Ashburton’s Community House Trust can now make a start on its interior refurbishment, after being awarded a large grant from the Community Lotteries Facilities yesterday.

Earlier this year the trust raised the last of the money needed to buy the Cass Street building that was once home to Work and Income New Zealand (Winz), ensuring a positive future for a building with a tragic past.

In September of last year two Winz

staff were shot and killed and another injured.

Since then the building has been closed, but the community house trust now owns the property and plans to move in early next year.

Yesterday trust board chairman John Driscoll received confirmation that an application to the lotteries facilities had been approved and the trust had been awarded $500,000.

While Mr Driscoll said the trust asked for more money than what was received, they were still very happy.

“We are just so grateful,” he said.

The community trust will continue to look for further funding and Mr Driscoll said it was always open to monetary donations from the community.

While the tentative date for the move in is pegged to be early next year, how much further funding is received could impact on that.

Princess throws 25th party British royal Princess Eugenie celebrated her 25th birthday by throwing a cartoon-themed fancy dress party. Eugenie turned 25 in March while she was working in the US, so she held a belated party in Britain almost three months later at the Royal Lodge residence in Windsor, England at the weekend.

According to Britain’s The Sun newspaper, the royal dressed up as Disney character Snow White, while her cousin Prince Harry wore a Mario Bros. costume. Her sister Princess Beatrice donned a Finding Nemo-style outfit and their mother Sarah Ferguson, Duchess of York turned out in a dress inspired by Jessica Rabbit from 1988 movie Who Framed Roger Rabbit. Guests also included model Cara Delevingne, Catherine, Duchess of Cambridge’s brother James, his girlfriend Donna Air and TV personality Melinda Messenger.

Cat’s flying lessons A daredevil cat learned what it was like to fly after taking a ride on the wing of an ultra-light aircraft. A video posted on YouTube shows the cat hanging on to the aircraft’s wing for dear life as the pilot and passenger in French Guiana fly along unaware of its presence. After a few seconds the shocked pilot notices his extra passenger and begins his descent. The flight came to a happy conclusion with all on board landing safely.

The cat has now been adopted as a mascot by the local flying club.

Indiana Jones has defeated James Bond to be named the greatest movie character of all time.

Harrison Ford, 72, also took third place for his role as Han Solo in the Star Wars films in the poll voted for by readers of Empire magazine. Current affairs show Seven Sharp was justified in screening images of a couple having sex in a Christchurch office, the Broadcasting Standards Authority has ruled. Photographs of the couple were seen around the world in February after bar patrons across the road from the office took pictures of the pair having sex. Seven Sharp re-broadcast the images “as part of a lighthearted segment” after they were “already in the public domain and did not disclose any private facts,” the authority said. “By the time of the Seven Sharp broadcast, the images of the couple had already been widely shown by multiple media outlets.”

However, the authority did note broadcasters should take care when re-broadcasting material that may be distressing to individuals involved. The couple were not officially identified, but friends and family recognised them – including the man’s wife.

Allergy sparks emergency airlift

Snowboarder Freddie Gertsch went from having a good time with friends to fighting for his life when he suffered an anaphylactic reaction at Mt Hutt skifield.

The 29-year-old and three of his mates, all from Christchurch, got to the skifield early for a day’s shredding on Saturday.

The time they arrived, 8.30am, later proved fortuitous, as their parking spot was within just 20 metres of the skifield medical centre.

Mr Gertsch said yesterday

he started to feel faint with an itchy throat after having a drink containing soy protein. He and his friends had met at the car at 11am for morning tea.

While his friends went back to hit the slopes, he remained at the car, thinking he would soon be fine.

However, within minutes he could hardly breathe and was covered in a rash. He made his way to the medical centre and collapsed.

Several staff were on hand, and he was immediately on a bed being administered adrenaline, oxygen and anti-histamines.

“I didn’t take to the adrenaline too well, it made me feel like my heart was going to explode out my chest,” he said.

As his blood pressure plummeted, staff considered administering extra adrenaline. “I kept saying no,” he said.

He was soon stretchered to the Westpac Rescue Helicopter and on his way to Christchurch Hospital.

He was discharged later that night, and is slowly regaining his strength and plans to be back at work today.

He said he credits the Mt Hutt medical crew with saving

his life, and is also grateful to the helicopter staff.

“I just want to thank them heaps,” he said.

And fate also played a hand. If they had arrived at Mt Hutt one hour later they would have been parked over 100 metres away from the medical centre, and Mr Gertsch is not sure he would have made it.

He said he has a nut allergy, but had checked the ingredients of the soy protein drink.

He believes it may have been soy protein that he reacted to, and will undergo testing with an allergist.

Methven reached a maximum of just three degrees yesterday, according to the MetService, compared to six in Ashburton. Methven temperatures are expected to reach minus five degrees overnight tonight.

The next step for now, he said, was to complete the design and finalise plans before looking for tenders for the renovation.

Earlier this week, Mr Driscoll erected a sign outside the Cass Street premises, depicting the artist’s impression of what the building will look like.

