Lake Hood developers and an Ashburton River watchdog group have locked horns over a proposal to alter water take consents that would allow more water to be taken from the river. The Lake Hood Extension Trust is applying to Environment Canterbury to alter its water take consents because of concerns over potential for water quality, aesthetic and functional issues arising in low flow periods. In the low-flow summer of 2013-14 the lake could not be used for recrea-

tional purposes for several weeks. The trust holds two ECan-issued consents which govern the taking of water from the river to fill, flush and maintain water quality in the recreational lake. Trust chairman Graham Kennedy said yesterday that as part of the $3 million the trust spent in three years on gaining resource consent to extend the lake, research was undertaken on “borrowing” further water from the lower Ashburton River on a non-consumptive basis. The water would be returned about three kilometres downstream and there

would be benefits to the river, such as the water would go back to the river in a cleaner state. Mr Kennedy said the water would still only be able to be borrowed when the river was above its miminum flow requirements. However, Save the Rivers is not buying the trust’s interpretation of the abstraction.
