University Design A major objective of the public-private partnership is to advance systematic change at the institutional level while concurrently addressing the governance and policy level to improve both the quality of and access to higher education in Vietnam. The ASU alliance has prompted a dramatic shift from government control to university autonomy to operate as an enterprise. Through many workshops and coaching sessions both in Vietnam and at ASU, the New American University model guides higher education government and institutional partners to reimagine the future of higher education in Vietnam.

Innovative Faculty Instruction Early collaboration with Intel Vietnam exposed a critical need for university and technical college graduates to increase competencies in problem solving, critical thinking, and communication skills to complement their technical knowledge. In partnership with Intel and USAID, the ASU HEEAP program launched in 2010 to bridge these gaps through a 6-week intensive Faculty Instructional Innovation Fellowship program at ASU in Tempe. Through interactive workshops and immersion in ASU campus activities, the faculty focused on redesigning engineering undergraduate programs to ABET outcomes, project-service based pedagogy, digital immersion, and integrating industry relevance to curricula.

These certified HEEAP Fellows implemented changes in their own classrooms but have also joined ASU to co-create the BUILD- IT Certified Facilitator and Master Teacher Training program (CFT/MTT) Program. This provides sustainability across USAID partner universities and has also expanded to other Vietnamese universities and colleges nationally increasing the scale and rate of curriculum innovation, quality of academic programs, industry connectivity, and work readiness of graduates across Vietnam.

Building Quality Programs through Accreditation In 2010, the Vietnamese Ministry of Education and Training (MOET) had no national accreditation or certification criteria or assessment to evaluate the quality of university programs. ASU and Intel advised MOET on the value of peer-evaluated accreditation to provide the country a framework to assess and have a process for continuous improvement.

After a prototype to support one university to achieve two first programs via ABET, ASU advised MOET to change the national policy requiring accreditation of programs. Further, ASU co-developed the first national accreditation body administered through Vietnam National University systems. Today, through the ASU-led USAID projects, Vietnam has over 174 undergraduate programs accredited through AUN-QA regional accreditation and ABET (including the first 2-year college programs in ASEAN) now leading the region with programs accredited. ASU also supports the development of a national independent accreditation for Vietnam and built national assessor’s capacity in assessment and evaluation.

Conferences and Forums Higher Education Summit at ASU (2011) ASU hosted a senior delegation from the Ministry of Education and Training for a policy dialogue on university re-design in Vietnam. Youth Leadership Launched in 2013, the Young Southeast Asian Leaders Initiative (YSEALI) was U.S. President Barack Obama’s signature program to strengthen leadership development and networking in Southeast Asia. ASU has been awarded numerous grants for YSEALI programs in the US and regionally across SE Asia.

Between 2016 and 2018, ASU hosted two simultaneous tracks: Civic Engagement (CE) Institute hosted by the Watts College of Public Service and Community Solutions and Social Entrepreneurship and Economic Development (SE&ED) Institute hosted by the Ira A. Fulton Schools of Engineering. Over the course of this unique and integrated 5-week program, these young leaders participated in dynamic and applied coursework tailored to their individual cohort and taught by world-class faculty and practitioners.

During 2016-2021, ASU organized and delivered five YSEALI regional workshops: Ho Chi Minh City, Vietnam in 2016 and 2018; and Manila, Philippines in 2017. During 2020, ASU hosted a regional Agribusiness Incubator workshop in Lao, PDR for 50 young entrepreneurs form 11 countries in SE Asia. In 2021, ASU will host the YSEALI Annual Summit in Ho Chi Minh City Vietnam for 150 fellows.

The Summit will enable participants to study and observe the latest challenges and opportunities in education sectors throughout Southeast Asia and learn about innovative educational approaches and cutting-edge technology to empower the economic development of the region and beyond.

Sustainable Development Through the Lower Mekong Initiative (LMI), the United States and the Lower Mekong countries promote equitable, sustainable, and inclusive economic growth through education, science, and the environment. In 2018, the US State Department funded ASU a 3-year LMI Young Scientist program which supports the region’s early-career researchers as they develop solutions to transboundary challenges along the Mekong River. The objective of the program is to create a research community of practice across Cambodia, Laos, Myanmar, Thailand and Vietnam through workshops, networking events, and an annual scientific symposium.

