ONTPELIER -- U.S. Sen. Mark Warner will be the keynote speaker at the Hanover Democratic Committee’s Blue Wave Bash at 6:30 p.m. on Thursday, April 25, at the Montpelier Center for Arts and Education.

Sen. Warner served as Governor of Virginia and was then elected to serve in the Senate in 2008. He has established himself as a leader who works with Republicans and Democrats to cut red tape, increase government performance and accountability and promote private sector innovation and job creation.

Earlier this year, Henrico County and the City of Richmond’s school systems announced plans to withdraw from the program, leaving Hanover the largest school system remaining.

“A year ago, Chesterfield and Powhatan counties withdrew from the MathScience Center,” Gill said. “Earlier this year, Henrico and Richmond City announced they were withdrawing. The MathScience Center was already in a period of transition.”

In a recent letter distributed to parents, Jennifer Greif, assistant superintendent for instructional leadership, also noted that those transitional challenges contributed to the decision to abandon the program.

“Due to the MSIC’s ongoing funding challenges, their model of service will be substantially changing,” Greif said. “Regrettably, the new models being discussed are not as advantageous to our students as the current model.”

science and technology programs in today’s curriculum would not be affected, and said many of the program’s objectives continue in house at Hanover schools.

A recent communication issued to parents earlier this week reinforced that philosophy.

“In recent years, HCPS (Hanover County Public Schools) has maintained a focus on relevant and innovative learning,” Greif said.

“To that end, I am pleased to share with you that many new Science, Technology, Engineering and Math (STEM) labs have been created in our schools, and our instructional leaders continue to grow expertise in providing hands-on learning experiences in these areas. Our in-house expertise will allow our students to continue to enjoy engaging and integrated STEM learning.”

The MathScience Center offers special programs and workshops at its East End location in Henrico County, and also provides in-class programs that focus on math and science skills.

“We spend nearly $430,000 a year on the MathScience Center,” Gill said following the March 27 meeting of the Hanover County Board of Supervisors.

He said the system’s decision to leave the program was not an easy but necessary step to balance the budget without classroom disruption.

That’s not to say the thousands of elementary students who utilize the program won’t notice the omission.

“It was a difficult decision because we value these regional partnerships,” Gill said.” We did not see this as the viable option for our students that perhaps it had been in the past.”

Gill said most Hanover County elementary students had benefited from one of the Center’s programs that included weekend and summer programs as well as in class instruction. The superintendent said “potentially thousands” of students had accessed the services.

The reduction in state funding is somewhat unusual, and Gill said the adjustments have worked in the county’s favor in recent years. But, this year was different and the final budget cut or reduced some of the Governor’s projects.

Hanover begins its school budget process earlier than most neighboring school systems and presented a document in mid-January that included the $430,000 for the continued participation at the Center.

School board members approved that budget and are expected to take action on Gill’s recommendation to leave the MSIC at its April 9 meeting.

Gill said the unexpected budget shortfall forced staff to make tough choices but they were not willing to compromise important initiatives outlined in the 2019-20 budget.

“The initiatives put forward in that budget are ones that we very much believe in,” the superintendent said. “We did not feel that any of those initiatives should be compromised whether it was our recommended salary increase for staff, our money put toward compression, or the positions we have put toward mental health, counselors, special education.”

In recent years, Math and Science labs have been added to all elementary campuses in Hanover. “We have the ability to provide these services inhouse,” Gill said.

“While this was admittedly a difficult decision, it was one that we feel is in the best interest of our students in the

division moving forward,” Gill added.

The superintendent said the remaining $60,000 could be made up through attrition and cost savings.

Budget Division director Shelly Wright updated supervisors regarding amendments to this year’s proposed budget, including the schools less than expected revenues from the state.

The county’s General Fund received $63,000 more than expected from State Aid in Compensation Board funding.

Wright also reported an adjustment in revenues for Public Utilities due to the Bear Island closing resulting in a decrease of about $1.1 million.

That deficit will be rectified using the department’s fund balance.

Purchased sewer services increased by $300,000, making the final adjusted proposed budget for FY 20 including all funds at $492,019,225.

