Anger over $3m blowout

Disputes with neighbours delayed the construction of Ashburton’s art gallery and museum by about one year and pumped costs up by just under $1 million.

Final costs for the project became public knowledge yesterday for the first time since construction began in July 2012.

Tenders were let in August 2011 for $6.3 million; three years later the all-up cost of the project has blown out to $9.7 million.

The complex’s new price tag will add another $48 a year onto

each property owner’s rates bill.

And yesterday when the final figures were laid out at an Ashburton District Council meeting, the journey between conception and execution unravelled and along with it a story of delays, legal challenges, changing building codes and escalating costs.

The original $6.3m was a build only cost and it came with a 5 per cent contingency figure that was anticipated to push the total cost up to $6.6m. The final $9.7m includes construction, a range of fees and landscaping.

Council business support group manager Paul Brake said the big hike in costs had several causes, but the two biggest contributors had been drawn-out negotiations with neighbours over the construction manage-

ment plan and higher than anticipated architects fees because the building’s tenants had required plans to be redrawn on eight occasions.

Several councillors were angry that the complex’s costs had never been made public until the project was completed. One suggested the final price had been known for years.

In 2008 councillors were told the project would cost close to $10 million, Peter Reveley said.

Big eared cats are the newest addition to the Wellington Zoo family. Two caracals will join the zoos four servals in their new home, the Grassland Cats Habitat, which was designed and built by the team at Wellington Zoo, chief executive Karen Fifield said. “Wellington Zoo is establishing a reputation for designing and building innovative exhibits in-house, and the Grassland Habitat continues this beautifully. “Our interpretation gives visitors a chance to experience hunting like a serval or caracal.” The caracal, like the serval, is a wild cat commonly found in Africa, and both are easily distinguished by their large ears. The cats are amazingly athletic with the ability to jump metres into the air from the ground, Ms Fifield said. Wellington Zoo’s new Grassland Cats Habitat will be open to visitors from Saturday.

Millie puts on the gloves Millie Elder-Holmes is planning to step into the public spotlight - and the boxing ring - just seven weeks after the death of her partner Connor Morris. Ms ElderHolmes, daughter of late broadcaster Sir Paul Holmes, was announced as one of the main attractions of December’s KFC Fight For Life boxing promotion in Hamilton.

Duco Events director David Higgins said Ms Elder-Holmes had indicated she would dedicate her bout to Mr Morris’ memory.

Mr Morris, a member of the Head Hunters gang, died after a confrontation outside a West Auckland party on August 3. Ms ElderHolmes held her partner of six years as he lay dying. Ms Elder-Holmes confirmed on Instagram that she was taking part, saying Fight For Life supported Hospice, which had looked after her late father very well in his last days.

At yesterday’s Ashburton District Council meeting the air was charged as councillors looked for reasons, asked questions and hurled accusations at those they thought may have contributed to the cost blowout.

The original tender was let to Bradford Construction for $6.3 million in August 2011, with a 5 per cent allowance for contingency and fees of $315,568

(plus GST). That made a total construction budget of $6.626 million.

Yesterday for the first time since tenders were let, the public had an opportunity to see the real cost of the project - $9.7 million, made up of $7.75m in construction costs, $1.84m in fees and $33,000 in landscaping.

And they also had an opportunity to see what had contributed to the budget blowout. The biggest contributor was time delays, almost a year between the letting of tenders and work beginning. Over that year meetings were held with neighbours from November until the follow-

While he wasn’t happy with the final price tag, Alan Totty said there was no point in laying blame with the individuals and groups who may have been responsible for delaying the project.

“We need to learn valuable lessons from this and make sure this is not repeated,” he said.

Chief executive Andrew Dalziel intends to commission an independent review of the project and the decisionmaking process from the beginning of the project until completion.

It was born from an offer by the Ashburton Trust to buy the art gallery and museum building in Baring Square East for what is believed to have been $3 million. Plans for the new complex were conceived and were anticipated to require proceeds from the building plus another $3m from the council.

Plans were well advanced and the trust deal fell over. The council opted to continue with

the project but the problems continued. Plan after plan was drawn and amended to meet user group demands. Each time changes were made the architects’ bill grew.

Neighbours of the proposed complex objected again and again to the project. As one issue was resolved another arose.

Today, the complex is ready to open and the final costs have been tallied - $9.7m. On the bright side, the complex has been valued and while the community has spent $3m more than planned, it now has a building worth $10.6m, $900,000 over its build cost.

Community money handed to council The community should pat itself on the back, mayor Angus McKay says, for raising more than $5 million towards the district’s new EA Networks Centre.

Yesterday Ashburton Stadium Complex Trust members Maurice Myers and Chris Robertson handed over half the funds raised to the Ashburton District Council, with promises of plenty more to come.

With gifts, donations and pledges totalling well over the $5 million target, the trust was now in “debt collection mode”.

Mr Myers said this would continue over the next two years as long-term pledges were paid.

“You’ve done an admirable job of the agreement made with council when you said your fundraising group would get the community to put $5 million

into this project,” Mr McKay said.

That community commitment meant the council could start the project knowing it had strong community support behind it, he said.

Mr Myers said another cheque, this time for about $1 million was likely to be handed over in the new year, with a number of smaller contributions made over the following months.

The trust was continuing to raise funds while decisions were made over the hydroslide project, he said.

When the council agreed to build the stadium and aquatic centre, it committed $25 million to the project providing the community first raised $5 million. This figure was achieved last year.

Enrolment urged ahead of election day tomorrow

No photos and no “boothies”. There are strict rules around cameras and polling booths on election day tomorrow.

It’s election day tomorrow and while there are still a number of people not enrolled to vote, most Mid Cantabrians are ready.

With nearly 280,500 people still not enrolled, Registrar of Electors Gislea Craig is urging people to get down to the local Post Shop and get enrolled. The cut-off is midnight tonight.

“Our figures are not updated every day but they currently show that Rangitata has one of the best enrolment rates in the country.”

