Ashburton community organisations had to step in after a mum and her three children were left homeless and unable to access emergency housing.

Presbyterian Support manager Jackie Girvan expressed frustration with the emergency housing system after the woman contacted the organisation because she and her children had nowhere to sleep that night.

When phone calls to Work and Income did not come up with an accommodation solution for the woman and her children, Presbyterian Support and other community organisations stepped in to provide temporary ac-

commodation for the family.

The situation was symptomatic of the wider difficulties of the system, and issues were often “thrown back” on the local community to deal with, she said.

However the Ministry of Social Development (MSD) says there are “no known barriers” to accessing emergency or social housing in Ashburton.

A phone assessment for the woman was initially ruled out, and the next suggestion was an emergency housing appointment in Sydenham - in 40 minutes’ time.

With no way of making it to the appointment on time, it was back to the drawing board.

However Mrs Girvan was shocked when she was told that the next available emergency appointment in Ashburton was not for another two days.

“We were just left to our own devices, really,” she said.

With the help of another community group, the woman and her children were put up in a local motel for two nights while organisations tried to find a solution.

“We want a long-term solution, but we’re not going to get one overnight,” Mrs Girvan said.

Jenner’s gender change official A judge has approved Caitlyn Jenner’s request to make her name and gender change official. Los Angeles Superior Court Judge Gerald Rosenberg approved Jenner’s petition to legally change her name and gender during a hearing in Santa Monica, California. The 65-year-old Olympic gold medallist, who was born William Bruce Jenner, didn’t attend the brief hearing. The approval means she can now get government documents, such as a driver’s licence and Social Security card, under her new identity. Jenner has publicly transitioned to a woman in recent months after revealing her intentions to journalist Diane Sawyer in a televised special.

She also showed off her new name and look on the cover of Vanity Fair magazine.

Royal brothers turn rivals They are brothers but yesterday Princes William and Harry were also bitter rivals. Prince Harry is an avid England fan and honorary president of England Rugby, but his older brother, the Duke of Cambridge, is vice-patron of the Welsh Rugby Union. The brothers sat side by side in the stands at Twickenham for the England-Wales match yesterday - each wearing a replica shirt of their team. Prince William sat alongside his wife Catherine at the match. And as tensions rose on the paddock, fraternal bonds saw some friction up in the stands. England led Wales at half-time but after an amazing comeback Wales pipped England at the post, winning 28 - 25. After the match, Harry looked decidedly dejected as Wills and Catherine celebrated.

British comedy superstar Dawn French is bringing her new live show to New Zealand, the Herald on Sunday says. The Vicar of Dibley actor and best-selling author will perform 30 Million Minutes over six nights in Christchurch, Wellington and Auckland in March. The show is based on her colourful life and career. French has fond memories of her last tour here in 2009 with funnywoman partner Jennifer Saunders.

After a few drinks, the pair got matching tattoos. Before she heads Downunder, French will work on a movie of TV comedy Absolutely Fabulous with Saunders, due for release next year.

French said she was “sick with excitement” about her visit.

Cool Pope features on new prog rock album Pope Francis has recorded a rock album. The leader of the Catholic Church, who is currently touring America, will feature on the new album Wake Up!, which is the brainchild of producer Don Giulio Neroni. His Holiness will speak in Italian, Spanish, English and Portuguese over music composed by various artists on all 11 tracks. The title track, Wake Up! Go! Go! Forward!, features a prog-rock-esque tune with heavy guitar accompaniment over a speech Pope Francis gave in South Korea last year. Tony Pagliuca, the track’s composer, insists he was thrilled when Neroni asked him to get involved. “In the ‘70s, I founded the progrock band Le Orme and topped the charts, toured Italy and UK and had the chance to collaborate with international artists like Peter Hammil and David Jackson,” he told Rolling Stone magazine. “During the years, I also made an important journey of faith. When Don Giulio Neroni asked me to collaborate on this CD, I immediately accepted with enthusiasm. Putting my music in the service of the words and the voice of Pope Francis has been a fantastic experience and a very interesting artistic challenge.” Wake Up! will be released in November.

Cuoco, Sweeting to divorce The Big Bang Theory star Kaley Cuoco is divorcing husband Ryan Sweeting after less than two years of marriage. Cuoco’s representative, Melissa Kates, said at the weekend that the actress and the tennis pro have “mutually decided to end their marriage”. The couple tied the knot in a New Year’s Eve ceremony in 2013.

The 29-year-old Cuoco has starred on CBS’s The Big Bang Theory since 2007. Earlier this year she appeared with Kevin Hart and Josh Gad in the film comedy The Wedding Ringer.

Better care on the horizon

Mid Canterbury people will get better care at Ashburton Hospital following the adoption of the Canterbury District Health Board’s new proposal, the board says.

The board is increasing the number of junior doctors at the hospital, replacing six current positions with eight new roles.

The changes were recently approved by the board’s executive management team and will see

five medical specialists retain their positions while six medical officer positions will be disestablished.

CDHB chief medical officer Dr Nigel Millar said the changes to the hospital’s medical model of care were expected to not only enhance services but also ensure the hospital could educate and train the next generation of rural clinicians.

Dr Millar said there was a lot of opportunity for rural medicine in Ashburton and the aim of the new model was to en-

hance existing services, improve integration and work towards “being a leader of innovation and training” in rural medicine.

“We see there is a huge amount of potential to enhance not only the care provided to the district’s residents, but also the experience and exposure our doctors get while working here,” Dr Millar said.

In the coming weeks a multidisciplinary implementation team will be brought together to work with staff at the hospital to ensure a successful roll out of

the new model over the next few months.

The CDHB wants to make sure it has everything in place before it disestablishes the six medical officer position from December this year, Dr Millar said.

