MECHANICSVILLE -Hanover County will be celebrating “big hearts” in a big way on Tuesday, May 15, and all Hanover County volunteers are invited to attend the free event.

Hanover’s annual Spirit of Volunteerism Celebration will get underway at 7 p.m. in the Hanover High School Auditorium.

This year’s guest host is Cheryl Miller, CSB Channel 6 News at Noon anchor.

The event celebrates the generosity of daily contributions that volunteers make within the community. It is a gathering for all volunteers, within various organizations and county programs, who have shared their kindness and compassion throughout

Hanover County. It also will be an opportunity for members of the Hanover County Board of Supervisors to express appreciation for all the “everyday heroes,” to acknowledge this year’s 48 Spirit of Volunteerism award nominees, and to announce the 2018 award recipients.

The Hanover Concert Band, Hanover Idols, the

Hanover High School String Orchestra and the Hanover High School Jazz Ensemble will perform. After the program, a light reception will follow.

RICHMOND -- The Central Virginia Emergency Management Alliance (CVEMA) will host another Survivor Day program in 2018 on Saturday, April 21, at 11 locations, including the County Board Room at the Hanover County Courthouse at 7516 County Complex Rd. in Hanover. OBITUARIES | Death Notices & Funerals J.H. CLARK JR. J.H. Clark Jr., 82, left to be with our Lord on March 24, 2018, at his home in Manakin-Sabot, resting in the comfort of his loving family. He was born in Ft. Worth, Texas, the son of the late Willie Mae Hamiter. He also was preceded in death by his sister, Lois F. Pratt; and brother, Floyd M. Hamiter, both of Texas. Jay is survived by his loving wife of 62 years, Anna J. Clark. They fell in love in Washington, CLARK D.C., while he was serving in the U.S. Army and Anna was a nurse, joining together in marriage on December 24, 1955.

Mr. Clark is survived by his loving children, Thelma Ambrose (Gregory), Jesse Clark (Terry), Mark Clark Patty), Jay Clark (Elisabeth), Janice Beacham and Matthew Clark. He was the best of grandfathers and is survived by his grandchildren, Melissa Harrelson, Sarah Hess, Todd Clark, Clark Ambrose, Zac Clark, Paige Pumphrey, Alyson Beacham, Nathan Clark, Tyler Rae Chalkley and Shane Clark; and five great-grandchildren. He also is survived by his loving sister, Lela Mary Alcorn (Allan) of Tyler, Texas. Mr. Clark served in the U.S. Army on active duty in Korea. Soon after returning home to his wife, he found what would become his lifelong career in the insurance industry. Jay began his career with Erie Insurance Group in Winchester, and later became an independent insurance adjuster with Robert W. Green & Associates. Mr. Clark's career eventually brought the family to Richmond, where permanent roots were planted. He was President of J.H. Clark & Associates Inc., which at its height operated six offices in the Richmond, Winchester and North Carolina areas. Mr. Clark also owned and operated Carolina Claims Service and Virginia Property Inspection Services. Always giving, Jay was heavily involved in the community through his work in the ACCA Highlanders, Second Baptist Church and tutoring through the years, as well as many other opportunities. After retirement from the insurance industry, Jay and his wife moved to Nags Head, North Carolina, and later to the sunny skies of Florida. Never to be kept far from his family and growing grandchildren, Jay and Anna returned to Richmond, where his entrepreneurship spirit continued as the President of LDK Products Inc. located in Rockville until the time of his death. Always dreaming and inspiring those around him, Jay was an avid reader, a steadfast learner, a world

traveler and heartfelt lover of the Midwest, as well as traditional country music. He never knew a challenge that could not be overcome and always loved a good time with his family and friends. Mr. Clark was a longtime member of Second Baptist Church at River Road and Gaskins Road in Richmond, where his celebration of life was held at 10 a.m. on Thursday, March 29, 2018. BERNICE AMOS COCHRANE Bernice Amos Cochrane, 93, of Rockville, widow of Calvin C. Cochrane Jr., passed away on March 29, 2018. MARY FRANKLIN FULGHUM-PALMER Mary Franklin Fulghum-Palmer, 72, passed away on March 27, 2018, at Spring Arbor of Richmond. She was a retired school teacher of Henrico County and taught biology at Hermitage High School. She loved to quilt and was a member of Country School in Montpelier.