In other matters, Gill introduced two elementary students who recently won regional honors in an essay contest.

Supervisors recognized Nia Mattara and Sofia Robinson, two Hanover County students as finalists in a local scholarship contest sponsored by Papa John’s, Richmond Raceway, WRIC, and Virginia529.

The pair of fifth-graders were among five area winners who authored essays on how to better your community and each received a $2,000 scholarship. Washington Henry (Mattara) and John Gandy (Robinson) Elementary schools also will receive a $1,000 award and all five winners will be recognized at next month’s NASCAR event at RIR. In addition, students in the winners’ classes were rewarded with a pizza party.

We helped close to 100 students with their writing that year. Three years later, the Raider Writing Center has 22 tutors in two class blocks, and we have served over 500 students this school year.”

ASA’s Insight probe on Mars has deployed its seismometer and begun “hammering” its thermal probe into the surface. The seismometer has detected “micro-seisms” – not Mars-quakes (as distinct from earthquakes) but surface vibrations triggered by wind and changing atmospheric pressure. Remarkable because this is the first detection on another

Farm Bill changes safety net, price support and conservation overview

By Ken Upshaw Executive Director HANOVER -The Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) programs are continued with some modifications.

ARC and PLC are authorized from 2019 to 2023 for all covered commodities, including seed cotton.

Producers may make a new election to obtain either ARC or PLC for the 2019 crop year. That election also applies for the 2020 crop year.

Producers may change elections annually during the 2021 through 2023 crop years.

Owners can update the farm’s PLC payment yield beginning with the 2020 crop year.

Commodity loan rates increased for all crops except

minor oilseeds, wool, mohair, honey, peanuts, and upland cotton.

Marketing loan gains (MLGs) and loan deficiency payments (LDPs) are no longer subject to payment limitations, actively engaged in farming and cash-rent tenant rules.

Buy-up coverage under the Noninsured Crop Disaster Assistance Program (NAP) is now part of permanent program authorization.

Basic coverage has a payment limitation of $125,000 per person and legal entity, while the payment limitation for buy-up coverage is a separate $300,000.

The decision was made: time to meet Trebek

A

s soon as I hit the “submit” button, reality set in: I just put myself out there to be considered as a candidate for Jeopardy. Talk about being in a Friday fog (this was written on the 29th).

Like many products of the relatively early days of television, back when we had an overwhelming three networks -- ABC, CBS and NBC -- from which to choose, my family -- highly competitive in the world of board games -- gathered for as many game shows as possible.

Of course, at that time most game shows aired during the daytime, and there were no video recorders to capture programs you would miss because of school or work.

Jeopardy has been a family favorite for decades. After having watched Alex Trebek for 35 years, you feel like you know him. He’s personable and funny -- and certainly puts the contestants at ease.

So why did I decide to try out for the show? I’m no genius (my sister was), but I’ve found in the nightly tuning in to Jeopardy with my mother that I know more than I ever suspected. The reason is simple: I read Associated Press stories for years and years -- often being the editor determining which articles would be included in that day’s edition.

I always tell Mom that I’m a really good guesser. It’s amazing what comes from deep within my brain with some categories. Since I couldn’t decided what I wanted to be when I grew up, I studied courses like art and music appreciation (it’s incredible what I retained).

Yes, the interest has been expressed and an application was submitted.

At this point, I really don’t know what I’ll do if -- by an unbelievable chance -- I an invited to take the test in D.C. Sure, I’d like to meet Alex Trebek and thank him for his years of teaching and entertaining us. By the way, keep him in your prayers as he battles pancreatic cancer.

As for me and a TV debut . . . ,well, we’ll just have to wait and see.

‘I’ll take that to go’ -- dinner isn’t exactly for dogs

By Jim Ridolphi Contributing Columnist We’ve all been there. The waiter arrives with your food and you immediately realize the portions are enormous and you’ll never be able to finish that over-packed plate.

No big deal. When everyone is finished eating, you politely ask for a doggie bag to take home leftovers that are more likely to end up in your stomach than your canines.