The six positions will be replaced with eight registered medical officer (RMO) positions.

The eight RMOs will include a mix of three rural hospital medical registrars, who are doctors with more than four years’ experience, as well as four sec-

ond year junior doctors and one third or fourth year doctor whose role will include afterhours cover.

Dr Millar said the CDHB appreciated the time the staff at Ashburton Hospital took to consider the proposal and provide feedback.

“It’s clear a number of key aspects in the proposal are widely supported, particularly around Ashburton being a centre for rural medicine training research and innovation, which is very encouraging.”

Nowhere St John cadets put their skills to the test to sleep

Over 100 St John youth cadets came from across the South Island to show off their skills in Ashburton at the weekend.

Ashburton College hosted the St John South Island region youth competitions, which test cadets’ abilities in first aid, emergency situations, health care, drill, leadership and communications.

Regional youth manager Kelly Heads said the competitions were a good testing ground for cadets.

“It was great to have so many cadets and youth leaders from around the South Island together,” she said.

“Youth competitions are an important part of the St John Youth programme.

They are a way for our young people to learn new skills and develop themselves, and also to meet their peers from round the South Island and also have fun.”

The Bishopdale Cranmer division, consisting of Ella McLaren, Ben Mattingly, Sian Sunckell, and Sarah Pride, took out the champion senior team grade at the competition, while Clay Taylor of the Burwood New Brighton division was named the senior individual champion.

From P1 Presbyterian Support is encountering people in need of emergency housing in Ashburton every week, Mrs Girvan said.

While they were not able to comment on the individual situation, an MSD spokesperson said where a client presented with an immediate emergency housing need, MSD’s priority was to ensure they had a warm, safe place to stay.

“We can confirm that there are no known barriers that would preclude clients from accessing either emergency housing support or social housing assessments at the Ashburton Work and Income Office.”

“We are surprised that Presbyterian Support did not contact the Ashburton Work and Income office directly given that their staff have the contact details of the local Work and Income managers, and have worked closely with them on many occasions.”

Emergency housing assistance is available to clients at all Work and Income offices and, in some cases, over the phone, they said.

In brief Calling stargazers Kiwi stargazers miss out on a lunar eclipse but as the moon skirts its closest to earth we can still see the “supermoon”. An eclipse will be visible overnight in the United States and western parts of Europe. New Zealanders will just have to make do with the moon at its largest and brightest, as it reaches its full-moon apex just before 4pm today. “We won’t see an eclipse until January 2018,” said Dr Grant Christie, of Auckland’s Stardome Observatory.

Kiwi dies in jail A young Kiwi has died in Australia’s Supermax prison after pleading with immigration authorities not to deport him back to New Zealand. The Sydney Morning Herald reports that Junior Togatuki, 23, died after writing farewell messages to his family.

Australian authorities were not treating the death as suspicious.

Togatuki’s Australian visa was revoked and after his prison release date passed he was kept in solitary confinement in Goulburn’s Supermax prison. He suffered from schizophrenia and anxiety and was reluctant to come back to New Zealand, the country he left when he was aged just 4.

An Ashburton Intermediate School pupil’s out of this world design may soon be viewed by millions of people on one of the world’s most popular websites.

Ashburton teen Lucy Moore, 13, has beaten out thousands of young people from across the country to be shortlisted

for the Doodle 4 Google competition.

Selected from more than 7000 entries from across the country, Lucy is now in the running to have her version of the Google logo to be shown on Google’s New Zealand homepage for a day.

The keen young artist’s space-inspired design is one of 25 entries in her year group.

Students were asked to design their logo around the theme of going back in time.

For Lucy, being able to witness the moon landing in 1969 would be her time-travelling pick.

“It would be amazing,” she said.

Being shortlisted for the competition came as a surprise for the artistic teen, who only

found out when her name was called over the loud speaker at school.

“It was really exciting and overwhelming,” she said.

To move forward to the next stage of the competition, Lucy needs to win a public vote. Votes can be cast online at http://www.google. co.nz/doodle4google/vote. html#d=d3-4

■ MILK TANKER CRASHES

Driver’s survival ‘a miracle’ A truck driver was incredibly lucky to survive a dramatic crash in which a milk tanker rolled and slid hundreds of metres down State Highway 1 north of Auckland yesterday.

The usually busy highway was closed for most of the day after the crash near the Schollum Access Road intersection, north of Puhoi, about 4.45am.

The truck slid about 500m down the road and nearly went off a bank, a witness said. The cab of the truck was left a mangled wreck and rescuers spent some two hours getting the driver out.

One witness said it was an

“absolute miracle” he survived.

Firefighters freed the driver from the cab before he was airlifted out by the Westpac Rescue Helicopter.

The man suffered multiple injuries – understood to include neck, facial and leg injuries – and was yesterday in a stable condition at Auckland City Hospital.

A witness at the scene yesterday morning said the truck and trailer were badly damaged and the driver was “severely trapped”.

“The cab’s basically gone.

It’s an absolute miracle he survived,” he said.

The witness said he would be surprised if the driver was wearing a seatbelt. He believed the driver was tossed around the cab and could have been crushed to death if he had his belt on.

Police have not confirmed if the driver was wearing a seatbelt or not. Under the law, some people delivering goods and people in some goods service vehicles are exempt from wearing seat belts.

It was understood up to 40,000 litres of milk spilled in the crash.

A slimy, slippery residue of milk fat and diesel congealed

on the road, causing mayhem for recovery efforts and forcing emergency services to close the highway for 13 hours yesterday.

Inspector Cornell Klussein of police northern communications said vehicles working to remove the crashed truck were “skidding all over the place”.

