Returned to sender Maddison Gourlay Several Allenton residents were finding mail a bit hard to come by after a thief relocated their mailboxes, dumping them in the Argyle Park creek.

The residents spent Sunday morning hunting for their mailboxes after they were somewhat bizarrely removed overnight.

After a fruitless search of the surrounding area, the power of social media ended the hunt and the mailboxes were reunited with their owners.

“I knew it was missing on Saturday night as me and my brother actually heard it being taken by someone,” Allen-

ton resident Chloe Jamieson said.

“We then spent Sunday morning and after lunch looking for it in the Allenton area, but didn’t find it.

“So I put a post on Facebook and a couple of people said they saw some mailboxes in Mill Creek at the back of Argyle Park.’’

So Chloe and her brother Dion went for a look.

“We actually found around four other mail boxes with it that had been taken.”

After fishing them out of the creek, fellow resident Joesee Ash posted a photo of all the reclaimed mailboxes to alert any other residents missing their mailboxes.

Police received a report of the thefts, with the first reported at 12.30am on Sunday morning, and were making inquiries.

A number of mailboxes were snatched on Saturday night and were later discovered discarded in a creek at Argyle Park on Sunday afternoon.

Average Ashburton house value now at $486,000 The value of residential housing in the Ashburton District has increased significantly since 2018 with the average house value now $486,000.

Ashburton District property owners will soon receive a Notice of Rating Valuation with an updated rating value for their property after Quotable Value (QV) prepared new rating valuations for 15,764 properties on behalf of the Ashburton District Council.

They new valuations show the total rateable value for the district is now $20,494,086,450 with the land value of those properties now at $13,742,687,650.

The value of residential housing

within the district increased by an average of 25.5 per cent since 2018 to an average of $486,000, while the corresponding average land value increased by 33 per cent to an average of $200,500.

QV area manager Kris Rodgers said the demand for residential housing had been buoyant across the region, with most townships in the district seeing increases of between 21 to 30 per cent overall.

“We have seen significant value lifts across the entire residential market since our last rating revaluation back in 2018 with values still rising strongly.

“Lower value properties have seen the most competition from

buyers, resulting in the greatest value increases.

“Demand from buyers coming from outside the region has also helped fuel the local residential property market.”

Commercial property values increased by 12 per cent and property values in the industrial sector increased by 13 per cent.

Commercial and industrial land values have also increased by 4.4 per cent and 8.3 per cent respectively.

“We have seen steady value increases for industrial properties and a limited supply of industrial land within the region has seen a boost in land values,” Rodgers said.

The average capital value of an improved lifestyle property increased by 16 per cent to $790,000 and the land value for a lifestyle property increased by 20.3 per cent to $417,500.

Value levels are still just below that of 2018 on most dairy and arable farms with values for those sectors having decreased 4 per cent on average.

Pastoral properties on average have seen a 2 per cent increase from 2021 value levels, with the majority of growth experienced in the foot hills and high country.

Rating valuations are usually carried out on all New Zealand properties every three years to help

local councils set rates for the following three-year period.

They reflect the likely selling price of a property at the effective revaluation date, which was July 1, 2021, and do not include chattels.

Rodgers said it was helpful to remember the effective rating revaluation date of 1 July 2021 had passed and any changes in the market since then will not be included in the new rating valuations.

New rating values will be posted to property owners after September 29. If owners do not agree with their rating valuation, they have a right to object through the objection process before November 4.

‘We should be at Level 1’: Level changes small comfort Adam Burns Changes to the Government’s Level 2 regulations have brought small comfort to the beleaguered hospitality sector.

But there remains bewilderment as to why the South Island cannot go down toLevel 1 with no reported cases during the Delta outbreak.

Prime Minister Jacinda Ardern said the rest of the country outside of Auckland will remain in Level 2, but will move from gathering limits of 50 up to 100.

Auckland will move to Alert Level 3 from midnight tonight, and stay in Level 3 for at least a fortnight.

Ashburton’s Fine Lion bar and restaurant co-owner Matt Fine welcomed the changes, but said it was dubious how much impact it would have on business.

“I don’t know what difference it will make for us, but any change is good,” he said.

“I still think we should be at [level] 1.”

Numerous hospitality owners in the South Island have called for an immediate shift to Level 1 and it was no different in Mid Canterbury.

Speights Ale House co-owner Tony Potts was disappointed with yesterday’s announcement.

“I’m not happy that we didn’t go to Level 1 to be fair,” he said.

“One hundred [people gathering limits] certainly makes life a bit easier.

“I still don’t understand why the South Island is not in Level 1.”

The Level 2 restrictions mean that for a second straight year Boulevard Day will not go ahead on September 27.

A life-changing scholarship Malcolm Hopwood

A scholarship to attend Outward Bound earlier this year changed Travis Stringer’s life.

Stringer, a technician at the Ashburton Trust Event Centre, received an Ashburton Jaycees Trust Fund scholarship to attend the three-week course at Anakiwa, in the Marlborough Sounds.

Afterwards he said it was an amazing experience.

“Some of the activities took a lot out of me, but I did them. I began to realise how much I was capable of doing,” he said.

“I learned a lot of important lessons to take with me. It changed my life.”

The 21-year-old successfully completed activities like rock climbing, high ropes, rowing, running a half marathon, and tramping.

The Advance Ashburton’s annual scholarship round for 2022 opened this month.

Ten donors are offering 32 scholarships, valued at $90,000 for tertiary education, health sciences, personal development and trade training.

Chair of the communications committee, Elizabeth Ashford, said the scholarships, ranging from $1000 to $5000, provide an opportunity for people of any age to develop and grow in their particular trade or profession.

“The scholarship round is important because it gives people an opportunity to receive funding to extend their skills,” Ashford said.

