New year, new Polis board, new beginning for Atlantis.

Hegel predicted between 1817 and 1826 the death of the Art, claiming that the Ideal could be achieved and art would be deducted from what it once was. That has been the end of the traditional vision of art, which now becomes fragmented, ironic and uncharmed. So what would be the role of art in the creation and reception of the space of the contemporary city?

Kamiel Verschuren in the main article of this issue is describing three projects as examples of how art can play an integral role in the production of urban space, on three different points in time: during the design process, during the construction process and after the realization of a public space.

Through his diary Job Oosterhuis is giving a report of Polis’ trip to Iran, unfolding the contact students and teachers experienced with the rich history and cultural heritage of the country.

Maastricht proclaims it self to be a cultural center in the Netherlands, a role to which it successfully arrive with the cities 1400 monuments, museums and festivals, art academies, as well as the well known TEFAF art fair.

Sander Scholte is giving us a brief idea about the city which breathes culture, in this issue’s photoreport.

For the coming issue, Atlantis would like to draw the attention to urbanism without urbanists, the small actions that make the city what it is and how the professionals respond to these informal gestures. The city experienced from the inside, rather than from a god-like position, which traditionally has been held by urbanists.

from the board edoardo felici Dear Atlantis readers and Polis members, As the first few months of our time as Polis board members have passed we have arrived to the point we have gotten acquainted with the tasks it has involved us in. To many of us it has been a surprise to discover the large variety of activities and people Polis is involved with and in organizing this year’s programme we will certainly want to benefit from this. It has taken us a while to get a grasp on what will come in the following year(s), but as of now we are very enthousiastic with the plans that are currently taking form.

Our theme ‘The ISMS in Urbanism’ has given us the possibility to ‘scavenge’ through topics that we could offer in the form of a lecture series, symposium and an excursion. To maintain a degree of actuality and not fall into a discussion with the history books dealing with the subject we will focus our theme on today’s ‘ISMS in Urbanism’ or trends the profession is facing.

One of these trends is the so-called unmodern Traditionalism, as many plans that are being realized strongly refer to the old Dutch canal houses or even castle architecture. Lectures and excursions around this topic are in the making, feel free to contribute to our brainstorming sessions!

Another facet of our work as Polis is to deal with the education in the Urbanism master track.

We have been questioning our role as platform between the students and the staff as a way to spark debate and improvements. One of the tasks we have created for ourselves is to formulate an inventory of critiques, problems and matters that deserve attention through conversations with students and staff. A report of the conclusions and recommendations will be made available to everyone interested.

As Polis we also want to function as a ‘trampoline’, helping students that are facing the task to graduate in Urbanism and find a suitable job afterwards.

To help make this step we will organize so-called

‘round table conversations’, where people that have started working in urbanism will come to share their experiences and answer any questions from the students.

This will also happen in reverse as we plan to visit some practices in a bureau-excursion and go see for ourselves what it is like to work in the field of urbanism.

As always we are also the intermediators between students and practices regarding internships and job offers. Check our website www.polis.bk.tudelft. nl and information board regularly for updates!

To increase the playing field Polis is active in we have taken up a collaboration with Terraventure for their ZOOM China project. This project, an Msc 2 free choice semester, will deal with an investigation on the intensification of the city of Shangai through a limited number of typologies.

To discuss the subject, Polis and Terraventure will organize a conference in February for all those that are interested. In May the study group will travel to China to participate in a workshop on location.

Many of our other activities are still in the stage of being planned and as they are not yet confirmed we cannot make any announcements at this point, but be sure we will keep you informed through our website, e-mail newsletter, posters, flyers and of course the Atlantis.

Yet again the editors have managed to make a great new issue, a great big thank you goes out to them for all their good work and efforts. The topic of ‘Art in the City’ is very relevant as graffiti artists become globally reknowned stars and more and more art is slowly seeping through the streets to liven up our cities. Hopefully this issue will please those that are interested in the subject or provide good reading material for those who are unacquainted with it.

All that remains is to wish you a great start to the New Year and of course…pleasant reading!

POLIS - platform FOR URBANISM

History

Polis was founded in October 1989 by Urbanism teachers and students of the department of Urbanism in the Faculty of Architecture, in Delft University of Technology. The initiative was created to preserve and reinforce the quality of the education, under pressure from modifications.

Furthermore, Polis has the goal to initiate better contact between education, research and practice.

Urbanism

Urbanism is a dynamic subject. The content of the profession is forever subject to change and a topic of discussion. This is headed by the changes in society. As an urbanist in the daily practice and in research it is important to be aware of these changes to take a stand. The urbanist can then give a vision on the [design] tasks in our society.

Podium

Polis, Podium for Urbanism, wants to give urbanists in the practice and in fields of reasearch a podium where the determination of their role is possible. The goal of Polis is seduce urbanists to profit from this podium. This is done through the organisation of various activities as excursions, debates, lectures, symposia and competitions. Our periodical magazine Atlantis plays an important role in this, as it is a platoform for discussion and it gives a good overview of all the Polis activities.

Consultation

Polis is the link between scientific research and

practice. Polis keeps in touch with different groups within urbanism. Polis leads conversations on different levels about the quality of education. The relevance for research and education in this is a primal criterium. To increase the range inside and outside of the Faculty, Polis keeps connections to related organisations.

The Polis Fund was created by Polis, Podium for Urbanism to promote and finance individual and small scale activities that come forth from the daily practice. Please contact Polis for funding requests.

Eindhoven likes to present itself as the fifth city in the Netherlands.

Therefore, it is trying to change its image from an industrial city to a city with a whole new sense Part of this change is the ‘STAD’-idea.

It is based on the growing importance of particular branches in Eindhoven: Science, Technology, Arts & Design Thanks to Philips and the Technical University Eindhoven, the first two aspects have already been well developed. Moreover, the Design Academy Eindhoven and recent initiatives like the Dutch Design Week stands for the decent position of Arts & Design in the city.

Philips introduced the large scaled production of light bulbs.

For this reason, Eindhoven is often called the lightcity of the north.

In mid-November this year, Eindhoven combined this light-factor with art during the GLOW festival.

During this event, several buildings in Eindhoven have been lightened up in a special way. As a result of the atmospheric LED lighting, the Catharina Church, designed by Cuypers, was the scenery of a fairy-tale like ambience. In contrast to this old church, the Vesteda tower (Jo Coenen) represented the modern side of the city.

The event showed the citizens of Eindhoven that they can be proud on the new image of Eindhoven.

It showed the picture of a modern developing city, full of science, technology, arts & design.

Therefore, I’d like to end by telling you that you really should come and have a look in this changing city.

Responsibility, and the ability to respond Kamiel Verschuren

Kamiel Verschuren (1968) is a visual artist living and working in Rotterdam. He is a member and co-founder of several artists’ initiatives such as foundation B.a.d (www.foundationbad.nl), Studio NL 01.08.04, foundation NAC (New Studios Charlois) and the international project organisation iStrike foundation (www.istrike,net).

Based in Charlois Rotterdam he has been the initiator of over 25 projects in that district since 2001.

Working abroad he has been involved in several longer lasting projects in Casablanca, Budapest, Japan and Cameroon.

He is part of the advisory board of TENT. Center for Visual Arts Rotterdam, project space Hommes and researcher at Codarts, school for performance arts Rotterdam. As curator and organisor he was responsable for a new art manifestation for Poetry International Festival, NewCanvas_Poetry&Art 2004-2006.

