A blitz on distracted drivers saw Ashburton police dish out more than 10 times their usual number of tickets for motorists using cellphones while behind the wheel.

While police would usually only issue a couple of cellphone infringement notices in the district per week, up to 80 tickets were issued to motorists in Ashburton over the two-week operation.

Burgerhout was not impressed by the number of motorists caught out.

“It’s very disappointing, the number of people that think they can do that,” he said. “It’s very deliberate. They know they’re not supposed to do it but they do it anyway.”

The nationwide operation was launched after police became concerned at the increasing number of drivers using cellphones behind the wheel.

Ministry of Transport data shows that in 2014, “diverted attention” was

identified as a contributing factor in 1053 crashes which resulted in 22 people being killed and a further 191 sustaining serious injuries.

Legislation banning the use of cellphones while driving came into effect in November 2009.

Despite that, people had a “laissezfaire” attitude towards flouting the rules, Mr Burgerhout believed.

Oh no, not Facebook Facebook was down yesterday, leaving its 1.49 billion users worldwide without their social media fix. New Zealanders used to scrolling through their newsfeed on their way to work would have been disappointed to find the website was not loading. Newsweek reported this was the second outage in seven days for Facebook, the first brief outage occurring on September 24. A number of angry posts on the other social media networks yesterday morning appeared to show the outage was worldwide. With Facebook out, Twitter became swamped with posts using the hashtag #FacebookDown to discuss the topic.

Reynolds settles 22 years after split Veteran actor Burt Reynolds has finally paid off his spousal support bill more than 20 years after his divorce from Loni Anderson. The Boogie Nights star split from Anderson in 1993 after a five-year marriage and was ordered to pay her $US234,000 ($NZ370,957) in spousal support as part of their divorce settlement. In July, 2014, Reynolds was made to pay Anderson the outstanding balance of $US154,500 ($NZ244,927), which he had previously failed to hand over due to long-running financial problems. Anderson has now filed court papers to confirm Reynolds has settled the bill, according to TMZ.

Life on Mars?

The discovery of water seeping out of the steep slopes of Mars could be an indication of life on the red planet, a Kiwi astronomer says. Research released yesterday morning confirms the discovery of salt water in liquid form that flows down certain Martian slopes each summer. Stardome astronomer Dr Grant Christie says research has been underway since Nasa first discovered dark stops on the Martian slopes around five years ago. While the liquid discovered of the surface of the slopes doesn’t quite constitute a babbling brook – it’s more like seepage out of a cliff face – Dr Christie said it was a significant discovery. “It’s certainly a significant step forward, in that they’ve established that these dark streaks are due to a seepage flow of water on the surface of Mars. It’s in very limited locality, so it doesn’t alter the fact that Mars is still a very dry and inhospitable place to go and live.”

Truck drivers breaking the rules were also cause for concern. “Regularly we’d be stopping northbound vehicles and you’d see a truckie going south, which we can’t stop, and they’d be steering their tonnes of motor vehicle with their elbows while texting with two hands,” he said.

National manager of road policing superintendent Steve Greally said the total social cost of crashes involving diverted attention was about $297 million, which is approximately 9 per cent of the social cost associated with all casualty crashes.

“However, this is nothing compared to the devastating human cost of the broken families and friends that are left behind when someone is needlessly killed in a crash that could have been prevented,” he said.

“Given that the law has been in place for more than five years now, there really is no excuse for drivers to keep offending.”

Scam may bite Mid Canterbury

Several Filipino dairy farm workers in the Ashburton District could be have entered New Zealand illegally, using documents containing false information.

Ashburton has been caught up in a nationwide sting by Immigration New Zealand after questions were raised about the accuracy of immigration documents when dairy workers applied for a visa renewal.

Filipino Dairy Farm Workers Association chairman Earl Magtibay called a meeting in Ashburton recently where he urged anyone who was ap-

proached by immigration officials to co-operate fully with those officials.

It is believed the false documents came through one Philippines-based recruiter and could affect up to 150 people in the South Island, Mr Magtibay said.

“Some of them have paid a lot of money for those documents that are false and they know those documents are not correct. We don’t condone what they have done, but they’re here now and we have to work with that,” he said.

For any Filipino dairy worker with a visa up for renewal the situation was now very stressful, but it was also stressful for

employers, with visas often held up for two or three months, Mr Magtibay said.

The incorrect document issue could catch anyone who had been in New Zealand less than six years, he said.

“However, we have been told there will be no mass deportations, it will be case by case.

We are telling people they must come clean if their documentation is not correct. We’re asking them to do the right thing this time. They’re asking for another chance.”

There have been reports of people paying up to $15,000 for documents that would ensure they met New Zealand’s work

requirements. This usually involved amending the length and extent of their work experience.

