LA-based Filipino convicted of setting up 300 fake marriages for ‘green card’ A LOS ANGELES-based Filipino has been convicted in federal court in Boston of setting up more than 300 fake marriages to help foreign nationals get a “green card” or lawful permanent resident status in the United States.

Engilbert Ulan, 42, was convicted of conspiracy to commit marriage fraud and immigration document fraud, the U.S. attorney’s office said in a statement.

He is the 10th defendant to be convicted in this case. Ulan and his co-defendants were arrested and charged last year with “conspiracy to commit marriage fraud and immigration document fraud,” authorities said.

Ulan is scheduled to be sentenced on March 6, 2024. He faces up to five years in prison, three years of supervised release and a fine of $250,000, said the statement released last week.

MARAWI CITY — The local affiliate of the terrorist network Islamic State has claimed responsibility for the bombing of a Sunday Mass at the Mindanao State University (MSU) campus, but the Armed Forces of the Philippines has expressed doubt, saying it is validating that claim.

The Jihad Terrorism Threat Monitor of the Middle East Media and Research Institute (Memri) tracked that pronouncement on Sunday, December 3 by the Islamic State of East Asia Province (ISEAP), hours after the attack that left four dead and at least 50

wounded.

Based on the ISEAP pronouncements documented by Memri, Sunday’s attack was the second this year that mainly targeted Christians — the first being in September when local affiliates killed two farmers in a hinterland village in Kauswagan town, Lanao del Norte.

The MSU gym bombing, timed on the first Sunday of Advent, a major event in the Christian calendar, followed four years after a suicide bombing in January 2019 at the Our Lady of Mount Carmel Cathedral in Jolo, Sulu, that killed 23 people.

There were at least two similar attacks in

Mindanao before those bombings targeting a Christian gathering—the April 1992 grenade attack at an Easter Sunday procession outside St. Michael Cathedral in Iligan City, which killed five; and the lobbing of two grenades at a Mass in Davao City’s San Pedro Cathedral on Easter Sunday in 1981, killing 17.

Pope sets prayers for blast victims

MANILA — Pope Francis expressed his intention to pray for the victims of the bombing attack that occurred during a mass inside a university campus in Marawi City on Sunday, December 3.

In @Pontifex, which serves as the pope’s official page on X, formerly Twitter, the leader of the Roman Catholic Church said that he is close to the people of Mindanao.

“I wish to assure my prayer for the victims of the attack that occurred this (Sunday) morning in the Philippines, where a bomb exploded during mass. I am close to the families and the people of Mindanao, who have already suffered so much,” said the pontiff from his residences in remarks broadcast in Saint Peter’s Square.

Four people died and 45 people were hurt during the explosion at a morning Catholic mass at the Dimaporo Gymnasium of the Mindanao State University (MSU) in Marawi City.

According to Vatican News, the pope had sent a telegram to Marawi Bishop Edwin dela Peña, saying he is “deeply saddened to be informed of the injuries and CELEBRATING MAMA MARY’S B-DAY. Devotees pray before the image of the Blessed Virgin Mary inside the San Pedro Church in Davao City loss of life caused by the bombing.”

The message was reportedly signed by Vatican Secon Thursday, Dec. 7. Catholics observe the Feast of the Immaculate Conception of the Blessed Virgin every Dec. 8 by hearing Mass and offering prayers of thanksgiving.

Most Filipinos oppose divorce

MAJORITY of Filipinos continue to oppose the passage of a law that would legalize divorce in the country, a survey conducted by OCTA Research showed.

OCTA’s Tugon ng Masa third-quarter survey showed that 51 percent of adult Filipinos surveyed were not in favor of passing a law that would legalize divorce, while 41 percent were in favor.

Nine percent were undecided.

Mindanao had the highest percentage of adult Filipinos who favor passing a law that would legalize divorce at 48 percent, fol-

lowed by the National Capital Region at 46 percent, while the lowest is in the Visayas at 33 percent.

Visayas had the most number of respondents who are not in favor of divorce at 59 percent, while the lowest is in the National Capital Region (NCR) at 39 percent.

NCR had the higher number of respondents who were undecided in passing a bill against divorce, at 15 percent.

MANILA — The preliminary investigation of the complaint of grave threats filed by ACT Teachers Rep. France Castro against former President Rodrigo Duterte was reset to Dec. 15 after he failed to appear before the Quezon City Prosecutor’s Office on Monday, December 4.

Only his lawyers, Penrose Ann Valles and Kristia Lorraine Caringal, showed up and said they had yet to receive any complaint or subpoena against their client.

They were later given a copy of Castro’s complaint affidavit and supplemental complaint affidavit Inquirer.net photos against Duterte.

The lawmaker’s counsel, Rico Domingo, said they did not expect further delays, adding: “We’re not saying this is a delaying tactic, since what the lawyers said, we assume good faith there.”

“Now, under Rule 112 of the Revised Penal Code… they have 10 days to respond to the criminal complaint and the supplemental complaint. There will be no delays there, there won’t be another extension,” Domingo said.

World Travel Awards 2023

MANILA — The Philippines bagged four major tourism recognitions from the prestigious World Travel Awards (WTA) 2023, the Department of Tourism (DOT) said on Tuesday, December 5.

According to the DOT, the country was once again named the World’s Leading Dive Destination and the World’s Leading Beach Destination, defending its 2022 titles.

For the first time, the country was also conferred with the World’s Leading City Destination

for its capital, Manila.

The DOT added that the Philippines was also given the Global Tourism Resilience Award for demonstrating “global leadership, pioneering vision, and innovation to overcome critical challenges and adversity.”

The country was one of the only five countries that received the award, the agency noted in a press release.

The awarding ceremony was held in Dubai, United Arab Emirates, on December 1.

Ireneo Barbante, an oxygen supply worker at Amai Pakpak Medical Center, was surprised to see the hospital on Sunday morning suddenly crowded, as many people arrived, bringing wounded men and women.

He inquired if there had been a car accident and was told that a bomb had exploded at the MSU gym — where, it suddenly occurred to him, his 26-yearold son Junrey was attending Mass.

His face and body covered with a bedsheet, Junrey was wheeled into the emergency room as Ireneo recognized his shoes.

He lifted the cloth and saw that it was his son, just as Junrey breathed his last — one of the four fatalities who was not killed instantly by the blast.

‘Bomb signature’ Brig. Gen. Allan Nobleza, director of the police regional office in the Bangsamoro, said the Philippine National Police had formed a task force to

investigate the crime. It is now gathering evidence, including footage from a security camera outside the MSU gym that could help establish the identity of the suspects, he said.

PNP spokesperson Col. Jean Fajardo said earlier that two persons of interest had been identified.

In a statement, AFP public affairs chief Col. Xerxes Trinidad said: “The AFP is validating the claims made by ISIS in the recent news reports as well as the involvement of the DI (Dawlah Islamiyah)Maute Group in this heinous act of terror.”

“The AFP has already initiated its investigation in coordination with the PNP for the bomb signature that would help identify the terrorist group behind the bombing,” he added.

‘Horrific terrorist attack’ The incident has prompted the condemnation of several governments. Calling it a “horrific terrorist attack,” the U.S. Department of State said, “The United States is in close contact with our Philippine partners and stands with the people of the Philippines in rejecting this act of violence.”

U.S. Ambassador MaryKay Carlson, posting on X, said in part: “My heart goes out to those affected by the Mindanao State University bombing, especially the victims and their loved ones. I extend my deepest

condolences on the part of the U.S. government.”