Cows on the road near the accident scene caused more headaches for authorities. Police received a report of seven cattle on the road, not far from where the tanker had crashed, yesterday afternoon.

Mr Klussein said the cattle had strayed onto the highway south of the scene. - NZME

A man cutting wood has been airlifted to hospital after seriously injuring one of his legs. The 37-year-old, from Hamilton, was at Piropiro Flats campsite, in the Waikato, when the accident happened yesterday afternoon.

The Waikato Westpac Rescue Helicopter was called out to the scene because of the remoteness of the area as well as the severity of the man’s injury, a statement said. The man remained in Waikato Hospital last night for treatment.

Chanelle Haffenden, 23, whose struggles with depression and anxiety led to her losing her job, decided to embark on a month-long trip around the country, armed with nothing but a few clothes, a laminator, art supplies and a sign asking for kindness.

Parents forgive man who killed their son

There were plenty of culinary treats on offer during this year’s Mania-O-Roto zone annual spring cub camp.

The annual weekend-long event saw 63 cubs and over 30 parent helpers gather in Ashburton for a fun-filled camp. This year’s theme was a culinary camp, with all activities based around food.

Scout zone leader Lori Rusbatch said children got to try everything from making cupcakes and gingerbread men to cooking damper on a stick

over a fire. The movie Ratatouille was, fittingly, also screened for the group.

Mrs Rusbatch said the behaviour of the group was impeccable. “It’s been fabulous,” she said.

The camp closed with the cub church parade and trooping of the colours, which takes place every two years.

Whipping up some yummy treats during the camp were Jemma Bent, 8, (left) and Emily Wilson, 7, both of Hinds.

The parents of Liam Ashley, the teenager who was bashed to death in the back of a prison van, say they finally forgive their son’s killer.

Almost a decade has passed since the 17-year-old from Auckland’s North Shore died at the hands of George Baker – a high-risk offender who was being transported with Liam and another man to Auckland Central Remand Prison in August, 2006.

Liam had earlier taken his mother’s car without permission and in a bid to teach their son a valuable lesson, his parents Ian and Lorraine Ashley pressed charges and asked that he spend a night in the cells.

Liam’s parents say they have come to a point in their lives where they can forgive the man who took their boy’s life away.

Mr Ashley said: “I had seven years of not sleeping at all. But

then when I came to a realisation that George was slowly killing me, if I didn’t release him from me, I would never find happiness again.”

Liam’s mother said they had finally found comfort.

“Forgiveness – it does bring you a certain amount of peace as well. We’re finding that our lives are changing. It’s harder forgiving yourself than actually forgiving somebody else. To forgive yourself from something as bad as making the huge mistake that we did,” Mrs Ashley said.

The couple now live in Australia; after moving there a few years ago in order to get a fresh start. They have also found a new faith in God and Mr Ashley said he felt for Baker, who has gone on to reoffend a number of times over the years while behind bars.

“I’m genuinely worried about George.”

Fundraising garden tour

Methven Care Trust is gearing up for its first major fundraiser since publicly launching its new $5.6 million rest home plans last month.

The Foothills House and Garden tour will be held on November 28 as the trust aims to boost its current figure of just over $170,000 in the bank.

ing, which had taken the total “slightly” over the $170,000 which had already been raised.

Donations had been coming in, but there had also been expenses such as printing and advertising.

The trust’s Give A Little page shows two $5 donations and three private donations have been made via the page since August 4.

People have also been donating via BNZ fundraising cups, which had been given out empty at the meeting.

Chairwoman Jo Suyker said

she was heartened by the community support since about 130 people attended the public meeting last month.

“Aged care, it’s one of those things that touches everybody,” Mrs Suyker said.

Meanwhile, there are no plans at this stage for Methven’s current rest home with associated self-contained units, Methven House.

Methven Aged Person’s Welfare Association Incorporated (MAPWAI) chairman Colin Lill said those decisions would be left as late as possible as

plans for the new home developed.

The proposed 20-bed rest home is to replace the 13-bed Methven House, on a new site, at Camrose Estates.

Meanwhile, the trust is seeking volunteers to help run its Foothills House and Garden Tour. Other fundraising ideas under development include a trail bike ride, four-wheel-drive tour, vintage car rally, vintage machinery open day, machinery clearing sale and coin trail. The trust is also seeking further ideas.

Man injured in skydiving accident A skydiving cameraman working for Queenstown tourist operation NZOne Skydive was airlifted to Dunedin Hospital with serious “multiple injuries” after a skydiving accident near Jack’s Point yesterday.

Police Southern District command centre Senior Sergeant Brian Benn said the 36-yearold Queenstown man, credited with about 12,000 jumps, was seriously injured after landing heavily.

He was taken to Lakes District Hospital in Frankton by ambulance before being transferred to Dunedin by helicopter.

NZOne Skydive business development manager Derek Melnick said a cameraman accompanying a group of customers on a skydive about 1pm suffered multiple injuries after a parachute “malfunction” caused him to impact heavily with the ground.

He was skydiving solo and no customers were involved in the incident, Mr Melnick said.

The company’s operations had been suspended.

Paramedics were seen treating the man for about 45 minutes in a paddock on private property only a few hundred metres from the company’s air strip and skydive landing zone.

Mr Melnick later said in a statement the skydiver initially had a “gear malfunction” when opening his parachute, appeared to regain its control, but at the last 180m the parachute “became unstable” and entered into a spin.

