Schools too lax in vetting new staff BY MICHELLE NELSON AND NICHOLAS JONES Mount Hutt College is one of a number of schools considering running its own investigations to combat the risk of hiring sexual predators. The college principal John Schreurs agreed with the finding of a recent report commissioned by the Education Review Office (ERO), which found a third of schools are too trusting and are putting students at risk of exposure to sexual predators. Mr Schreurs said boards of trustees required police checks on prospective teachers and non-teachers, but there is ambiguity surrounding the process. “Teachers are required to be policecheck verified by the Teachers’ Council as part of their registration. What has been of concern is that the council is not required to pass on information – they make a judgement call on whether to do so,” he said. “Some schools are looking at doing their own police checks on staff, so the school makes the decision. We are cer-

tainly considering doing that, but there are changes afoot with the teachers’ council as well. “Ultimately the principal and the board are responsible for student safety,” he said. The ERO report was ordered after two instances last year of sex offenders being employed by schools, including disgraced Northland former deputy principal James Parker. It found that one third of schools were unlikely to recognise situations where students could be at risk from staff and respond appropriately. ERO manager, evaluation services, Stephanie Greaney, said school boards and leaders needed to have robust standards and practices around hiring and monitoring of staff. ERO has made recommendations to school boards which it hopes will improve employment practices. Information for the report included scheduled reviews of 173 schools with primary-aged students, and from focused reviews of 27 schools with Years 9 to 13 students.

Connolly coming to NZ in spite of illness Scottish comedian Billy Connolly will tour New Zealand this year, bringing his High Horse Tour to 12 cities and towns in April and May. Last year, Connolly vowed to continue performing live stand-up comedy despite struggling with his memory after a diagnosis of the “initial symptoms” of Parkinson’s disease. He has also recently been given the all-clear from prostate cancer. The comedian is no stranger to these shores, having toured here extensively since his first live stand-up shows in 1978.

Penguin’s global footprint A cast of the foot of an emperor penguin dubbed New Zealand’s “Happy Feet” has spent more than a year travelling around the world to members of a unique group. In June 2011, the emperor penguin was found at Peka Peka Beach on the Kapiti Coast. It was given the name Happy Feet after the penguin in the film of the same name, who manages to wash up on the shores of Australia. Shortly after it was found, Happy Feet was taken to Wellington Zoo, where it was cared for before being released about a month later – but not before a group of fans from around the world had formed. Lin Wenn, of Hamilton, said the members had met online after a news website included a live chat forum on its link to a camera showing the penguin at the zoo. When a cast of one of the penguin’s feet was put up for auction on Trade Me, the group members rallied to get together about $700 to buy it. The cast has since travelled up and down New Zealand – to the group’s six members based here – and to Australia, the United States, Hong Kong and Germany.
Vial of pope’s blood stolen A vial containing the blood of late Pope John Paul II has been stolen, a volunteer from the chapel in central Italy where the holy relic had been kept said yesterday. “I think it was stolen on order,” said Pasquale Corriere, head of the cultural association supporting the church of San Pietro della Ienca. “Let’s hope that those who did it will have second thoughts.” The relic was probably stolen when the chapel was closed because of a storm. The thieves broke protective iron bars on a window to gain entrance to the chapel. They took the vial and a crucifix but ignored a money collection box that was nearby.

Tarantino ‘depressed’ over script leak Filmmaker Quentin Tarantino has filed a copyright case against bosses at Gawker Media after they allegedly leaked copies of his The Hateful Eight script online. The Django Unchained director axed plans to shoot the new western after the script was released without his permission earlier this month. He told Deadline.com at the time, “I’m very, very depressed. I finished a script, a first draft, and I didn’t mean to shoot it until next winter, a year from now. I gave it to six people, and apparently it’s gotten out today... “I’m going to publish it, and that’s it for now. I give it out to six people, and if I can’t trust them to that degree, then I have no desire to make it. I’ll publish it. I’m done...”
Call for Bieber deportation Thousands of Americans have signed a petition calling for President Barack Obama to revoke Justin Bieber’s visa and deport the singer to his native Canada following his arrest last week. The 19-year-old pop star was charged in Miami Florida with driving under the influence, resisting arrest without violence and driving without a valid licence. The petition was launched on Whitehouse. org hours after Bieber’s arrest. It states: “We the people of the United States feel that we are being wrongly represented in the world of pop culture. We would like to see the dangerous, reckless, destructive, and drug abusing Justin Bieber deported and his green card revoked. “He is not only threatening the safety of our people but he is also a terrible influence on our nation’s youth. We the people would like to remove Justin Bieber from our society.” The campaign has garnered more than 40,000 signatures.

Ashburton’s new art gallery and museum will be open for business within six months. Construction work on the $6.3 million complex is just weeks from completion. This will be followed by a commissioning period for air conditioning units before tenants begin the long job of moving in. Final costs on the Ashburton District Council project won’t be known for some time, but commercial manager John Rooney said that with just weeks remaining on the project, $5.7 million worth of bills had been paid out for work to date. The building’s exterior has been painted a combination of white and a mid-brown shade, Rootbeer. The interior walls have been plastered and just await a coat of paint. “My expectation is that by the end of March the site works will be completed,” Mr Rooney said Once the physical work on the complex is completed, art gallery and museum staff will begin their move during the temperature control commissioning period. “As we get the environment right they’ll be able to start setting up properly, but it’s going to take a long time to shift from the old building to the new in totality.” A tentative opening date has been set towards the end of June but that depended entirely on the environmental controls being up to the mark, he said. “There’s still a lot of vital bits of technology to be sorted out. These all have to go in and be tested. In terms of technical and mechanical aspects of this it’s a

pretty complex set up with fine tolerances in terms of temperature and humidity.” The district’s archives and material from the Ashburton Family History group will also be stored in the complex. At least 20 per cent of the cost of the complex is tied up in temperature control technology but that investment would ensure the district’s archives, artifacts and art works were perfectly protected for decades to come, Mr Rooney said.