Matt Jones, chief executive of recruitment company Canstaff, recruits employees from the Philippines and said a business had been built around “fixing” documents.

“A lot of people pay a lot of money to get this done. They use a person called a fixer who changes their CV in a way that can get them a work permit.

Everybody is on the take,” he said.

Dairy workers went into those arrangements with their eyes open and were happy to pay to ensure they were able to get

better jobs in New Zealand, Mr Jones said.

“As much as they say they’ve been ripped off, they choose to go to the fixer. They know it’s corrupt, they know their CVs have been fixed because they didn’t have the skills they needed to get to New Zealand. This is why we like to control our own process.”

New Zealand recruitment agencies were required to use a Philippines-based recruitment company and Mr Jones said it took two years to find a recruiter he could trust.

Background checks and interviews were done in person by his own staff.

Police Remembrance Day marked

Ashburton police constable Peter Robert Heritage was dropping a fellow officer at home in the early hours of May 11 1983 when he was killed in a car crash on the Ashburton River Bridge.

Thirty-two years later his service was recognised nationally for the first time as police around the country paused to mark Police Remembrance Day yesterday.

While services have traditionally recognised the 29 officers killed on duty as a result of a criminal acts, this year that was extended to commemorate the 38 employees who died as a direct result of their police duties.

Commissioner Mike Bush said their contribution was part of police history and they needed to be formally recognised.

“We needed to find a way to

honour those who lost their lives in crashes, accidents, explosions, by drowning or from illnesses contracted while carrying out their police duties,” he said.

Retired constable Bob Jones trained with Mr Heritage at police college in 1972, and was working alongside him in Ashburton at the time of the accident.

“It was tragic,” he said.

“In the short time that I was here, we’d become quite friendly.”

Mr Heritage was a “nice fellow” who married but never had children, he said.

“As a policeman he would have been very fair.”

Mr Jones still visits Mr Heritage’s grave to remember his fallen friend.

In 2013 police established the Recognition Project to set some criteria and correctly identify

employees who died while carrying out their duties.

The first person to die as a result of duty was Senior Constable Henry Porter, who was aged 41 when he accidentally drowned while doing his night rounds in Port Chalmers on June 21 1887.

Other deaths include the crew of the Eagle helicopter, who were killed when it collided with a fixed wing aircraft over Auckland on November 26 1993, and a member of the Christchurch Child Protection Unit who died when the CTV building collapsed in the 2011 Canterbury earthquake.

Staff angered after donation box stolen from counter

A brazen theft in the middle of the day has angered Ashburton St John staff.

A donation box located in the Ashburton branch was stolen on Monday, much to the chagrin of area executive officer Elaine Vallender.

It was the second blow for the charity in just a few days after its health shuttle was keyed over the weekend.

The donation box sat on a counter in the office, and with two staff members working there all day it was unclear how the thief managed to get away undetected.

“I think it was probably just an opportune thing, grab the box and go,” she said.

Luckily the donation box was recently emptied, and Mrs Vallender estimated it would only have contained $20-30 when it was taken.

The theft was “really disappointing” considering the charity relied solely on donations, she said.

“I think it’s actually very sad that somebody would steal from a charity,” she said.

“Hey guys, how about looking after the people who look after you.”

Every cent helped St John run the ambulance service.

amount of money, but to us it’s really big,” she said.

“It would help run our youth programme, or our caring caller programme, or our health shuttle programme – it’s not just our ambulances.”

The theft has been reported to the Ashburton police.

Despite the incident, the Ashburton St John office would not see a ramp up in security.

“We’ve never had a problem before and we’ve always had a donation box,” she said.

“We’ve never had security cameras.

We’ve never had a need for

them, and we just hope it’s a one-off.”

With Ashburton hosting the St John South Island region youth competition on Saturday and Sunday, the Ashburton health shuttle was in use all weekend.

During that time, a scratch

of about 1m was keyed along the side of the shuttle.

A rental will have to be obtained while the shuttle is taken off the road for a day to be repaired; all extra expenses for the charity, Mrs Vallender said.

“I just hope that they’re feeling a little bit guilty.”

Attempt to lure child away Parents are being warned to keep an eye on their youngsters around Ashburton’s EA Networks swimming pool after a man approached a young girl and offered her sweets if she would go away with him.

Sports facilities manager Steve Prescott said that staff had been alerted to the incident by family members and

it was immediately reported to police.

“The girl was very smart, very quick. She went straight to her dad and said she wanted to go home.

We dealt with it immediately and now the police are looking into it,” Mr Prescott said.

Details around the incident were scant, but he believed the

girl had been interviewed by police.

Security cameras have not been installed in the pool area but they are scheduled for installation.

They are operating in several other areas of the complex.

The high number of pool staff on duty at any time, however, ensured a close eye was

kept on all activities in and around the pools, but the nature of a pool complex meant it was probably more likely than some sports areas to attract the odd undesirable person, he said.