On occassion he has been a guest teacher on different art schools such as the AKI-Enschede, ETH-Zürich and the Willem de Kooning, academy for fine arts Rotterdam.

There is no such word as ‘c’est la vie’ in The Netherlands. These ‘lands’ were not even half there, before we named it such. It is a self-made country, based on decisions, therefore reality to us is a concept, a surface kept dry by stacking one idea on top of another...

me, in the city I live in, my field of activity has moved from the studio, through the art spaces towards the collectively shared space, that is the public space, shifting from object to installation to art as space and social encounter. A shapeless art.

Art is a conversation, simultaneously held in different places all over the world. Sometimes you listen, read or hear about it, sometimes you actively take part and sometimes you or your actions are its subject.

The role of the artist, art, its meaning and perception.

I work in the field of art. This field questions the content of meaning. My thinking is based on my experiences through the work that I have done.

Through my studies1 and artistic practice I have continuously looked for new forms of presentation and artistic language to broaden its field of expression and avoid existing perception as well as its self-representation.

Driven by the aspiration that art would be an integrated aspect of daily life, both for myself as related to my own life as for the world around

Conceptually the city, or as you wish the world, is never a fixed reality and always under construction although in relation to ones own life there is only a short period of time in which you can be part of its temporary reality.

When we discuss the city, we address its concept and observe it as a dynamic whole from an outside position. However in daily life we only experience parts of it, both in time and place.

We often accept its appearance and utilize its functionality.

My interest and field of activity is the collectively experienced space that is public space. This physical space is a direct expression of the society

that it is part of. In other words we create who we are, a self portrait. In the forming of public space society shows its face.

For art to become part of the daily experience I believe artists should actively find their role in the moment in which the public space is formed or is being developed and engage in its social conditions. The art therefore becomes a public stage for social interaction and conversation and possibly a means to understand or rather interact with our surroundings, that is our reality. This does not necessarily mean that the artist becomes an employee, like the architect who works for the establishment, or that the art becomes the result of an assignment or compromise. Society, if you can still address it in one word, has become the sum of independent, non coherent actions.

The responsibility for its appearance has been divided over so many independent, privatized organizations and enterprises, with individual contracts. limited tasks and corporate working agreements, that often overlook the effect of all actions, and cannot bring them together.

A physical assignment but a social question.

Should it be about how we want to expience and live our lives?

The design of public space is a social issue, not one of materials and form.

In the formation of the public space, which in concept is an ongoing process but in practice fixed at certain moments, I find three stages that imply three different artistic positions; (1) the planning of public space, the moment before realization, where concepts are formed and context is generated, (2) the public space in development, the process of its formation, and (3) the public space you can observe and experience, the physical space that has been realized. Public space to be formed, is being formed or that has been formed.

In the planning stage of public space artists, alike the architect or urban planner, can take the role of designer and thinker, but also, unlike the architect or planner, the initiator, activist or inventor. This

stage allows the possibility to create urban context.

In the process of the development of public space, the artist has to collaborate, participate or anticipate, creating possibilities within an existing process and architectural context. In the conditions where all building activity has stopped, when the public space has been formed, and the public space is as you can experience it, the artist can observe and react, whether this is critical or supportive.

Working within all three conditions, changing between different positions I have found that there is no place or condition better than any other, it just requires different skills, tools and commitment, and the possibility to have access to each stage.

Public space in The Netherlands is mostly developed as infrastructural space, focused on standardisation and the minimum investment in relation to its maintenance. It is considered a functional space and not seen as the most essential space in which we live together as a society, as the space that is ours and our children’s daily reality. It is often generalized and seldom unique, special or specific, although it is our reality. The excitement and stimulant is therefore more and more found in our second life. free public space of boredom.

[project example #01] In 2004, a symposium was held in Sapporo, Japan about the relation between art and community, or better to say, about the position of artists in society.

In Japan culture is mostly supported by private enterprises and not by the state. This allows cultural events to be spectacular and without compromise as long as they support the positive representation of the financing enterprise. On the other hand the cultural activities become directly related to the fluctuations of the economical market. If the economy is prosperous, cultural activities vibrate, if there is a depression, the

cultural activities are put on hold. As a result, cultural organizations and artists’ initiatives can often function for a short period of time and equally have to restart every few years.

The government, which represents its society and its communities, plays no part and as a consequence, the cultural activities, including the (contemporary) arts, play no significant role as a social public platform.

only does this sustain the fictional competitive hierarchy, it also makes them dependent on the power structure of the art market and the fluctuating economy that provides most of the financial means for culture in Japan. This current situation makes it difficult to provide finances and continuity for the initiatives and cultural organizations to plan, maintain or even upgrade their activities.

Sapporo II_a new context for creative engagement2

How can we create strength, discourse and a lively artistic context to engage with the city and its community?

In 2005, a project was started named Sapporo II, set in the winter landscape of Sapporo. It is the name of an imaginary parallel world, in which the people of Sapporo can rethink themselves and engage in a different reality. It is a project about snow as a means to investigate the possible role of the artistic producers in context of the city and its urban conditions. Its intentions are to develop a stronger, independent artistic community. The process is to stimulate collaborations between artists and other cultural producers. The aim is to realize innovative projects engaged in the unique urban and social conditions of this snow city. These collaborative projects are not only necessary to experience the strength of collective activity, they will also help redefine or develop a new context for artistic practices.

Furthermore, this seems to be a necessity, even though the city of Sapporo is a large city (the largest city in Hokkaido, with over 2 million inhabitants, a museum for contemporary art, galleries, universities and a few artists initiatives) the artistic climate is not very lively and possibly declining. Due to a lack of context, artists are often leaving the city to find their future careers elsewhere. Anyone having a chance to work in Japan or abroad often does so and do not return to bring back their experience or implant their new found network to create this context.

Another reason is that the active artists in Sapporo mostly operate as individuals, aiming at a private career embedded in the isolated art world. Not

Snowfall is specific to the city of Sapporo and its urban and social conditions. Each year the city is covered with a white surface of frozen water that touches and engages everyone. Thousands of jobs, machines and logistics are involved to remove the snow from the streets, squares and parks. Year after year all this energy, activity and its financial implications have no other purpose then mere displacement, until now.

Could all this be different? Could the snow become an artistic material instead of waste? Can the displacement become an act of creation? A collective act of the community? A new artistic context?

Eventually, and this is a future ambition, Sapporo II should result in a new regional and annual 2-days holiday, engaging artists, other cultural producers and all people in Sapporo. Each year, on a Friday and Saturday, after the first days of snowfall, the people of Sapporo would collectively clean the streets, pavements and parks of snow and by doing so explore the material’s creative potential and their collective strength. “Could all energy and means, used for dislocating the snow from the city, the existing organization skills and experience needed, be intentional to create something meaningful? Will people not only move the snow away but create something within the same movement? Could this become an activity that will make Sapporo a unique place, for which not only artists are involved, but all

inhabitants? Where all inhabitants have a free day on the day the first snow falls? Where streets, public squares, playgrounds and all parks are collectively transformed into a new exiting and inventive snow-white landscape? Sapporo II?�

On the day that follows, all people would be free from work or other obligations to experience the new collectively made urban snow landscape and celebrate its frozen energy.