The internet has become the must-have tool for synthetic cannabis sellers when it comes to finding out which of their products have been banned, says Rakaia retailer Garry Davies. On Monday the Ministry of Health banned five legal highs after there were reports of harmful side effects, but no one told the retailers. Like most sellers, Mr Davies says he’s learned to check the Ministry of Health website regularly to keep on top of the constantly changing laws around synthetic cannabis sales. “The ones they’ve banned are very common sellers especially in this area but there are still roughly 50 left so we won’t be running out of stock,” he said. The ministry’s testing regime of synthetic cannabis products starts next month and while he supports having products tested and signed off as producing minimal harm, Mr Davies said there appeared to be a time lag when it came to feeding information back to retailers. “Everyone is sitting in limbo trying to pre-guess what is going to happen next; we’d like some certainty, even if it means we don’t have a business,” he said.
A day of home repairs almost turned to disaster for a Bay of Plenty man yesterday. Firefighters were called to a house on Cherry Way, Bethlehem, about 12.40pm after smoke was seen coming from the house. Tauranga fire service senior station officer Phil Price said the owner was doing maintenance to the outside of the house using a heat gun when a small fire started. He managed to put it out before firefighters arrived. - APNZ
Man trapped in car A man was trapped inside a car after a head-on collision outside Palmerston North yesterday afternoon. The crash occurred shortly before 4.15pm at the junction of State Highway 3 and Stewart Rd between Palmerston North and Sanson, police said. Fire Service and ambulance personnel were attempting to free the man from a mangled white hatchback. He was conscious and talking to rescuers but the extent of his injuries was unknown. - APNZ
Honorary degree The Ministry of Health is constantly reviewing synthetic cannabis products and banned five of them on Monday after there were reports of harmful side effects.
He believes by mid-year the synthetic cannabis industry will end up with a small list of products that are approved for import or manufacture and sale by a limited number of retailers. Mr Davies is a supporter of Government controls in the synthetic cannabis industry rather than letting supply go underground. The five products that were
banned on Monday are off his shelves and on their way back to their manufacturer. “I support having Government controls, support having the bad stuff gone and out of my store,” he said. Since he’s been in business in Rakaia, Mr Davies said he had noticed changes in his clientele, with a number of “heavy users” having disappeared from his customer list.
He says he’s tough on his customers. If people can’t produce ID to show they’re 18 or older then they’re turned away. While the sale of synthetic cannabis is still in its trial stages, Mr Davies predicts the Government will ultimately slap an excise tax on the product. “They’re not doing this for nothing; other than controls, they’ll want some money out of it.”

Three trapped in vehicles following crash By Kurt Bayer Army medics pitched in to help rescue services after a nasty head-on smash near their base in Christchurch yesterday afternoon. Three people were trapped after two cars collided near Burnham Military Camp on State Highway 1 about 1.30pm. Police say initial enquiries indicate that a rental car travelling north, with a sole female occupant aged in her 70s, drifted across the centre line The vehicle crossed into the path of a southbound rental car, believed to have been occupied by two French tourists. Firefighters had to cut all three people out of the two severely damaged cars. The army medics rushed to the scene to help until St John paramedics arrived, a Fire Service spokesman said. The tourists were airlifted to Christchurch Hospital with

Figures obtained from the Ministry of Justice show the number of new final protection orders granted by the Ashburton District Court last year was slightly higher than in 2012. Fourteen applications were approved, compared with 11 in 2012. However, numbers almost doubled in 2011, when 23 orders were granted. Christchurch police family safety team supervisor Jim Sole said once finalised protection orders remained in force permanently, so the number of protected people in the district will be much higher. A temporary protection order lasts for three months unless the respondent successfully defends it. After three months the order becomes a final protection order and takes effect immediately. While the official figures showed five convictions for breaching protection orders in the Ashburton District Court, a number of offenders were accused of multiple offences. And, Mr Sole said many victims continued to suffer in silence for a variety of reasons – regardless of whether or not there was a protection order in place. In some cases they feared
others would not believe them. “Increasing people’s awareness of the dynamics of family violence is one of the biggest challenges – men who abuse don’t walk around with a sign on their head saying I am an abusive partner – they are charming, and they will go to great lengths to hide the fact that they abuse their partner and children,” he said. “I think a lot of rural communities still have quite a patriarchal hierarchy that can present a challenge if the offender is well respected in the community there is that element of who’s going to believe me – people think he’s a great bloke – the life and soul of the party.” Fear of public humiliation was another factor. “I think there are different barriers for middle class women, they’re probably more concerned about the implications of involving the police and their privacy, the fear of being identified as the victim of offending can be a real barrier “I think there needs to be some applications of the law around the ability of the victim to say I don’t want the offender’s details being published because I will be linked to them.” Financial implications can also sway a victim’s decisions, and can be used to control victims.

The pair’s friend Jessica Quinlan initiated the appeal after suggesting people donate items on an Ashburton Facebook items for sale page, and they have since kept the thread running and turned Miss Wood’s home into a drop-off depot. They have been overwhelmed with the generosity of Ashburton people, and have already
been able to fill boot-loads for the fire victims. Items have included bedding, clothes, food, toys and nappies, and as of yesterday items were still coming in thick and fast. There is also another appeal in the town for items for the family, run by Presbyterian Support social worker Cathie Withington who can be contacted on 308-5868.
Bikini-clad attacker’s name suppressed A bikini-clad woman caught on camera attacking a motorist has had her name suppressed because she had received threats after the video was posted online, her lawyer has told a court. The 18-year-old woman appeared in the Hutt Valley District Court yesterday over the road rage attack.
Footage filmed from inside a vehicle showed a blonde screwdriver-wielding woman in a bikini yelling at two people and asking if the woman driver knew how to drive. “Do you even have a licence?” she asked before demanding to see it. She then appeared to hit the
woman in the face. According to the police records, the attack happened on December 14. Judge John Bergseng remanded the woman at large until March 18. If she has fulfilled requirements of the police scheme, she will be granted diversion. - APNZ

