Biden wins; Hanover stays conservative

By Melody Kinser Managing Editor HANOVER – The aftermath of last week’s General Election in Hanover County mirrors the national scene, with Democrats celebrating and Republicans claiming fraud.

On Saturday, Nov. 7, Democrat Joseph R. Biden was declared the president-elect after one of the most heated and highest turnout elections in recent history. He defeated incumbent Republican President Donald J. Trump in the Electoral College, 279-214. To win, 270 electoral votes must be received.

Turnout in Hanover County, according to Teresa F. Smithson, VREO, Director of Elections/ General Registrar, was 86%.

In Virginia, Biden and his running mate Kamala Harris handily won, with 2,392,727 (54.1%) votes to Trump and Vice President Mike Pence’s 1,961,775 (44.3%) votes.

With conservatives considered the majority in Hanover County, voters maintained that tradition by supporting Republican candidates. Trump captured 44,318 (62.5%) votes to Biden’s 25,307 (35.66%).

Smithson, whose office saw

a steady turnout with the early voting procedures, said, “Early voting in Virginia is here to stay.”

HANOVER -The Hanover County Fire-EMS Peer Support Team, in conjunction with the Hanover County Community Services Board (CSB), will host a first responder cultural competency training for mental health clinicians from 9 a.m. to 1 p.m. on Thursday, Nov. 12.

The course is free, eligible for continuing education units, and will be available online.

Laura Robertson, Behavioral Health Wellness Specialist at the Hanover CSB, has provided assistance in the development of the course.

“Research has shown that 85 percent of first responders have experienced symptoms related to a mental health problem,” she said.

“Now, with the pressures of a pandemic our first responders need culturally competent mental health care more than ever. Clinicians attending the training will learn about the language used in the fire service, how firefighters and other emergency medical workers experience the calls they respond to, unique job stressors, and

tips for working with first responders.”

Firefighter Craig Bodette, who leads the Peer Support Team and is one of the training facilitators, said he looks forward to building relationships with mental health professionals in the community.

“This class will help give clinicians an idea of the different problems we battle due to the job. It will also help cultivate positive and trusting relationships between mental health professionals and those of us in the fire service.”

Attending clinicians that elect to do so also will receive suicide prevention resources including medication lock boxes, gun cable locks, and medication disposal bags to distribute to their clients.

Hazardous waste and paper shredding event set Saturday HANOVER -- Hanover County will hold a special household hazardous wastes and paper shredding recycling event between 8 a.m. and noon on Saturday, Nov. 14, at the Mechanicsville Solid Waste Convenience Center on Verdi Lane.

During this event, Hanover County residents will be able to recycle household hazardous wastes and shred up to four boxes (10x12x18) of personal documents or information at no charge.

Household hazardous waste accepted for recycling at this event includes pool chemicals, pesticides, herbicides,

household cleaners and oil-based paints.

Electronic waste will not be accepted for recycling at this event.

This event is for Hanover County residents only (ID required).

Linwood Thomas, Economic Development director, presented his 2020 annual report to the Hanover County Board of Supervisors late last month, and, despite obstacles, the recap revealed positive trends that were interrupted, but not halted, by the pandemic.

“Like other departments, we quickly had to pivot when the COVID-19 epidemic hit. Within a week, we had a website up with local, state and federal resources,” Thomas said. “That website has seen more traffic in five months than any of our other announcements or web pages in the past five years.”

The department quickly partnered with local chambers of commerce and distributed PPE (personal protective equipment) to more than 400 local businesses, and created an app to link local residents looking for takeout options with local restaurants.

Through the county’s small business assistance program made possible by CARES funds, the department was able to assist 58 businesses with $270,000 in financial grants.

Thomas said the pandemic did limit faceto-face meetings with potential investors, but increased use of Zoom-type meetings rose dramatically and actually established new avenues of marketing contacts.

“Some of these things may stay for good,”

Thomas said.

Over the last five years, commercial real estate values have increased 15%, 5% of that occurring in the past year. That increase amounts to about $150 million in additional revenue for the county.