“Our pool staff know what the person looked like and they did everything that should be done,” he said.

Prime Minister John Key says New Zealand will not rush to sign up to a grand “anti-Hitler” coalition against Islamic State proposed by Russian’s President Vladimir Putin.

Mr Putin gave a blistering speech in the General Assembly on Monday that included proposing a grand alliance of countries – including the US – cooperating with Syria’s Bashar al-Assad to defeat Islamic State. Mr Key said it was not New Zealand’s intention to sign up to such a coalition. He said working alongside the US rather than Russia was “our historical perspective and I don’t see that changing in a hurry.”

Smear test change NZ women would need a cervical smear test every five years instead of the current three-yearly appointments, under a proposed change. The Ministry of Health is seeking views on the change, which would make the HPV test the first test for women being screened for cervical cancer. How smear tests are done would not change, but because an HPV test is more effective, the average number of screenings in a women’s lifetime would drop from 18 to 10.

Woman ‘completely out of control’ Chantelle Tracey Mann took umbrage with a woman she saw as a rival for her then partner’s affections in February.

The 25-year-old faced the consequences in the Ashburton District Court yesterday, where Judge Joanna Maze sentenced her to 90 hours of community work and nine months supervision on charges of assault with a weapon, assault and dangerous driving.

Mann attacked the woman from behind, hitting her on the

back of the head with a set of halogen lights.

She then grabbed her victim by the hair and punched her four times before head-butting her in the face.

When another party followed Mann to make sure she had left the address she drove her car at him.

Judge Maze said Mann was “completely out of control” when she attempted to use the car as a weapon.

The court was told Mann had

later attempted to jump out of a moving vehicle, and had lost custody of her children as a result of both incidents.

Judge Maze said Mann was struggling with self-esteem and had already paid dearly, having only limited contact with her children, however the attack was sustained.

She had shown no remorse nor had she made any effort to make amends. Mann must undertake anger management and other counselling as directed by

probation services.

Daniel Eric Small, 26, of Ashburton, who also admitted to having anger management issues had a sentencing date at Ashburton District Court yesterday on charges of threatening to kill and assault.

The court was told Small had asked two people drinking in his living room to tone down the noise before an ambulance was called to assist his pregnant partner. While the ambulance officers were at the scene Small

punched one of his victims three times and threatened to kill him.

He then got a knife and stabbed it into a door and punched a hole in it before turning his attention to the second victim, threatening him with the weapon.

Judge Maze said the events had occurred at a time Small was under significant stress, but that did not excuse his behaviour.

She sentenced him to 90 hours of community work and nine months of supervision to include counselling as directed.

Victim of car accident defends man responsible The following people appeared before Judge Joanna Maze in the Ashburton District Court yesterday: In an unusual twist, a victim of a car crash appeared in the Ashburton District Court to defend the man responsible yesterday.

As a result Judge Joanna Maze was persuaded to convict and discharge Korie

Matua Tauhou Rawhiri on three charges of carelessly operating a motor vehicle resulting in injury.

The crash occurred during a passing manoeuvre. Rawhiri failed to see the complainant’s car due to a blind spot.

One of the three complainants had travelled from Christchurch and spoke on behalf of the other two victims.

it could have happened to any of us,” she told Judge Maze.

She said Rawhiri had offered immediate assistance, called to check on their recovery and raised a loan to pay reparations.

“He is a good member of the community, we don’t want him punished any further,” she said.

Rawhiri had demonstrated extreme remorse, Judge Maze said.

Despite the high level injuries sustained as a result of the crash, Judge Maze said Rawhiri had done everything within his power to make amends.

Pukoku Absalom Jj Teokotai, of Ashburton, has been paying $90 a session for his own anger management counselling since he assaulted a woman.

Yesterday Judge Maze sentenced him to six month supervision to enable him to tap into funds to continue with his therapy.

Teokotai assaulted his victim while she was sitting in a car, forcing the seatbelt against her face. When she got out of the car he pushed her into a concrete wall, threatened to kill her, and slapped her face during what Judge Maze termed a “sustained assault”.

Judge Maze said the victim was harmed physically and emotionally, but accepted Teokotai’s remorse and efforts to make good his behaviour.

He had paid an electricity bill for his victim and given her money.

He must continue with his counselling and complete a stopping violence course.

James Wati Te Rehu, of Ashburton, was sentenced to two months imprisonment on charges of wilful damage and unlawfully entering a building.

On August 27 police issued a five-day safety order instructing Te Rehu not to make contact with the victim, or go to the address. He began text messaging her the following day, saying he loved her.

That evening he went to the address and smashed a pane of glass in the door to gain entrance. Once inside he attempted to hug and kiss her.

When police arrived he unsuccessfully tried to slip out the back door.

