Juneteenth festival draws hundreds of Hanoverians

Hundreds of community members joined in the Juneteenth festivities on Sunday, June 19 at a day-long bash presented by Hanover NAACP and the Town of Ashland. The festival was held on Ashland Town Hall Square and spanned from noon to 7 p.m., with over 400 community members filtering in and out throughout the day, according to the Ashland Police Department. Severe thunderstorms leave thousands without power By Christina Amano Dolan Editor A series of severe thunderstorms swept through the region last week leaving thousands in Hanover County and surrounding areas without power. A severe thunderstorm passed through the county around 3:15 p.m. on Wednesday, June 22 with wind speeds reported up to 80 mph.

The National Weather Service issued a severe thunderstorm warning in the area until 4 p.m. and urged residents to take shelter immediately. The storm spurred a wave of power outages and all county government offices were closed as of 4 p.m. due to lack of power. The board of supervisors meeting was interrupted by the power outage and shifted to a closed session for sever-

al hours. The meeting resumed its open session around 6:30 p.m. without power. “During and directly after the storm we were inundated with weather-related calls for service,” said Lt. James Cooper, information officer for the Hanover County Sheriff ’s Office. “From trees down on power lines to weather related alarm activations. Cooper said they received

three calls for weather-related alarm activations, 33 traffic complaints or hazards and six reports of downed wires. “These calls for service were mainly in the central and eastern portions of the county,” he said. “Thankfully no damage to homes or injuries to our citizens were reported.” Hanover Fire-EMS responded to a total of 74 calls see STORMS, pg. 2

After 44 years of serving as a community staple, Calabash Seafood & Club Midway is officially closing its doors on July 3. Dennis Smith, longtime owner of Calabash, reflected on his family’s decades-long journey of running the beloved community re s t au r a nt and club since its very first opening. The establishment was first opened in October 1978 by former owner Maurice Parker, the man who would later become Smith’s fatherin-law. Smith’s father and uncle owned and rented out the building to Parker for several months before Parker realized the challenges of running a restaurant. Hoping

to keep the establishment alive, Smith, his father and brother bought the business from Parker and the family has owned and operated the restaurant ever since. “I just kind of fell into it,” Smith said when commenting on joining the restaurant industry. Prior to working at Calabash, Smith served as a commercial pilot and flight instructor in 1979. “I didn’t know nothing about restaurants,” Smith said. “Nothing. Town approves lot consolidation for new elementary school By Christina Amano Dolan Editor During last week’s Ashland Town Council meeting, councilmembers unanimously approved a lot line consolidation plat to potentially serve as the site for a new elementary school in Ashland. Currently, students who attend Henry Clay Elementary in pre-K through second grade transition to John M. Gandy Elementary for third through fifth grades. Hanover County Public Schools (HCPS) will consolidate the two bonded schools into a brand new facility. The new building will be the first new school constructed in Hanover County since the opening of Laurel Meadow Elementary in 2008. As presented by Nora Amos, director of planning and community development, Clifton Rogers of Timmons Group submitted a request on behalf of HCPS to consolidate the lots currently comprising the Archie Cannon Drive campus, which is the site of the existing Gandy Elementary School and the Hanover

for service from 3 to 11 p.m. in relation to the storm, with the highest call volume time frame from 3 to 4 p.m. with 39 responses. Of those, 24 were related to electrical hazards such as downed lines, one was a motor vehicle accident, 14 incidents were related to trees down, four were reports of trees falling into buildings with two structures that sustained significant damage and seven firerelated incidents from outside fires caused by downed power lines. “They are always prepared for an increase in call volume and strive to provide an elite service for a safer community,” said Capt. W. Blake Stephens of Hanover Fire-EMS. Dominion Energy reported 10,533 without power in Hanover County and around 89,942 system-wide by 7 p.m. The bulk of the outages were due to downed power lines and poles with a large number of broken trees causing damage, but no substation or breaker failures were reported, according to Craig Carper, Dominion Energy communi-

