Town turns out to hold vigil

As darkness wrapped itself around Ashburton’s Work and Income Building, around 300 people holding candles of hope wrapped their arms around one another and grieved for Peg Noble and Leigh Cleveland.

The Winz staff members were shot dead by a gunman while a third, Lindy Curtis, was seriously injured.

Last night strangers became friends, joining together in a candlelight vigil.

They talked, laughed, cried and celebrated Peg and Leigh’s lives.

The vigil was peppered with music and enriched with shared memories. The two women not only touched lives, they changed lives.

Seven years ago Violet Simon arrived in Ashburton, her life a wreck. Peg Noble changed all that.

She sang a tribute song to the woman she called Nan. When Suzanne O’Connell arrived in Ashburton she knew no one, had nothing and was homeless. Leigh became her lifeline.

As candles flickered in the evening chill, the sounds of You Raise Me Up floated through the darkness. Police stood guard and cordon tape flickered in the wind, an unwelcome reminder of Monday’s tragedy.

A representative for George Clooney has shot down reports suggesting the actor’s fiancee Amal Alamuddin is pregnant.

The British lawyer was photographed wearing a flowing dress while dining with her husband-to-be in Lake Como, Italy last week, and sources told In Touch Weekly that Alamuddin would be with child when she exchanges vows with Clooney later this month. However Clooney’s longtime representative, Stan Rosenfield, has dismissed the rumours in a statement to Access Hollywood, which simply reads: “Amal is not pregnant.” The Oscar winner and Alamuddin are reportedly preparing to tie the knot at his home in Lake Como.

Bomber’s photo used Greenpeace has apologised after discovering an image in its 2015 promotional calendar was shot by one of the men involved in the bombing of the Rainbow Warrior. The calendar was produced for Greenpeace USA and was not intended for distribution in New Zealand.

The image was sourced by the publisher from nature photographer Alain MafartRenodier – who also happens to be Alain Mafart, one of the French military operatives who was involved in the bombing of the ship. The incident in Auckland in 1985 killed Greenpeace photographer Fernando Pereira. In a statement on its website yesterday, Greenpeace USA apologised and said neither its staff nor Workman realised there was a problem until after production of the calendars was completed.

Greenpeace said it requested the recall in consideration of the feelings of Pereira’s family and their supporters.

Chance for community to share their grief

There was laughter, shared memories and plenty of sadness when friends of Peg Noble gathered at the Ashburton RSA last night to celebrate her life.

As her bowling mates, the friends she went to lunch with and those with whom she shared happy times at the club gathered, they told stories of the times they had enjoyed with Peg, who was one of two victims of Monday’s fatal shooting at Ashburton’s Work and Income office.

Many wiped tears from their eyes as they recalled a good friend who had loved life and as they stood for a minute’s silence to show their respect for Peg, it was clear they were united in the kind of hurting

that only time can heal. And among those who were sharing their grief was Peg’s partner Don Campbell. He was there for Peg; his friends were there for him. Where Peg would usually sit, her friends had placed a flower.

Colleen Hands described Peg as a great friend and a great person.

“We used to have all sorts of fun and games,” she said.

“She’d be here most Thursdays and she’d buy up her $1 raffle tickets. She was very, very lucky with those raffles and usually won something.”

The pair played bowls together, usually for opposing teams and they’d often wrap up a few ends of bowls by going out for lunch and occasionally playing the pokie machines,

Colleen said. “She was such a lovely person; she certainly didn’t deserve this.”

Among the larger than usual Thursday gathering there were also people with whom Peg had worked, people who were still reeling from a tragedy that played out on their doorstep.

One woman said she was unsure how she could go back in the building, how she could go back to work again.

RSA president Maurice Baker gave a simple, heartfelt tribute to Peg before he asked the large gathering to stand in silence.

“Tonight we remember the tragic events that have happened this week. Peg was a loyal member and we send our sympathies to her partner and her family,” Mr Baker said.

“What has happened here is a

tragic event in our town’s history.”

In keeping with RSA protocol, the Ode to the Fallen was read before members returned to reflect on the life of a friend they said always had a smile and a kind word for everyone.

Peg’s funeral will be held at the Ashburton Trust Event Centre on Monday at 11am, followed by interment at the Ashburton Cemetery.

The funeral for the second shooting victim, Leigh Cleveland, is likely to be in Alexandra, the town where she grew up, however a death notice for her states funeral details are yet to be confirmed. The third and surviving victim, Lindy Curtis, remains in Christchurch Hospital in a serious but stable condition.

