INTRODUCTION & CONTEXT
Introduction
This Design and Access Statement (DAS) has been prepared by APD Ltd on behalf of Anwyl Homes in support of a Reserved Matters application for the residential development of land at Meriton Road in Handforth. The developer proposes 217 dwellings in a mix of mews, semi detached and detached high quality family homes with some apartments in a range of 1,2, 3, 4 and 5 bedrooms. The site has outline planning permission under reference 17/3894M. The Outline Planning Approval was for erection of up to 250 dwellings with associated works including the demolition of 15 Hampson Crescent. The proposals align with the matters approved and the broad design principles established at outline stage. Along with the similarities to the outline we demonstrate the key urban design principles the scheme will adopt. A separate detailed application has been submitted for the access bridge and water culvert in order to expedite delivery of the access road. The key principles, parameters and constraints set out within the outline application have been considered within the evolution of our proposals. Site Description
The site is located on the western edge of Handforth, in the administrative area of Cheshire East and in the county of Cheshire. The site is allocated for residential development in the adopted Cheshire East Local Plan Strategy. The site measures approximately 8.35 hectares. The boundaries of the site are defined by existing residential properties to the north and east, and by open countryside to the west (beyond Clay Lane) and south (beyond Sagars Road). The site occupies a sustainable location with easy access into Handforth and Wilmslow centres via Meriton Road and Sagars Road to the B5358 Wilmslow Road / Manchester Road. Handforth railway station lies approximately 0.7km to the east of the eastern boundary of the site.

Existing watercourse - Dobbin Brook As existing there is no vehicular access to the site besides field gates on Sagars Road and Clay Lane. Existing dwelling to the site access location - 15 Hampson Crescent to be demolished as approved as part of the outline approval. BFL12
Cheshire East Borough Design Guide adopted in May 2017 refers to the Building For Life 12 (BFL12) as an integral document for consideration throughout the design process. This document has been developed alongside the BFL12 criteria for residential development. The document provides a detailed summary of the evaluation against the 12 Building For Life questions and links to the evidence that supports the evaluation. If the standard is met then a green light will apply. The 12 questions reflect a vision of what new housing developments should be, attractive, functional and sustainable places. Redesigned in 2012 Building for Life is based on the National Planning Policy Framework and the Government’s commitment to build more homes. Based on a simple traffic light system developments should ensure that they; • • •

Therefore it is appropriate to assess the current proposals for the site against these questions and assess the design quality of the proposed scheme.
The site presents key features that have been taken into consideration throughout the design process. The photographs on the following page highlights some of the key features and considerations. 2 Brick verge detailing & brick heads An assessment of the local vernacular was undertaken and the architectural language in the surrounding neighbourhoods displays a wide variety of styles and built forms. The adjacent images support the variety of styles and demonstrates the predominance of traditional streets with predominantly two storey properties in a mixture of architectural styles and detailing. The newer properties are constructed in a Cheshire style brick with white and black windows, fascias and rainwater goods. This study has therefore had influence on the proposed housetype range and the layout boundary treatment details.

Cheshire East Local Plan Strategy Policy
The site is allocated for residential development in the Cheshire East Local Plan Strategy as Site LPS34, Land Between Clay Lane and Sagars Road, Handforth. The development is described within the Local Plan Strategy as to be achieved through the following, all which have been taken into account in devising the detailed proposals for the site; 1. The delivery of around 250 dwellings; 2. Provision of a direct cycle and pedestrian link from the site to the west to improve connectivity. A link to the open space to the east should also be provided as part of any development; 3. Retention of trees and woodlands on the edges of the site, with new planting to reenforce important landscape features and to properly define a new Green Belt boundary The site specific principles of development listed in the Local Plan have informed the detailed design development. These principles are set out below; a. The development must be a high quality design which reflects and respects the character of the area and the amenities of neighbouring properties. b. Provide a comprehensive landscaping scheme which retains existing mature trees and hedgerows particularly on the perimeter of the site. c. Creation of a new vehicular access to the site of sufficient capacity to accommodate the proposed development. d. Improve the connectivity and accessibility into and out of the site to Handforth town centre and the wider local area with the provision of cycle paths and pedestrian linkages. e. Provision should be made for public open space, possibly utilising Dobbin Brook as a focus for green infrastructure. Any new development will be expected to make contributions to playing fields and children’s play facilities where these cannot be provided on site. f. New development will be expected to respect any existing ecological constraints on site and where necessary provide appropriate mitigation. g. Provide contributions to health and education infrastructure. h. The Local Plan Strategy site is expected to provide affordable housing in line with the policy requirements set out in Policy SC 5 ‘Affordable Homes’. i. A minimum of a Phase 1 Preliminary Risk Assessment for contaminated land should be carried out to demonstrate that the site is, or could be made suitable for use should it be found to be contaminated. Further work, including a site investigation, may be required at a pre-planning stage, depending on the nature of the site.