Hanover County Public Schools (HCPS) reached out to the planning staff about building a new elementary school on their existing property to replace the existing Gandy Elementary School. Staff informed them that there are currently 15 parcels and that the proposed building would not meet setbacks unless the property lines were vacated to create one large lot. “It has split zoning which is not something we ideally have but it’s an existing situation,” Amos explained. She said it is currently zoned as Rural Residential Property and Residential Limited. Councilmember Kathy Abbott asked why the property is currently split into 15 different parcels and asked if it was an issue when Gandy Elementary was first constructed. Abbott responded that zoning likely didn’t exist at the time of the school’s construction. The request proposes dissolving property lines to create one large lot, totaling around 25 acres, owned by the school board

to allow for the construction of the new school while meeting zoning requirements. “All departments reviewed and commented on the plat,” Amos said. “We’ve gone back and forth and all comments have now been addressed, and we believe that it complies with all applicable town codes.” Planning staff recommended approval of the lot line consolidation plat and found that the applicant’s request follows the Town’s Subdivision and Zoning Ordinances and advances the objectives of the Comprehensive Plan. The new school is currently set to open for the 2024-2025 school year and is the first school renovation of the county’s approved Five-Year Capital Improvements Plan. The fiscal year (FY) 2023 budget is investing $36 million into the project, followed by the replacement of Battlefield Park Elementary in FY2025, WashingtonHenry Elementary in FY2027 and the major renovation of Beaverdam Elementary in FY2027.

In light of the summer season producing severe thunderstorms, Carper urges customers to report power outages right away using either the Dominion Energy app, through the website: dominionenergy.com or by calling: 1-866-366-4357. “One of our core values as a company is safety,” Carper said. “Beware of downed power lines – assume they’re energized and dangerous. Stay at least 30 feet away and call Dominion Energy immediately.” If a power outage occurs, Carper said to additionally test generators and make sure they are always operating in a well-ventilated area. He said to never operate generators indoors, as it could be fatal.

Despite keeping advertising of the event to a minimum in order to accommodate for limited space, she was pleasantly surprised by the number of attendees and said it was a great success. “I received so many calls from everyone saying how much they enjoyed themselves, how much they appreciated the unity of the community being together like that,” she said. While smaller celebrations have been held for Juneteenth over the years, this year marked the county’s biggest celebration yet for the historic — and now national — holiday. Juneteenth commemorates the events of June 19, 1865, when Major General Gordon Granger rode into Galveston, Texas, and proclaimed freedom for the enslaved Americans two years after the issuing of the Emancipation Proclamation. The symbolic day has since been celebrated by the African American community for over 150 years as a day to celebrate independence and continues to grow in prominence. Juneteenth was officially recognized as a federal holiday last year on June 17, 2021. Despite this turning point in

Calabash was among the thousands of restaurants across the country that struggled to recover even after COVID-19 restrictions lifted. Smith said he held on in hopes that a revitalization bill would pass Congress to offer aid to restaurants and other businesses still struggling to recover from the pandemic. Last month, the Senate voted down a bill that would have allotted $40 billion for a restaurant industry grant program, and Smith decided he couldn’t hold on any longer. “I put in my time and I’m ready

According to Hunter-Jordan, only three T-shirts were left by the end of the day with the community “fully supporting” their effort of offering “positive messages to put out to the community.” She said the acknowledgement of the holiday continues to grow and that Hanover NAACP will “definitely” hold a similar festival next year – one that is “bigger and better” than ever before. “Everything we do is a community effort in hopes of bringing Hanover together as a

It was a community united and enjoying each other's company – that’s what made my day.” Ashland Mayor Steve Trivett commented on his own enjoyable experience attending the event during last week’s Ashland Town Council meeting and said it was “absolutely excellent from beginning to end.” He said the Town was happy to host the “first Hanover County Juneteenth celebration” and looks forward to upcoming celebrations.

The pair later fell in love and married several years later, and they have stuck by each other’s side running the restaurant together ever since. The Smiths said they are parting with the beloved restaurant “with a heavy heart.” “Our staff been humbled by the love and support from the Mechanicsville and Central Virginia community for the past 44 years,” the Smiths said in a combined farewell message. “You are like family to us, and we will truly miss you. Our prayers and love go with all….”

Juneteenth – the country’s independence day for all By Christina Amano Dolan Editor

I

t was a day of meaningful celebration and national independence – a day rich with high energy and hopeful reflection of the distance the country has traveled since the momentous June 19 of many years ago that started it all. Last week, communities across the country joined in the celebration of Juneteenth – an observance that has continued to grow in size in the more than 150 years since its birth in Galveston, Texas. Commemorating the day in 1865 when the last community of enslaved Americans received word that they had been freed by the Emancipation Proclamation, the holiday became an official federal holiday in 2021. Ashland was among the communities across

