Business owners using the footpath as part of their place of trade could be hit with a sharp rise in the price of doing business street-side. As part of its review of property fees, the Ashburton District Council is taking a long, hard look at the way it charges businesses who use the footpath for al fresco dining or short-term for activities such as building demolitions. Currently cafes pay $220 a year for the privilege of including the footpath in their dining options, but district councillors are looking at creating tiers within that activity. At a workshop last week, Russell Ellis questioned whether it was fair to charge the same rate for a small café that might have one or two tables outside as it did for a larger business that had several ta-

bles and drew a considerable part of its income from diners using the outdoor area. “I see places such as Kellys, Allenton and Braided Rivers as more of a licence to occupy situation rather than al fresco,” he said. One of the big drivers in changing the way charges were imposed for footpath use was to tidy up the issue of large items being placed on a footpath and left for months, said council business services manager Paul Brake. “By charging $10 a day for containers it signals the free ride is over. Currently, because it’s free there’s no incentive to remove them. We need to start somewhere with this and I’m happy to keep putting the fee up,” he said. Containers might be put in place to support a verandah or while demolition work was under way and often they

became an almost permanent fixture, Brake said. While the street occupancy fees are still up for debate, councillors were happy to agree that a new range of fees for council staff time should be introduced from July 1. The first hour of council staff time will be free in the property department but after that charges will kick in. If the commercial manager or senior property officer are involved the fee will be $150 per hour, for the property officer and facilities management officer, $110 and hour and for the administration officer, $90. While many issues were resolved in less than an hour, commercial manager Colin Windleborn said he’d had a recent job where work involved more than 50 hours of staff time. “This will stop frivolous requests,” he said.