Currently sitting on 93 per cent enrolment in Rangitata and 95 per cent in Selwyn, Rangitata has high numbers of 18-24 year-olds ready to vote.

“Our numbers in the 18-24 bracket are some of the best in the country (Rangitata),” Miss Craig said.

Rangitata is sixth on the list for 18 to 24-year-olds with 86 per cent enrolled to vote. Other high electorates are Invercargill (88 per cent), New Plymouth (88 per cent), Otaki (88 per cent), Wairapara (93 per cent) and Wanganui (87 per cent). Auckland Central has the worst figures in this demographic at 45 per cent, with the national average for this age bracket 73 per cent.

People have been taking advantage of the ability to vote early with a steady stream at the Sinclair Community Centre, and while many voters will be able to

resist the urge to take selfies while voting, not everyone has that kind of self-control, so warning signs have been put up.

It’s against the law to distribute anything purporting to be an imitation of a ballot paper on election day or in the three days leading up to it.

The selfie phenomenon has grown rapidly over the past few years and it seems now even the polling booths are a place where people will take selfies, or “boothies” as they are being labelled.

Staff have been advised to not allow “boothies” and no photography signs have been placed around the polling centres to reinforce this.

Raising road safety awareness

Ashburton College students took the driver safety message to their peers yesterday, selling sausages and dressing as zombies with a staged crashed car to encourage safe driving behaviour.

Twelve members of the student welfare committee, with help from drama class make-up artists, dressed in black with painted faces to represent road crash victims.

Head of the student welfare committee Ash McBride said

the event, held on the chessboard at the high school, created awareness that “it’s not okay to speed, text and drive, or drink and drive and it’s not okay to have so many fatal (accidents) in our community”.

Dangerous driving was “becoming the norm, especially in Ashburton. It’s mainly a guy thing but girls do it too,” Miss McBride said.

“We are just saying it’s not okay,” she said.

The welfare committee also had a large pledge banner at the chessboard which stated “I will

not drink drive” for students to sign along with a whiteboard for students to write what they would miss? Some of the comments included music, family, family and friends, and laughs with friends.

Earlier in the week the students had placed white crosses on the college grounds, on Walnut Avenue, to represent young people who had died on the roads.

There was also a Students Against Driving Drunk (SADD) feature display at the Ashburton Public Library.

The crosses were to raise awareness and to get people talking and were part of the SADD nationwide Remember September campaign.

Ashburton District Council road safety co-ordinator Aileen Campbell said young drivers had a high risk of being in a serious crash.

Across Canterbury drivers aged 15-24 were at fault, or part-fault, in nearly 30 per cent of all serious injury and fatal crashes (2009-2013), despite making up just 20.54 per cent of the driving age adults.

A Mid Canterbury irrigation company has become the third farm environment plan to be approved under the Environment Canterbury’s proposed Land and Water Plan.

Developed by Rangitata Diversion Race Management Ltd (RDRML), the plan’s template covers the three irrigation schemes supplied by the company, Mayfield-Hinds, Valetta and Ashburton-Lyndhurst, which supply water to 450 shareholders.

Farmers who partially irrigate from these schemes will be able to complete a single plan covering the entire property and be fully compliant with the regulatory requirements for both parts of the property – the part irrigated with scheme water and the balance that is not.

ECan chief executive Bill Bayfield said RDRML had met all the requirements.

“RDRML chief executive Ben Curry said he was delighted that the plan had met the standard.

“It means farmer shareholders are now able to qualify their responsibilities under the proposed Land and Water Regional Plan as well as meet our standards for best practice irrigation,” Mr Curry said.

Under the proposed plan, a farm environment plan will need to be produced in any circumstances where an application for consent to farm is required. “There are several situations where a consent will be required at different times in future, depending on how at risk water quality is in the zone where the property is located,” Mr Bayfield said.

Spotlight on child restraints

Ashburton’s children are travelling safer in vehicles this week thanks to Ashburton police and Plunket.

Last week, police and Plunket visited Ashburton’s Merle Leask Kindergarten as part of a Canterbury-wide, month-long focus on child restraints and were pleased with what they found.

No infringement notices were issued, but that wasn’t the case in other centres around Canterbury.

Police around Canterbury have been working with Plunket and Baby on the Move to help parents at 22 kindergartens and primary schools around the region, checking a total of 400 vehicles and finding 250 restraints were either not installed correctly or not up to standard.

In some cases children were using adult seatbelts and not height appropriate restraints, police said.

“A correctly fitted child restraint can mean the difference between life and death, but only if it is fitted correctly and used”, senior sergeant Rob Patterson said.

The demolition of the building itself started on May 26 and the site was cleared with a fortnight. Since then, there had been ongoing issues around the removal of the stage two building. Its asbestos removal and location was more restrictive and “significant costs” had arisen. The DHB had earlier said the costs had ballooned out by around $300,000.

Ebola exercise at Chch airport Canterbury medical personnel and authorities were involved in an Ebola exercise recently at Christchurch International Airport.

The desktop-based exercise saw a variety of personnel react to a potential border threat of the deadly disease.

Personnel included border agencies and ground services such as Canterbury District Health Board planners and St

John staff. The exercise saw additional processes put in the region’s emergency plan in the event of an Ebola threat.

The disease is spread by contact with blood or bodily fluids of those infected.

There was no known cure, however British and US authorities this week started an experimental trial on 60 healthy volunteers in the United Kingdom to find a cure for the disease.

No date yet No date has yet been set for the return of a Malaysian diplomat accused of a sex attack on a New Zealand woman in Wellington.

Malaysian authorities have reportedly given the go-ahead for Muhammad Rizalman bin Ismail to return to the country to face intent to rape and burglary charges. They are awaiting a formal request from New Zealand before being able to send him, a Malaysian Government source told media there last week.

Yesterday the Ministry of Foreign Affairs and Trade (Mfat) said no firm arrangements had yet been made for his return, and did not confirm if a formal request had been sent to Malaysian authorities.

