Welcome!

We would like to take this opportunity to welcome you to the Aspen Music Festival and School. We are excited that you have decided to live in our Student Residential Communities and hope this Residence Life Handbook will be useful to you as you make your way through the summer.

By living in Burlingame, Highlands, or Marolt, you are part of a diverse community of musicians. Your peers vary in age, lifestyle and experience but are all highly talented and dedicated to their art. This Handbook offers a comprehensive guide for living as part of the AMFS Student Residential Communities. It details our rules and regulations as well as policies and procedures. Please take the time to review this Handbook as all information applies to you as a resident. The rules, regulations, policies, and procedures are designed to ensure a pleasant, safe, and equitable standard-­‐of-­‐living for everyone here in Aspen.

I would also like to take this opportunity to recommend you get to know your Residence Life Staff (listed on the following page). They will be the eyes and ears of the Student Services Department as well as a support system to all students living in the Student Residential Communities. We have a wonderful staff this summer, who are focused on creating an enjoyable and safe community for you. At any period during your time at Aspen, please feel comfortable stopping by the Office of Student Services with any questions or concerns, or even just to say hello!

RESIDENCE LIFE STAFF: Your Resident Director works in conjunction with the Office of Student Services. The Director is responsible for supervising the Resident Supervisors and Resident Assistants as well as overseeing all activity at the Student Residential Communities (Burlingame, Highlands and Marolt). The Resident Supervisors are responsible for supporting the Resident Director with housing registration, overseeing housing facilities, administering disciplinary action to students as necessary and helping supervise the resident assistant staff. Resident Assistants are registered students of the AMFS who work in conjunction with the Residence Life Staff and the Office of Student Services. All Residence Life staff are specially trained to solve problems, resolve conflicts, and otherwise serve the needs of residents. They are also responsible for publicizing and implementing housing policies, enforcing rules, and planning activities. The below listed staff and students are responsible for helping and supporting you during your time in Aspen.

STUDENT INFORMATION CENTER AT MAROLT: The Student Information Center at Marolt is found on the basement level of the Cafeteria building. A Residence Life staff member will be available during all office hours to assist you with your housing needs for Burlingame, Highlands and Marolt.

Please see the Student Information Center for any of the following: toilet paper, cleaning supplies, vacuums, games, limited sporting equipment, maintenance issues, room changes, room key issues, check out, mail and parcels.

When the Student Information Center is open, this should be your first stop or phone call. During after hours, you may call the “Supervisor on Duty” cell for emergencies only. Please remember that there are not offices at Burlingame or Highlands.

Alcohol and Controlled Substances: The possession or consumption (and being in the presence) of alcoholic beverages is prohibited on the AMFS Campus, even if you are of legal age. Along with being a dry campus, the AMFS Alcohol Policy also conforms to all local, state, and federal laws. It is illegal for a person under twenty-­‐one years of age to purchase, consume, possess, or transport any alcohol, liquor, or malt or brewed beverages containing alcohol. The possession or consumption (and being in the presence) of controlled substances is prohibited on the AMFS Campus, even if you are of legal age. In accordance with the Omnibus Drug Bill legislated by Congress in 1988, the AMFS maintains a drug-­‐free environment.

While Amendment 64 allows those 21 and older to possess and cultivate limited amounts of marijuana for personal use, that provision conflicts with federal law, which still makes marijuana a controlled substance.

AMFS upholds the federal law and prohibits controlled substances on our campus. Distribution of alcohol or any controlled substance by sale or gift to persons under twenty-­‐one is forbidden and unlawful. AMFS reserved the right to search bags, rooms, and other personal belongings if there is suspicion of alcohol or other items not permitted on the AMFS Campus.

Smoking: The AMFS Campus is a smoke free campus. Burlingame, Marolt, Highlands, and the Benedict Music Tent have designated smoking areas. Smoking in areas other than those designated is forbidden.

Firearms and Dangerous Articles: Possession, storage, and/or use of a firearm of any description (including, but not limited to, air rifles, airsoft guns, paint ball guns, pellet guns, pistols, ammunition, gunpowder, etc.) on the AMFS Campus is prohibited. In addition, possession, storage or use of a dangerous weapon (including but not limited to clubs, dangerous knives, martial arts weapons), hazardous chemicals or biological substances, explosives devices of any description (including but not limited to fireworks, regardless of size or type), incendiary devices specifically modified to be used as weapon, hunting equipment, and other dangerous articles, weapons, or substances is prohibited on the AMFS Campus.

Bullying: Bullying is unwelcome or unreasonable behavior that demeans, intimidates or humiliates people either as individuals or as a group. Bullying behavior is often persistent and part of a pattern, but it can also occur as a single incident. It is usually carried out by an individual but can also be an aspect of group behavior. Bullying is unacceptable. Participating in any kind of bullying action may result in expulsion.