The Embassy of Israel said, “Terrorism is a global threat that needs collective unity among nations to safeguard the well-being of all people and communities.”

“Our hearts go out to the victims and their bereaved families, and we extend our deepest condolences and sympathy during this difficult time. We also pray for the swift recovery of those injured,” it added.

In their posts on social media, the ambassadors of Australia, Canada, the European Union, Germany, Japan and Sweden also condemned the attack and expressed support for the Philippines.

Speaker Martin Romualdez, for his part, said: “The House of Representatives is fully committed to supporting the affected residents and ensuring that those responsible for this heinous act are brought to justice.”

“We stand ready to provide the necessary assistance to aid in the recovery and healing of the community,” Romualdez also said.

Rights watchdogs and activist groups, meanwhile, urged the public to resist possible attempts to exploit the incident and incite Islamophobia as well as discord among Christians and Muslims.g

He said that his daughter, Vice President and Education Secretary Sara Duterte, should be frank about the purpose of the confidential funds she was seeking for 2024 for her office and the Department of Education (DepEd).

The president continued his threats on Nov. 16, and that is what we captured here in the supplemental complaintaffidavit,” Domingo said.

In her supplemental complaintaffidavit, Castro said Duterte had “called out my name and in between the Red-taggings, made the following utterances which… grimly and unrelentingly threatened my life, liberty and security and that of my family.”

Domingo said the case against Duterte would be a “test of the prosecutorial system as well as the justice system.”

“We will see what will be the result of this case. This is what Congresswoman France Castro is fighting for and we are joining her in this cause,” he added.

Support The Alliance of Concerned Teachers (ACT) and advocates from different sectors expressed their support for Castro on Monday with ACT Chair Vladimer Quetua saying that Duterte must be held accountable for his threatening statements.

“The culture of killing and violation of human rights that have pervaded under his administration must stop … This is not the type of society that should be used and normalized in the minds of the youth and citizens,” he said.

Quetua also urged the Department of Justice and the International Criminal Court to pursue “comprehensive investigations” into Duterte’s alleged crimes against the Filipino people, as he also demanded that the Marcos administration abolish SMNI and the government’s anticommunist task force. g

A ‘Celebration of Life’ A “Celebration of Life” will be held to honor Felix on Friday, December 8, 10:30 a.m. at Central Church, 1001 New Beginnings Dr, Henderson, Nevada.

Nevada Gov. Joe Lombardo released a statement Thursday, December 7 saying he was “profoundly saddened” about the troopers’ deaths.

“This is a devastating loss for Nevada law enforcement, the city of Las Vegas, and our entire

state,” he said. “As we mourn these troopers, we will never forget their bravery, courage and sacrifice.”

Police said the suspect, identified as Jemarcus Williams, 46, fled the scene. Responding officers searched for the white vehicle and found it by an apartment complex. The suspect was not in the vehicle.

Williams was arrested and booked into the Clark County Detention Center. He was charged with two counts of reckless driving resulting in death, two counts of driving under the influence resulting in death and two counts of not staying at the scene of an accident.

Uncle Sam wants you to help stop insurers’ bogus Medicare Advantage sales tactics

AFTER an unprecedented crackdown on misleading advertising claims by insurers selling private Medicare Advantage and drug plans, the Biden administration hopes to unleash a special weapon to make sure companies follow the new rules: you.

Officials at the Centers for Medicare & Medicaid Services are encouraging seniors and other members of the public to become fraud detectives by reporting misleading or deceptive sales tactics to 800-MEDICARE, the agency’s 24-hour information hotline.

Suspects include postcards designed to look like they’re from the government and TV ads with celebrities promising benefits and low fees that are available only to some people in certain counties.

The new rules, which took effect Sept. 30, close some loopholes in existing requirements by describing what insurers can say in ads and other promotional materials as well as during the enrollment process.

Insurance companies’ advertising campaigns kick into high gear every fall, when seniors can buy policies that take effect Jan. 1. People with traditional government Medicare coverage can add or change a prescription drug plan or join a Medicare Advantage plan that combines drug and medical coverage.

Although private Advantage plans offer extra benefits not available under the Medicare program, some services require prior authorization and beneficiaries are confined to a network of health care providers that can change anytime. Beneficiaries in traditional Medicare can see any provider. The open enrollment season ends Dec. 7.

Catching Medicare Advantage plans that step out of line isn’t the only reason to keep an eye out for marketing scams. Accurate plan information can help avoid enrollment traps in the first place.

Although insurers and advocates for older adults have generally welcomed the new truth-in-advertising rules, compliance is the big challenge.

Expecting beneficiaries to monitor insurance company sales pitches is asking a lot, said Semanthie Brooks, a social worker and advocate for older adults in northeast Ohio. She’s been helping people with Medicare sort through their options for nearly two decades. “I don’t think Medicare beneficiaries should be the police,” she said.

Choosing a Medicare Advantage plan can be daunting.

In Ohio, for example, there are 224 Advantage and 21 drug plans to choose from that take effect next year. Eligibility and benefits vary among counties across the state.

“CMS ought to be looking at how they can educate people, so that when they hear about benefits on television, they understand that this is a promotional advertisement and not necessarily a benefit that they can use,” Brooks said. “If you don’t realize that these ads may be fraudulent, then you won’t know to report them.”

The agency relies on beneficiaries to help improve services, Meena Seshamani, CMS’ Medicare director, told KFF Health News in a written statement. “The voices of the people we serve make our programs stronger,” she said.

Beneficiary complaints prompted the government’s action.

“That’s why, after hearing from our community, we took new critical steps to protect people with Medicare from confusing and potentially misleading marketing.”

Although about 31 million of the 65 million people with Medicare are enrolled in Medicare Advantage, even that may not be enough people to monitor the tsunami of advertising on TV, radio, the internet, and paper delivered to actual mailboxes.

Last year more than 9,500 ads aired daily during the nine-week marketing period that started two weeks before enrollment opened, according to an analysis

by KFF. More than 94% of the TV commercials were sponsored by health insurers, brokers, and marketing companies, compared with only 3% from the federal government touting the original Medicare program.

During just one hourlong Cleveland news program in December, researchers found, viewers were treated to nine Advantage ads.

For the first time, CMS asked insurance and marketing companies this year to submit their Medicare Advantage television ads, to make sure they complied with the expanded rules. Officials reviewed 1,700 commercials from May 1 through Sept. 30 and nixed more than 300 deemed misleading, according to news reports. An additional 192 ads out of 250 from marketing companies were also rejected.

The agency would not disclose the total number of TV commercials reviewed and rejected this year or whether ads from other media were scrutinized.

The new restrictions also apply to salespeople, whether their pitch is in an ad, written material, or a one-on-one conversation.

Under one important new rule, the salesperson must explain how the new plan is different from a person’s current health insurance before any changes can be made.

That information could have helped an Indiana woman who lost coverage for her prescription drugs, which cost more than $2,000 a month, said Shawn Swindell, the State Health Insurance Assistance Program supervisor of volunteers for 12 counties in east-central Indiana.

A plan representative enrolled the woman in a Medicare Advantage plan without telling her it didn’t include drug coverage because the plan is geared toward veterans who can get drug coverage through the Department of Veterans Affairs instead of Medicare. The woman is not a veteran, Swindell said.