World record price A world record has been set at auction for a piece of Maori art, which has fetched more than $2 million. The auction was held at Sotheby’s in Paris. District misses initiative cut

Mid Canterbury communities missed out on selection for a nationwide $40 million anti-obesity initiative to help families improve their health.

The Healthy Families New Zealand programme aimed to improve people’s health and target them where they lived, learned, worked and played to prevent obesity. It would use dedicated health professionals.

Ten communities were included in the initiative, which starts in October.

Ashburton health promoter, Angela Leadley, of Community and Public Health said the programme was a good start to get people to make healthy choices. It would see health workers promoting healthy lives with good food choices, physical activity, sustaining a healthy weight, not smoking and drinking alcohol only in moderation.

“Any initiative that benefits the wellbeing of our community we would support, particularly one that takes a multipronged approach,” she said.

The dedicated health promotion workforce would work with schools, early childhood education centres,

Mrs Leadley said no one solution was going to fix the nationwide obesity problem and the initiative would benefit most communities in New Zealand.

Health Minister Tony Ryall said it was a “complete reform of the way we address the underlying causes of poor health, including obesity, smoking and excessive drinking”.

Those selected for the initiative went through “a competitive tender process”.

They were responsible to get a partnership of key stakeholders in the community together and to recruit a dedicated health promotion workforce.

“Encouraging individuals and their families to live healthy, active lives is part of the government’s approach to reducing the prevalence and consequences of chronic disease in New Zealand,” Mr Ryall said.

The communities to benefit were East Cape, the Far North District, Invercargill, Lower Hutt, Rotorua, Whanganui, Manukau, Manurewa-Papakura, Spreydon-Heathcote and Waitakere.

The programme was expected to reach around 900,000 New Zealanders.

The Conservatives have again failed to make the 5 per cent threshold in the last DigiPoll survey before the election and would not make it not Parliament unless one of its candidates won an electorate seat.

And the poll suggests that Monday’s so-called Moment of Truth organised

by Internet Party founder Kim Dotcom has not any pay-off in the polls for the Internet Mana alliance.

The Conservatives are on 3.3 per cent, down from 3.8 per cent last week.

The Conservatives have not crossed the 5 per cent threshold in any of the major political polls this election and no poll has predicted they will an electorate seat.

The three highest profile candidates are Mr Craig in in East Coast Bays, Christine Rankin in Epsom where National has effectively endorsed Act’s David Seymour, and former Sensible Sentencing Trust chief executive Garth McVicar in Napier.

The failure of the party to make 5 per cent would limit National’s choices in government formation.

Internet Mana is also on the decline in the poll, and is down to just 1 per cent and one MP in leader Hone Harawira.

That is a 1.3 point drop in a week from 2.3 per cent.

Two weeks ago the party was on 3.5 per cent which would have translated to four MPs in Parliament, assuming Mr Harawira kept his Te Tai Tokerau seat.

But he is now fighting for his survival, running neck and neck with Labour rival Kelvin Davis.

New Zealand First leader Winston Peters took the unusual step yesterday of endorsing Mr Davis, while campaigning in Northland.

The Moment of Truth was an event at the Auckland Town Hall chaired

by Internet Party leader Laila Harre at which American journalist Glenn Greenwald and former National Security Agency analyst Edward Snowden claimed New Zealand’s foreign intelligence agency, the GCSB, was engaged in mass surveillance of its citizens, a claim vigorously denied by Prime Minister John Key, and current and former heads of the agency. It has since been suggested that the mass collection could be going on at the US end of the Southern Cross data link to the US. Ahead of the Moment of Truth event on Monday, Dotcom produced an email in the name of a Warner Bros executive which suggested Mr Key and Attorney General Chris Finlayson were preparing to grant Dotcom residency in New Zealand to help the US get him extradited to the US on anti-piracy charges.

Funds boost kea conservation

By Andrew King Conservation Minister Dr Nick Smith yesterday announced the Government is beefing up the Kea Conservation Trust with a $90,000 cash injection.

The money will come from the recently set-up Community Conservation Partnership Fund.

It will provide $26 million over the next four years aimed at hundreds of different projects that are focused on efforts supporting biodiversity, natural habitats and native species.

“It is expected the co-ordinat-

ed strategic approach to managing our kea will produce positive results in the next 10 years,” Dr Smith said.

Big numbers of kea have been wiped after a bounty was placed on the species due to the perceived threat to sheep. Now the biggest threat facing the kea is from pests such as stoats, rats and possums.

Dr Smith not only wants to see the current work continue and help put in place a plan to reduce conflict between humans and the birds. Kea are notoriously attracted to rubber and briefly

shut down Mt Hutt’s summit six chairlift recently due to their investigative behaviour.

“Changes in land use and more human activity in the high country mean that kea are coming into contact with more people and property. Kea are sometimes seen as a nuisance because of their curiosity, intelligence and determination to interact with human objects such as vehicles, rubbish bins and solar panels.

“The funding will go towards developing a plan to proactively respond to such conflicts, to prevent property damage and

Empowering and strong speech themes were among those at this week’s Year 7/8 Ashburton Plains Rotary Club speech competition held at the Ashburton Club and MSA. The overall winner was Mayfield School pupil Kaylem Herbert with his speech on bullying.

Ashburton Intermediate School pupil Elise Heffernan (My Infamous Family) was second and Ashburton Borough School pupil Cameron Wilson (Leadership) and Dorie School pupil Charlotte Sloper (Self-esteem in Girls) placed third equal.

Ashburton Plains Rotary Speech Competition co-ordinator Ray King said the group of seven finalists were “very strong speakers”.

The adjudicator noted the winning speakers handled their difficult subjects well.

However other speakers also had good content and well planned delivery of their topics, he said.