Project#1 Snow Village: test-site Moerenuma Park, 27th-29th of January 2006 The first project to investigate the idea of Sapporo II was called Snow Village and was set in the Moerenumapark. At the time of the project, this public park, built in honor of the artistic work of Isamu Noguchi, was covered in snow. The original landscape design is hidden, covered by a blank sheet of paper, thus allowing new plans to be made.

As the intentions of Sapporo II are to develop new artistic platforms in the context of urban conditions, a section of the city of Sapporo was reconstructed as a test-site within the park.

Avenues, streets, alleys, houses, parking spaces and an industrial production area are drawn in the snow. To create this test-site effective tools and logistics have to be developed and designed. New and necessary collaborations between artists, organizations and students are initiated and shall generate longer lasting collective strength. The avenues within Sapporo II allow logistic transport and human movement through the unstable landscape. Streets lead to different locations and allow spaces to connect, and so alleys provide narrow exits. The houses, or interior spaces create possibilities for different ideas and settings. The industrial area is intended as a collective workspace where snow is transformed to material. Within this imaginary landscape artists and other artistic producers are invited to develop works and do experiments in thought of the city and their own experiences as urban civilians.

Project#2: Hyperspace Sapporo II: the future of Sapporo Promotional presentation at the subway passage Odori-Station, 1st30st of November 2006 The second presentation of Sapporo II was set in one of the largest subway passage in the city, used by over 10.000 people each working day, and part of the opening of the cultural year in Sapporo.

Through speakers along the 400 meter passageway one could here a continuous soundtrack* stating 50 statements in Japanese on the future of Sapporo as it already was transformed in Sapporo II. Speaking of the possible future was used as a way to question the contemporary situation within the context of its historical developments and create a public awareness.

The soundtrack was based on the music from the song “in the future” from the album “Music for the Knee Plays” by David Byrne.

The snow city of Sapporo [soundtrack] 1 ....in the future.......Sapporo shall be known as Sapporo II ....in the future.......Sapporo II shall function as a parallel reality to open our minds ....in the future.......we will remember Sapporo II as a world formed by our own thoughts and actions ....in the future.......snow is everywhere and Sapporo II will always be covered by snow, every day and every night ....in the future.......the snow of Sapporo II is considered to be the most democratic substance, it comes for free and falls on all heads ....in the future.......the snow of Sapporo II is experienced as an existential phenomena, its hides and reveals, revealing our essence, behavior, actions and feelings ....in the future.......the snow in Sapporo II will be its most important economical resource ....in the future.......in Sapporo II snow is no longer seen as waste ....in the future.......in Sapporo II snow is connected to every aspect of life, even in summertime ....in the future.......in Sapporo II snow is everything and everything looks white 2 ....in the future.......snow will be understood as a collective mirror, reflecting ourselves in all ways ....in the future.......snow is like us, and we are like snow, solid flakes of water in air 3 ....in the future.......snow is used to shape the community ....in the future.......snow reveals the true beauty of shapes 4 ....in the future.......snow will become an artistic tool ....in the future.......snow is art and art is snow

Sapporo II_an artistic snow festival case study: Sapporo’s annual Snow Festival at Odori Park, November 2006 In November 2006 a workshop was held to create new models for the annual snow festival of Sapporo.

For many years the city of Sapporo has held its annual snow festival, attracting over a million visitors each year. It is like its beer-brand, Sapporo, known all over the world and part of its identity.

In the early years it was initiated by artists but later on produced by the military as a way to promote its existence. Due to post war agreements, the Japanese army, like the German army could not, until last year, practice any military activities.

Over more then 3000 soldiers, trained to sculpt the ice, over a hundred engineers drawing the necessary constructions, 1000 trucks and other means are activated to produce the largest and often incredible ice and snow sculptures.

However most of the designs are amazing, they are very cliche, often based on existing, or historical icons such as its temples, or on its extensive world of comic figures. They neither present contemporary developments in culture nor do they relate to any social or contemporary global issues, nor to the site itself. It is only representing what people already recognize.

While the military brings tonnes of snow into the city using an enormous number of trucks, the city is using an equal amount of trucks, financial means and people to export an even larger amount of snow to the outskirts of the city. This does not only seem a contradictionary process, it is in many ways a waste of using resources, both human and material. What happens with all the snow that is exported outside the city? It is merely dumped. Could all the energy be used in context of an artistic aim? What role can this offer to the artists of Sapporo?

The workshop The aim for the workshop was to develop different ways of thinking about these processes and create new models for the Sapporo Snow Festival. Could the Sapporo Snow Festival be

based on different and more contemporary designs developed by artists, architects and other cultural producers?

Could this public engagement offer artists and other cultural producers a different perception towards their practice and the position within society? Could this offer a more independent position towards the art world?

And could the Snow Festival once again become an active cultural festival?

The workshop was held in an empty office space on the 9th floor next to the Odori Park where the annual snow festival is held. Architects and artists made different teams with students to developed new models.

It was intended to have the people vote and chose a winner design. A design that could be realized for the annual Snow Festival of Sapporo 2008 and thereby initiate its transformation.

The snow in Sapporo II is beautiful The first snow marks a new beginning, fresh, beautiful and white.

It comes for free and covers all.

Things are hidden and others revealed.

Shapes disappear and forms become landscape.

All movements become tracks, leading back and forth within the same line, overlapping others in time, and time becomes visible in an instant.

All becomes white, unwritten surfaces or physical suggestions.

The snow is democratic, and falls on top of everything and everyone.

It comes for free and belongs to no one.

This snow allows for cultural activity.

It will fall again next year, and the year after, offering possibilities and experiments to fail and progress.

The snow only lasts for a short period of time before returning to the clouds in the sky.

The clouds become rain, melting snow, rivers, lakes, seas and oceans turning to gas.

It is there but for a moment.

If our reality would be made of snow, we could rethink ourselves every season, and eventually all statements will eventually disappear.

The Spatial Relational Universe a landscape design as artwork for the Staring College, public school Lochem NL

On the development of the child In the first years of primary education, children learn to discover the self “I”. They have been given a name and are being addressed as such.

They learn to express and understand their emotions, that they desire certain things and others don’t. They learn to say and do things and this has an effect on their surroundings.

They learn that certain things are allowed but in other circumstances they are not. They learn of themselves away from their parents and their known environment, in which they grew up.

Later as the “I” has gained more self awareness, the children learn social behavior. The playground plays an important role by providing space for sports and games, that teaches them physical capabilities. They learn that there are more ‘I’s” than themselves. Through play they experience winning and losing. They create their own rules, learn to cooperate and that they depend on others for their own happiness. They can develop themselves creatively based on the opinion of others and their own. There is also a need for intimacy, togetherness and to make and have friends.

Commissioned by the Staring College Consultation by Kunst&Bedrijf Supported by the Mondriaan Fonds Related to the development of a new school complex for the Staring College in Lochem, several artists were invited to an interview for an art commission.

The interview lead to an art assignment for the playground of the school. The planned playground was in some way special because it was not related to the entrance or exit from the school, it was drawn as a side space to the daily routine of going to and from school, a silent water. Furthermore, it was closely related to the nearby landscape.

The design proposed was not an artwork on the playground but the playground as a work of art.

As public space, the school playground supposed to be an essential space that could encourage our lives to be full.

On the meaning and function of the playground In the school and the class rooms most of the attention is addressing the mental development of the pupils.