She said it’s also valuable to

Zonta now calling for entries to its 2022 art awards Maddison Gourlay Female artists across Canterbury can win a major cash prize and a solo exhibition at the Ashburton Art Gallery.

A call for entries to all emerging and mid-career female artists is under way for the Zonta Ashburton Female Art Awards 2022, a collaboration with the Ashburton Art Gallery.

“Female artists face many challenges towards creating fulltime careers in the art world,” Ashburton Art Gallery and Museum director Shirin Khosraviani said.

“Opportunities to participate in awards like this, and then to have a solo exhibition, can be career forming, and pivotal, especially for those in the early to mid-career stages.”

Mental health first aid course St John in Mid Canterbury are running a mental health first aid course for volunteers of local community organisations for during National Mental Health Awareness Week.

The course, which is already fully subscribed, teaches the participants the skills and knowledge to recognise and respond to someone experiencing mental health concerns.

“Mental disorders as a group are the third-leading cause of health loss for New Zealanders,” St John Mid Canterbury executive officer Elaine Vallender said.

“So this is ideal training for anyone interacting with members of the community, or simply anyone who wants to improve their knowledge around mental health.”

This course helps build the participant’s own mental fitness as well as being able to assist others.

“We were fortunate to receive funding from the Trevor Wilson Charitable Trust so we have been able to offer the course at no cost to volunteers within our community,” Vallender said.

The mental health first aid course to celebrate Metal Health Awareness Week is being held on September at St John’s Ashburton headquarters.

Flood fund criteria ‘way off the mark’

Jonathan Leask The Government has fallen well short of the promises it made to local farmers – completely leaving them in the lurch, Selwyn MP Nicola Grigg, says.

Almost four months on from the floods that devastated much of rural Canterbury, Grigg said the Government has failed to deliver on its promises and instead flood-affected farmers have been forced to jump through hoops for a chance at getting some financial assistance.

“Jacinda Ardern and Damien O’Connor flew into Ashburton with cameras rolling to announce a $4 million Canterbury Flood Recovery Fund – indicating that it was just a start, that they were still working to establish the full scale and cost of the damage – and that there would be more where that came from,” Grigg said.

That fund offers grants of up to 50 per cent of eligible costs with a total limit of $250,000 and will contribute to uninsurable

costs to enable productive land to return to a productive state as quickly as possible she said.

“Essentially, it can only be used

for the clearing up of flood debris such as boulders, gravel, trees, and silt on productive land.

“Insurable costs, such as replacing fences, have not been targeted by the fund.

“Four months on and the Ministry for Primary Industries has received 168 applications for support, with a total monetary value of $8,029,535.”

To put the number of applications into perspective, Grigg said there are over 550 properties in the ArcGIS survey database, suffering varying degrees of damage.

She said criteria for the fund requires 51 per cent of income to be from Primary Industry so 75 lifestyle blocks listed in the database were ineligible.

Grigg said some have been put in the database as a sheep or beef farm but have other income streams, including tourism, builder or rental property reve-

nue, which has excluded them from applying.

“In my view, that absolutely stinks.”

The Government set a criteria that was “difficult for highly-stressed, overworked and exhausted farmers to meet”.

She said MPI have accepted 82 applications and are paying out $1,482,964 to those farmers, and have declined another 38, on the grounds they don’t meet the eligibility criteria.

“The eligibility criteria is far too strict and, therefore, discounts hundreds of affected farmers and landowners.

“The monetary value of the applications alone indicates the Government is way off target.”

Grigg said O’Connor needs to instruct MPI to “loosen its eligibility criteria and get that money out the door to help those farmers most in need”.

Methven water woes ‘a leg-up’ for reform – mayor Adam Burns

Methven’s recent water woes “played right into the hands” of the Government’s bid for water reform, Ashburton District Mayor Neil Brown says.

Brown continued to relay concerns on the three waters reforms, despite his best efforts to remain objective on the debate at yesterday’s Methven Community Board meeting.

But there was an admission that Brown and council may be powerless to prevent the centralisation of three waters infrastruture, despite the views from the community being canvassed at present.

Furthermore, the mayor said that Methven’s mid-year water infrastructure boilover in the town, in the aftermath of two major South Island flood events, was not a good look in the context of the government’s proposal.

Council came in for criticism in July after boil water notices were issued for residents connected to Methven’s two major water schemes, during what was peak season for businesses in the town.

“There was a lot of comments around the boil water notices in Methven, that was playing right into [the government’s] hands,” Brown said.

Bite Nite

The Bite Nite Culture Fest has been rescheduled on a new date of November 6. The Ashburton Youth Council-organised event had been planned for September 25, but was rescheduled due to Covid restrictions. Youth Council chair Michael Baker said most food vendors, entertainers, and sportspeople booked for Bite Nite were on board for the new date at the EA Networks Centre.

The backlash sparked council to expedite plans to build a $7.7 million membrane treatment plant at the Methven and Methven-Springfield water schemes and two new reservoirs worth $1.7 million to bolster the current water scheme’s capacity.

About 300 submissions had been re-

ceived to a council survey on the reforms by the end of last week.

The survey closes tomorrow.

Councillors and community board members underlined community sceptiscm and distrust around the reforms west of the district at the meeting, in light of reports that the average household water bill in Ashburton could reach about $9000 in 30 years without reform.

But she also puts them to great use as a paint brush.

Beal, from Rangiora, has five works of art featured at the spring show which opened on Sunday, all of which were painted in part with eftpos cards.

When they’ve reached their “use-by date” she adds paint to the card’s edge for distinctive markings.

“You can cut them up and use the various sizes to effect. She adds paint to the surface of the

Her ideas come from inside

her head.

