Hundreds of thousands of dollars worth of property paid for by the community could disappear into a national pot if the Ashburton SPCA is forced to become part of a single national entity, Ashburton’s inspector John Keeley says.

A proposal to transfer the assets of every centre around New Zealand into a single entity, possibly called SPCA New Zealand, is on the drawing board.

Whether that proposal proceeds will be in the hands of members when it is put to the organisation’s annual meeting in

May, but Mr Keeley fears it is a proposal fraught with fish-hooks.

“They basically want all our money and all of our assets. They want to control everything. These are assets we’ve built up with local support and with local money.”

The Ashburton centre’s assets include buildings and animal runs, three vans and cash in the bank. Interest from this money helps fund the running of the local organisation, he said.

Under the current structure each area runs its own activities with its own committee and team of volunteers.

The centre’s inspector is employed by the local committee.

Under the proposed structure there would be no centre boards or committees.

Paid staff would remain, but be employed by SPCA New Zealand and volunteers would transfer to the new organisation. Mr Keeley would then report to a regional chief executive.

Most firms up to speed

Mid Canterbury employers in higher risk industries are not concerned about new health and safety laws due to already having robust procedures.

The Health and Safety at Work Act, which came into force on April 4, replaced the Health and Safety in Employment Act 1992 following recommendations of the Independent Taskforce on Workplace Health and Safety.

This act is part of the Working Safer reforms which are aimed at reducing New Zealand’s workplace injury and death toll by 25 per cent by 2020.

EA Networks general manager Gordon Guthrie said the majority of what is required under the new regulations was actually already in place within his company.

“We’re always very safety conscious.”

The new law has led to their policies being adapted slightly but no real changes in the dayto-day roles of employees.

There is a bit more paperwork and there are slightly more robust procedures now, he said.

One thing the company has been doing since the new law came into effect was putting more emphasis in making sure all members of the workplace from the board to new employees were aware of the company’s health and safety regulations.

“There’s a stronger focus on

everyone being engaged with the health and safety policies.”

There will also be a more robust process in place for subcontractors working with EA Networks.

Because the company has employees often working from heights, which is a key risk, they will be working with others in the industry to adapt their policies to further prevent risks from heights, he said.

“We’ll be working on that as an industry.”

The manager of a local construction company that does not want to be named also said his company had not had to make many changes due to the strength of their current health and safety procedures.

Anzco Foods health and safety operations manager Peter Sugrue said while there will be few noticeable changes to the workplace there will be a greater focus on assessing risk rather than assessing the actions to a hazard.

There has always been a focus on risk and the elimination of hazards but this is now amplified, he said.

“What that means is that we evaluate with greater complexity the activities of the workplace.”

As part of this Anzco has set up a change management programme which ensures all practices are up to modern standards following a review of their policies against the old and new acts.

Climbing the ladder to stardom

Stardom seduces many a performer, but generally remains forever out of reach.

Ashburton’s Tainui Kuru is on his way to being the exception to the rule, however, and is currently involved in his biggest production yet, as one of the main characters in Gilbert and Sullivan’s HMS Pinafore.

The 24-year-old former Ashburton College head boy and NASDA graduate is today based in Auckland, from where he is building his performing arts career.

The show sailed into Ashburton yesterday for a one-night performance, giving Mr Kuru time to catch up with family and friends throughout the day.

Mr Kuru plays the romantic lead of Ralph Rackstraw, a poor sailor who challenges class boundaries when he falls in love with the captain’s daughter. It is a role in which he gets to display a range of talent.

He has come a long way since his days at Ashburton College, but it’s a career that never may have been if he had not been encouraged to audition for NASDA. He said as he performed in

Variety Theatre Ashburton’s Les Miserables in his final year of college in 2009, NASDA tutor Angela Johnson encouraged him to audition for the academy.

He has not looked back since, landing acting work at the Court Theatre after graduating, and then numerous other jobs, including a role in the Auckland Theatre Company’s Guys and Dolls.

After HMS Pinafore he has a role with a new theatre company in Auckland. Ultimately he is aiming to break into Australia, and has a dream to perform at West End shows in London.

Change in the wind for SPCA? From P1 The change, Mr Keeley believes, will alter the whole ethos of the organisation. It had always been about volunteers and the change would see it corporatised, he said.

“They want it all, they want everything we’ve got.”

If the proposal is given the green light by members, centres would be given 12 months to wind up and transfer their business to the national body. Ashburton would be run by a southern committee that answered to the national board.

Mr Keeley is digging his toes in. There is no talk of closing any centres, but he believes the new deal would short-change the community.

“There’s no way we’ll ever sell out the local people,” Mr Keeley said.

Malya’s through to New Zealand finals

When it comes to baking, Ashburton’s Malya Hooper is at the top of her game.

The 22-year-old apprentice has received the best possible reward for three hard years and early morning starts, winning herself a berth in the final line-up of New Zealand’s top baking apprentices for the year.

She’s one of just six who will face the judges and an audience in a live bake-off in June, where she will put her training to the test against five others all chasing the Trainee of the Year title.

Malya’s decision to enter was a last-minute one and when her acceptance came back giving her the entrant number 1019, she knew the competition would be tough.

And by entering just one day before closing she also cut down her time to practise the required

competition items.

She had just one day to bake, pack and dispatch to the judges two identical neenish tarts, two identical sweet muffins and a sourdough loaf.

“I thought I had no chance of making it through, that I’d just give it a go – and wow!” she said.

Whatever happens now, she knows she’s one of the country’s six best out of more than 1000, but between making the cut and the finals, she knows there is plenty of work to do. This will involve more time on the bakehouse floor and it will also involve a two-day workshop as a lead-in to the live bake-off.

The thought of cooking in front of hundreds of people doesn’t faze Malya.

“I’ll just go into my own zone,” she said.

That was almost three years

ago and Scott admits Malya has outstripped him now with her knowledge and understanding of the craft.

“I’m immensely proud of her.

She doesn’t really know how good she is. She’s got it, we spotted that

a mile off,” he said.