the state and the nation that embraced the celebration, with community members across Hanover County flocking to the Ashland Town Hall Square to enjoy refreshments, live music and animated conversation. The upbeat tunes of the DJ booth could be heard from several streets away as visitors approached the outdoor gathering. All around the busy lawn, the crowd of audience members were scattered about on lawn chairs and picnic blankets enjoying the live music, many of them proudly wearing the printed Juneteenth T-shirts sold at the nearby Hanover NAACP stand. Nearby, children ran around the grass and residents danced happily to the music. The positive energy of the crowd complimented the sunny day perfectly. It was a day enriched both by those who have carried the holiday close to their hearts for generations and others who just learning of its significance. So many people make think of Juneteenth as

an “African American holiday.” But as shared by Pat Hunter-Jordan, president of Hanover NAACP, the day marks the independence of all Americans and celebrates true unity. “To me, it’s a celebration,” she said. “It’s a way that we can look back at where we as a people have come from, where our communities have come from. But it also is a reminder of the freedoms that we still are missing and how we still have a ways to go in achieving full equality as a people in this country.” Hunter-Jordan shared a meaningful interaction she had the day of the festival that left a big impression and prompted her to “stop and listen.” “A Caucasian man of European ancestry came up to me and he said to me, ‘This is indeed Freedom Day… It not only freed enslaved people but it freed white people… from the connotation of being slave owners. Urban legends, real or imagined, provide intrigue By Jim Ridolphi Contributing Columnist I’m sure we all have stories from our past that seem unbelievable, either in actuality or in accordance with today’s standards. And then there are those stories that no one can actually confirm, but plenty will attest to its authenticity.

It’s probably better not to delve into the details of most of these quasi legends, but there are a few that baffle me to this day. After decades of consideration, I’m still not sure any or all of them have any basis in fact, but they sure make for good conversation. Back in the days when hitchhiking to the Rapids was a daily occurrence for me and most of my friends we

Readers oppose Hickory Grove development proposal Dear Editor, Is anyone in County government listening to the citizens? It is hard to think so after the Hanover County Planning Commission’s June 16 public hearing on two applications for the revived Hickory Grove proposal. Hickory Hill, II LLC is asking for a comprehensive plan amendment to change land use to Commercial, Suburban General and Suburban High to make way for its proposed 52-acre development at the intersection of Route 54 and Providence Church Road. The companion rezoning features 203 townhomes on 43 acres and three speculative commercial pad sites on 9 acres fronting on Route 54. Eleven citizens offered credible opposition to the mammoth Hickory Grove development. Two spoke in favor. Opposition centered on higher traffic volume, loss of rural character, housing density and leapfrogging commercial development from the interstate corridor. The comprehensive plan amendment was approved on a 6-1 vote, Ashland District Commissioner Alan Abbott dissenting. This Hickory Grove proposal, in short, is the wrong development in the wrong place. Citizens have said they favor growth management, gentler suburban-rural transitions, better development design standards, green/open space and rural character. Storms delay, but don’t stop GRAL meets By Dave Lawrence Sports Editor MECHANICSVILLE — The severe storms that swept through the Richmond metropolitan area Wednesday night arrived about the time the area’s Greater Richmond Aquatic League swim meets were to begin. For most of the teams, except those being held at indoor facilities, that mean Wednesday’s meets were postponed until Thursday or Friday. Nevertheless, the meets went on and all of Hanover County’s GRAL teams were in action. Adverse weather is something GRAL teams are used to dealing with. But this is the first season since the coronavirus pandemic began that COVID19 concerns haven’t been a dominant factor to reckon with. “This year does feel more normal in the sense that coronavirus doesn’t dominate everything,” said Ashland head coach Kevin Trent. “What’s kind of interesting is our team has grown significantly during the pandemic. For a lot of our swimmers, they’ve never experienced a so-called normal year. We’re spending a lot of time this year working with families that have a couple of years’ experience to let them know what a normal year is.” Trent should know what a normal year is. He’s been coaching the Barracudas for 23 years of the GRAL’s 30 years. He credits his longevity in the position to the help he’s had all these years. “My staff consistency has

A thoughtful, comprehensive planning process engaging all stakeholders should be the priority. The optics are grim. The county seems to be serving a narrow interest to the detriment of the broader good. Reader says citizens can guide future land use Dear Editor: One of the more important responsibilities of your Hanover Board of Supervisors is deciding land use cases. They represent the future face of the community – potential new businesses, new planned communities, new commercial development, and yes, potentially more traffic. Each land use case is unique. Each rezoning application has its challenges and conditions and these require detailed study and analysis by a number of experts in various fields. Every land use case brought before the county undergoes a review by a number of departments in and outside of the county. Experts in various disciplines review an application for compliance to zoning requirements and other related requirements. The suitability of a rezoning application is assessed against how it adheres to the recommendations of Hanover’s Comprehensive Plan, the Zoning Ordinance and, if applicable, a traffic impact study is performed. The board’s land use decisions are guided by the Comprehensive Plan and by the Zoning Ordinance. The board cannot ignore these governing documents