“I start with the sky and horizon and then I move the paint around until I realise the direction I’m going,” she said.

Initially her paintings were still and rigid, but her new style, developed over the last three and a half years, gives her “freedom and fun” to paint that way.

The Early Spring Show is one of four selling galleries the society of arts holds during the year.

Co-ordinator, Ngaio McKee, said it’s for all local artists, especially new ones, who want to display and sell their work.

It’s important to give the public a chance to experience what’s on offer, she said.

“It gives the artists confidence to show their work,” she said.

The works on display range from traditional landscapes to still life, florals and abstract.

The spring show, held at the society’s Short Street studios, extends until October 17.

The annual Plants4U at Rakaia sale is in full planning mode and will be held at the St Andrew’s Presbyterian Church on October 2 from 9am. There will be the usual variety of plants and a produce stall specialising in a variety of jams and home baking.

The event is a Plains Parish project with funds raised being used for supporting the Rakaia Community.

Farmers’ market The summer’s farmers’ market is back in the West Street car park this Saturday. A variety of produce will be available with the market open from 9am until 12.30pm.

Do the mahi The MP for Te Tai Tonga, which includes Mid Canterbury, is calling on all Maori constituents to “do the mahi”. Rino Tirikatene went out and got vaccinated and is encouraging all Maori in Hakatere and the wider Te Tai Tonga electorate to do the mahi and get their vaccinations. He said there are several places in Hakatere/Ashburton where people can get vaccinated including the Ashburton Raceway. He said he’s been pushing the vaccines hard to Maori communities. “We have supported Kaupapa Maori health providers, trained hundreds of Maori vaccinators and recently launched a communication portal for Te Ao Maori at www.tpk.org. nz. U3A cancellation University of the Third Age (U3A) has cancelled its September meeting. U3A Ashburton is hoping to proceed with Dr Brent Clothier discussing Plant and Food Research on October 26 and its November 23 programme featuring Professor Doug Sellman addressing addiction research.

September’s guest, Kathi Craig, singer and teacher, is now part of U3A’s 2022 programme.

Funding boost for community projects The Ashburton District Council has given almost $25,000 to community biodiversity work that includes projects at two bike parks and Awa Awa Rata Reserve.

As well as the biodiversity funding a further $9000 was also allocated for creative projects.

The Awa Awa Rata Reserve Society was given $7000 from a biodiversity fund for pest traps and an ecological assessment that is aimed at improving birdlife and forest regeneration while raising awareness of the role of pests and encouraging the next generation

to value and care for the native environment.

Initial plans are to plant a new kowhai grove, check 40 rat traps and 45 stoat and possum traps, undertake wasp control, and have a professional assessment of forest health that will inform future management.

The area contains important native plant species, birds, and insects that depend on them.

It is a mixed forest containing beech, totara, rata, and other small trees and shrubs, and native birds like bellbird, riflemen,

kereru, tomtit and fantail.

Mountain Bike Ashburton and Bike Methven were each given $3000 to put in native plants and/ or undertake weed and pest control.

Ben and Leah Mee received $3000 to carry out wasp control along the foothills in the Ashburton district.

The Upper Rangitata Gorge Landcare was granted $5300 to carry out weed control in the upper reaches of the braided river, which has important fishery and habitat values.

Community event funding of $4748 was given to a group organising the Rakaia School 150th jubilee, which is planned for March 4-6, 2022.

Heritage funding was also available, but no applications for projects were received.

A total of $9121 was approved from the Creative Communities Scheme, including $3000 for Christmas in the Park, a family-focused event for local performers, musicians, singers and dancers to present to a live audience.

pany received $861 to perform a theatre piece about World Wars One and Two, the Ashburton Festival of Pipe Bands received $690, Hakatere Ceramics & Pottery received $1869 to host a workshop by top potter Fiona Tunnicliffe; Kristin Anne Dunne received $1200 to run art classes, and the Zonta Club of Ashburton Charitable Trust received $1500 for its Zonta Ashburton Female Art Award.

The second round of the Creative Communities Scheme funding will be in March 2022.

Stay safe, be kind, and stay masked up Maddison Gourlay The face mask became the hottest fashion accessory this year and Molly Gibson has been voted to have the best one in Mid Canterbury.

The outbreak of the Covid-19 Delta strain resulted in masks becoming mandatory when visiting essential services, and encouraged to be worn outside of the home.

With every one masking up, the Guardian wanted to see what type of masks Mid Canterbury had, which then led to a selection of finalists for a public vote on who had the best.

That was adjudged to be 20-year-old Gibson, who is in her second year studying at Otago University.

“My grandparents actually got this mask for me for my birthday last year,” Gibson said.

“It’s actually come in handy this year.’’

Gibson said she was only convinced to send in the photo by her older sister and was amazed at the positive response.

Second moon ski on Mt Hutt For the second time this season Mt Hutt Ski Area stayed open late for a Moon Ski event on Saturday. After a busy day on the slopes, which included the annual Peak to Pub race, around 400 people took up the opportunity to ski under the stars and the full moon as well as a fireworks display. “The numbers were actually pretty good,” Mt Hutt Ski Area sales and marketing co-ordinator, Richie Owen, said. “The wind got up a little bit, but it was still a great night.”

Mt Hutt is considering the possibility of a third Moon Ski event now that it has extended its season out to October 25.

Race to repair irrigators Heather Chalmers Ashburton irrigation companies are racing to repair irrigators damaged in two consecutive windstorms earlier this month, especially with the new watering season about to start.

The companies said that while some individual farmers experienced significant damage to irrigators, it was not as bad or widespread as the 2013 windstorm.

Rainer Irrigation chief executive Lucas Cawte said that despite this “it is still bad enough to cause disruption to our clients’ operations and our own”.