In New York, the Medicare Rights Center received a complaint from a man who had wanted to sign up just for a prepaid debit card to purchase nonprescription pharmacy items, said the group’s director of education, Emily Whicheloe. He didn’t know the salesperson would enroll him in a new Medicare Advantage plan that offered the card. Whicheloe undid the mistake by asking CMS to allow the man to return to his previous Advantage plan.

Debit cards are among a dizzying array of extra nonmedical perks offered by Medicare Advantage plans, along with transportation to medical appointments, homedelivered meals, and money for utilities, groceries, and even

pet supplies. Last year, plans offered an average of 23 extra benefits, according to CMS. But some insurers have told the agency only a small percentage of patients use them, although actual usage is not reportable.

This month, CMS proposed additional Advantage rules for 2025, including one that would require insurers to tell their members about available services they haven’t used yet. Reminders will “ensure the large federal investment of taxpayer dollars in these benefits is actually making its way to beneficiaries and are not primarily used as a marketing ploy,” officials said in a fact sheet.

Medicare Advantage members are usually locked into their plans for the year, with rare exceptions, including if they move out of the service area or the plan goes out of business. But two years ago, CMS added an escape hatch: People can leave a plan they joined based on misleading or inaccurate information, or if they discovered promised benefits didn’t exist or they couldn’t see their providers. This exception also applies when unscrupulous plan representatives withhold information and enroll people in an Advantage policy without their consent.

Another new rule that should prevent enrollments from going awry prohibits plans from touting benefits that are not available where the prospective member lives. Empty promises have become an increasing source of complaints from clients of Louisiana’s Senior Health Insurance Information Program, said its state director, Vicki Dufrene. “They were going to get all these bells and whistles, and when it comes down to it, they don’t get all the bells and whistles, but the salesperson went ahead and enrolled them in the plan.”

So expect to see more disclaimers in advertisements and mailings like this unsolicited letter an Aetna Medicare Advantage plan sent to a New York City woman: “Plan features and availability may vary by service area,” reads one warning packed into a half-page of fine print. “The formulary and/or pharmacy network may change at any time,” it continues, referring to the list of covered drugs. “You will receive notice when necessary.”

However, the rules still allow insurers to boast about their ratings from CMS — five stars is the top grade — even though the ratings do not reflect the performance of the specific plan mentioned in an ad or displayed on the government’s Medicare plan finder website. “There is no way for consumers to know how accurately the star rating reflects the specific plan design, specific provider network, or any other specifics of a particular plan in their county,” said Laura Skopec, a senior researcher at the Urban Institute who recently co-authored a study on the rating system.

And because ratings data can be more than a year old and plans change annually, ratings published this year don’t apply to 2024 plans that haven’t even begun yet — despite claims to the contrary.

Green cities: A matter of life and death

AS humankind grows increasingly urban, planting trees and parks — far from merely beautifying cities — increasingly becomes a matter of life and death.

At a Friday, Dec.ember 1 Ethnic Media Services briefing, Los Angeles Forestry officials and urban greening experts discussed the city as a case study of the link between green space and human health, and explained how adding nearly a million years of life expectancy in LA County through urban greening could serve as a model for other cities.

Green space and life expectancy The more parks and trees there are in a given neighborhood, the higher the area’s life expectancy, said Michael Jerrett, referring to a July 2023 UCLA study he co-authored, which found that bringing green space in LA County to median levels could add up to 908,800 years of collective life expectancy to residents in under-resourced communities.

While the study found that life expectancy in wealthy and verdant Beverly Hills was 90, the median in south LA communities less than 15 miles away was 77. The total expectancy ranged countywide from 68 years in poorer south-central areas to 93 in affluent places like Malibu, said Jerrett, a UCLA environmental health professor and Center for Healthy Climate Solutions co-director.

In already “very leafy areas, like Brentwood, or parts of West LA, there’s not a lot of impact in adding more green space,” he added, but in disproportionately less green areas in the east, south and far north — where two-third of LA County’s Black and Latino population resides — merely expanding parks to county medians would add 164,700 years of life expectancy to the region, with Black and Latino residents receiving 72%, or 118,000 of these years.

Healthy trees, healthy people The health benefits that come from more parks and trees depend on more than just planting, said Rachel Malarich, the first City Forest Officer for the City of Los Angeles.

“In order to achieve those benefits, we need to have healthy trees, regularly maintained to live their own

full lifespan in the neighborhoods which most need them.”

The city’s Urban Forest Management Plan has four pillars, she continued: planting new trees, maintaining existing trees, preserving these trees amid new construction and development, and engaging the communities who live with these trees.

“When we talk to community members, there is often frustration because the trees haven’t been maintained,” Malarich explained.

“The industry standard is to inspect trees and trim them as needed every five to seven years; the city’s current cycle is closer to 18 years … we’re now holding community engagement workshops and feedback surveys both to improve inequity of access to green spaces, and inequity in how these spaces are maintained.”

Greening on-the-ground The most sustainable urban forests are planted and supported by members of their own communities, said Marcos Trinidad, Senior Director of Forestry at TreePeople.

Now in its 50th year, the urban greening nonprofit has been shifting from an all-volunteer model of planting, maintenance and community education to a hybrid model which includes “workforce development,” particularly training youth interested in environmental careers to work with community organizations to green “neighborhoods which need trees the most,” like northeast and southeast LA, he explained.

Though TreePeople is based in LA County, Trinidad said that its model of community investment in “what is needed to have sustainable, sustainable urban forests” — namely planting, maintenance, preservation and education — is meant to be shared well beyond LA: “We’re currently in the Inland Empire and Antelope Valley … and want to share our process with the rest of the world.”

Green equity as green stewardship To invest in more green space for underserved communities means investing in those communities as caretakers of this space, said Bz Zhang, Project Manager of the Los Angeles Neighborhood Land Trust (LANLT) — which, since its inception in 2002, has created about 30 parks and gardens across 21 acres of green space for over

half a million LA County residents.

Since majority non-white communities “have 64% less access to park space than those in white neighborhoods, and lower income communities have 66% less,” greening LA County best means “doing so explicitly from an equity lens,” Zhang explained. Most crucial to this equity is community-centered stewardship: LANLT maintains the parks they plant by “hiring part-time stewards from within the neighborhood they’re located.”

“In these communities we create stewardship training programs … particularly for youth, through our Garden Apprenticeship Program, which has worked with over 350 high school students in south LA since 2013 to arm the next generation with the skills to tend to these spaces which are so crucial to their health … We can always build parks, but we also have to make sure those most impacted by green inequity have access to them,” Zhang added.

‘A matter of life and death’ This access to urban greenery is ever-more crucial as humankind becomes an increasingly urban species, said Jon Christensen: “As of 2007, over half of us live in cities, and that’s expected to go up to 70% by 2050. Cities are our habitat and our resilience to climate change — the resilience of our own health as a species — requires that we invest in cities, which means remedying the inequities which have shaped our urban environment. It’s a matter of life and death.”

In its efforts to remedy green inequity, “Los Angeles is a model of global concern for understanding urban ecosystems,” said Christensen, adjunct assistant professor at the UCLA Institute of the Environment, Luskin Center for Innovation, and Laboratory for Environmental Narrative Strategies.

In California alone, he continued, “$100 billion dollars will be spent on green infrastructure, urban greening and climate resilience over the next several years — half of it from the federal government and half from the state.” As governments worldwide begin to implement similar measures, “We need to recognize that planting trees is not enough; we need to ensure that the communities which most need them can thrive with them.”