in their determination of a rezoning application’s suitability. One recent case heard by the board involved a rezoning application filed for a convenience store proposed at the intersection of Creighton and Cold Harbor roads. This case presented several challenges, including an inadequate sight distance for traffic travelling south bound on Creighton Road and the Comprehensive Plan’s requirement of a buffer between business and residential properties. The proposed entrance on Creighton Road necessitated three traffic engineering reviews and a variety of analyses and recommendations. The conclusions and recommendations were somewhat baffling and possibly open to interpretation and applicability. I harbored concerns about the traffic impact on southbound Creighton Road that the proposed entrance on Creighton would impose. These concerns caused me to reach out to the Cold Harbor Supervisor Michael Herzberg as the case was in his district. During a discussion with Herzberg, he advised me that he, too, had concerns about the conclusions of the traffic studies. He proposed that we drive the road in separate vehicles to investigate if there was adequate visibility to southbound traffic approaching the entrance on Creighton. After making several runs, Herzberg advised that he felt that the proposed entrance on Creighton Road presented a potentially dangerous condition. Herzberg further advised that he was reserving judgement on the suitability of the rezoning application until all facts were presented at the public hearing and he had the opportunity to query the traffic engineers and county staff and hopefully receive clarification on a number of concerns. During the public hearing, Herzberg conducted an in-depth questioning of the traffic engineering studies. He questioned the stopping sight distance for south bound Creighton Road drivers to safely travel the road during peak periods and said the traffic study’s projected traffic count during peak hours on the road reinforced his concerns. After a masterful presentation on the merits of the proposed rezoning by the applicant’s attorney, Mr. Jeffrey

Geiger, and independent traffic engineers, Herzberg moved to deny the application citing his concerns with the traffic. In the discussion following, Supervisors Davis and Kelly-Wiecek pointed out that the proposed development did not completely fit onto property zoned for business. The project would need to acquire an adjacent parcel zoned residential to satisfy all of the requirements for the rezoning. A requirement in the county’s Comprehensive Plan recommends a buffer between residential and business development. This application sought to have that buffer rezoned from residential to business. This constituted a valid reason for denial of the rezoning application. Often citizens opposed to a rezoning will offer reasons like “the proposed store would bring more crime,” “we don’t need another convenience store at that corner” or “we like our neighborhood the way it is.” The reality is that those are not legally defensible reasons for denial of a rezoning application. Supervisors review the entire rezoning application, often comprising several hundred pages and requiring hours of study. They consider recommendations of the planning staff, the planning commission, traffic engineers and potentially every county department. Supervisors meet with interested citizens to hear citizen comments opposing or supporting an application for rezoning. Land use decisions are not “done deals” and are challenging. The supervisors’ decisions are constrained and guided by our governing documents. Their decisions to allow or deny a rezoning must be founded in legally defensible logic and established requirements defined in the Comprehensive Plan and Zoning Ordinance. It is community.” The event was a wonderful example of Hanoverians unifying to commemorate the day when all Americans secured their independence. It was a joyous day that called people to reflect on its roots and how the country’s second Independence Day has grown significantly in recognition over the years and will

Another notable local legend involves a spot on the river just east of the bridge that once served as a recreational spot for local teenagers called the Z Dam. A calm wade across the old structure provided access to a place called Sandy Beach notorious for its raucous beach parties. It was not unusual on a summer night to see reflections of numerous groups as they crossed the dam, lined up in caravan tope fashion with coolers and other accessories packed on their backs headed for Sandy Beach. Although the parties were legendary, the number of parties decreased in late summer as the water flowing across the dam slowed to a trickle. The rocks below provided an easy path to the popular beach, but few were interested in sitting on a beach with little or no water. Again, legend has it that it was during one of these less intense evenings when a group of kids packed a 1953 Chevrolet full of 3.2% beer and drove across the rocks to Sandy Beach. Now, I can

And, these are only two examples of fantastic tales told by the ones who remember those unheralded highlights. I’m sure you have your own version of local urban legends, some too fantastic, illegal or dangerous to mention. Maybe, it’s all part of that part of the past often referred to as best forgotten to many but worthy of a whimsical smile from others. To this day more than five decades later and true or not, I never cross the Huguenot Bridge without glancing over at the canal and wondering “how did he make it.”