“The irrigation season is imminent, so farmers are eager to get them fixed as soon as we can. We will have a good portion of them done by then.

“We’ve had trees falling on both pivots and RotoRainers and RotoRainers blown over backwards.

We’ve had everything from all spans of pivots blown over to just a couple of spans, or an overhang blown over.

“Some people have had minimal damage and others quite significant damage.”

The damage was mainly in Mid Canterbury, with one pivot in Oxford needing repair.

Rainer had parts in stock, but will have to order some from overseas, Cawte said.

“We will get a good portion of the repairs done in the next one to two months.”

Wind warnings meant most farmers had irrigators parked in line with best practice, but the strength of the wind meant this was not always enough to prevent damage.

Ashburton irrigation business owner Ray Mayne said his main focus was to rebuild the damaged machines before the start of the irrigation season.

“It is already a busy build season for us and our priority has switched from installing new systems to getting these repairs done and out of the way.

“Every good irrigation company has to carry stock on hand for this eventuality and we do.”

New irrigation installations were being done for people updating from RotoRainer boom irrigators and in some cases borderdyke flood irrigation, Mayne said.

Mid Canterbury Federated Farmers president David Clark said wind damage was particularly bad around Ruapuna, Mt Hutt, upper Methven, Lauriston and Lyndhurst.

Slow shipping schedules as a result of the global pandemic meant getting parts into the country to fix irrigators would be slow. A few sheds and shelterbelts along the foothills were also damaged.

Much of the damage was in the same districts worst hit by the late-May Canterbury flooding.

Clark said he knew of instances where fences damaged by flooding had been repaired, only to be damaged again by trees falling on them.

Visa delays cause migrant worker exodus Heather Chalmers A Mid Canterbury dairy farmer says he is just one of many who have lost skilled and experienced dairy staff to Australia because of government immigration roadblocks.

The shortfall in dairy workers was leading poaching of staff to become rife, as desperate farmers sought to fill job vacancies.

The farmer, who the Guardian agreed not to name, said his second-in-charge, a Filipino woman, had left for a job across the Tasman in May so that she could be reunited with her husband and two children who were living in the Philippines.

“We had her on a three-year visa, and we had been trying to get her family here, so we could keep her,” he said.

“We tried and tried with immigration, but it got to the point where she was getting so frustrated. It was so much easier for her to go to Australia because it has border exemptions for families.”

The woman has now reunited with her family in Australia.

The farmer said the woman was experienced, skillful, and good with stock and he would have loved to have kept her.

“She didn’t want to go. The only reason she went was to reunite with her family.”

Immigration difficulties had existed even before the global pandemic but had significantly compounded because of border closures and a stalled pathway to residency for migrant staff.

“It seems so difficult for them to get residency to bring their families here, so we can’t keep them.

“It is one thing getting migrant workers through the border, but the bigger issue now is the rate that they are leaving. And who can blame them.”

The dairy worker shortfall was leading dairy farmers to poach other farmers’ staff with the carrot of a few thousand dollars more pay, the farmer said.

“It is very difficult to get staff to remain loyal, settled, and stay on farm.”

He was short of a staff member all of last year. After the Filipino worker left, he recruited two other staff who didn’t stay long.

“One was here for 20 days and the other for 49 days after we got their three-year visas. They went to another farm as they were offered more money, so we were two

farms for overseas jobs, with 42 of these leaving since April.

Virtually all had gone to Australia, with only five headed to Canada.

Most had left farms in Canterbury and Southland, with only 14 from Waikato and Taranaki. One worker had been in New Zealand 15 years and almost all more than five years.

Filipino workers and has offices in Ashburton, Oamaru and Hamilton. De’Ath said these figures were only his clients, which represented about 50 per cent of the market.

While Australia had relatively closed borders, it had reopened its agricultural visa pathways, De’Ath said.

“People leaving New Zealand on an agricultural visa can get into Australia and have a defined four-year residency pathway from the day that they land. In contrast, New Zealand’s residency pipeline is frozen.

“So, we are losing the cream of our crop in the dairy sector that we as an industry have put 10 years into training.” Most of these people were experienced and had their families here.

“The third punch to the guts is that we are losing them with no chance of replacing them.

“A lack of planning by Immigration Minister Kris Faafoi is causing this mess,” De’Ath said.

It is believed that no-one has yet entered New Zealand as part of a border exemption, announced in July, to bring in 200 migrant dairy workers and their families.

Ashburton immigration advisor Maria Jimenez has organised a petition urging the government to reintroduce a South Island contribution work visa that allowed migrants to apply for residency after five years.

The petition already has more than 800 signatures.

Flood Recovery Fund a political football

T

he Flood Recovery Fund provided by the Ministry for Primary Industries to assist in the cost of cleaning up after the May flood event is topical again, as decisions and offers of settlement are being sent to landowners and unfortunately because it has or is becoming a political football.

I thought it would be timely to go over the concept of what we managed to negotiate with MPI to deliver funding to affected farmers.

The flood event was huge, in rural areas our agreed level of protection for the Ashburton River is 1 in 50, so it was not unexpected that some failure of the flood protection works would occur in the 1 in 200 event that resulted.

On the Ashburton River, landowners in the predicted flood plain contribute via rates to the maintenance and upkeep of the river protection works. On many other Canterbury rivers, landowners are decided, rightly or wrongly, that they did not wish to be part of a comprehensive river rating scheme and have elected to carry out their own river berm works to achieve a level of protection that they are comfortable with.

For us on the Ashburton, the urban area has a protection level of 1 in 200 with the recent construction of stopbanks close to town, however, by design, the stopbanks or berm plantings will begin to fail in rural areas in a flood event over 1 in 50 of magnitude.