Judge Maze said his actions amounted to stalking, which was a serious offence.

Matthew John Gordon, 28, of Hinds, was sentenced to six months imprison-

ment for breaching a protection order.

He was convicted and discharged on a charge of possessing a methamphetamine pipe.

Judge Maze said Gordon was already subject to sentence when he psychologically abused a former partner.

Gordon has multiple previous convictions for violent offending and three for breaching a protection order.

The court was told drug abuse was at the root of Gordon’s offending, as a result he will be released from prison on special conditions to assist him to address his problems. He must attend residential rehabilitation if found to be a suitable candidate.

Cory Rangi Tahiri Bates, 27, of Allenton, admitted charges of assaulting a woman, resisting police and breaching prison release conditions.

An intoxicated Bates arrived home and began arguing with the complainant, who barricaded herself into a room.

When she ventured out Bates attacked her. Police arrived to find him sitting on her as she lay on her back.

Bates was arrested and while en route to the police station officers thought he was preparing to spit at them. A struggle ensued as an officer attempted to force Bates’ head sideways towards the window.

The breach charge was laid after Bates failed to comply with a prison release condition ordering him to undertake alcohol and drug counselling, which he said was “pointless”.

He will be sentenced on November 11 to enable time for a restorative justice conference to be convened.

Michael Robert Fraser, 25, of Christchurch, admitted one charge of burglary and two representative fraud charges attached to offences committed in January last year.

Fraser was asked to leave the house he lived in, which he did – but he took a credit card and a fuel card belonging to another occupant. Over the course of a month he spent $273 on alcohol and cigarettes and used the fuel card on six occasions totaling $591. He returned to his victim’s address and stole a chainsaw – which he pawned in Christchurch for $420.

He was convicted and remanded on bail for sentencing on November 2.

A powerful cyber-attack has targeted certain officials in a government department in a possible effort to access sensitive information.

Another major IT firm received help from the Government Communications Security Communications Bureau (GCSB) after it was discovered their computer network had been compromised for some time.

The incidents have all occurred this year, and were revealed yesterday in a rare public speech by GCSB acting director Una Jagose, who moved to reassure the public that data used in cyber security programmes was properly handled.

We have helped a telecommunications provider respond...after identifying suspicious overseas activity on their network.”

Afghan forces fighting back Afghanistan has mobilised reinforcements for a counteroffensive to take back Kunduz, a day after Taliban insurgents overran the strategic northern city.

The attack was their biggest victory since being ousted from power in 2001.

Afghan security forces have retreated to the outlying airport, leaving the Taliban effectively in control of Kunduz after they stormed the city on Monday, capturing government buildings and freeing hundreds of prisoners.

The stunning fall of the provincial capital, which has sent panicked residents fleeing, has dealt a major blow to the country’s NATO-trained security forces and spotlighted the insurgency’s potential to expand beyond its rural strongholds.

“Yes, the enemy is in the city and they have taken over the prison and other buildings, but reinforcements are being deployed and the city will be taken back,” interior ministry spokesman Sediq Sediqqi told AFP yesterday.

how the Taliban managed to seize a major urban centre for the first time in 14 years.

Taliban spokesman Zabihullah Mujahid posted a triumphant picture on Twitter purportedly showing fighters raising the group’s trademark white flag at a roundabout in the city centre.

Marauding insurgents stormed the local jail, freeing hundreds of prisoners including some Taliban commanders, officials said.

Kunduz was swarming with Taliban fighters racing stolen police vehicles, who officials said overran the governor’s compound and the local police headquarters.

Scores of unidentified dead bodies littered the streets after hours of heavy fighting, said local residents, many of whom were making a hasty exit from Kunduz - some by road while others headed to the airport.

Kunduz province, which borders Tajikistan and is a major transport hub for the northern areas of the country, could offer the Taliban a critical new base of operations beyond their traditional southern - AFP strongholds.

Visa scam affects unwitting victims Stu Oldham

A

n immigration scam in which dozens of migrants used false documents to get a New Zealand visa has unfairly cast a pall over hundreds of Filipinos working legitimately in Mid Canterbury and the South Island.

It was yesterday unclear as to how many of the sullied visas were awarded to migrants working in our province, but it was abundantly clear the scam was likely to leave many unsuspecting victims in its wake.

There is every chance employers who hired staff based on documents that falsified experience and qualifications might already know their workers’ on-the-job skills did not match their paperwork.

Meanwhile, migrant workers with visas backed by legitimate documents will likely find themselves under even more scrutiny when they look for new work or dust off their paperwork to reapply to stay here.

Immigration New Zealand and the Philippine authorities are investigating claims some migrants paid up to $15,000 to a recruiter who falsified work experience and qualifications to get them into a better job.

The scam reportedly became apparent a fortnight ago when the governments signed an agreement that is supposed to make sure labour recruiters were complying with employment and immigration rules.