Looking ahead to the finals bake-off, Malya said she will continue focusing on building up her skill base hoping she’s in top form for what is likely to be a gruelling few hours in the spotlight.

Hunt on for mayoral candidate

The next candidate for the Ashburton mayoralty could be flying the Bung the Bore flag.

Bung the Bore, a protest group formed in opposition to the Ashburton District Council’s plan to sell a site in the Ashburton North East Business Estate to a company that’s business would be bottling and selling water is drumming up

support for a mayoral candidate sympathetic to its cause.

The group staged a successful protest rally on April 17 and has now refocused and is concentrating its energies on the October local body elections.

The group is urging people to think about the mayoralty and to see this as an opportunity to fly the flag for change. In a Facebook post it says it is “urgently seeking may-

oral candidates”. It wants people to stand up and contest the mayoralty to “save the good people of Ashburton from dodgy backdoor water deals and massive overspending of public funds”.

The criteria for a Bung the Bore mayoral candidate is given as a person who “must have the ability and willingness to listen to the people, include them in decisions, have a good grasp of basic eco-

nomics and be of good moral fibre”.

Ashburton’s current mayor Angus McKay has already confirmed his intention to seek re-election this year and as yet no challengers have emerged. Likely contenders from around the council table have either declared they are not interested in a mayoral challenge or are retiring at the October election.

Only councillor Donna Favel has not ruled out a tilt at the mayoralty.

Facebook posts on the Bung the Bore candidacy are tipping her as a likely candidate to run under their banner.

She’s non-committal, saying there is still plenty of time before decisions have to be made, but indicated if she did opt to throw her hat in the mayoral ring it would not be under any specific banner.

“If I stood, I would stand as me,” Mrs Favel said.

Streamlined approach for special education

The Ministry of Education is continuing to develop its services for students with learning difficulties in Mid Canterbury.

Earlier this week Mid Canterbury Principals’ Association president Hilary Boyce said that some students with extra learning needs in the district were missing out on the necessary support due to services being stretched thin.

Ministry of Education head of sector enablement and support Katrina Casey said every child has the right to education regardless of disability and services for those who need help have increased over the years.

However, there is always more that can be done and the ministry is developing a new approach to catering for all children with learning difficulties.

“That’s why last year we sought views of parents, families, educators and others as part of a nationwide special education consultation aimed at finding out how we could streamline services so that the right support reaches the right kids at the right time.

“One idea that many supported was having a single point of contact to liaise with families, teachers and specialists to plan and arrange additional learning support was.”

The ministry has taken the national responses and is using it to develop a new approach to providing for students with additional learning needs. This is due to be rolled out from the

start of 2017. Work is also under way on 22 projects that are focused on improving services to children and their families, she said.

Since July last year the ministry has delivered services to 434 children with additional learning needs in Mid Canterbury including teacher aides and the Ongoing Resourcing Scheme (ORS) for students with high needs.

“The kind of support available varies according to the particular needs to the student and can be delivered in different ways at different times.”

Currently there are 99 students supported throughout their school years in Mid Canterbury under ORS. There are 26 students with behaviour problems having teacher aide support and 94 children getting help with their speech and language development.

More than 200 of Mid Canterbury’s youngest learners have a whole range of support from cultural advisors, early intervention teachers, education support workers, psychologists and speech-language therapists.

“Where parents aren’t happy with the support they are getting we are available to talk through their concerns alongside their school.”

More than $590 million is spent supporting children and young people with special education needs. This is 29 per cent more than six years ago and nearly $16 million of this is spent in Canterbury.

AOS called out A 22-year-old man is facing serious charges following a police Armed Offenders Squad (AOS) call-out to a Ruapuna rural address on Monday about 9.45pm. Area commander Mid South Canterbury police, Inspector Dave Gaskin, said yesterday the man was facing charges of threatening to kill and committing a dangerous act with intent to injure. The charges had arisen from the man’s alleged behaviour towards a visitor to the address. The offender had allegedly been armed with a shotgun. He would be appearing in the Ashburton District Court.

Band on the go again Ashburton’s pipe band has done what few other bands around New Zealand have, it’s grown its membership at a time when others are watching member numbers falling And no one is happier with the changed state of the Ashburton Scottish Society’s Pipe Band than long-time member Derrick Cullimore.

For the first time in eight years, the band marching in Monday’s Anzac Day parade was made up entirely of Ashburtonians, Mr Cullimore said.

“We’ve been non-functioning for quite a while but there’s been a surge of interest and we’re back on the road again.”

When interest dwindled, Mr Cullimore said the few remaining members were determined their organisation would not go into recess; they believed the day would come when the tide would turn. That made it very simple for the band to re-muster and reform.

Uniforms, pipes and drums were dusted off and the band is back in business.

“We’ll never go back to being a competitive band again; we now want to be a band that is there for the enjoyment of the players,” he said.

Residents of a Netherby home yesterday thought their home may have been on fire, but it ended up just being smoke from cigarette butts. The Ashburton Volunteer Fire Brigade attended a call-out to the address about 1.30pm. It appeared smoke from butts in a container outside the house had pooled up under the eaves of the house, giving the appearance of a roof cavity fire. All was well when firefighters arrived, however, and the actual cause of the smoke was identified. The call-out was the second false alarm for the brigade.

It also attended a call-out shortly after 6am to Hotel Ashburton when the hotel’s private fire alarm system was activated.

Chertsey crash Police have yet to release the name of the driver killed in a fatal crash with a truck near Chertsey last Thursday. Police said yesterday the victim was a 23-year-old man from Waimate who had been living in Christchurch. The driver died instantly as a result of the crash shortly after 4pm on State Highway One, just south of Chertsey, while the driver of the truck was shaken but not injured.

Exploding air freshener A 20-year-old man was still in hospital yesterday after being hit in the mouth by an exploding air freshener on Monday. Bradley Stephens was airlifted to Waikato Hospital after a freak accident in which an exploding air freshener flew 7m across a room and struck him. The victim had lit a fire in the farmhouse that he was staying in near Cambridge.