The playground on the other hand is a place for more physical behavior and addresses the development of social skills. Literally it is also a ground for playing between the school and society, in which both power structures play a certain role but because of their overlapping influence leave a certain freedom for experiment and individual responsibility. On the development of the pre-adolescent The pupils on secondary education change from being a child to becoming a grown-up, through the development of their individuality. Their more complex world of experiences on the one hand is about searching, finding and forming their own identity in perspective of the future, and on the other hand about the development of their own identity in relation to their social environment, the complex interrelational space of “I”, “You”, “(S)He”, “Us”, “You” and “Them”.

In school the perspective of the future is clearly organized in fixed timetables and learning programs; the learning hour, the school day, the week and the years. The education time is dictated by the day of tomorrow, the future, balancing and making choices, and their possible

consequences.

On a more personal level life in school is about forming one’s identity through the engagement in social relations to others; Who am I? Who will I become? and that reflected in the Other(s) and the surroundings. Who are the others? Who are my friends? What is my mirror image? There is a lot of talking, listening and observation.

The social, often competitive, test-area of the secondary school playground is about looking, being watched, seen, about belonging to others or not. About being a boy or a girl, about one’s personality, about being connected or isolated.

About a wider context beyond the school grounds and a future position within society.

A social ground on place, position, viewpoints, site, in site and far site.

The design for the playground is based on two important spatial relations; the position of the individual towards the horizon and the position of the individual towards the Other(s).

The horizon is seen as the visual border of the physical landscape and metaphor for the thoughts to the future. It is the image of desire, being ‘here’ and the possiblilty of being ‘there’. The position of the individual towards the Other(s) addresses the mental Grammatik understanding of oneself and complex social space “I”, “You”, “(S)He”, “Us”, “You” and “Them”, which appears to us in constantly changing constellations, constantly reshaping our identity.

Translated to a physical landscape the design is a ‘spatial playground’ in which fundamental issues as orientation, viewpoint, view, dislocation, place, spot, location, here & there, are activated by introducing a series of architypal elements such as the ground surface, the entrance, the wall, the bench and the balcony. In this landscape the students have an active role as actors and audience, simultaneous subject and object in a social position play.

A physical experience in which one is because of the other, and the elements derive from each other.

Gouda, the church and the mosque might be relocated from the center and placed further appart. In the center of the neighborhood a new shopping and service center will be errected.

What to do with the path and its meaning? Will the path be left on site? Will it be rebuilt?

“You miss to much these days if you stop and think”3

proposal # 01_The Peace Path#2 1st of August 2007 During a neigborhood celebration, on the 25th of June 2005, inhabitants of Oosterwei and representatives of the Peace Church (Vredeskerk) and the Peace Mosque (Assalam moskee) painted a temporary path across the public road and pavements, connecting the entrances of both religious institutes. In the context of this neighbourhood, that holds people for many different cultures, this action symbolized their intentions for friendship and corporation.

The path consisted of two parallel white lines, indicating the shortest distance between both doors. Seen in the most obvious way the path is literaly, a visual line connecting two places, depicting a presumed relationshsip. On the otherhand it is also a path in between, a distance that has to be experienced and overcome, if the intended meaning is to be activated. It addresses a process in time.

What the path was lacking was an openess, a side entrance or exit.

Anticipating on the original initiative and the memory of the collective action of the inhabitants, the path was re-made and made durable. The bricks, the pavement tiles and borders, that are enclosed within the parallel lines, have been given three different colours blue, using thermoplast.

Not only does this endure its promise, but it also visualizes the question of what to do with the path and its meaning in the future. Its durability opens the possiblility to replace the path in the future.

Iran study report job oosterhuis

In the summer of 2007 Polis organised a studytrip and a workshop in Iran. During the three weeks excursion, the participants analysed the architecture, urbanism and landscape of the country from the time of the Persian Empire till now. The excursion gave a good view of the landscapes, the Islamic influences, the architecture with his beautyful caravanserai’s, mosques and bazaars, the rich history and the nice people. The group were quests at universities in Teheran, Mashad and Tabriz, and participated in a workshop together with the students from Teheran University about a important crossing in Teheran.

The trip showed that Iran was more than a country with a weird political system, it showed the real face of the people, the rich culture and the 7000 years old history.

Highlights: Teheran, The Imam square in Isfahan, The holy shrine in Mashad, The old city of Persepolis.

0th Day

Amsterdam – Abianeh

Aankomst Teheran 23:00 locale tijd (= +1.5). Wat direct opviel was de hitte en de hoofddoekjes.

Bij het landen deden de vrouwen in het vliegtuig hun hoofddoekjes om. Een mensenmassa stond buiten de departures te wachten. Als westerlingen vielen we direct op, in positieve zin. Bij de uitgang stond onze middel-bus met chauffeur (Abbas Qanbari_ en onze gids (Ali Asgarian). We vertrokken met de bus naar Abianeh, een bergdorpje 400 km ten zuiden van Teheran. Onderweg werd veel geslapen en was weinig te zien in het donker. Rond 4 uur begon het een beetje licht te worden. We reden langs het gebied waar het nucleaire programma plaatsvond. Hier stond over afweergeschut (vrachtwagens met launchers en wachtposten). De wegen waren geasfalteerd, maar hier en daar erg hobbelig. Onderweg kwamen we kleine grotjes in de bergen tegen. Hier werden ’s nachts de schapen gehouden, ter bescherming van het wild. Rond half 5 arriveerden we in het hotel.

Het was een goed hotel. Wat opviel was dat er een pijl in de hoek hing richting Mekka.

1st Day

Abianeh – Isfahan

We hadden ontbijt om 10 uur. Het ontbijt bestond uit plat deeg, wat doet denken aan een pizzabodem, met eieren, honing, geitenkaas, jam, thee en vruchtensap. Na het ontbijt liepen we het dorp in. De huizen waren gemaakt van zongedroogde klei, verstevigd met houten balkjes. Op de deuren waren twee kloppers, een voor de vrouwen (schelle dreun) en een voor de mannen (zwaardere dreun). Op de deuren waren 5 knoppen, die stonden voor regels in het islamgeloof. De mensen in het dorp keken ons veel aan. Een paar meisjes renden naar een winkeltje waar ze mooie hoofddoekjes leenden, om vervolgens met ons op de foto te gaan. In het dorp waren de zonen van een Imam begraven, aan de graven werd veel aandacht gegeven, en er waren soort erkertjes waar martelaren werden geëerd. Rond 12:30 vertrokken we naar Isfahan. Onderweg reden we hoofdzakelijk door steppelandschap. Zelfs de wind was bloedheet, waardoor je beter uit de wind als in de wind kon staan. Rond half 5 waren we in Isfahan. We bekeken de Vank Cathedral (1606) en het museum daarnaast, wat over de Armeense genocide ging.

ernaar gingen we naar Chehel-Sotoun (1614), een paleis met een portico met 20 zuilen. Voor het paleis was een grote vijver. Het getal 40 staat in Islamitische cultuur voor oneindig, en doordat de 20 zuilen werden gespiegeld in het water, waren er oneindig veel zuilen. Het water had tevens als functie muziek te verspreiden van de muzikanten die destijds onder de portico musiceerden voor de gasten aan de overkant van de vijver. Rond 19:30 waren we in het Sadaf Hotel. Na een korte douche vertrokken we rond 20:30 om te dineren. We aten in een traditioneel Perzisch restaurant. Het eten bestond uit rijst, salade en kip. Na het eten liepen we over het Imam Square. Hier was het aardig druk. De mensen gaan hier zodra het donker is de straat op om andere mensen te ontmoeten. De mensen waren erg in ons geïnteresseerd, ze vroegen waar we vandaan kwamen en wat onze namen waren. Sommigen gaven ons een hand en zeiden ‘Welcome to Iran’, om vervolgens weer verder te lopen. Nederland kenden ze van ‘flowers’ en van voetbal. Hierna namen we (Michiel, Hans en ik) een taxi naar de Sio-Se-Pol brug (1599). We liepen over de brug en dronken een kopje thee onder de brug. Hierna gingen we met de taxi terug naar het hotel. Rond 11:30 arriveerden we in het hotel.