“And it’s the people of the Philippines that make your tourism assets the most amazing.

The work ethic, the happiness, the smile, and the hospitality that the Philippines have are global icons,” Cooke added.

Dubbed the Oscars of the travel industry, WTA is a London-based award-giving body established in 1993.

It recognizes excellence in travel and tourism on three levels: national, regional, and global awards in several categories. g

“We mourn those killed in the attack and our thoughts are with

the injured,” he said.

The Israeli embassy in Manila condemned the “heinous act of terrorism” perpetrated at MSU. “Our hearts go out to the victims and their bereaved families, and we extend our deepest condolences and sympathy during this difficult time. We also pray for the swift recovery of those injured,” the embassy said in a statement, expressing solidarity with the Philippine government and Filipino people in face of this “despicable” terrorist attack.

Australian Ambassador HK Yu said her country is deeply saddened by the violent attack at MSU. “Our thoughts and prayers are with the families of the victims,” she said.

Accomplice in Percy Lapid murder case gets 2-8 years in prison MANILA — The aide of former Bureau of Corrections (BuCor) chief Gerald Bantag, Denver Mayores, received a two to eight-year prison term for his role in broadcaster Percy Lapid's murder, the Department of Justice (DOJ) said on Thursday, December 7.

In a statement by the Justice department, a Las Piñas court convicted Mayores, a person deprived of liberty (PDL), after he pleaded guilty for being an accessory to the crime and a co-conspirator with Bantag in the Lapid slaying.

“The conviction of Mayores, who initially faced a murder complaint as a principal by indispensable cooperation, underscores the complex web of involvement in Lapid’s assassination,” the DOJ said The court's decision was first posted by Lapid’s brother, Roy Mabasa, on X (formerly Twitter).

“Las Piñas RTC Judge Harold Huliganga sentenced inmate Denver Mayores to two-eight years imprisonment for being an accessory to the killing of broadcaster @lapidfire

on Oct. 3, 2022. Mayores conspired with Bantag and Zulueta (former BuCor deputy security officer Ricardo Zulueta) into committing the murder of Lapid. #JusticeForPercyLapid,” Mabasa said in a post on X (formerly Twitter) on December 4.

Lapid, a radio broadcaster whose real name is Percival Mabasa, was gunned down inside his vehicle at the gate of BF Resort Village in Talon Dos, Las Piñas on October 3.

He is known to be a critic of President Ferdinand Marcos Jr. and former President Rodrigo Duterte.

Ex-BuCor chief Bantag was pointed by the Philippine National Police to be the mastermind behind the killing which he denied.

Joel Escorial, the suspected gunman in the Lapid murder case, has petitioned the court for a reduced sentence and a transfer to Abuyog Penitentiary in Leyte before entering a guilty plea. The DOJ is currently considering his request.

“DOJ prosecutors are currently evaluating the potential impact of reducing Escorial's charges from

murder to homicide,” the Justice department said.

Escorial's case in Las Piñas court is scheduled for promulgation in February 2024.

The Justice Department said that this development follows the sentencing of three more leaders from the Bilibid gang, namely Aldrin Galicia, Alvin Labra and Alfie Penaredonda On June 23, they also pleaded guilty to being accessories in the Lapid murder case.

The three were reportedly involved in the scheme leading to the death of Jun Villamor, a prisoner alleged to have instructed the shooter responsible for Lapid's assassination.

In a ruling last May, the Office of the Ombudsman dismissed the murder and administrative charges filed by Bantag against Justice Secretary Crispin Remulla, BuCor officer-in-charge Gregorio Catapang Jr., and multiple inmates of the New Bilibid Prison linked to the killing of Lapid. (Philstar.com)

House adopts reso condemning China’s illegal activities in WPS MANILA – The House of Representatives on Wednesday, December 6 adopted a resolution strongly condemning China's "illegal actions" in the West Philippine Sea. House Resolution 1494, which also urges the Philippine government to assert and protect the country's sovereign rights over its exclusive economic zone (EEZ) and continental shelf in accordance with the United Nations Convention on the Law of the Sea (UNCLOS) and the 2016 ruling of the Permanent Court of Arbitration, was approved during the plenary session.

The resolution said that despite the country's arbitration victory over China's territorial claims in the West Philippine Sea, China has continued its harassment of Philippine vessels in Philippine territory.

"The Philippines, being a firm believer and advocate of the Rule of Law, and despite the continued harassment of China, has resorted to diplomatic tools to address Chinese aggression, including the

filing of over 400 diplomatic protests against the latter, the subject of which mostly include the illegal presence and illegal activities of Chinese fishing, maritime militia, law enforcement, and military vessels in the West Philippine Sea," the resolution read.

According to the resolution, among the illegal activities of China include harassment, shadowing, blocking, dangerous maneuvers, and radio challenges; unilateral imposition of a fishing moratorium; unauthorized conduct of marine scientific research activities; incessant and unlawful restriction of Filipino fishermen from conducting legitimate fishing activities in Bajo de Masinloc; and harassment of Philippine boats in Ayungin Shoal.

It further noted that China's actions against the Philippines' routine and regular rotation and resupply (RORE) missions to the BRP Sierra Madre in Ayungin Shoal have become "more dangerous".

These incidents include using military-grade laser lights at the

Philippine Coast Guard (PCG) vessel last February; using water cannons toward Philippine resupply ships last August; and the blocking of a RORE mission which led to a collision between Chinese Coast Guard Ship (CCG) and a contracted Filipino resupply boat last October.

"The Philippines should continue to assert and fight for its rights in the West Philippine Sea and uphold and implement its hard-earned victory at the Permanent Court of Arbitration at the Hague, the Netherlands," the resolution said.

It stressed that the Philippine government must strengthen its ability to patrol and protect the country's maritime zones by building a self-reliant defense posture program and upgrading the capabilities of the PCG. "In order to have a credible defense posture and a capable PCG, the government must boost the funds allocated to our armed troops and our civilian maritime patrol forces," the resolution added. Senator seeks inquiry on country’s preparedness vs. respiratory illnesses MANILA – Senate Majority Leader Joel Villanueva announced on Thursday, December 7 that he has filed Senate Resolution No. (SRN) 874 seeking to conduct an inquiry, in aid of legislation, on the preparedness of the country to detect, prevent, minimize, treat, and contain the reported global rise of respiratory illnesses, as well as the capacity of the healthcare system to handle a surge or outbreak of cases.

This as the Department of Health (DOH) recently reported that the country logged close to 200,000 cases of influenza-like illness (ILI) so far this year.

According to the DOH, overall ILI cases in the country stood at 182,721 from Jan. 1 to Nov. 11 this year, 51 percent higher than the 121,160 reported cases in the same period in 2022.

Pneumonia cases are also up by 46 percent, with 158,762 pneumonia cases reported from January to October this year, from 108,982 infections recorded during the same period last year.

"Handa po ba tayo sa respiratory illnesses na ito? Wala po bang dapat ikabahala ang ating mga

kababayan (Are we prepared for these respiratory illnesses? Do our people need not to worry)" Villanueva asked.

"We have seen how the Covid-19 pandemic shocked the world, and its impact was staggering. We don't want a repeat of the Covid experience," he added.

Villanueva then urged the DOH and other concerned authorities "to enforce minimum public health standards and safety protocols to stem the rising number of cases and arrest any possibility of an outbreak."