In 2020, the U.S. State Department funded a grant, “NexView”, in cooperation with the U.S. Geological Survey, Arizona State University, and the Mekong River Commission with assistance from Vietnamese and Cambodian researchers. Arizona State University’s Decision Theater® will integrate and conduct data analytics while visualizing available models and information, including inputs from the U.S. Army Corps of Engineers in order to facilitate informed discussions and decision/policymaking. The Cambodia-Vietnam border area, from the Tonle Sap Great Lake to the sea, will be the initial geographic focus for groundwater, surface water, socioeconomic data, information collection, and analysis.

In 2019, Intel funded ASU to develop and administer the Ho Chi Minh City (HCMC) Smart City Grand Challenge program. Working closely with the HCMC People’s Committee, the objective of the project was to develop a new pipeline of experts through a Grand Challenge graduate fellowship program where Vietnamese completed master’s programs at ASU around the HCMC Smart City focus areas of water, environment, air quality, traffic, and broader sustainability. In addition, HCMC leaders convened at ASU for multiple workshops in the Decision Theater to build capacity in making collaborative data driven decisions through visualization. Projects were prioritized and a local Decision Theater was built in HCMC.

Rethinking the Education Workforce In Vietnam, there is a shortage of STEM K-12 teachers, a focus on teaching theory, an imbalance of females choosing to study STEM, and a lack of STEM facilities at schools.

Between March 2019 and March 2020, the Education Commission’s Education Workforce Initiative (EWI) funded by the UK government’s Department for International Development (DFID), partnered with Arizona State University (ASU) and MOET to reimagine STEM education.

Through ASU’s experience with adaptive learning in 7th grade math, ASU designed a prototype program for 7th grade math, which is where many students often struggle and lose interest in STEM due to difficulty mastering math skills. The prototype utilized an adaptive instructional system to help students develop mastery of math skills and prepare them for solving higher- order problems with the guidance of their teacher through active learning. It was tested in four junior high schools – two in Hanoi and two in Ho Chi Minh City – and evaluated alongside three additional comparison schools. The outcome was well received by MOET. In the next phase, the Asia Development Bank and MOET are supporting a proposal to undertake a feasibility study to provide a robust analysis of the opportunities, challenges, costs, and benefits of scaling the High-Touch, High-Tech approach in Vietnam through a larger- scale pilot.

U.S.-ASEAN Science, Technology, and Innovation Cooperation (STIC) Program In September 2022, ASU was awarded $2.8M from the U.S. Department of State to implement the U.S.-ASEAN Science, Technology, and Innovation Cooperation (STIC) Program. In close partnership and collaboration with the Bureau of East Asia and Pacific Affairs (EAP), GOEE will deliver key activities and programs to strengthen science, technology, and innovation cooperation between the U.S. and ASEAN member states: Brunei, Burma, Cambodia, Indonesia, Laos, Malaysia, Philippines, Singapore, Thailand, and Vietnam.

The 3-year, U.S.-ASEAN STIC Program will provide a comprehensive, collaborative, and scalable partnership grounded with ASU’s vast ASEAN experience in leading publicprivate partnership (PPP) projects with the U.S. government, industry, academic partners, and member state government entities in science, technology, and innovation (STI).

The U.S. ASEAN Business Council, U.S. industry partners (Boeing, Microsoft, Google, AWS, Oracle, META, IBM, Intel, and others), collaborate to evaluate and align their STI programs and investments as key contributors to achieving the STIC project objectives and expected results.

Higher Education Partnership Initiative (HEPI) - Indonesia HEPI (Higher Education Partnership Initiative) is five-year, $9 million dollar U.S.-Indonesia partnership that will connect U.S. universities to quality Indonesian universities to develop joint degrees between Indonesian and US programs, promoting U.S.-based education and study abroad experiences, transferring to US degree programs, and enrolling in US graduate programs.

HEPI will function as a consortium of university, government, and industry partners to support Indonesian higher education through three core universities serving as mentors to other affiliate partner universities in the region. Mentor universities will lead industry, academic, and government working groups to address STEM education challenges. They'll offer training at campus hubs to improve curriculum and teaching methods, ensuring graduates are industry-ready.

These programs will conform to international accreditation standards, enhancing their reputation and fostering U.S. partnerships. HEPI collaborates with USINDO to guide Indonesian students in pursuing U.S. academic experiences. Industry partners like Oracle, Rockwell Automation, DOW Indonesia, Cisco, Microsoft, Google, Coursera, and FreeportMcMoRan support workforce readiness through industry-based curriculum and certifications. HEPI's Jakarta-based team manages the project. The HEPI project is being implemented by a team of local staff based in Jakarta.