The community of Ashburton will have an opportunity next week to gather, share their grief and show their support for the victims of Monday’s shooting at Ashburton’s Work and Income office.

Ashburton Mayor Angus McKay and the Ashburton Ministers’ Association have worked with family representatives on the timing of the community event which will be held on Thursday at 12.15pm.

It will provide an opportunity to remember everyone associated with Monday’s tragedy and to pay respects to the two Angus McKay women who lost their lives, Peg Noble and Leigh Cleveland. A third woman, Lindy Curtis, was injured in the shooting.

The service will be held at Baring Square East, between Havelock Street and Cameron Street and will be an occasion where everyone is welcome, Mr McKay said.

“The event will celebrate and remember the lives of two special people who were so tragically taken from us and I hope everyone will join us in showing our support to the many people who have been affected by this week’s events.”

The service is planned to run for about 45 minutes.

Security to be reviewed

Monday’s triple shooting at Ashburton’s Work and Income (Winz) office has sparked a nationwide review of security that the Ministry of Social Development (MSD) says it owes to its staff.

Two people died and a third remains in Christchurch Hospital following the shootings, for which Ashburton man Russell John Tully is now in front of the courts facing two charges of murder and one of attempted murder.

It was a crime which shook Ashburton, and the country, and it was the driving force behind the independent security review announced yesterday by MSD chief executive Brendan Boyle.

The review aims to find whether all practicable steps were taken to ensure the safety of employees in Ashburton, and whether any changes were required to the physical security environment in Ministry workplaces to ensure the safety of both staff and members of the public from threats and assaults.

The review will be undertaken by former New Zealand Police commissioner Rob Robinson and Deloitte New Zealand chairman Murray Jack.

“The ministry regularly reviews its security protocols and site safety plans but the Ashburton attack has prompted a further examination,” Mr Boyle said.

“Following Ashburton we owe it to our staff to take an-

other good look at their safety.

“They are naturally very shaken after Monday’s attack, and the stream of subsequent threats to various sites has understandably compounded their unease.”

Mr Boyle said the police investigation was ongoing and would provide additional useful input as the review progressed, The review will be in two parts and it is hoped part one will be finished in two weeks.

Part one will look at public-facing service centres (predominantly Winz sites, including services for seniors and students), including those where the ministry is co-located with other agencies.

The second part will have a longer timeframe for completion, and will look at all remain-

ing ministry workplaces.

Mr Boyle said the review would be made available publicly when it was complete.

He also announced a change to the way Winz will control access to service centres.

“From next week security guards will control entry and may ask for identification. If anyone is assessed as presenting a risk they may be refused entry,” Mr Boyle said.

“While this may cause some slight inconvenience to clients we believe that in the interests of safety for staff and clients, this is a step worth taking.”

Ashburton’s Winz and CYF office will remain closed for now and if clients need assistance they can call 0800 559 009 for Winz, and 0508 326 459 for CYF.

The search is on for a temporary alternative site for Ashburton’s Community Link services to operate from following Monday’s shooting tragedy.

Two women – Peg Noble and Leigh Cleveland – were killed and their co-worker Lindy Curtis remains in Christchurch Hospital recovering from injuries after a gunman entered the Ashburton Work and Income (Winz) office.

A police cordon remains up around the Cass Street building, which housed Ashburton’s Community Link services including Winz and Child, Youth and Family, as police continue their scene examination and investigation into the tragedy which has shaken Ashburton to the core.

According to the Ministry of Social Development (MSD) it was too early to comment on the next steps for the Ashburton site but for now, they were looking for a temporary alternative site.

MSD chief executive Brendan Boyle said the current priority was making sure staff and clients were safe and the MSD would continue to make sure the Ashburton community was updated.

Delays frustrate gallery staff

Gallery staff and the committee were concerned by the instability of the environmental conditions of the new building and were also unhappy that the council had not found a tenant for the complex’s café.

“We’re disheartened by the council’s passivity. We’re eager to see a tenant found,” she said.

When the complex was in the design stage, Ms Khosraviani said the gallery and museum trust board had indicated on several occasions that the space set aside for the café was too small, but the original plan to have outdoor seating mitigated the lack of size to some degree.

“Unfortunately the resource consent now doesn’t allow for outside seating, but this could be run as a satellite from another café in town. It would be a great shame to open this building and have that empty space sitting there.”

While the museum has changed its governance structure to come under the umbrella of the council, Ms Khosraviani said the gallery committee wanted to continue to run the gallery for at least a year in the new location before making a decision on its governance.

Ashburton Art Gallery society committee members and gallery staff say they’re frustrated by building delays hampering their move into the district’s new heritage centre and art gallery.