Whether that decision to have a split level is sound comes down to the cost borne by ratepayers to engineer greater degrees of protection works.

The Ashburton River is an alluvial river with a natural movement of shingle out onto the plains, which has been constrained as we have held the rivers to a predefined bed.

Some farming properties were hammered in the May flooding event.

Arguably, as a whole of community, we have not adequately managed the aggradation of shingle in the riverbeds.

In this flood event, some of that excess shingle spewed out onto individual farms after the flood protection works began to fail as their design levels were exceeded.

Effectively it is this process that saved the town of Ashburton from inundation by the Ashburton River.

It is following the logic of the mechanics of this flood that formed the basis of our request to Central Government for funding to assist the impacted farmers to remove this shingle from their farms.

As part of this process, we (Federated Farmers, Beef and Lamb and Dairy NZ) were asked to draw up a criteria for this funding that targeted it precisely to the purpose for which it was applied.

As we did not know the scale of the problem at the time the $4m

fund was announced, the Prime Minister was very clear in stating that additional funding would be available should it be required.

Our task was to draw up the criteria, which we did with good intent.

Provision was given to a second round of applications for remediation of other uninsurable assets such as culverts, ponds and tracks should the $4m not be fully required for shingle removal.

This funding was a partnership with MPI contributing up to 50 per cent and the landowner meeting the remainder; only for Freehold or Crown Pastoral Lease Land; and only for commercial farms where greater than 50 per cent of the family income came from the farming operation.

My understanding of the process so far is that as of September 14, the total number of applications received was 168, with a total monetary value of $8,029,535.

Offer letters sent to date are 82, with a monetary value of $1,482,964. An offer letter is sent once an application has been approved.

The remaining applications are still being actively assessed.

The Ministry for Primary Industries has committed to cover up to 50 per cent of eligible costs with a total limit of $250,000 for each application.

On the completion of that funding round, if the $4m is not fully allocated, the fund will open to applications for remediation of land assets.

At this point, it will become clearer as to whether additional funding is required as pledged by the Prime Minister.

In the interim, if there are farmers out there who have received a decision back that has declined; or scaled back; an application that met the criteria, then we are very keen to hear from you so that we can understand why your application may have fallen short.

In the absence of any evidence to the contrary, we can only presume and trust that the fund has been carefully allocated adhering to the criteria that we set.

For those who have ended up disappointed with out-of-scope applications that have been declined, or those who are kicking the political football currently, there are some important concepts for us all to remember.

No Government, red or blue has in recent history funded the repair of private assets on private land after a weather disaster.

The funding that we did manage to secure, that has delivered money directly to farmers, has rarely, if ever been distributed before.

The problem we have is that if we regard that Government should fund repair of business assets after a flood event, then we may find that Government places greater restrictions on what we might be allowed to do on flood risk classified land, such as constructing buildings, using irrigators, having fencing, culverts and tracks.

Then we get ourselves into a debate as to where that state liability starts and finishes, should any business that suffers damage in a weather event have that damage repaired by the government?

Should the government step in and fund the drop in revenue for the retailers impacted by the drop in foot traffic as a result of the East Street roadworks, as it is an impact outside of their control?

There is no doubt the impact of this flood disaster has been enormous on many families and as a whole of community we need to give a lot of thought to how we manage these rivers going forward and how we fund that work.

Deadly threats – it’s just not cricket S

o suddenly New Zealand has been blamed for “killing’’ Pakistan cricket.

That was the emotional view of former Pakistan fast bowler Shoaib Akhtar after the abandonment of the Black Caps’ tour there over the weekend.

Pakistani fans, players, officials and Government figures alike have been quick to back Akhtar and vent their frustration because they know the abandonment could cost them any chance of hosting regular home international matches for some time.

Ironically, the tour abandonment came just as cricket’s return to Pakistan had gathered some momentum. In December 2019, Pakistan played a test match at home for the first time since the Sri Lanka team bus

Daryl Holden was attacked in 2009. Last year, the Pakistan Twenty20 Super League was also held in the country.

Before that, Pakistan had played the majority of its “home’’ matches in the United Arab Emirates, often in front of sparse crowds.

So, the Black Caps’ arrival for the first time in 18 years – and after a New Zealand Cricket (NZC) security expert had spent two weeks in Pakistan before giving it all the all clear – was a massive moment. Everything, it

seemed, was all good.

The Black Caps were also promised extra security for their eight-match tour, with commandos from Pakistan’s crack army special services group being deployed, plus extra soldiers and 4000 policemen for the matches in Rawalpindi alone.

But those efforts and tour hopes were belted for six just minutes before the Black Caps were due to take the field on Friday night when the sudden abandonment call came.

So, what happened? What caused our team to hightail it out of there, receiving a full police escort to the airport on bulletproof buses?

NZC has quite correctly refused to detail what they have called a “specific and credible threat’’, which reportedly came

from the Five Eyes intelligence alliance of New Zealand, Australia, Canada, the United States and United Kingdom.

We’ll never know the exact security threat details. Nor should we know.

Some would say that it’s simply Pakistan. Security and threats go together like bread and butter over there.

There may be some truth to that, but Pakistani officials could also question just how good and reliable NZC’s security intelligence sources are.

After all, let’s not forget that the Bangladesh cricket team was minutes away from the Christchurch mosque mass terror shootings in 2019. Where was NZC’s intelligence then, and in its own back yard at that?

Regardless, what is clear is

that the tour was a hair-brained idea to start with. Not only is Pakistan Covid-19 ravaged, but it is also only a decent bomb blast away from the even more concerning developments with the Taliban’s terror takeover successes in neighbouring Afghanistan.