New recycling station open

Mt Somers residents will now be able to recycle their goods at a new station situated in the local school grounds.

The new recycling depot has been in the pipeline for about eight months following a project between the Ashburton District Council, Mt Somers Springburn School and the Mt Somers Dis-

trict Citizens’ Association.

The station has been moved from near the Mt Somers Tavern to Mt Somers Springburn School due to the old location being on a paper road and the new location being much more recognisable.

It was due to be up and running by the beginning of this year but development work took longer than expected.

Ashburton District Council

waste recovery manager Craig Goodwin said site was finalised late last week and had already started to be used.

The new site should provide a better and more central space for the station and hopefully the community would see the benefits, he said.

“We definitely need a bit of time to hear what people think about it but we certainly know the com-

munity, school and citizens association were all supportive of it.”

Having the recycling station at the school enables students to learn more about sustainability and fits well with the council’s waste education programme which operates at most schools in the district, he said.

It is also beneficial for the council because the new space is in a more central location.

“It’s a win-win situation.”

There are now several schools in the district that host community recycling stations and council would love to hear from any others that would like to discuss the option, Mr Goodwin said.

The station will be able to be used at any time of the day because it is on a driveway that students are not able to access during school time.

E.coli identified in six samples in regular tests The presence of E.coli was identified in water samples taken from the Ashburton River on six occasions over the summer.

Environment Canterbury monitors the river’s quality, testing water at several sites between November and March.

While most sites are tested monthly, at the State Highway One bridge, samples were taken weekly and on several occasions E.coli readings were found to be elevated.

To identify the cause of the high readings samples are sent to the Institute of Environmen-

tal Science and Research, however on the six occasions samples from the Ashburton River were sent, bacteria levels were not high enough to allow accurate testing.

Ashburton’s readings were below 260 and for effective analysis to determine a source, the E.coli reading needs to be above 300.

Contamination could come from a range of sources including dogs, cattle, sheep, birds and humans.

Testing for the season is now finished but will resume in November next year.

Monty’s back home After more than two weeks lost in the Ashburton wilderness, Monty the Jack Russell is home, alive and well.

Monty’s owner Susan Soal and her family hadn’t seen the seven-year-old dog since he disappeared from their Tinwald home two weekends ago.

It wasn’t a case of disappearing without a trace though.

Reports suggested Monty may have been lured in to town, and was spotted at McDonald’s Ash-

burton in the early hours of the Sunday morning.

He hadn’t been seen since – until about 3.50pm yesterday, when the Soals’ story came to a happy end. Monty was found – scared and aggressive after more than a fortnight fending for himself – at the back of ACL’s gravel yard off South Street, near the Ashburton River track.

Last night he was home, enjoying a good feed and cuddles from his family.

Teens guilty of murder Two teens who beat and robbed a man in an Auckland motel have been found guilty of murder.

The jury returned its verdict on the charges yesterday in the High Court at Auckland.

Beauen Daniel George Wallace-Loretz and Leonard Nattrass-Berquist, both 18, were each convicted of the murder of

54-year-old Ihaia Gillman-Harris as well as counts of aggravated robbery and dishonestly taking a vehicle.

Wallace-Loretz reacted angrily when the jury announced they had found him guilty of murder. “F*** all youse. You’re all s***,” he said.

Nattrass-Berquist was the first to learn he had been found

guilty and reacted by doubling over and holding his head in his hands.

Several family members of the defendants began crying and left the court after all verdicts had been read.

Justice Kit Toogood convicted the teens on all charges and remanded them both in custody until sentencing on May 24.

The violent incident unfolded in an Epsom motel on December 27, 2014, after the victim had spent several hours driving the teenagers around the city and plying them with booze.

The teenagers now face a mandatory term of life imprisonment with a minimum nonparole period of 10 years.

In brief Fish goings-on Police say four people and a chilly bin appear to be the culprits in a weird eelthrowing incident in Timaru on Sunday night. CCTV footage captured the group getting out of two vehicles – a red Holden Commodore with a grey bumper and a light coloured ute – at 11.20pm on Sunday, Fairfax reported. The people took out a chilly bin and threw eels on the front lawn of a Collins Street house. Sergeant Greg Sutherland of Timaru police told Fairfax it was unclear whether or not live eels were used. He was also unsure about why the eels were thrown.

Couriers on Trade Me Trade Me has launched new service allowing users to book a courier without leaving the website. The service will see a “courier costs calculator” embedded in the desktop site, which will allow sellers to estimate the cost of couriering an item based on its dimensions and weight, through CourierPost or Fastway. When an item sells, the seller can book a courier, package the item and choose the pickup location. The seller and the buyer are sent tracking information. Trade Me head of marketplace Stuart McLean said customers say sending sold items and calculating shipping costs was their number one issue.

“We know there is a lot of hassle involved in the shipping process, so we set out to make it easier.”

Bulldozer rolls A 52-year-old man received minor injuries after his bulldozer rolled down a hill in Wairoa. A rescue helicopter was called to a forestry block in Putere, Hawkes Bay, at 9.10am yesterday where a man received a fractured hip and chest and leg injuries when the bulldozer rolled. He was transported to Hawke’s Bay Fallen Soldiers’ Memorial Hospital.

St John to cut jobs The St John ambulance service is planning job cuts, it has revealed publicly yesterday following comments by a union.

“St John can confirm it is consulting internally on proposals to make cost savings in management and support areas in the 2016/17 financial year,” said the organisation’s chief executive, Peter Bradley. “The proposals do not directly impact frontline ambulance services.” The proposed savings amount to 2 per cent of St John’s total budget and directly affect around 1 per cent of St John’s 2200-strong paid workforce and we expect to be able to redeploy a significant number of these staff within St John.

Eco attraction for Chch A major new eco-tourist attraction proposed for Christchurch is gaining momentum. Billed as “Te Papa on steroids”, the Ki Uta Ki Tai project, will be brought forward to the newly appointed Regenerate Christchurch board for consideration. Based on the successful Eden Project in the UK, New Zealand’s version will also have a strong focus on eco-friendly practices that will positively affect the environment. Tenders for the initial design have been released by the Water For Life Trust but are set to change as the project progresses.