She was a member of Widowed Persons Service of Richmond. She was preceded in death by her husband, Seaton B. Fulghum. She is survived by her husband, James Frederick Palmer; and two sons, Mark Fulghum and wife, Cheryl and Andrew Fulghum and his wife, Sandy, all of Midlothian. He is survived by his “soulmate” of 53 years, Connie Jones; daughter, Misty Colgin (Allen); son, Edward Lee “Buck” Jones Jr.; his adoring grandchildren, Sara (Matt), Laura, Michael (Heather) and Austin; great-granddaughters, Marilyn, Taylor, Eleanor, Raygan and Harper; sister, Ollie Mae Clarke and her family; nephew, Wade Todd (Bonnie); and many loving friends.

Papaw was an avid outdoorsman and was a friend to all who knew him. He was a fun-loving man and cherished his family, who will miss him dearly. By Melody Kinser Managing Editor couple of weeks ago, the email arrived that it was time to renew my vehicle registration. So I got online -- https://www.dmv.virginia.gov/ dmvnet/registration/regist_entry. asp -- and started the process.

While continuing through the process, I came upon “organ donor donation” (in this case it’s about adding a monetary gift to the renewal payment).

As an organ donor, I immediately agreed to financially support the program.

For as long as I can remember, my driver’s license has had the little heart to designate I am an organ donor.

When my days on this earth are done, I’m fine

When a friend’s brother died in 1992, their mother agreed to donate his organs. A nurse told the family that nearly 100 people would benefit from his body. Amazing.

He was young and in relatively good health. His mother was pleased to know how many people her son would be helping.

Dad had been diagnosed with lung cancer less than two weeks before a blood clot took his life.

Since he had cancer, Mom was only able to donate his corneas. My sister, brother-in-law and I were so proud of her decision as we had left our hometown

Kudos to those who work with the United Network for Organ Sharing (UNOS). Time is usually of the essence, so sign the proper paperwork to ensure your organs can be taken in a timely order.

On my to-do list is the bone marrow register. If I can help someone, I’m good to go. Same goes for a kidney. And then there’s the liver, an incredible organ that regenerates.

So, let’s give it up -- literally -- for organ donation. I was proud to donate monetarily when I renewed my vehicle registration.

In reality, it means much more. The skill sets acquired during the sessions lead to a better understanding of how planning and zoning are regulated and enforced, and most citizens leave with a better grasp of how their county works.

The academy lists a notable list of graduates who have taken the information learned and put it to good use on county commissions, committees or even elected office.

Chickahominy District supervisor Angela Kelly-Wiecek is a graduate of the Academy, and used the experience as a launching pad for her legislative career.

Last week, planning director David Maloney presented diplomas to 26 graduates of the recent academy.

“The purpose of the program is to educate our citizens on what land use planning is all about and really take them throughout the legal foundations of planning. We discuss the Comprehensive Plan and what it is intended to do and how Hanover’s plan is structured,” Maloney said.

The five-week session also addresses aspects of planning and zoning that the average citizen might not be familiar.

“We introduce them to the Board of Zoning Appeals and variance process. It’s really a program to educate our citizens on the basics of planning, sort of a soup to nuts approach,” Maloney said.

Maloney said better informed and educated citizens are the key to efficient and effective planning and zoning.

“Localities need their citizens to be not only involved, but educated on what planning is all about,” he said.

“With strong informed citizen involvement , we make better land use decisions.”

The first sessions involve a question-and-answer format where participants participate in a sample zoning case scenario and other hands on exercises. Later sessions include a visit to a Planning Commission meeting followed by a final wrap-up session where “we try to wrap all of the elements.”

The class attracts citizens from all walks of life, and each class is different, but Maloney said there is one common thread that runs through all of the students.

“They are all very engaged and interested. Many of the have gone on to become community leaders,” Maloney said. “We’ve been able to cultivate some great leaders.”

The sessions are scheduled for the February through March time period, and announcements will be made clos-

er to next year’s session.

Also at last week’s meeting, educator and citizen Elizabeth Nelson delivered a plea for county supervisors to support gun safety laws and a ban on assault type rifles.

Nelson recalled her experience at John Gandy Elementary School in 2002 when a sniper shot a man at the Ponderosa Steak House, minutes away from the school.

“I remember walking my students down the sidewalk to lunch knowing that the sniper could be anywhere,” Nelson said.