Yes, Pakistan, their passionate cricket fans and supporters are the losers because hopes to normalise cricket tours there have clearly been set back. But NZC can’t be blamed for that.

The last time a New Zealand team toured Pakistan it ended with a suicide bomb attack outside their Karachi hotel in 2002.

All NZC was doing this time was again putting the safety of its team first.

And nothing is more important than that.

F

or some people the thought of public speaking is absolutely terrifying. I didn’t realise it was the number one phobia.

Glossophobia, the fear of public speaking, is top of the list ahead of necrophobia, the fear of death, arachnophobia, the fear of spiders, achluophobia, the fear of darkness and acrophobia, the fear of heights.

I am not a fan of heights and would much rather talk to the crowd than have to look over the edge of anything higher than a couple of stories.

When I think back over my radio career, there have been a few times that really stand out to me, where my nerves have nearly got the better of me.

I’m lucky that early on in my career I got told to turn the nerves into adrenaline and try to enjoy the buzz of them.

I think immediately to hosting a Fonterra anniversary in the domain when Dane Rumble was the headline act. There were thousands there and I remember peeping out from backstage and getting butterflies, but once I was on stage, I think because the crowd was so big, it was probably less intimidating than

speaking at a Women’s Institute meeting or similar.

I remember some nerves when initially interviewing Davy Jones from the Monkees, although they disappeared quickly as we couldn’t shut him up and he pretty much took over the chat.

I certainly had some nerves immediately after chatting with 80s-star Paul Young. They kicked in the exact second, I realised I had accidentally deleted my whole chat with him.

Luckily, “sure thing, no worries at all” was his response when I called him back and asked if we could do the interview again.

Then I saw Stacey Morrison on the telly saying a lot of people

feel nervous and embarrassed about giving Te Reo a nudge and that made me feel a lot better.

My Te Reo tips expert Michelle was very tolerant and did her best with me.

I did get a nice wee boost towards the end of the week when I sent a photo of my weather forecast to a past Te Reo correspondent and he replied with “Nice work mate, proud of the work that you’re doing to support and promote te reo!”

Chuffed!

Open trade and climate action can work together S upporting local businesses benefits the economy, but supporting local products is not always beneficial for the climate.

As the world and New Zealand continues to be impacted by the Covid-19 pandemic and policies enacted to curb its spread, many consumers are making a conscious effort to support local businesses.

Local businesses directly and indirectly support local communities and are often owned and operated by active members of the community. However, while supporting local businesses is a great way of helping your neighbours financially recover from the pandemic, extending this principle to choosing to buy local products as a means of taking climate action may not offer the benefits for the atmosphere you’d expect.

This November thousands of representatives from different governments, NGOs, businesses, academic institutions, media organisations and other interested bodies flock to Glasgow for the 26th United Nations Climate Change Conference (COP26).

This year’s conference comes in the wake of the release of the United Nation’s sixth assessment report on the physical science basis of climate change, a report described as “a code red for humanity” by UN secretary-general Antonio Guterres.

Federated Farmers has submitted to the New Zealand Ministry of Foreign Affairs and Trade on the approach New Zealand will be taking to these climate change negotiations.

In our submission we urged New Zealand politicians and officials to take a more ambitious approach in the talks and to use COP26 as a platform to showcase policy settings that have the potential to produce more food, more efficiently, with fewer emissions.

New Zealand farmers are among the most emissions efficient in the world at producing nutrition dense and highly sought-after products. There are many complex reasons for this impressive emissions efficiency including favourable climatic conditions, fertile soils, a long history of stable governance and a cutting-edge network of agricultural research and development institutions.

A factor often not discussed is how the decades of farming without subsidies has led to New Zealand farmers operating farms as agile businesses, minimising waste, embracing innovation, maximising the quality of outputs and adapting to changing consumer preferences – and therefore increasing emissions efficiency.

This efficiency means it is often better for the atmosphere for consumers in distant international markets to consume New Zealand food than to eat local products (even after the emissions from transport are

It makes sense, for the economy and for the atmosphere, to consume products made where it is most efficient to do so.

A typical New Zealand flat white will likely contain homegrown milk, but could also contain coffee from Brazil and sugar from Thailand and will be served in a cup perhaps from Australia.

In this example, New Zealand consumers are benefiting from the increased consumer choice trade has facilitated, international farmers are benefiting from access to New Zealand consumers and the climate is benefiting from products being made where it is most efficient to do so.

However, unfortunately many subsidies and trade distorting policies persist in the global food

system. Farmers in some countries are being encouraged to produce too much of a product in which there is no comparative advantage to do so, and farmers in other countries are unable to get goods to international markets due to prohibitive trade policies.

In the case of an extreme weather event that impacts production, in redistributing goods the global supply chain is not only battling with this immediate disruption, but also a complex web of restrictive policies that harm farmers, consumers and the environment.

All New Zealanders should make an effort to support local businesses that have endured the disruption and financial impacts caused by the Covid-19

pandemic.

Many of these businesses will be offering products from across the world. Rather than feeling guilty about the emissions involved in transporting these products to New Zealand, Kiwis should be encouraging New Zealand politicians and officials to tell the story of unsubsidised farming in New Zealand.

At COP26 the New Zealand delegation should not be shy in encouraging other countries to remove remaining distorting subsidies and trade barriers, doing so would be good for both people and the planet.

She’s been reining home favourites and well supported runners for fun in recent weeks, but on Sunday Sarah O’Reilly became a punter’s worst nightmare. The talented young driver rocked the totes at Oamaru when she combined with former Ashburton trainer Colin Harrison to win with Huckabee at odds of almost 50-to-one early on in the programme. Mid Canterbury followers may have been led into the $72 quinella with John Morrison and Laurence Hanrahan finishing second with Major Arma.