While the Ashburton Museum began its relocation from Baring Square to the West Street site several months ago, gallery staff have still to start their move.

In a report to Ashburton District Council, gallery curator Shirin Khosraviani said continued building delays meant it was challenging to maintain a ‘motivated sense of excitement’ about the new gallery.

“We have had issues with some components of the building. The deadline has changed several times and this has affected the work we do,” she told Ashburton District councillors when she presented her six-monthly report.

The complex was initially scheduled to open in February, then it became a moving feast through April, July, September and October and that date was now unattainable, Ms Khosraviani said.

The gallery committee was reluctant to move into the new building until a code of compliance was issued and its lease was signed off.

Local house prices drop

Over the past three months the average price of houses sold in the Ashburton District has dropped.

After months of steadily trending upwards, the monthly QV residential price movement index shows a dip in values over the past three months of 1.6 per cent, taking the average selling price down to $315.670.

Last month the index showed prices had continued their upward climb, rising by 2.1 per cent over the three months to an all-time high of $321,402.

Taken over a year, however, Ashburton’s price index is still 3.9 per cent ahead of the previous 12-month period. Last month the year-on-year growth was 6.6 per cent.

Ashburton is not alone in watching its house prices drop, with the index showing many provincial areas were experiencing decreasing or, at best, a flat market.

The slowdown is countrywide, with even hot spots around Auckland counting their three-month growth at between 1 and 3 per cent.

In terms of annual growth, most parts of Auckland hit double digits with Manakau and the Hibiscus Coast both exceeding 13 per cent.

The largest annual price slump was in Buller, -7.3 per cent.

On 9 per cent, Christchurch’s southwest has shown the strongest growth in price.

It is still possible to buy a home for under $200,000 if you’re prepared to move to the central North Island, Gore or Waimate.

If your pocket is deep, then you could be attracted to Auckland City’s east, where the average sales price was $1.069 million or coastal North Shore, $991,684.

In the South Island, Queenstown Lakes remains the most expensive area with an average

selling price of $667,584 followed by Christchurch’s hills, $623,448.

QV Valuer Daryl Taggart described the Canterbury market as “quiet but steady with relatively low activity”.

While it could be related to a winter slowdown, sellers weren’t currently seeing a lot of multi-offer scenarios or buyers paying over the odds in the current market, he said.

“There is still plenty of construction going on but no longer the same high level of demand as we have seen in recent times.

“Fewer properties are selling at auction and those that are often get passed in as people return to more traditional sale methods such as by negotiation or with a sale price.”

Nationally, property values increased 6.9 per cent over the past year and 1.7 per cent over the past three months.

Friso’s bulb project a big winner

Clinic postponed Technical difficulties have forced the postponement of a health clinic which has been running at the Hakatere Marae for several months. The clinic was set up for newcomers who hadn’t been able to register with a GP. Marae spokesperson Janet Benfell said demand for the service had been much greater than anyone had anticipated. Dr Charlotte Cox, who was staffing the clinic between 9am-noon on Fridays, saw 12 people last week. But, due to technical issues with computers, she had to handwrite all her notes and enter them into her computer later. It is hoped the service will be resumed when the technical glitches are sorted out.

Harris reserve planting Ashburton Community Conservation Trust members will continue planting at the Harris Scientific Reserve this weekend and are calling for volunteers to help. Last month members of the trust and the public took advantage of ideal weather to remove tree guards from trees planted on site. This weekend there were plans to plant infill and Kowhai trees at the south-west area of the reserve. The trees were part of the Living Legends project started in 2011. The project was to leave a legacy of New Zealand’s hosting of the Rugby World Cup with trees planted with Rugby Legends throughout the country.

Someone is $20.2 million richer than they were on Wednesday after a Big Wednesday first division win on Wednesday night – but they might not even know it yet. No one has come forward to claim the prize, Lotto New Zealand said. The winning ticket was sold at Countdown Pukekohe South in Auckland. The ticket holder won $20,048,756 with Big Wednesday first division and $197,319 with Big Wednesday second division.

A nine-year-old boy has raised over $1300 for the Cancer Society by growing and selling daffodils.

Friso Warmerdam got the idea for his fundraising after attending a funeral in Holland in February, and seeing the spring-time flowers.

The daffodil bulbs were donated to Friso, and with help from mum Desiree Warmerdam he grew the flowers in pots over 16 weeks.

Friso sold the last of the 133 potted flowers last Friday on Daffodil Day and managed to raise $1330 for the foundation.

He said it was “pretty cool” what he had achieved.