Land tax attack The Government is being attacked by one of its support partners over its proposal to introduce a land tax on offshore house purchases. The Act Party said yesterday the proposed policy would be a broken election promise. Act leader David Seymour said that since campaigning on a platform of “no new taxes” in 2014, the Government had introduced two new taxes – a bright line test on property and a travel levy. “For the third time now, this promise could be broken, as the Prime Minister ponders a land tax,” he said.

Body yet to be identified Police are still trying to identify the body of a man found in suspicious circumstances at a popular Canterbury lakeside on Anzac Day morning, leaving locals to speculate that the body was burnt, while others say it was found dumped in a barrel.

Detectives are refusing to yet release any details of the man, including his age, where he is from, or how he died.

It’s not clear whether the body, found by Filipino fishermen at a turning area at the end of Drain Road just 60m from the shores of picturesque Lake Ellesmere around 11.30am on Monday, had died there or been dumped.

In the meantime, local residents say rumour and speculation is rife. Some have been told by the police not to speak to media.

The Herald has heard from locals in the largely rural area today who have heard the body has been burnt. Others say it was found in a barrel.

A local fisherman, who did not wish to be named, said he’d heard on Monday that the body had been set alight. Yesterday he had been told that the body had been found dumped in a barrel.

The fisherman didn’t believe the body could’ve washed up from the lake.

He believed police “must be having a hard time identifying it”.

In his boat, he pulled near the police scene examination yesterday. When officers saw him coming, “a couple of them pointed and pulled a tarpaulin over” what he thought must have been the body.

The fisherman said the grisly find left him with a “pretty horrible feeling”, as many children, dogwalkers, runners and freedom campers enjoy the area.

“It’s a bit scary how somebody would know how to go to Drain Road, because nobody people

would actually find it – it’s just a track,” he said.

All police have confirmed is that it was a male and that they are “still working to establish the identify of the body and no further information is available at this stage”.

A large police operation is under way.

It’s understood that a police helicopter was put up in the air after the find.

A police cordon has kept media and the public 1km from where the body was found on the no exit road which ends at the lake.

Officers have laid out yellow scene markers, and a police photographer has been taking shots.

Specialist search officers in blue boiler suits scoured creeks on Drain Road for evidence.

The body was removed from the scene in a hearse at around 1.30pm – more than 26 hours after it was first found.

Scene examinations are likely to take days.

Farmland on either side of where the unidentified body was found belongs to Garry and Honoria Lamers of Neuways Farm Ltd. When approached at their Lake Road property yesterday, a detective was inside speaking with them, and declined to comment.

Another local, who also did not wish to be named, noticed a “brown Holden stationwagon” twice stop outside his Lake Road property at the weekend.

It struck him as being unusual because it was on a bend.

The first time the car stopped, they spent about five minutes there. The second time, was a quick stop and go, he said. He didn’t see the vehicle’s occupants.

Doyleston local John McCormick said the area was very popular for flounder fishing and game bird shooting.

That’s the ambitious target the Ashburton District Council has set itself as part of its new waste minimisation strategy that’s currently out for public consultation.

The council is required to update its waste minimisation and management plan every six years and this time it has set itself some high targets as it works towards achieving its goal of zero waste.

To achieve its new goals the council has come up with a sixstep plan that includes improvements at the resource recovery park for sorting, processing and reusing goods, introducing wheelie bins for kerbside recy-

cling and carrying out an investigation into the cost effectiveness of collecting kitchen waste from households. This makes up almost 50 per cent of the weight of the average household refuse bag.

Submissions can be made on the new plan until May 13. Copies of the plan can be found online at ashburtondc.govt.nz or collected from the Ashburton District Council in Baring Square.

Submissions will be heard on May 25 and the council will adopt its new plan on June 30.

Community good before personal good

A

shburton’s local body elections are generally a pretty low-key affair, but this year might be different.

Almost half the current crop of councillors have retirement on their minds so we know we’ll be looking at several new faces come October. What we don’t know is whether we’ll be looking at the same mayor.

Angus McKay has served us well for the past two terms and he’s keen to continue in his role for another term. And most would say, why not.

But there’s a groundswell of discontent out there, largely on the back of a planned sale of a site at the north east business park to a water bottling company, that’s suggesting we need a different kind of mayor.

Mr McKay would be the first to agree that a challenge for the mayoralty is a healthy thing. He faced opposition three years ago and won and he won’t be afraid to do the same again.

And choice is good for the community. All we ask is that the candidates are standing with the good of the community, not just a sector group, at heart.

Often mayoral or council candidates stand on a particular ticket. They’re the one issue pony, there to score points for their side, but often not having the breadth of vision that’s needed to do the right thing for the community at large. Understanding the greater good is a key requirement for any candidate seeking to represent their community.

Currently the Bung the Bore protest group is seeking a mayoral candidate, and good on them.

They’re a pretty passionate group and they want what they believe is the best for our community.

But in the mayoral candidate quest, they need to be careful they don’t end up with a candidate with just a single focus.

The job of the mayor is not an easy one. It requires a person who has a deep understanding of the district, it and its needs for the future. It requires a person who can look outside the district and draw on that knowledge, a person who can look beyond themselves and their own interests to do what’s right for 35,000 other people.

Bill English not happy F

or eight years now, our esteemed, laid-back, permanently boyish-looking Finance Minister “Dipton Man” Bill English, has suddenly expressed provocative dissatisfaction at the lack of intellectual rigor achieved by many of our young people, especially the male of the species.

At a recent meeting of Federated Farmers, where he was undoubtedly amongst friends, Mr English uncharacteristically spoke his mind regarding many members of the future generations of Aotearoa, New Zealanders.

“There are,” he said, “a cohort of Kiwis, who cannot get a licence, because they are illiterate and don’t look to be employable.

As well,” he said.

“They are pretty damned hopeless and cannot even read or write properly.”