It’s Henry’s Hannon Woodend Beach pacer Henry Hubert signalled his intention for the upcoming spring features with a bold win in the Hannon Memorial on Sunday. The Robert and Jenna Dunn-trained pacer overcame a gallop at the start to find the lead with a lap to run and was too good for his rivals in the run to the line. Southerner Robyn’s Playboy was second and Classie Brigade third. Mid Canterbury pacer Cranbourne staged a big recovery after galloping away to put in a tidy performance fresh-up.

Matt Markham Some of the mega stars of the Australasian racing scene stepped it up a notch on Saturday across both sides of the Tasman, but the honour of the first winner on a huge Saturday of racing went to Mid Canterbury.

And while the locally prepared galloper, Thistle, might not reach the giddy heights of the likes of Calsign Mav, Atishu, Verry Elleegant and even Art Di Triomphe – winning on a stakes day of racing at Riccarton is tough, so it’s a big result for trainers Sarah and Matt Smith.

And it just further underlines the young trainers’ abilities to

have their team ready to strike at the right moment, after a really strong start to the season.

A freebie from the North Island, having just its second start for the Ashburton stable, Thistle could not have been any more impressive.

Form analysts would have duly noted the performance of the New Zealand Cup nominated Diorissimo, also trained by the Smiths, in the New Zealand Cup trial.

The proven performer over the longer distances had an interrupted run, but stormed home when clear to finish within four lengths of the winner.

Amanda Higgins also went close to grabbing a victory at long odds when her runner Meritorious emerged from the pack and charged to the line, only to just come up short behind the talented Fireglow.

Granite Ridge was another bold local performer, finishing fourth for trainer Robyn Ayton.

Go Racing goes golden Albert Bosma’s Go Racing syndicates enjoyed one of their finest hours on Saturday when they celebrated three separate victories including two at stakes level in the space of 60 minutes.

Talented galloper Hasabro kicked off proceedings at Riccarton when he produced a fresh-up win for the Go Racing Hasabro syndicate, before exciting fouryear-old Atishu made it two wins from three starts out of the Chris Waller stable in Sydney for members of the Go Racing Ring A Ring syndicate, when successful at Randwick. It was left to three-year-old filly Art De Triomphe to round out the winning treble in the Listed New Zealand Bloodstock Canterbury Belle Stakes at Riccarton, producing a stylish three-length victory for the Go Racing Beatles Syndicate.

American Lightning strikes at Addington American Lightning showed his brilliance at Addington Raceway on Friday when winning the Avon City Ford Free-For-All Mobile Pace (1980m) in superb fashion.

The Graeme Anderson and Mike Love-trained three-year-old utilised his blistering gate speed to take an early lead before quickly handing up to Franco Niven.

He soon found himself three back on the markers, when Somekindawonderful assumed control of the race at the bell.

thew Williamson was able to navigate American Lightning into clear air, where he was able to showcase his turn of foot to chase down Franco Niven to win by a half neck.

His trainers were duly impressed with his first-up effort, and are excited about the spring ahead.

Smiles all the way from the peak, down to the pub Matt Markham They came in their droves to take on a unique multisport course like few others in the world, and despite being faced with restrictions due to Covid, those who took to the start line in Saturday’s Peak to Pub left with smiles on their faces.

And now, for race director Richie Owen, after 22 successful editions of the race his only hope is that in 2022, they can return to some sort of normality and bring back the party atmosphere that comes with the event.

“It’s great we can still hold it, we’re very grateful for that fact,” he said.

“But you really miss that stuff at the end of the race, the real social aspect to it which is a huge part of why it’s such a great event. Hopefully we’ll get back to that next year though.”

Owen said Alert Level 2 meant there were plenty of changes to the race and the course to ensure restrictions were being followed, but that feedback around it from competitors had been really positive.

Faced with perfect conditions, the

more than 400 competitors who took part, across individual and team events, faced a 2km ski down the mountain before jumping on the mountain bike for an 18km descent down the Mt Hutt access road.

The transition at the base of the mountain showed the true challenge of the race, with many athletes appearing as though they’d been attacked by an overly zealous makeup artist, covered in dust and dirt.

The race finishes with a 12km run back into the heart of Methven to the finish line outside the Blue Pub. “It’s a good course, we’re really lucky that we have the ability to use it.

“The road was pretty wet this year, but we had no major spills or anything like that which is fantastic.”

The men’s event was won by Craig Oliver who emulated the efforts of his brother, Ben who won the race last year. He headed the pack home ahead of Flavio Vianna, who had to settle for second again, with Cameron Jones third.

Rebecca Kingsford came home first in the women’s event 45 seconds clear of Annabelle Bramwell who was second, with Priscilla Thompson third.

Close to 200 individual competitors took to the track for the event with 80odd teams of three competing as well.

Statement Of Intent

Eight-try romp signals Hammers’ intentions

Matt Markham It’s out of the frying pan and into the fire this week for Mid Canterbury, after their bold opening round statement in the Heartland Championship.

With the nerves and uncertainty around any opening round of a competition now out of the way, it’s a case of preparing for a different kind of beast this weekend at home when they face perennial Heartland champs, Whanganui, at the Ashburton Showgrounds.

But that’s still a few days away, and the Mid Canterbury coaching group are more than happy to let their side bask in the glory of their 53-25 victory over King Country on Saturday in Te Kuiti, but when it comes to training tonight – it’s back to business.

“It’s important you celebrate and enjoy the good moments,” co-coach Dale Palmer said.

“As a team unit, we were very happy with how the weekend went, it was great to see the team really starting to gel and come together as one and a win with maximum points on the board really helps that.”