Manager for Mid Canterbury Cancer Society Annie Bonifant said it was amazing that someone of this age would think about giving back.

“The thought and effort that has gone into it is amazing, and the timing was perfect to fall around Daffodil Day,” she said.

The pots had mostly been sold in Rakaia, and word had been spread through school newsletters.

Four years on from the first Christchurch quake, the council is committing $40 million to the rebuild of community and heritage facilities across the city and Banks Peninsula. Christchurch Mayor Lianne Dalziel yesterday announced the council would fast-track the repair of these facilities. Ms Dalziel said work would begin immediately, with a focus on repairing buildings closed due to earthquake damage, and rebuilding facilities demolished after the quakes. The council had set aside almost $29.1m for the repair and rebuild of community facilities, and $11.7m for heritage facilities. Decisions on which facilities to prioritise for funding was based on feedback from Christchurch residents, Ms Dalziel said.

Journey through the world of dementia A haunting and evocative puppetry production opened at the Ashburton Trust Event Centre last night.

In Absentia follows the journey of an old and confused woman through the bewildering world of dementia, as told by Christchurch-based puppet theatre company Tablo.

The company premiered the performance at the 2013 Dunedin Fringe, where it earned an award for Best Production Design, along with nominations for Best Theatre and Best of Fringe.

It also opened the Hamilton Fringe Festival and had a six-show run at the Christchurch Body Festival.

Last night’s opening performance for Ashburton will be followed by a second performance tonight.

It is part of a four-venue tour under way, with other venues being Nelson, Westport and Oamaru.

It was a small audience last night, and with everyone sitting in the first four rows, made for an intimate space between the audience and performers.

There were just two puppeteers, working the life-sized old woman, as well as supporting characters which included her son as a child and an adult, her late husband, and a choir boy.

It was the type of production where less proved to be more, words were few, but took the production into the realms of the poetic and beautiful. Music and sounds, such as of the woman’s beating heart in one scene, formed parts of the soundtrack just as important to the storyline.

The production portrayed the world of dementia in a poignant and accurate way, showing the confusion and loss which comes with the disease, but also its typical contrast moments of lucidity and remembering times and information from long ago.

the rate of dementia rises dramatically in 2011 more than 48,000 New Zealanders were diagnosed with the disease – the sadness of seeing such people as this old woman with this disease will become a common experience for many people.

Two Ashburton building projects have made it into the top 100 as golden reserve national finalists in New Zealand’s House of the Year competition.

Both Milestone Homes, South Canterbury Ltd and Jennian Homes Mid Canterbury Ltd are on the list with properties in the $350,000-$450,000 category.

Making the top 100 was a huge kudos for the company, said Jennian Homes Mid Canterbury franchisee Anna Smith.

“It is wonderful to again have one of our homes achieve this level of success.

These are prestigious awards, judged by industry peers, so we are very pleased to have our work get such high critique,” she said.

The three-bedroom home in the Lochlea subdivision was judged the best, not only in its $350,000-$450,000 category, but also best in the Mid and South Canterbury region overall, beating homes in all categories, including million-dollar-

plus properties. This is the second year the franchise has earned a place in the top 100.

In judging the awards, 65 per cent of the 2000 points available are awarded for workmanship and 35 per cent for design.

The judges described the home as “the complete package” and said it was a very liveable home where a lot of thought had gone into making the most of the sun.

The home built by Milestone South Canterbury is simply listed as being in Ashburton.

The pair are among 84 builders and 100 homes that will vie for national, category and supreme award titles.

The winners earned their places in the final line-up through regional competitions held in July and August and will be re-judged over the next few weeks before the winners are announced at an awards dinner in Auckland on November 15.

Support there when it’s needed Erin Tasker

T

he tragic event which brought Ashburton, and much of the country, to a standstill on Monday is still hard to believe four days on.

This sort of thing doesn’t happen in New Zealand, let alone in a place like Ashburton.

Difficult as it is to believe, it did happen, and today the families of the victims and those who witnessed the horrific event are still trying to come to terms with it.

There is nothing good to come out of a situation like this, but there is something to be proud of, and that’s the way the community has reacted and rallied.

In the immediate aftermath, the community did exactly what it was told. Police said only go out if you have to; the main street of Ashburton saw very little foot traffic that day.

Schools were told to go into lockdown mode; they did.

But it’s more the reaction since then that shows just what kind of community we live in.

More than one tribute page was quickly set up on social media and through those, there have been endless offers of support for those involved.

There have been offers of goods and donations, and suggestions like last night’s candlelight vigil and a possible haka at the civic community service in memory of the victims, have been made.