I dare say some of the friendly Federated Farmers, fighting sleep in the late summer sunshine streaming into the meeting, were woken abruptly as the apparent intemperateness of the minister’s words penetrated their subconscious.

It does, indeed, seem to have been a moment to concentrate the minds of his listeners which might otherwise have strayed even further from the important rural matters the Finance Minister was there to discuss.

It was, though, a perfect “byte” for media near and far to make a meal of. And, predictably, they have done so.

Says one – and speaking for a number of others besides herself – “Mr English’s outburst is an ‘own goal’ in that it is an indictment of National’s educational policies, which are directly to blame for such crass illiteracy emanating from our nation’s classrooms.

“That there should be so many intellectually-challenged young people after all these years of National Government goes only to prove the inadequacy of Education Minister, Ms Hekia Parata and all her works.” And other critics, band-wagon jumpers and more of that ilk, agree.

It is, however, a facile reaction to an issue which has never been far below the radar whichever party has been in power.

Governments can instigate the “most perfect” learning system, which should be a panacea for the training of the minds of our future generations, “proven” by every last survey statistic to be exactly what is required, only for it to turn out to be less comprehensive than confidently anticipated for the simple reason there is a substantial cohort out there that will never be remotely interested in learning procedures however

utopian. Their primary interest will always be a burning desire to escape formal education at the earliest possible legal moment – and sometimes before that – and then “qualify” for the first available benefit to which they may somehow be entitled.

You can, as they say, “lead a horse to water but you can’t make him drink”.

Education is another experience that is firmly “in the eye of the beholder” and if that beholder sees no point in pursuing it, he won’t.

Thus, the “unemployable” will always be with us.

Somehow they have to be inveigled into realising that such a state of ignorance has long-term disadvantages, which will not enhance their futures.

Feeble comments from

short-sighted media people are unlikely to help them.

Meanwhile, the nation is at each other’s throats regarding the future of “killer” dogs, of which we seem to have more than our fair share.

Our plastic surgeons are being run off their feet trying to repair the facial damage – mostly to very young children – and savaged limbs inflicted by these animals, but the scars will often last a lifetime.

Are we simply to sit back and say such dogs are born to bite and will therefore do so at unpredictable moments despite having shown no immediate threat of doing so? Is it not time to ban the breeds and make life safer for us all?

It seems like a good idea but, no surprise, owners of such violent animals are up in arms at the thought of their pets being struck off.

Learned articles are now appearing justifying the existence of such creatures, many of them blaming – often patronisingly – the owners or, just as likely, the public at large.

It is apparently more our fault than the dogs’ that such maulings take place. Perhaps, the minister involved – one of Mr Key’s lesser-known lights – should seize the day, snuff the snarl and rid the nation of this unnecessary threat to life and limb.

Personally, though, I wouldn’t want to be in her place for the same reason as television personage, Duncan Garner, finds himself the target of death threats as he seeks to have pitbulls eliminated.

Via the iniquitous assistance of social media he has been on the receiving end of some vile comments, no doubt sent to him by some of the people to whom Mr English was referring as mentioned in the earlier part of this article.

Blood money, but no jail A Qatar judge has ordered “blood money” be paid to the families who lost loved ones in Doha mall fire in 2012 - including the New Zealand Weekes’ triplets – but those responsible will not go to jail.

On the eve of the fourth anniversary of the deadly Villaggio Mall fire Doha News is reporting a judge has decided none of the five managers and complex owners will serve jail time.

Instead they will be punished by paying what is known as “blood money” compensation to the families of the 19 victims.

Under Islamic Sharia law, financial compensation is paid to the victim or relatives of the victim in cases of murder, bodily harm or property damage.

Poisoned sweets result in 23 deaths At least 23 people have died and dozens of others fell ill in central Pakistan after eating sweets which police suspect were tainted with pesticides, officials said.

Umar Hayat, a resident of the Karor Lal Esan area in Punjab province, bought the baked confectionery on April 17 to distribute among friends and family after the birth of his grandson.

But their celebrations turned out to be short-lived when ten people died on the same day.

“The death toll from consumption of the sweets has now risen to 23, and 52 people are still being treated at various hospitals,” local police official Munir Ahmed said yesterday. He said the dead included the baby boy’s father and seven of his uncles.

Rameez Bukhari, a senior police officer from the district, confirmed the incident, adding three people – two brothers who run the bakery and a worker – had been arrested.

The worker may have inadvertently added pesticide to the sweet mix.

“There was a pesticide shop close by which was being renovated, and the owner had left his pesticides at the bakery for safe keeping,” said Bukhari.

“A baker may have used a small packet in the sweet mixture,” he said, but added that police were awaiting for the results of laboratory testing.

Pakistan has poor food safety standards and hygiene laws are rarely implemented.

Medicines under threat riving in New Zealand reportedly to talk about implementation of the agreement which requires the US to sign to go ahead.

Some drug companies were already not making products available in New Zealand if they didn’t get Pharmac funding because the private market was so small, though Roy couldn’t say how many had done so.

The government’s stance on TPP IP protection “would mean that more companies would consider doing that, which is not helpful for clinicians wanting to prescribe those medicines or for patients who would have no access to them in New Zealand and would have to seek alternatives offshore,” she said.

The government’s proposed two-year maximum limit for pharmaceutical patent term extension, including an unwillingness to take into account delays experienced by the patentee in carrying out necessary studies and clinical trials, is unacceptable and not in line with other TPP signatory countries’ perspectives or positions, the submission said.

The other key issue is an increase from five to eight years in the data exclusivity period for biologics, which include many new and expensive medicines such as the cancer drug Keytruda.

Data exclusivity refers to protecting clinical trial data submitted to regulatory agencies from use by competitors.

Body said 52 per cent had no idea what they’d do with their KiwiSaver money.

Britain recently announced it would allow people who withdraw their retirement savings to use £500 of it to pay for advice.

ANZ’s research found 36 per cent of people it surveyed would be keen to take up to $1000 out of their KiwiSaver to pay for advice.

