2026 CHANGE MAKERS

In 2023, we asked a simple question: who gets to be called “important” in Austin?

For years, the answer was shaped by the same kinds of lists power players, influencers and leaders lists that too often overlooked the women building this city and the people of color shaping its future. We knew the story of Austin was bigger, richer and more diverse than what was being recognized. So in 2024, Austin Woman set out to change the narrative.

The Change Makers list was born from that mission.

Now in its third year, the 2026 Austin Woman Change Makers issue continues to grow into something even more powerful than we imagined. What began as a celebration has become a movement a collective spotlight on the women who are improving the fabric of our city in ways both bold and beautifully ordinary.

A Change Maker is not defined by a title. She might be a CEO or a classroom volunteer. A founder, an artist, a nonprofit leader, a neighborhood organizer, a philanthropist, a mentor, a mother or a dreamer. She might be a household name, or someone whose impact is felt quietly, without applause or recognition. What connects them all is this: they are using their gifts to make Austin better.

This year, hundreds of women were nominated or applied to be included. Their stories poured in from every corner of our community, reflecting the depth, diversity and heart of Austin itself. Reading through them, we were reminded again and again that leadership takes many forms. Some women are transforming industries. Others are transforming lives one small act at a time.

This list exists to honor all of them: the trailblazers and the behind-the-scenes heroes, the founders and the fixers, the visionaries and the volunteers. It exists to say we see you. We value you. Austin is better because of you.

To the 2026 Change Makers, thank you for the waves you make—big and small, seen and unseen. You are shaping the culture of this city and the spirit of this magazine.

Dr. Carrie Angell is a Change Maker because she leads with strategic clarity and a deep commitment to service, guiding programs that strengthen trust, transparency and consumer protection for more than 15,000 businesses across Texas As President and CEO of the Better Business Bureau Serving the Heart of Texas, she oversees a nonprofit, a charitable foundation and a business-services entity, each designed to support marketplace integrity and expand opportunity for the communities she serves.

A lifelong Austinite, Dr. Angell played a pivotal role during the COVID-19 pandemic by partnering with the City of Austin to distribute more than forty-five million dollars in relief grants to small businesses, nonprofits and creative professionals. Her leadership helped stabilize the local economy at a critical moment and ensured that resources reached those most affected.

She continues to drive long-term community impact through initiatives such as the Ignite Center, a new hub for small-business education and workforce development, and through the rebranding and expansion of the Foundation for Better Business, which elevates ethics, entrepreneurship and financial resilience across Central Texas.

With a background in investigative journalism, an Executive Master of Public Affairs from the LBJ School, and a doctorate in Organizational Change and Leadership from USC, Dr. Angell blends analytical rigor with a service-driven approach. Her leadership advances opportunity, strengthens trust and delivers meaningful, measurable impact for Austin and communities throughout Texas.

Dr. Angell stands apart because she leads with genuine care, integrity and a rare ability to connect with people at every level of the organization Colleagues consistently describe her as the kind of leader who remembers the details that matter, invests in her team’s growth and creates an environment where people feel seen, supported and motivated to excel. Even when BBB employed more than one hundred staff members in a traditional office setting, she made it a priority to know each person, understand their families and recognize their goals. Dr. Angell’s theme song would be Journey’s “Don’t Stop Believin’.” It is the song that instantly lights her up, the one she sings at full volume every time it plays, and truly anything by Journey has that effect. Three Questions with Ashley Card

Dr. Ashley Card is a Traditional Chinese Medicine Doctor and Acupuncturist who is also a certified sound healer. She lives for creating meaningful community and educating the public about not only their physical, but spiritual and emotional health.

What makes the nominee stand apart

Why is the nominee a Change Maker?

Dr. Ashley Card is an acupuncturist who practices integrative medicine and sound healing She believes Western and Eastern medicine can co-exist in a way in which a patient can most optimally be brought into whole health.

As a former Austin ISD high school teacher, Dr Card believes whole heartedly in continuing to teach our community how to best care for themselves. She recently was invited to speak at the “All Hands Meeting” for the Texas Health and Human Services, where she spoke with State employees about best practices in handling their personal health while balancing a stressful job. She also speaks to elementary aged children and teachers about emotional regulation and how acupressure can help little ones handle big emotions and everyday feelings they may encounter. Dr. Card also organizes and offers sound baths for community events.

In addition, Dr Card gives back to community through donated events and services. She recently spent multiple weekends and weekdays in Central Texas during the beginning stages of the catastrophic flood clean-up utilizing ear acupuncture for first responders and volunteers. Her treatments focused on reduction of PTSD and pain relief. She felt honored to be able to practice her medicine in such an extreme environment, while seeing large results and relief on the faces and bodies of the first responders. She knows the last person first responders are worried about in times of emergency are themselves, and knew she needed to make sure they in turn were being cared for

from their peers?

Dr. Card works hard at educating inside and outside of the treatment room. She believes the best way for the wisdom of ancient medicine to be truly integrated into a modern healthcare landscape is to do her best to build the bridge of knowledge towards western medical patients and practitioners in a way they can consume and understand the principles its built on. Incidentally, she and her best friend, Morgan Printy, a local media producer, made a short film currently being used by the Veterans Administration to train doctors and practitioners who utilize a specific needling protocol used across the nation The film covers the history, philosophy, change makers and implementation of this protocol through interviews, teaching aspects and demonstration.