Mr King said during the evening there were also Honour Roll presentations made to pupils Caitlin Titheridge (Ashburton Intermediate), Phinenah Teves (St Josephs), Ella Yeatman (Hinds), Hayden Jefferson (Hinds), Joe Routhan (Borough) and Amelia Taylor (Mt Hutt College).

Craig’s press secretary quits Colin Craig and his press secretary have reportedly parted ways - just two days out from the election.

Rachel MacGregor, who worked as the Conservative Party leader’s press secretary for two years, told Newstalk ZB she had left the party as of yesterday. She was

described as very upset, calling Mr Craig a “very manipulative man”, the broadcaster’s political editor Barry Soper said.

Terror at back door Erin Tasker

errorism is getting a bit too close to home.

Yesterday, Australia was shocked by news of hundreds of police raiding properties and arresting numerous potential terror suspects.

But the most shocking revelation was to come. Reports soon followed that their plan was to abduct a random person from a New South Wales street and behead them before posting the video of the hideous murder online.

It’s not a new scenario. We’ve seen too many news stories lately from overseas of people being beheaded and the videos and messages posted online. It’s horrific and unthinkable what such an act does to the victim’s family. These people are someone’s son, father, brother, uncle, cousin.

What’s most concerning is these people are random, and often they’re actually trying to help. They’re not necessarily soldiers who have been fighting, or anyone who has done anything wrong. They’re aid workers and journalists, and if this alleged plot in Australia had gone ahead, random members of the public.

It could have been anyone. A mum out walking with her kids, a man heading back to the office from lunch, a Kiwi visiting Sydney for a few days – it could have been anyone.

What gives a person a right to think they can do such a thing? To most of us, it’s unimaginable. But it’s happening.

New Zealand and Australia are good places to live. We’re lucky to live in the part of the world we do and we don’t want people bringing this sort of thing to our door steps. It’s bad enough having to read about it and hear about it on the news, happening on the other side of the world. Just across the ditch is getting too close, but at least they were caught before they could execute their plan.

Yesterday’s Australian arrests came just days after Australia’s outgoing spy chief raised the country’s terror alert to “high”.

They were keeping tabs on things and were able to stop this from happening.

Let’s hope the same thing would happen in New Zealand if such a plan was to be hatched here.

YOUR VIEW Spying In response to the editorial, “Does spying bother you?”, by Erin Tasker, published Thursday, September 18.

Everyone has something to hide. I doubt very much that Ms Tasker would be happy for the contents of her personal emails, text messages, phone calls and medical history to be published for the world to see.

Journalists in particular should be vehemently opposed to mass Government spying, as they have sources to protect and neutrality to maintain.

We have a Government that has proven themselves willing to use private information about their enemies for political gain; our former Minister of Justice, Right Honourable Judith Collins, leaked personal information about people she disagreed with, and confidential information obtained by the

spying agencies has been used by the National Government to attack the Labour Party.

Had she read Hager’s Dirty Politics, Ms Tasker would know this, and would know of the threat that broad mass spying poses to our democracy.

It is also important to correct Ms Tasker’s error; it was not Kim Dotcom telling us we are being spied on. That information came from highly acclaimed, Pulitzer winning, journalist Glenn Greenwald.

In some countries the Government considers “terrorists” and journalists to be the same thing. It is interesting that your chief reporter does not consider the fundamental human right to privacy, and by extension freedom of the press, to be an important election issue. The Government spying on journalists means they can never be free or independent.

Last week, with my tech savvy girlfriend’s help, I found my free download of U2’s latest album Songs of Innocence.

I was very excited, and not just because I’m tight and it was free, but I’m a huge U2 fan.

I became a fan when I heard “Two Hearts Beat As One” in the early ‘80s, then the live album “Under a Blood Red Sky” from the Red Rocks Amphitheatre in Colorado, fuelled my passion for live music.

Their “Elevation” tour concert in Auckland is the best live concert I have seen and not just because I was lucky enough to be in the “inner circle” and just a couple of metres away from The Edge for several songs.

So, what’s the new album like?

In a word: Sensational!

like U2”, although I can’t help thinking of David Bowie and his several rebirths.

I love the first track “The Miracle (of Joey Ramone). ” A tribute song to Joey and “The Ramones” who were major influences on Bono especially.

At one of their concerts, Bono talked about singing “In a Little While” to a dying Joey Ramone in his hospital bed and that being an incredibly moving moment in his life.

To me the song sounds like it belongs on one of their early albums and has a rawness about it much like their first single “Out of Control” and the energy to fit.

“Iris (Hold me Close)” is a

song for Bono’s Mother, who died when he was 14. A song with beautiful lyrics and a classic Edge guitar riff that sounds like it belongs on an album between “Pride” and “Where the streets have no name”.

The first time I heard the song “Volcano” I thought if Robert Smith sung it instead of Bono it could be a “Cure” song.

There’s an angry edge to the song “Raised by Wolves” and researching the song I found out why. It tells the story of a car bombing from Bono’s childhood that he witnessed and was very nearly caught up in.

They are calling this album U2’s most personal album ever, it peels back their layers both musically and personally.

It is fast becoming my favourite U2 studio album.

To my great surprise and to put it mildly, the ‘free gift’ of “Songs of Innocence” hasn’t been warmly received by everyone. So Apple has released a new one-click tool to delete

the U2 album you didn’t want.

Using the tool permanently removes the music from your iTunes library and purchase history. Apple has even set up a support website to guide people through the process.

Public killing thwarted

By Peter trute A plot to behead a random member of the public in Sydney has been thwarted by police, with one man charged over the plan to “horrify” the community.

Omarjan Azari, 22, was remanded in custody at Central Local Court after being arrested in Sydney yesterday in the biggest anti-terror police raids Australia has seen.

Police allege Azari conspired with the most senior Australian member of terrorist group Islamic State, Mohammad Baryalei, to commit the terror act.

Prosecutor Michael Allnutt told the court that Azari was accused of plans designed to “shock” and “horrify” the community.

The plan involved the “random selection of persons to rather gruesomely execute”, he said.