Community House manager Kathryn Barr said the sign was erected as a way to show the community how the project was progressing. “[The] more visible it is, the community can see what is actually going to happen,” Ms Barr said.

The $500,000 received from the lotteries facilities is added to the $1.1 million already raised by the trust over the past eight months.

Funds for the Community House Trust to buy the building were kick-started by a $500,000 grant from the Ashburton District Council.

Locals urged to take part

Rangitata MP Jo Goodhew hopes Mid Cantabrians engage in the process of coming up with possible new designs for the New Zealand flag.

As of yesterday afternoon, 4247 design submissions had been received from throughout New Zealand, including 392 from Canterbury.

It is unknown if any are from Mid Canterbury, and the Guardian has been unsuccessful in finding anyone from the area who may have submitted a

design. “Of course I would like to see some designs from local people, but it’s entirely up to local people who have the artistic abilities to put something together,” Mrs Goodhew said.

She said she had heard the same suggestion from a number of people, for the flag to be the same as it was now, but with a silver fern at the bottom left.

“Because I have heard that a few times, I’m hoping someone has put that in,” Mrs Goodhew said.

For herself, she had no fa-

vourites at this point, and was supportive of the process that her party was following in order to consult on a new flag design.

“Everyone that doesn’t want to see a change has voiced that very loudly, but there’s 4000 suggested alternatives, so there’s a lot of people out there who want to see a change.

I think having the debate is good.”

Mid Canterbury artists are among those in the district who do not appear to be interested in the project.

Police notebook

Ashburton Society of Arts chairwoman Pauline Mead was not aware of any members submitting designs. She could not speak on behalf of the society with regard to the project, but for herself, she was “quite happy” with the flag the way it was.

“I just think it’s a bit of a waste of money myself.”

Anyone interested in submitting designs can do so on the government Flag Consideration Project web page.

Dozens are flooding in daily.

Submissions close July 16.

Young hands on Youth Health Trust’s reins

At only 18 years of age Madie Venmore-Kerr is the Ashburton Youth Health Trust’s latest chairwoman.

Miss Venmore-Kerr has taken over from Avis Page, who stepped down due to a change in circumstances.

The youth health trust consists of approximately 10 people, the majority of them youth members. It helps to oversee the Hype Youth Health Centre and co-ordinator Janet Hadley said it’s great having so many young people on board.

Miss Venmore-Kerr has been a part of the trust for seven years and is not only the newly-appointed chairwoman but its longest serving member.

Her heavy involvement with the community started when Miss Venmore-Kerr was just 12 years of age. It all began with the Combined Adolescent Challenge Training Unit and Support (Cactus) programme which she was a part of.

The co-ordinator of the programme introduced her to his wife, who was the then co-ordinator of Hype, and the rest

Cars on display Old, new, unusual and rare, if it runs on wheels then it’s likely to be lined up in the Ashburton Domain on Sunday. Car enthusiast Barry Pinnell is staging a car display with a difference. He’s calling on his mates from several of his car buffs’ Facebook groups to take to the streets on a fast food run that will end up in the domain’s picnic ground. He anticipates upwards of 45 vehicles of all shapes and sizes will have spun their wheels around town, collected their fast food lunch and be lined up ready for public inspection by 12.30pm.

Kevin Clifford of Safer Ashburton floated the idea at the trust’s April meeting and it was agreed Miss VenmoreKerr be promoted from youth trustee to chairwoman.

“I think it will be interesting,

to see how adults react to an 18-year-old being the chair of a board,” she said.

As chairwoman Miss Venmore-Kerr will be tasked with running the meetings and ensuring things go smoothly but she plans on being as involved as she can.

“I have heaps of ideas about

what I want to do,” she said.

One thing she wants to work towards is there being more involvement with the youth council, which she is also a part of.

Not only is Miss VenmoreKerr a part of two community groups, she also works fulltime.

If you’re looking for information about properties in the Ashburton District, don’t expect that information to be provided on a piece of paper. The Ashburton District Council is no longer providing people with hard copies of property files, instead it has gone high-tech. Property files are being converted to electronic versions to ensure they are secure and have a long shelf life, but that also means anyone wanting to view a file will have to book that file in advance. The council will make the requested file available within three working days, usually by email. Files larger than 5MB, however, will need to be downloaded onto a USB flash drive and collected from the council offices. A research and retrieval fee of $60 per hour (minimum $30 per half hour) will be charged from July 1. The fee covers research, retrieval, scanning and providing the file in the electronic format. People without a computer will still be able to receive a hard copy of their file, on request and at the same cost.

Icy conditions causing havoc

The speed limit on rural roads might be 100 kilometres an hour but it shouldn’t be a target in treacherous icy conditions, Ashburton police senior sergeant Scott Banfield says.

Canterbury-wide, emergency services dealt with a fatal crash in Tai Tapu where a Toyota Surf collided with a bus in Gebbies Valley at about 8am, and at least 25 other crashes attributed to icy roads, before 9am yesterday.

The driver of the Toyota died at the scene and the bus driver was taken to hospital.

“People need to be well aware that 100km/h in the summer might be sweet as, but a 100km/h in the winter when there’s black ice about, is extremely dangerous,” Mr Banfield said.