"There is also a need to ensure that there are adequate supplies of medicines and personal protective equipment," the lawmaker said.

"These should come with intensified health information, education, and communication programs on the prevention of communicable respiratory diseases, including vaccination drives against influenza, COVID-19, pneumonia and other vaccine-preventable respiratory diseases," he added.

Meanwhile, Philippine Charity Sweepstakes Office (PCSO) Chairman Junie E. Cua urged the

public to be “extra careful” to avoid illness.

Cua said the public should continue practicing health protocols established during the pandemic to reduce the risk of getting ill, emphasizing that “prevention is better than cure.”

“Bagama’t lipas na ang pandemya, ang mga health protocols ay nagbibigay pa rin ng proteksyon laban sa mga virus na sanhi ng respiratory illness.

Mas mabuti na pong umiwas dahil mahal magkasakit (Even if the pandemic has already passed, health protocols still provide protection from viruses that cause respiratory illness. It is better to avoid illness because treatment is expensive),” he said.

No end to armed violence

WHILE security forces confront renewed terrorist activities in Mindanao, armed violence continues to undermine other aspects of life in the country.

Over a month since the barangay and Sangguniang Kabataan elections, killings related to BSKE political rivalries continue. In the first two days of December, two barangay captains have been shot dead, one in President Marcos’ home province Ilocos Norte and the other in Zamboanga del Sur. Helen Abrigado, who was reelected as captain of Barangay Ferdinand in Marcos town, had just attended a lantern parade on Dec. 1 and was on her way home with companions in a government van when they were waylaid by two men on a motorcycle. She died from multiple gunshot wounds.

The next morning in Zamboanga del Sur, Jerry Olaier was walking in Guipos town, where he is the newly elected captain of Barangay Poblacion, when two men shot him. Relatives told probers that Olaier was planning to vie for the presidency of Poblacion’s association of barangay captains.

After several postponements, the BSKE finally pushed through last October, thanks to the Supreme Court. While allowing the polls to push through on that date instead of much earlier, the SC cut short the term of the current BSK officials from three years to two.

People thought the shortened term would discourage BSK candidates from eliminating their rivals through murder. They thought wrong: deadly armed violence marred the BSKE long before the start of the official campaign period until past election day.

Abrigado and Olaier were just the latest victims of violence believed related to village political rivalries. This can be established only with the arrest of the perpetrators – both the brains and the triggermen, who could be hired guns.

The killings also highlight once again the need for tighter gun control. Even non-politicians are being murdered – in their homes, on the streets and in public buses. Authorities must also draw up measures that can minimize the use of motorcycles in criminal activities. On Dec. 1, an employee of ManilaTimes.net photo an electric cooperative was shot dead and his companion wounded by two men on a motorcycle were attacked as they were about to disconnect the accumulated. Cooperation with ICC

ANA MARIE PAMINTUAN SINCE Rodrigo Duterte pulled the Philippines out of the International Criminal Court without Senate concurrence, President Marcos can reverse it also without the Senate’s nod, according to proponents of the country’s return to the ICC. If Marcos is worried about sovereignty issues, will he at least allow some form of cooperation with the ICC? This is the suggestion in the resolution filed in the House of Representatives.

For the Marcos administration, cooperation can take various forms, without looking like it is compromising national sovereignty. For example, it can facilitate contacts between ICC probers and witnesses including relatives of those killed.

The witnesses can include law enforcers who directly participated in the police operations that left over 6,200 people dead. Justice officials said they have heard of such cops, and have encouraged them to come out. But so far, no one has done so, despite the promise of state protection. Perhaps such cops may be willing to talk with ICC prosecutors overseas.

The same is true for civilian witnesses.

Cooperation can also involve allowing ICC probers to conduct interviews, obtain documents and gather other evidence in the Philippines, although not in an official legal setting; the ICC cannot operate like a separate court in this country.

Last week, Solicitor General Menardo Guevarra said ICC probers could enter the Philippines to gather documents or interview persons, although a formal probe and “legal activities” cannot be conducted.

Guevarra said that under the law, the Bureau of Immigration (BI) and its mother agency the Department of Justice (DOJ) have the discretion to “admit or not admit a certain person who they may consider as undesirable.” * * * As of last Friday, December 1, the BI spokesperson said ICC probers were free to enter the Philippines, in the absence of an order from the courts or higher authorities to bar their entry.

Vice President Sara Duterte has formally asked the DOJ not to cooperate in the ICC investigation of drug war killings that occurred during her father’s watch as president from July 2016 to March 16, 2019, and from 2011 to 2016 when he was mayor or vice mayor of Davao City.

HENRY Kissinger recently passed away just months after turning 100. Earlier this year, I had the opportunity to exchange views with him along with a select group of Asian thought leaders. Overall, I found him incredibly engaged and intellectually inquisitive.

By all measures, he was one of the most consequential figures of the past century.

Born in Bavaria as Heinz Alfred Kissinger to a Jewish family, he grew up under the shadow of the Nazi regime. To avert an impending doom, his family eventually moved to New York City.

At least 13 of his close relatives, however, fell victim to the Holocaust. At the age of 22, Kissinger would return to his country of birth as part of a liberating force. But this was also when he confronted “one of the most horrifying experiences of [his] life.” While serving in the American 84th Infantry Division as an army sergeant,

urges the government to extend “full cooperation” to the ICC in its probe of Rome Statute crimes. These include genocide and murder as a crime against humanity – the offense that the ICC believes was committed in Duterte’s bloody crackdown on drug suspects.

The ICC maintains that it has jurisdiction over all offenses committed while a state was a party to the Rome Statute.

Even after withdrawing as a member, a state must still cooperate with the ICC, according to Article 127 of the Rome Statute: “A State shall not be discharged, by reason of its withdrawal, from the obligations arising from this Statute while it was a Party to the Statute, including any financial obligations which may have accrued. Its withdrawal shall not affect any cooperation with the Court in connection with criminal investigations and proceedings in relation to which the withdrawing State had a duty to cooperate and which were commenced prior to the date on which the withdrawal became effective, nor shall it prejudice in any way the continued consideration of any matter which was already under consideration by the Court prior to the date on which the withdrawal became effective.”

VP Sara has cited her father’s argument that the ICC lost jurisdiction over the Philippines upon the effectivity of the country’s withdrawal from the Rome Statute on March 17, 2019, which preceded the start of the ICC’s investigation in 2021.

It’s BBM’s call. It’s not lost on anyone that the administration had a change of heart on the issue amid the run-ins between VP Sara and Marcos’ cousin, Speaker Martin Romualdez.

Rodrigo Duterte came to his daughter’s defense, with his harangues ostensibly directed at the Speaker. But manure upon hitting the fan tends to fly in all directions, with some of it landing on President Marcos. * * * Now look at what’s in the crosshairs of the House: Sonshine Media Network International (SMNI), home of Duterte’s TV talk show and current bully pulpit against the House and its speaker.

Apart from the threat of the TV station suffering the fate of ABS-CBN, SMNI founder Apollo Quiboloy could finally find himself handed over by the Philippine government to the U.S. Federal Bureau of Investigation, which lists him among its most wanted persons for sex trafficking including of children, fraud, coercion and bulk smuggling.

SMNI has long been the subject of complaints from persons and groups tagged on its shows as communists or sympathizers. Yet the station drew the House attention only after an anchor made a comment indicating that the speaker had incurred P1.8 billion in travel expenses. The anchor has since apologized and admitted that the information – denied by the House – was unverified.