Prime Minister Tony Abbott, who was briefed before raids on Wednesday night, indicated intelligence showed public beheadings were urged by leaders of Syria-based Islamic State, which is also known as ISIL. “The exhortations, quite direct exhortations, were coming from an Australian who is apparently quite senior in ISIL to networks of support back in Australia to conduct demonstration killings here in this country,” Mr Abbott told reporters.

“This is not just suspicion, this is intent.”

Azari, from Guildford in Sydney’s west, was charged with one count of acting in preparation/planning of a terrorist attack and will face court again on November 13.

At least 13 people have been killed and 34 others wounded when police fought a battle with suspected Boko Haram suicide bombers in Kano, northern Nigeria, the state’s police chief says. Kano State police commissioner Adelere Shinaba said the gunmen, whom he described as “insurgents”, ran onto the grounds of the Federal College of Education after exchanging fire with police outside. “They were obviously suicide bombers. One of our officers shot at one of the gunmen and the explosives on him went off, killing him on the spot,” he said.

Woman executed

Police investigators work at a home at Guildford in suburban Sydney, Australia after about 800 federal and state police officers raided more than two dozen properties as part of the operation yesterday.

He was one of 15 people detained during the raids which included 25 search warrants on homes and vehicles.

More than 800 NSW and Australian Federal Police raided properties across the suburbs of Beecroft, Bella Vista, Guildford, Merrylands, Northmead, Wentworthville, Marsfield, Westmead, Castle Hill, Revesby, Bass Hill and Regents Park.

Three more raids occurred in Queensland on Thursday morning.

Australian Federal Police acting commissioner Andrew Colvin said the raids in Underwood, Logan and Mount Gravatt East southeast of Brisbane

were linked to raids in the area last week in which two men were arrested and charged with terrorism-related offences.

One of the Queensland suspects, Omar Succarieh, is seeking bail on Thursday.

The Sydney plot has raised comparisons with the attack on British soldier Lee Rigby, who was hacked to death on a London street by Muslim extremists last year.

NSW Police Commissioner Andrew Scipione warned against any public backlash in the wake of the dawn raids.

Mr Scipione said more than 220 police would participate in high-profile Operation Hammerhead, covering transport

hubs and important and iconic sites.

“It will be ... happening in areas where potentially people may want to either take some retribution or in fact create trauma within communities,” Mr Scipione said.

The operation followed Australia’s outgoing spy chief, ASIO director David Irvine, raising the terror alert level to “high” amid fears of an attack on home soil last Friday.

Chief of Defence Mark Binskin said the defence force was constantly reviewing security at its bases and may adjust the level of security over coming days.

US House approves plan to train rebels United States lawmakers have voted to authorise training and arming of vetted Syrian rebels to combat Islamist radicals, a crucial step in President Barack Obama’s bid to thwart extremism surging across Iraq and Syria.

Despite misgivings by warweary Democrats that the move could open the door to fullblown American military intervention in the Middle East, and concern by conservatives that the plan falls short of what is needed to defeat the Islamic State (IS) group, the House of Representatives voted 273 to

The measure was included as an amendment to a stopgap federal spending measure which also easily passed the House.

The overall bill now shifts to the Senate, where leaders are confident it will pass and head to the president for his signature.

Obama has pressed Congress to provide him political cover to initiate military action in Syria against IS, although the White House and many lawmakers believe he has the constitutional

authority to launch air strikes in Syria, as he has done in Iraq, to protect US national security interests.

House Speaker John Boehner hailed the vote as “an important, initial step forward in taking on the Islamic State of Iraq and the Levant (IS)”.

The measure was crafted by House Armed Services Committee chairman Buck McKeon, who was among many Republicans who feel Obama’s plan doesn’t do enough to meet the goal of degrading and destroying IS, which has overrun large areas of Iraq and Syria.

But with Democrats largely split on the issue, the party’s House number two Steny Hoyer took to the floor to rally Congress to back the commanderin-chief in a time of crisis.

“We are united in our resolve to meet this threat. We clearly may have differences on this House floor, but we are Americans when it comes to defending our people, and our country,” Hoyer said.

“We know empirically the cost of doing nothing is far too great.”

A Texas woman convicted of the starvation and torture death of her girlfriend’s 9-year-old son a decade ago was executed yesterday.

Lisa Lisa Coleman Coleman, 38, received a lethal injection about an hour after the US Supreme Court rejected a last-day appeal to spare her. She was pronounced dead 12 minutes after Texas Department of Criminal officials began administering a lethal dose of pentobarbital. - AP

Ericsson job losses Swedish telecom equipment company Ericsson says it will stop developing modems, a decision affecting almost 1600 employees worldwide which is expected to lead to hundreds of job cuts. The group said yesterday it would “discontinue future development of modems” but that some of the 1582 employees affected could be redeployed to new jobs in research and development for radio networks. The decision marks a strategic shift for Ericsson, following an evaluation of the global modem market which the company said was subject to “strong competition, price erosion and an accelerating pace of technology innovation”. Ericsson took over the production of LTE thin modem’s after the break-up of a joint operation with the FrenchItalian microchip manufacturer STMicroelectronics in August 2013.

The company launched its own modem a year later which it will continue to produce.

Kate to miss Malta trip The Duchess of Cambridge will not travel to Malta this weekend for her first official solo overseas visit because she is still suffering acute morning sickness. It is believed this winter’s mild weather has caused swede plants to retain high levels of glucosinolate in their leaves. Glucosi-

nolate becomes toxic in larger doses and causes liver damage which can be fatal.

An expert group set up to find out why the poisoning has happened and try and stop it occurring again met for the first time in Winton this week.

It includes Winton vet Mark Bryan and another vet, an animal pathologist, a plant breeder, Dairy NZ scientists, and representatives from Beef + Lamb NZ, Federated Farmers and

PGG Wrightsons Seeds, which supplies the HT seeds.