Guests: Visitors are welcome on the AMFS Campus, including at Student Residential Communities. A host is responsible for their guests at all times. Guest visitation can be a particularly sensitive issue. It is the responsibility of the resident host to familiarize guests with all AMFS policies, procedures, rules and regulations. Guests are required to follow the same expectations. Any violation by a guest of a resident is the responsibility of the resident. The presence of a guest must not restrict or infringe upon suite/roommate’s privacy. A guest may not occupy a student’s room when the student is not present; a resident may not give a guest his or her room key. Overnight guests are not permitted in any AMFS Residential Community and underage students are not allowed to have guests in their room past curfew.

AMFS reserves the right to deny access to any guest if it is reasonably determined that such person has disturbed, or is likely to disturb or disrupt, other students residing in AMFS Residential Communities.

Pets: Pets are not permitted in any AMFS Residential Community.

Room Keys: A room key will be issued to every resident upon checking in to Burlingame, Highlands or Marolt. When moving out, students will be required to complete the check out process which includes returning their key. Lost keys should be reported to Residence Life staff immediately. Students will be charged for lost keys at the time of the incident. Inability to pay at that time could mean withholdings from a student’s deposit.

Laundry: Laundry facilities are located across from the Student Information Center at Marolt and in the main office of Burlingame. Each Highlands unit has its own laundry facility. Laundry facilities are for AMFS housing residents only.

Lock Outs: If a resident is locked out of their room, their first point of contact should be their roommate(s). If their roommate(s) are unable to help, students should call the Student Information Center at Marolt. If the Student Information Center is closed, students should call the “Supervisor on Duty” Cell to ask for assistance. NOTE: The “Supervisor on Duty” Cell is for after hour use only.

10. Quiet Hours: The AMFS Student Residential Communities are meant to provide an atmosphere conducive to rehearsal and practice. Quiet hours are from 10:00pm until 9:00am daily. Practicing in your room is not allowed during these hours. At all times, AMFS Student Residential Communities observe a “Courtesy Policy.” The “Courtesy Policy” ensures that all students have the right not to be disturbed by loud voices, music, or other noises.

11. Room Changes: Room changes may not occur without the authorization of the Residence Life Staff. If you have a room or roommate issue, please notify a Resident Assistant, Supervisor, or the Resident Director.

12. US Mail: All students living on Campus MUST have any mail sent to the below listed address. Mail is distributed at the Student Information Center at Marolt during office hours. Please ensure that mail is not sent past August 18, 2013.

Room Entry and Inspection: AMFS recognizes and respects each resident’s desire for privacy, especially within the context of a group-­‐living environment. However, AMFS reserves the right for any Student Services Staff to inspect rooms periodically, to ensure the safety of all students on campus.

15. Room Furnishings: Each student is supplied with a bed, wardrobe, and chest of drawers. Some students are supplied with desk chairs and/or bedside tables. These furnishings MUST be in the same location at the time of check out as they were at the time of check in.

16. Room Inventory and Condition Form: All residents will be required to complete a Room Inventory and Condition Form (RICF). The RICF will ask students to inventory all furniture and note ALL damages. This document is for your protection. If damages are NOT listed on this form, you may be charged for repair which will be deducted from your security deposit.

17. Solicitation and Business Activity: Residence space must be used only for study and living purposes and not as sales rooms, offices, service areas, or for storage of merchandise. Soliciting and peddling in the facilities are prohibited.

18. Vandalism: No student shall perform or permit damage, removal, or unauthorized addition to any furnishings, equipment, or property belonging to the AMFS. Defacing interior or exterior rooms or building walls, floors, ceiling or other structures or surfaces with chalk, marker, paint, pen or other substances that may be construed as vandalism is against AMFS policy. Charges for missing or damaged items will be assessed at replacement cost, including any necessary labor. The individual may be subject to criminal prosecution (i.e., institutional vandalism, criminal mischief). Please keep dorm doors locked.

19. Cleaning Supplies: Cleaning supplies are located in the Student Information Center at Marolt. You will need your photo ID to check out any cleaning supplies. Students are required to keep their rooms clean and to clean their room upon checkout.

20. Trash: Students are responsible for taking out their own trash. Please throw your garbage in the dumpsters located in the parking lot area. Please ensure that little critters cannot get into the bins before leaving the area.

21. Maintenance Issues: For repairs at any of the Student Residential Communities, report the information to the Student Information Center.

22. Public Areas and Personal Items: Residents should not leave personal items in public/areas. They may obstruct exit routes in an emergency. Any belongings left unattended may be considered trash and discarded. The AMFS is not responsible for any lost or stolen items.

23. Communication: Important information is sent primarily via email as well as being posted on AMFS bulletin boards around campus. Students are responsible for all posted or emailed information. Please be aware of all communication.

UNDERAGE STUDENTS (ADDITIONAL RULES AND REGULATIONS) Underage students have a great deal of freedom while attending the Aspen Music Festival and School, and it is expected that those admitted under the age of 18 will be responsible, mature and self-­‐motivated, with the ability to structure their rehearsals, classes and practice times without supervision.