Locally Embedded Team and Operations ASU operates from a licensed Representative Office in Ho Chi Minh City centrally located in District 1, the epic center of the government and international business community. The District 1 location is the main project office for ASU program administration, with additional team members and offices located in Hanoi and Danang. The sites include open collaborative offices spaces, conference rooms, and classrooms. Currently, the ASU Vietnam team includes 10 full-time professional team members. Beyond core professional duties, the team is actively engaged in a number of boards and committees at the local and national levels, including American Chamber of Commerce Board of Governors, Ho Chi Minh City People’s Committee “Workforce Development 2035” International Advisory Board, Scientific Education Advisory Board at the Saigon HiTech Park, Prime Minister’s Higher Education Innovation Advisory Board, and the Asia-Pacific Data Workforce Development Committee.

In Indonesia, the ASU representative office is located in the exclusive and premium business district of the Energy Building SCBD Jakarta. This representative office serves as a liaison between ASU and the Indonesian government, industry, and HEIs through the USAID-funded Higher Education Partnership Initiative (HEPI) project. Its main purpose is to strengthen ASU's presence in the region, establish partnerships, and promote educational opportunities for Indonesian students. The office provides information and assistance regarding higher education partnership programs between the U.S. and Indonesia including scholarships and pathways. This open collaborative space has one conference room and is used by seven full-time professional team members as well as for the ASU team business travel.

What’s next

Higher Education Disruption

As Vietnam aspires to become an upper-middle-income country by 2035, it will require greater focus on increased development of a high-skilled workforce, especially in science, technology, and innovation (STI). Global and national mega trends are creating challenges to Vietnam’s development while also providing the opportunity to rethink its higher education system as platforms to develop and transform the quality of the skilled workforce and the relevance of research and technology transfer.

Today, there is a disconnect between Vietnam’s economic development and the ability to develop an agile workforce, especially in the era of Industry 4.0. Vietnam ranks 48 out of 157 countries on the World Bank’s Human Capital Index (HCI), the best result among middle-income countries. Of the three subcomponents in the HCI, Vietnam comes out strong with regard to access and quality in general education. Yet, the access to higher education is limited to the growing middle and upper-class with no change the last 20 years during economic growth. This is leaving out a huge potential of young people coming out of general education across Vietnam, especially those in rural communities. Vietnam’s access to higher education, as measured by the gross enrollment rate (GER), is one of the lowest among the East Asian countries. Its higher education output, as measured by the gross graduation ratio (GGR) 2, is only 19 percent. There is a systemic disconnect between the basic education output and the higher education output for Vietnam which will need to be addressed quickly to sustain socio-economic growth. Vietnam needs to invest more and soon in its higher education system if it wants to become internationally competitive by capitalizing on its younger generations. Yet, the new higher education law (Decree 99) creates autonomy from government, but at the cost of government funding setting up a major disruption of higher education. In addition, the new law will allow international private universities to expand into the country competing against the public institutions.

Leveraging ASU’s New American University model and experience in Vietnam, our vision is to further expand our academic, research, and university design expertise to support the Vietnamese government, industry, and our university partners to redesign higher education to increase access for youth at all socio-economic levels, governance, academic quality, and financial sustainability through an enterprise model.

Develop key global research themes that build on ASU and Vietnamese partner’s mutual priorities and on faculty strengths and interests while being agile in responding to emerging issues and opportunities.

Embed our global research, teaching and service with a deep understanding of local language and culture.

STATEGIC FOCUS 1 Build Sustainable Academic Partnerships Partnerships are central to the success of ASU global activities. Building on our national network of university partners, we will formalize the “ASU-Vietnam Gateway” – a national scale partnership with the Ministry of Education and Training and our vast national network of university partners to deploy student and faculty mobility activities, research, academic degree collaboration (2+2, 3+2, 4+1, PhD), and digital immersion learning pathways focused on access, excellence and education/workforce transformation. The outcome will be to further support Vietnamese partners aspirations to globalize their campuses, but also create a large national university network to attract Vietnamese students to pursue ASU degrees and certificates both in the US and through hybrid digital platforms.