2nd Day

Isfahan Abianeh

We ontbeten om 8:30. Rond 9:30 liepen we naar de Imam Square (‘half of the world’), wat word gezien als de mooiste collectie van gebouwen in de Islamitische wereld. Op het plein werd 400 jaar geleden cricket gespeeld. Aan en van de korte zijden van het plein stond de Imam moskee (1611).

Deze moskee is opgedeeld in 2 delen, onder een hoek van 45º. Onder de grote koepel was een goede akoestiek. Daarna gingen we naar de Sheik Lotfollah Moskee, een kleinere moskee aan het plein, tegenover het Ali Qapu paleis. Vanaf dit paleis keek de shah en zijn gasten naar het cricket, het was tevens met vijf verdiepingen de eerste flat

in Iran. Onder de tribune was een koepel waardoor je elkaar kon verstaan door via de muren te praten. Als je in een hoek ging staan met je gezicht naar de muur, kon je praten met degene in de hoek aan de andere kant. We kregen allemaal trek en gingen lunchen in een theehuis. Hier stonden soort grote banken, waarop je zittend (zonder

schoenen) kon eten en drinken. We aten er brood met salades, yoghurt (tegen de bacteriën), kebab en een soort kruidenboter, en dronken er thee.

Ze houden hier erg van zoet (extra energie, 70% van je energie gaat zitten in het koel houden van je lichaam). Alcohol en rood vlees zijn verboden.

Rond 14:30 gingen we naar het hotel om te rusten om rond 15:30 verder te gaan. Na het rusten gingen we naar de Jameh moskee, een vrijdagmoskee waaraan ze 800 jaar hebben gewerkt. In deze moskee worden meerder stijlen naast elkaar gebruikt.

In een van de 4 Iwans (de moskeefronten aan elke zijde van het centrale plein) werd het swastika teken voor het eerst gebruikt. We liepen terug via bazaars naar de Imam Square. De bazaars zijn overdekte winkelstraten met veel kleine winkeltjes en smalle straatjes. Aan de Imam Square dronken we thee en rookten waterpijp. Waterpijp is verboden voor vrouwen en wordt niet overal gedoogt, omdat er erg makkelijk hash in kan worden gerookt. Iran telt 1 miljoen drugsverslaafden, en drugsgebruik kan met de dood worden bestraft.

Na deze rustpauze gingen we naar een tapijtwinkel waar we uitleg kregen over de tapijten. De prijzen varieerden van 100 tot 3000 dollar. Een tapijt wordt als investering gezien. De prijs wordt bepaald door het aantal knopen per vierkante eenheid (cm2), de stof (wol/zijde), de manier van knopen, het patroon, en de leeftijd / slijtage. Er is een grote handel in tweedehands tapijten, die vaak duurder waren als de nieuwere. Hierna gingen we dineren in een chique hotel, het Albasi hotel. Een lopend buffet wordt hier kennelijk als chique beschouwt. Het hotel financierde een moskee naast het hotel. Op deze wijze probeerde de eigenaar zijn moeder te vereeuwigen in de hemel. Rond 23:00 waren we terug in het hotel.

3rd Day

Isfahan-Shiraz

Om 8:30 hadden we onbijt, en rond 9 uur checkten we uit. We gingen naar de Pol-E-Felezi brug/ dam. Deze dam houdt water tegen zodat 2 paleizen van water worden voorzien. Als je op een bepaalde manier door de steunberen keek, zag je een kaars. Dit wordt als een romantische plek beschouwd. Daarna gingen we naar de Sio-Se-Pol brug, waar we twee dagen geleden ’s avonds thee hadden gedronken. Hierna reden we naar Shiraz,

een stad ten zuiden van Isfahan, en 500 km verderop. Onderweg stopten we bij putten langs de weg. Deze putten waren 25 meter die en diende als ontluchting en toegangswegen tot de tunnels onder de grond. Onder de grond waren tunnels gegraven waar het water doorheen stroomde van de bergen naar de dorpen/steden. Sommige gangen zijn 40 km lang. Onderweg kwamen we langs Izackhast, een dorpje opgebouwd uit zongedroogde klei uit het zijderoute tijdperk. Vervolgens gingen we naar Pasargad, een verwoeste stad van 500 v.Chr. Hier was het graf van Cyrus the Great. Omdat het al donker begon te worden sloegen we andere sites voor die dag over. Toen we aankwamen in Shiraz gingen we naar het mausoleum van Hafez. Hafez staat voor ‘ziel van de koran’. Dit was een romantische plaats waar veel stelletjes liepen. Rond half 10 gingen we dineren in het hotel (Arg Hotel).

4th Day

Shiraz & Firuzabad

Shiraz-Yazd

Half 8 ontbijt. Rond 8 uur gingen we in de bus richting naar Firuzabad. Onderweg stopten we bij het kasteel Qaleh e Doktar van 200 na Chr., gelegen op de top van een berg. Het was een pittige klim om er te komen rond half 12 ’s middags. In de toren die nog intact was, waren veel vleermuizen. In Firuzabad was een paleis met een oude vuurtempel. Na een lange reis terug naar Shiraz gingen we naar de Bagh-e_Eram tuinen van 1000 jaar oud. Hierna gingen we naar de Sadi moskee.

Het was donderdagavond, waardoor het erg druk was. Donderdagavond is de dag voor hun vrije dag (vrijdag), die veel Persen besteden door iets educatiefs te doen. Hier werd ik uitgenodigd om te dineren bij een Pers (in gebrekkig Engels), jammer genoeg moest ik dit afslaan. Na een ijsje (mierzoet met iets van rijst) gingen we naar het mausoleum van Shah-e-Cheragh, een moskee met een interieur geheel uit spiegelende tegeltjes. Voor het eerst waren we in een moskee tijdens het bidden.

Na het avondeten in een traditioneel restaurant en het vieren van de verjaardag en Hans Smolenaers, gingen we naar bed.

Half 8 ontbijt. Rond 8 uur gingen we naar Persepolis. Rond 10 arriveerden we er. Het was zeer in-

drukwekkend. De bouw begon 581 v. Chr. onder Darius the Great. Het was erg groot en hoog.

Sommige pilaren waren 25 meter hoog. De stad is verwoest door Alexander de Grote. Het complex bestaat uit meerdere hallen met trappen en een tombe uitgegraven in een aanliggende berg.

Hierna gingen we naar vier tombes uitgegraven uit een berg vlakbij Persepolis, Naqsh-E Rostam, en naar Naqsh-E Rajab. Vervolgens reden we ver- der door de woestijn naar Yazd. Voor het eerst reden we door de echte woestijn, voorheen was het hoofdzakelijk steppe landschap. Onderweg kwamen we langs een ijsopslagplaats. In de winter bevloeiden ze het land met een laagje water, wat ’s nachts ijs werd. ’s Ochtends haalden ze dat eraf en sloegen het hierin op. In hetzelfde dorp, Abarkuh, was tevens een cyprusboom van 4500-5000 jaar oud. We dineerden en sliepen in een luxe hotel, een oude calavanserai. Na al dat water begonnen we uit te kijken naar het alcoholvrije biertje ’s avonds.