Blast victim in induced coma By Kurt Bayer The gas bottle explosion that rocked central Invercargill on Monday, seriously injuring the man transporting it in his ute, is extremely rare and will take some investigating to find out why it blew up, fire experts say. Dave Evans was on holiday and had just parked his work’s Downer ute on Clyde St about 3pm. He was opening its tailgate when the acetylene gas bottle blew up. He suffered serious injuries to his head and torso and the blast tore the back off his ute, blew out shop windows and threw debris up to 50 metres. A second person was treated at the scene for shock and was later discharged. Police were concerned other gas bottles could explode, so they evacuated the area, closed streets and set up a 200-metre cordon. Firefighters sprayed water on the ute for more than 30 minutes and there were no more explosions. Locals described the huge explosion as
being like a “supersonic boom.” Another reported seeing a “huge fireball”. Mr Evans - Downer’s Invercargill workshop manager - is in a serious but stable condition in an induced coma at Kew Hospital, a Southern District Health Board spokeswoman said yesterday. An email sent to all Downer’s New Zealand employees yesterday from chief executive Cos Bruyn confirmed Mr Evans’ accident. “As Dave was on annual leave at the time, we cannot comment further on the circumstances relating to this event,” Mr Bruyn says. “To the extent that there are any workrelated implications, a full internal investigation will be conducted. “Downer is in support of Dave’s family and we wish him a speedy recovery. “We don’t have any further comment at this stage.” New Zealand Fire Service investigators have been at the scene yesterday trying to work out what caused the acetylene bottle to explode. - APNZ

Mt Hutt Helicopters drops another load of avalanche debris in the Mt Hutt Ski Area carpark yesterday. The helicopter made more than 12 trips to the bottom of the triple chairlift to pick up bits of pulverised huts and other material which have sat there since a huge avalanche in June. The helicopter also airlifted roofing iron onto the top station of the Summit Six, after the original roof was damaged in strong winds in October.
Ski area manager James McKenzie said yesterday the mountain was “a hive of activity” as the lead-up to winter began. Doppelmeyer staff were on site checking foundations for the new triple chair terminal, currently being constructed in Austria, and Department of Conservation staff were also there as they oversaw a variety of improvements the ski area was planning. These included installing a new underground power cable which will take electricity to the top of the mountain.

Captains Ken and Denise Smith have taken up office at the Salvation Army in Ashburton. The ministers, originally from Oamaru, have arrived from Levin where they have been for the past two years. Since training college, they have lived and ministered in Auckland (eight years), Whakatane (four years) and Levin. The nomadic lifestyle was
one they understood and freely accepted when they joined the army. And they happily go where they were directed. “We came here and will do what God needs us to do,” Mr Smith said. The married couple has two adult children who have remained in the North Island, but there are a number of family still in Oamaru – some of whom were present at their first service in Ashburton. They joke, it was their first time living together – without
the children. However, they did bring their ginger cat, Mr Thomas, who they have had for at least seven years. “We’ve been warmly welcomed, met some nice people, very nice neighbours. It’s been very good.” While they were still settling in to Ashburton, and waited for furniture to arrive, they had caught up with old friends living in the area. Not suspicious The death of a person in the south Auckland suburb of Flat Bush on Monday is not suspicious, police say. A Fire Service spokeswoman said they were called to the address on Coachman Drive shortly before 6pm. A person at the address was not breathing when emergency services arrived. A denial-of-service attack (DoS), also known as a distributed-denial-of-service attack (DDoS), is carried out to make a website unavailable to its intended users. The police said they were unaware of any complaint from Slater yesterday but said if he had lodged the complaint through a station rather than through the crime reporting line, it may not have been entered into the system yet. A woman blackmailed a man who slept with her younger sister and then told police he had raped her. Mother-of-two Moetahi Walker, 27, pleaded guilty to blackmail when she appeared in Queenstown District Court on Monday. The kapa haka performer and masseur had demanded $6000 from the 39-year-old Turkish man, after he had slept with her 18-year-old sister. When the man refused to pay, she reported him to police on Christmas Day. Walker faces upto 14 years in prison when she is sentenced next month. - APNZ

At its peak Ashburton’s free weekly community lunch attracted up to 120 diners but today there’s definitely no such thing as a free lunch in town. The New Life Church ran a community lunch for 20 years, opening its church hall on Wednesdays to anyone who needed a little help to get through the week or who simply wanted some company. When the church moved from Tancred Street to Tinwald,
however, the free lunch was a casualty of that move, says its organiser for the past six years, Julia Crosson. In the three years since, no one has picked up the project and Ashburton is now one of the few towns without some form of regular community lunch. In many parts of the country demand for ‘soup kitchens’ is growing, with Invercargill now running six each week. “Ours was quite a big affair and since it’s stopped, I assume there’s still a need but we be-
lieve now that we’re too far out of town for people to come,” she said. Over the years she was involved, Mrs Crossen said the free lunch attracted up to 60 people at each sitting. “We weren’t getting hordes of people in, but some were quite regular. I didn’t really care who came, everyone’s needs are different and for some it was more because of loneliness than cost.” The lunch worked on a $50 budget with menus based around donated food. It was
often staffed by young people who were on community work schemes and that provided a good way for those people to contribute to their community, she said. While the loss of the community lunch has left a gap, restarting the event was not on the church’s radar. Mrs Crosson believes there is still a need in the community for regular free lunches but said her church had now moved its food support to vouchers that were distributed through a social support agency.

by residential tenants on the two upper levels and four retailers on the ground floor, was declared dangerous following the earthquake and is set to be demolished, meaning the retailers will have to find alternative accommodation. All shops were closed to the
public yesterday - and had been since the quake - but were still holding stock while the tenants find new locations. Owner of Yvonne’s Kidswear, Yvonne Etherington, said she had been in the shop for 18 years and was finding it difficult not being able to trade.