Cintana Education Group, a renowned leader in global education, will join forces with ASU to bolster the success of the ASU-Vietnam Gateway. This collaboration will harness the collective strengths of both institutions to further enhance the impact and reach of this transformative partnership. Together, we will create new opportunities for students and institutions, fostering an environment of innovation and excellence in education.

ASU Academic Enterprise Through BUILD-IT, ASU has helped shape Lac Hong University (LHU)'s next strategic phase. With BUILD-IT's support and ASU UDI's expertise, LHU 2.0 is on the brink of realizing its visionary potential through campus redesign, academic restructures, and transition to KPI-driven performance management models with a total $17M investment. This transformative initiative combines the best practices of American higher education and Vietnamese cultural heritage into a new model for higher education, positioning LHU as a partner and catalyst for social and economic development in Vietnam and the region. A UDI Co-Design partnership model would create greater connectivity, greater access to expertise and advice, thus avoiding a disjointed approach that could hinder 2.0 implementation and impact. UDI would be deeply embedded with LHU as an advisor and consultant, providing direct support for the development and advancement of each of the 2.0 strategies.

In addition to our work with LHU, ASU is also expanding its commitment to the educational landscape of Vietnam. We are actively engaged in creating future ASU-powered campuses in both the South and the North of Vietnam. In partnership with LHU in the South and Phenikaa University in the North, these new campuses will serve as beacons of educational excellence and innovation, further solidifying ASU's dedication to advancing higher education in Vietnam and the region.

STATEGIC FOCUS 2 Increase Partnerships in Research and Capacity Building

Build a vibrant SE Asia Partnership Network.

Develop a vibrant SE Asia Partnership Network to promote seamless integration of global dimensions in research, teaching and service into our faculty’s creative processes. The strong interactions among faculty, students and staff with our ASEAN partners will facilitate the sharing of human and intellectual resources leveraging the creative resources of all partners. Two critical initiatives will be to: 1) transform our Vietnam partnerships into an ASEAN network through a thematic approach that focuses on major global challenges; and 2) establish Joint Centers for Collaborative Engagement with select partners in the ASEAN region. Building on established networks in Vietnam and ASEAN, we will pursue new business through USAID, private sector, and other contracts and grants across Asia. A pipeline of new opportunities will be developed in alignment of faculty’s research interests, competitive landscape and ASU’s qualifications.

Building on the success of the HEEAP, VULII, LMI Project, and BUILD IT Alliance projects in Vietnam, subsets of our strategic ASEAN partners will be linked together in thematic networks to develop large-scale and long-term research, educational and outreach programs that advance our understanding of global scale processes and challenges, while making significant contributions to their regional solutions. These Thematic Networks will transform Higher Education into a vehicle for addressing major global challenges. They will enable the integration of research, teaching and service in ways that promote global competency and global citizenship among the ASEAN community—faculty, staff and students. In addition, we will use these networks to build Higher Education capacity in less well-resourced ASEAN regions and in institutions that are less well connected with the global community. ◼ Joint Centers for Collaborative Engagement.

Joint collaborative centers, strategically located around ASEAN, will provide an ongoing and longterm ASU presence at partner institutions, and a source of support and enrichment programs for our faculty and students. These Centers will perform numerous functions, the most salient of which are to: facilitate faculty interactions and engagements among the partner institutions; facilitate acquisition of local knowledge and logistical support for faculty, staff and students; serve as regional hubs for recruiting international students; and provide a resource for cultivating and supporting alumni in the regions.

STATEGIC FOCUS 3 Build a network of “Workforce Accelerators” providing life-long learning and

human capital development solutions across Vietnamese and Southeast Asian partner network Across Asia-Pacific Economic Cooperation (APEC), talent shortages—caused by gaps and mismatches between labor market needs and the available supply of educated and trained professionals—constrain economic growth. These shortages prevent firms from scaling up operations, meeting demand in new locations, and launching new products and services. AsiaPacific employers state that the talent shortage will have a direct impact on their competitiveness and productivity. Governments, too, are realizing that in a more automated, data-driven future, workers need to upgrade their skills to avoid becoming obsolete and to fully unlock the potential of new technologies.