Easy, peasy, right?

True enough unless you have kids from another generation.

“He means a to-go box,” my daughter quickly told the server.

Minutes later, my uneaten portions came back to the table in a neatly-foiled box, packaged perfectly for the ride home.

“Why do you call that a doggie bag?” one of my children asked.

It suddenly hit me that the term doggie bag was foreign to them -- as a bitcoin is to me -- a remnant of days gone by when subtlety ruled and Emily Post reminded us that humans don’t take leftovers home from a restaurant.

Now, I’m not sure about manners, but it always seemed odd to me that people asked for doggie

I learned that what I considered a true piece of American culture was actually invented by Romans who regularly wrapped leftovers and took them home for later enjoyment. But, in modern times, the practice is truly American.

Advantage to visitors in rivalry-night games

By Rob Witham For the Mechanicsville Local ASHLAND – From the moment they got off the bus, Hanover softball was all business.

The laser focus was inside the batting cage, during infield practice, then carried over to the game as, in a battle of Region 4B unbeatens at Patrick Henry, the Hawks used the strong pitching of Ellen Palya and the long ball to hand the Patriots their first loss of the season 4-0 on Thursday night.

Jenna Currie got the Hawks (6-0) on the board first, roping a line drive over the left center field fence for a solo home run in the top of the second.

Hanover later loaded the bases, but Patrick Henry starter Riley Dull got a key strikeout to end the threat and keep the deficit at just one.

An inning later, with a Hawk runner at third, Patriots’ right fielder Haillie Street made a diving catch for the final out, stranding another Hanover runner in scoring position. But Patrick Henry struggled to put together hits against Palya, who struck out 13 batters on the night.

An RBI single from Jessica Russell upped the lead to 2-0 in the fifth, then Julia Mardigian would slam a key two-run homer in the top of the seventh to seal the victory.

“Our whole season so far has been just everybody coming to do your job,” Palya said when asked about the attitude of the team. “That’s really been a big thing for us this year, do your job, don’t try to do more than you need to do.”

In part, the focused attitude shown by Hanover is a reflection of new head coach Michael Rohr, who has coached several of the softball players as head coach of the girls basketball for years. They understand his approach and have shared it with the team since tryouts began on Feb. 18.

“She’s worked her tail off,” Rohr said when asked if Palya is the forgotten pitcher in Hanover County. “I think Ellen’s fantastic. I think she’s out to prove a little something.”

Rohr said that assessment applied to the rest of the team “They’ve been working really hard,” he said. “The reason for their success so far is working hard, coming to practice every day wanting to get better.

keep things close, but Hanover finally broke the game open with six runs in the top of the seventh for an 11-0 victory.

Colby Hutnan opened the second with a double, later scoring on a single from Brandon Taylor. Jack Mardigian made it 2-0 when he scored on a Caydon Richardson sacrifice fly. In the fourth, Hanover (4-0) added three runs as Sam Lipscombe had a two-RBI hit, while Jack Goleski later singled to right to plate Lipscombe.

Four Hanover pitchers combined for the shutout win, as Cole Wallace worked the first three innings for the victory.

The quartet threw a total of 94 pitches while striking out five, four by Eric Anderson.

Seth Keller had two of Patrick Henry’s four hits.

“We’re finding a way to compete in every game, beginning at Dinwiddie where we came up in the first inning and put pressure on them,” Kane said of the season’s first three weeks. “I challenged them back in the fall that we’ve got to find a way to compete, win every pitch, and so far they’ve done an excellent job mentally and physically.”

Patrick Henry (3-4) looks to bounce back Friday when it hosts Louisa. The Hawks will host Fredericksburg Christian the same afternoon as they begin a seven-game homestand that sees Hanover in their friendly confines through April 24.

Meanwhile, across the county, Lee-Davis left rival Atlee with a pair of hard-fought victories. Junior Savanah Henley pitched an eight-inning no-hitter, fanning 13 Atlee Raiders as the Confederates pushed across the game’s only run in the top of the eighth for a 1-0 victory in the latest chapter of this storied softball rivalry.