Ship runs aground Coastguard staff are working to secure a historic ship which ran aground yesterday near Christchurch. The MV Tuhoe ran aground at 4pm yesterday on the coastline at Kaiapoi. At least 11 people were on board at the time, but all passengers have since safely been removed from the vessel. Coastguard New Zealand spokeswoman Monique Caddy said crew members remained onboard last night and were working together with members from Coastguard Waikamakariri-Ashley to secure the ship. According to the Kaiapoi Rivertown Trust’s website, the schooner was built in 1919 and now berths at the Kaiapoi River wharf.

Call for R14 rating The lobby group that sparked a firestorm over the banning of Ted Dawes’ book Into the River says it will apply to have an R14 rating slapped on the novel. Family First yesterday said it also asked for the deputy chief censor’s decision to remove the book’s previous classification to be investigated.

The censor placed an interim ban on the book, the first such ban in New Zealand in 22 years, until a final decision was made, possibly at the end of this month. “Contrary to continued media commentary, Family First did not ask for the book to be banned,” Family First national director Bob McCoskrie said. “But we also do not believe the book should be freely available to 9-year-olds, for example, as determined by the deputy chief censor.” Mr McCoskrie said the book previously had an R14 restriction on it for two years.

Missing for eight days

Hundreds flock to church fair Hundreds of people packed into Ashburton’s Sinclair Centre for the St Andrew’s Presbyterian Church fair on Saturday. More than 300 people perused the wide variety of plants, clothes, and tasty treats that were on offer at the annual event. Convener Maureen Maginness said organisers were “very happy” with the turnout. “There were lots of stalls, and the cakes went first, as usual.” Snapping up a bargain at the fair was Ann Adams.

Family members and police are worried about a man missing for eight days. Nelson police said Jeremy Flatt, 37, was last seen on September 19. He is of thin build and 1.84m tall. “It is possible Mr Flatt has entered one of the region’s walking or tramping tracks and police are asking anyone who has been tramping in the last week to report any sightings of Mr Flatt,” Nelson police said. Anyone who believed they had seen Mr Flatt since last weekend was asked to phone Nelson police on 03 564 3840.

Auckland bus driver attacked while driving Logan Pillay did not see the punch coming. He was driving the 717 bus in a slow moving queue of Auckland traffic when the passenger’s fist struck him on the left side of his face.

“He just swung his right into me and could have knocked me unconscious but for another passenger pulling him back,” said the slightly built 57-yearold, recalling the Saturday afternoon assault, on Grampian Road, Kohimarama.

But Mr Pillay’s time of danger did not end there.

His foot slipped off the brake when he was punched and the Metrolink bus lurched forward into a car in front.

“When I hit the car, that driver was full of rage.

“He opened his door, came up to me, I opened the window and he shook his fist through the window.

“The passenger who pulled off the other guy went outside and said to him, ‘The driver has just been assaulted, so simmer down’.”

At the time, 15 passengers

were on board for the trip from downtown to Otahuhu via Glen Innes.

Mr Pillay took yesterday off to let swelling on the left side of his face heal and he plans a medical check today before returning to work.

He said the attack came as a surprise.

A minute earlier the passenger - “a big grey-haired man of 50 to 60” - had demanded to be let out and was told that he could at the next bus stop.

“Otherwise, the bus would

have held up the traffic _ we had been diverted around roadworks from the normal route.”

Mr Pillay said he could smell alcohol on the man’s breath and he was drinking from a can.

Police attended the incident but a spokeswoman said Mr Pillay’s assailant had disappeared by the time they arrived and police would like to hear from anyone who saw the incident or who knew the man’s name.

Mr Pillay said that a month ago a passenger had punched him on the jaw.

Investigation into near-miss The Civil Aviation Authority is investigating a near-miss between a drone and a commercial flight in controlled airspace above Christchurch and is appealing for anyone with information to come forward.

The pilot of an Air New Zealand A320, with 166 passengers on board, reported seeing a remotely piloted aircraft system north of Christchurch on Friday night.

The pilot contacted air traffic control to report a “sizeable” red drone passing close to the plane at an altitude of about 6000 feet (1829 metres), near Kaiapoi.

The plane was climbing out of Christchurch on the way to Auckland.

“We’re in the information gathering phase right now,” an authority spokesman said yesterday.

“We’re really just gathering information from all the parts

we possibly can to piece together where this drone or dronelike object originated from.”

A safety investigation team would sift through the evidence.

He appealed for anyone with information to contact the authority.

“We’d be really keen if anybody knows of anybody with a drone of that description.”

The spokesman said the authority would play an educational and preventative role rather than take a punitive approach.

Last month new rules came into effect governing the use of unmanned aerial vehicles and the spokesman said this was the first incident of its kind he was aware of since then.

Commercial drone operator Carl Sheppard said he would be surprised if it was a professional drone user behind Friday’s near miss.

Branch manager BJ McCloy said just under 30 cars were washed and around $400 was raised.

Throughout the entire month the firm managed to fundraise $1500 in total, a figure Mrs McCloy was happy with.

Bus zones take toll on parents Daisy Hudson

he increasingly territorial tactics of some Mid Canterbury schools have left parents stuck in what is rapidly becoming an education turf war.

The news that some families have to follow the school bus until they pass an invisible boundary line before their kids can hop on seems absurd.

However it did not come as a surprise to many people in our community, who have been battling with school transport zones for years.

Transport zones allow schools to determine whether or not another school can pick up children from within a certain area.

On the one hand, the system seem logical from a school’s perspective.

Every day schools are expected to provide a high standard of education while counting each and every penny.

With funding so closely tied to the number of bums on seats, it’s not hard to see why schools are looking to protect their own patches.

Also, if you asked any principal they would say their school offers everything a child needs, so why choose to send kids somewhere across the district?

While the logic behind transport zones makes sense, there is a very real human cost that goes along with them.

For many families, it’s not just an inconvenience.