“Drive to the conditions not the speed limit.”

Mr Banfield said local residents were likely to be aware of the danger spots caused by black ice on the roads they used, but should factor in that tourists were likely to be more naïve.

The focus on road safety appears to be paying off in the dis-

trict, with serious crashes on the decline. “We haven’t had a lot of serious injury crashes in Mid Canterbury for a period of time, and we are very happy about that,” Mr Banfield said.

“We’ve put a real effort into doing something to reduce the numbers of fatal and injury crashes.

“I’m reluctant to say there’s been a decline but we are not seeing the serious accidents we were seeing 12 months ago.

“The lower the speed the lesser the impact, less people in hospital, less insurance claims, less ACC levies – it has a direct effect.

“While people don’t like getting speeding tickets, it actually does have a massive impact on our wellbeing as a community.

“If we see an issue of any type, we will deal with it – whether we issue a ticket or a written, formal warning, either way we are going to take some sort of action.”

And that message flows across the board.

“The message to our staff is if we see something we do something, that’s not just with roading it’s all policing.”

Shaded roads an ongoing icy problem for council

Shade caused by trees is creating a driving hazard on some Mid Canterbury roads.

As the temperature plummets, treelines shading roads causing ice to build up is an ongoing problem for the Ashburton District Council.

The council’s contracts manager Brian Fauth said the bylaw states the road must not be shaded for more than two hours on the shortest day of the year – but there are a significant number of areas which don’t comply.

“We know there’s quite a lot

of them out there – it’s up to the respective property owners to abide by the bylaw,” Mr Fauth said. “We try to talk to landowners and we try to advertise to make people aware of their liability, or possible liability if there’s an accident.”

However, many landowners are receptive to requests to remove or trim roadside trees, and land use change to dairying had also resulted in the clearance of some offending trees.

“Wherever we see new planta-

tions going in we certainly make sure they are developed according to the district plan, which makes it very clear what is and isn’t permissible.”

About 30 crashes on roads in the Ashburton District between 2008 and 2014 involved frost or black ice on the roads.

The district’s worst roads for black ice are Thompsons Track, Ashburton Gorge Road, Tramway Road, Hinds Arundel Road, Line Road, Methven Chertsey Road and Seafield Road.

Thirty-five years ago Alastair Wing became a registered valuer; this year he’s earned his stripes, and was awarded a fellowship of the New Zealand Institute of Valuers.

The award was made at the institute’s annual meeting and Mr Wing believes he’s only the second Ashburton holder. The other is Bob Engelbrecht who received his award in 1990.

When Mr Wing started out he worked in Blenheim’s Rural Bank alongside a team of experienced valuers.

In 1979 he earned his ticket, worked for a few years and then headed to Ashburton to become a dairy farmer, keeping

his valuation hand in on the side.

In 1985 converting a farm to dairy was a rarity in a traditional mixed farming area. It was also logistically difficult because of the lack of equipment suppliers close by, Mr Wing said.

The large teams of experienced practitioners have gone and finding a mentor for a trainee is not so easy. And that means fewer graduates in an industry where the average age is around 50, he said.

There may be fewer valuers in the field, but the complexity of work has increased with a much higher level of compliance and more regulations to work with.

Each job takes much longer to complete, Mr Wing said.

Man awaits sentencing in prison A 20-year-old Ashburton man with a lengthy history of motor vehicle-related offending is waiting out his remand in prison pending sentencing in August.

Tyler Daniel Croll-Davis admitted unlawfully getting into motor vehicles on two occasions, sustained loss of traction, driving while disqualified and breaching a community work sentence.

He denied a charge of burglary.

In April a group of CrollDavis’ friends arrived at his address in an 18-seater Mercedes Benz bus.

He hopped on board and they lit out for Rakaia, where they stole a Peugeot car.

The bus, valued at $7000, was abandoned in the Rakaia River.

It has not been recovered.

The group then drove the car until it blew up; it too was a write-off.

The loss of traction and disqualified driving charges were laid after a neighbour saw

Croll-Davis perform burn-outs on Thompson Street, leaving 20 metres of rubber on the road as evidence.

Croll-Davis was sentenced to 150 hours of community work in June last year, for illegally getting into a vehicle and the breach charge relates to his failure to make good that sentence.

He will return to court for sentencing on August 17.

Community work Last year Michael Alan Brown had about $8000 worth of fines remitted for 160 hours of community work.

Yesterday the 31-year-old was back in court for breaching the sentence – he had only completed 19 hours community work and probation services had not seen him since December.

“It seems the matter just fell off his radar,” Brown’s lawyer Paul Bradford told the court.

Mr Bradford said Brown was now working, and the community work sentence was off

the table. Judge Joanna Maze reinstated the fines at $7000, conceding $1000 for the work Brown had already done.

and has obtained his driver’s licence when he returns to court on August 18.

Douglas Graham Marsh, 37, of Oamaru, admitted a charge of drink driving (EBA 888mcg/l). He was convicted and the matter transferred to the Oamaru District Court for sentencing on July 22.