Pre-application Discussions
Pre-application discussions with Cheshire East Council were held at Macclesfield Town Hall on 18th February 2019. Formal meeting notes were recorded and circulated to the whole design team and Local Authority attendees. Contains a selection of the brightest, most popular cornfield flowers. This mixture will grow well on most soil types. Existing hedges are relatively mature and provide resources such as foraging habitat, cover and shelter for mammals, invertebrates and birds. Hedgerows are of importance in maintaining connectivity between habitats and for the dispersal, migration and genetic exchange of wildlife across the site and into the wider area and adjacent habitats. This document has been developed along side the BFL12 criteria for residential development. The document provides a detailed summary of the evaluation against the 12 Building For Life questions and links to the evidence that supports the evaluation. If the standard is met then a green light will apply. The 12 questions reflect a vision of what new housing developments should be, attractive, functional and sustainable places. Redesigned in 2012 Building for Life is based on the National Planning Policy Framework and the Government’s commitment to build more homes. Based on a simple traffic light system developments should ensure that they; • Achieve as many greens as possible. • Minimise the number of ambers. • Avoid reds. The Cheshire East Design guide also use the BFL 12 questions as a review tool for proposals. Therefore it is appropriate to assess the current proposals for the site at Meriton Road, Handforth against these questions and assess the design quality of the proposed scheme.

Evaluation In order to reduce the reliance on the car it is important that the focus is on a pedestrian friendly development. Pedestrian and cycle only links are proposed at four separate points surrounding the site boundary. The location of these footpath connections have been carefully considered as these connect to and enhance established pedestrian movement for the area. A proposed bridge crossing to the north east gives access to local park, schools and Handforth centre.

The layout design has addressed the position of existing buildings and land uses along the boundaries of the site to deem where it is appropriate to create new footpath linkages. The integration of the new footpath links to the new street hierarchy has been considered to draw pedestrians into and across the site.

Evaluation The scale, landscaping and existing brook were the main considerations whilst addressing the existing boundaries of the site. As per the approved parameters plan a green buffer for non development is created to set the development area back from Dobbin Brook and the existing trees. This helps to reduce the impact of any built development. The buffer contains existing trees and will be heavily supplemented with new tree planting and landscaping.

Keeping the scale to 2 and 2.5 storey, which is in keeping with the local area, helps with the addition of the green buffer and existing trees, to reduce any overlooking to the existing properties around the north east and south east of the site. There is open space to the front of the site which is set back from the new access road. Overall the site is very well contained by existing and proposed landscaping.

Evaluation The immediate settlement area consists of a mix of newer interpretations and traditional dwellings. There are older traditional houses in the core of the town and the majority of the dwellings are 2 /2.5 storey. Therefore a mix of family house types have been proposed utilising a range of housetypes. The scheme proposes a wide choice of housing with regard to house type, quality and size, and is attractive to new residents and is influenced by extensive market research. The emphasis has been 2 to 5 bed family housing with some 1 bed apartments which will be attractive to families and professional workers. 4b Is there a need for different types of home ownership (such as part buy and part rent) or rented properties to help people on lower incomes? Evaluation The development proposes open market and 30% affordable properties in order to create a balanced development. The percentage of affordable housing, and tenure split, complies with Local Plan Strategy policy.

5a How can the development be designed to have a local or distinctive identity? Evaluation We propose this scheme takes cues from the local Cheshire detailing and the local vernacular of Handforth. More recent developments in the area have been constructed using complementary materials and architectural detailing which link the old and the new together. 5b Are there any distinctive characteristics within the area, such as building shapes, styles, colours and materials or the character of streets and spaces that the development should draw inspiration from? Evaluation Notable architectural features are demonstrated within Handforth. The majority of the domestic dwellings are up to 2-2.5 storey. Designing for local distinctiveness can involve a number of approaches from the creative interpretation of local building practices to the use of contemporary design solutions. Local building forms, materials and details will contribute to the distinctive qualities of a place. The scale, texture and colour of building materials can also help reinforce an areas distinctive character. We will take design cues of the local vernacular and elements to create a distinctive but sensitive palette of architectural details and materials in relation to the house type range which shows where we have taken the detailing from and implemented it onto the proposed street scenes.

