elcome to 2018. On behalf of the businesses and residents of Columbia County, I would like to thank you for your membership in the Columbia County Chamber of Commerce. I grew up in Columbia County, graduated from Evans High School, and returned home after college where I now raise my family. The Greater Augusta region is an excellent place to work and live, but that hasn’t happened overnight. As we enter into 2018, your Columbia County Chamber is over 1,000 members strong and proud to be recognized as a Five-Star Accredited Chamber by the United States Chamber of Commerce. The accreditation means many things, but ultimately it is a measure of the operational standards at which we perform on a daily basis. We are among the top one percent of all chambers in the U.S. I hope this gives our Chamber business members and community great confidence in knowing they are part of something special. No matter your level of engagement in the Chamber, please know the Board of Directors and staff are working on your behalf to drive economic development. ince 2000, Columbia County’s population has increased more than 55 percent to about 147,450 residents, putting it the top 30 fastest-growing counties in the United States. That growth isn’t expected to slow down anytime soon. In 2013, the U.S. Army named Fort Gordon its Cyber Center for Excellence, a move that will bring thousands of soldiers and their families, in addition to defense contractors who support those missions, to the county for years to come. Expectations are that county population could grow to 210,000 by 2035, according to forecasting models used to create the County’s Vision 2035 plan. Columbia County residents boast a highly sought-after quality of life. Residents enjoy some of the best schools in the state and nation, a diversity of dining, shopping, recreation, artistic and worship options and a median household income greater than the rest of the state. The CounTy • Columbia County is on the northeastern border of Georgia, just across the Savannah River from South Carolina. • It has consistently been ranked as one of the “Best Places to Live in America” by CNN/ Money Magazine over the past 10 years for its diverse recreation and leisure opportunities and thriving economic base.

the past few years but maintains a small-town feel and quality of life. The Gateway area is quickly becoming a retail hub for the county. Between 2000 and 2012, the City of Grovetown’s population grew by 100 percent to 12,210. There was an estimated population of 14,261 as of July 2016 according to Georgia.hometownlocator.com. • John Deere Commercial Products is one of Grovetown’s most notable corporate citizens. Located on Horizon South Parkway, the facility manufactures compact utility tractors, utility tractors and commercial mowers. • The Columbia County Exhibition Center, which opened in 2013, is a 50,000-square-foot venue designed to attract events and people from all over the region. • Grovetown’s Gateway shopping center, in the area with the Exhibition Center, is home to a Super Walmart and other thriving retail and dining establishments, as well as medical offices. • With funding from the Transportation Investment Act, or T-SPLOST, approved by voters in 2012, road-widening projects totaling $11 million began in 2016 to alleviate congestion on Wrightsboro and Robinson roads. The projects are expected to be complete by 2018. An additional two projects—widening Lewiston Road and Horizon South Parkway—are also funded by TI and expected to begin work in 2018. • The road improvements will help accommodate one of the city’s most ambitious projects—the development of a downtown district with restaurants, retail stores and housing with multi-use buildings along Robinson Avenue.
• Families can stroll along the boardwalk while observing regional foliage and wildlife at the Reed Creek Wetlands and Interpretative Center. HarleM Overview Harlem is known for its friendly, hometown atmosphere and charming downtown area. The city is starting to see real signs of local growth from the Cyber Command transition to Fort Gordon. Harlem city leaders say more businesses and home buyers are coming to the area, and that growth is expected to continue. • To accommodate growth, there are plans to establish a central gathering spot for community events, build a new library downtown and expand the size of the waste treatment plant. The new library is under construction and expected to open in 2017. • Harlem has a rich history and is the birthplace of famed comedian Oliver Hardy, namesake of the annual Oliver Hardy Festival. The Laurel and Hardy Museum is in the old post office building. • Preservation and renovation efforts are underway at the historic Columbia Theater, which opened as a movie house in 1949. appling Overview With the new county government complex in Evans, Appling remains the county seat in name only. Nonetheless, court continues to occasionally convene at the Appling courthouse, which was built in 1812, making it the oldest courthouse still in use in Georgia. Opportunities for outdoor activities abound in Appling.
Martinez Overview Popular for its excellent schools, neighborhoods and its proximity to Augusta, Martinez is a family friendly area with an array of businesses and a variety of restaurants. In 2015, NerdWallet listed Martinez as No. 11 “among the best towns in Georgia for young families.” The area boasts many opportunities for families to enjoy the outdoors: • The Augusta Canal, which was built in 1845 as a source for electricity, begins in Martinez. • The Savannah Rapids Pavilion, at the canal’s headgates, plays host to a variety of events and is a destination for anyone who enjoys the beauty of the waterways, bike and walking paths and kayaking.