Philip Simon O’Brien, 54, of Ashburton was convicted for drink driving (EBA 800mcg/l).

He was disqualified from driving for 15 months, sentenced to 80 hours of community work and six months supervision.

O’Brien must obtain and use a zero-alcohol licence for three years at the end of his disqualification.

Hemi Witehira, 41, of Netherby, was disqualified from driving for six months and fined $200 for driving on a suspended licence.

Warrants were issued for the arrest of Lloyd Hayes Roper and Raymond Rawiri Hemi.

New rails installed and ready for coats The Coats 4 Kids rails are now in place at Base Youth Centre, and filled with coats.

Earlier this week Keith Robertson from the Menz Shed installed the coat rails, while 13-year-old Lachie Chisholm helped him out.

Base Youth Centre manager Bexx Soper said the materi-

als for the rails, such as old tent poles, were sourced from Wastebusters.

Mitre 10 Mega Ashburton supplied additional fittings and timber.

“We are now able to get all our donated coats out of bags and boxes and it will make it so much easier for us to find what

we need,” Ms Soper said.

So far this season Base have given away over 60 coats, and a number of hats, scarves and baby gear.

There is now a donation box in front of Base where coats can be dropped, or if Base is closed they can be left upstairs at Safer Ashburton.

Methven resident Annie McDonald made the most of having no power last weekend and decided to put her snowbuilding efforts to the test.

Miss McDonald had no power for three days due to the snow late last week.

After attending the Ashburton College ball on Friday night she was racking her brain as to

what to do on Saturday.

“By the time Saturday afternoon came around I was very cold, bored and tired,” she said.

“So I thought what better to do than build a snowman, but I chose to build Olaf !”

All in all it took her two hours and her dad, Mark McDonald, decided to photograph her creation.

Rescue and police in Tauranga for about four years at a cost of $300 per pendant and $2000 per tracking kit. The city has only had about 20.

■ METHVEN PRIMARY SCHOOL

Debate over school access way Methven people and the Ashburton District Council could find themselves at loggerheads over the future of an access way to their primary school.

For several years a strip of council land between the school and the Methven Chertsey Road has been used as an informal access to the school.

Originally the gravel access way was for vehicles but the school wanted the council to

designate the strip of land as a formal road.

The debate has been on-going for several years but last week the council’s service delivery committee received a report that recommended declining the school’s request, saying that if the designation was granted it would jeopardise options for the land’s overall future use.

Staff recommended the status quo remain, with the school

able to use the land as a second access until the council required the land for some other use.

Councillor Martin Nordqvist, however, wasn’t keen for the committee to make a decision before the community board had a chance to see the staff report, he said.

“If we accept this (recommendation) the community board will hardly have any say on it,” Mr Nordqvist said.

“I believe this should be placed in front of them. They’ll be disappointed by this report.”

The board had asked for a report on the land and therefore the council was obliged to let them have an opportunity to comment on it, mayor Angus McKay said.

The report will be tabled at the next community board meeting.

■ PRINCES COURT DEMENTIA CARE

Staff members receive aged care qualifications Staff members at Princes Court Dementia Care were recently acknowledged for receiving their aged care qualifications.

Princes Court’s carers upskilled and finished the Aged Care courses Walking in Another’s Shoes provided by the Canterbury District Health Board (CDHB).

There were four carers and two housekeeping staff who completed the Dementia Specific module and one, Tatiana Vallego, who had achieved her National Certificate in Support of the Older Person.

Staff member Estela Lopez was also recognised for her five years of service to the rest home.

“I always thought that after one year, I might move on but here I am, five years later,” Ms Lopez said.

Polytechs looking to join forces

Today they are two educational institutions but shortly Aoraki Polytechnic and CPIT could be one.

A business case for a new organisation that will best meet the vocational training needs of students across Canterbury, is being developed and rather than being a merger of Aoraki and CPIT, it is likely the outcome will be a new institution, says Aoraki Polytechnic chair Janie Annear.

How the new institution may look and whether there will be job losses in Timaru, Ashburton or Christchurch is unclear.

“We are forming our ideas about what a new organisation might look like and the exciting things that it could provide.

We want fantastic outcomes for learners,” Ms Annear said.

Aoraki had been finding it tough going for some time, had been making losses and wanted to be able to meet the needs of the whole region, she said.

“I’m excited about the potential of what we could achieve.”

A new organisation would be responsive to the needs of the region in a way that couldn’t be done by one organisation alone.

Both polytechnics are consulting staff, students and stakeholders and local communities will also have an opportunity to provide feedback on the proposal.

As the process of change was worked through students were assured that their education and qualifications would continue to be recognised nationally and internationally, Ms Annear said.

In December Aoraki announced it was looking to join forces with CPIT and the two institutions have collaborated on courses and resources for some time.

In brief Composer’s plane down A single-engine plane registered to Oscar-winning Titanic composer James Horner crashed yesterday in Southern California, but the identity of the one person who died has not been released. The crash happened at about 9.30am near Quatal Canyon in Los Padres National Forest, Ventura County fire spokesman Mike Lindbery said.