Creating A Place WORKING WITH THE SITE & ITS CONTEXT Does the scheme take advantage of existing topography, landscape features (including water courses), wildlife habitats, existing buildings, site orientation and microclimates?
6a Are there any views into or from the site that need to be carefully considered? Evaluation The site is well contained by the extensive landscaping that surrounds the boundaries which provides natural screening into the site and from existing houses. 6b Are there any existing trees, hedgerows or other features, such as streams that need to be carefully designed into the development? Evaluation Existing woodland lining Dobbin Brook provides an important habitat link between the site and further habitats in the surrounding area whilst offering shelter and foraging habitats for a range of wildlife. Therefore the layout uses a green buffer to provide separation and provide linear habitat connections across the site. Existing boundary trees and hedges of value will be retained where practicable, any which have had to be removed will be replaced within the new planting scheme. The hedgerows within the site have influenced the location of the public open space to enable retention. The existing footpath in the south western corner of the site has been enhanced as part of the new pedestrian infrastructure. The existing pond will be retained, and an additional pond is proposed as part of the landscape proposals. Creating A Place CREATING WELL STREETS & SPACES
DEFINED
Are buildings designed and positioned with landscaping to define and enhance streets and spaces and are buildings designed to turn street corners well?
7a Are buildings and landscaping schemes used to create enclosed streets and spaces? Evaluation Streets and spaces are designed to be part of a network of pedestrian routes and are designed to be overlooked to allow natural surveillance. The site layout, aims to provide continuity of street frontages and the enclosure of space by development that clearly defines private and public areas. It also shows how junctions have been designed into the scheme and how these interfaces occur at natural nodal points with an increase in density to create a sense of enclosure. 7b Good buildings ‘turn’ corners. Do buildings turn corners well? Evaluation While developing the layout during the outline planning application a clear series of perimeter blocks were created to generate continuous development active frontages with legible defensible space and dwellings always fronting out over green space. The geometry of the urban blocks, together with the need for pedestrian and vehicular linkages generate a series of key corner turning buildings which take on importance in setting focal points within the development. Corner turner and dual frontage buildings define key nodes throughout the site.

Y 7c Do all fronts of buildings, including front doors . and habitable rooms, face the street? Evaluation All housing is positioned at the edge of the street with a semi-private space that varies in width along the street. The front doors are always on the street promoting active frontages and social interaction between neighbours. 8a Will the development be easy to find your way around? If not, what could be done to make it easier to find your way around? Evaluation The layout demonstrates a Movement and Connections Framework which, sets in place a well defined and easily understood pattern of development parcels and streets. It also provides an easily understood framework within which a clear hierarchy of pedestrian, cycle, and vehicular movement routes. The starting point is making good connections with the existing streets and footpaths. Streets frame key views through the development towards Sagars Road and Clay Lane. There is a transition in street character as routes become less formal through a change in surface treatment. In accordance with Manual for Streets (DfT/CLG 2007), streets will be designed as high quality places with five principle functions: place, movement, access, parking and utilities. Of the five principles, place and movement will be the most important in determining character and helping to navigate the development. Key buildings terminate view lines and in turn create memorable way markers while moving around the development.

The new access: The principal road within the development is created through a new access road following the demolition of 15 Hampson Crescent. This access is landscape led, creating a memorable and green gateway to the site.

Creating A Place 8b Are there any obvious landmarks? Key
Evaluation Taller buildings are used as view terminators and to frame the central corridor and key nodal spaces. Chimneys are used on focal buildings. The arrangement of development blocks and open spaces creates a number of key views and feature spaces within the development. Recognising where these occur enables the development to be designed with a unique character and a sense of place. Nodes are created throughout the development and these are designed as feature squares which are defined through the framing and changing density of buildings. These spaces which have their own sense of character and which can aid orientation and navigation through the development. Key landmark buildings are placed to terminate views and are defined by architectural detailing.

Evaluation The layout has been designed to encourage social cohesion and reduction in crime through the arrangement of the development blocks and public spaces. The layout respects this by positioning all housing at the edge of the street with a semi-private space that varies in width along the street. The front doors face onto the street and turn corners promoting active frontages and social interaction between children and neighbours. Public open spaces are overlooked by dwellings creating safe social environments for both new and existing 40 residents to use.

The scheme has been designed to allow refuse containers to be collected from the street and appropriate collection routes have been considered as illustrated on the adjacent plan. The layout has been checked to ensure it can accommodate a refuse vehicle and the arrangement of the plots have the ability to store the waste containers to the rear of the properties.

CONCLUSION
Conclusion
The site was identified as a residential allocation within the Local Plan Strategy (LPS) which was adopted in July 2017 (Site LPS34). Anwyl intends to bring the site forwards in accordance with the site specific principles of development outlined within the LPS policy. The outline planning permission relates to up to 250 dwellings with access from Hampson Crescent following the demolition of number 15. The Location Plan, access details and parameters plan were approved and ‘tied’ to the outline permission. The development proposes 217 new homes which will provide a range of house types to create a balanced mixed community including affordable housing. The development will create a high quality sustainable residential neighbourhood which maintains and enhances the key existing landscape features, integrating the site into the wider area. The development will create a well-informed attractive neighbourhood, not overly dominated by the car. The development will create a sensitive and robust solution to the relationship between existing and proposed dwellings. The development will create a sense of place which includes house types with reference to the local architectural language. Anwyl Homes provide excellent quality aspirational housing and this scheme exhibits these core principles.