In Vietnam, with strong FDI investment and rapid economic growth, employers are struggling to find the right workers with adequate and relevant skills. ASU to help launch US-ASEAN Center in Washington, DC ASU has been selected by the U.S. State Department to play a pivotal role in launching the U.S.-ASEAN Center in Washington, D.C. This exciting partnership aims to strengthen engagement between the United States and the nations of Southeast Asia, enhancing economic and cultural ties. Leveraging its extensive experience in the ASEAN region, ASU will collaborate with the State Department and the ASEAN Secretariat to foster joint research, student and faculty exchanges, academic program partnerships, and outreach activities. This initiative represents a significant step forward in advancing comprehensive partnerships between the U.S. and ASEAN, with ASU at the forefront. The center's efforts will contribute to the growth of an open, connected, prosperous, resilient, and secure region, showcasing ASU's commitment to promoting economic opportunity and technological development on a regional scale. ASU's strong presence in Washington, D.C., Tempe, Arizona, Los Angeles, California, and throughout Southeast Asia positions the university as an ideal facilitator for collaboration with ASEAN and key stakeholders, making it a vital component of the U.S.-ASEAN Comprehensive Strategic Partnership. 13 Years of Engagement & Impact in Vietnam and Southeast Asia

In September 2023, under Vietnam Prime Minister Pham Minh Chinh’s visit to the US, the Ministry of Planning and Investment's National Innovation Center has signed a memorandum with ASU to collaborate on human resource development for the semiconductor industry. This partnership signifies an excellent opportunity for ASU to contribute to Vietnam's ambitious goal of training 50,000 engineers in the semiconductor field by 2030. The Vietnamese government has shown a strong interest in the development of the semiconductor industry, making it a favorable environment for educational institutions like ASU.

Semiconductor National Partnership Vietnam's semiconductor industry is on the rise, presenting significant opportunities for growth and improvement in its global supply chain position. This positive trajectory is reflected in the joint announcement of the US-Vietnam Comprehensive Strategic Partnership, which acknowledges Vietnam's potential to become a key player in the semiconductor sector. Both countries are committed to supporting the rapid growth of the semiconductor ecosystem in Vietnam. To bolster this commitment, several important memorandums have been signed between Vietnamese government bodies and U.S. companies. These agreements aim to enhance the design and production of semiconductors, as well as provide training for individuals in the industry. Among these partnerships, ASU is set to play a vital role in developing human resources for the semiconductor industry in Vietnam.

From July 31 to August 3, 2023, Ambassador Nguyen Quoc Dzung and a delegation from Vietnam visited ASU aiming at fostering collaboration in microelectronics, semiconductor technology, and higher education. The visit featured off-campus site visits to Intel Corporation, Paradox AI, Amkor Technology, and ASU MacroTechnology Works. These visits provided valuable insights into cutting-edge technologies and industry practices, further reinforcing the potential for collaborative efforts between Vietnam and Arizona in the microelectronics sector.

The focus of this discussion was to build semiconductor supply chain resilience between the United States and Vietnam, a critical endeavor to bolster the security and reliability of semiconductor production and trade.

ASU’s Opportunity for Transforming the Semiconductor Industry and Workforce

ASU, NIC, Synopsis, and Sun Edu have established a state-of-the-art microchip design incubation center in the Hoa Lac High-Tech Park in Hanoi, where research institutes selected by NIC can leverage Cadence's cutting-edge technologies to create a wide range of designs, including 5G, IoT, automotive, Artificial Intelligence (AI), and 3D-IC packaging.

During the meeting between ASU and MOET in October 2023, Deputy Minister Nguyen Van Phuc expressed his hope that ASU will significantly contribute to the development of undergraduate and postgraduate education in Vietnam, particularly in fields related to semiconductor technology. This collaboration aims to enhance the effectiveness and depth of educational and training cooperation between Vietnam and the United States.

ASU is poised through a proposal submitted in September 2023 to collaborate with the U.S. Department of State's Bureau of Economic and Business Affairs, Office of Multilateral Trade Affairs on a substantial project. Leveraging ASU's extensive experience in multi-stakeholder capacity projects, this initiative aims to enhance assembly, testing, and packaging (ATP) capabilities, diversify the workforce, and streamline regulatory environments in the semiconductor industry. ASU has engaged with seven countries, including Malaysia, the Philippines, Vietnam, Indonesia, Mexico, Costa Rica, and Panama, who are poised to join the project. ASU seeks $13,800,000 in funding for this two-year initiative. This collaboration presents a significant opportunity for ASU to leverage its expertise for impactful change in the semiconductor industry and workforce development.