The investigation is among the first successes of the agreement. It has exposed something some recruiters and employers suspected was happening and now the criminally greedy can expect even more scrutiny.

That will be some consolation for local employers who mostoften rely on third parties to find the workers they need and who need the surety of knowing they are getting the skills they need for skilled positions.

And it will be a relief for the many hundreds of honest Filipino workers whose hard work at home helped write their tickets to new jobs and new lives in farming workplaces where trust is still important.

YOUR VIEW School buses I have been following with interest your reports on school Transport Entitlement Zones (TEZ). I would like to comment relating to my own two grandchildren.

As there were very few children left for years 7 and 8 the parents chose to move them to the next stage of their education at the end of Year 6. The eldest is now in Year 9 and can be picked up at the door, but the younger one still has to be taken 4km out of the zone.

On doing some research into the school board of trustees, it’s very noticeable that a lot of these members actually send their children to a

paid school of their choice, but they are dictating to those families who are less fortunate on where they can send their children.

When the Clark Government brought in the rules governing these TEZ’s it was designed to give parents more input into the school and to the benefit of the child’s education. But alas, this is not happening.

To conclude, we can’t help but notice that the rural school I’m referring to takes children from outside its zone and even supplies their school bus to pick them up.

This certainly smacks of double standards!

Report shows major issues facing councils Andrew Dalziel

aw firm Simpson Grierson has again carried out a survey of what mayors and chairs of New Zealand’s local councils think are the major issues facing their communities and councils.

The report they have produced is called Taking the Pulse of Local Government in New Zealand 2015 – A report on the Issues Concerning Mayors and Chairs.

Sixty mayors and chairs of rural, provincial, metropolitan and regional councils throughout New Zealand responded to the survey. About an 80 per cent response rate.

Asked what factors would provide the greatest opportunities for councils and their communities, most respondents selected some form of investment in their locality, over things like tourism and events or environmental management.

The greatest challenges faced by councils and communities were seen to be economic growth and job creation (84 per cent). This was the case last year as well.

Funding and affordability issues are viewed as the biggest impediments faced in achieving the outcomes mayors and chairs wish to see for their communities (66 per cent). Inconsistency of central government policy-making and legislative changes was the second biggest impediment (43 per cent).

The Government recently enacted changes around how councils consult on their longterm plans.

Respondents were asked for their thoughts about the changes, including the new consultation document requirements. The majority (70 per cent) believed the consultation process had improved engage-

The biggest challenges encountered were keeping the long-term plan consultation document meaningful (47 per cent) and brief (34 per cent).

Asked if they thought the Resource Management Act (RMA) had got the balance right between “economy” and “environment” in its decisionmaking framework, 54 per cent said they didn’t think so. Of those that thought it wasn’t

right, 93 per cent said it gave too much weight to the “environment”.

The report notes: “This point of view mirrors that of the Government whose proposed changes to the RMA seek to make the legislation more business friendly and create greater economic benefits.”

A clear majority (77 per cent) support some form of restrictions on third parties.

“The process is too easily hijacked by objectors who simply want to frustrate and slow the process in the hope that the applicant will just walk away and too often they do.”

The survey reveals that there is conditional support for central government direction via national policy statements and national standards. Seventy per cent support the concept, while still wanting the discretion to deal with local issues locally.

Fifty-nine per cent favour more central government direction and 41 per cent say we have enough already.

There was strong support for rating reforms and increasing the options open to local government to fund its services. Sixty-three per cent of respondents thought the current rating regime should be reformed. Eighty per cent agreed a wider mix of funding options was needed.

A week or two ago we saw a resounding “no” from the people of Hawke’s Bay to the proposed amalgamation of councils in that region. This is the third failed local government amalgamation this year.

Eighty-nine per cent of mayors and chairs said they thought their communities would not support reorganisations at this time.

A final question asked respondents which central government agency made the most effective contribution to local councils.

The New Zealand Transport Agency far exceeded the others, improving on its 46 per cent rating last year, to sit at 50 per cent this year.

The office of the AuditorGeneral ranked second at 11 per cent.

Palm kernel ‘a hard sell’

BY JAMIE GRAY Fonterra executives will have their work cut out convincing farmers to reduce their use of what has been a key feed supplement over the last 10 years - palm kernel.

The co-op last week said it was taking steps to “future proof ” the co-operative’s position as a world-leading and trusted producer of pasturebased milk products.

Fonterra’s executives are holding a series of meetings with farmers to discuss last week’s annual results, and palm kernel is likely to become a big issue.

Miles Hurrell, Fonterra’s director of co-operative affairs, said consumers globally were driving a trend towards dairy products that were sourced from pasture-based milk.

“More than ever, consumers want to know what is in their

food and where it comes from,” he said.

