

There’s an art to straightening a bent nail and making it useful again. Where to tap it, how hard, gently rolling it to restore it and not do further damage. Not everyone, not even every carpenter, can do it.

In the hands of Jesus, the Master Carpenter, our bent, crushed, useless lives have been restored because of His gentle taps, His careful touch.

Today’s carpenters, even we DIY’ers, toss aside the bent nail and reach for a new one. So, we, too, might have been tossed aside and swept up with the trash, were it not for the Master Carpenter and His skilled hands to make us new once again.

Let’s check in on the San Marcos Creek project Construction crews continue to make progress on the San Marcos Creek Project, which began in March of 2020. We appreciate the patience and cooperation from the San Marcos community during this first phase of construction – it’s moving along smoothly!

Residents will continue to see the construction team removing non-native vegetation in the Creek area. No need to worry. All vegetation removed by our team is considered either invasive to the Creek or must be removed to prevent flooding. We’ll replace it with native plants that are meant to flourish and support the ecosystem of the Creek area. You will also begin to see significant progress on the Bent Avenue Bridge construction and the levee construction along Discovery Street.

You will have to forgive me if these last few columns have been about the election. It’s just hard to avoid this topic as we get closer to election day. As you might imagine, I have had a number of candidates ask me for advice and in some cases endorsement. I always try to be encouraging because you put yourself out there and most people are not prepared for some of the odd feedback every elected official/candidate receives. Some of it is poor manners and some is just downright mean, but I remind them that the comments comes with the territory, and that you should always listen but do it with a little bit of a thick skin.

One of the things that I always tell the candidate is that at the city and below level, you are there to improve the community so don’t get hung up on political party mantras. Do the right thing for the city. The other thing I mention for those who ask me who to vote for, is to vote for the individual with the best qualifications. There is no substitute for Experience and Integrity.

Right now, it is very unclear how the overall economy will respond to this pandemic. Will it last three months or eighteen? Will federal efforts be successful, or just squandering resources?

There are too many unknown factors to accurately predict.

The changes happening to local economies are like a wave of unknown size and intensity. It is a natural reaction to want to stop the wave, but there is a good chance that this wave exceeds our capacity to withstand. Our local strategy has been to weather the storm and focus our efforts on a quick recovery.

In practical terms, providing flexibility for entrepreneurs to adapt and innovate today, and creating fertile ground for a future recovery, is the best economic development strategy right now. I am proud to be partnering with the Mayors of the cities of Escondido, San Marcos, Vista and Carlsbad, and County Supervisor Desmond to push for getting our economy back open.

What you want, is what we got!

Nome and I spent Monday morning last week in Costa Mesa at Chris Carter’s Computer Surplus Solutions warehouse cherry-picking a load of computers for THE COMPUTER FACTORY. We got fourteen and fifteen inch notebooks, All-in-Ones, Micro’s, servers and workstations to round out our San Marcos in-store inventory. Chris and his technicians do a great job of pre-testing and prepping the computers so that things run smoothly when we do our part.

Earlier this month I called Lyle Davis (Man About Town) to get his recommendation on a fancy restaurant for me to take Nome for our 55th anniversary. Lyle said “I’ll call you back in a few minutes”

He did and informed that we had reservations at Hunsaker at Vincent’s on Grand Ave in Escondido for 6:15 and to be sure and ask for Jeannette (the coowner) .

We arrived on time were greeted by name and taken to our table. I felt like a Rock Star. The restaurant was bright and well lighted. The tile flooring and the embossed ceiling tiles echoed the pleasant hum of conversation among the diners.

We both knew we were in for a special evening.

We started with a bottle of the house reserve Cote Du Rhone, a wonderful Grenache based French blend. From the menu we decided to share four items. First the French Onion soup followed by Crab cakes and then the entrée, a Seafood Risotto and for desert, crème brule.

Of those four items we agreed that the soup, crab cakes and crème brule were the best we ever had.

The seafood risoto probably would have made it a clean sweep except that neither of us had experienced it before. It was perhaps a bit like Paella but not quite.

We have a broader inventory of PCs than anyone in San Diego County combined with the ability to reconfigure them to meet any need. In addition to being able to custom configure our refurbs, we also design and build PCs to meet any conceivable application. To quote our old friend Cactus Jack, owner of The Rainbow Computer Emporium, “If we ain’t got it, you don’t need it.”

