‘One minute, one second of mayhem’ September 1, 2014 started just like any other Monday morning for the staff at Ashburton’s Work and Income office, a court has been told. At 9am staff were beginning their working week, making coffee, sharing details of their weekends, assisting clients and going about their normal duties. That normality was soon to be shattered. At 9.51am Russell John Tully entered the Cass Street office with the intention of killing the entire staff, Crown prosecutor Andrew McRae said during his opening address at Tully’s High Court trial in Christchurch yesterday. Tully’s trial began without him pre-

sent in the courtroom and in lieu of his own legal counsel, advised by Phil Shamy and James Rapley in the role of amicus curia. The 49-year-old stands accused of murdering Work and Income employees Peggy Turuhira Noble and Susan Leigh Cleveland, the attempted murder of Lindy Louise Curtis and Kim Elizabeth Adams and other charges relating to the unlawful possession of firearms and ammunition and setting a mantrap. Mr McRae spoke of Tully’s frustration and anger over his perceived unjust treatment from Work and Income staff in the weeks leading up to the events of September 1, 2014.

Mr McRae said witnesses and CCTV footage would show Tully’s movements on the morning of the shootings, culminating in his arriving at the Cass Street office, where he allegedly removed a sawn-off pump-action shotgun from his backpack, pulled a balaclava over his face and entered the building. At 9.51am he is alleged to have shot Ms Noble at point-blank range as she sat at the reception desk speaking to a client. She died almost instantaneously.