Attendance criticism ‘petty’ By adam BeNNett Mana Party Leader Hone Harawira says Prime Minister John Key’s criticism of his record of attendance at Parliament is “petty”and he is one of Parliament’s hardest-working MPs. This year sees the introduction of a register of attendance at Parliament for MPs who now face penalties of at least $295 a day for each unexplained absence after three days. Mr Key said the public paid a lot of money for MPs to attend Parliament and while there always reasons why they might miss the House “I think there’s been a situation where some MPs, frankly, have taken the mickey and they’ve treated the place with not enough respect”. “Hone Harawira’s an obvious one. You go and have a look at the number of days he was here in the 2011-2013 period not very many.” A spokeswoman for Clerk of the House Mary Harris confirmed Mr Harawira had approved 68 days of approved absence from the House last year. “I checked with the Speaker’s office and I’ve had no unauthorised leave of absence from Parliament. “Every day I’ve been away has been approved by the Speaker’s Office”, he told reporters. “I haven’t been slacking off. In fact, I consider myself to be one of the harder-working members of this House.” He said Mr Key’s remarks were “just a continuation of his petty bickering about my going to South Africa”. Mr Key’s own Chief Whip Louise Upston refused to release records of National Party MPs absences from Parliament. She said National had “a robust leave system and I would be clear if anyone was away without permission and that’s what the (new regime) will require public disclosure of ”. The only parties to release their attendance records were the Greens and NZ First. A spokesman said the record showed that Green MPs were in attendance for 82 per cent of the hours that Parliament sat during the current parliamentary term. Co-leader Metiria Turei said that when Green MPs weren’t in Parliament, “they’re doing the work the public have asked them to do, they’re out with the public at meetings so we’re pretty pleased with our result”. Methven Community Board members are relieved council engineers have set about solving a serious flooding issue in the town. At their six-weekly meeting on Monday, members discussed new information from Ashburton District Council engineers regarding stormwater flooding in the Barkers Road, Mackie Street and Hall Street area. It has been a perennial problem for several residents in the area, who have to put up with their driveways and front yards flooding in heavy rain. Board chairperson Liz McMillan said council engineers were now looking at new information which suggested water from Lochhead Crescent drained into the stormwater catchment, putting more pres-
sure than first realised on the area. “It’s something we didn’t know, and it just explains so much of why we have had that problem,” Ms McMillan said. Engineers were now planning to install another couple of sumps, to add to the sumps installed late last year. Flooding has continued since the work last year, and the Fonternel family on Barkers Road has even had water running under their house, through to their backyard, in heavy rain. “It’s good because it’s been a bit of a problem,” Ms McMillan said of the council’s new plans. Synlait Milk will lift its forecast milk price for the 2014 season to reflect continuing high international commodity prices. Yesterday the company announced the increase from $8.00 per kilogram of milk solids (kgMS) to a range of $8.30 to $8.40kgMS. It also lifted advance rates for the season effective from January, to be paid February, from $5.00kgMS to $6.40kgMS. Synlait Milk chairman Graeme Milne said the company’s policy was to pay its contract milk suppliers a competitive market price and the increase reflects the sustained high commodity prices. “Assuming current market conditions prevail our net profit after tax will be significantly ahead of the prospectus forecast of $19.8 million, and is forecast to be in the range of $30 to $35 million,” Mr Milne said. Managing director John Penno said despite the challenges associated with Chinese government regulatory reform, Synlait
is confident of delivering on its infant formula and nutritional products strategy. “In the short term these regulatory changes will continue to result in considerable disruption in the Chinese market and we may not achieve our forecast target of 10,000 metric tonnes of infant formula and nutritional sales this financial year,” Mr Penno said. “However, we remain confident that these changes will validate the strategy of our business over time and will underpin our ability to meet our long term targets through expected volume growth from our key customers in this market.” “Meanwhile business development continues in key markets outside of China. “We expect to commence production of milk powders as infant formula ingredients for two new tier one multi-national companies in the second half of this financial year,” said Mr Penno. A further update on Synlait’s year end financial forecast is expected when it announces its interim results on March 27.

Two arrests for hold-ups By Kurt Bayer An alleged armed robber accused of using a shotgun to hold-up two Christchurch pubs and making off with $15,000 in cash appeared in court yesterday. Armed police swooped on two city homes on Monday night, chasing people suspected of being behind the robberies of The Brewery in Woolston, and Coasters Tavern, Redwood, within two hours on Sunday night. Jackson Whakatihi, 24, also known as Jackson Manson, and a 25-year-old woman were stopped in a car near a Kilmore St address and were both arrested. Both appeared from custody at Christchurch District Court yesterday. Whakatihi has been charged jointly with another man, who police have not yet found, with using a shotgun to rob a bar worker of approximately $15,000 in cash. Whakatihi, of no fixed abode, is also charged with assaulting a person inside one of the bars with a shotgun with intent to rob bar staff.
He also faces a charge of receiving property – a wallet and Samoan passport – as well as possession of cannabis. Yesterday, he was remanded in custody without plea until February 13. Defence counsel Grant Tyrell said a bail application may be made on that date. The 25-year-old woman, of Christchurch, also faces a charge of receiving $3500 in cash from Jackson Manson that police say she knew had been stolen. Her case was adjourned after a request by police. Police prosecutor sergeant Chris Scott said a further search warrant was carried out in the city yesterday morning. At 9.55am, a firearm was found and police believe it may belong to the woman. Detective Inspector Virginia Le Bas says more charges are likely, with suspicions that the weekend’s raids are linked to aggravated robberies at licensed premises in Riccarton and Merivale before Christmas. Police are now appealing for information from the public, and a scene examination was being carried out at the Kilmore St address yesterday. - APNZ

Top Dog Theatre musical director Robert Tait lost his Macbook Pro when his car was broken into outside a Christchurch school on January 20. The computer contains the script and original music
he has written for the theatre’s upcoming production of Shakespeare’s The Tempest at Mona Vale next month. Mr Tait said to access his backup files he needed a hidden code embedded in the stolen machine. He would “gladly” let the thief keep the computer if they or an intermediary “preferably an innocent representative” - will allow him to copy all his files onto a port-
able disk. “This meeting will be on a no names basis, no recriminations and no trickery,” he promised. Mr Tait said the thief has done him “a favour in a way” because his replacement computer was “a step up” from the one he lost, but he still needed vital files from his old machine. “It’s not only show stuff that’s on it, there’s other important files and website data.” - APNZ