There are some PC products we don’t do. We don’t do Macs because they represent less than 10% of the home user market and an even smaller percentage of the business market. Tablets and Chromebooks are throwaway commodities. If something breaks you simply get a new one. Our expertise lies in configuring refurbs and designing new PC systems to exactly meet user needs.

Every home should have at least one PC workstation. Those who believe they can do it all on their smart phone probably have a fairly limited lifestyle and are under twenty years of age. The home workstation needs to have Windows10 and

The name Hunsaker at Vincent’s seems a bit odd until you understand that Brandon Hunsaker is the executive Chef now carrying on the tradition of chef Vincent Grumel, the founder of Vincent’s in the late 1990s. It was a great dining experience and a fitting way to celebrate our anniversary.

We took the dessert home that night and put it in the refrigerator. We took it to work the next morning and unwrapped at it at lunch. We found that Chef Hunsaker had carefully wrapped the dessert in a plastic bowl and then placed that bowl in a larger bowl full of ice and then enclosed the entire thing in a watertight wrap. It was ice cold and perfect. It is obvious that Chef Hunsaker really cares about the presentation and quality of his craft and it shows at Vincent’s.

Older PCs than that often have device drivers unsupported (video, audio etc) in Windows10. Pretty much any Intel or AMD CPU made in the past ten years will easily handle the fastest Internet speeds and 4GB of RAM is adequate for normal usage. The old hard drive will probably suffice but a new 250GB SSD (solid state drive) costs only $60 and really makes a difference in speed and reliability.

Our “refurb” Windows10 workstations start at under $200 and include pretty much everything needed including Office, keyboard and mouse. 22 and 24 inch monitors are $60 and $75 respectively.

If the workstation is to be used for “Zooming” you need to add a webcam ($35) or, instead choose a notebook or All-in-one. These

computers already have screens, Web Cams and WiFi. Notebooks start in the $200 range and 23 inch All-in-ones at just under $400.

We also have “minis,” powerful general purpose computers that come in an incredibly small form factor. The model I’m holding is typical, 7 X 7 inches, an inch deep and weighs 4 pounds. It has 8GB RAM, an eighth generation i5 quad core CPU, 250GB SSD, (6) USB 3.0 ports, 1 USB mini, (2) display ports, (1) VGA port speaker/mike/headphone jacks, Ethernet port. These make excellent TV network controllers and powerful desktop workstations. They also are handy as portable desktops, easy to move between home and work.

My dad helped get a road dept job for my grandfather and I only have a few memories of him, i use to watch him pour his coffee in the saucer and back into the cup. I was only 5 and can imagine him watching me looking over the edge of the table. Plus he would walk me down to field to the pear tree and peel one for me since I didnt like the skin. These are my two memories of him, While in the Phillippines my grandfather was killed by a drunk driver weighing trucks with the Highway Patrol in Virginia.

Also my grandfatlher was from a little town in the north west corner of Mississippi , a Welsh Man. First time I have ever heard anyone mention this!

Where's your excellent writer Pete Peterson? I remember reading a few of his past cover stories and the man is a craftsman with words who knows how to weave a tale and then hold on to the reader. Pete Peterson was a proven "winning formula," so why is he still not writing for The Paper? Whatever he wrote, it was entertaining. His past articles "Africa One Last Time" (5/2/19) and "Edison and Tesla" (4/18/16) are just two examples of jaw-drop-

ping literary gems!

Also, "The Poacher" by Kent /Ballard (4/16/20) grabs the reader immediately and keeps them glued.

(Unfortunately, Mr. Ballard passed on, according to your past comments.)

The Paper is a most promising fertile ground for cover stories that have both a local and universal appeal with a general built-in interest, controversy, and ENTERTAINING WRITING STYLE, etc.

Your last cover story titled "Papillon, the Sequel" fell waaay below the standards of any publication. For even a High School prep newspaper. There was absolute "zero" interest in the plot and the narrative was pedestrian, at best.

Even our many friends who normally love your weekly paper, truthfully, had trouble trying to trudge though the cumbersome prose (have you honestly read it, through its entirety?).

I don't feel comfortable sending this critique, and I had to overcome my great inhibition to do so. But I think the over-riding concern and honest feedback from your fans to be important. We really don't want to be subjected to cover stories (as the one previously cited) because my whole week of Great Expectations crashes. In fiery flames.

We look forward to The Paper each week.

Do yourself a huge favor: Bring back Pete Peterson, STAT! The Paper is badly in need of an aesthetic (artistic) blood transfusion to give it "life" again. The way it used to be.