In a town like Ashburton, most people will have a connection to Monday’s events. If they don’t know the victims or their families, they’ll know someone who knows someone who worked in the office, or someone who witnessed some part of the day’s events.

Everyone wants to support those people. No one can imagine what they’ve been through, or what they’re going through now.

Someone walking into an office and shooting three of your workmates is the stuff nightmares are made of. It’s hard for anyone to imagine what these people have experienced and all we can do is keep doing what we’re doing as a community.

We need to support them in whatever way they need, or want.

am still in a state of shock after the horrific events of Monday. The feeling of numbness is leaving my body and it’s being replaced with disbelief, worry and exasperation.

I still can’t believe that the value of life in this country has got so low, that someone could rob two people of their lives like that on Monday.

I asked the Minister for Social Development Paula Bennett on Tuesday if she was worried about the value of life in this country. She pointed overseas and blamed all the coverage of conflict we see every night on our TV screens.

My parents used to say to me “If you saw someone jumping off a cliff would you do it?”.

I hope you get my point here, stop looking for scapegoats and look at ourselves and do something about it.

I remember a time that a killing in this country would pretty much stop the nation.

Now it seems like it’s a daily occurrence and that’s incredibly sad!

I worry that it’s only going to get worse unless something is done.

If we are going to look overseas, why not look at Singapore?

Singapore may be small, but the government’s firm implementation of their rules and policies on locals and tourists alike are notches higher compared to other countries.

Any wrong move will cost someone a fine. Spitting in public has a fine. Smoking in public will get you in serious trouble. Wearing the wrong dress when going out will land you in jail. And those are just petty violations.

One can only imagine how stringent the Singaporean government is when dealing with serious crimes. But this very solid adherence to the rules makes Singapore a world-class economy with standards of living rated higher than most advanced European nations.

Would a rapist or child molester think twice if the consequence of their actions was sterilisation? Would a murderer stop and think if the punishment was death?

Is it just me or does it not sit right with you too, that WE pay for someone to live on (in prison) after they have robbed two people of their lives?

My heartfelt thoughts are with the families and friends of Peg and Leigh, may they rest in peace and wishing Lindy a speedy recovery.

India on al-Qaeda alert Terrorist group al-Qaeda has set up a branch in South Asia, prompting Indian authorities to issue a nationwide alert, media reports and officials say.

Al-Qaeda head Ayman alZawahiri announced the plan in a 55-minute video message posted on the internet yesterday. Indian officials said the video appeared to be authentic.

Al-Zawahiri called on Muslims to “wage jihad against its enemies, to liberate its land, to restore its sovereignty and to revive its caliphate”.

Al-Qaeda in the Indian Subcontinent will be led by Asim Umar, chief of al-Qaeda’s Sharia committee in Pakistan, it said. Al-Zawahiri said the new

outfit would be good for Muslims suffering injustice and oppression in Myanmar, Bangladesh and parts of India such as Kashmir, Gujarat and Assam.

Home Minister Rajnath Singh yesterday met with top security officials to discuss the threat.

Police in all states were on high alert and were stepping up intelligence-gathering on possible targets or recruitment drives, broadcaster CNN-IBN reported.

India is a predominantly Hindu nation with a substantial Muslim minority.

Anti-terrorism specialists believe that al-Qaeda is in competition with the group Islamic State, which controls swathes of Syria and Iraq, for followers, a BBC report said.

The development was a “cause of concern and worry”, but India was well prepared to deal with terrorism threats, said P. Chandra Shekhar Rao, convenor of the security cell of India’s ruling Bharatiya Janata Party.

“Islamic militants have been re-organising and consolidating in the region over past years and we have experienced several attacks including the Mumbai 2008 strike,” Rao said.

A total of 166 people were killed when gunmen attacked several public buildings in the city of Mumbai in 2008, in an attack attributed to Pakistanbased Lashkar-e-Taiba.

Extradition for mum A Queensland mother will be extradited to the US to face decades-old parental kidnapping charges. Dorothy Lee Barnett, 53, was arrested on the Sunshine Coast in 2013 after she allegedly fled the US with her 10-month-old daughter, Savanna Todd, 19 years earlier. Barnett had lost custody rights and allegedly fled from Savanna’s father in South Carolina during an outing in 1994. Police said the pair left for a birthday party and never returned.

Troops kill rebels Five suspected communist rebels have been killed in a clash with government troops in the northern Philippines, the military says. The firefight erupted as soldiers conducted a patrol yesterday in the village of Guinguinabang in Lacub town, Abra province, 340 kilometres north of Manila. The troops were sent to the area after villagers complained of extortion by the communist rebels, said Lieutenant Colonel Virgilo Noora, an army battalion commander.