Yesterday spelled freedom but today it’s back to school for hundreds of children around the Ashburton District. Lunches were cut, new stationery piled into backpacks and new uniforms were donned as many of the district’s youngsters returned to the class-
room. Others, however, have several more days of freedom as schools make a staggered start to the 2014 academic year. For schools, the new year will be counted in new faces among their student and staff ranks and for many it will also be counted in increasing roll numbers. motorists to be extra vigilant on the roads as the number of young pedestrians and cyclists builds up. After weeks of holidays, national manager road policing, superintendent Carey Griffiths said many youngsters took a while to rebuild their skills in dealing with traffic. “Many families too are getting back into the routine of
the school drop-off and pick-up so there’ll be more congestion around school areas. “It’s important for all drivers to be aware of their speed and to keep a watch out for children,” he said. Motorists also needed to be extra vigilant around school buses that were loading and unloading children, Mr Griffiths said.
Builders will be a scarce commodity in Ashburton and building material prices will skyrocket when Christchurch’s commercial rebuild finally kicks off, an building industry spokesman says. Master Builders’ Association president Mark Wilson believes the industry is in limbo at the moment as the city’s developers fight their way through planning red tape and struggle to secure committed tenants. However, he predicts it will come under significant pressure in the second half of the year. “Even though the work is there in front of them, they’re struggling to get started. “Some are starting to walk away. They’ve geared up over the past 12 months with administration and site staff and they’re now considering whether to retrench and pull back a bit.” Those who were doing well in the city were the companies that had been there for years; it was the new arrivals that were feeling the pinch. For locals wanting a home built or renovation work done that meant it would be relatively easy to employ a builder, but that was likely to change in six months, Mr Wilson said. The price of building materials rose by about 12 per cent last year and a similar rise was likely this year. That, however, would be dictated by the speed of the rebuild, he said. “Christchurch must come on stream commercially and residentially during the year and you’ll see a different side of the industry by the end of the year.”
Crashed Aston Martin creates a stir on site By Patrice Dougan A smashed Aston Martin sports car has sparked the attention of car enthusiasts after it was put up for auction. The 2010 Aston Martin Rapide was written off when a Chinese tourist crashed into a light pole last year. But budding motor fans have been bidding over the deregistered car hoping to grab a taste of the James Bond action on the cheap. The movie spy famously drives the British race car brand in the 007 films. The $200,000 car slammed into a light pole last October when tourist Weihao Chen lost control on Auckland’s Tamaki Drive. Now Turners Auctions has put the V12, 550 brake horsepower sedan on
Trade Me, where bidding has hit more than $11,000. All profits will go towards Students Against Driving Drunk (SADD) when the auction closes on February 7. The listing has had over 51,000 page views, and more than 1200 TradeMe users have marked it on their ‘watchlist’. “It’s generated quite a bit of interest,” said Turners chief executive Todd Hunter. “It’s been a reasonably high profile vehicle anyway, so this is adding to the mystique of it I guess.” He said it was “really difficult” to predict what the car might sell for on the day. “But given the bidding’s already there [at more than $11,000], you would expect it to go a bit higher.”
Mr Hunter said he “would imagine someone would have dreams” of making the Aston Martin roadworthy again, but added: “Whether that’s practical or not, who knows.” However, he warned that “whoever buys it would really need to do some good thorough checking if they were deciding to go down that path”. One car restoration company suggested it would cost a lot of money to get the car back into shape. “New parts would absolutely kill it, so a front half from England or Europe would be needed,” Steve at View Rd Panel Beaters said. “Labour for panel and paint would be around $20k. Biker gangs head south The expansion of a notorious motorcycle gang into Christchurch and Dunedin represents the revitalisation of outlaw motorcycle clubs, a University of Canterbury gang researcher says. Gang expert and lecturer Dr Jarrod Gilbert said the expansion of the Bandidos bikie gang into Christchurch and Dunedin represented the ongoing revitalisation of outlawed bikie clubs generally. “The scene in New Zealand had been on a steady decline for more than a decade but is now experiencing an obvious expansion,” Dr Gilbert said. “The Bandidos were first rumoured to be establishing under a former Highway 61 leader in south Auckland in 2012. Now there is no doubt they are here. “In Christchurch, a new group, the Rock Machine, have been taken over by the Bandidos in a patch over. “What this means is the group is more likely to survive over time because the worldwide Bandido nation, as they call themselves, will lend the local chapter support,” Dr Gilbert said. “Traditionally around the world the Bandidos and the Hells Angels have been bitter enemies. The Bandidos and the Rebels have also had serious conflicts in Australia. “Whether or not these conflicts emerge in New Zealand is unclear, but I do feel that in a growing scene gang violence becomes somewhat inevitable. In a crowded room, somebody is always going to get elbowed. “The gang scene throughout New Zealand is on an upswing and Christchurch, as it always has been, is a bellwether city. What happens there is often an accurate reflection of what happens nationally.

The Bandidos, established in Texas, was known as one of the “big four” outlaw motorcycle gangs in the United States, along with the Hells Angels, the Pagans and the Outlaws, he said. “They are a serious group, but being a serious group they are not the kind of group that would go around starting fights and creating a high profile for themselves. “They’ll probably mind their own business as long as people leave them alone, and I would

Owners of vacant land and uninsured properties in the red zone have taken their concerns about the Government’s earthquake recovery policies to the United Nations. New Zealand’s human rights record is currently under examination at the UN’s Universal Periodic Review in Geneva, with Justice Minister Judith Collins leading a delegation that will make a presentation to the Human Rights Council. Wellington lawyer Matthew Palmer, who represented the Quake Outcasts group in a successful challenge against the Government’s offer of 50 per cent of the value of their land, made joint submissions to the UN on behalf of the group, the New Zealand Human Rights Council and the Wider Earthquake Communities Action Network in November. Quake Outcasts spokesman Ernest Tsao said the submissions damned the Government’s “outrageous earthquake recovery policies”. “Delegates from other UN member nations heard how the Government trampled on people’s human rights by arbitrarily creating a no-rebuild zone and using coercive tactics to relocate residents,” he said. Mr Tsao said the world “needed to know about this”. “We’re hoping our politicians will be more accountable and more inclined to do the right thing in future.” They have now sought leave from the Supreme Court to appeal the Appeal Court ruling that ruled the red zone created in the wake of the earthquakes was legal. - APNZ

ven down here in Ashburton it is impossible not to have felt some sense of pride when Kiwi girl Ella Yelich-O’Connor strutted on to a Los Angeles stage to collect her Grammy Awards. The Devonport teenager enjoys global fame as Lorde, but her modest, yet self-assured manner combined with the unmistakable New Zealand accent, make it easy to identify with Ella. The success and recognition for Lorde and her producer Joel Little cannot be understated and sits in history alongside Anna Paquin and Peter Jackson picking up their Oscars. New Zealanders love their music and are fiercely proud of what bands like Split Enz, Crowded House, OMC and, in more recent times, Kimbra and Flight of the Concords have achieved in the international arena. In just 12 months though, the 17-year-old has blown all those legendary acts out of the water. Thanks to modern technology, Lorde has been able to conquer the world through iTunes and Facebook. Lorde is a terrific talent, for her voice and her song-writing ability which has left hardened industry insiders astonished, both here and overseas. New Zealand has produced dozens of world-class song writers and performers, but Lorde has been fortunate to be born in an age when talent can be exposed to a global audience without any interference or prejudice from the music industry bosses. With a multi-million dollar deal and two Grammies in her pocket, the pressure could be unsettling for a teenager to replicate the impact of her debut album Pure Heroine. Lorde seems to be taking it all in her stride, enjoying the moment and staying true to herself. Maybe we have not witnessed the highlight, but merely the beginning of a stellar career.

