Council OKs one-time tax amnesty on penalties, interest

By Melody Kinser Managing Editor ASHLAND -- In their ongoing efforts to help residents and businesses trying to recoup economically due to the COVID-19 pandemic, members of Ashland Town Council unanimously approved an amnesty period for penalty and

interest applied to delinquent real estate, personal property, business license, meals, and lodging taxes.

Action was taken during last Tuesday’s regular council meeting on the one-time benefit to delinquent taxpayers, which waives penalty and interest on payments made

between Tuesday, March 16, and Saturday, May 1.

Payment plans made after May 1 will not receive a waiver of penalty and interest. After May 1, any outstanding penalty and interest will be reapplied and collected vigorously.

he chairman of the Hanover Republican Committee of the Republican Party of Virginia, has issued an Official Call for the Election of Delegates to the State Convention.

She said, “As and pursuant to the Plan of Organization and as recommended by the Committee, I, Dale Alderman, do hereby issue this call to elect delegates to the May 8, 2021, State Convention at which candidates for Governor, Lieutenant Governor, and Attorney General will be selected between 9 a.m. and 4 p.m.”

Qualifications for Participation All legal and qualified voters of Hanover County under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts.

RICHMOND – Keep Virginia Beautiful (KVB) has opened registration for Shiver in Virginia, a reimagined version of its annual Shiver in the River festival that has been KVB’s largest annual fundraiser since 2015.

This year’s initiative is designed to be COVID-19 safe and give people more choice in how they can contribute to the beautification of their communities. Shiver in Virginia runs through Wednesday, March 31.

“We’re taking Shiver in the River statewide this year,” said Mike Baum, executive director of Keep Virginia Beautiful. “We want people to be proud of their communities and the challenge

is all about getting outside and making a difference – and influencing others to do the same, at a safe social distance.”

Participants engage in activities, including litter cleanups, recycling, trail cleaning, graffiti removal and other good deeds.

For a small and impactful donation of $20.21, participants will receive a free Virginia State Parks parking pass, with no expiration date.

Participants also will have access to the KVB Mission Challenge website, where they can map the collective progress on the 2,021-mile path across the state. With each act reported, participants will be entered into drawings for

additional prizes.

Keep Virginia Beautiful is challenging participants to share their photos, contributions and successes with others on social media. Help spread the word using the hashtag #shiverinvirginia.

The mission at Keep Virginia Beautiful is to engage and unite Virginians to improve our natural and scenic environment. We believe in a shared responsibility to end littering, improve recycling, and beautify communities.

Hanover County Board of Supervisors makes changes to meeting times HANOVER – As of Feb. 10, the Hanover County Board of Supervisors is starting its standing second Wednesday meetings at 2 p.m. All evening meetings and sessions will begin at 6 p.m. and public hearings could start as early as 6 p.m.

This represents a change from the previous start times.

The change in public hearing start times is intended to support increased citizen participation in public hearings.

The board will generally meet at 2 p.m. on the second Wednesday and at 6 p.m. on the fourth Wednesday. In the months of June, July, August, November and December, the board meets only once per month. Additional meetings are scheduled as necessary.

A year ago, many things in the world paused due to the COVID-19 pandemic. But the need for blood never stopped. Today blood donations are just as essential, and the American Red Cross urges individuals who are healthy to make an appointment to donate blood.

Donors have opportunities to give from 1 to 6 p.m.

For patients in the emergency room, fighting cancer or coping with a life-threatening illness, help can’t wait.

Their health is reliant on the selfless generosity of blood donors. However, the blood supply continues to face challenges from the ongoing pandemic and extreme winter weather that impacted much of the U.S. last month.

More donors, especially those with type O blood, are needed now to ensure that patients have lifesaving blood products available for emergencies and everyday medical treatments. Schedule a blood donation appointment by downloading the Red Cross Blood Donor App, visiting RedCrossBlood.org, calling 1-800-RED CROSS (1-800733-2767) or enabling the Blood Donor Skill on any Alexa Echo device.