Mr Kyte, who chaired the meeting, said everyone agreed to work together on the immediate priorities - giving clear advice to farmers about the problem, ensuring sick animals were managed well, and surveying affected and unaffected farmers all over Southland to try and build up a picture of where the poisoning had occurred and under what circumstances.

The return from US shares this quarter is more than 10% in NZ dollar terms at present.

Fonterra has stuck to its $6.00 milk payout forecast for the current season over recent weeks. However, the latest results from Global Dairy Trade (GDT) auctions suggest downside risks remain.

The headline GDT index has fallen 22% since early July and 45% since the peak in February.

Fonterra’s current forecast assumes a recovery in prices from current levels so if this doesn’t occur, we will almost certainly see a downgrade to around $5.50. However, if further falls in global dairy prices are accompanied by more currency weakness, this could limit the impact on the milk payout.

Interest rates look to be on hold until sometime next year, with most economists having pushed out their expectations for the next rate rise to either March or June 2015. This change comes after a more subdued set of interest rate forecasts from the Reserve Bank of New Zealand (RBNZ) last week, which

suggest a more gradual path for the Official Cash Rate (OCR) as well as a lower peak. When combined with weaker dairy prices and comments from the US central bank about interest rates, we see the NZ dollar as likely to fall further over the coming 12 months.

The New Zealand reporting season wrapped up a few weeks ago and in our view, it reflected a healthy corporate sector with strong balance sheets and modest growth prospects.

On the political front, the election this weekend will dominate many investor’s thoughts over the immediate future.

National remains in the strongest position, although the polls have tightened in recent weeks and we expect it to be close.

Should National retain power, we are likely to see a positive response from the business community, financial markets and the currency. If not, we will likely see a period of uncertainty weigh on financial markets as the mix of parties on the left jostle for influence. Under a Labour/Greens win (or no clear winner on the day), we expect the market and the currency to weaken slightly in response. For those concerned about the risks of political change or uncertainty, international diversification remains the best defence.

Tensions breed global caution

e have seen volatility creep back into markets during September. So far, the NZX50 index is down 1.6%, Australian shares are 3.4% lower and the S&P500 in the US is marginally in the red. Given the number of major events taking place at the moment, such caution is unsurprising. On the global front, we have seen ongoing tension in hotspots like Ukraine and the Middle East, as well as major economic events such as the Federal Reserve meeting and an apparent slowdown in European and Chinese activity levels. Falling dairy prices have been a point of concern locally, while on the political front we have the Scottish referendum and the New Zealand general election. Such a busy period was likely to increase volatility in what is traditionally a difficult month for shares.

We should also note that July and August were very strong months for global markets, and that the September quarter is likely to be solid for share investors, despite recent weakness.

At present, returns for the September quarter suggest a flat performance from local equities, but gains of 1-2% from offshore markets. Following sharp falls in the NZ dollar during the quarter to date (down 2.7% against the Australian dollar, 7.6% against the US dollar and 2.8% against the British Pound),

“This is not a straightforward issue.” Some of the science would take many months to complete, he said.

Mr Kyte said high glucosinolate levels were not transferred to a cow’s milk and would not affect humans.

Federated Farmers Southland dairy section chairman Allan Baird, who attended the meeting, said he understood the number of cow deaths had slowed in recent days as farmers moved animals off fodder crops and on to grass.

The expert group will meet again in Southland next Wednesday.

The death of valuable dairy cows poisoned by eating a relatively new variety of swedes has cost Southland farmers at least $400,000 so far, DairyNZ Southland and South Otago regional leader Richard Kyte estimates.

While the exact number of deaths was still unknown, Mr Kyte said it was believed more than 200 cows across most of Southland had either died or had had to be euthanised after eating HT (herbicide tolerant) winter fodder swede crops - a variety introduced about three years ago.

Many more cows had become ill, and there were reports of sheep dying or becoming ill too, Mr Kyte said.

It was a worrying and costly time for farmers, he said.

“Dairy cows in Southland are worth on average $2000 each and there are ongoing animal health costs too. Farmers do not

Space race heats up The spaceflight company backed by billionaire Jeff Bezos will team up with a Boeing-Lockheed Martin venture to develop a US alternative to Russian-made rocket engines.

The announcement pits Amazon.com founder Bezos, 50, against fellow billionaire Elon Musk, the Tesla Motors founder who is developing a rocket and capsule through his Space Exploration Technologies business.

The partnership between United Launch Alliance and Bezos’s Blue Origin has set a four-year development schedule, with full testing to begin in 2016 and a first flight in 2019, according to a statement today from the companies.

The Boeing-Lockheed venture currently handles all US military satellite launches.

The competition has been brewing for years and has intensified as availability of the Russian-made RD-180 engines commonly used in US space launches is being threatened by diplomatic tensions over Russia’s conflict with Ukraine.

“It’s time for a 21st Century booster engine,” Bezos, the founder of retailer Amazon. com, said at a news conference yesterday in Washington.

The engine will be 100 per cent built and tested in the United States, he said.

The National Aeronautics and Space Administration on Tuesday said Boeing and SpaceX would split $6.8 billion in federal funding to build the first US manned craft since NASA

The NASA contract to ferry astronauts to the International Space Station will pay a maximum of $4.2 billion to Boeing and $2.6 billion to SpaceX. Boeing and SpaceX may each conduct as many as six missions as part of the Commercial Crew Transportation Capability contract, NASA said.

will have some idea of the impetus behind Wellington software startup Twingl.

Trailblazer, Twingl’s first product, is a web browser addon that automatically tracks

and visualises paths people take through online research.

The obvious application for such a product is the education market, which is exactly where Twingl are taking the product.

Andy Wilkinson, Twingl’s founding chief executive, believes that humans are spatial thinkers, which originally kicked off the idea for Trailblazer.