Second Australian wingsuiter killed

By Lucy HugHes-Jones Rated one of the best in the world, Alex Duncan became the second Australian wingsuit diver to die in Europe in a month after hitting a rock face during a jump in the Swiss Alps.

The 26-year-old from Sydney was killed on Tuesday in the rugged region of Valais, Switzerland, after he jumped near the summit of the 2243m Croix de Fer peak.

Mr Duncan went off track during his jump, hitting the rock face some 300 metres lower down the mountainside.

The Australian, who was living in France, was considered one of the best jumpers in the world.

Two weeks ago, Mr Duncan posted a video on YouTube, which showed exhilarating footage of the Sydneysider flying through the air.

In it, the former Manly resident explains his love for the extreme sport.

“You have to have a mix of a little bit crazy and a little bit brave, but you have to be sensible, too,” he says.

“You need to have a good balance where you don’t let fear overcome you.”

Tributes to Mr Duncan have been flowing.

“Those who felt the taste of the skies, will never have lived in vain” said one.

“R.I.P Bro, fly free at the blue skies,” another wrote.

Tropical Storm Norbert has surged to hurricane strength off Mexico’s Pacific coast, forecasters say.

Norbert was churning 335 kilometres south of the southern tip of Baja California peninsula, according to the US National Hurricane Center. Norbert packed maximum winds of 130 kilometres per hour while moving northwest at 13 kilometres per hour. The centre of Norbert is expected to approach the southern tip of the Baja California peninsula and move nearly parallel to the Pacific coast of the peninsula today.

The Institute for Supply Management (ISM) announced that its index which measures national factory activity rose to its highest level in three years, rising to 59.0 from 57.1 in July.

Expectations were for a slight pull back.

A reading above 50 indicates expansion in the sector.

Also the US Federal Reserve’s beige book, a report that gathers anecdotal information on current economic condition, revealed that the US economy continues to grow at a moderate pace.

The report is used by the Fed to help shape monetary policy and is likely to bring about an-

other round of tapering at the next policy meeting.

The report highlighted that auto sales are booming and tourism growth is accelerating.

Consumer spending is expanding at a slight to moderate pace.

Across the Tasman, second quarter GDP rose by 0.5 per cent for the June quarter, above analyst forecasts, and grew 3.1 per cent on an annualised basis.

The slowing economy came as no surprise to the Reserve Bank of Australia (RBA), who kept interest rates at a record low of 2.5 per cent for a 13th month, and reiterated the need for accommodative monetary policy for the foreseeable future.

There has been speculation that the RBA may cut rates further however governor Glenn Stevens commented that a cut to interest rates would be unwise considering the current robust housing market.

s we head into what is historically the worst month of the year for markets, it is unsurprising we have seen dips and rises in equal share.

Since 1928, September has been the weakest month for the S&P500 with an average return of -1.1 per cent and has seen more negative performances than positive during this period.

Adding to this there are some unique factors influencing markets this September, including major geopolitical risks in both the Ukraine and the Middle East, a strong run by global markets in the last year and the latest economic data pointing to a loss of momentum in some areas of the world.

Locally we also have to contend with the uncertainty that an election brings, not to mention one that is starting to look as though it will be much closer than originally anticipated.

This week has also seen our dollar reach its lowest levels since February, ducking below 83 US cents.

This came after results from the latest GlobalDairyTrade auction were released, announcing a further 6 per cent fall in average dairy prices.

Prices are now at a two and a half year low.

This latest drop went against market sentiment that prices were stabilising and was a big hit to New Zealand farmers

Dips and rises not surprising A

A junior supervisor from The Finishing Company has attended a training course to help him build the skills to one day own his own business.

Seth Darrell attended the five-day 45th Paintercraft Trust Diploma Course in Wellington last week.

Spaces are reserved for apprentices whose marks are in the top 10 to 12 per cent in New Zealand.

The intensive course focuses on skills that will help the attendees work towards running or owning their own company.

The course is fully funded

by Master Painters and Dulux, and runs them through everything from insurance to health and safety.

Director of The Finishing Company, Craig Bishop said

he was happy that someone who he had hired was good enough to get into such an elite course.

“I’m very proud as an employer and an Old Boy,” Mr Bishop said.

He attended the course 23 years ago and missed out on coming top of the class by 1 per cent.

Mr Bishop said he would consider it a huge achievement if Mr Darrell became his equal or better than himself.

He believes it is important for this course to run for the future of the trade.