Thomas accredited those increased assessments to a strong economy and Economic Development’s continued efforts to attract and land projects.

“We’d like to think that we’ve played a small role in that because we’ve added additional projects to the tax rolls,” Thomas said.

While some localities are struggling to attract and maintain office space clients, Hanover’s market has avoided those major downturns due to the prevalence of medical office units.

“We continue to see a decline in vacancy rates,” Thomas said. “Most of office space is medical office so we don’t have a lot of general office space so I think that’s the reason that component is very strong.”

Retail vacancies did increase slightly during FY 2020, rising from 2.1% to 2.8%, according to statistics that rely on the number of businesses maintaining leases.

“That doesn’t mean that people aren’t struggling in the retail space. What is does mean is that those leases are still in place,” Thomas said.

He said it will take an additional six to eight months to fully assess local impacts on retail space.

The county also has engaged in an ambitious effort to increase building space for industrial investment. Thomas said those efforts are paying off and the county has more options for prospective industrial investment.

“Through our speculative building program, we have been able over the past 18 months to develop approximately one million square feet of new space …. and a majority of it is being leased up,” Thomas said.

Regarding unemployment and labor force statistics, Hanover began 2020 with a historically low unemployment rate of 2.4 percent. During the pandemic, it spiked at about 8.9%, but has steadily declined to its current 4.4% rate.

Thomas said 1,500 new jobs were added last year, but most of those gains were negated by the spikes in unemployment during the pandemic.

Annual salaries in the county have enjoyed a steady increase during the past five years, enjoying a 20% percent increase over that period, and recording a 2% increase in the 2020 report.

“At the start of calendar year 2020, unemployment rates were hovering at all times lows of 2.4% and that spiked at its highest point in May during the pandemic at 8.9% but in the last two months has receded to 4.4%, which, by most Federal Reserve economists, is considered full employment,” Thomas said. “We do not know what the coming months will bring with virus itself but what we can say today that Hanover County's unemployment rate is well below most

localities in the entire Richmond region except for New Kent and Powhatan counties, which are currently at 4.2% and much smaller jurisdictions by population."

Thomas said his office continues to make investments in site readiness and added 11,000 acres of tiered sites during 2020. He also said developing areas where commercial development is planned is essential to continued economic development in the county.

Thomas said there is less than 600 acres of commercial property that is classified above Tier 3 available in the county, and there is a need to continue site ready improvements on commercial tracts.

Last year, Thomas’ office announced more than 230 million of new business investment in Hanover County, but Thomas cautioned those investments only yield returns when they are up and running.

“They are just announcements until they begin to pull commercial construction permits,” he told the supervisors.

The report notes 87 new ventures or existing business expansions during the past year, a 35 percent increase from the prior year.

“Over the last fiscal year Hanover County has continued to see significant growth in many of its key industry sectors. This does not discount the fact that some sectors like the retail see ECONOMIC, pg. 5

and hospitality industries similar to most localities across the Commonwealth and Nation are still struggling,” Thomas said.

By far, the biggest of those announced projects was the construction of a distribution center by Rochester, New Yorkbased Wegmans.

“It did receive all the necessary local approvals, but at the end of the day this project is not done,” Thomas said. “It’s really not done until the doors open and the project is trying to get through the State Water Control Board regarding wetlands permitting and we don’t know what the outcome of that will be.”

Bon Secours Memorial Regional Hospital announced a $55 million expansion that also will provide additional jobs, as well as the new Virginia ABC (Alcohol Beverage Commission) facility and Department of Forensic Science headquarters.

In addition to an expanding local commercial environment, Thomas said Hanover is garnering inquiries from an international market with 95 prospective hits in the past year from foreign countries.

He also noted a continuing positive trend in agribusiness and said Hanover’s 570 farms continue to provide a

stable and vital component in the county’s economic development picture.

“Agri-business generates almost $200 million a year in local economic impact and thousands of jobs,” Thomas said.