Leader will scrap protest laws Ukrainian President Viktor Yanukovych has agreed to scrap anti-protest laws but says jailed protesters would be released only if barricades are taken down, in a new twist to a twomonth crisis before a key EURussia summit. Ukrainian opposition leader Arseniy Yatsenyuk also formally turned down the post of prime minister, held out by Yanukovych following a previous round of negotiations, the presidency said yesterday in a statement on the talks. “There was a political decision to abolish the January 16 laws that have caused so much discussion,” read the statement,

Payout for girl brain damaged in hospital A famous London’s children hospital has agreed to pay out £2.8 million ($A5.33 million) to a girl left brain damaged when glue was accidentally injected into her brain. Maisha Najeeb was 10-yearsold when she underwent an operation at Great Ormond Street Hospital in 2010, which involved injecting glue to block bleeding blood vessels. She was also meant to have dye injected into an artery in her brain as part of the procedure, but the syringes got mixed up, leaving her with permanent brain damage. Judge William Birtles at London’s High Court approved the settlement against Great Ormond Street Hospital For Children NHS Trust. The victim will also receive £383,000 ($A729,177) a year until she turns 19, which will increase to £423,000 ($A805,331) per year for as long as she lives. The court heard how there were no labels on the syringes to identify which was glue and which was dye. “We can’t wind the clock back,” said the trust’s lawyer Nick Block. “We hope there are now systems and procedures in place to ensure such a tragic mistake cannot be made again.” Maisha’s father Sadir said his daughter’s life was “ruined”. - AFP

demonstration today on Independence Square, the Maidan. Radical protesters yesterday agreed to leave the premises of the justice ministry building they had stormed on Sunday evening in a provocative move that had threatened to derail attempts to find a solution. With concern growing that the situation in Ukraine was spiralling out of control, the country’s worst crisis since independence is set to dominate today’s EU-Russia talks. The protests began in November as a drive for EU integration after Yanukovych ditched a key deal with the bloc under Russian pressure, but
have now turned into a drive to unseat him. At least three protesters have been killed in clashes with the security forces and the protests have spread far beyond their hub in Kiev to outlying regions, including Yanukovych’s heartland in eastern Ukraine. Under unprecedented pressure, Yanukovych on Saturday had offered to give the opposition posts in government and to impose changes in the constitution that would reduce the powers of the presidency and boost the government. But opposition leaders have said they will press ahead with their protests. - AFP

The dwindling jaguar The jaguar could soon become extinct in Brazil’s tropical Atlantic forest, threatening the shrinking primitive forest itself. A study by the Brazilian conservation authority Cenap indicates the adult jaguar population in the region may have fallen to just 250, “an 80 per cent slide over the past 15 years”. And just a fifth of the remaining jaguars are of reproductive age, the study asserted. - AFP
Brazil crash kills 14 At least 14 people have died in the northeastern Brazilian state of Bahia after a bus collided with a tractor that had fallen off the truck transporting it, authorities say. The accident happened just after 6am local time on a highway about 120km from Salvador, the capital of Bahia. Twelve people were pronounced dead at the scene and two others died in hospital. The tractor fell into the roadway, blocking the way on a curve that was not visible to vehicles in the opposing lane, police said. - EFE
45 dead in attack At least 45 people have been killed in a suspected Boko Haram attack on a market in restive northeast Nigeria, and police have warned that the death toll could rise. “So far, we have 45 dead and 26 injured... but the figures could increase as our men are still in the village searching for more casualties,” Borno state police commissioner Lawan Tanko said. Witnesses to the attack in Kawuri, in the Konduga area of Borno state, 37 kilometres southeast of Maiduguri, earlier said that 15 people had been killed and 20 others wounded. - AFP

Buckingham Palace (above) is advertising for a new housekeeping assistant, whose duties include running the royal baths and arranging serving the tea. The successful applicant for the £14,400 ($A27,490) a year post will be responsible for “high quality cleaning, presentation and guest care”
at Queen Elizabeth II’s official London residence. Duties include “arranging dry cleaning, care of jewellery, running baths, assisting with dressing if required and arranging the service of tea and breakfast trays”. The advert on the Royal Household’s web page says the new employee will be working
in proximity to members of the royal family and so must be able to “maintain confidentiality”. The job holder is responsible for the upkeep of the carpets, upholstery, antique furnishings, artworks, picture frames, mirrors and silver and brass items. - AFP
Thieves armed with toy weapons who dug a tunnel into a post office in Florence, Italy, stole 70,000 euros ($A110,210) after locking terrified staff in the vault, police said. “The armed robbers had hidden inside the post office. They jumped out at the staff on their arrival and forced them to open up the vault,” said a policewoman in charge of the probe into the theft. Some 50,000 euros in cash and 20,000 euros in tax stamps were stolen by the thieves, who fled back along the 12-metre long tunnel, which they are believed to have dug during the weekend, she said. - AFP

Remains found near croc attack site Human remains have been found near where a 12-yearold boy was taken by a crocodile in the Northern Territory. Authorities have shot dead three crocs in the search for the reptile that snatched the boy while he was swimming with friends in a billabong west of Jabiru in the Kakadu National Park on Sunday. Another boy, 15, was bitten
but released by a croc during the attack. Acting Police Commander Michael White says search teams have found human remains near where the boy was taken. “(The evidence) strongly indicates the boy has died from the crocodile attack,” Acting Commander White said yesterday. “Further DNA testing
will be conducted to confirm the identification. “No specifics will be given in relation to the trauma or type of evidence located out of respect for the family. This is now an investigation for the Northern Territory Coroner and a brief will be prepared.” The boy’s distraught family have been notified of the discovery. - AAP
Twelve people have been killed by H7N9 bird flu in a single Chinese province this month, according to state media. The deaths occurred in the eastern province of Zhejiang, the state-run Xinhua news agency said, citing local health authorities. The report came as China was said to have dropped its previous description of H7N9 bird flu as “infectious” in new guidelines on how to deal with the disease. The National Health and Family Planning Commission described it as a “communicable acute respiratory disease” in its 2014 diagnosis and treatment protocols. In the 2013 version it was considered an “infectious disease”. - AFP