The pilot was killed. No one else was on board. Jay Cooper, an attorney for Horner, said the plane was one of several owned by the 61-year-old composer, and that no one has heard from him since the crash. “It was his plane and if he wasn’t in it, he would’ve called,” Cooper said.

Heatwave toll soars to 450 More than 450 people have died from a heatwave in southern Pakistan as medics battle to treat victims in hospitals.

The death toll in worst-hit Karachi, where temperatures hit 45°C at the weekend was at least 450 while another eight to 10 people died in other parts of southern Sindh province.

chi’s largest hospital said they had treated about 3000 patients suffering from heat stroke.

“More than 200 of them were either received dead or died in hospital,” Jamali said.

Pakistan’s largest charity, Edhi Welfare Organisation, said their two morgues in Karachi had received more than 400 corpses.

“The mortuaries have reached capacity,” Edhi spokesman Anwar Kazmi said.

National Disaster Management spokesman Ahmed Kamal said the Sindh government had asked the army and paramilitary rangers to help relief efforts which will include setting up heatstroke treatment centres around the city.

Pakistan’s fatalities come a month after neighbouring India suffered the second deadliest heatwave in its history, with more than 2000 deaths.

Coping with the scorching heat has been made all that much harder by the power cuts that are a daily feature of life in Pakistan.

Iraqis return to their shattered Tikrit Abdel Mowgood Hassan climbs over toppled bricks and a torn-away front door to enter his uncle’s house in Tikrit, the first of his relatives to make a cautious return home since Islamic State militants were driven out.

“It’s safe,” Hassan calmly says. “I checked for booby traps.”

He is one in a trickle of civilians to return to Saddam Hussein’s hometown in recent days after Iraqi forces and allied militias captured the city in April from the Islamic State group.

But while police now patrol the streets, its Sunni civilians are worried about the future, apprehensive about the Shiite militias that liberated Tikrit and fearful the Islamic State

group could come back.

US-trained Iraqi police officers look over identification papers for all those returning to Tikrit, 130 kilometres north of Baghdad, wanting to stop the extremists from infiltrating this city on the banks of the Tigris River.

Occasionally, loud explosions still echo through Tikrit’s largely empty streets, as officers detonate roadside bombs and explosives left behind by the militants after their nearly 10-month occupation.

Iraqi forces, backed by Sunni fighters, Iranian-advised Shiite militias and US-led airstrikes, retook the city on April 1.

The military later handed control of the city to a provincial police force, in a model it hopes to emulate in liberated areas across the country.

It aims to have 13 police regiments patrolling cities and towns in the rest of Salahuddin province once the extremists have been driven out.

However, authorities acknowledge these police officers will more resemble a paramilitary force.

“Street fighting is part of their new training,” says Hamed Nams Yassin al-Ja-

bouri, the commander of Salahuddin’s police force. “We are also training snipers.”

In a brightly coloured Ramadan tent at Tikrit’s outskirts, men, women and children endure exhaustive bureaucracy and searches by heavily armed police.

Some are coming home for the first time in a year. Many return as they fled — with only the clothes on their backs.

“We were afraid to leave and now we are afraid to return,” says Samia Khadiyah, who took shelter in the tent with her three children while her husband completed their paperwork.

“We don’t know who to fear and who to trust anymore.”

Traffickers arrested Bosnian police say they arrested seven people and their colleagues in France a further eight in a co-ordinated operation against human-traffickers who forced young women and children from Bosnia to steal for them in France.

A police statement said that for years the suspects forced their victims to go pickpocketing for them in France while mistreating them physically and psychologically. Police estimate the suspects made over 2 million euros, which they spent on real estate purchases and luxury cars.

Aoraki’s demise could be our gain Sue Newman

T

he demise of Aoraki Polytechnic was an event waiting to happen.

For a city the size of Timaru to be able to sustain a standalone tertiary institution was always a big call, but for several years it defied the odds, running solid courses and turning out good numbers of well-educated students.

Over time numbers dwindled in the face of competition from larger centre institutions. Some courses folded, others relocated.

Sub-centres were opened in the hope of attracting more students.

But now the cards on the table very clearly spell the end of stand-alone Aoraki; CPIT has been on Aoraki’s fringes for some time and now it appears two will become one.

For Ashburton that could be a huge win. The new entity will provide a whole-of-region resource with industry aligned courses in speciality areas. For Ashburton that opens the door for us to become the centre of excellence for all things rural.

While the merger and rebirthing proposal is still in the business case stage, it’s clear that what’s planned will be driven by employer and student need.

If the Ashburton District wants to protect its own minicampus then we need to come up with a good case.

We need to make a collective and proactive approach. If anyone should have primary industry courses, it’s us. We’ve got it all on our doorstep in terms of practical work opportunities, we’ve got the classroom space on our current campus.

And we don’t care who runs or administers the courses.

The rationale behind the merger is to provide sustainable vocational training to the entire Canterbury region across all subject areas important to regional and national economies. Primary industries hold the key to both of those and we hold the primary industry key. It is logical, therefore that rural-based courses belong in the Ashburton campus.

