Pasco County Animal Services Represented on National Board Pasco County Animal Services (PCAS) is proud to take its premier service of animal sheltering to the national level with Assistant Director Spencer Conover’s recent selection as the newest Vice President of the National Animal Care and Control Association (NACA) for a minimum one-year term.
