Early indications are that public opinion is hanging heavily in favour of a $45 million investment in building Ashburton’s new library and civic centre. The Ashburton District Council plans to build the new complex on Baring Square east and has come up with three proposals, ranging from $39m to $53m. Its preferred option is for a $45m build, option one. In each of the four options the library area increases in size and services as the cost rises.
Public consultation on the project opened with two community meetings last week. Submissions are now open until April 14. By Friday afternoon eight had been received and support was overwhelmingly for option one at $45m, but some submitters wanted elements of option two, the $53m version included. While the $53m option was too expensive and included things the community could do without, the enhanced energy efficiency features that were only part of this option

should be included in whichever final option was changed. “Ignoring climate change reality and the inevitable consequential increases in energy costs is very poor long-term planning,” the submitter wrote. Another submitter supported option one, but wanted the council to cut out any features that might over lap with facilities that could be available at Ashburton College when it was rebuilt. The submitter supported an investment in providing facilities and activities for
teenagers in the new library. The council needed to make sure it did the job correctly from the outset rather than half compelte the project only to add to it further down the track. He used the EA Networks Centre as an example. This submitter favoured a mix of options one and two.
