Disputes with neighbours delayed the construction of Ashburton’s art gallery and museum by about one year and pumped costs up by just under $1 million. Final costs for the project became public knowledge yesterday for the first time since construction began in July 2012. Tenders were let in August 2011 for $6.3 million; three years later the all-up cost of the project has blown out to $9.7 million. The complex’s new price tag will add another $48 a year onto
each property owner’s rates bill. And yesterday when the final figures were laid out at an Ashburton District Council meeting, the journey between conception and execution unravelled and along with it a story of delays, legal challenges, changing building codes and escalating costs. The original $6.3m was a build only cost and it came with a 5 per cent contingency figure that was anticipated to push the total cost up to $6.6m. The final $9.7m includes construction, a range of fees and landscaping.
Council business support group manager Paul Brake said the big hike in costs had several causes, but the two biggest contributors had been drawn-out negotiations with neighbours over the construction manage-
ment plan and higher than anticipated architects fees because the building’s tenants had required plans to be redrawn on eight occasions.
Several councillors were angry that the complex’s costs had never been made public until the project was completed. One suggested the final price had been known for years. In 2008 councillors were told the project would cost close to $10 million, Peter Reveley said. Continued page 3