R-MC begins last homestand of 2019 with win

By Dave Lawrence Sports Editor ASHLAND – Lee Olenyik, a former Hanover High School volleyball star, wanted to play volleyball in college. For his first two years in college, though, he attended VCU, which does not have a men’s volleyball team.

This year, the middle hitter/ setter changed venues, transferring to Randolph-Macon to join its inaugural men’s volleyball program. Friday, Olenyik started the last homestand of his first college – and the Yellow Jackets’ first competitive – season with a win over visiting Elizabethtown.

Olenyik – one of two Hawk alumni on the Yellow Jackets’ squad, the other being libero Brian Stephen – finished with a match-high 21 kills in Randolph-Macon’s 25-18, 25-13, 27-25 sweep of the Blue Jays in Crenshaw Gymnasium.

He said he has felt a lot of support from the RandolphMacon community as the season approached.

“The whole school was feeling it. We were feeling the energy coming up,” he said.

“For the season to come and for me to play in college, it’s like a dream come true. It’s everything I wanted it to be.

I love the competition. I love everything about the sport, so it’s been great, for sure.”

Like most inaugural programs, the Yellow Jackets have faced their fair share of growing pains.

After a 25-18, 25-19, 25-20 loss to perennial Continental Volleyball Conference powerhouse Juniata Saturday, the Yellow Jackets fell to 10-14, 4-7 CVC. They are currently seventh in CVC standings, but the conference only takes the top six teams into the Conference tournament. Neither the Yellow Jackets nor any of the other 4-7 teams in the conference have a chance of overtaking the current sixth-place team, Marymount of Virginia, for a postseason berth.

“We’re going to have our ups and downs. We’re going to have our growing pains like any first-year program would have,” said Randolph-Macon head men’s volleyball coach Jared Horrigan. “It’s all about learning, trying to gel with one another in terms of chemistry and getting better every single day.”

Olenyik and Stephen are two of Randolph-Macon’s three juniors on the squad. The rest of the team is freshmen, which poses another set of challenges.

“They have a lot of learning to do about the college game and how quick it is and strategy – all of that,” Horrigan said.

“I hope that by the time they become juniors that we’ll have a system down, ready to go and

ready to implement when we need it.”

Restaurants routinely provided customers with bags with cute names like Bones for Bowser or Don’t Forget Fido and cute pictures of cocker spaniels. You heard me right.

Cocker spaniels once held the same position of popularity as today’s Labrador Retriever, but that’s an observation that can wait for another column.

So, when did doggie bags become to-go boxes? I’m not sure but it somehow seems like a logical progression to me, an attempt to mean what we say rather than sugarcoat a request.

I’m not sure what motivates us to offer such minor deceptions as calling a leftovers container a doggie bag.

Even more confusing, why would anyone want to conceal their desire to eat the food they purchased in the privacy of their own home.

I’d like to think I’m above the pressures that those old customs could present, and I never felt embarrassed to ask for a doggie bag, or provide one for that matter.

During my 10-year career

Caring for a parent, spouse or other loved one can be a rewarding experience, but it also can be challenging. It is helpful for caregivers to ask themselves the following questions: Do you spend several hours per week — or more — helping a loved one with housekeeping, driving, grocery shopping, medical care or financial responsibilities?

Do you sometimes put the needs of your loved one before your own?

Are you overwhelmed with the responsibility of caring for a loved one along with work and other aspects of your life?

as a bartender at the Tobacco Company, I saw customers regularly leave the restaurant with one of those coated white bags with the cute puppy emblazoned on the outside.

I also saw the most refined of patrons stuffing rolls into their purse or pocket.

The doggie bag seemed more, let’s say, mannerly.

I quickly realized you sometimes have to let go of the past, and, from now on, I’ll request a to-go box and leave with the same leftovers assured I have offended or misled no one, or appeared more like a dinosaur than a rapping dad.

I had more trouble explaining the reasoning of why people would request doggie bags for food that was clearly intended for them. They couldn’t understand why someone would be embarrassed to ask for containers to take home food.