Wild weather costs $174m Damage from wild weather last year cost over $174 million in insured weather-related damages, making it the second most expensive year on record, according to the Insurance Council of New Zealand. September’s nationwide storm was the year’s biggest cause of damages, and the third most expensive storm in the past 45 years, causing $74.5 million of insured losses, the council said. Commercial property damages
made up the bulk of the losses, costing $42 million and a further $3.1 million payment for business interruptions. Residential losses were $18 million and car damage was $9.5 million. The April Bay of Plenty and Nelson storms and floods cost $46.2 million in insured losses, while the July and August Cook Strait earthquakes cost a combined $31.1 million. Provisional losses for the October storm stood at $10.2 million. Last year’s costs are only trumped by 2004 insured dam-
ages of $181 million, inflation adjusted as at 2011. Last year’s high costs “further reinforces the value of insurance in safeguarding New Zealand by being able to meet costs of this scale,” Insurance Council chief executive Tim Grafton said in the statement. The council is made up of 29 members, including Tower, AA and IAG, who currently insure about $550 billion of New Zealand assets and paid out $2.2 billion in claims in 2012. - BusinessDesk

Kebabs always an impressive choice

ebabs always look impressive and they look as though you’ve spent hours in the kitchen. That couldn’t be further from the truth. Apart from soaking wooden skewers in water for at least an hour and any marination that’s needed, a meal of kebabs can be put together in a few minutes. With cooking time also short, they’re a great way to have food on the table in a hurry. They can be cooked on the barbecue, on a stove top grill pan or under an in-oven grill.

Asian salmon kebabs 500g salmon fillets, without skin 1 1/2 t soy sauce 1 1/2 T honey 3 t rice wine vinegar 1 t finely grated ginger 1 clove garlic, crushed pinch of freshly ground black pepper 3 lemons, cut into 12 wedges 12 skewers
Honey chicken kebabs 3 T vegetable oil 4t honey 4 T soy sauce 1/4 t freshly ground black pepper 8 skinless, boneless chicken breast fillets - cut into cubes 2 cloves garlic, crushed 5 onions, cut into wedges 2 red peppers, cut into pieces 12 skewers oil for the grill hotplate ■ In a large bowl, whisk together oil, honey, soy sauce and pepper. ■ Before adding chicken, reserve a small amount of marinade to brush onto kebabs while cooking. ■ Place the chicken, garlic, onions and peppers in the bowl, and marinate in the refrigerator at least 2 hours (the longer the better). ■ Preheat grill pan to high heat ■ Drain marinade from the chicken and vegetables then discard. ■ Thread chicken and vegetables alternately onto the skewers. ■ Lightly oil the cooking grill hotplate. ■ Cook kebabs for 12 to 15 minutes, until chicken juices run clear.
Lamb kebabs ■ Turn and brush with reserved marinade frequently.
Greek lamb kebabs with yoghurt and mint sauce 8 wooden skewers 2 cloves minced garlic 1 T chopped fresh thyme 1/3 C extra virgin olive oil 1/4 C red wine vinegar 1 t sea salt 1 t ground white pepper 750g lamb leg steaks or fillets, cut into 3cm cubes Yoghurt and lemon mint sauce 1/4 C fresh lemon juice 1/2 C extra virgin olive oil 1/3 C Greek yoghurt 1 crushed garlic clove 1/4 t sea salt
2 t chopped fresh mint 1 t chopped fresh oregano 1 t chopped fresh parsley 1 t small capers 1 anchovy fillet ■ Whisk together the garlic, thyme, olive oil, sherry vinegar, salt and pepper in a glass bowl. ■ Toss the lamb pieces in the marinade, and allow to marinate at room temperature for 30 minutes. Thread onto skewers Sauce: ■ Combine in blender lemon juice, olive oil, yoghurt, garlic, salt, mint, oregano, parsley, capers and anchovy fillet into the bowl of a blender. ■ Blend until smooth, then pour into a serving dish and set aside. ■ Heat grill pan ■ Cook the lamb kebabs, turning

■ Slice salmon fillets lengthwise into 12 long strips, and thread each onto a soaked wooden skewer. Place in a shallow dish. ■ Whisk together the soy sauce, honey, vinegar, ginger, garlic and pepper ■ Pour over skewers, turning to coat. ■ Set aside at room temperature for 30 minutes. ■ When finished marinating, transfer marinade to a small saucepan and simmer for several minutes. ■ Preheat grill pan to medium-high heat. ■ Lightly oil hotplate. ■ Thread 1 lemon wedge onto the end of each skewer. ■ Cook skewers 4 minutes on each side, brushing often with marinade, until fish flakes easily with a fork
Pork skewers with chimichuri 500g pork fillet, trimmed of all excess fat and cut into 2cm slices 1 red and 1 yellow pepper Chimichurri marinade: 5 garlic cloves, finely chopped 1/2 C chopped fresh flat-leaf parsley
1/3 C red wine vinegar 1/4 C extra virgin olive oil 1 t dried oregano 1/2 t ground cumin 1/2 t paprika Tabasco, to taste 4 lime wedges ■ Put all marinade ingredients in a large non-metallic bowl, adding Tabasco to taste. ■ Add the pork and stir around to coat, then set aside to marinate for at least 20 minutes. ■ Preheat the grill. ■ Thread pork onto skewers alternating with pepper cubes ■ Brush the marinade mixture onto the vegetables. ■ Grill or barbecue the kebabs, turning frequently ■ Baste with any remaining marinade, for about 15 minutes until the pork is cooked through. ■ Serve with lime wedges.
Spiced beef kebabs 600g beef rump steak Marinade: 2 t each ground coriander and cumin 1t each paprika and garlic powder 4t wine vinegar 2T dark soy sauce 4T oil ■ Cut the beef rump into generous cubes. ■ Mix together all the marinade ingredients in a bowl and add the beef. ■ Toss to coat evenly. Cover and refrigerate for 4 hours if possible. ■ Thread cubes onto skewers, packing the cubes close together. ■ Season well with salt and pepper. ■ Heat grill pan and cook skewers over a high heat for 8-10 minutes, turning to brown all sides. ■ Brush with any remaining marinade during cooking.