“It was developed to protect and ensure the industry has educated and trained people for the future,” he said.

The Paintercraft Trust was established 50 years ago and provides additional training in the administrative side of the industry.

For a little crunch, garnish your salad with fresh roasted peanuts.

Serves 4 6 boiling potatoes, washed and halved 250g green beans, sliced into bite sized pieces 2 red capsicum, deseeded and sliced Dressing ¼ cup smooth peanut butter ¼ cup coconut milk 1 t soy sauce 2 T canola oil 1 t sesame oil salt and freshly ground black pepper to taste lime slices for garnish roasted peanuts, chopped, for gar-

■ Blanch the beans in salted water and then drop into iced water to stop them cooking further. Drain and set aside.

Dressing: ■ In a bowl, mix together the peanut butter, coconut milk, soy sauce, canola and sesame oils.

■ In a large bowl, gently combine the vegetables. Mix in the dressing and season with salt and pepper.

■ Garnish with lime slices and peanuts.

$5bn battery factory Tesla Motors has chosen Nevada as the site for a massive, $5 billion factory that will pump out batteries for a new generation of less expensive electric cars, a person familiar with the company’s plans said yesterday. The person, who spoke on condition of anonymity because no official announcement was made, said work soon will resume at an industrial park outside Reno. Nevada still must approve a package of incentives Tesla negotiated. Four other states California, Texas, Arizona and New Mexico were vying for the project and the estimated 6500 jobs it will bring. Tesla needs what it calls the “gigafactory” to make cheaper batteries for its Model 3, a massmarket electric car the company hopes to sell by 2017 for around $35,000. Telecom, in its submission to the commission on the Boost services, said Chorus proposed to significantly degrade the service performance of regulated UBA. “Chorus now proposes to contemporaneously degrade the performance of the regulated UBA service by imposing an artificial cap on the available throughput of 250kps [kilobits-per-second] per line for the regulated UBA services in order to create the commercial space for the Boost products.

“This amounts to a significant degrading of the service performance of the regulated service,” Telecom said.

The commission said yesterday it had received external legal advice - from Queen’s Counsel David Laurenson and lawyer James Every-Palmer - that the proposed changes would likely breach terms requiring the infrastructure company to carry out obligations in good faith.

The commission is seeking views on this legal opinion, it said.

Changes likely to breach rules Chorus’ proposed changes to wholesale broadband services are likely to breach “good faith” terms set by the Commerce Commission, according to a legal opinion obtained by the regulator.

The Commerce Commission earlier this year said it was investigating a Telecom complaint that Chorus’ proposed changes could breach the Telecommunications Act. The complaint was contained in a submission from Telecom, which has since changed its name to Spark, on Chorus’ proposed new broadband services.

These new services - called Boost HD and Boost VDSL are designed to compete with a regulated unbundled bitstream access service (UBA) which Chorus provides.

UBA is a service allowing internet retailers to provide broadband to customers over Chorus’ copper network without needing to have their own equipment in a telephone exchange.

The commission sets the terms of this service and its price.

Early intensity vital

Starting strong is a focus for Mid Canterbury when they meet Thames Valley in round three of the Heartland Rugby Championship in Paeroa tomorrow.

The notoriously slow starters have been down at halftime in both games so far, before stronger second half performances.

Rustiness could have been used as an excuse in the first 40 minutes against the West Coast, but after the second half the cobwebs appeared to have been blown off, but they left it late to salvage a draw against the Bush.

The Hammers showed in patches they were capable of a better result, but patches aren’t what coach Glenn Moore is after.

He wouldn’t mind if his side starts from the opening minute.

“That’s been the focus and what we worked on at training this week,” Moore said.

“Hopefully they can take that intensity into the start of the game.

Tim Perry returns from suspension for Tasman as they take on Waikato in the ITM Cup, with a familiar face from Perry’s 2010 season with Mid Canterbury waiting in the wings in Nelson tonight.

Former Methven flanker, Zane Kapeli, is on the bench for Waikato in his second year with the Hamilton based tri-colours.

Kapeli came to Methven for the Outdoor Pursuits course at Mt Hutt College in 2010 and helped Methven to a Watters Cup win – the match listed as his most memorable in his player profile.

The then 17-year-old was picked for Mid Canterbury Heartland duties, but as was was not eligible under NZRU Age Rules, while Perry played his lone season for the Hammers and made the New Zeland Heartland XV. Kapeli was then lured across the river to play inside the Canterbury boundary, playing a season with Darfield.

He made his debut for the Mooloos last year in a 28-64 loss to the Makos, one of his three games in 2013 after he was called up to the squad midseason after good club form with Hamilton Marist.