Despite a significant drop in regional tourism due to the pandemic, Thomas said lodging tax revenue in Hanover was down only 20 percent from the preceding year.

He conceded that the closing of King’s Dominion will affect overall visitor numbers for the year, but those figure won’t be available until the end of the calendar year.

Thomas estimated those tourism visits could be off as much as 30 to 40 percent by next year.

Even with the downturns and unknown consequences regarding the pandemic, Thomas said commercial development in Hanover County remains on track. “"Overall, the local economy exceeded expectations for the fiscal year FY-20,” Thomas said. “Commercial construction permits totaled over $61 Million which once again exceeded last year's figure which was the largest single year on record. The County also added over 1950 net new jobs in FY-20 which is the second strongest year on record since tracking began over 15 years ago."

From the managing editor

Happy 90th to a very special lady

By Melody Kinser Managing Editor esterday, my mother, Hazel M. Kinser, was blessed to celebrate her 90th birthday. She doesn’t look her age and she definitely is more active than her youngest daughter (that would be me).

She remembers World War II, saw classmates go to Korea, and her oldest daughter’s classmates head to Vietnam.

She also knows exactly what she was doing the day President John F. Kennedy was assassinated in Dallas (helping other women in our church prepare chili for a hot dog sale).

She and Dad demanded I watch two men walk on the moon in July 1969. (I’m still not convinced, but I’ve said that before.)

She has never missed the privilege of voting in an election, including last week’s historic and record-setting turnout.

Her memories are far too many for me to list, but I enjoy reminiscing with her about her father, my dear Grandpa, and the sacrifices he made for his family when he went underground for over 40 years mining coal.

He and my grandmother (who, sadly, passed away two years before my birth) moved to West Virginia from farming families. Both had limited educations, but that did not deter Grandpa from becoming a mine boss to provide a better living for his wife and five daughters.

Mom’s parents insisted their daughters graduate from high school and they could not marry until they were 21 years old. About a week ago, Mom was talking about Dad asking Grandpa for his blessing to make Mom his wife.

He died in July 1992 after we celebrated their 40th anniversary with a party and rededication of their wedding vows at our home church in December 1991.

Side note: Dad’s maternal grandfather was one of the founders of our home church.

We talk daily about Dad and my older sister, Robin, who passed away in 2011.

Mom stays busy at this amazing age -- and she is, overall, quite healthy.

She was the mom who car pooled before that became a common term. She was involved in the church women’s ministry, woman’s club, PTA, Girl Scouts, and received a two-year state appointment to the West Virginia Library Commission, courtesy of former Gov. Jay Rockefeller, and was elected to the West Virginia Retirement Board for a six-year term. As a reading and math aide in the county school system, she ended up serving two terms as president of the West Virginia School Service Personnel Association.

But, regardless of all the responsibilities she accepted, she was always available to Robin and me. My sister was the perfect child, highly intelligent, a voracious reader, never any trouble.

And then there was me. Let’s just leave it at mischievous and adventurous. We all survived

Most of all, Mom is a Christian. At the first of this unusual year, she decided she was going to read The Bible in its entirety. I don’t know how many times she has done it, but she always comes away with a unique energy to her faith.

Before I started school, Mom had taught me how to read, write and count. (Readin’, writin’ and ’rithmetic.) This was to my advantage, except for the fact that my patience level never did exist. I was a real challenge for my first grade teacher.

When we knew we needed to move to the Richmond area as my sister’s health declined, it was a given that we would share a home. I had been on my own for more than 30 years, but I didn’t hesitate to welcome her as a roommate.

Mom had been taking care of herself for 17 years following Dad’s sudden death.

As she heads into her ninth decade, I am the one most blessed at this time. And we are very fortunate to have the best son-in-law/brother-inlaw in Michael. His support is priceless to us.

When Robin passed away, we “inherited” extended family, making mom “Grandma Hazel” to what are my nieces and nephews. And she is “GG” to the great-nieces and great-nephews.

In honor of my sister, Mom always buys the kids books. Robin would be so proud of Mom’s devotion to these children.