Whanganui require that little bit extra though, and Palmer, Jason Rickard and Sean Cuttance know that all too well, so it’s back to work this evening with only Saturday’s match in focus.

“Everyone knows what they (Whanganui) are capable of, they’ve been a great side for a number of years and always put together a really strong team.

“It’s a great opportunity for us to gauge exactly where we are at and a chance to really put ourselves under some pressure too.”

Almost the perfect start …

If you could script how you wanted a season to start, what unfolded in Te Kuiti would just about be the blueprint.

Away from home, having sat in situ for a month waiting for the competition to begin, with no real preparation minutes on the clock – anything was possible.

What transpired in the first 30 minutes though was scarcely believable.

Mid Canterbury scored twice in the first 10 minutes. One to Raitube Vasurakuta and the other to Isireli Masiwini, to race to a 12-0 lead.

King Country fought back with two of their own and a penalty and all of a sudden were in front 12-13.

Then two yellow cards to the home side, within a minute of each other, turned the tide again.

With King Country down to 13 men, Mid Canterbury played at pace and dominated with Manasa Bari grabbing a double, before Seta Koroitamana added his side’s fifth for the half and at 31-13 heading into the break, the match was all but sealed.

Back to a full complement King Country looked good with ball in hand, but when Nic Foxley barged his way through after about three minutes in the second half there was more than the odd King Country supporter shuffling uncomfortably in their seat.

The next 20 minutes was a flurry of Mid Canterbury, dominating at set piece time and while points went dry the domination was clearly evident.

Vasurakuta scored his second mid-way through the half and it was match over, Mid Canterbury up 48-13.

King Country weren’t

done though, and through some good phases of play scored two late tries of their own before Tait Chisman put the icing on the cake for the green and golds, scoring in the final play of the game.

The highs, and there were plenty …

With a disrupted travel path home on Sunday, Palmer and the rest of the coaching team had longer than expected to unravel the match, and what they found was encouraging, for the most.

Led superbly by JJ Manning and Koritamana, they were dominant and had King Country back-wheeling frequently.

“I think the scrum coach (Rickard) was pretty happy with the set piece.

“Up front was an area we were concerned about, because that’s where King Country are traditionally very strong, but our guys were dominant.”

In particular, Adam Williamson was superb. His scrummaging technique is All Black-worthy and his efforts in causing headache after headache earned him the Man of the Match gong.

“Big game from Adam, a really big game. Not just in the scrums, but around the paddock too.

“That being said, the entire forward

pack was excellent, including our reserves who came on.

“There’s some young guys there, but they stepped up and showed that they’ve been taking in what we’ve been focusing on.”

In the backs, Foxley had a really strong game, while young Liam McCormack delivered crisp, clean ball to his backs and dictated the play around the paddock like a seasoned pro.

Then there’s the work-on department …

You’ve got to take the good with the bad and from Saturday’s match, defence is high up on the agenda.

Mid Canterbury were guilty of falling off tackles, particularly the first one and it gave King Country some strong front-foot ball to work with which they made into gold on a number of occasions.

“It was pretty evident to everyone, I think. Even the players,” Palmer said.

“We’ve got some work to do there this week you just can’t let teams do that to you consistently, or you are going to find yourself in a lot of trouble.”

Palmer said it wasn’t a big issue though, and one they could hopefully work through as a team unit without too many problems over the two trainings this week.

And with Whanganui lying in wait – it’s an anomaly they’ll be keen to see corrected.

Plenty of positives in finals defeat for Mid Canterbury Matt Markham There was no fairytale finish, but Mid Canterbury is well and truly back in the mix when it comes to Canterbury senior hockey.

The Mid Canterbury senior men’s side were unable to complete the perfect return to the Canterbury Hockey Division One competition on the weekend, going down to a powerful Southern side in the competition final at Nga Puna Wai, but there’s many encouraging signs ahead for the future based on what has unfolded over the past few months.

Forced to wait an extra month to play the match due to Covid alert levels, Mid Canterbury went into Saturday’s final knowing full well the challenge that lay in wait for them. They had been unable to get a win against the Southern side all season, and Saturday proved to be no different.

Slow out of the blocks, Mid Canterbury found themselves down by a goal after seven minutes of play. But they tightened up and ended the first quarter strongly, still well in the match.

Southern took the second with confidence and played a strong game from one end of the turf to the other.

Ashburton College claim back-to-back titles

The Mid Canterbury senior men’s Hockey side have finished second in the Canterbury Hockey Division One championship.

A penalty quarter with halftime approaching saw Southern slam the ball into the back of the goal and their lead was doubled, but with time up on the clock for the half the green and golds created some of their own magic through some slick

passing, and Sam Bennett was in the right spot to sweep one past the keeper and draw the margin back to within one heading into the break.

A scoreless third quarter had supporters on both sides of the fence nervous as both teams

brought a real intensity to the match.

The final quarter saw the pendulum swing though, as Southern scored their third, and despite some good play from the Mid Canterbury side they were unable to get into the match as

Mid Canterbury wasn’t done though, and Scott Marshall found himself on the end of a good passage of play to score another goal for the season, but Southern turned on the afterburners and grabbed two late goals to blow out the score to 6-2 at the final whistle.

While disappointed to lose the match, Mid Canterbury achieved some great things this season on the turf, in a competition that few would have experienced before.

Key learnings that will bode well going into the 2022 season.

There was a victory to celebrate over the weekend though.

On Friday night at Nga Puna Wai, the Ashburton College 1st X1 Hockey side lifted the trophy in the Secondary School League Division One Championship.

After a dominant season in the second-flight secondary school competition in Canterbury, the Ashburton lads rounded out the season to make it back-to-back titles with a 2-1 win over the might of Christchurch Boys’ High School 2nd X1 in the final.
