A Mid Canterbury arable farmer is calling for Environment Canterbury (ECan) to administer and monitor irrigation water allocations “without fear or favour”. Valetta Farms owner David Clark said concern was mounting over how ECan will deal with irrigators who breach their seasonal water limits this season. Mr Clark’s qualms are based in his understanding that a large number of irrigators pumped water well beyond the limits imposed by their consents last season. He says others have no seasonal water limits whatsoever.

Individual water allocations are determined under the Canterbury Land and Water Plan, based on information such as soil and farming types. Compliance is monitored by meters fitted on wells which draw water from aquifers, and the data telemetered via a cell phone card to commercial companies which record it and provide it to ECan. “I have not seen any intent from ECan to reprimand or prosecute those farmers that turned a blind eye to the provision of their consent last season,” Mr Clark said. “I expect ECan to ensure that water consents are administered as they are written.

“We have a social licence to use a set volume of water and we have built our farming business around managing with that quantity, by ensuring we have a mix of crops and financial expectations built around the volume of water we’ve got. “It’s not equitable if other farmers disregard their consent volumes and the regulator turns a blind eye - it would seem they are inept if they are not going to put some teeth behind the rules.”