Surgery delays Nonu’s start By Patrick Mckendry Ma’a Nonu’s return to the Blues after his disastrous season at the Highlanders is likely to be delayed by ankle surgery. The delay means he is unlikely to make what would have been a high-profile return to Dunedin to play Jamie Joseph’s men in round one on February 22. Coach John Kirwan said he was aware of the “clean-up” procedure and possible delay. All Blacks’ second-five Nonu was troubled by the injury last year. There will be external pressure on Nonu to prove his worth at the Blues after he reneged on a handshake deal with Kirwan in what was the coach’s first season in charge last year - instead choosing to join the Highlanders. While Kirwan was disappointed by the snub at the time, he might have thought other-
wise as he watched Nonu struggle with form and discipline as the Highlanders slumped to 14th out of 15 teams, winning only three matches. His form for the All Blacks meanwhile was consistently high, including in the June internationals against France. Nonu finished the All Blacks’ unbeaten season last year rated by most observers as the world’s best midfielder. Returning to fulltime Super Rugby duty yesterday along with his All Blacks teammates following their extended break, Kirwan said Nonu, a 31-year-old veteran of 88 tests, had done everything required of him. “As far as I’m concerned, every communication I’ve had with him since he’s signed has been fantastic,” Kirwan, who was unwilling to predict when Nonu would return, said. “He’s done everything he needs to do.” - APNZ

Luatua hopes the challenges continue By Patrick Mckendry Life is, according to Steven Luatua, all about challenges, which is why he thinks some good can come from the recent negative headlines over his involvement in a drinking game on social media. Footage of All Blacks loose forward Luatua pouring a bottle of beer down a friend’s throat, an act apparently designed to persuade others to do the same, quickly found its way into the mainstream media where commentators of all persuasions were quick to judge for or against the 22-year-old. After breaking into the All Blacks last year and attracting overwhelmingly positive publicity with his skill and power at blindside flanker, it was a lesson Luatua won’t forget. “Obviously it was a challenging time for myself,” he said. “That’s what life is about, challenges, so definitely lessons were learned from that time and hopefully I can move on from it. “Before I was probably a bit naive. I’m aware of the attention now.” He added, however, that he was also heartened by the support he received. “I’m quite fortunate to be in a strong environment. I got a lot of support from the Blues, from the coaches and also the Blues fans. They were behind me so I’m thankful to them.” Back in the Blues’ fold fulltime yesterday after his breakout year with the
All Blacks, in which he played 11 tests including two starts against Australia, Luatua is readying himself for a season in which he is hoping to take his game to the next level. Playing alongside one of his heroes - the returning Jerome Kaino - for the first time could help in this respect. “Jerome has been the form No6 [before leaving for Japan]... he was definitely the guy I looked up to growing up. To be able to play alongside him, hopefully, it’s pretty exciting. “He defines what a forward is. He gets the team going forward on defence by smashing guys and he gets the team going forward on attack. “Coming in today and seeing the boys, I’m definitely not in the shape I need to be; it’s going to be a huge competition within the camp [for places] and that’s what it should be, especially with Jerome coming back as well. I’m definitely looking to be better than I was last year.” Luatua’s combination with Kaino who is likely to play at No8 - and openside flanker Luke Braid, will be one of the potential strengths for the Blues, who will also boast an excellent front row including Charlie Faumuina, Keven Mealamu, Tom McCartney and Tony Woodcock, and a backline including the likes of Piri Weepu, Benji Marshall, Charles Piutau, Francis Saili and Frank Halai. - APNZ

Silva hits maiden test ton for Sri Lanka Opener Kaushal Silva hit a maiden test cricket century yesterday as Sri Lanka continued to pile up runs against Bangladesh on the second day of the first test in Dhaka. Silva was unbeaten on 111 as the tourists, replying to Bangladesh’s first-innings total of

After a week of intense technical and tactical training with the Burnley Academy in Perth, Ryan Feutz is fizzing for the start of the football season. Ryan, 12, spent last week at the English club’s Australasian Academy in Perth which gave him an insight into what is required to make the next step, gaining plenty of valuable experience. It certainly was not a training holiday for the youngsters. It
was all business, all week. Ryan said they were up early training and when they were finished they were “pretty tired” and it was time for bed to charge the batteries for another day. “We had to do fitness testing and yoyos. It was hot and hard,” Ryan said. So hot and so hard they had a heat stroke tent for the players to have a time out. He was one of 18 boys in his age bracket and felt he had been one of the top performers but he won’t know for sure until he
receives his performance review next week. His aim is to progress along the academy pathway with the potential shot at becoming a professional, starting with the next big goal, getting a place on the Burnley Academy tour to Europe. Taylor has avoided the headlines in this series despite scoring 55, 57 and 17 before last night’s crucial ton; not any more. He demonstrated his match-winning power when it counted with 112 off 127 balls to reach the 279-run target with seven wickets and 11 balls to spare. When Taylor is playing well, it’s not the big shots that garner attention; it’s the deft late cuts and the sheer willpower not to slog through the legside. Tonight he resisted to a point where he only scored 14 runs between backward square leg and mid-wicket; remarkable for a man whose trademark shot is considered the slog sweep. This is his seminal summer. He was supported by Kane Williamson (60 off 82 balls) who made his fourth consecutive half-century and captain Brendon McCullum (49 off 36 balls). In contrast to Taylor’s late cuts, McCullum never looks more imperious than using his feet to drive on the up over cover. His effort in the 42nd over was a doppelganger for a rifle shot. The echo was probably heard in Raglan. It is just the second time after the 5-2 triumph in 2002-03 that New Zealand have beaten India in a series of three or more ODI matches. India’s 278 for five looked competitive on a pitch which was expected to slow up further as the evening progressed but their pace bowlers couldn’t give them any traction. India struggled to force the run rate early, resulting in makeshift opener Virat Kohli skying a judicious Tim Southee use of the short ball to square leg at five for one in the fourth over. Likewise Ajinkya Rahane was caught hooking to long leg off Kyle Mills in the ninth, leaving the visitors at 22 for two. Southee and Mills deserve credit for their bowling in the first nine overs.