March is Red Cross Month, and the Red Cross is celebrating blood, platelet and plasma donors for stepping up to meet the constant need for blood amid the pandemic.

Important COVID-19 information for donors The Red Cross is testing blood, platelet and plasma donations for COVID-19 antibodies. The test may indicate if the donor’s immune system has produced antibodies to this coronavirus, regardless of whether an individual developed COVID-19 symptoms. Testing may also identify the presence of antibodies developed after receiving a COVID-19 vaccine. Red Cross antibody tests will be helpful to identify individuals who have COVID-19 antibodies and may now help current coronavirus patients in need of convalescent plasma transfusions. Convalescent plasma is a type of blood donation collected from COVID-19 survivors that have antibodies that may help patients who are actively fighting the virus.

Plasma from whole blood donations that test positive for high levels of COVID-19 antibodies may be used to help COVID-19 patients.

COVID-19 antibody test results will be available within one to two weeks in the Red Cross Blood Donor App or donor portal at RedCrossBlood.org. A positive antibody test result does not confirm infection or immunity. The Red Cross is not testing donors to diagnose illness, referred to as a diagnostic test. To protect the health and safety of Red Cross staff and donors, it is important that individuals who do not feel well or believe they may be ill with COVID-19 postpone donation.

Each Red Cross blood drive and donation center follows the highest standards of safety and infection control, and additional precau-

tions – including temperature checks, social distancing and face coverings for donors and staff – have been implemented to help protect the health of all those in attendance. Donors are asked to schedule an appointment prior to arriving at the drive and are required to wear a face covering or mask while at the drive, in alignment with Centers for Disease Control and Prevention public guidance.

Why would anyone damage a cemetery?

hen I heard the news that some tombstones and markers at Hollywood Cemetery in Richmond bad been vandalized, it was like I had been kicked in the gut. Not only do I respect and value the sanctity of a final resting place, but, in this case, I have family buried there.

My sister and my brother-in-law’s brother were buried there in 2011 and 2015, respectively.

Michael will be placed next to my sister. I don’t know about the fourth grave.

We knew my sister’s life was coming to an end in April of 2011 (it will be 10 years on the 27th), but -- despite a long-term illness -- Robin

and Michael really hadn’t discussed final arrangements.

It was a Sunday night when he called, saying, “I’m coming over” after having spoken to one of the specialists involved in her case. I told Mom, “We’ll agree with whatever he decides.”

Her days were numbered, so we had to talk about preparations for her death. I asked about Hollywood Cemetery, knowing it was one of her favorite historical spots in the city.

The cemetery was always a destination whenever I brought family or friends to visit before I moved here.

We agreed Michael would check into the availability of any plots. He was successful.

Of course, we go often to visit and clean the

tombstone, bench and marker for Robin and Bryn. Not to sound macabre, but it is a lovely, peaceful setting. And the history is incredible.

Also noteworthy are the mausoleums and statues located throughout the massive cemetery.

So, how could anyone topple over tombstones and markers and break some into pieces? How heartless and cruel!

I pray the culprits are caught and face the toughest consequences possible.

While I’m relieved my family members’ graves were undisturbed, I understand the grief of those whose loved ones were impacted.

Whatever caused such a disruptive action is not excusable.

I hope to hear about arrests soon.

By Jim Ridolphi Contributing Columnist Like thousands of other Virginians, I was beginning to believe the call informing me I’d been approved for a COVID19 vaccination would never come.

And it didn’t.

The good news arrived in the form of an email from the CDC (Centers for Disease Control), notifying me that my number had finally come up and it was time to schedule an appointment.

After several attempts to schedule

were met with crashing websites or blank pages, I finally scheduled my slot for the sought-after vaccines.

I’d listened carefully to news reports that described a level of frustration with the registration system that raised sufficient alarm, so I felt I was well prepared for the process.

For days, I heard that recipients would not be able to choose which vaccine they preferred, and citizens should not be choosey and take the first shot that was available.

So, I was a bit surprised when the first question on the CDC registration form was “Which vaccine do you want?”