Dr. Card stands apart from other practitioners because some of her favorite patients and people to speak with are the skeptics! Piper LeMoine makes things happen at Rancho Alegre, a grassroots nonprofit dedicated to preserving and promoting Conjunto music. From grant writing to coordinating music events to design and web development and everything in between, LeMoine does it all.

Why is the nominee a Change Maker?

As co-founder of Rancho Alegre, Piper LeMoine has dedicated her life to preserving and promoting Conjunto music She says that she “makes things happen” at Rancho Alegre, and that is absolutely true.

Working with partner Baldomero Cuellar, LeMoine drew upon her significant experience in public media, nonprofit organizations and tech to create the unique grassroots organization that presents the three-day Rancho Alegre Conjunto Music Festival (RACMF), the Senior Conjunto Music Dance Series and other events throughout the year, advocates for Conjunto music and its musicians, has a nonprofit record label, records oral histories with Tejano and Conjunto musicians, preserves and digitizes analog recordings, and more.

Like many nonprofit professionals, LeMoine never backs down from a challenge and always learns what is needed to solve the problem at hand She is a web developer, a sound engineer, a graphic designer, a grant writer, a radio DJ, a public speaker, an emcee, a journalist, a music festival coordinator, a roadie, a truck driver, a publicist and whatever else may be needed at any given time

She is also a caregiver for Cuellar. In 2020, she donated a kidney to him; not only because she wanted to save his life, but because she knew they still had a lot more work to do with Rancho Alegre and Conjunto music.

Ever since she was a 16-year-old starry-eyed teenager in Tulsa, LeMoine dreamed of living in Austin and working in music. She is doing just that, in every way she possibly can.

What positive change has the nominee made in their community?

Through her work at Rancho Alegre, LeMoine has made positive change in two communities: Austin and the Conjunto community as a whole.

In Austin, she has worked tirelessly to integrate more Conjunto with Austin’s live music scene and expose more people to the music, while keeping it alive for longtime fans and musicians Thanks to her work, Rancho Alegre’s Conjunto events have taken place at venues not known for Conjunto like Stubb’s, Central Machine Works, Far Out Lounge and now-shuttered beloved venues like One-2-One and Giddy Ups. Thanks to LeMoine’s grantwriting skills, Rancho Alegre has been able to secure funding to make its three-day festival and senior dance series free admission

In the Conjunto community as a whole, she has worked diligently to preserve the genre ’ s history and advocate for and support its musicians in professional opportunities. Beginning in 2012, Rancho Alegre has traveled all over Texas and has recorded hundreds of hours of oral histories with Conjunto and Tejano musicians, often having the only recorded interviews with musicians who have passed In 2024, as a Professional member of the Recording Academy, she successfully wrote and presented a proposal to have Conjunto moved to the Best Regional Roots Music category at the Grammys, where it now resides alongside other American Roots categories like Zydeco, Cajun, Hawaiian and more LeMoine has also successfully worked with Folk Alliance International and the Texas Music Office on several official showcases featuring Conjunto music.

LeMoine can usually be found at home on a Saturday afternoon There's plenty to do at Rancho Alegre in East Austin, from hanging out with their pack of rescue dogs and cats to working with the small herd of livestock (donkey, horse, goat, llama, and sheep). Or she's in Rancho Alegre's shop, printing out t-shirts, CDs and more. Or she's at her desk, working on her second Master's Degree

Laura Ramos James is a Change Maker because she has led the way to transform how personal injury law firms connect with, advocate for and empower underserved communities in Texas Born in Monclova, Mexico and a survivor of a catastrophic injury at age three, Ramos James turned early trauma into a lifelong commitment to justice. As an immigrant, a mother and a Latina trial lawyer, she built an eight-figure law firm from the ground up by relying on grassroots education, authentic community engagement and values-driven advocacy. Ramos James has become a critical voice for immigrant and Spanish-speaking communities She partners with nonprofits and community organizations across Central Texas to provide free legal education in clear, accessible language, helping thousands understand their rights after an injury. Her commitment to empowerment extends beyond her firm. She partnered with The Latina Foundation to create the Laura Ramos James Poderosa Entrepreneur Award, which grants $1,000 to a Latina entrepreneur and donates an additional $1,000 to the foundation She is also a significant supporter of EGBI and MAMAs (Mother Attorney Mentoring Association), expanding opportunities for small business owners, women and working mothers

Shanna Shanen is a creative visionary who, with her daughter Skylar, founded Round Top Film Festival in 2024. Dedicated to bringing the best of film and culture to rural Texas she has created a highly acclaimed and unique film fest in just 2 years.

In late 2023, Shanna and her daughter Skylar had a dream to bring the best of film, art and culture to small town Texas. With no "real" industry experience, Shanen pulled together a world class festival bringing industry experts and films from all over the world to Round Top, Texas. Trusting her gut and using grit and determination, she has established something that people are comparing to what Sundance Film Festival was like in early days Shanen’s love and commitment to film and providing rural Texas school children world class film experiences is something that deserves recognition.

She has brought economic development to the area through the attendees at the four day festival and she is actively involved in many philanthropic and community endeavors in Austin, Houston and Round Top.