Hope you had a great birthday, Mom! I love you! Here’s to No. 100! What a party that will be.

Turnpike and Creighton plan a done deal Thursday evening, Oct. 29, we attended a Community Information Meeting at the Honda Showroom on Mechanicsville Turnpike ostensibly to have input on the planned development at the corner of Mechanicsville Turnpike and Creighton Parkway.

We mostly listened as it was evident this project was a forgone conclusion despite opinions and the impact on the citizens who travel these roads daily.

The obvious U.S. 360/Lee-Davis Road area is scheduled for upgrade, but, if you commented that this 39.6 acres has sat there for years and would someday be developed, why are we just addressing this transportation now?

This is typical cart before the horse and a reaction instead of good planning.

Our brilliant county planners and executives, knowing how valuable this parcel is, were not very convincing that they needed to wait for the right development!

The presenter bragging about the upgrade to Creighton Parkway, which should have been done years ago, was more than I could stand!

It is evident he, as well as the developers, do not or have not ever traveled the roads that feed his glorious parkway. Pebble Creek, LeReve Manor, Lincoln Hills, Travelers Run, Mechanicsville Little League and the newest with 19 houses adjacent to Brandy Creek being built already travel Walnut Grove Road and Cold Harbor Road.

These roads, which are narrow and mostly wagon trails, are used daily.

According to the town manager, Criminal Justice Reform focuses on sovereign immunity.

But it “still allows our public service employees to do their jobs and feel appreciated for it.”

He told council that he recommends members oppose any immunity reductions. He said there was an emphasis on “getting rid of bad cops but helping good cops do their jobs better is the underlying message here.”

“Land use,” he continued, “is always a big issue for local governments. He did say that the town’s Comprehensive Plan gives “us the tools to implement [it] without hamstringing us.”

“Local Control will give us control of our local revenues,” Farrar said, without limiting them or taking them away. He said they are not opposed to taxation reform, but they need to be allowed “to still do our job.”

In the area of relationships of towns to counties, Farrar said that it “may sound a little bit odd,” noting that it is “a very important part of local government try to work with the VML (Virginia Municipal League) to focus on counties and cities. If you’re going to create legislation, keep us in mind.”

Under the topic of Rightof-Way, Farrar said the FCC (Federal Communications Commission) and the state adopted regulations basically to restrict right-of-way telecom without our permission -- even with our permission parameters set on it.” He said that management of right-of-way has been a long-held local decision, and local control should not be usurped.

“Sovereign immunity,” he continued, “is a critical tool for local government -- not just police but other areas where this is an example.”

Farrar said State Assistance to Local Police Departments involves specific funding that the General Assembly adopted to support public safety. He said it follows the guideline of “Do no more harm; hold the formula you set and said you would follow.”

Local Stormwater Assistance, Farrar added, “is critically important to help us meet federal and state clean water requirements.” He said government must provide funding if the town is going to be required to meet standards.

With Taxation, he said local governments should be allowed to control their taxes. Some restrictions do not permit them to have that control.

Vice chair John Hodges asked that high-speed inner city passenger rail be included, saying it is a topic “from previous legislative agendas that we’ve adopted.” He said it “helps in the sense that Ashland can compete in the region and state.” He also said that legislators needed to be reminded of that.

Farrar told council the language of the agenda will be brought before council again.

Michael Jennings, director of the town’s Public Works Department, addressed the Stormwater Quality Fee Ordinance, which was unanimously approved by council.

The revision, he said, pertained to new single-family homes not being part of a larger development, as well as accessory buildings.

Dishman is expected to be appointed to a four-year term beginning on Jan. 1, 2021.

Council members extended their thanks to Leftwich for his years of service, especially as chair of the EDA. During the meeting’s moment of silence, Trivett asked that council keep in mind that day’s General Election.

The next meeting of Ashland Town Council will be held at 7 p.m. on Tuesday, Nov. 17.