Search and rescue, ambo drivers, police, fire brigade volunteers, neighbours helping by digging out neighbours and friends’ driveways.

To all the digger drivers – paid and voluntary – to the Mt Hutt staff, locals and visitors, the local meals on wheels, to the EA staff and anyone I have forgotten ... THANK YOU. Yes, some are getting paid, but they are still providing a service in adverse weather conditions so that we may stay nice and warm inside and get us back to normal as quick as possible. To the young children/teenagers checking on elderly neighbours and helping dig out their driveways, a huge thanks, you are the volunteers of our future. And if you see the posties out delivering the mail by foot if the snow is still around, don’t forget to smile and say “Thank you”!

ne of the Ashburton District Council’s responsibilities is to provide rural fire services for the district.

The council is one of New Zealand’s 76 Rural Fire Authorities. The service is carried out for the council, for the most part, by volunteers.

State and conservation land is excluded. This is looked after by the Department of Conservation. Urban areas, like Ashburton, and towns like Methven and Rakaia also sit outside the council’s mandate. They are looked after by the New Zealand Fire Service. In practice, the different fire services support one another for call-outs.

The district’s rural fire protection is currently provided by nine volunteer rural fire forces (10 if you include Lake Clearwater, which has yet to be registered). Approximately 180 volunteers are involved. Don Geddes, the council’s emergency management officer is the principal rural fire officer for the district.

The council provides resources, equipment, accommodation, training and other assistance to the units. It also undertakes a range of work aimed at preventing rural fires, such as education and enforcement of our fire prevention bylaw and issuing permits and managing fire seasons.

In addition to providing a response to fire call-outs, volunteer rural fire forces also find themselves attending motor vehicle crashes and medical incidents.

The council’s long-term plan for the next 10 years, which will be adopted on June 30, shows a continued commitment to providing rural fire services.

The council intends to continue with its upgrade of rural fire stations in the district in

order to improve the facilities and help support volunteers in the delivery of fire suppression services.

Ashburton and Mt Somers rural fire stations are scheduled for upgrades in the next 12 months. Willowby will follow.

Tankers and appliances are continually being replaced and upgraded.

The total annual operating cost for the service is budgeted between $519,000 and $539,000 for the next 10 years. Target rates are the main funder for the service, but funding also comes from general rates, government subsidies and, wherever possible, recoveries from those responsible for setting the fires in the first place.

Last year, approximately 95 per cent of call-outs were despatched within 10 minutes of the alert time.

Around 100 vegetation fires were responded to throughout the district. The council’s 2014 resident satisfaction survey showed that 95 per cent of residents surveyed were satisfied with the rural fire services provided.

In 2014 Advance Ashburton Community Foundation began administering an Ashburton District Volunteer Rural Firefighters Welfare Fund

established by volunteer rural firefighters with $10,000 funding from the council.

All the different rural fire authorities in the country report to the National Rural Fire Authority, which is the New Zealand Fire Service Commission.

Seventy-six individual rural fire authorities is a lot for them to deal with.

Unsurprisingly there has been an ongoing push from on high to have the number reduced.

Enlarged rural fire districts, where neighbouring rural fire authorities amalgamate are promoted as a solution that will provide an improved outcome – better management, funding, less confusion, improved consistency etc.

In 2013 Ashburton participated in work to see if it would make sense to join a proposed Northern Central Canterbury enlarged rural fire district.

The review concluded it would make more sense if Ashburton headed south, if it went anywhere at all.

In the end we decided the status quo was entirely workable as a lowest-cost, efficient solution.

However, it was acknowledged that by “doing nothing”

we could come under strong pressure to merge at relatively short notice.

So we gave an undertaking to look properly into the pluses and minuses of amalgamating with the already-formed South Canterbury enlarged rural fire district. That review is now under way and will be reported through to council within a month or two. The National Rural Fire Authority is paying for half of the cost of the work.

Now just released, is a Fire Services Review discussion document. This is the Government’s response to an independent report in December 2012 by the fire review panel that called for reform.

Three main options for improving both urban and rural fire service arrangements are suggested.

Two of the options would seem to see local councils disappear from having anything to do with governance arrangements for rural fire services. See www.dia.govt.nz/fireservicesreview. Submissions are due by July 10. How quickly reform, if any at all, takes place is unclear at this stage.

Dollar drop – how will it affect us?

BY HOLLY RYAN Retailers may start to feel the squeeze in coming months after the fall of the kiwi dollar, but consumers are unlikely to see drastic changes to prices, according to retail experts.

The decline of the New Zealand dollar, from near-parity with the Australian dollar over Easter down to 88.86c this week, led to concerns from consumers that retail prices might increase to compensate, but ANZ chief economist Cameron Bagrie said consumers shouldn’t expect to see immediate changes.

“When the New Zealand dollar went rocketing up near parity we didn’t see the price of Australian products come down by 10 per cent so the fact that it has now corrected and probably then some, you just have to be careful about drawing a long bow and expecting big turbocharged price rises from day one,” Mr Bagrie said.