I might add that you, yourself, Mr. Davis, are an excellent writer which we dearly enjoy. Your "Legacy of Love" (4/9/20) and "Mother Earth & Her Natural Medicine" (4/30/20) are BEAUTIFUL examples of how to write a story and MAKE IT INTERESTING! So, here's the deal: Bring in some new writers and parade them in front of us. I'm certain there are plenty writers of talent out there.

But I implore you (for your own professional sake and our reading enjoyment) please bring back Pete Peterson. And definitely keep Friedrich Gomez, Tom Morrow, your forum of mayors, and pastors - all of whom are of great interest.

And you write some stories yourself Mr. Davis, because you're amazing unto yourself.

Waited quite a spell before sending this. But, friends and cohorts said we are "compelled" to give feedback to a paper we normally love to read.

Pete Peterson back writing cover stories for us. But, Pete has a new short story collection out, “After Midnight,” which is selling well.

The most important national election in the history of our nation is only days away. If the "Silent majority" of our nations voters do not wake up, get up, and get out TO THE POLLS they will inherit a new socialist government that will, as former president Barack Obama stated, America will be " fundamentally changed" and mirror Chicago, Detroit, and Los Angeles, that in a short period of time will spread to every state and city in our nation.

Those who have clambered for their freedom- freedom to burn the American flag, freedom to collect welfare, freedom for health care, freedom of open borders, freedom of un- controlled abortions, and freedom for favoritism in employment and social benefits, will have attained the disastrous free-

doms they have pillaged and burned to attain!

Our governor has written an "Executive Order" assuring voters that their vote will count if deposited in USPS mail boxes. That reminds me of the story of the Fox and the Hen. If you want your vote to count do not put it in a mailbox.

As a member of the rapidly disappearing veterans of WW ll, I implore the real Americans of our nation to put the fast track to socialism back where it started - in the back alleys and slum neighborhoods of our major cities.

San Diego Botanic Garden in Encinitas has reopened the popular Hamilton Children's Garden, Seeds of Wonder and the new Junior Quail Trail, an interactive children's nature experience, are now open for children of all ages, members and general public, to enjoy. For visitor safety, the Garden is taking the following safety precautions and asking parents and children to abide by the following guidelines:

Parents and all children 2+ must wear masks or coverings at all times when in the children's gardens.

Households must maintain distances of 6 feet or more from other household groups when in the Garden.

Hand-washing and sanitizing stations will be maintained near each children's garden. All plastic and metal surfaces in each children's garden will be disinfected at least once per day. Guest restrooms are sanitized for safety at least every 2 hours. A restricted number of visitors will be allowed in each children's garden at a time: Hamilton Children's Garden - 50 households; 125 total visitors.

Seeds of Wonder Children's Garden -0 25 households; 65 total visitors.

Junior Quail Train - 10 households; 25 total visitors. Waiting areas outside of each of these gardens with 6 feet of social distancing per household will be available. No eating or drinking will be allowed in any of the children's gardens.

San Diego Botanic Garden is open Wednesday-Sunday from 10am5pm (closed Monday-Tuesday), and is located at 230 Quail Gardens Drive, Encinitas 92024. Phone 760.436.3036. ORDINANCE NO. 2020-1493

AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, CALIFORNIA, AMENDING TITLE 20, CHAPTER 20.410 AND 20.600 OF THE SAN MARCOS MUNICIPAL CODE RELATING TO ACCESSORY DWELLING UNITS AND ACCESSORY STRUCTURES WHEREAS, in 2019 the California State Legislature approved, and the Governor signed into law, AB 68, AB 670, AB 671, AB 881 and SB 13, which became effective on January 1, 2020 and amended Government Code sections 65852.2 and 65852.22 to modify the development standards and approval process for Accessory Dwelling Units (ADUs) and Junior Accessory Dwelling Units (Junior ADUs); and WHEREAS, amended Government Code section 65852.2 provides that any existing local ADU ordinance failing to meet the requirements of the new State legislation regarding ADUs shall be null and void; and WHEREAS, the City finds many existing City regulations for ADUs that conflict with the provisions of Government Code sections 65852.2 and 65852.22, rendering the City’s existing ADU ordinance null and void as a matter of law; and WHEREAS, without a compliant ADU ordinance in place, the City’s regulation of ADUs is limited to the application of the default standards provided

by Government Code sections 65852.2 and 65852.22; and

WHEREAS, the regulation of ADUs based solely on the default statutory standards would prevent the City from imposing certain of its building regulations and zoning ordinance standards, threatening the character of existing neighborhoods and negatively impacting property value, personal privacy and fire safety; and WHEREAS, the City must amend its ADU regulations to comply with the amended provisions of Government Code sections 65852.2 and 65852.22, to preserve community character and quality of life and ensure the health and safety of its residents, orderly development and compliance with the City’s building regulations and zoning ordinance; and

