In addition to raising the minimum purchasing age for cigarettes from 18 to 21, new rules also categorize e-cigarettes as traditional tobacco products and ban their use in public places. senator ed hernandez, who authored the bill, told USA Today that california should see a significant drop in tobacco use, and hopes more states will consider enacting similar measures. california is the second state to raise the legal purchasing age for tobacco, while hawaii passed a similar law earlier this year. similar rules have been enacted in various towns and cities throughout the nation.