Unlike the print medium, broadcast franchises are covered by stringent rules, and journalists are held by ethical standards to avoid licentious exercise of press freedom. Still, the issue has raised concern over threats to freedom of expression through the abuse of the House power to issue broadcasting franchises.

SMNI critics, on the other hand, see the controversy as an opportunity, in our dysfunctional democracy, to promote the responsible exercise of freedom of expression, and perhaps to give justice to victims of sex trafficking.

As mayor when her father was vice mayor, the VP is reportedly included in the ICC probe of killings attributed to so-called death squads in the city, along with Duterte’s chief tokhang enforcer Ronald dela Rosa, now a senator.

Dela Rosa said he raised the ICC issue with President Marcos during a dinner at Malacañang last week hosted by the First Couple for senators. It’s unclear if the ICC was the main course in the dinner agenda.

Both the DOJ and BI are waiting for word from the top, as Justice Secretary Jesus Crispin Remulla has indicated.

President Marcos, who had previously said the country “is done talking” with the ICC, recently said the government is studying its options and the possibility of the country rejoining the court is “under study.”

Remulla himself, who had initially taken a hardline stance against the ICC probe, said on Nov. 21 that the House resolution needed “serious study” since the Philippines has withdrawn from the Rome Statute. * * * House resolution 1477 was filed by the chair of the committee on human rights, Manila 6th District Rep. Over the next quarter-century, Kissinger worked his way up the American imperial bureaucracy.

Intellectually, he was driven by the experience of postNapoleonic Europe, when a coterie of shrewd and pragmatic diplomats—most notably Viscount Castlereagh and Metternich—engineered a new, relatively stable order for almost half a century in one of the world’s most war-stricken continents.

Though fashioning himself as a paragon of realpolitik, the reality was that Kissinger was fundamentally an idealist, albeit a tragic one. He was a man who believed that America had a special mission in the world built on the ashes of World War II. As the Nixon administration’s chief diplomat, he effectively invented “shuttle diplomacy,” when in the course of five weeks he negotiated peace

between Israel and leading Arab neighbors in the mid1970s. At the same time, he also negotiated the foundations of a long-lasting détente between the United States and China, which would transform the world for the next half-century.

He eventually won a Nobel Peace Prize for his diplomatic work, but his legacy was far from uncontroversial. In one of his most influential works, the legendary writer Christopher Hitchens laid down the ground for the possible prosecution of Kissinger for alleged war crimes—most notoriously America’s support for the violent overthrow of a progressive regime in Chile and carpetbombing of Cambodia, which claimed the lives of at least 150,000 civilians.

“Kissinger symbolizes the pornography of power,” Hitchens wrote in his literary indictment of the legendary diplomat for “deliberate mass killings of civilian populations in Indochina, collusion in mass murder and assassination in Bangladesh, the personal planning of the murder of General Schneider in Chile, involvement in a plan to murder

Archbishop Makarios in Cyprus and the incitement and enabling of genocide in East Timor.”

Thus, Hitchens argued, “[i]n the name of innumerable victims, it is time for justice to take a hand.”

Kissinger’s last hurrah was a visit to Beijing as a special guest of President Xi Jinping.

Just days earlier, guess who was also in town to pay his respects to old patrons in China? Unlike Hitchens’ Kissinger, former Philippine president Rodrigo Duterte may eventually have his day in court, or, rather, courts!

After all, here is a man who was not only subpoenaed by a Manila court for publicly threatening a current member of the House of Representatives but may also face an investigation by the International Criminal Court (ICC) on allegations of mass atrocities.

Dante Basco, Paolo Montalban on Hollywood representation, working with KC Concepcion

“KC is a real-life Disney princess,” said Filipino American actor Paolo Montalban as a way to describe KC Concepcion, his leading lady in the Hollywood indie movie “Asian Persuasion.”

“On camera, have you seen her skin? She’s flawless. But I think that’s because of her inner beauty. Also, everyone in this country knows this—she’s an incredibly hard worker,” the U.S.-based actor told reporters during the special screening of the romantic comedy film at SM Megamall in Mandaluyong City.

“KC is super hard on herself.

She always came to the set prepared. She was always asking what we needed from her, too.

KC is really top-tier.”

In “Asian Persuasion,” KC worked alongside another Filipino-American actor, Dante Basco, under the direction of Tony and Grammy winner Jhett Tolentino. It is the story of a down-onhis-luck chef, Mickey (Dante), who cooks up a crazy scheme to marry off his ex-wife, Avery (KC), by setting up a fake internet dating profile in an attempt to find her a suitor to remarry in order to avoid his substantial alimony obligations. With the help of Lee (Paolo Montalban), Mickey gets off to a hot start, until he realizes that he wants a second chance with Avery.

The romantic comedy premiered at the 2023 Soho International Film Festival in New York in September. It has been screening in local theaters nationwide since Nov. 29.

'Very loving’ When it was Dante’s turn to recall how he bonded with KC, he said: “I knew her through the social scene here in Manila. I told her how I remember meeting her mother for the first time at a restaurant some 20 years ago. An entourage came into the restaurant. There’s a woman in the middle and I asked, ‘Who’s that?’ ‘That’s Sharon Cuneta,’ I was told. While I was recalling this to KC, I told her, ‘She summoned me!’ When I was there, she said, ‘So you’re the Fil-Am?’ I said, ‘I guess I am the Fil-Am.’ She was really sweet,” he began.

"KC has always just been very loving. When I finally got to work with her, she was great.

She came to shoot in New York.

She was respectful with how we do things. We would have conversations about how you do it here in the Philippines as opposed to how we do it in the United States. We got great rapport, but her scenes were mostly with Paolo,” said Dante, who we remember for his portrayals in the fantasy-adventure flick “Hook” and the indie drama “The Debut.”Korean-American actor Kevin Kreider, who plays Mickey’s friend Caspian,

only had good words for KC, too. “I actually knew KC before I knew that we would be working together. This was when we were in LA (Los Angeles), and we would bump into each other. I later found out that she’s a big star here in the Philippines.

She was never a show-off like most people in the States. She didn’t want to make a big deal out of it. I think she just wanted to show her own identity,” said Kevin, who, as Caspian, helped Mickey craft the plan to remarry Avery.“I knew she came from a family of actors, so I thought it would be interesting to work with her. She probably felt that she had big shoes to fill—I felt that from her,” Kevin said of KC, who is Sharon’s daughter with actor Gabby Concepcion. “She’s an awesome talent to work with.

She made me feel very comfortable on the set.”

When asked to share their views on Filipino representation in Hollywood, Dante began by recalling what it was like for him when he started working in the late 1990s. “Representation has been a hot word in Hollywood for a long time now. Of course, for me and Paolo, representation back then was just us being in films, which is important for that particular generation.

How it has changed since is the amazing thing,” he began.

“As Asians in Hollywood, we’re at the highest profile we

have been in the history of Hollywood. This is phenomenal.

Back then, every role that we played, and 90 percent of what was written in Hollywood, was written by straight white men.

To be part of projects that are of our words and direction, that’s true representation. Conversations in Hollywood now are conversations of us as Filipinos, as African-Americans, as Latinos, with us telling our stories.

There’s no way that white men can tell our stories the same way we can. That’s the new representation. The conversation of art through our own views and words.”