Elliott joins dad among NASCAR champs

By Dave Lawrence Sports Editor Chase Elliott began Sunday at Phoenix Raceway with a bad run of luck. After two failed prerace inspections, he was beginning the NASCAR Cup Series Season Finale 500 at the back of the pack—not where you want to be when you’re one of the four drivers competing for the Cup Series championship.

But the 24-year-old son of a racing legend – NASCAR Hall of Fame driver Bill Elliott – would not be deterred from his quest to join his father among the ranks of NASCAR’s Cup Series champions.

Elliott wasted no time working through the pack, taking only two or three dozen laps to make it up to the front of the pack. By Lap 79, he took his first lead. From then on, he stayed in the mix until he passed Joey Logano with 43 laps to go and held the lead for good.

While none of his fellow championship contenders could not overtake Elliott at the end, Elliott was overtaken by emotion after the checkered flag.

“I’m at a loss for words. This is unbelievable. Oh, my gosh.

We did it. I mean, we did it,” he said. “I’m not sure I could have sat down and drawn it up any better, you know? So for me, it’s unbelievable. It’s something that I’m not sure – well, I know I haven’t let it sink in yet. I’m

waiting on it to hit me and I’m going to break down here and look like a fool in a minute. I know it’s coming, so I really hope I get done with all this media before it happens.”

Elliott was congratulated by a number of his competitors on the track after the race, some giving his No. 9 NAPA Auto Parts Chevrolet a gentle bump and him thumbs-up. His

“Jimmie and I have shared some really cool moments on track, and they’ve been in really big moments of my career,” Elliott said. “The moment we shared after Watkins Glen, the road to that first win. And then

for the greatest of all time to be kind of hanging it up today and to win a championship on that day, I mean, that’s just a really cool thing. As a fan of his, No. 1, and as a person that’s looked up to Jimmie in many ways over the years, I’m not sure I could have dreamt that any better.”

It was a special moment for Johnson, too.

“I’m so happy for that guy

– great friend, great family,” Johnson said. “To watch him grow up and to be around him and to give him some advice from time to time has really been meaningful for me. Today I think more about him winning a championship – more than anything – is pretty awesome.”

Before too long, Elliott was likewise embraced by his father

as well as his mother, Cindy.

The race was full of history.

In addition to it being Johnson’s final race, the Elliotts became the third father-son duo to win NASCAR Cup Series championships. The first pair was Lee and Richard Petty, the second Ned and Dale Jarrett. Lee Petty won three championships, in 1954, 1958 and 1959. Richard Petty won seven, in 1964, 1967, 1971, 1972, 1974, 1975 and 1979. Ned Jarrett won two championships, in 1961 and 1965, while and Dale won one in 1999.

Bill Elliott’s championship came in 1988.

All four championship contenders finished in the top four. Brad Keselowski finished second, Joey Logano third and Denny Hamlin fourth. After Johnson, Ryan Blaney, Kevin Harvick, Matt DiBenedetto, William Byron and Martin Truex Jr. rounded out the top 10.

The win Sunday was the fifth win for Elliott in 2020. He had 15 top-five finishes and 22 top 10 finishes. Of those, three wins, five top fives and seven top 10s came in the playoffs.

One of those playoff wins – on Nov. 1 at the Xfinity 500 at Martinsville Speedway – was critical. Elliott had to win it to make the quartet competing for the series championship in see ELLIOTT, pg. 11

VHSL sets guidelines for resumption of play

By Tim Pearrell Richmond Times-Dispatch A day after Gov. Ralph Northam eased some restrictions on recreational sports, allowing high school athletics to resume in December, the Virginia High School League on Oct. 30 released its returnto-play guidelines.

The amendments made by Northam were to his executive order on temporary restrictions due to the coronavirus pandemic. Under the amendments: • Indoor and outdoor recreational sports are permitted as long as the total number of attendees doesn’t exceed the lesser of 250 people or 50% of the venue’s occupancy load.

• Races or marathons can have up to 1,000 participants, provided that staggered starts separate runners into groups of 250 or less.