There were three selections. In other words, all of the vaccines were available and choices were available — a pleasant surprise.

I chose Johnson and Johnson for several reasons, but mostly I only wanted to go through the process once and the J&J shot offered that option.

Appointments were scheduled according to what vaccine you selected,

but all varieties offered slots within days of the email notice.

I received confirmation from the CDC regarding my appointment with instructions on what to bring and where to be.

Within minutes, I began receiving notification from VDH (Virginia Department of Health) that I had been selected to receive a vaccine and should schedule through its website. Since I had the confirmation, I ignored these emails see VACCINATION, pg. 8 A

It took effect upon adoption, and the reduction in penalties and interest contained in the ordinance are retroactive to Jan. 15, 2016.

“Nothing in this ordinance shall be construed to require a refund for penalty and interest that have been paid on or before March 15, 2021,” Goldsborough added.

The other ordinance works within the time frame of Jan. 15, 2016, to May 1, 2021, and read like Ordinance No. 2021-04 in that remittances and assessments that were first required to be remitted on or before Jan. 15, 2016, and May 1, 2021, will be assessed a penalty of zero percent for failing or refusing to remit the taxes, so long as the remittances are made to the director of Finance on or before May 1, 2021. They also went into effect upon adoption.

Ordinance No. 2021-05 is an uncodified ordinance that amends the town code by reducing the penalty and interest for late remittances of Business, Professional and Occupational License (BPOL) taxes to zero from Jan. 15, 2016, to May 1, 2021.

Kate Tweedy, daughter of Penny Chenery, the owner-manager of 1973 Triple Crown winner Secretariat, and granddaughter of his breeder Christopher Chenery, will explore how Meadow Farm, now the Meadow Event Park, came to produce the greatest racehorse of the 20th Century.

Chris Chenery was raised in Ashland and attended Randolph-Macon College before going to New York to make his fortune. In 1936, he established a racing stable on his ancestral farm, The Meadow, in Caroline County. His daughter Penny Chenery led the stable to win the Kentucky Derby twice, in 1972 and 1973. Penny was played by Diane Lane in the 2010 film Secretariat. Kate, an Ashland resident, author of Secretariat’s Meadow: the Land, the Family, the Legend, grew up admiring her family’s horses and has shared their story at venues all over the country.

After several attempts, I accessed the CDC site and filled out the short questionnaire, submitted it, and ran out the door heading for the Raceway, and, finally, a real defense against a virus that had caused disruption for all who encountered it during the past year seemed within reach.

as I lined up outside the iconic red barn at the old fairgrounds, joining hundreds of other seniors who were lucky enough to get the call.

“Everyone take one of these forms and fill it out before you enter,” the man in fatigues shouted as he distributed a single page of questions.

I mentioned that I already had filled out the same form online and submitted it, but the cordial soldier told me that was for federal registration and I was at a state-run vaccination center.

Now, I could have retorted and explained I didn’t register at the state site, but got my appointment on the federal site, but this guy was working hard enough without my input.

It took only seconds to check no on all the boxes and gain entry into a long line that wound

through the old barn, back and forth like waiting for a ride at Kings Dominion.

After an insignificant wait, I was directed to a station where an off-duty Henrico fireman prepared to give me the shot.

“Did you answer no to all the questions on the form?” he asked.

“Yes, twice,” I responded.

Seconds later, the deed was done and I became one of many seniors who have been vaccinated. With it came a sense of security that I can only hope will envelop a nation as more and more of us take the plunge.

I also left with a renewed respect for the many public servants and other volunteers who made the clinic run smoothly and provided more than just medicine to the residents they encountered.

Head Coach Ken Wakefield knows Friday’s contest could be an elimination game when it comes to the postseason.

“One thing we tell our kids, you’re going to hit adversity,” Wakefield said. “You just don’t know when it’s going to come, and it’s how you respond to it.”

Patrick Henry’s 28-6 win over Atlee Friday night to sweep the Raiders in two meetings and move to 4-0 came in a game very much in doubt early in the fourth quarter.