The older people were, the more happy they were to pay for advice, Body said.

Kiwis keeping money in fund Low interest rates on bank savings are driving more people to consider leaving their money in KiwiSaver after they turn 65.

Research by the ANZ as part of its latest Retirement Savings Barometer found just 27 per cent of the people it surveyed would take all of their money out of the savings scheme at 65 – the age at which most people can tap into KiwiSaver.

That figure was down from 35 per cent in its November research.

John Body, managing director of retail, business banking and wealth for the ANZ, said the current low interest rate environment was making it more attractive for people to leave their money in KiwiSaver.

“While the current low interest rate environment is great for borrowers, it’s a tough situation for savers.

It’s becoming more attractive for over-65s to leave their money in KiwiSaver, continue to earn investment returns and still be able to access their money at any time.

Rates on on-call savings accounts and short term deposits fell in recent months after the Reserve Bank unexpectedly cut the official cash rate to a record low of 2.25 per cent.

According to interest.co.nz on call savings accounts are paying just 0.75 per cent on savings under $10,000 while a six month term deposit can pay interest over 3 per cent if you have more than $10,000 saved.

Meanwhile the average return for conservative KiwiSaver fund was 4.1 per cent in the year to March 31, Morningstar figures show.

The research also found that of those who would take their money out of KiwiSaver at 65 fewer people planned to put it into a term deposit.

The percentage of those who would invest it in a term deposit fell from 53 per cent in November’s survey to 48 per cent.

Spark New Zealand’s head of digital Tim Miles and ventures unit boss Rod Snodgrass will leave the country’s biggest telecommunications company at the end of the year in an overhaul of its executive structure. Miles will be replaced by chief financial officer Jolie Hudson toward the end of 2016, while her position will go to an external candidate, the company said in a statement. Spark expects to replace Snodgrass with an internal appointment.

Winter greens add variety W

hile vegetables are plentiful and there’s a good variety available at the moment, we’re not too far away from the winter close down when home gardens offer up little more than greens.

Silverbeet and spinach have stood the test of time, but there’s another green making a comeback and that’s kale.

It can often be exchanged for silverbeet in recipes and, like its green cousins, is a great source of vitamins. It’s one of the most nutritionally dense vegetables.

Like silverbeet it can be shredded (avoiding the centre rib) and steamed or stir-fried. It can be added to soup or it can find itself on top of a pizza.

Kale, potato and chorizo soup 1T vegetable oil 3 cloves garlic, peeled and diced 1/2 leek, thinly sliced 2 potatoes, diced 1 chorizo sausage, sliced 2 large tomatoes, peeled and chopped 1 litre boiling water 4 stalks kale, thinly sliced Pinch salt Freshly ground black pepper, to taste ■ Heat oil in pan, add garlic and cook until it starts to become golden. Remove and keep warm.

■ Place leeks in the saucepan and cook, stirring for 2-3 minutes.

■ Return garlic to saucepan, add potatoes, chorizo, tomatoes and water.

■ Heat to boiling, reduce heat and simmer for about 15 minutes, or until potatoes are cooked.

■ Stir in kale, return to the boil, add salt and pepper and remove from heat.

■ Serves 3-4.

Bean and kale ragu 2T olive oil 1 onion, chopped 500g kale, stems removed and leaves coarsely chopped 1x450g can diced tomatoes 2 cloves garlic, minced 1 1/2 C water 1 diced chilli 1/4t ground cumin 2x450g tins canned cannellini beans, drained and rinsed 1T chopped fresh oregano 1t chopped fresh basil Salt and ground black pepper to taste ■ Heat the olive oil in a large deep skillet over medium-high heat.

■ Add the onions and kale.

■ Cook and stir until the onions become transparent and the kale wilts and reduces in volume.

■ Reduce the heat to medium.

■ Stir the tomatoes and green chillies, garlic, water, bay leaves and cumin into the kale mixture.

■ Simmer the vegetable mixture until the kale is soft, about one hour.

■ Stir in the cannellini beans and continue simmering until beans are heated through, about 10 minutes.

■ Stir in the oregano and basil.

■ Add salt and pepper to taste.

Chilli con carne with veg 1T vegetable oil 1 onion, peeled and diced 1-2 cloves garlic, peeled and crushed 500g lean beef mince 4 tomatoes, skinned and chopped 1x425g can mild chilli beans 2C chopped seasonal vegetables, eg carrots, pumpkins, boiling potatoes 1/2C water 1/2C sliced silverbeet leaves ■ Heat oil in a heavy-based saucepan.

■ Add onion and garlic and cook until soft.

■ Add mince and cook, stirring, until brown, then drain off any fat.

■ Add tomatoes, chilli beans, vegetables and water.

■ Stir well, cover and simmer until the vegetables are soft.

■ Five minutes before serving, add the silverbeet.

■ Serve with diced boiled potatoes, cooked brown rice, pasta or bread, and a fresh salad.

Spinach and kale with curried lentils and pumpkin 1T vegetable oil 1-2t curry powder 1 onion, peeled and diced 1x400g can lentils, drained and rinsed Freshly ground black pepper, to taste 2C baby spinach and shredded kale leaves 1C roast diced pumpkin 1T olive oil 1T orange juice ■ Heat oil in a heavy-based pan.

Add curry powder and onion and cook, stirring, for 3-5 minutes.

■ Add the lentils and pepper and heat through.

■ Arrange spinach and kale on a plate, mix olive oil and orange juice and pour over lentil mixture.

■ Top with pumpkin.

Vegetables with eggs and peanut sauce 3 kumara, washed and diced 3C broccoli and/or cauliflower florets 3C sliced cabbage 3 silverbeet leaves, washed and sliced 3 red or brown onions, peeled and sliced 3T vegetable oil 2-3 hard-boiled eggs, peeled and quartered Sauce: 1/4C crunchy peanut butter 1T brown sugar 2t lemon juice 2t soy sauce 1/2t chilli powder 1/4C cooking water ■ Fill a large pot with water, add a pinch of salt and bring the water to the boil.

■ Add kumara and cook until just tender.