6th Day

Isfahan

Yazd-Tabas

Half 9 ontbijt. Rond 9 uur vertroken we uit het hotel naar het centrum. Hier beklimmen we de Jameh moskee. Daarna gingen we naar de vuurtempel Atheshkadek, van de Zoroastrians. Dit vuur zou al vanaf 470 na Chr. branden. Alleen een hoge priester mag er hout op gooien. Als dit gebeurd houd hij zijn hand voor z’n mond, om zodat zijn adem niet met het heilige vuur in aanraking komt. Hierna gingen we naar een gebouwtje waar ze henna maalden op semi-traditionele wijze. Het molensteen werd in plaats van een kameel aangedreven door een electromotor. Hierna gingen we naar de torens van stilte. In deze torens buiten de stad werden de overleden mensen heengebracht.

Terwijl de familie achterbleef onderaan de torens, droeg een priester het lijk omhoog in de toren.

Hier werd het lijk opgegeten door kraaien en gieren, die binnen 20 minuten ter plaatse waren.

De priester moest blijven tot het eerste oog werd opgegeten. Als het rechteroog als eerste werd opgegeten, dan ging hij naar de hemel, als het linkeroog eerst werd opgegeten, ging hij naar de hel. Als hij niet werd opgegeten, dat was het of een heel erg slecht persoon geweest, of leefde hij nog. In dat geval legden ze een stukje brood op

z’n borstkast. Als honden het ervanaf durfden te eten, was hij dood, zo niet, dan leefde hij nog. Hierna gingen we weer naar het centrum waar we het watermuseum bekeken. Onderweg gingen we nog naar een winkeltje waar ze suiker maakten.

Het museum ging hoofdzakelijk over de gangen die we op de 3e dag hadden gezien. Er zijn veel van zulke gangen gegraven. Als de Chinese muur met een factor 1.5 keer om de wereld zou lopen, dan zouden deze gangen 6.5 keer om de wereld lopen. Deze gangetjes waren tevens vluchtgangen.

Hierna trokken we weer verder door de woestijn naar Tabas. Onderweg stopten we nog bij een verwoeste calavanserai. We hadden die nacht het slechtste hotel (Bahman Hotel) tot dan toe. Het was smoor heet, er stonden planten in de gootsteen, roest in de niet werkende koelkast, en de luchtventilatie stonk ontzettend. Het was de hele nacht zweten.

7th Day

Tabas-Mashad

Bij het wakkerzweten rond 7 uur stonden er kamelen voor de kamer te grazen. Het was wederom bloedheet. Het eten van de vorige dag had me niet goed gedaan, ondanks het bacteriedodende yoghurt. Na wat middelen was het rond 12 uur min of meer onder controle. Tegen de avond voelde ik me weer beter. Hierdoor heb ik een tuin met pelikanen gemist. Het was voor de rest van de hele dag ridjen door de woestijn naar Mashad, waar we rond half 9 aankwamen. Na wat eten, liepen we naar de bazaar en langs een moskee, waar we niet in mochten. Een Iraanse vrouw probeerde het nog voor ons te regelen, maar het lukte haar niet. Rond half 1 waren we terug in het hotel (Pardis Hotel).

8th Day

Mashad

Half 9 ontbijt. Rond half 10 werden we opgehaald door een professor van de universiteit van Mashad en een paar studenten. We gingen naar de heilige tombe van Reza shah. Mashad is een heilige stad / bedevaartsoord voor de moslims.

Normaal mogen hier alleen moslims komen, maar we hadden een unieke premissie om met de groep naar binnen te gaan. Er liepen tevens fotografen mee voor een artikel in een krant over ons bezoek aan de universiteit. De moskee met de tombe was

overdreven groot. Dit was de pelgrimsplek voor sjiieten. Het was hartstikke leuk om met de studenten te praten, ze denken zeer westers en zijn zich sterk bewust van hun positie onder het regime. Ze spraken goed engels. Na een lunch bij het hotel gingen we even de stad in. Bij een tapijthandel kocht ik een Perzisch nomadentapijt. Het tapijt was 40 jaar oud en met veel dieren erop. Na een korte intensieve onderhandeling kreeg ik hem voor 70 euro mee. Rond 17:00 gingen we naar de universiteit van Mashad, afdeling bouwkunde.

We zagen het werk van 3e jaars studenten en een presentatie. Hierna discussieerden we over enkele problemen in Mashad op urbanisme gebied. Uit de discussie kwam eigenlijk niets, omdat ze de vragen heel algemeen beantwoordden. Op een een of andere manier komt het er niet van om het probleem daadwerkelijk op te lossen. Rond half 10 waren we weer terug in het hotel. We gingen eten in een traditioneel restaurant met live muziek. Na het eten gingen we waterpijp roken en thee drinken in hetzelfde restaurant. Rond half 2 waren we weer terug

9th Day

Mashad-Bastam

Bastam-Damghan

Kwart voor 8 ontbijt. Rond half 9 vertrokken we naar Bastam, een stadje ver weg. Vlakbij Mashad gingen we naar Ferdosi’s tombe. Het was een dichter die schreef in het farsi (de Perzische taal) zonder gebruik te maken van Arabische woorden.

Hij lag in z’n eigen tuin begraven in plaats van een islamitisch kerkhof, omdat hij kritische teksten schreef over de islam. Hierna gingen we verder naar Bastam. Europa heeft 12 verschillende klimaten, Iran heeft er 14. (Iran is 40x zo groot als Nederland). We gingen van de steppe naar de jungle en de bergen. We reden door een groot nationaal park met veel wilde dieren. ’s Avonds bezichten we een bakstenen toren ( de Qabus Dome) in Gonbad-e Kavous. Rond half 1 kwamen we aan in het Bastam Tourist Inn hotel.

Half 9 ontbijt. Rond half 10 vertrokken we naar Damghan. In Bastam gingen we naar het Some’eye Bayazid Bastam monastery complex. Een complex uit de 11e eeuw. Hierna gingen we naar Damghan, een korte busreis. In de middag kwa-

men we aan. We rustten uit in het hotel (Damghan Tourist Inn) tot 16:00. Hierna gingen we naar een oude moskee. Hierna naar een kasteel van 1000 jaar oud die sterk aan het eroderen was. We aten kebab in een restaurantje en rookten waterpijp en dronken thee in een kelder, waar we hasj kregen aangeboden, maar wijselijk afsloegen.

11th Day

Damghan-Teheran

Half 9 ontbijt. Om half 10 vertrokken we richting Teheran. Onderweg stopten we bij een watermeloenen veld en een calevanserai in restauratie.

Tegen de avond arriveerden we in Teheran. Hier gingen we naar een van de grootste parken, Park Melat. We checkten in in het hotel (Mashad Hotel), aten pizza, maakten een ommetje en gingen om half 1 naar bed.

12th Day

Teheran

Half 9 ontbijt. We gingen naar het National Museum of Iran. Hierna naar het Glass en Ceramics Museum. Daarna naar de professor van de universiteit, waarmee we tevens het kruispunt van de workshop bekeken, een belangrijke kruising van belangrijke wegen in de stad. ’s Avond gingen we naar een voorstelling in het stadtheater. We aten in een traditioneel restaurant.