And, come to think of it, neither can I. It goes to prove you learn something new every day, and one is never too old to change.

My kids seemed relieved I had retired the term’s usage, but quickly decided to dig deeper.

“We’re glad you got that straight, Dad, but why do you call the grocery store Safeway?”

I had no answer.

Caregivers who answer “yes” to any of these questions could likely use help, and AARP Virginia wants to hear about their needs at this session.

Local legislators have been invited to the forum, and the caregivers’ input will help shape how AARP Virginia advocates for them at the General Assembly.

AARP also will share the stories with lawmakers across the state.

Hanover County residents can bring household hazardous waste for free recycling and personal information or documents to be shredded.

For liquids, aerosols and solids which are classified as household hazardous wastes, there will be no charge but a 5-gallon limit. These are based on container size.

Examples of materials accepted include oil based paints, flammables, organic liquids, aerosols, oxidizers pesticides, herbicides and corrosive liquids and solids including:

pool, hot tub and spa chemicals, household cleaners, muriatic acid, acetic acid, drain openers, oven cleaners, grease and rust removers, glues, mold and mildew removers, art and hobby supplies and photographic chemicals. Mercury thermometers and switches also will be accepted.

No batteries, tube fluorescent light bulbs, explosives or radioactive materials will be accepted.

Up to four boxes (10” by 12” by 18”) of documents also will be accepted for shredding.

The Hanover County Pound, located at 12471 Taylor Complex Lane in Ashland, has wonderful pets available to a good home. Luna, 474185, is a 2½-year-old spayed female plot hound.

She has had her first set of vaccines and is Heartworm test negative. Luna is a sweetheart who is in the shelter for the second time.

Her previous owner had to move and couldn’t take her. Luna has a very friendly disposition. She does very well around other people and is friendly around most dogs. Luna knows basic commands and is house-trained. She should adjust well with an indoor living situation. Wizard, 545412, is a 4-monthold neutered male domestic short-haired feline. He has had his first set of vaccines and is FELV/FIV test negative.

Wizard is a young cat that came to the shelter two weeks ago. He more than likely has been an outside cat, but Wizard has adjusted great to indoor life. He is well littertrained and clean. Wizard also is friendly around people.

He is not overly active, but he might come out of his shell in a new home. Wizard should be suited for indoor/outdoor living. Each instance of a dog belonging to a particular owner running at-large is a separate violation, and an additional penalty will apply regardless of whether or not the same dog is involved.

If you see a dog running at large, call Hanover County Emergency Communications at 804365-6140. Any dangerous animal can be reported by dialing 911 for immediate assistance, 24/7.

Kindergarten registration day is April 11

SHLAND -- Known as “America’s Largest Open House,” Historic Garden Week in Virginia (HGW) is the oldest and largest statewide event of its kind in the nation.

Beginning on Saturday, April 27, and running for the next seven days, HGW is coordinated by 47 member clubs with 31 different tours.

HGW provides nearly 26,000 visitors an opportunity to see beautiful homes and gardens at the peak of Virginia’s springtime color.

The houses, in cities and towns across Virginia, are decorated with over 2,300 flower arrangements created

by Garden Club of Virginia members.

Ashland is one such town as from 10 a.m. to 5 p.m. on Saturday, April 27, the Ashland Garden Club will host its tour day. Five houses, plus the porch and garden of a sixth, will participate by welcoming visitors to their homes. Beautiful and abundant arrangements made by members of the club will adorn the various residences.

HANOVER -- Every year, from April 1 through June 30, it is unlawful for dogs anywhere in Hanover County to be running off their property without being leashed.

The county’s “leash law” applies throughout the year in the suburban area. Between April 1 and June 30, it is extended to the rural areas as well because the births of vulnerable livestock, such as baby lambs and calves, tend to take place during this period. Wildlife activity and rabies cases also generally increase in the April 1-June 30 time frame.

Any dogs caught running off their owner’s property will be impounded. Impoundment fees are $25 for the first violation and an additional $10 for each subsequent violation within a 12-month period including a $5 per day boarding fee. Violations also can result in uniform