In brief Debit card for Bitcoin Bitcoin is creeping from our computers to our back pockets. A Melbourne company yesterday unveiled the country’s first bitcoin debit card, which will allow users to spend the digital currency at ATMs and eftpos terminals. Users can pre-load the card with bitcoin, which is converted to Australian dollars. The company will exchange bitcoin at a rate based on the day’s global aggregate. At present, that’s about $500 a bitcoin.

Massive Yahoo fines For an illuminating glimpse of government power in action, it’s hard to beat the fines the US Justice Department threatened to level against Yahoo if it didn’t comply with a secret and sweeping surveillance request in 2008. News coverage of the case, for which documents were unsealed last week, reported the proposed fines as $250,000 a day. But there was also a clause that called for a doubling of the amount each week if Yahoo refused to comply. It was more than enough to bankrupt the company after just a few months.

Facebook v drag queens Facebook says it temporarily restored hundreds of deleted profiles of self-described drag queens and others, but declined to change a policy requiring account holders to use their real names rather than drag names such as Lil Ms. Hot Mess and Sister Roma.

The company restored the names after it met yesterday with several drag queens and a member of the San Francisco Board of Supervisors who object to Facebook’s policy.

The drag queens say requiring them to disclose their real names could put jobs, relationships and health at risk.

In brief Taranaki goes top Whether blowing away the opposition, edging nail-biters or grinding out patchy victories Taranaki just keep on winning.

Last night’s triumph over Northland belonged squarely in the last category, a 31-20 slog that burst to life only as the players tired in the final quarter. A fifth straight win moved Taranaki above Canterbury - for one night, at least - to first place in the ITM Cup Premiership, while Northland remain locked with Manawatu atop the Championship.

Despite those high-flying spots on the ladder, the only true quality on display at Toll Stadium was found in a couple of determined defences and a dominant Taranaki scrum.

While the score remained close for much of the match, Northland rarely looked like snatching an upset win, nor did Taranaki appear in danger of squandering the result.

Another four points to their name sees Taranaki firmly in contention for a home semi-final.

Big day for under 14s The Mid Canterbury under 14s get to play the curtain raiser to the Heartland Rugby Championship match at the Ashburton Showgrounds tomorrow. Steelers underdogs The Counties Manukau Steelers are still searching for their attacking mojo but know they will get few favours from defending ITM Cup Premiership champions and 2014 frontrunners Canterbury when they clash in Pukekohe tonight.

Smith casts big shadow With just under 12 months to go until the World Cup, Aaron Smith is casting such a big shadow over the other halfbacks in the country it’s hard to see how they will get a chance to convince the selectors they are up to featuring in the All Blacks’ title defence. TJ Perenara is Smith’s back-up but has played only 12 minutes of the Rugby Championship, and most of those came on the wing against Australia at Eden Park. Tawera Kerr-Barlow, overtaken by Perenara this year, has recently had only the ITM Cup as a vehicle for pressing his case. In fact, a case can easily be made for the return to the fold of veteran Andy Ellis, who is not even playing in New Zealand at the moment.

Buller a tough ask

The unbeaten Buller blow into town in blistering form to meet a reshuffled Mid Canterbury team in the fifth round of the Heartland Rugby Championships tomorrow.

The Hammers lost centre Dwayne Burrows to a seasonending knee injury last week and flanker Gary Redmond was also under an injury cloud.

Brenton Connell moves in from the wing to centre with player of origin Matt Thatcher promoted from the bench to start on the wing.

Willie McGoon comes on to start on the other wing with Seta Koroitamana back in his preferred position on the side of the scrum, with Sam Watt coming onto the bench as cover.

The injuries in the back line are testing the squad’s depth but no matter the 15 on the park, coach Glenn Moore said there is a job to be done - get the win.

That is something that no one has managed to do against Buller yet, a team packing some powerful attacking options and a stingy defence.

To do it, the Hammers will need to recreate their defensive intensity from last week’s win over Wanganui while also finding their rhythm and finishing on attack.

“We need to be more complete for the whole duration,” Moore said.

“We defended stoutly last week which got us back to where we were.

“The attitude was really good but we just didn’t break the line as often as we would want to.

Buller is averaging 39 points per game with plenty of attacking power in the backs, with Peni Nabainivalu and Iliesa Ravudra finding the try line regularly, while big lockflanker Isei Lewaqai makes plenty of metres.

First five James Lash will also have some crucial knowledge of the Showgrounds, having played a season as a loan for the Hammers in 2011.

They are also one of the tightest teams defensively, conceding just 54 points - with only Thames Valley (52) conceding less.

Darfield flanker Blair McIllroy provides a familiar face to the locals.

He played his 50th game for

the province last week but that was overshadowed by fellow flanker Luke Brownlee breaking the New Zealand record for consecutive first class appearances in the win over South Canterbury, his 138th straight game and the 34-yearold’s 163rd cap.

Mid Canterbury’s Adam Williamson and Seta Koroitamana have been selected to play for the New Zealand Heartland Under 19s at the inaugural Jock Hobbs Memorial National Under 19 Tournament in Taupo from Sunday 28 September.

The new national under 19 format tournament comprises 16 seeded teams, one from each of the ITM Cup Provincial Unions, a second team from Auckland and a representative team from the 14 Heartland unions.

Koroitamana has played a starring role for the Hammers in the Heartland Championship this year, after making his debut mid-way through last year’s campaign, playing both wing and flanker.

Williamson has Seta been featuring in Koroitamana the front row for the Mid Canterbury Development Squad.

The 16 teams will be seeded pre-tournament, with the top eight teams to compete for the Graham Mourie Cup, and the other eight teams in the championship playing for the Michael Jones Trophy.

The Heartland team, due to the nature of its selection has not been involved in the pretournament qualifying and will be in the championship division.

The tournament will have three playing days, and on non-game days, these boys will be part of development programmes.

A selection of matches across each day will be screened live on Sky Sports 1 and 2.

Crusaders to host Melbourne Rebels first-up

The Crusaders will get the 2015 Super Rugby season underway with a home game against the Rebels on February 13.