“We are in a unique position to make the most of this trend to enhance returns to our farmers who are already renowned for producing the best milk in the world.”

Fonterra has said the recommended maximum of 3kg a day, per cow, was a voluntary guideline.

“After pasture, palm kernel (PKE) is one of the cheapest supplementary feed options for farmers, and our data shows that use of PKE is increasing,” he said.

Palm kernel has become a key standby for farmers, particularly during abnormal weather, when consumption can go up to 10kg a day.

The product came into its own in 2007 when a drought the North Island sent farmers scrambling for new feed sources.

That year marked a step change for palm kernel as viable feed supplement. Imports of palm kernel - a byproduct of the palm oil process - have gone from 96,000 tonnes in 2003 to 2 million tonnes in 2014.

Federated Farmers dairy chairman Andrew Hoggard said farmers would take a “dim view” on cutting back on palm kernel.

“It’s been fairly contentious among farmer-shareholders,” he said.

“It hasn’t gone down too well.”

Hoggard said he had fielded comments from farmers to the effect that Fonterra was telling them how to farm.

“However, farmers have to be sympathetic and be reminded that we have to sell a product to a market place,” Hoggard said.

“So if there are consumer issue around the use of PKE, which may detract from the value of our product, then we need to bear that in mind.”

Hoggard said palm kernel was a “handy solution” when the weather turned bad - either drought or the current cold patch.

It has also allowed farmers to push their stocking rates higher.

ANZ rural economist Con Williams said it appeared to be only a guideline.

“It’s only a guideline at this stage and unless it is accompanied with a financial incentive I find it difficult that farmers won’t use PKE in whatever quantity when they are in a difficult situation,” he said.

BY SUZE METHERELL Infratil and the New Zealand Superannuation Fund will sell almost one third of Z Energy in a co-ordinated sale, rounding out a profitable five-year investment in the former Shell petrol station assets that were spruced up and listed on the NZX in 2013.

Infratil will sell its 20 per cent cornerstone holding via an overnight book build process, offering 80 million shares at between $6 and $6.20, a discount to Z Energy’s $6.63 record high closing price.

NZ Super will sell its 9.73 percent, or 38.9 million shares, into the same book build, reducing its holding to just over 10 percent.

Wellington-based infrastructure investor Infratil with NZ Super raised $840 million when they sold 60 per cent of Z via an initial public offering in 2013, with shares selling for $3.50 apiece.

They bought the petrol station assets from Shell in 2010, and each retained a 20 per cent stake.

From last night’s sale, Infratil could earn between $480 million and $496 million, while NZ Super will raise up to $241 million.

CNN buys NZ drone CNN news channel has bought an unmanned aerial vehicle (UAV) from Napier-based Altus Unmanned Aerial Solutions as part of a trial of aerial news gathering under a US Federal Aviation Administration programme. CNN is one of three ‘Pathfinder’ organisations selected by the FAA to evaluate the functionality and safety of UAVs. Altus will provide technology and support, while existing partner Blue Chip Unmanned Aerial Solutions, will provide operators and training to CNN. - NZME

Mkryis sells up Shareholders of Mykris Limited, the NZAX-listed, Malaysian managed internet services specialist, have approved what effectively amounts to a management buy-out of the assets that will leave the company as a cashed-up shell available for a back-door listing. At the annual meeting in Auckland yesterday, shareholders voted in favour of selling the company’s two subsidiaries to its majority Malaysian shareholder, Mykris International Sdn. Bhd (MIB) for $12.9 million and then transferring back to the company up to 80 percent of its shares and $480,000 in cash.

Gold miner seeks advice New Talisman Gold Mines is seeking legal advice after a Chinese investor failed to settle on the purchase of about 183 million shares in a transaction that would have provided $1.46 million toward the development of the Talisman gold mine project in New Zealand’s Hauraki district. Auckland-based New Talisman first flagged the sale at 0.8 cents a share in June, when it announced it had signed what it termed a binding term sheet with potential investor Yang Xia. The money was to have been used to fund a bulk sampling project at the Talisman mine.

Carters IPO shelved

Z is waiting on approval from the Commerce Commission on its bid to acquire Chevron New Zealand’s service stations.

The Wellington-based Z sees annual savings of between $25 million and $30 million from acquiring the Chevron assets, up from earlier estimates of $15 million to $25 million.

The company also lowered the forecast cost of acquiring the Caltex and Challenge! branded chains to $55 million from $64 million, while saying any delay in the Nov. 30 cutover date would add an extra $2 million a month.

Infratil and the NZ Super have appointed Deutsche Craigs New Zealand and Deutsche Bank Australia as book runners for the sale process.

Infratil expects to announce the outcome of the book build process by Thursday morning.

Infratil shares closed down 1 per cent to $3.04.