• Mistletoe State Park, located on the 72,000-acre Clarks Hill Lake, offers camping and recreational activities and year-round special programs. • Wildwood Park, a 975-acre county park on Clarks Hill Lake, includes 61 campsites and is home of the PDGA International Disc Golf Center & Hall of Fame, where disc golfers can play on three demanding championship-caliber courses. • The U.S. Corps of Engineers operates several campgrounds around Clarks Hill, including Lake Springs, Ridge Road and Petersburg. • The private nature preserve Heggie’s Rock, owned by the Nature Conservancy, is one of Georgia’s 11 National Natural Landmarks, featuring spectacular granite outcroppings.

With an excellent location central to many other southeastern cities, a skilled and educated workforce and cutting-edge infrastructure, it’s easy to see why Columbia County is attractive to many types of businesses. The CRSA is one of only 17 communities in the nation that hosts a national laboratory. Emphasis on student achievement, academic excellence and community strength places the school system at the forefront of educational innovation, leadership and measurable success. That success has made the school system one of the fastest growing systems in the state.

The middle schools in Columbia County are dedicated to preparing students for the 21st century workplace careers by infusing STEM education and learning opportunities. The curriculum is driven by problem-solving, discovery, exploratory learning and student-centered development of ideas and solutions. Columbia County’s newest school building - Harlem Middle School - opened in August 2017, and replaced the old facility, which had served as Harlem Middle since 1968. HIGH SCHOOLS Columbia County high schools have a graduation rate almost 11 percent higher than the state average -- 89 percent in Columbia County versus 78.8 percent statewide (In 2015). In addition to the wealth of courses offered in Columbia County high schools, students can participate in Dual Enrollment, a program that allows eligible high school students to take courses from an approved Georgia public or private postsecondary institution while still enrolled as a high school student. All five of the county’s high schools are among the top 100 in the state, according to SchoolDigger. com rankings for 2016. PRIVATE SCHOOLS The Greater Augusta area has several private schools that serve more than 1,300 students. The schools provide a mix of secular and religious curriculum. PREPARING THE FUTURE WORKFORCE The Columbia County School District offers its high school students 28 Career, Technology, & Agricultural Education (CTAE) pathway opportunities. Each pathway consists of three sequential courses that prepare students to successfully earn a state or national certification. Several programs are industry certified, having been inspected and approved by industry and receiving a Stamp of Excellence. The newest pathway is Cyber Security, with an end certification in Security-Plus. Students who successfully complete this assessment graduate with a national credential in hand.

The Columbia County Chamber of Commerce Workforce Education Committee offers teachers and students a day in business and industry, allowing for real-world exposure. All CTAE students that complete a pathway have the opportunity to enroll in work-based learning and internship opportunities. Currently, students are working in the field at places such as NSA and John Deere, while earning high school credit. With the help of the Columbia County Chamber of Commerce Workforce Education Committee, each year students and teachers are offered a day in business and industry to give them real-world exposure and encourage student participation in workbased learning. HIGHER EDUCATION Post-high school education easily can
be found in and around Columbia County. Many local colleges appeal to nontraditional students as well, offering evening and weekend classes and meeting many adults’ needs for continuing education in a particular field or for study toward a new career. • Augusta University is a part of the University of Georgia System and was formed in 2012 by merging Augusta State University and the former Medical College of Georgia into one comprehensive university with an eye toward cutting-edge research. Augusta University offers a variety of undergraduate and graduate degrees.

A
s one of the fastest growing counties in the nation, Columbia county faces the challenge of keeping up with her expanding public. While traffic is an everyday concern, so are quality entertainment options. The county’s new Performing Arts Center will be a state-of-the-art facility the citizens will truly be proud of. The Performing Arts Center will be an 84,000 square foot venue that is expected to bring Broadwaytype productions to Columbia County, and will be at the center of what is designed to be a “downtown” area for the county. The center includes seating for 2,000 people, an orchestra pit that can be lowered below the floor to accommodate extra seating, and a concessions area. The performance area will include a main floor and two balcony areas with box seats. This project was passed during the November, 2016 General Election as part of the General Obligation Bond and is expected to cost an estimated $32 million. The county’s voters took a proactive approach to alleviating roadway congestion when they adopted the 10-year Transportation Investment Act, commonly referred to as TPLOST. Beginning in 2013, residents saw a one percent increase in sales tax. In the decade that the tax will be in place, it is expected to generate more than $164 million for eight major corridors of the county. In addition, other road projects listed were funded through changes made to gas taxes on the state level. TSPLOST PROJECTS Flowing Wells Road Widening: Will widen Flowing Wells Road to provide operational and safety improvements and improved pedestrian facilities between Wheeler Road and Washington Road. This project is in the final design and right-of-way