SANZAR released the full schedule of games for 2015 competition, culminating with the final on July 4 – with no June international window due to 2015 Rugby World Cup. The Super Rugby fixture on the Friday will make for a big sporting weekend in Christchurch, with the Black Caps playing Sri Lanka at Hagley Oval the following night to

open the ICC Cricket World Cup. After the season opener at home the Crusaders are away to the Highlanders and Chiefs before back-to-back visits from South African sides, the Lions and Cheetahs.

The Crusaders then head to South Africa for matches against the Bulls and Sharks.

April is a big month as the Crusaders host a triple whammy of New Zealand derbies, playing the Highlanders, Chiefs and Blues three weeks straight at AMI Stadium.

The Crusaders then cross the Tasman to Sydney for a 2013

There is one match venue yet to be decided, with AMI Stadium being needed on May 29 for the FIFA U20 World Cup, with Crusaders chief executive, Hamish Riach, saying they were “currently exploring options” for that match against the Hurricanes.

The Crusaders’ final two regular season games are away to the Blues and the Brumbies in Canberra before the playoffs begin on July 19, with the seven time champions hoping to finally add their eighth championship.

Friend on road to recovery

By Ian Mccullough Sydney Roosters coach Trent Robinson is comfortable the club’s medical staff have done everything to ensure that Jake Friend has fully recovered from a serious chest injury and can face North Queensland tonight.

Friend sustained a life-threatening hemothorax following the Roosters’ win over Melbourne less than three weeks’ ago and underwent surgery to drain two litres of blood from the affected area.

But after passing a barrage of tests and pulling up without any problems from a contact session on Wednesday, Robinson has no issue with his decision to select him for the do-or-die semi-final clash at Allianz Stadium.

“It’s not a normal injury and it’s hard to know if it’s right or wrong,” Robinson said.

“But he’s proved himself enough this week and will be ready to go.

“He came through a contact session yesterday and all the physical markers are there.

“Sometimes you have doubt in players, you can tell by the look in their eyes.”

Friend returned to training last week and wanted to play against Penrith last Saturday only to be held back by Robinson and his medical team.

“Friendy has been hounding us since even before the last game,” he said.

“He’s not asking the question, he’s telling us.

“We’ve done lots of scans and tests to make sure his blood lev-

“If it was three weeks, four weeks or five weeks, it was always going to get charged.

“There has been a bit of talk about disrespect in the last week ... they are building it up there, they are having a go at ‘Mini’.

“They have him as a chook on the front page of the paper ... a guy who has played 300 games and is about to retire.

“They have definitely tried to build it up there.

“But they are coming down to Sydney - we’re ready for them.”

Bayern grab late win over City

By Mark rodden A superb strike by Jerome Boateng with a minute remaining has earned Bayern Munich a dramatic 1-0 victory against Manchester City in their opening Champions League game of the season yesterday.

An inspired performance by City goalkeeper Joe Hart looked to have secured his team a point in the meeting of the English and German champions at Munich’s Allianz Arena.

But former City defender Boateng hammered a volley into the net in the dying seconds, although his venomous strike appeared to take a deflection off Bayern’s Mario Goetze on its way in.

No room for error - Hamilton

BY IAN PARKES Lewis Hamilton appreciates he is running out of wiggle room in his bid to win this year’s Formula One world title.

Since the conclusion of the opening race of the season in Australia, Hamilton has trailed team-mate Nico Rosberg virtually every step of the way, with Australia’s Red Bull driver Daniel Ricciardo trailing along in third.

It has been a source of frustration and annoyance for Hamilton he has continually had to play catch up, suffering three retirements in particular, compared to the one for Rosberg.

It appears to Hamilton no matter how hard he tries, an obstacle at some stage is sent to block his path and send him tumbling back again.

With six races remaining, starting with the night race in Singapore on Sunday, the gap to Rosberg at present is 22 points. That follows a crucial win in Italy last time out, but with Rosberg second to limit the damage to the Briton.

Hamilton, therefore, knows as each race goes by the margin for error on his part is considerably reduced.

“Since race one I have been 25 points down, so I’ve never been able to afford a crash,” said Hamilton. “I’ve lost ground and then clawed it back at every race this year, so nothing changes for me. I can’t afford to lose anything.

“I am running out of races, but I’m not here to take any more risks as I’m already taking as many risks as I can.

“A lot of the stuff that has happened has had nothing to do with the engineers and mechanics.

“What is important is we don’t dwell on the past but look forwards. Let’s take this positive energy.”

Hamilton has conceded to experiencing “a good feeling” at being back on the top step at Monza, ending a wretched run of luck following the incidents in qualifying in Germany and Hungary, and the collision with Rosberg in Belgium that ultimately ended his race.

“Obviously with Nico coming second I haven’t been able to close the gap too much, but there are still plenty of points to be won and I’m glad to have taken a step forwards.”

The thrill of grass track racing never fails to attract big crowds to the Mt Harding Racecourse in Methven.

Methven kicks off new season Grass track racing returns for the season with the Clubs of Canterbury race meet at the Methven Trotting Club on Sunday.

The picturesque Mt Harding Racecourse enjoyed a successful 2013-2014 season, and the club is hopeful of continuing the trend over the next 12 months with their four meetings, plus playing host to the Hororata Trotting

Club in February for their meeting next year.

The October meeting, which features the Group Three Mountain River Processors Methven Cup and then the December meeting, which features the two grass track Green Miles are set to be highlights of the up-coming season.

terbury race day, which attracts a group of more than 600 people from all around the district who travel to the meeting through their local charted club – including the Ashburton RSA and Ashburton MSA - to enjoy a day of grass track racing.

None of the heavy hitters will be on course as the countdown to the New Zealand Cup continues, which should make

things a little more enthralling at the well-documented punters’ graveyard.

New Zealand Cup winning driver Ricky May will of course be out on his home turf looking for a customary win from his seven drives throughout the day’s 10-race programme.

The first race kicks off just after noon with plenty of action both on and off the track.