The years of school shooting has changed her perspective. “I’ve gone from thinking that could never happen here to what if it happened here to when will it happen here,” Nelson said.

“I find myself walking into buildings now wondering where I might hide the students I’m working with.”

Nelson said placing the burden of student safety on educators is not the

answer. “I can tell you for certain the solution is not hardening our schools arming teachers; increased police presence and metal detectors are far from the answer.”

She said students would still be exposed in parking lots or playgrounds.

“I’m asking you all to use your voice to advocate for the banning of weapons like the AR-15 in any way you can.”

Nelson listed a number of steps that, in her opinion, could make a difference, including increased numbers of school and day counselors, partnerships with local police agencies to establish gun safety programs and more funding for Medicaid.

By Jonathan Howard For the Hanover Local MECHANICSVILLE – Hanover catcher Lauren Hughes freely admits that she isn’t the fastest player on the field. However, head coach Rebecca Parramore is also quick to point out that it doesn’t stop her senior leader from being effective on the base paths.

“She’s an impeccable baserunner. She’s very smart, her IQ is very high,” Parramore said.

On Thursday night, Hughes used those smarts to bring her team a victory over one of the top softball teams in the area.

The catcher took advantage of a bobbled ball to steal second, moved to third on a sacrifice and then scored on a passed ball to give Hanover (4-0) a 3-2 lead over Patrick Henry (5-1) in the sixth inning that the Hawks would hold for the win.

“Lauren is someone we rely on heavily. ... She’s put in so much work in the offseason to put her in position that she can score that run,” Parramore said.

“I’m not so sure she would have made it last year, but this year it was easy for her.”

Hughes led off the bottom of the sixth inning with a single. She then stole second base when Patrick Henry catcher Saxon Radcliffe had the ball briefly pop out of her glove following a pitch from Riley Dull.

a pitch that came in low, and it scooted past her back to the backstop. Hughes saw the situation develop and headed for home, where she slid in safely for the winning run.

“I’m not the fastest. I try and take advantage of every little thing that goes wrong.”

Hughes said.

Because of her familiarity with her home field, Hughes

knew the opportunity to make it home was for the taking.

“We have a dip after home plate. That ball was not stopping, it was going. I’ve been there, done that, I knew it was going,” she said.

Hanover was the first to score, breaking the ice in the second inning with an unlikely two-out rally. Patriots starter Charlotte Mitchell retired the

first two batters of the inning and appeared to have struck out Bella Pastore to end it, but catcher Erin White was unable to handle the pitch. The ball skipped to the backstop, and Pastore reached first safely.

Rylan Hubbard followed with an RBI double, and scored on Jessica Russell’s single.

Dull replaced Mitchell on the mound in the following inning

and held the Hawks at bay until the winning run was scored.

Palya was able to hold off the Patrick Henry bats until the fifth inning when White made good on her previous mistake. The catcher blasted a pitch over the left-center field wall to bring the margin back to 2-1.

“That’s an amazing job by a hitter to mentally separate and put that in the past. We’re never expecting a home run, and she mashed it,” Patrick Henry coach Lance LeStourgeon said.

Jamie Hughes drew a walk in the following at-bat, and moved from first to third when a perfect sacrifice by Dull drew enough attention and time to scramble the defense. The throw from first to third to catch Hughes went wide, and the outfielder scored to tie the game.

Sophomore Leslie Currie came on to pitch in relief and earned the win for the Hawks.

She allowed one hit over the last two innings to seal the victory on the mound.

R-MC recovers from stumble at start of weekend

By Dave Lawrence Sports Editor ASHLAND – The Randolph-Macon started the holiday weekend with a stumble, but recovered sufficiently to come out of it with a threegame win streak.

The Yellow Jackets dropped a 6-5 decision in 10 innings to visiting Lynchburg in the opener of a doubleheader Saturday, but recovered to win the nightcap 7-0, then swept host Methodist 8-0 and 7-0 in another doubleheader Monday.

The weekend-opening loss might not have happened had the Yellow Jackets capitalized on some chances to score early in the game.

“We definitely had some opportunities that should have probably kept it from going into extra innings, but unfortunately, that’s not what happened,” said Randolph-Macon head softball coach Kevin Proffitt. “But then we came back real well in the second game. Sometimes that’s not easy to do when you lose a heartbreaker like that, but the kids seemed to tuck that away and go at the second game just like it was: a new time.”