Since the story first appeared in the Guardian last week, I’ve heard from parents who have quit work so they can transport their children to the school of their choice.

Another family said they were considering moving house because the transport zones made it nearly impossible to both work and get the kids to the pick-up point each day.

School principals spoken to last week said transport zones did not limit choice.

After all, they said, parents are still welcome to send their child somewhere else, and school buses are not a door-todoor service.

That’s all well and good, but for parents trying to balance work and family, it may feel like their options are becoming increasingly limited.

Good company Last week The Big Little Theatre Company Inc presented its most ambitious production to date.

It had always been a dream of

our director Jackie Heffernan to do a theatre piece that challenged our young actors and pushed them to achieve a level not previously reach. Blood Brothers proved to be that challenge, for not only the cast, but also our committee who took a while to come to grips with the complexities of such a big production.

But, through the incredible support and advice given by the team at the Ashburton Trust Event Centre, we were able to rise to the challenge and stage a production that had the audience become so emotionally involved in the story, they stood for a standing ovation at the end of each performance with tears in their eyes and full of praise for what they had just seen.

We thank the incredibly talented Jackie Heffernan for her belief in the young actors and dedication to achieving a professional show. We also would

school, you have to be aware that the closest school to you is where they should be attending (Bus route bust-up threatens, September 23).

Far too many of you need to wake up as I am sorry to say it’s not all about you, the school bus is not a … door-to-door taxi service. If both parents choose to work then that’s your choice.

Take more responsibility at parenting and stop ticking [goods] up causing you both to work! Kids are more than capable of walking, running and biking for kilometres even in the rain, believe it or not.

There’s nothing wrong with the country schools.

Looking at the future of communications

L

ike other countries around the world, New Zealand is grappling with issues of rapid transformation of its communications sectors.

It’s important to ensure our regulatory system is well positioned to support this period of rapid change.

In my role as Communications Minister I recently launched a discussion paper to look at ways to future-proof New Zealand’s communications regulation.

The discussion paper “Regulating communications for the future” continues the Government’s review of the Telecommunications Act 2001 and seeks views on a range of options for communications regulation post-2020.

The telecommunications review is one of the work streams the Government has under way as part of the convergence work programme.

Convergence describes the reduction in barriers between sectors, so that businesses have

new opportunities and consumers benefit from greater choice and accessibility.

We need to consider the implications of convergence between the telecommunications, information technology, media and entertainment sectors in New Zealand. While these exciting changes are simplifying our lives and creating new opportunities, our laws haven’t kept pace.

They treat different technologies separately, rather than as a whole. For example, a show broadcast on TV can fall under different laws than when it is streamed on demand via the web. This is confusing, restrictive and dampens innovation.

The Government considers that we need to review our sys-

tems with the aim of creating a level playing field for content and information, regardless of what type of technology delivers it.

Digital convergence, new technology and innovation are transforming the way we live, work and do business and communication networks have come a long way since the Telecommunications Act was passed in 2001. This review is a critical step in ensuring we have a regulatory regime which supports growth, investment and innovation in these sectors into the future.

Private sector investment in high quality communications infrastructure such as broadband and mobile networks is important to deliver better connectivity to Kiwis. The more certainty communications sector investors have about the regulatory environment, the better placed they are to deliver more technology choices for consumers.

The Government is leading the way in enabling digital

opportunities with the roll out of Ultra-Fast Broadband, the Rural Broadband Initiative and the Mobile Black Spot Fund programmes.

New Zealanders have embraced streaming video on demand which is just the start of what the next generation of broadband can deliver.

By 2022, at least 80 per cent of New Zealanders will have access to fibre and 90 per cent will have 4G mobile coverage. For this reason it’s vital we have the right regulatory settings to support the future of communications in New Zealand beyond 2020.

I really want industry, consumers and stakeholders to all have their say in this discussion so we can develop a regime that can keep up with the pace of change in communications and meets the needs of both consumers and businesses in the long term.

Stampede death toll rises Saudi Arabia has deployed large numbers of special forces as pilgrims performed the final rituals of a hajj marred by double tragedy, with the death toll from a stampede rising to 769.

Health Minister Khaled alFalih has announced a new figure for last week’s disaster, an increase from the previous toll of 717.

The number injured rose to 934 from 863 recorded just after the deadliest incident in a quarter-century to strike the annual Muslim pilgrimage.

force personnel were seen on one level of Jamarat Bridge, a five-storey structure in Mina where pilgrims ritually stone the devil, and on which hundreds of thousands were converging when the stampede occurred nearby.

“Of course, the circumstances are special and urgent, but we expect more serious commitment,” he added, without spelling out exactly what was lacking.

Culture Minister Ali Janati is to head a delegation to Saudi Arabia to follow up on 344 Iranians Tehran says are missing.

The disaster was the second deadly accident to mar the hajj.

Shooting of wheelchair man sparks furore Video purportedly showing police officers fatally shooting a black man in a wheelchair has sparked controversy in the United States.

The mobile phone footage of Wednesday’s incident in Wilmington, Delaware, shows a police officer repeatedly shouting “Show me your hands!” at 28-year-old Jeremy McDole, sitting in a wheelchair on a street behind a car in broad daylight.

A single gunshot is fired, after which the officer continues to yell “Show me your hands!” adding “Drop the gun!”

Several other officers are then

seen rushing to the scene, yelling “Hands up, hands up, put your hands up!”

Gunshots are heard ringing out several seconds later, causing the victim to slump to the side and fall out of the wheelchair.

It was not clear from the video whether the man, who did not raise his hands as ordered, actually had a gun in his possession. He was pronounced dead at the scene.

The Delaware Department of Justice is investigating the shooting to “determine whether the police officers acted in compliance with Delaware law.”