Carter Holt Harvey, owned by Kiwi billionaire Graeme Hart’s Rank Group, has shelved plans for an initial public offering of shares in its Carters building supplies business, citing uncertainty in equity markets. “While the Carters business continued to perform strongly, benefiting from the robust New Zealand construction environment, the ongoing uncertainty in global equity markets had led CHH to review the merits of a listing at this time,” it said in a statement issued through a public relations firm.

Batts dispute rolls on Knauf, the German building materials firm, and Fletcher Building, New Zealand’s dominant building supplies company, have returned to court for a cross appeal, the latest instalment of their long-running dispute over the use of the word “batts” to describe insulation.

Appearing in the Court of Appeal, the legal counsel for Fletcher’s Tasman Insulation subsidiary, Julian Miles QC returned to the argument that Knauf’s use of “batt” or “batts” on the packaging of insulation infringed the “Batts” trademark it has held since 1973. The two companies are both appealing aspects of Justice Brendan Brown’s May 2014 judgment.

Inoffensive greens

I

f there’s one vegetable you can always rely on, it’s spinach.

When winter kills off most greens in the garden, it’s still there, bravely sending up new baby leaves. And it does the same year round.

If you don’t tend a garden, then spinach is always available at the greengrocer or supermarket in both regular size or as packages of baby leaves.

Unlike some of the larger, coarser greens, spinach is inoffensive.

It’s mild flavoured and incredibly versatile as a side dish, uncooked in salads or as part of a main dish. It also has the advantage of marrying happily with just about any flavour or ingredient.

Mushroom and spinach lasagna 1T olive oil 1 garlic clove, crushed 250g pack mushrooms, sliced 1t thyme leaves, chopped 200g bag spinach 300g cream cheese 4T grated parmesan 6 fresh lasagne sheets ■ Heat oven to 200°C. ■ Heat the oil in a large frying pan, add the garlic and cook for 1 min.

■ Add the mushrooms and thyme, then cook for 3 mins until they start to soften.

■ Throw in the spinach and stir until the heat of the pan wilts the leaves.

■ Remove from the heat and stir in the cream cheese.

■ Add 1 tbsp of the Parmesan and some seasoning.

■ Put a quarter of the spinach mix on the bottom of a medium-sized baking dish.

■ Lay 2 pasta sheets on top, then repeat until you have used all the pasta.

■ Finish with the final quarter of the spinach mix, sprinkle over the rest of the Parmesan.

■ Bake for 35 mins until golden and the pasta is tender.

Chickpea and spinach curry 1 onion, chopped 2 garlic cloves, chopped 3cm piece ginger, grated 6 ripe tomatoes ½ T oil 1t ground cumin 2t ground coriander 1t turmeric pinch chilli flakes 1t yeast extract 4T red lentils 6T coconut cream 1 head of broccoli, broken into small florets 400g can chickpeas, drained 100g bag baby spinach leaves 1 lemon, halved 1T toasted sesame seed 1T chopped cashews, to mix with the sesame seeds ■ Put the onion, garlic, ginger and tomatoes in a food processor or blender and whizz to a purée.

■ Heat oil in a large pan. Add the spices, fry for a few seconds and add purée and yeast extract.

■ Bubble together for 2 mins, then add lentils and coconut cream.

■ Cook until lentils are tender, then add the broccoli and cook for 4 mins.

■ Stir in chickpeas and spinach, squeeze over lemon and swirl through sesame and cashew mixture.

■ Serve with rice.

8 slices prosciutto 4 potatoes, peeled and cubed 1C frozen peas 1/2 C sour cream 1/4 C milk 2t olive oil ■ Place the spinach in a large frying pan over medium heat.

■ Cook, stirring occasionally, for 2-3 minutes or until spinach wilts.

■ Remove from heat and set aside to cool slightly.

■ Squeeze as much excess liquid from the spinach as possible.

■ Use a large knife to coarsely chop and transfer to a small bowl.

■ Add the feta and stir to combine.

■ Cut a small pocket in the side of each chicken breast.

■ Spoon the spinach mixture into each pocket.

■ Wrap 2 prosciutto slices around each to enclose filling.

■ Cook the potato in a large saucepan of boiling salted water for about 15 minutes.

■ Add the peas and cook for 1 minute or until heated through.

■ Drain well and return to pan. Mash until smooth.

■ Add sour cream and milk and stir to combine. Taste and season.

■ Heat oil in a large frying pan over medium-high heat.

■ Add chicken and cook for 4-5 minutes each side or until golden brown and cooked through.

■ Spoon mashed potato evenly among serving plates.

■ Slice the chicken and arrange on the potato and serve immediately.

The golden era of swing will be recreated on the Ashburton Trust Event Centre stage on November 8 when the Glenn Miller Orchestra comes to town.