• Screenings of coaches, officials, staff and players for COVID-19 are required before admission to a venue.

Earlier guidance said participants in any sport should maintain 10 feet of physical distance where practicable. That is not in the amended order, although the state’s Phase Three guidelines recommend that at least 6 feet of distance should be maintained for most settings.

Among the guidelines, there “should be no hugging, highfives, handshakes or fist bumps,” and pregame and postgame handshakes are eliminated.

Some sports will have modifications.

Basketball will not have jump balls, with the visiting team getting the first possession of the game.

tact/checks are illegal. In girls lacrosse, there won’t be draws; the visiting team gets first possession, with alternating possessions thereafter.

Wrestling is considered a higher-risk sport by the National Federation of State High School Associations. The VHSL guidelines do not limit contact but recommend, among other things, that in practice wrestlers should be paired in pods of four and should be exposed to only one teammate in the pod; the pod should remain the same for a minimum of two weeks; and schools should take mandatory breaks every 10 minutes

to allow wrestlers to sanitize their hands.

The state has been under Phase Three guidelines since July 1. The VHSL said during the summer that some of those restrictions would need to be loosened before higher-risk sports, such as football, could be played by the state’s public schools.

Earlier this week, VHSL executive director Billy Haun gave an inkling the change was coming when he told the Richmond Times-Dispatch that

the league was on track to begin practicing and playing games after submitting guidelines to the governor’s office and the state Department of Health.

Winter sports are scheduled to start practice Dec. 7-14 and start playing games Dec. 21-Jan. 6, according to the revised format approved in September by the VHSL’s executive committee.

Fall sports, which were pushed back because of the pandemic, are scheduled to start practice in February and run through May 1. Spring sports are scheduled to start practice in mid-April and run

through late June.

“This amendment by the Governor clears the way for all of our sports to play,” Haun said in a news release. “We appreciate the time, effort, and input staff received while preparing this document. Adherence to these guidelines will offer a safe reopening for our students, coaches, staff, officials, and communities once we start playing in December. Additionally, we appreciate the close collaboration and guidance from the Governor’s office, the Virginia Department of Health (VDH), and the Virginia Department of Education (VDOE).”

Haun said earlier this week that decisions on whether or not to play will be up to local school divisions. The state’s 132 divisions are operating in various ways — fully remote, in person, partially in person, hybrid, or partially hybrid — according to the state Department of Education.

“We intend to play high school sports,” Henrico County schools spokesperson Andy Jenks said in an email. “Over the course of the next month, we will make sure that we have met all VHSL guidelines to practice and play.”

Chesterfield County schools spokesperson Tim Bullis said in an email that the county school system’s plan “is to review these new VHSL guidelines and the VDOE/VDH information with our local risk management team to see what can be adapted at each school site with our existing programs. In the meantime, our high schools have had active voluntary conditioning sessions that started in September, and we will follow the existing VHSL protocols for out-of-season conditioning until the projected VHSL opening dates in December changes the format.”

Spokespersons for Hanover County schools and Richmond schools said their school systems were evaluating the VHSL’s guidance but had not made a decision.

“Keeping our student-athletes safe is critical during this pandemic,” Northam said in the VHSL’s news release. “I know I join many parents in looking forward to the safe return of school sports. VHSL has been a tremendous partner throughout the COVID crisis, and I appreciate the thoughtfulness and diligence they have put in development of these guidelines see VHSL, pg. 11

The VHSL’s 39-page document was assembled after looking at information from medical committees, the Department of Health, individual sports, the NCAA, coaches, advisory committees, and schools.

The document says the guidelines are “meant to decrease potential exposure to respiratory droplets by encouraging social distancing, limiting participation in administrative tasks to essential personnel and allowing for appropriate protective equipment.

Recommendations include cleaning and disinfecting; mask protocols; transportation; and how to run activities safely for individual sports and activities.”

If someone tests positive for COVID-19, the guidelines say “schools must follow their safety plan as well as adhere to Virginia and local Department of Health guidelines in determining a comprehensive plan of action.”