News reports quoted Wilmington police chief Bobby Cummings as saying officers responded to a call about a man with a self-inflicted gunshot wound.

At a news conference last week, Cummings said McDole had not complied with officers’ demands to put his hands up, and that he also refused to place his weapon on the ground, local news reports said.

McDole was killed when he reached for his weapon, Cummings said, according to the news reports.

But his mother, Phyllis McDole, disputed that, saying

he was neither armed nor dangerous.

“The video’s showing that he didn’t pull a weapon. He had his hands on his laps when they opened fire on him,” she said.

Delaware Governor Jack Markell called the incident “deeply troubling” in remarks quoted by local media.

The National Association for the Advancement of Colored People, a prominent civil rights organisation known by its acronym NAACP, has demanded that a “special prosecutor” be appointed to carry out an independent probe into what happened.

Youth hostels in five German states will temporarily accommodate 3800 refugees beginning on October 1, the head of the German Youth Hostel Association says.

Hostels in North Rhine Westphalia, Bavaria, Saxony-Anhalt, Lower Saxony and Bremen will clear entire houses for the new arrivals and have recruited additional staff, chief executive Bernd Dohn said.

The gesture is meant to prevent refugees from having to sleep in tents as the cold winter months approach. The refugees will be able to stay in the hostels until the end of January.

Bomb defused A 500kg unexploded bomb from World War Two has been safely defused on the property of German chemical giant BASF in the western city of Ludwigshafen.

The process took more than three hours and went according to plan, a BASF spokeswoman said.

Production at the BASF factory continued during the disarming at the weekend, though employees were prohibited from walking within 300 metres of the bomb.

Workers discovered the explosive device at the beginning of August during sanitation work in the southern area of the site.

Sinkhole at beach A camper at a popular beach on Queensland’s Sunshine Coast has described the terrifying speed with which a sinkhole swallowed a car, caravan and camping trailer. The 150 by 50 metre sinkhole opened up at the Inskip Point camping area near Rainbow Beach on Saturday morning. Authorities say the sinkhole is now three metres deep and takes in a large part of the MV Beagle camp site. Camper Melanie Wotherspoon described her horror in a Facebook post.

“Yep, can’t believe we made it out,” Ms Wotherspoon wrote.

“I thought we were goners for sure, was truly scary how fast it came into our camp site and swallowed it up.”

eep in Rwanda’s steep-sloped forest, the mountain gorillas look both endearing and intimidating. A tourist might feel conflicting impulses to shy away and reach for a hug (the latter is not advised) when a gorilla brushes past on a path. The way a gorilla snoozes, scratches a leg or casts an inquiring glance — it all seems familiar, and yet wild.

“You can’t tell what they’re thinking,” said John Scott, a retired chemical engineer from Britain’s Worcester area who trekked to the high-altitude habitat to see the creatures with close genetic links to humans.

This sense of kinship helps explain why increasing numbers of tourists are heading to Rwanda’s Volcanoes National Park, fueling an industry seen as key to the welfare of the critically endangered subspecies as well as the national economy. Those visitors can also be a threat because gorillas are vulnerable to human diseases and so reduced in numbers that a veterinary team called Gorilla Doctors cares for sick and injured apes.

These days, an estimated 900 mountain gorillas live in Rwanda and neighbouring Congo and Uganda.

In Rwanda, conservation is big business. Eighty individual permits to see the gorillas for one hour are available daily for a maximum price of $750 each, and 20 per cent of permit revenue goes to schools, clinics and other local community projects, the park website says.

More than 20,000 people visited Rwanda’s gorillas in 2014, nearly three times as many as in 2003, according to government figures. Many came from the United States, Britain, Australia, Germany and Canada. Last week, people in hiking gear sipped coffee and milled around at the park headquarters before breaking into groups of eight, the limit for tourist parties visiting separate gorilla families in the dense undergrowth.

feeling the mountains yet or not?” guide Ferdinand Ndamiyabo asked his group, including an Associated Press team, during a hike up a volcano that is home to a family of gorillas called Amahoro, which means “peace” in the Rwandan language. Ndamiyabo earlier laid out rules for the encounter: Don’t point, speak softly, don’t cough or sneeze in the animals’ direction and stay a minimum of 7m away. If a gorilla approaches, crouch down, don’t make eye contact and make a low sound similar to that of clearing the throat, which gorillas use to express friendliness.

off his back and rested his great head on an arm, watching the camera-toting arrivals. He made a low sound.

“The silverback is saying, ‘No problem, my friends, take as many pictures as you want,’” Ndamiyabo declared.

Dr Jean Bosco Noheli, a Gorilla Doctors veterinarian who accompanied the tourists, noted a wrist wound on Karisimbi, a female gorilla named after the highest volcano in the borderspanning Virunga mountain range where gorillas live. He described the injury as superficial and said there was no need for doctors to intervene, a complex process that would require darting the gorilla with a tranquilizer and likely fending off other gorillas before treatment on the spot.

Another member of the group is Kajoriti, a male who lost a hand to a poacher’s snare.

brought international attention to the primates’ plight. Fossey, whose book Gorillas in the Mist inspired a movie starring Sigourney Weaver, was murdered at her Rwandan research camp in 1985 and is buried at a mountain gravesite.

Rwanda descended into bloody chaos during its 1994 genocide, and tourism only returned to Volcanoes National Park at the end of the decade. Since then, Microsoft co-founder Bill Gates and Hollywood actors are among those who visited Rwanda’s mountain gorillas, whose home is a two-hour drive from Kigali, the capital.

The group led by guide Ndamiyabo followed the gorillas after their morning nap. At times, gorillas fell in behind the startled tourists, almost bumping into them as they advanced.