The Ashburton show will close the American-based orchestra’s nationwide tour of 22 locations around New Zealand, and will be sure to bring “last night energy and pep”, say its promoters. Alton Glenn Mill-

er was an American big band musician and composer in the swing era and a best-selling recording artist from 1939 to 1943. His life came to a premature end when his aircraft disappeared in bad weather over the English Channel, as he travelled to entertain US troops in France during World War Two. All the Glenn Miller classics will be performed, such as In The Mood, Moonlight Serenade, Chattanooga Choo Choo

and Tuxedo Junction.

Female soloist Wendy SmithBrune will bring some star quality, her career having involved working with all-time greats such as Frank Sinatra, Ray Charles, Barry White and The Supremes.

The Swing Kittens, a Californian trio offering a youthful spin on 1940s and 1950s Andrews Sisters’ songs and other classics, will also feature.

The band is musically directed by Rick Gerber.

Young duo shine in New Delhi

Jessica Windhorst and Charlie Savage have returned from the Commonwealth Karate Championships in New Delhi India with bronze medals.

Savage and Windhorst were joined by fellow Ashburtonians Jenna Borthwick, Taylah Burrowes and Rosie Gray as part of the New Zealand team.

The championships hosted more than 200 competitors from ten countries, and the local fighters showed plenty of determination against strong competition.

Windhorst lost her opening bout 2-0, but defeated two Indian team members 5-1 and 4-1 in her next two fights to secure her bronze medal.

The 15-year-old said the support she had received while preparing for the tournament motivated her to bring a medal home.

“It was a good experience. I just remembered all the sponsors and people who had supported me and thought I can’t go home without a medal,” she said.

It was the first time Savage had competed overseas and despite feeling nervous, the 10-year-old performed well to defeat his Sri

Wallabies injury-hit The Wallabies’ Rugby World Cup campaign has suffered a setback with giant forwards Will Skelton and Wycliff Palu reportedly ruled out of the tournament. The pair will leave the Australian camp after lock Skelton suffered a shoulder injury and No.8 Palu hamstring damage in Australia’s 11-try pool match win against Uruguay at the weekend.

• Coordinate, instruct and lead technical and non-technical personnel in timely electrical field repairs, installations and maintenance (preventative and corrective) of both service contract and non-service contract clients across all sectors within your territory. This includes residential, commercial, government, health care and industrial sites, parts and machinery.

• Assist the General Manager & Operations Manager to deliver companywide performance targets that enable the company to achieve its vision and goals.

Our electrical work is diverse and the range of client’s needs (service and project) is such that a day’s work load can change at short notice. Transportation & Parking Bylaw

Council has adopted the Transportation & Parking Bylaw, which will come into operation on 1 October 2015.

Take and submit a digital photograph that demonstrates what our vision “Ashburton District: The district of choice for lifestyle and opportunity” means to you.

The purpose of this bylaw is to set controls for parking, all types of traffic and the use of the transportation network within the district, other than State Highways controlled by the New Zealand Transport Agency. The controls are to ensure health and safety, to protect the public from nuisance and to protect transportation infrastructure from damage.

The bylaw can be viewed on the Council’s website at ashburtondc.govt.nz or at the Council office, 5 Baring Square West, Ashburton. Copies of the bylaw are available at a cost of $5.

A selection of winning images that show the best of what we have to offer will be chosen to feature in a published book shared with visitors and delegates to Ashburton District.

There were 10 horses in the field but just two when it became a serious race at the finish in the first of the day at yesterday’s Mid Canterbury Trainers and Owners’ Association trials, with Ineka Lee and Norman Richards narrowly taking line honours from Terry Chmiel and Crafty Cullen.

Ineka Lee kicks off season the right way Spring racing is clearly in good heart, with more than 120 horses entered in yesterday’s Mid Canterbury Trainers and Owners’ trials.

In the first of the day, 10 three and four-year-olds lined up over 2400 metres hoping to

earn their race day ticket.

When the tape dropped, Terry Chmiel and Crafty Cullen made it clear they were there to do the business, settling into the lead with stablemate Ponte Milvio on its tail, followed by Norman Richards and Ineka Lee.

The rest of the field settled to run nose to tail in their wake.

At the 700 metre mark Crafty Cullen had stamped his control on the race with the followers running in unchanged order.

As they swung for home, however, Lee gave Norman Richards

the message. He cranked up the pace and drew level with Crafty Cullen. The final 100 metres were a neck and neck dash for the line, with the challenger winning by a neck.

Norman Richards (Bettors Delight-Uroc M’Lady) is

trained locally by John Hay. The three-year-old ran the 2400m in 3.08.9, last 800m 57.1secs, final 400m, 27.1 secs.

Crafty Cullen (Christian Cullen-Lorna Fay) finished 2.5 lengths clear of Ponte Milvio (Real Desire-Tiber Franco).