“It’s still early days because the product in the shops today

will have been bought when the New Zealand dollar was a lot higher than it is today, so it will be another six or 12 months before the economic impact starts moving into the system.”

Briscoe Group managing director Rod Duke said he had put hedging in place that would likely see the company through to Christmas, but said if the dollar continued to slide the company would have to look at available options, adding that increasing prices was “a last resort”.

His outlook for small- to medium-size retailers was less optimistic.

“We took out substantial cover [hedging] and there would be a lot of retailers who would not have done that,” Mr Duke said.

“It’s very hard for small and medium-sized businesses to do that – spend millions and millions of dollars buying US dollars when it was 80 cents and now it’s 60 cents. It’s hard and very, very expensive.”

First Retail Group managing director Chris Wilkinson said the drop in the dollar’s value was likely to affect goods such as petrol and foodstuffs first, but could have a positive impact, with sellers looking to New Zealand suppliers over foreign ones.

“Food has had huge volatility in prices recently and we’ve seen a lot of Australian product on the shelves, particularly for the likes of dairy products and meat,” Mr Wilkinson said.

“At the moment if you go to Countdown, for instance, they have a lot of Australian products in terms of meat, dairy and some of the frozen goods,” he said.

“It’s cheaper to bring them in at the moment but what you’ll find if this continues is that the suppliers will start looking more to onshore sourcing instead of offshore sourcing.”

Canterbury meatworker gets nearly $11,000 compensation

Alister Doran, a union member, cut his left arm open while working at the Malvern factory, south of Christchurch, in May last year.

The Employment Relations Authority said there was no evidence to support a refusal, rather there was a misguided

sibility for ensuring that transport was actually provided. A workmate’s wife eventually drove him to Christchurch Hospital about four hours after the accident.

Mr Doran was off work for

a month and has permanent nerve damage to his arm.

When Mr Doran returned he was put to work on a Cgrade paying job, demoted from the A-grade paying job he was performing prior to the injury.

Mr Doran claimed this was punishment for raising a personal grievance against SPM for their failure to get him to the hospital.

Ms Doyle agreed and found there was a “measure of deliberateness” about the failure to transfer Mr Doran back to the beef slaughterboard and resulting loss of wages.

The Employment Relations Authority has ordered South Pacific Meats to pay Mr Doran $10,800 in compensation and $1200 in lost wages after it found against the company on a number of claims.

It also ordered SPM to pay a penalty to the authority of $3000 for breach of good faith.

Mr Doran was sacked later in the year for a second failed drugs test.

and set aside.

■ Heat oil in a heavy-based frying pan to moderately hot. Cook lamb steaks for about three minutes. Turn and cook for a further two to three minutes. Turn only once. Remove from pan, cover loosely with foil and rest for five minutes.

■ Heat sesame oil in heavy-based frying pan over a moderate heat. Add onion, garlic, ginger and fry until onion is soft. Add chilli, spinach, bok choy, soy sauce and water. Cook for three minutes until just wilted.

■ Serve lamb steaks with Asian greens and jasmine or brown rice.

■ Rub salt and pepper into the lamb

Realise how good good food is ...

W

hen it comes to healthy eating, it’s easy to dismiss healthy food as boring food.

But the New Zealand Healthy Food guide takes very seriously the challenge of making healthy food interesting food.

Each month its team of chefs and nutritionists manages to come up with a range of recipes that not only look great, but if you take the time to try them, taste good also.

Most of us know what the perfect food plate should look like – heavy on vegetables and light on carbohydrates and proteins, but achieving that is not always easy.

Check out some of the food guide’s recipes and you’ll be surprised how good good food tastes.

Warm roast pumpkin, bulgar wheat salad and maple glazed pork 800g pumpkin peeled, deseeded and cubed 2T olive oil 1 red pepper, cut in long strips 2 red onions, peeled and cut lengthwise into wuarters 1C dried bulgar wheat 2T balsamic vinegar 2T maple syrup 1/2 C flour 480g lean pork steaks 1/2 C hot water 130g bag baby spinach Ground black pepper

flour to form thick paste.

■ Slowly pour in milk, continuously whisking.

■ Place back on heat and continue to stir until a thick sauce forms.

■ Remove from the heat.

■ Season well and add lemon rind and corn.

■ Cut fish into 3cm chunks.

■ Add fish and corn to white sauce.

■ Pour into shallow baking dish.

■ Top with sliced eggs.

■ Sprinkle with thyme, breadcrumbs and cheese.

■ Bake 15 mins.

■ Serve with steamed vegetables.

Fruity banana carrot and pineapple cake

■ Prepare bulgar wheat according to packet instructions.

■ Mix balsamic vinegar and 1T maple syrup.

■ Pour over roasted vegetables, Toss.

■ Bake further five mins.

■ Flour pork and cook until browned and cooked through.

■ Add remaining maple syrup and 1/3 C hot water.

■ Cook until glazed and sticky.

■ Place spinach leaves, roasted vegetables and bulgar wheat in large bowl.

■ Toss gently. Season well and serve with pork on top.