We gingen eerst naar het Niyavaran Palace Museum. Vervolgens gingen we naar de universiteit voor de lezingen en de workshop. Dit viel erg tegen. Het komen tot een oplossing zat er niet ing, en de hierarchie en de verschillen tussen man en vrouw maken het vrijwel onmogelijk. We aten met de professor en twee studenten. 1 daarvan was Paria (paria_sajadpoor@yahoo.com). We kwamen vroeg aan in het hotel.

Isfahan Yazd - Tabas

Dit was onze vrije dag in Teheran die we vrij mochten indelen. ’s Ochtends vertrokken we (Michiel, Hans, Tom en ik) naar het Carpet Museum. Dit was erg interessant. Hierna liepen we naar het Park-E Laleh naast het museum. Daarna gingen we naar het Golestan museum, een paleis.

bassade kregen we een prive rondleiding door de tuinen en een deel van het paleis, dat normaal afgesloten was voor het publiek. Vanaf hier liepen we naar de Teheran Bazaar, een zeer grote bazaar met 3 verdiepingen (plus nog een kelder) Hier kwam ik een look-a-like tegen van het tapijt dat ik in Mashad had gekocht voor 380 euro. Na de bazaar gingen we naar het hotel om ons even op te frissen, om vervolgens te eten in een traditioneel restaurant. In dit restaurant dronken we thee en rookten we waterpijp.

Vroeg opstaan. We gingen naar St.Stepnon, een klooster tegen de grens met Azerbijan. Dit gedeelte van Iran heet Oost-Azerbijan. Het was een rustiek klooster in de bergen in the-middelof-nowere. Vanaf hier gingen we weer via Tabriz naar Ardebil. ’s Avonds aangekomen waten we omelet, dronken thee en rookten waterpijp in een zaakje tegenover het hotel (Darya Hotel).

15th Day

’s Ochtends om 8 uur vertrek. We gingen met de bus naar Zanjan, een stad 400 km verderop.

Onderweg stopten we bij het Soltaniek mausoleum, een van de grootste bakstenen bouwwerken ter wereld, en aten ’s avonds in een traditioneel restaurant. We sliepen in het Zanjan Tourist Inn Hotel.

Teheran-Zanjan

Als eerste gingen we naar het Sheikh Safi Op-Din Mausoleum in Ardebil. Daarna reisen we naar Masuleh langs de Kaspische zee, het grootste meer ter wereld, waar we tevens met een bootje over een moeras vaarden. Aangekomen bij het hotel waren de gereserveerde kamers ineens verhuurd.

We moesten een ander hotel vinden. We reden tot 4 uur ’s nachts door en sliepen toen buiten op een kleedje voor de bus.

16th Day

Zanjan-Tabriz

20th Day

We stonden vroeg op en gingen op tijd weg naar Tabriz, 500 km verderop. In de middag kwamen we in een dorpje met huizen die uitgehakt waren uit de rotsen, Kandovar. Hier woonden nog steeds mensen in de kleine ruimtes. Naast dit dorpje lag een dorpje onder de grond, Kilavar. Dit was onbewoond, en was een schuilplek voor de Mongolen destijds. Rond 19:00 waren we in Tabriz. Hier gingen we door de traditionele bazaar en aten we pizza. We sliepen in het Gostaresh Hotel.

17th Day

Tabriz

Rond 9:00 vertrokken we. We werden rondgeleid door studenten van de Tabriz Islamic Arts University (een kleine universiteit van 300 studenten (Tu Delft bouwkunde eerstejaars: 450)). We begonnen bij de Blue Mosque, hierna naar het Azerbijan Museum, en een oud graf van 2000-3000 jaar oud. Toen gingen we naar de bazaar, waar we tevens een fabriekje bekeken waar wol werd gekleurd. Hierna gingen we naar the Clock Square en de universiteit. We eindigden die avond maltbier drinkend en waterpijprokend bij een paviljoen in een park (Elgolpark).

’s Ochtends bleek dat we bij een hotel stonden, maar dat had de gids niet doorgegeven. Een paar sliepen op matrassen in het hotel (in aanbouw) een paar sliepen in de bus, en we hadden met 4 man uiteengeslagen. We werden wakker met kippen om ons heen. We gingen naar Teheran. Dit was een tocht door bergen van 4000 meter hoog. Als vergoeding voor de slechte overnachting konden we voor de vlucht ons opfrissen in Hotel Mashad in Teheran en kregen we een diner aangeboden van de organisatie. Die nacht vertrokken we om 05:30 van het vliegveld richting Schiphol.

Vinex-variatie

book presentation authors name De Vinex is inmiddels meer dan 10 jaar oud; niet alleen de plannen maar ook de resultaten zijn nu te bekijken en te beoordelen. Het straatbeeld van de Vinex is de afgelopen jaren door doks stedebouw gefotografeerd en gepresenteerd in de tentoonstelling en publicatie Via Vinex1, mede met financiële steun van het Polisfonds voor stedebouw. In mei waren de tentoonstelling en publicatie onderdeel van het debat Vinex Voorbij op de Academie van Bouwkunst Rotterdam.

Tijdens het debat Vinex Voorbij2 stonden drie publicaties over de Vinex centraal die elk een nuance in de blik en de kritiek op de Vinex-wijk geven. Als eerste werd door doks stedebouw een presentatie gegeven van het onderzoek Via Vinex3 naar de karakteristiek van de Vinex. De Vinex wordt door critici vaak gepresenteerd als een ongewenst beeld, waarbij de algemene teneur is dat de de wijken teveel op elkaar lijken, te eenvormig en te monofuntioneel zijn. Met betrekking tot het overheersende woonkarakter hebben de critici gelijk, maar dat was juist ook een van de uitgangspunten van de Vinex. In de locatiekeuze van de woningbouwopgave van 600.000 woningen werd sterk geleund op de gedachte van de compacte stad: de nieuwe wijken dienden in de stad (de binnenstedelijke locaties) of er tegen aan te liggen (de uitleglocaties4), om zoveel mogelijk van de voorzieningen van de bestaande stad gebruik te maken.

Maar de Vinex-wijken zijn zeker niet gelijk of eenvormig. Via Vinex laat aan de hand van beelden en data de karakteristiek zien van de verschillende Vinex-wijken. Het gemiddelde van de wijken komt overeen met ons vooroordeel van uitleglocaties: een dichtheid van 36 won/ha en een

aandeel van 52% eengezinswoningen. Maar de gemiddelde Vinex-wijk is er niet. Zo verschillen de dichtheden tussen de wijken, uiteenlopend van 14 tot 82 won/ha. Ook de gedachte dat Vinexwijken uit eengezinswoningen bestaan klopt niet: er zijn wijken met veel appartementen en wijken met veel vrijstaande woningen.

Het straatbeeld laat zien dat de wijken niet alleen in samenstelling verschillen maar ook in beeld en vorm. Het ontwerp van de Vinex-wijken lijkt er veelal op gericht om zoveel mogelijk variatie en onderscheid te maken aan de hand van thema’s als boswijk en waterwijk, en middels moderne, historiserende of retro-architectuur.

Hiermee wordt geprobeerd een identiteit aan de nieuwe buurten te geven, referend aan een onderliggend landschap of geschiedenis danwel als kunstmatig decor. Naast de onzekerheid over de duurzaamheid van sommige van deze thema’s, zijn in een groot deel van de wijken ook al de ruimtelijke gevolgen te zien van bijvoorbeeld de gekozen parkeeroplossing en achterkant-situaties.