■ Remove kumara from the water with a slotted spoon and place in a warm serving dish.

■ Bring the water back to the boil, add broccoli and cook until just tender.

■ Remove with a slotted spoon and add to kumara.

■ Repeat the process for cabbage and silverbeet.

■ Retain the cooking water.

■ Heat oil in a heavy-based frying pan, add onion and cook until soft.

■ Place the vegetables on a serving dish.

■ Arrange eggs on top and serve topped with peanut sauce.

To make the sauce: ■ Combine peanut butter, sugar, lemon juice, soy sauce and chilli powder together in a bowl.

■ Gradually mix in sufficient cooking water to make a thick sauce.

Chance for kids to come out from behind the screen Are you in possession of a child?

That is the question Australian comedian Sean Murphy is asking, as he prepares to stage Kids’ Party Confidential in two interactive shows at 11am and 2pm today.

Following the 60-minute shows, at the Ashburton Trust Event Centre, there will be an optional workshop where children create their own games which they can later replicate at home.

Kids’ Party Confidential aims to guide the audience away from screens and towards

enlightenment through costume creation, balloon bending and a bold re-invention of Happy Birthday to You. “You’ll laugh, you’ll cringe, and you’ll learn how to tie an incredible balloon sword,” Mr Murphy said.

Ticket prices are one adult/one child $20, extra adult or child $12 or $39 for a family of four.

The show has toured Sydney, Adelaide, the Edinburgh Fringe Festival and the 2015 Melbourne International Comedy Festival.

Canterbury Town may have retained their South Island Open Teams’ Tennis Championship title, but underdogs Canterbury Country’s sterling efforts were the highlight of the weekend in Christchurch.

Country boasted four Mid Canterbury players, with Ashleigh and Peter Leonard, Sam Bubb and Tessa McCann all in the midst of the action.

Canterbury Country locked horns with Otago in their opening match and fell to a narrow 7-5 loss.

Undeterred by the defeat, Country bounced back in style to down reigning champions Canterbury Town 7-5, before seeing off Tasman 8-4.

After a full round of play, Canterbury, Canterbury Country and Otago had all registered two wins and a loss from their three matches, meaning a countback of matches was required to separate the teams.

The result went Canterbury’s way, with 19 wins, followed by Canterbury Country on 18 and Otago on 17.

Canterbury Country player-manager Peter Leonard credited his team for a fine display, while praising the consistent performances of Tessa McCann and Ashleigh Leonard, who were unbeaten throughout the weekend.

Nadal going ahead with threats to sue Fourteen-time Grand Slam champion Rafael Nadal has begun legal proceedings against former French cabinet minister Roselyne Bachelot after she alleged that the Spaniard had failed a drug test.

The 29-year-old issued a statement through his agent yesterday saying he had filed a case for defamation against Bachelot in

Bachelot was health and sports minister in 2007-2010 and social affairs minister until 2012.

“This legal proceeding was instigated after Miss Bachelot made offensive remarks last March on le Grand 8 programme on French channel D8,” the statement read.

and my image as an athlete but also the values I have defended all my career.

Nadal added: “I also wish to avoid any public figure making insulting or false allegations against an athlete using the media, without any evidence or foundation and to go unpunished.”

League commentator Andrew Voss has ripped into the New Zealand Warriors - but he was treading lightly compared to the reaction of fans.

A club with an often sad history hit another low with a gutless 0-42 defeat to the Storm in Melbourne, and Radio Sport callers didn’t hold back.

Fox’s Voss reckoned “that’s a savaging from supporters I’ve never heard the likes of it” before dishing out criticism of his own.

“I will describe the performance in the first half – and this is a term I never use – as hopeless,” said Voss, who was once the designated Warriors commentator.

“What adds to the frustration of the performance was the occasion.

“Every player spoken to talked about the privilege of being invited to play on (Anzac) day ... in front of a big crowd in Melbourne.

Change of fortune required Full Count will be out to make up for a bewildering run by his stablemate Sureasyouwereborn last weekend when he races at Wingatui today.

Tapanui trainers Nikki and Barrie Blatch had hoped to be celebrating another win by Sureasyouwereborn in the Gr.3 CocaCola Canterbury Gold Cup at Riccarton last Saturday, but instead they were left mystified after the mare dropped out with 500 metres to run and was eased right down to finish last, almost 39 lengths from Authentic Paddy.

Sureasyouwereborn had produced a good dress rehearsal for the 2000-metre feature when a close second to Benzini a week earlier on the same course and had been working well.

“We thought she would be hard to beat,” said Nikki Blatch.

“Darryl (Bradley) said she was travelling sweetly then felt funny for a stride.

gone wrong so he eased her right up.”

Sureasyouwereborn underwent a post-race examination which showed no abnormalities

and there has been no sign of a problem since the race.

“We took her back to the stalls and she wouldn’t have blown a match out – mind you she didn’t do anything so she shouldn’t have,” said Blatch. “There’s nothing wrong with her. I don’t know what went wrong.”

The Blatches were advised that Sureasyouwereborn must trial to the stipendiary stewards’ satisfaction before next racing and that poses a problem.

“It’s difficult to do that down this way with few jumpouts and trials,” said Blatch.

“I’m surprised she has to trial.

She didn’t play up or cause any trouble in the race.”

The Blatches were hoping to start Sureasyouwereborn next in the $40,000 NZI Great Autumn Stakes (2500m) at Riccarton on May 7, but having to trial beforehand she may be forced to miss the event.

“If she can’t get to the Great

Autumn, we’d look at the Wairio Cup,” said Blatch.

The Wairio Cup (2000m) at Winton on May 15 is on the programme for Full Count if he performs well in the Southern Wide Real Estate Ray Kean 1400 today.

Full Count, a former northerner, will benefit from the 3kg claim of apprentice Darren Chin and will come into the race with 57.5kg, 3.5kg above the minimum.

“We really didn’t want to run him at Wingatui, but we want to try him over ground in the Wairio Cup,” said Batch.

“Getting the three kilo claim will be a big help this time.”