A forced fumble by Atlee (1-3), recovered by Tyler Garr and returned 28 yards for a touchdown with 9:28 remaining cut a precarious Patriot lead to 12-6.

Enter Jordan Allen. The junior quarterback, who broke off a 56-yard run on the Patriots’ first play from scrimmage, found a hole up the middle, turned right, and raced 38 yards to the Atlee 35.

“I got all those yards and thought, it’s my time. Let’s go get it,” Allen said.

On the next play, Allen went left, gaining 18 yards. His next carry traveled 9 yards. On the fourth play of the drive, he patiently waited for two blocks to his left, then bolted for the pylon, breaking the plane of the goal line just ahead of an Atlee defender.

For good measure, Allen converted a 2-point conversion that made it 20-6 Patriots with 7:05 remaining.

Samardge stays steady in Hanover victory

By Dave Lawrence Sports Editor MECHANICSVILLE – Placekickers rarely attract the plaudits given to other skill positions in football, like quarterbacks, running backs, receivers and the like, but that doesn’t mean their jobs are any less important for the success of their teams. Friday night, Hanover placekicker Ethan Samardge more than earned his stripes.

With less than a minute before the first half expired, the game scoreless and the Hawks with the ball on fourth down at the Mechanicsville 6, Hanover called a timeout to prepare for a field goal attempt. The Mustangs then followed with three timeouts of their own to see if they could rattle the Hawk kicker.

The ploy didn’t work. With a wisp of a second remaining, Samardge launched a 24-yard lob toward the goal posts. It didn’t look like it would make it. The ball started to fade short and drifted right – but it just found its way through the uprights. Those three points proved the winning margin in Hanover’s 17-14 win.

“Three points on the board, that’s what won the game, but it was the entire team, the entire unit,” Samardge said. “I couldn’t have done it without them. It was 100% team effort.”

But there comes a time where the burden is all on Samardge – and his ability to tune all the distractions out.

“It’s just me and the ball,” he said. “They tried to throw me off mentally with those three timeouts, I think it was. It don’t work. I stay locked in almost like we do in practice. You’ve got to stay calm. The muddy ground contributed to a number of slips throughout the game as both offenses struggled at times. The heavy rains of the latter part of the week did not help the field’s

condition. It and the cold contributed to a number of turnovers by both offenses.

The Mustangs went ahead in the third quarter on an 8-yard run by quarterback Logan Harris, but the lead did not last long. The Hawks responded with a pair of touchdowns in the fourth quarter, both on runs

by Hanover quarterback Levi Huesman of 8 and 12 yards, respectively.

Samardge supplied both extra points.

Huesman led the Hawk offense, completing 15-of-29 passes for 125 yards and carrying the ball 23 times for 68 yards and his two touchdowns.

Mechanicsville got the final score of the game in the final minute on a 1-yard run by Avant Johnson. The Mustang placekicker, Thomas Richman, was steady as well, providing both Mechanicsville extra points.

The victory is further evidence that Hanover head coach Sam Rogers’ efforts to instill a winning mentality at Hanover is paying off.

“We’ve been at it since February of last year,” Samardge said. “The coaching staff, all the kids, everything has changed.

The culture is completely different at Hanover. It’s on its way back to where it once was. We’re on a roll. I could not be more proud of the coaches and the entire team.”

Raider girls win close one at Patrick Henry

By Dave Lawrence Sports Editor ASHLAND – Looking at the final match score of 3-1, one could be excused for thinking that Atlee girls volleyball team dominated the floor at Patrick Henry Wednesday night.

But anyone coming to that conclusion would be wrong.

Three of the four games went into extra time, and the other just missed the opportunity.

Atlee on the first match 31-29, and the second one 28-26. The Patriots took the third game 26-24 before the

Raiders claimed the match with a 25-22 win in the final game.

“Patrick Henry’s a good team. We knew they’re a good team,” said Atlee head coach Curtis Carpenter. “Especially coming here. They bring energy from someplace, from way down in the depths of something. I don’t know where, but they bring it.”