Henrico High School boys basketball coach Vance Harmon said it was “exciting news that we are starting the return-to-play process.”

“The VHSL is taking every imaginary precaution to ensure the safety of all participants,” he said. “I’m grateful that the student-athletes are getting a small taste of normalcy.”

Cosby High School football coach Pete Mutascio called it “a great step forward” and said coaches and athletic directors “will now have to see how these guidelines can be met.”

• Must wear facial coverings when at or interacting with the table, i.e., clock operators, scorers and announcers.

• Must wear face coverings when working as or interacting with field personnel, i.e., chain crew, ball boys and game supervision.

Masks for fans, working event staff, noncompeting participants and coaches: • Must wear face coverings at all times.

Social distancing • Social distancing of 6 feet should be maintained, when possible.

There should be no hugging, high-fives, handshakes or fist bumps.

• Pregame and postgame handshakes will be eliminated.

• Pregame meetings, if necessary and/or required, should be limited to essential personnel, with every attempt to maintain the social distancing guidelines observed.

• Postgame award ceremonies should be eliminated.

• Whenever possible social distancing must be maintained on all sidelines.

• Outdoor activities could require extending bench areas.

• Indoor activities could require the use of bleachers or multiple levels of seating.

• All fans stay at least 6 feet from people they do not live with.

• Capacity limits will be enforced.

As DMV services move online -- so are scams Contributed Report news@mechlocal.com RICHMOND -- Because of COVID-19 challenges, state departments of motor vehicles (DMVs) around the United States generally have expanded their online offerings by encouraging drivers to book appointments or prepay for services.

Unfortunately, scammers are stepping up opportunities to trick drivers with lookalike websites that steal personal and even credit card information, according to new reports

filed by consumers on BBB.org/ ScamTracker.

How the scam works You visit what you think is the DMV website to read about the COVID-19 procedures. Your state may now allow you to complete the transaction online, or you may need to schedule an in-person appointment through the DMV website.

Be warned that before you enter any personal or payment information, double check the site’s URL to make sure it’s the

real deal. Scammers are taking advantage of the new online services by creating phony sites that claim to handle your license renewal, car title transfer, or other types of DMV services offered.

For example, one victim thought they had pre-paid for a driver’s license renewal online, according to a BBB.org/ ScamTracker report. But when they arrived at the DMV office to complete the transaction, the clerk had no record of the payment. Turns out the victim paid a scam lookalike website instead.

How to avoid falling victim to a fake website Double check the URL before you enter personal and payment information. Before you enter any sensitive information, double check you’re on the correct website and that the link is secure. (Secure links start with “https://” and include a lock icon on the purchase page. Learn more at BBB.org/BBBSecure.)

Be wary of third-party websites. Some websites appear to offer a legitimate service, but are really part of a scam. Be suspicious of websites with

no working customer service number and no physical address. Typos and grammatical errors can also be indications of a scammer’s handiwork.

Make online purchases with your credit card. Fraudulent charges made on a credit card can usually be disputed, whereas that might not be the case with other payment methods.

Daniel McGraw, chair of the Hanover County Democratic Committee, said, “Hanover Democrats are excited … thrilled ... that we won the presidency with President-Elect Joe Biden and Vice President-Elect Kamala Harris.”

He also congratulated U.S. Sen. Mark Warner on his third term victory. “We are thrilled that Mark Warner will be our senator again ... one of the best senators in Washington. We are thrilled that Kamala Harris has shattered the glass ceiling in presidential elections, and has opened the door of top national leadership to women.”

Dale Hargrove Alderman, chair of the Hanover County Republican Committee, echoed the sentiments coming out of the White House.

“Unfortunately, there is a dark cloud over the presidential election of Donald Trump and Joe Biden, with results coming out of several states where it seems that there could be possible fraud in the compilation of the votes. It is imperative for our electoral system in this country that Donald Trump’s campaign, whether he wins or loses in the end, be allowed to resolve the issues that presented themselves in the ballot count in these states.”