The Wairio Cup will be Full Count’s first test over ground since joining the Blatch stable this season.

“We had him up to 1800m, but he was going so good at 1400m to 1600m we’ve kept him at those distances,” said Blatch.

Parkes suspended Johnathan Parkes has been suspended for 10 days after being found guilty of causing the interference which left Darryl Bradley lying on the track at Awapuni on Monday.

Parkes admitted a charge of careless riding in the final event after he angled his mount, Copper Reign, out with approximately 500 metres to run when not sufficiently clear of Grayze Anatomy, who shifted out into the line of Bradley’s mount, Elusive Boxers, resulting in that horse clipping heels and dislodging Bradley.

Hasselhoof returns Exciting northern galloper Hasselhoof is back in work and being set for a Sydney spring campaign. Hasselhoof went out for a spell on February 27, a week after he finished third at Rosehill, and returned to the Donna Logan and Chris Gibbs stable last week in magnificent order, weighing in at 540kg. “He has been spelling in Cambridge and he’s thrived,” said Logan. “There are some nice races in Sydney for him and if he comes up well he could run in the Metropolitan.”

BY PATRICK MCKENDRY Nemani Nadolo, the Crusaders’ giant wing, has been suspended for four weeks for his lifting tackle on Brumbies halfback Tomas Cubelli.

It could have been worse for the Fijian international and the Crusaders, but for the fact Todd Blackadder’s team have a bye this weekend, and, as has become traditional for teams willing to make use of World Rugby’s sentencing loophole, have claimed Nadolo would have played for his club Marist Albion.

That means Nadolo, who leads the competition in offloads and is one of the best in terms of clean breaks and defenders beaten, will miss the Crusaders’ home game against the Reds, an away match against the Highlanders, and a home game against the Waratahs.

Unfortunately for the Blues, his comeback match will be against them at Eden Park on May 28.

Sanzaar duty judicial officer Chris Morris gave Nadolo, who pleaded guilty to the post-match citing, a two-week “discount” on the standard four-week suspension for what he described as a “low-end” offence because of his early plea, good disciplinary record, and the fact it was reckless rather than deliberate.

But Morris added: “I took into account World Rugby memorandums about lifting tackles and the need to deter this very action from the game.

“As such I found it necessary to add two additional weeks to the recommended sanction.

“The player is accordingly suspended from all rugby for four weeks until 21 May 2016 which effectively is a three-match Super Rugby suspension.

“We were provided with proof that he would have been selected to play in a club match on 30 April 2016, which the player will also miss as a result of the suspension.”

Nadolo, who scored a try and laid on another for Israel Dagg in his team’s 4014 win over the Brumbies in Canberra on Sunday, is an important part of the Crusaders’ attack, but Blackadder will take

C643 Methven Landfill Capping (Stage 3)

Tenders are invited for the improvement of stormwater infrastructure on Alford Forest Road (SH77), Ashburton.

Tenders are invited for the final stage of capping at the Methven Landfill located on Vaughans Road, Methven.

This contract includes the supply and installation of concrete pipes, sumps, manholes, and outlet riprap armouring, the extension of kerb and channel, the abandonment of sumps, manholes, headwall and pipes, tree removal, earthworks, and reinstatement including hydro seeding.

Approximately 7,400m2 of area is to be covered with subsoil consisting of gravel and sand, compacted and sloped to ensure the capping/layer stability is retained.

Roads to be closed: • Winslow Willowby Road, from the Longbeach Road intersection to 500 metres from SH1 Period of closure From 9.30am until 5.00pm on Saturday, 30 April 2016 This notice of closure is made under the Local Government Act 1974 - Schedule 10 (11 (e)).

It will be an offence under the above regulations for any person otherwise than under authority of an authorised permit to use the roads / streets for ordinary vehicular traffic during the period of closure.

Southern’s waning backline will be bolstered by Nick Gait for the rest of the season following his recent arrival from the UK for a taste of New Zealand club rugby.

The 27-year-old plies his trade at centre, but can also operate on the wing and made his debut for Southern’s struggling senior side during Saturday’s 25-15 win over Hornby, their first victory of what’s been a challenging campaign.

Gait made his way to Mid Canterbury via Rah Rah Rugby – a company that specialises in the recruitment and placement of rugby players for clubs across the globe – and now hopes to give Southern’s faltering season a boost.

“Losing’s a habit and it can be hard to break, but we’ve broke that now so hopefully we can go on and get some good results,” he said.

Despite being born in London, Gait considers himself strictly

Welsh through his ancestry, and is determined to make the most of his time in the southern hemisphere both on and off the paddock.

“There’s nowhere better in the world to come and improve as a rugby player,” he said.

“I wanted to develop as a rugby player and as a person.

“I didn’t know anyone when I came out here, so you’ve got to make friends and meet new people, which is all good experience.”

The former North Bristol player is also confident that his new environment will help hone his skills, and enable him to influence the game more.

“I know I’m going to come up against some fitter, faster players out here, so I’m going to have to work on my fitness,” he said.

“It’s a more open game, so as a centre or a wing hopefully I’ll be able to get in the game more than in the winter months back home.”

Ohoka, who have also had an

inconsistent season with two wins and as many losses, are next up for Southern as they look to claw their way back from the abyss of section two, and Gait is confident that his new team can build on last weekend’s result.

“We had a ten point lead last week and should have killed the game off,” he said.

“I think now we know that if we get that lead we can’t let it go, we can’t afford to do that against the stronger teams.”

Paddon well on track with championship goals

of goals right from the start: win the New Zealand Rally Championship; win the Pirelli Star Driver scholarship; win the Production World Rally Championship; win a stage in the WRC; and win a round of the WRC.

The 29-year-old has ticked every one of those boxes.

After his win in the Rally of Argentina on Monday, he was at pains to say he hoped the victory was just going to be the first of a few this year.

But his entire focus next year will be on winning the world title.

“We’ll stick to our goals for this year and winning the championship isn’t one for this year.

“That’s next year’s goal,” Paddon said.