Youth step up in R-MC win over visiting Guilford

By Rob Witham for Ashland-Hanover Local ASHLAND – Coming off a disappointing 24-8 defeat at the hands of No. 11 Christopher Newport Wednesday, Randolph-Macon men’s lacrosse entered Senior Day on Saturday looking to apply the lessons learned from that loss.

The Yellow Jackets, whose starting lineup includes freshmen both in goal and on attack, are still developing their

chemistry in a season where little is normal thanks to the COVID-19 pandemic. Though they turned in an uneven performance in a 16-10 Old Dominion Athletic Conference (ODAC) victory over Guilford at Day Field, Randolph-Macon came closer together.

“We only have five seniors.

We have some pretty talented juniors and sophomores, but those young guys are very capable,” Yellow Jacket head coach J.B. Sheridan said. “They need

experience, not only for themselves personally but they need experience for us as a group, chemistry-wise.”

Goalkeeper Oz Potter, from nearby Midlothian High School, has been stellar between the pipes so far, registering eight saves in Saturday’s win, anchoring a defense that kept the Quakers off the scoreboard for nearly 21 minutes in a first half stretch that saw Randolph-Macon (3-2, 2-0 ODAC) go on an eight-goal

run that turned a 2-2 tie into a 10-2 advantage.

Junior Jack Averna scored all four of his team-leading four goals in a nearly 13-minute timeframe, half in the aforementioned run. Guilford ended it on a goal from DiMaggio Wilson with 2:37 left in the second period for a 10-3 halftime margin.

The learning for the Yellow Jackets continued in an uneven third period, which saw the Quakers score three of the first

four goals to trim their deficit to 11-6. Finally, on a man-advantage, Ryan Pritchard, another freshman, and one of three Yellow Jackets to score three goals, fired a shot past Guilford goalkeeper Jack Rogers with 2:58 left in the quarter.

Nick Homkomp answered just 19 seconds later, but junior Brandon Smith scored one of his three goals less than a minute later, making it 13-7 Yellow Jackets. The teams traded goals to start the final period, then,

Taylor, Crytser claim wins at Poor Farm Park

By Dave Lawrence Sports Editor ASHLAND – Patrick Henry’s Luke Taylor may have smoked the field, but Mechanicsville High School’s teamwork helped the Mustangs prevail in the boys race in a Hanover County cross country quad Wednesday afternoon at Poor Farm Park.

The soggy conditions of earlier in the day did not seem to slow any of the athletes. Taylor sprinted to the finish, clocking in at 15:38, 25 seconds ahead of Mechanicsville’s Grayson Clark. Clark led a tight grouping with No. 3 Ethan Coleman of Hanover and No. 4 Travis Albon of Atlee. The trio finished the 5-kilometer course in 16:03, 16:04 and 16:07, respectively.

The Mustang boys finished with 34 points, followed by Atlee (52), Patrick Henry (61) and Hanover (78).

“I was very pleased with how we ran today,” said Mechanicsville head coach Joey Wingo. “We had a nice little

group of runners. We packed it in. … We ran well as a team and it showed in the results.”

Patrick Henry head coach Jeremy Dobrinski wasn’t expecting Taylor to come in so hard and fast.

“He was not necessarily supposed to be going hard because we just came off a bunch of different races,” Dobrinski said.

“But he felt comfortable and you can’t take anything away from the weather.”

While the day began damp, and some of the course was a bit soggy, the cool temperatures made for good running weather.

Hanover’s Alli Crytser won the girls race by 48 seconds, coming in at 18:26 while runner up Rachel Mudd of Atlee finished in 19:14. Mechanicsville’s Sierra Puleo was third in 19:17.

“We were a little bit legweary because we worked hard on Monday,” said Hanover head coach Rich Firth. “Alli Crytser ran really, really well and ran away from the field and ran a nice time for a Wednesday meet.”

Hanover Rotary Club announces Recycle household hazardous essay contest for fifth graders waste & shred event April 24 Contributed Report news@mechlocal.com The Rotary Club of Hanover County is sponsoring the seventh annual essay contest for interested fifth grade students in Hanover County.