Hoe de bewoner over de Vinex denkt, werd duidelijk aan de hand van de bijdrage aan het debat door Toine Heijmans, journalist van de Volkskrant en bewoner van Vinex-wijk IJburg in Amsterdam. Als echte stadsbewoner was hij eerst een verklaard tegenstander van de suburbane Vinex-wijken. Nu hij er zelf een aantal jaren woont, heeft hij zijn mening herzien en is positief over de wijk gaan denken. Opvallend is dat niet allereerst de architectuur of het stedebouwkundig plan bij hem de lof krijgt. De positieve aspecten van de wijken liggen in de gemeenschapszin, het samen pionieren en mede het karakter ervan kunnen bepalen. Terwijl men in de stadswijken vaak niet weet wie de buren van twee huizen

verder zijn, blijken in Vinex-wijken de medestraatbewoners je beste vrienden met wie samen wordt gebarbecued, op elkaars kinderen gepast, en geholpen bij het klussen; belevenissen die Heijmans heeft beschreven in zijn columns, gebundeld in La Vie Vinex5.

Als derde inleider van de avond kwam Han Lörzing aan het woord, mede-auteur van de RPBpublicatie Vinex! een morfologische verkenning6.

Met een twaalftal prikkelend positieve stellingen over de Vinex, betoogde Lörzing dat de kritiek op de Vinex-wijken onterecht danwel irrelevant is. Uit het RPB-onderzoek blijkt dat de diversiteit van de wijken juist groot is. De morfologie van de buurten vertoont veel variatie (van gesloten bouwblokken tot slingerende villawijken) evenals de architectonische uitstraling van de individuele woningen, waarvan de verschillende stijlen door het RPB onder andere worden getypeerd als “modernistisch eclecticisme”, “tuinstad-vernacular” en “neo-traditionalisme”.

De bereikbaarheid en ontsluiting van de wijken zijn uitstekend, en bovendien blijkt ook dat de bewoners er erg tevreden zijn.

Adri Duivesteijn, huidig wethouder RO van Almere, was allerminst overtuigd door de positieve recensies. De Vinex-criticus vond ze voorbijgaan aan de eigenlijke manco van de Vinex7. Van buiten ziet het er aardig uit met alle architectonische thema’s, maar achter de gevel ligt bijna overal dezelfde woningplattegrond: de beukmaat van 5,40, de standaardplek van de trap, en de identieke vorm van keuken en woonkamer. Het overgrote deel van de eengezinswoningen in Nederland heeft een vergelijkbare plattegrond doordat de Vinex en in het algemeen de Nederlandse woningbouwproductie wordt bepaald door gemeentes, ontwikkelaars en makelaars. De bewoner zelf heeft nog weinig te zeggen over indeling en vormgeving van de woning. Duivesteijn pleit voor een grotere inbreng van particulieren in de ontwikkeling van de vrijstaande en geschakelde eengezinswoning. Dit levert naar zijn zeggen een grote variatie op, zoals experimenten met particulier opdrachtgeverschap laten zien (onder meer de Scheepstimmermanstraat op Borneoeiland in Amsterdam). Ontwikkelaars zouden

alleen complexe opgaven met voorzieningen en appartementen op zich moeten nemen, een grondgebonden woning is in principe niet moeilijk en zou voor iedereen mogelijk moeten zijn. Om dat in praktijk te brengen heeft Duivesteijn in Almere de plannen voor de nieuwe wijk Homeruskwartier laten uitgaan van particulier opdrachtgeverschap. Binnen de door OMA ontworpen structuur is er een variatie aan kavels voor particulier of gecombineerd opdrachtgeverschap. Niet de ontwikkelaars en makelaars maar de bewoners zelf bepalen (binnen de regels van het stedebouwkundig plan) hoe de woning eruit komt te zien.

De kritiek van Adri Duivesteijn is niet zozeer gericht op de ruimtelijke opzet en kwaliteit van de Vinex maar te beschouwen als een aanval op het huidige systeem van woningontwikkeling, waarbij gemeentes, corporaties en ontwikkelaars bepalen wat er gebouwd wordt en niet de consument. In veel Vinex-wijken wordt namenlijk al voorzichtig geĂŤxperimenteerd met particuliere kavels en consumentengericht bouwen (waarbij de standaardwoning uit te breiden is met uiten aanbouwen naar behoefte). Vergeleken met de woningbouw in de voorafgaande jaren wordt in de Vinex al meer rekening gehouden met de verschillende wensen van de bewoners.

Tegelijkertijd kan worden afgevraagd of particulier opdrachtgeverschap de door Duivesteijn gewenste variatie zal brengen; de kans daarbij is natuurlijk maar al te groot dat het meerendeel van deze bewoners uiteindelijk zal kiezen voor een standaard-cataloguswoning in plaats van een individueel ontwerpen woning. Niet alle bewoners willen een unieke woning, maar vooral een ruime woning met een logische indeling waarbij hun gras gewoon net zo groen is al bij de buren. Zoals Toine

Heijmans aangaf over de bijzondere architectuur van zijn woning: “mijn vrouw wil eigenlijk ook het liefst wat minder glas in de gevel, en gewoon een plattegrond zoals iedereen heeft”.

De woonconsument is misschien wel niet zo ontevreden over het huidige aanbod aan woningen en wijken. HIj vraagt niet om variatie van zijn wijk en woonomgeving, maar wil een normale wijk waar het goed wonen is en hij zich thuis voelt.

Het maakt dan niet eens uit of het een boswijk of een waterrijke buurt is. Met een blijvende vraag naar eengezinswoningen en automobiliteit, zal er altijd een vraag blijven naar suburbane nieuwbouwwijken, of ze nu Vinex heten of anders.

Call for Submissions Atlantis 19.2

Urban planners and architects have traditionally been the ones to develop the tools and the technologies for the transformation of the physicality of the city.

But the city is the conglomerate of overlapping and sometimes opposing realities of its users, who have the means to express their concern for the environment they inhabit through media, gatherings, blogs, magazines and more actively with participatory projects and informal actions.

Are the actions of non-architects architectural?

The dichotomy between planners and users, which could be translated in the dichotomy between the powerful and the creative, tends to disappear. What is becoming the relationship of urban planning and design with the people whom the design primarily concerns?

As AugĂŠ has pointed out, the city remains the field in which society is being challenged. We find huge difficulties to create places, spaces where people can recognize their identity and their relations. Contemporary built environment is the product of “non-architectureâ€?, containing both positive and negative aspects, conspiring to construct our everydayness. Although not thematically coherent, the actions of people shape and define the urban landscape which will later arrive to the studies of the professionals. The role of the urbanist is being redefined, the urbanist, as the creative inventor of new solutions to already known problems is not valid anymore. His task is in danger to become the first and easiest to waste in the system of space production.

And since there is creativity located in the production and reception of space, can the acknowledgement and incentive of informal actions become the beginning for a new type of production of space? Participatory projects were always an attractive approach, used under the label of user democratization or as a mere excuse for rejection of responsibility, in the best case as a genuine attempt to stimulate a creative attitude towards the urban landscape.

In the coming issue Atlantis would like to host articles commenting on the active role of the recipients of urban interventions and explore the relation between planning and experiencing the city.