He has added another two caps in 2014 as a full member of the squad, including coming off the bench in Waikato’s 2216 win over North Harbour last

week to move into fourth in the premiership behind Tasman.

Tasman are still unbeaten with wins over Hawke’s Bay and Bay of Plenty before last round’s 16-all draw with Auckland.

Perry missed the game at Eden Park through suspension after a stomping incident against the Steamers, but is back to start at loosehead prop.

Elsewhere Mark Jackman and the Southland Stags stare down Taranaki in New Plymouth tomorrow afternoon.

Jackman scored a try in Southland’s first loss of the season to southern rivals Otago last week, and the Championship side will want to step up against the giant Taranaki team sitting second in the premiership.

By Bill Scott Novak Djokovic beat an increasingly frustrated Andy Murray, producing a post-midnight 7-6 (7-1) 6-7 (1-7) 6-2 6-4 win yesterday to reach the semi-finals of the US Open.

The world No.1 rode a rollercoaster of service breaks and momentum shifts in the first two sets, the first lasting for more than an hour.

Djokovic won the opener in a tiebreaker after losing a 4-1 lead but found himself levelpegging in the match as Murray managed to take the second set with a similar scoreline.

The Serb broke it open as he claimed the third, leaving Murray screaming both at himself and his player box as he apparently battled the cramping which struck him last week.

Djokovic stands 13-8 in their personal series as the pair played for the first time since March. He marked his 50th victory at Flushing Meadows as he finished off a depleted Murray in the fourth set.

“We both gave our best. At times the tennis was not that nice.

“But it was a physical battle in the first two and a half sets,” said Djokovic who has made the semi-finals here eight consecutive times.

The Ashburton Indoor Bowls Association make their second consecutive trip to the Welch Trophy this weekend in Pukekohe.

The Welch Trophy is contested by the districts who won the six Paterson Trophy zone play-offs in July which Ashburton won for the second straight year, having not previously won the zone since 2005.

Dressage tourney The Ashburton Area Dressage Group host their annual All Grades Regional Tournament on Sunday at the Ashburton Showgrounds on Sunday. They have big entries across the 27 classes and the Tony Archibald Memorial Tray is again up for grabs, presented by the Archibald family to the best performing Masters Rider.

Tennis back on court Spring has sprung so Mid Canterbury Tennis have their Annual Open Day this Sunday for players to get back into the swing of things. Junior players can sign up for the season between 12:30-2:00 pm with a fun tournament from 2:00pm. Open grade and seniors players have registration from 2pm. Wednesday night twilight and sunset doubles have also opened their registrations for the season.

The Ashburton College senior girls’ basketball team beat St Margaret’s 83-53 in Nelson yesterday and were due to play Rangi Ruru last night. They opened their tournament with two wins, beating Villa Maria 99-52 and 68-35 over Nelson Girls’ High School.

The college senior boys lost to Lincoln 42-83 and then had Linwood, with final pool game against St Thomas today.

Football Ashburton College boys’ 1st XI will meet Mt Aspiring for 15th in their final game at the Trident Tournament in Nelson. In their quarterfinal they were undone by Scots College 2-3 before a 4-5 loss to Middleton Grange.

Hockey Ashburton College girls’ will meet in their final match of the Jenny McDonald Cup at the NBS Ashburton Hockey Turf today. They play Otago Girls’ in the semi-finals and depending on the result will meet either James Hargest or Waitaki, who they beat 1-0 yesterday morning, this afternoon.

In Greymouth, Ashburton College will meet Cashmere for 13th place in the Johnson Cup after a 4-2 win on strokes against Pakuranga College.

In Gore, Mt Hutt College will meet Wakatipu in their last game of the South Island Mixed tournament.

New Zealand Breakers star Cedric Jackson took a group of junior basketballers through their paces at the Mid Canterbury Basketball Stadium yesterday.

Jackson was only welcomed back to the Breakers last week, but made a flying visit to run through some skills and drills with 25 local players, and a handful from South Canterbury.

The two-time Australian National Basketball League championship winner and 2012-13 league MVP is back with the New Zealand franchise after a season away in Slovenia.

The 28-year-old American is excited to be back with the Breakers who, in his absence following salary cap restraints, finished outside the playoffs after three straight titles.

Jackson and the Breakers will play the Sydney Kings on September 30 in a preseason game at Horncastle Homes Arena in Christchurch.

They then open the 2014-15 ANBL against the defending champion Perth Wildcats in Perth on October 10, then make their first home appearance against Adelaide at Vector Arena on October 17.