acquisition phases. Construction is expected to begin in early to mid-2018. SR 388 Lewiston Road Widening: This project will widen Lewiston Road from Columbia Road to Interstate 20. Once complete, it will provide two travel lanes in each direction with a raised median. Additionally, this project will include a multi-use trail and sidewalks and convert the existing diamond interchange into a diverging diamond interchange, the first such interchange in Georgia outside of the Atlanta region. Project construction is anticipated to begin in early 2020 and anticipated for completion in 2022. Coordination with GDOT for an interim traffic improvement has begun. SR 28 Furys Ferry Road Widening: Project will widen Furys Ferry Road to four lanes with a median between Evans to Locks Road and the South Carolina state line. Project will also include a multi-use trail and installation of a roundabout at its intersection with Hardy McManus Road. Construction is anticipated to begin in early 2019 and is projected to be completed around 2022. SR 388 Horizon South Parkway Widening: This project will be a continuation of the Lewiston Road alignment and will widen Horizon South Parkway to four lanes with a median between I-20 and Wrightsboro Road in Grovetown. The project will also include pedestrian and bicycle facilities and signal installation at key intersections. Final design will likely be completed in 2018, with right of way acquisition beginning soon thereafter. Construction on the more than $26 million project is expected to begin in early 2020 and project is funded 100 percent through TIA and being managed by Columbia County.

I-20/SR 47 Appling Harlem Road Bridge Replacement: Project will not only replace and widen the existing bridge at the interchange, but will also reconfigure the on and off ramps to I-20 in both directions and realign Natures Way to the north. In order to address the inadequate sight distance for the ramps, it is currently proposed to install roundabouts at each. Concept development for the project is complete. Hereford Farm Road Widening: The project will widen Hereford Farm Road to four lanes with a median between Belair Road and Columbia Road. Currently in the early stages of design, the project will also include pedestrian improvements and intersection improvements at the Blanchard Road intersection. Construction is expected to begin in 2024. Hardy McManus Road Widening: Project will widen and provide a multi-use trail for Hardy McManus Road between William Few Parkway and Furys Ferry Road. Construction is anticipated to begin in 2023. OTHER PROJECTS Washington Road: The project began construction in 2014 and includes widening of SR 104 (Washington Road) from Gibbs Road to William Few Parkway. William Few Parkway at Chamblin Road: Operational and safety improvements at the intersection will include auxiliary turn lane additions and traffic signal installation. Evans Town Center Boulevard: In conjunction with the proposed Plaza Project, the project will include pedestrian facilities and other safety improvements to provide connectivity between the Plaza and Evans Town Center Park. TRAFFIC CONTROL CENTER Every traffic signal in the county is equipped with the InSync Adaptive traffic control system that is constantly monitoring and adjusting traffic signal timing to provide optimal coordination and signal timing throughout the day. Moreover, the county systems include Emtrack signal preemption devices that improve the safety for emergency vehicles by prioritizing green lights for vehicles responding to emergencies. Monitoring, operations, management and maintenance of all of these systems are coordinated through the traffic control center. GENERAL OBLIGATION BOND FUNDING To help the county grow, a $60 million General Obligation Bond to fund a variety of projects in the county was approved in the 2016 general election. The bond’s project list contains

separate projects from the county’s special purpose local option sales tax project list. Potential projects include: The Euchee Creek Greenway: A series of off-street bikeways, walkways, and trails that offers safe, family-friendly access to all ages and abilities, providing connections between neighborhoods, parks, schools, and communities across Columbia County and the CSRA. It will be a place for people to gather, a place where residents and visitors alike can stroll, ride, and run, a place where generations can explore the natural world and neighbors can become friends. Funding for design and construction of Phase 1 is part of the General Obligation Bond issue approved by voters. Funding for future phases has not been identified, but a mix of public grants and private donations is anticipated. The Gateway Park (Grovetown Park): Off of Horizon South Parkway, it is a bustling area to say the least with all of the new commercial developments and the Columbia County Exhibition Center. Gateway Park will be situated across from the Exhibition Center at the corner of Partnership Drive and Gateway Boulevard and is planned to mimic the feel of Evans Towne Center Park. It is proposed to incorporate an event lawn, dog parks, and picnic areas in addition to a splash pad, playground, and walking trail. Lakeside Park: Situated between the Lakeside school complex on Blue Ridge Drive and the Forest Creek and Oak Brook subdivisions primarily accessed from Furys Ferry Road. Connections to Blue Ridge Drive, King Taylor Road (off of Evans to Locks), and Oak Chase Drive (within the Forest Creek subdivision) are planned to be incorporated. A variety of amenities, including a playground, soccer fields, tennis courts, and a walking trail, are proposed to be a part of the new park complex. Patriots Park Expansion: Patriots Park is one of the County’s busier park complexes with its combination of soccer fields, baseball/softball fields, tennis courts, and so much more. The planned park expansion will provide even more fields for the various competitions and practices that are hosted by the park. The proposed expansion also incorporates new and improved access from William Few Parkway to help traffic flow during the park’s busiest times. Other projects include: • Public Safety Training Facility Improvements • Sheriff ’s Office Storage Facility • Sheriff ’s Administration Building • Riverwood Park • The Plaza – Pass Park and Parking Deck • Performing Arts Center • Grovetown Library • Transportation projects not in TSPLOST