“The election showed there is change afoot right here in Hanover County,” McGraw said.

“The numbers show it: In 2008, 18,294 or 30.9% voted Democratic. This election, 25,307 or 35.66% voted Democratic. I am very thankful for the many volunteers who delivered literature, phone-banked, wrote postcards, and delivered signs to help make this increase possible.”

McGraw said Hanover Democrats “are making progress because we support healthcare that covers people’s pre-existing conditions. We’re making progress because we know the environment matters ... we have to face environmental issues that are devastating our country -whether by horrific wildfires, an ever-increasing number of hurricanes and flooding, and other global warming issues. We are making progress because we all realize we must have a coordinated policy to handle COVID ... to stop it in its tracks. It’s real, it’s deadly, and it’s tearing the fabric of our society apart. Most importantly, we have to heal from the past four years of division in our country.”

“President-Elect Joe Biden’s acceptance speech on Saturday was inspirational. Now that the election is over, we need to come together and meet people where they are,” he added. “We have a lot more in common than we have differ-

ences. Let’s work together to heal division in our nation, stop the spread of COVID, protect access to medical care and ensure pre-existing conditions don’t disqualify Virginians from healthcare coverage. Let’s take measures to protect the environment. Let’s do it together.”

Alderman said, “The election is now behind us and I am very pleased in the local results.

Hanover County Republicans again proved that they will turn out in huge numbers in consequential elections.”

Referring to Trump’s allegations of voter fraud, she said, “To not resolve these issues is to risk the public’s loss of confidence in the American electoral system. We cannot allow this to happen.”

“One bright note for both political parties was the overwhelming support by citizens all across Virginia for Amendment 1, which will establish a non-partisan commission who will redraw the electoral maps based on the 2021 census for both state legislative and congressional seats,” she said.

Jo Jorgensen appeared on the ballot for president as a Libertarian, receiving 1,103 (1.55%) votes. There were 239 (0.34%) write-in votes.

In the race for the U.S. Senate, Republican Daniel M. Gade got 43,893 (62.86%) of the vote in Hanover, while Warner received 25,864 (37.04%). Write-ins accounted for 69 (0.10%) of the vote.

For the District 1 seat in the U.S. House of Representatives, Robert J. Wittman returns to Washington, thanks to Hanover’s 47,211 (68.21%) votes. Democrat opponent Qasim Rashid garnered 21,906 (31.65%) of the vote.

There were 96 (0.14%) write-in votes.

Two Constitutional Amendments appeared on the ballot. Hanover’s 37 precincts overwhelming approved both. #1 Should the Constitution of Virginia be amended to establish a redistricting commission, consisting of eight members of the General Assembly and eight citizens of the Commonwealth, that is responsible for drawing the congressional and state legislative districts that will be subsequently voted on, but not changed by, the General Assembly and enacted without the Governor’s involvement and to give the responsibility of drawing districts to the Supreme Court of Virginia if the redistricting commission fails to draw districts or the General Assembly fails to enact districts by certain deadlines? There were 49,072 (71.98%) Yes votes and 19,099 (28.02%) No votes. #2 Should an automobile or pickup truck that is owned and used primarily by or for a veteran of the United States armed forces or the Virginia National Guard who has a one hundred percent service-connected, permanent, and total disability be free from state and local taxation?

There were 61,849 (88.65%) Yes votes and 7,918 (11.35%) No votes.

The Jean C. Harris Award for Excellence is given annually by the Hanover CSB to Hanover-based individuals, families or groups that demonstrate outstanding contribution in the areas of intellectual/developmental disabilities, mental health, and/or substance use.

The late Mrs. Harris was a long time board member, community volunteer and advocate who was a founding member of the CSB.

The winner of the Jean C. Harris award is normally announced and honored during a reception held at St. Paul’s Episcopal Church at Hanover Courthouse. Due to the current pandemic, this year’s program was virtual and the winner was announced via video. The video premiered on Hanover County’s Facebook and YouTube channels at 4 p.m. on Oct. 28.