Sarah Scott, a nurse and wife of tourist John Scott, said the close encounter was aweinspiring.

The gorillas seemed so human — whether “grooming or passing wind” — but also huge and powerful, she said, adding: “One swipe of the hand and that’s it.”

Hammers take sixth win Heartland Championship leaders Mid Canterbury extended their unbeaten run to six matches with a 38-27 win over Poverty Bay in Gisborne on Saturday.

Skipper Jon Dampney opened the scoring for the Hammers with a try after nine minutes, but Bay quickly replied with a try of their own through openside Corban Barbara.

The defending champions reclaimed the lead in the 18th minute when Ewen Scott, playing at fullback, finished off a good break from left winger Seta Koroitamana.

Mid Canterbury’s under 18, under 16 and under 14 rugby teams were in action over the weekend, and produced a mixed bag of results ahead of the South Island age-group tournaments on Friday.

The under 18s were downed 20-15 in a hard-fought battle against the Canterbury Cavaliers in Methven.

Despite the loss, coach Dave

Macleod was pleased with his side’s performance, and believes the display will breed confidence throughout his team for the South Island under 18s tournament in Kaiapoi.

“We started a bit slow.

“I guess we thought they were going to big and brutal like most Canterbury teams but once we got going we got a bit of self-belief and we could have won it,” he said.

The under 16 boys were in

fine form to topple Metro/ West Coast 32-13, and consequently earned themselves a berth in Pool A for the South Island under 16 tournament in Methven.

Coach Jock Cockburn said a strong display from his forward pack allowed plenty of clean ball for his backs, who did the damage in a convincing win.

It is the first time the under16s have qualified for Pool A, and Cockburn is confident his

side can compete with the best in the south.

The under 14 Hanan Shield tournament was held in Allenton over the weekend with Mid Canterbury falling 33-12 to South Canterbury on Saturday, before downing North Otago 23-22 in a tightly contested affair on Sunday.

South Canterbury were the eventual shield winners after beating North Otago on Saturday.

Heney and Stevenson dominate at Tinwald

Nigel Heney and Wendy Stevenson’s dominance of Tinwald Golf Club’s senior championships continued on Saturday, with both retaining the men’s and women’s titles respectively.

Stevenson downed Marilyn Bennett in the women’s final, and has now won the competition for seven successive years.

Stevenson, who plays off a handicap of 12, said she was pleased with the win, and will be going for her eighth next year.

“It was wonderful.

“I hadn’t played golf this year, some other things came up, so I was very pleased,” she said.

It was Nigel Heney’s fourth successive men’s senior win and his 11th Tinwald title in all.

Heney, who plays off plus one, beat Josh Smith in the final.

Another solid round has Danny Lee poised for an excellent ending to his breakthrough PGA Tour season.

The 25 year old Kiwi has had seven top-10 finishes in the 2014/2015 PGA Tour season, and an eighth is in the pipeline at the seasonending Tour Championship. Lee is in a tie for 10th at even-par, having shot a one-under par 69 yesterday to jump up two spots. Tour may not proceed Cricket Australia says it has delayed the departure of its test team for a two-match tour of Bangladesh due to concerns about the side’s safety and security.

The 16th Peak to Pub proved a resounding success with a record number of entrants pitting themselves against the elements, despite the race being postponed to yesterday due to snow on the Mt Hutt access road.

Methven duo Glen Currie and Julia Grant won the open men’s and open women’s categories.

Currie, who has recently arrived back to New Zealand from adventure racing in China, recorded a time of 1:12.02secs and was followed

in quick succession by Sam Letham (1:14.42secs) in second and Jack Moody (1:14.45secs).

Julia Grant won the women’s section with a time of 1:23.36secs, while last year’s winner Femke Hilbink (1:26.15secs) placed second and Peak to Pub stalwart Sez Peddie (1:26.36secs) finished in third place.

Craig Blackburn was the fastest of the veteran men with an impressive time of 1:25.45secs followed by Cam Blain (1:29.35secs) and Wayne Houghton 31 seconds later.

By melissa Woods North Queensland’s Johnathan Thurston might have come up with the win but Melbourne’s Cooper Cronk made him work for it.

The NRL’s best halfbacks delivered a masterclass on Saturday night in their NRL preliminary final at AAMI Park.

Before the scoreline blew out in the second half, with the Cowboys running out 32-12

winners, Thurston and Cronk went toe to toe in an intriguing battle.

Cronk opened serve with the first try of the match, when he ran onto a Cameron Smith pass and ran over the top of Thurston to score.

But within four minutes, Thurston hit back when he put a perfect kick through for centre Justin O’Neill to pounce on for an easy try.

That set the scene as the

Queensland State of Origin team-mates traded big plays.

Thurston repeated his combination with O’Neill, sending a long ball on for the former Storm centre to score his second for the night.

A fired up Cronk then dumped Thurston in a big oneon-one tackle before he set up the Storm’s second try, finding Tohu Harris on the charge.

It looked like he would have the final say of the first half

but, in the last minute, Thurston worked his magic. He conjured a cross-field banana kick that Gavin Cooper scooped up to score for his team to regain the lead.

The Cowboys didn’t look back from there, with Thurston also setting up another for Cooper.

The Cowboys will now face the Broncos in an all-Queensland NRL grand final next weekend.

Apprentice in the good books Pukekohe trainer Stephen Ralph was full of praise for young apprentice Zy Nor Azman after the four kilogram claiming apprentice guided his charge Admiral to a comfortable win at Ellerslie on Saturday.

Azman had produced a picture perfect effort to land dashing front runner Twilight Dragon an easy winner in the previous race and delivered again just thirty minutes later after adopting similar tactics on Admiral.