Multicultural cast Paolo, who agrees with Dante, added: “I feel very fortunate to be a part of a high-profile movie like this one that has a multicultural cast in it. What we see today, insofar as representation is that it doesn’t necessarily have to have a multicultural cast. You can have a cast full of Asians come up with an incredibly entertaining experience.

So I’m really hopeful about the future and grateful for today, and I’m inspired by people who say they’ve been inspired by the work that Dante and I have done in the past. It’s just a really beautiful cycle,” he declared.

A number of Filipino actors had cameo performances in the film including Apl.de.ap, Rachel Alejandro, Tony Labrusca and Yam Concepcion. Jhett, who also coproduced the film with Mike, explained that this was a “calculated move.”

“Mike and I believe that we have to provide opportunities to our actors from here,” Jhett pointed

out. “Rachel now has her membership card from the SAG-AFTRA (Screen Actors Guild-American Federation of Television and Radio Artists) because of ‘Asian Persuasion.’ You can only apply for it if you’ve worked on a film under the SAG-AFTRA. Providing those spots for actors who have never been in a SAG-AFTRA film was calculated. We thought about those actors from the beginning."

Carla admits having ignored Tom’s ‘red flags’

CARLA Abellana is relieved that she can now laugh off her three-month marriage with her ex-husband Tom Rodriguez, as she recalled how she ignored the red flags at the time.

During an interview with Karen Davila on her YouTube channel last Thursday, Nov. 30, Abellana admitted that she, too, thought that her marriage with Rodriguez would last since their relationship seemingly survived during the height of the pandemic.

"We got married in 2021 during the pandemic. And during the pandemic, mas nakilala namin ang isa’t isa (we learned about each other more). Unfortunately, our marriage also ended during the pandemic,” she said.

“I felt [the pandemic] was a test and somehow we passed it. I was more encouraged to settle down and eventually marry him.”

The actress confessed that she was in shock at how fast her marriage with Rodriguez eventually ended since they dated for six years before saying “I do.”

“Daig ko pa si (I had it harder than) Kim Kardashian. Just kidding,” she quipped. “Even ako, I’m in shock. At that time, I said, this has got to be one of the fastest or the shortest [marriages].

I’d say like three months, that’s very fast, so at least ngayon

(now), I can laugh about it.”

Despite this, Abellana stressed that having a failed marriage is “not a joke,” and that she eventually “forgave” him for all the “red flags, disrespect, and lying” that happened in their relationship. “It’s not a good thing that it was very short. I never imagined I’d end up getting married and have such a short marriage.”

"Eventually, I knew I’d be able to get to the point where or when I’ll forgive him. Of course, I’ll never forget but something in me knows I’ll eventually forgive [Tom],” she added. “Of course, I know more about red flags now than I did. I did see red flags [before] but at that time, hindi pa po ako masyadong aware (I wasn’t that aware).”

The actress didn’t elaborate on the red flags that caused the breakdown of her marriage with Rodriguez, but she stated that it had something to do with his “behavior [and] personality.”

“We’re expected to forgive and just give chances, and the relationship is worth fighting for. So I just brushed off the red flags. But it’s not healthy,” she said. “It’s not healthy to see these red flags and just ignore [them]. I thought there would be change, but there’s no change.”

In hopes of helping fellow women going through difficult marriages, Abellana reminded them to “respect” themselves

and to be firm when “enough is enough.”

“I guess my only advice is to make sure you don’t lose yourself and you respect yourself.

You don’t forget yourself. It always comes to a point when enough is enough, so hopefully, they know kung hanggang kailan nila kaya (until when they can handle the pain),” she said, noting she didn’t establish her boundaries back then.

“It’s more of a realization [for me at the time]. The red flags, it’s more of forgetting and not minding them. It’s a form of disrespecting yourself because you may have boundaries, pero nagko-cross ‘yung boundaries. Of course, it was a choice to forgive the person and all that to stay in the relationship, pero I never listened to myself,” she further added.

Abellana, who stressed in the interview that she wasn’t “physically hurt” during their marriage, tied the knot with Rodriguez in October 2021. After months of being together, the latter confirmed in June 2022 that they’re divorced and he’s currently based in the U.S. Earlier this year, the actress revealed that she had filed a “petition for the recognition” of their divorce in the country.

The Philippines is one of the few countries in the world where divorce is not considered to be legal, as of this writing.

In her interview with Mega editor-in-chief Peewee Reyes-Isidro, Heart narrated her experience that caused her stress.

“There’s no need to have tried to kick somebody out of a show because that happened to me in the last Fashion Week. I would talk to certain PRs to say no; somebody was calling and saying I’m not able because another person’s going to attend,” Heart said.

Wilma shares story behind her ‘5-star’carinderia’s success

MODEL-actress Wilma Doesnt recently opened her restaurant, Chicks ni Otit, to TV host Karen Davila when the broadcast journalist visited her in General Trias, Cavite, to do a feature on the place.

Karen interviewed Wilma for an episode in her show “My Puhunan: Kaya Mo!,” which recently aired on the Kapamilya Channel.

Wilma owns Chicks ni Otit, which she fondly calls a five-star carinderia, with her husband Gerick Parin. They call it a carinderia because the place serves good ol’ Filipino comfort food, including Chicken Inasal, Sisig, Sinigang, Caldereta, KareKare, Laing, Pinakbet and Crispy Pata, at affordable prices.

These are not cooked haphazardly. On the contrary, they are cooked lovingly the traditional way — small matter if the Caldereta, for example, has to be slow-cooked for hours or the Crispy Pata has to undergo several processes before being deep-fried to a golden crisp.

“I’m not gonna close my doors,” she answered. “I have to, you know… I’m learning this process now of being an artista first. I wanna develop those skills but will see where it goes.”

She is open to follow in the footsteps of her mom, Charlene, who was named as one of the Top 6 finalists in the Miss Universe competition in 1994 that took place in Manila.

“She’s beautiful inside and out and I really look up to (her),” Atasha described her mom. “My mother is someone that I really praised. But as to that (beauty pageant), I don’t know yet. We’ll see. I just need to master my craft now with hosting and eventually acting (and) singing.”

The advice she’s been receiving from her parents is to “not be scared” of trying out new things.

“Just never be scared and to always give it your best,” she shared.

So far, she is “loving and enjoying the process” in what she does as a showbiz newcomer.

“I’m really learning so much.

And I’m so open to learning new things and I’m so fortunate enough to have this experience where everyone’s so sweet. Everyone’s so supportive and it’s making me really love this shift and this chapter. And I’m kinda discovering (more about) myself and my identity as well.”

Atasha Muhlach is not closing doors on beauty pageants. The daughter of former beauty queen Charlene Gonzalez says, ‘“I’m not gonna close my doors. I have to, you know… I’m learning this process now of being an artista first. I wanna develop those skills but will see where it goes.’

Last September, Atasha joined the noontime show E.A.T. as one of its hosts. She was grateful that she started her showbiz journey with them. She said, “Because of the dabarkads, they made me feel so at home and they are so nice. I really can’t explain how nice they are.”

“They’re making me feel like a family, you talk to them, you speak with them and they really helped me so much from Day One. And they make me feel as comfortable as possible and I can’t thank them enough for that.”

She added that she got her goofy side from her dad. “Me and my dad are pretty much the same na parang nagmana ako sa tatay

ko talaga.”

She was able to pick up some Filipino lessons through Jose Manalo in the show. “That’s why I was able to learn Tagalog.