Madie Rhoads, who also won the nightcap of the doubleheader against Lynchburg Saturday, held the Monarchs to one hit while striking out seven in earning a complete game victory in the opener at Methodist.

Kayley Scott pitched the nightcap for the Yellow Jackets, likewise shutting out Methodist while giving up five hits in the 7-0 Randolph-Macon victory. The Yellow Jacket offense took awhile to get cranked up – Randolph-Macon scored its first run in the fourth inning.

Wood led the Yellow Jacket offense, going 3-of-4 with and RBI and two runs scored. Davidson and Harley Jones each went 2-of-4, with Jones earning three RBI and Davidson knocking in one run.

ASHLAND – Over the course of its existence, Randolph-Macon’s women’s lacrosse team has beaten every Old Dominion Athletic Conference opponent but one: Washington & Lee. After the first half of their contest at Day Field Saturday, it looked as if the Yellow Jackets might hold their own against

the Generals, trailing by just two points with 6:56 left before intermission.

But after Washington & Lee took off on a run in which they scored eight unanswered goals until the mid-way point of the second half, the Yellow Jackets found themselves on a trajectory to repeat their history against the Generals.

Washington & Lee, led by midfielder Dani Murray with six goals and an assist, went on

to win 19-10.

“I think we just went down a bit early and I think we let it get into our heads,” said RandolphMacon head women’s lacrosse coach M.K. Geratowski. “I think we were really happy with the way that we played in the first half and I felt like we really put ourselves in a good position going into the second half.”

But the second half got off to a less-than ideal start. Bella Stamper won the draw at the

start of the half, went down and fired a shot at the Washington & Lee goal – but it bounced off the post. The Generals cleared the ball and scored on the ensuing possession.

“If we put that away, I think it looks like a very different second half for us,” Geratowski said. “I think we let that deflate us a little bit.”

PUBLIC HEARING NOTICE HANOVER COUNTY BOARD OF SUPERVISORS The Hanover County Board of Supervisors will hold a public hearing on Wednesday, April 25, 2018 at 7:00 p.m. in the Board meeting room at the Hanover County Administration Building, 7516 County Complex Road, at Hanover Courthouse, Hanover, Virginia, on the intention to approve the following agreement: BOUNDARY LINE ADJUSTMENT AGREEMENT BETWEEN THE COUNTY OF HANOVER AND THE TOWN OF ASHLAND THE COUNTY OF HANOVER AND THE TOWN OF ASHLAND INTEND TO ENTER INTO A BOUNDARY LINE ADJUSTMENT AGREEMENT TO MOVE THE BOUNDARY LINE BETWEEN THE COUNTY AND THE TOWN IN TWO LOCATIONS: (1) THE BOUNDARY LINE AT WOODSIDE LANE WILL BE SHIFTED FROM THE EASTERN RIGHT OF WAY LINE OF WOODSIDE LANE TO THE WESTERN RIGHT OF WAY LINE AT WOODSIDE LANE, PLACING THE ROAD WITHIN THE BOUNDARY OF HANOVER COUNTY; AND (2) THE NORTHERN BOUNDARY LINE LOCATED AT ROUTE 641, ELLETTS CROSSING ROAD, AND ROUTE 1, WASHINGTON HIGHWAY, WILL BE MOVED TO PLACE THE NEWLY CONSTRUCTED PORTION OF ROUTE 641 WITHIN THE BOUNDARY OF HANOVER COUNTY. A complete copy of the Boundary Line Adjustment Agreement between the County of Hanover and the Town of Ashland and related information is available at the office of the County Administrator any regular working day between 8:30 a.m. and 5:00 p.m.

ORD2018-05 CONTRACTOR’S OFFICE ORDINANCE NO. 2018-05 AMENDS THE ASHLAND TOWN CODE, CHAPTER 21, “ZONING,” ARTICLE I, “IN GENERAL,” SECTION 21-3 DEFINITIONS, TO ADD A DEFINITION FOR CONTRACTOR’S OFFICE AND TO AMEND ARTICLE XIII, “LIMITED INDUSTRIAL DISTRICT M-1,” SECTION 21-119 PERMITTED USES, TO ADD CONTRACTOR’S OFFICE AS A PERMITTED USE.