WHEREAS, the City Council has the power under Government Code sections 36934 and 36937 to adopt an ordinance that takes effect immediately if it is an ordinance for the immediate preservation of the public peace, health or safety, contains a declaration of the facts constituting the urgency, and is passed by a four-fifths vote of the City Council; and

WHEREAS, the City finds it is necessary for the City Council to adopt this Ordinance as such an urgency ordinance, as set forth in the above recitals, which are incorporated herein by reference, and pursuant to the powers under Government Code sections 36934 and 36937, to immediately address and comply with the State’s new ADU regulations, to allow the City to enforce its building regula-

tions and zoning ordinance, prevent the unregulated development of ADUs and address peace, health and safety issues related to the effective regulation of ADUs; and WHEREAS, this ordinance is exempt from review under the California Environmental Quality Act (CEQA; California Public Resources Code Section 2100 et seq.) and CEQA regulations (Title 14, California Code of Regulations Section 15000, et seq.) because this ordinance is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment (Section 15061(b)(3));

NOW, THEREFORE, the City Council of the City of San Marcos, California, in accordance with the freedom afforded to charter cities generally, and by the Charter of the City of San Marcos specifically, does ordain as follows: Section 1.The foregoing recitals are true and correct and are incorporated herein as though fully set forth at this point.

Section 2.Existing San Marcos Municipal Code Chapter 20.410 and Chapter 20.600 are hereby amended to read as shown in the clean and redlined versions attached hereto as Exhibit “A” and Exhibit “B,” respectively, and incorporated herein by this reference.

Section 3.This is not a project within the meaning of Section 15378 of the California Environmental Quality Act (CEQA) Guidelines because there is no potential for it to result in a physical change in the environment, either directly or indirectly. In the event this Ordinance is found to be subject to CEQA, it is exempt from CEQA pursuant to the exemption contained in CEQA Guidelines Section 15061(b)(3) because it can be seen with certainty that there is no possibility of a significant effect on the environment.

Section 4.If any section, sentence, clause or phrase of this Ordinance is determined to be invalid, illegal or unconstitutional by a decision or order of any court or agency of competent jurisdiction, then such decision or order will not affect the validity and enforceability of the remaining portions of this Ordinance.

The City Council declares that it would have passed and adopted the Ordinance, and each section, sentence, clause or phrase thereof, regardless of the fact that any one or more sections, subsections, sentences, clauses, or phrases be declared invalid or unconstitutional.

Section 5.Pursuant to Government Code section 36936, this Ordinance shall be effective immediately upon its adoption. Within fifteen (15) days following its adoption, the City Clerk shall certify to the passage of this Ordinance and cause the same to be published, or the title thereof as a summary, in accordance with the provisions of State law in a newspaper of general circulation designated for legal notices publication in the City of San Marcos. Within 60 days after adoption, the Planning Division shall submit to the California Department of Housing and Community Development a copy of this Ordinance.

PUBLIC NOTICE IS HEREBY GIVEN that the City of San Marcos, hereinafter referred to as Agency or City, invites proposals for the above stated Project and will be available on line via PlanetBids. Proposals are due up to the hour of 2:00 p.m. on November 10, 2020.

WORK DESCRIPTION The work consists of removal of existing striping and vehicle detection loops, minor rehabilitation of pavement, striping, installation of new and replacement vehicle detection loops, and traffic signal revisions.

LOCATION OF WORK Twin Oaks Valley Road and San Elijo Road.

ESTIMATED BUDGET The estimated overall budget is $2,149,000.00.

TERM Sixty-Five (65) Working Days.

PREVAILING WAGE NOTICE IS HEREBY GIVEN that, payment of prevailing wages and compliance with the California Labor Code Sections 1770 et seq is required for this project. The Contractor will be required to comply with all of the terms and conditions (including State General Prevailing Wage requirements) prescribed for Contractor performing public works construction projects.
