When it comes to the impact the Ashburton District Council’s wheelie bin project will have on rates, the answer is complicated, says council business services manager Paul Brake. At a meet the candidates meeting held last week, councillor Donna Favel told the audience that rates would rise in urban Ashburton in the 2017/2018 year by 18 per cent. She gave no explanations and the bald statement left the audience stunned. That figure, without some detail, does not paint the true picture of the cost of wheelie bins, Mr Brake said.
When councillors debated the introduction of wheelie bins during discussions on the district’s long-term plan that spells out how rates money will be spent over a 10-year period, they were faced with two choices – let the current rubbish bag kerbside collection continue or plan for the introduction of wheelie bins which the community clearly indicated it wanted. Wheelie bins, however, would push the overall increase in rates for the 20172018 year up by more than 11 per cent. Urban ratepayers, however would be facing a greater increase – 13 per cent for the bins and 5 per cent for other costs, Mr Brake said.
“On an average value house in the Ashburton area the dollar increase is $319 and of this $230 relates to refuse rate increases, that’s 13 per cent. However, the refuse rate increase means that people will no longer have to buy bags.” The bins are estimated to come with a $2.1 million price tag for year one, dropping to $1.9 million for year two. The current black bag system costs $1.3 million a year to run.
