MANILA – President Aquino bears responsibility for the massacre of 44 Special Action Force commandos in Mamasapano, Maguindanao on Jan. 25 last year, lawmakers belonging to the independent bloc of the House of Representatives said on Tuesday, February 2.

Ted Cruz, Hillary Clinton victorious in Iowa Caucus THE Iowa Caucus on Monday, Feb. 1 – the first major hurdle on the narrow road to the presidential elections – proved to be a night of political surprises. Thousands of Iowa residents gathered in various caucus sites across the state to hear candidates’ appeals and make their vote, officially starting off the nomination process for both Democrat and Republican parties. In the crowded GOP race, Texas Sen. Ted Cruz--supported widely by evangelical Christians, and backed by vigorous campaigning in the state -- defeated real estate mogul Donald Trump in the Republican caucuses. Cruz won about a third of the evangelical vote, reported the New York Times. Undocumented students can receive financial aid under CA DREAM loan program OVER 3,000 undocumented undergraduate students will now have access to the California DREAM Loan program, an initiative worth $5 million in financial aid funded by the University of California and the state. In an announcement made on Thursday, Jan. 28, UC President Janet Napolitano said that financial aid offices at the system’s nine undergraduate campuses will be reaching out to undocumented AB 540 undergraduates with offers of loan assistance through the program for the 2015-2016 academic year. Under Assembly Bill 540, qualifying undocumented students are charged resident fees and exempted from out-of-state supplemental tuition. “By reducing barriers and expanding access to higher education for undocumented students, the University of California is invest-

DAVAO CITY — A car bomb exploded on Tuesday afternoon, February 2, in Tacurong City, Sultan Kudarat, just minutes after the convoy of Rep. Leni Robredo passed near the area. At least three people were injured in the blast. The car was parked near a gas station along Jose Abad I\g% C\e` IfYi\[f Santos Street when it went off. It was not immediately known whether Robredo was the target of the bombing, but the politician was there to campaign ahead of the May national elections. The bombing occurred as locals were

celebrating the Catholic feast of Nuestra Señora dela Candelaria. Robredo, who is running for Vice President under the Liberal Party (LP), denounced the bombing. The Camarines Sur lawmaker arrived in Tacurong at 9:30 a.m. for a series of meetings. “I strongly condemn the bombing, especially at this time when we are continually pushing for progress in Sultan Kudarat and in Mindanao as a whole,” she said. “I am safe, but I extend my concern to those three people who were wounded,” Robredo added. The lawmaker called on authorities to go after perpetrators of the crime to bring

THE World Health Organization (WHO) has declared the Zika virus and its purported links to birth defects a global public health emergency. The Zika virus, which has been found in more than 20 Latin American countries, has officials concerned about its possible link to microcephaly, a condition that causes babies to be born with abnormally small heads and improperly developed brains. “I am now declaring that the recent cluster of microcephaly and other neurological abnormalities reported in Latin America following a similar cluster in

French Polynesia in 2014 constitutes a public health emergency of international concern,” WHO director general Margaret Chan said on Monday, Feb. 1, adding that the virus is “spreading explosively.” Chan added that “it was strongly suspected but not yet scientifically proven” that Zika causes microcephaly. The organization is focusing on protecting pregnant women and their babies and controlling the Aedes aegypti mosquitoes that are spreading the virus. Pregnant women are advised to

THE Human Rights Violations (HRV) Claims Board–created under the Marcos compensation law to provide P10 billion worth of financial remuneration for victims of martial law atrocities such as summary executions, enforced disappearances, torture, among others–will be in office for another two years.

The extension under House Bill (HB) 6412 was approved by the House of Representatives, via a 127-7 vote. HB 6412 amends the Marcos compensation law on third and final reading on Monday, February 1. The claims board has sole jurisdiction in determining whether a claimant is a human rights violations victim, unless he or she already enjoys the conclusive presumption extended by the law to plaintiffs in

the class suit adjudicated by the US Federal District Court of Honolulu, Hawaii against the estate of the late President Ferdinand Marcos and those acknowledged as human rights violation victims by the Bantayog ng mga Bayani, as well as validating the amounts to be granted to all claimants relative to the severity of the atrocities they suffered and in accordance with a point system. MANILA – The camp of Vice President Jejomar Binay on Tuesday, February 2, downplayed the recommendation of the Senate Blue Ribbon subcommittee to file criminal charges against him and his son, dismissed Makati mayor Jejomar Erwin “Junjun” Binay. The charges stemmed from the alleged anomalous construction of the Makati City Hall Building II. The Senate subcommittee said there was “plunder through grand conspiracy” in the overpricing of the building, which was constructed when the elder Binay was mayor.