And being around dabarkads and working with them every day. It’s actually one of the reasons why I’m learning a lot and speaking to my father in Tagalog also.”

“Still a lot to learn. But, of course, it’s normal and I’m willing to learn and I’m willing to make those mistakes. And I’m just happy that people are very ‘forgiving’ about it,” she said.

Atasha finished her bachelor’s degree in the United Kingdom.

Meanwhile, Atasha was thrilled to have her first solo endorsement for Jollibee’s Coffee Blends. Her dad, Aga, and the Muhlach family have long been the fast-food chain’s endorsers since the ‘90s.

“Jollibee has always been family ever since when I was little and until now. And everything’s coming in full circle. From being a little girl to now having my first ever solo endorsement being from where I started with the family is truly such a blessing and then an honor. I’m so grateful for the opportunity,” she uttered.

Atasha is a coffee lover and her favorite is iced latte. “Yung energy ko sa E.A.T. kasi I always drink coffee every morning, every day. It’s a lifeline even as a college student like when I have to (go to) the library, I always need coffee first thing in the morning.”

The cellphone-cancer debate Health @Heart PhiliP S. Chua, MD, FaCS, FPCS THE controversy about the increased risk of brain cancer and other health concerns among avid users of cellular phone is upon us once again. The internet is flooded with claims and counterclaims, and some misinformation.

In this column in May 2000, we wrote about the reported “possible” adverse health effects of the frequent and prolonged use of cellular phone. Following are excerpts from that article, which are still current technical/medical information: Is the use of cellular phone safe?

So far, the U.S. Center for Disease Control and Prevention says that “no scientific evidence definitively answers whether cell phone use causes cancer.”

While there are some concerns that the use of cellular phones might be harmful to the users, the final word has not been said yet.

There are medical investigations currently going on to find out if there are any health risks (besides psychological) associated with the use of cellular phones.

What is the current theory?

It is postulated, but not scientifically confirmed, that the frequent and extended use of a cellular phone (where the phone is right at the user’s cheek, the earpiece smack against the ear) might be associated with increased incidence of brain cancer. As I have stated, this has not been proven yet. Clinical studies are underway around the world.

How could these phones cause harm?

The cellular phone antenna is the “probable culprit” in this unconfirmed medical suspicion.

It is theorized that the antenna, which receives electromagnetic waves (EMW) or signals, transmits the same EMW to the brain of the person using the cellular phone (since the unit is in close proximity to the brain), and that these EMW might explain the suspected increase in the incidence of brain cancer among chronic users. Whether this observation is valid or not, we still do not know for sure, but it is only prudent for cellular phone users to take some precautions.

Is one phone worse than the

other?

The ones which are with dual band (1800 MHz) are said to be worse than the regular ones with only 900 MHz. Obviously, there are other factors, like length of exposure and proximity of the cellular phone to the brain, etc.

What other illness can cellular phone use cause?

The other condition often mentioned is leukemia. Again, we would like to emphasize that we do not have scientific data to support this suspicion at this time.

Are microwave ovens safe?

The normal use of microwave ovens is safe, provided the protective shield is not broken.

However, we caution users not to bring their face near the oven door while the oven is on, because the microwaves can harm the eyes by causing premature cataracts. A leaking microwave oven can also affect (inhibit) cardiac pacemakers.

When the microwave oven is on, it is best stay at least 5 feet away from it.

How about television sets?

Since television sets or computer monitors also emit some electromagnetic radiation, it is advisable not to go too close to the TV or monitor. The fact that medical science does not have any evidence that these EMW are harmful does not mean they are totally safe. It is best to be cautious and view the television at least 5 feet away from you.

Does cellular phone use cause infertility?

There is no factual basis for this concern. We do not have any reason to believe that infertility or impotence or cancer of the testes (balls) can be caused by the use of cellular phones, or having one in a holster by the hip or in a purse.

What is the public to do?

Since there are serious medical concerns raised about the safety of the frequent use of the cellular phone in spite of numerous initial studies that showed, in particular, that there “is no increased risk of brain cancer among cell phone users,” the public finds itself in the middle of this medical debate, while waiting for the final confirmatory studies.

There is no question that the cell phone is one of the most wonderful devices ever invented and one that is most vital in today’s world, in business as well as for family and personal use. It is here to stay, like all the other electronic gadgets and apps that make life easier, more comfortable, more secure, more

efficient, and more productive for the majority of the people around the globe.

While the medical controversy rages on, it is prudent for everyone using a cell phone to use the commonsense approach to the situation at hand.

If our tap water were suspected to be contaminated, what would we do? We would surely boil it properly or use bottled water instead. In other words, we would take the necessary precautions, on the basis of the suspicion, even before a pending bacterial culture analysis is obtained or even without a definite proof as yet. It’s better to be safe than sorry later.

Some precautionary measures we can take are: (1) Limit our use of the cell phone to necessary calls only, and as briefly as possible; (2) Use text messaging, instead, especially for children; and (3) For all calls, use handsfree bluetooth devices.

All these precautions we are taking is to ensure our safety, health, and longevity.

In one of my lectures about healthy lifestyle and life span, this was the message in my last slide: But, if you want to meet God sooner, text and drive!

Let us enjoy our cell phone safely and wisely. It is a fabulous friend.

Earlier in the video, Ivana's answer about her biggest regret was loving her ex-boyfriend, whom she had previously admitted was physically abusive, was spoiled with gifts and who cheated on her.

Both Ivana and Bea said they wouldn't make the first move on a guy especailly if they had a crush on them. They also shared that they had their first loves at a very young age — Ivana at eight years old and Bea at 13 years old.

TAPE to still use ‘Eat Bulaga’ for noontime show

MANILA — Television and Production Exponents Inc. (TAPE) will continue using the "Eat Bulaga" name as the company appeals the decision of the Intellectual Property Office (IPO) canceling its trademark registration.

Last December 5, the IPO released a decision that said former hosts Tito Sotto, Vic Sotto and Joey de Leon — collectively known as TVJ — have the "absolute and exclusive right to register" the "Eat Bulaga" or "EB" trademark after it found that they presented sufficient evidence that they originally coined the term.

In the same decision, the IPO said TAPE failed to sufficiently explain its claim of ownership of the "Eat Bulaga" name.

TVJ welcomed the IPO's decision and in a media conference at TV5 Media Center — where the trio now hosts "E.A.T." following their departure from TAPE earlier this year — called on TAPE to stop using the "Eat Bulaga" name out of respect for the law.

Atty. Enrique "Buko" dela Cruz from DivinaLaw, TVJ's legal representative, explained that the trio could have used the "Eat Bulaga" name even before the IPO's decision came out but opted not to to avoid any trouble and respect the legal process.

"As confirmed by the statement released by IPO today, TAPE has a period of 15 days to appeal the decision of the adjudication officer to the Director of the BLAIPO. Then, appealed decisions may still be appealed to the Director General of IPO within 30 days," the statement added.

the appeal will be "considered moot and academic if it heeds to the plea of TVJ" and hopes the trio will not use the "Eat Bulaga" name pending the appeals until the decision is truly final.

"Mga Kapuso, mahaba pa po ang laban. Ibig sabihin, legally, wala pang final. Okay?" said Paolo Contis, one of TAPE's "Eat Bulaga" hosts, during the December 6 episode of the show.

TVJ continues to use "E.A.T." for their show, though during the theme song's chorus, they now belt out "E.A.T. ... Bulaga!"