Ralph had been confident of a top performance from the son of Align and those thoughts were strengthened after Azman’s early success.

“I thought he looked the biggest weight special of the weekend as long as the boy rode him to instructions, and to his credit he did exactly what we asked of him,” he said.

“I was hoping his confidence would be up after the first win

“He did that perfectly and with the extra weight off his back they weren’t going to

his charge and after speaking to Azman’s boss Ralph Manning, he was happy to make the booking.

“I like to give the apprentices a chance when I can so I was keen to find someone with a decent claim who wouldn’t panic on the horse,” he noted.

“After speaking with Ralph I was convinced Zy Nor would be a good choice and that decision was right on the money.”

Ralph was also delighted with the performance of promising three-year-old maiden Thunder Down Under who put in a big performance to place third behind Secret Spirit in the Gr. 3 Bonecrusher Stakes later in the day.

“He really delivered a super run and I think with an ounce of luck he could have got even closer to the winner,” he said.

“He had a pretty tough trip for the entire race so to fight on like he did was very pleasing.

End of a golden era at Cambridge Stud A remarkable era in New Zealand thoroughbred breeding history has ended with the death of the champion stallion Zabeel.

The son of another great sire in Sir Tristram, Zabeel passed away peacefully in the paddock he has occupied at Cambridge Stud since 1991.

An emotional Sir Patrick Hogan announced Zabeel’s passing and made the following statement.

“Cambridge Stud is sad to report that during the night Zabeel passed away peacefully in his paddock.

“Zabeel was 29 years old.

“He was a sire who excelled at the very highest level and was able to carry on where his own great sire Sir Tristram had left off.

“Zabeel contributed to the thoroughbred industry and excelled above all expectations and having enjoyed his retirement for the past few years he will be sadly missed by all here at Cambridge Stud.

“He will be buried alongside his sire Sir Tristram in the very same tradition, with his tail facing the sunrise and his head facing the sunset.

“Zabeel gave so many people though his progeny the greatest thrill of winning so many races at the highest level.

“He surpassed all stallions that have come before him, past and present in New Zealand. Four Cox Plates, Melbourne Cups – what more can you say?

Double stallion blow The New Zealand thoroughbred industry was dealt a double blow on Saturday. Following the news that Zabeel had passed away, Waikato Stud was saddened to announce that their Group One sire No Excuse Needed suffered a fatal paddock accident in the afternoon. “No Excuse Needed was a sire who gave us some great thrills,” Waikato Stud principal Mark Chittick said. “He left the two Group One winners I Do and Daffodil.”

Every day you get a winner in Sydney is a good day. That was the verdict of trainer Bjorn Baker after watching Music Magnate snare the benchmark 85 race over 1400m at Rosehill on Saturday.

Running on strongly alongside Chris Waller’s Good Project, the four-year-old gelding ($4.40) managed to cross the line a long neck ahead of Good Project.

Baker didn’t rule out taking Music Magnate to Melbourne, but said that he would take his preparation step by step.

Tickled pink by new ball

By DaviD Leggat New Zealand Cricket are not discounting the idea of a day-night pink ball test in this country, but want to examine whether the concept would work well first.

The Black Caps are due to play a daynight test against Australia in Adelaide in November, when a pink ball will be used at international level for the first time.

Cricket Australia are pushing the idea, viewing it as a lever to raise interest (ie crowds and revenue).

NZC have agreed and there seems a view among players that, whatever their personal feelings on the move, it’s best to front foot the idea and make the most of it.

Players were initially opposed to being used as guinea pigs in what is such an important test.

The New Zealand team will have a couple of days of open-wicket practice in Hamilton in the afternoons and evenings of October 7 and 8 using pink balls.

For both batsmen and bowlers, it will be a good chance to find out what vari-

ables the pink ball offers in afternoon, twilight and evening.

“There’s a whole range of things we need to look at,” NZC’s head of cricket Lindsay Crocker said. “I don’t think the idea of a day-night test [in New Zealand] has ever been a dead duck.”

Certainly if the Adelaide match proves to be a success, not so much in crowd attendances but in how the ball behaves for both batsmen and bowlers, it could move a step or three forward the idea of a night time test in New Zealand.

The agony and the ecstasy

BY GREGOR PAUL If there was any doubt about the role pressure will play at this World Cup, there won’t be now following the collapse of England at Twickenham.

And it was a collapse.

Wales can and should be lauded for their bravery; for their depth of character, graft and moment of inspiration that saw them conjure a try to haul their way back into the contest.

But long before Gareth Davies touched down between the posts, England should have had the game wrapped up.

It was theirs.

They had it just about in the bag when they led 22-12 early in the second half.

The foot was on the throat at that point. England were in control.

The crowd was behind them.

The nation was behind them and one more penalty or even

a try and the Welsh resistance would snap.

It had to because they hadn’t mounted any sustained pressure: it was all smash-and-grab raids when they did make it deeper into England’s territory.

But this is the beauty of World Cups - things change so quickly.

The tiniest mistake or series of mistakes and the pendulum can swing in the other direction.

England’s coaching team’s mistake - although some of it

may have been borne out of injury-enforced necessity - was to bring the bench players on.

One minute they had control and fluidity, the next they were conceding penalties and losing their shape.

The players could sense it and England clammed up in the final quarter. They felt the pressure.

And the mistakes came. Now they are in a bit of bother.

They still have hope because the beauty of their pool is that

Wales still have two brutal games left to come, and losing one was never going to be terminal.

What might, however, make England’s predicament too much for them to escape, is that pressure that will have intensified twofold at least by the time they run out to play Australia next Sunday.

Pressure is the hidden enemy at this World Cup and England have failed to deal with it in their first big confrontation. - NZME