The topic of this year’s contest is “Rotary’s Four Way Test and What It Means to the Conduct of my Daily Life.”

The Rotary 4-Way Test consists of 24 words that can help us create an attitude and atmosphere in which to better relate, share, and implement ideas.

These four questions encourage us to apply principles of truth, justice and caring regard for our neighbors in our relationships with each other.

The 4-Way Test asks us to consider these four questions when making decisions about what we think, say or do …

1. Is it truth?

2. Is it fair to all concerned?

3. Will it build good will and better friendships?

4. Will it be beneficial to all concerned?

Eligibility: All fifth-grade students in Hanover County (public, private, and home-

schooled students) are eligible to participate.

Essay Length: The essay must not exceed 300 words in length.

Format: It may either be neatly handwritten singlesided on white paper or typed.

If typed, use Microsoft Word format either Arial or Times New Roman font; print size 12 point; double spaced; printed on white paper, size 8½x11. Do not insert graphics, use of bold, italics, or underlining.

Original Work: The essay must be the original work of the student submitting the essay for competition.

E-Waste Recycling event set April 17 HANOVER -- On Saturday, April 17, Hanover County will host an e-waste recycling event at the Mechanicsville Solid Waste Convenience Center at 7427 Verdi Lane. The event will be held from 8 a.m. to noon.

Flat screen monitors will cost $6 per unit to recycle and flat screen televisions will cost $14 per unit. CRT (old convex style) monitors or televisions will not be accepted.

Computers, tablets and cells phones will be accepted and shredded (hard drive only for computers) at the event for a $5 charge.

Printers under 25 pounds will cost $2 per unit to recycle and those over 25 pounds will cost $5 per unit.

You will be able to pay with checks, cash and credit/debit cards.

All other electrical items (anything with a plug except appliances that contain Freon), including microwaves, will be accepted without charge. All items with plugs will be recycled.

In addition, rechargeable batteries will

be accepted for recycling at this event. Be aware that these batteries can pose a fire hazard. Hanover County solid waste facilities have experienced numerous fires related to rechargeable batteries.

Alkaline batteries or smoke detectors will not be accepted.

Ashland helps Helen Gilliam celebrate 104th birthday (Editor’s note: The following was submitted by Sue Watson, one of the Town of Ashland’s most avid “cheerleaders”. She joined last week in celebrating Helen Gilliam’s 104th birthday.)

ASHLAND -- On March 17, Helen Gilliam’s 104th birthday was celebrated by her loving family. They were joined by Gandy Elementary School children, Hanover County Public Schools Superintendent Mike Gill, Ashland representative on the Hanover County Board of Supervisors Faye Prichard, Ashland Mayor Steve Trivett, Vice Mayor John Hodges, members of the Ashland Police Department, and a few friends and neighbors.

The crowd gathered in a socially- distanced fashion outside of the Gilliam home to enjoy the brief celebration.

Several weeks ago, Alma Nelson, Mrs. Gilliam’s daughter, told her friend and neighbor, Emily Lee, that the family would like to celebrate

After presenting Mrs. Gilliam with a bouquet of flowers and a birthday cake, the Gandy students sang “Happy Birthday.” Then the whole crowd joined those singers with another energetic version of “Happy Birthday.”

Even though the ceremony was short, it was obviously filled with spirit and love.

People in the neighborhood who joined the gathering, family members, and community leaders were obviously glad and excited to be a part of such a positive community event — one that reflected the contagious energy and joy of the honoree and her family.

And to top off the ceremony, the people at the Ashland Chick-fil-A brought over birthday cards and 104 chicken nuggets for a birthday afternoon treat.

In a conversation the day after the birthday, Emily Lee said that everyone who participated in this party felt blessed just as she feels blessed to have known Mrs. Gilliam for so many years.

As Mrs. Gilliam has been blessed with her 104 years of living, the Ashland/Hanover world has been blessed with an event that holds up to its people the values of being neighborly, of sharing time, resources, and talents with other people, and thus contributing positively to the world.