Underage Form: All underage students and their parents are required to sign the Underage Student Agreement and submit it with their reservation. No underage student will be allowed to reside in our Student Residential Communities without this form on file.

Curfew: The AMFS strictly enforces the City ordinance that mandates an 11 pm curfew for anyone under the age of 18. Bed checks will be done daily at 11 pm and random bed checks may occur throughout the night to ensure safety. Parents not in residence in Aspen but who are visiting their child must give 24-­‐hour advance written permission to the Resident Staff before taking their child out of Student housing past curfew hours or overnight. Both parent and student must check out with a member of the Resident Staff before leaving.

Healthy Decision-­‐Making: All underage students living in School housing are required to attend this class specifically designed for teenagers who are away from home for the first time. Topics include substance abuse, alcohol abuse, and safe sex.

Any student found in violation of the Housing Rules and Regulations will be subject to appropriate disciplinary action, which could include expulsion from the AMFS without a refund. The authority to investigate and respond to violation of the AMFS residence rules and regulations is delegated to the Dean, Associate Dean, Resident Director and Resident Supervisors. In all cases, an attempt will be made to resolve a dispute or alleged violation by reaching a voluntary agreement. Repeated and/or serious misconduct may require more severe disciplinary action. In addition, criminal activity on AMFS Campus is subject to criminal prosecution.

DINING HALLS

All students living in Student Residential Communities are required to enroll in the meal plan. There is no cafeteria at Burlingame or Highlands. Food service is available at the Marolt Ranch and at the Bucksbaum Campus cafeteria.

Students with a meal plan receive three meals daily and must present their AMFS ID card. Vegetarian selections, as well as a salad and sandwich bar, are always available. If you have food allergies or other restrictions, please speak directly with the cafeteria staff as they are happy to accommodate you. Food must not be taken for later consumption. You may not share food with individuals who are not on the meal plan; doing so may cause your meal plan to be rescinded without refund. Plates, utensils, coffee mugs, cups etc. may not be taken to student rooms. Weekly room checks may occur and students may have their meal plan rescinded without refund if cafeteria kitchenware is found.

PARKING AND TRANSIT

Parking is available at Burlingame, Highlands and Marolt but is extremely limited. Burlingame parking requires gate clickers, which are issued via lottery. There are not enough gate clickers for the number of students who live in Burlingame. Marolt parking is first come first serve but limited. Highlands parking is first come first serve for residents and extremely limited. The newly-­‐renovated Bucksbaum Campus is a PEDESTRIAN campus. THERE IS NO STUDENT PARKING. The Roaring Fork Transit Authority (www.rfta.com) is a bus service that conveniently travels to all AMFS facilities and extends from the City of Aspen to Snowmass Village FREE OF CHARGE. It is strongly recommended that students do not bring a car to Aspen.

Please check in directly at your assigned housing facility (addresses listed below). If arriving by plane, free bus service is available from Aspen Airport to Burlingame, Highlands, and Marolt. A housing check-­‐in table will be set up at each location. This is where you will pick up your key, room inventory form and meal vouchers. Meal service for Half Session I and Full Session student residents begins Wednesday, June 19 at 11:30. Meal service for Half Session II student residents will begin on Sunday, June 21 at 4:30pm. Students must have their student ID or a festival-­‐issued meal voucher when entering the cafeteria.

NOTE: Half Session I or Full Session students will not be able to check in to the AMFS Residential Communities before 5pm on Tuesday, June 18. Half Session II students will not be able to check in to the AMFS Residential Communities before 4pm on Sunday, July 21.

If you did not receive a housing assignment prior to June 19, please call John Pratt at Student Services at 970-­‐205-­‐ 5054. Please do not go to any other housing facility beforehand.

Any students who were approved for late arrival at the time of reservation must go directly to the Student Information Center at Marolt if arriving on or after June 21. If arriving after hours, please call the “Supervisor on Duty” cell.

CHECK OUT PROCEDURES (HALF SESSION I ONLY)

All Half Session I student residents must check out by 10 am on Sunday, July 21. Please follow all of the procedures listed below to ensure a full return of your security deposit.

Sign up for a check out time at the Student Information Center at Marolt by Friday, July 19. If the check-­‐ out times available do not work into your schedule, please speak with a Residence Life Staff member to ensure they set up a separate time for you.

Clean your unit thoroughly to avoid fines (see housing offices for supplies). Your unit will be checked for cleanliness at your scheduled check out time.

A residence life staff member will be at your unit for your scheduled check out time. You are NOT required to pick up your check out form. Residence Life Staff will bring it to your appointment. Please be available. If you miss your check out time, you risk of forfeiting your deposit.

Drop off your pillow & blanket, key, check out form and clicker/parking tag (Burlingame residents, if applicable). Residence Life Staff will post where each Campus Housing drop off is located. Failure to do so can result in the forfeiture of your entire security deposit.