■ Season well, serve with yoghurt

Cream fish mornay 2 eggs 2T reduced fat spread 3T flour 2C trim milk Ground black pepper 2 lemons, juice and rind 1/2x410g can creamed corn 400g white fish fillets 2t dried thyme 3/4 C whole-grain breadcrumbs 1C grated reduced-fat cheddar 1kg bag frozen mixed vegetables Lemon wedges to garnish 2T chopped parsley to garnish

1 1/2 C flour 1/2 C coconut flour 2t baking powder 1t baking soda 1 1/2 t cinnamon 1/2 C pineapple pieces, cut finely and drained well 1C grated carrot 3 ripe bananas, mashed 1/2 C macadamia oil 1/2 C low-fat plain yoghurt 2 eggs, beaten 1/4 C shredded coconut ■ Preheat oven to 190°C. ■ Line 20cm round cake tin with baking paper.

■ Sift flours, baking powder, soda and cinnamon.

■ Sir in pineapple and carrot.

■ In separate bowl combine bananas, egg, oil and yoghurt.

■ Add to flour mixture and stir until just combined.

■ Spoon into the prepared pan.

■ Sprinkle with coconut.

■ Bake 45 mins until skewer comes out clean.

■ Remove from oven and cool.

■ Eat within two days.

Midweek Munchies

■ Preheat oven to 200°C fan bake.

■ Toss pumpkin in 1T olive oil in roasting dish.

■ Place in oven 10 mins.

■ Add red pepper and onion.

■ Bake 10 minutes.

Warm winter curry

2T vegetable oil 2 onions, finely diced 2t cumin seeds

Preheat oven to 180°C fan bake.

Hard boil eggs.

Melt spread in saucepan.

Tana’s singing the Blues

By Patrick McKendry Tana Umaga, the new head coach at the Blues, says he would have worked with John Kirwan and was negotiating a contract on that basis before Kirwan suddenly quit last Friday.

“I was prepared to work with Sir JK,” Umaga said. “I only found out on the morning he [made] his decision and then I was offered the head coaching position which changed things around a bit and we had to make some amendments to things.

“I was prepared to come on board with Sir JK and I would like to put that out there. His vision that he had for the club, I fully believed in that. I still do and now it’s up to myself and the people I’ll be working with to drive our vision and strategies.”

Umaga said he would have been head coach had Kirwan stayed, with the pair sharing some roles.

“That was something we worked pretty hard on to have clarity in those roles.

“A lot of work went into that so that we were both happy.”

Kirwan’s decision to go will make Umaga’s job _ already difficult enough _ slightly easier. He now has sole charge without his predecessor lurking in the background.

It won’t be a quick fix, as he said, but the

We have a great base here in terms of a player-base. Holding on to that is probably the biggest issue for us but hopefully we can rectify that and keep the ones we want.

“We want to be challenged, we want to get out of our comfort zones. To be the best you’ve got to put yourself out there and really challenge yourself and take opportunities as they come about.”

Umaga will appoint two assistants to help him and current forwards coach Glenn Moore. There will be an emphasis on developing the talent in the wider Auckland region and preventing players such as Malakai Fekitoa and Waisake Naholo leaving and flourishing elsewhere.

So, the Blues have their man, a decision unanimously approved by a previously divided board.

College A at top of SuperNet points table

Not only is the Ashburton College A netball team dominating the local Mid Canterbury Netball Competition’s premier grade, they’re making a name for themselves in wider Canterbury too.

The team remain unbeaten and currently sit at the top of the table of the Canterbury Secondary Schools’ SuperNet

competition. Last week they faced off in a top-of-the-table clash against rivals St Margaret’s, and managed to pull away with a convincing 25-19 win.

Tonight, they’re up against Villa Maria College who have only managed to clinch one win so far.

Coach Angela Mitchell said her team has had some close games, just managing to sneak out on top and this week will

be no different.

“SuperNet competition this year is really tight, you go into every game knowing that it is going to be fiercely competitive,” Mitchell said.

“Villa is going to be no exception really, we are going to have to take every ball as it comes … every game is so highly contested.”

Tonight’s game is the last of the first round then next term

the teams will be split into two groups depending on their rankings. The top two teams from each group will then go into the semis and finals.

Mitchell said when the next round begins the girls will have to work extra hard.

“We know that once it gets into that next round it gets even more competitive, so we certainly won’t be resting on our laurels.”

College beats Linwood Ashburton College senior boys’ basketball team beat Linwood College 87-59 last night in the first game of the new round in Canterbury Basketball’s Thompson Trophy competition. College is top seed in division two of the competition, and lived up to its billing leading early and always in control. The Ashburton boys were up just 17-14 at the first quarter, but heaped on 26 points in a big second quarter to lead 43-23 at half-time. Another big final quarter pushed the lead from 61-37 to 87-59. Captain Kody Stuthridge continued his stellar season with a massive 24 points and 17 rebounds, while Thomas O’Brien contributed 12 points. Josh Lowe was also in double figures, with 10 points and 13 rebounds. Ashburton plays St Bede’s next week.

Campbell to cover test John Campbell will join the Sky Sport presenting team for next month’s historic All Blacks test in Apia. Sky said Campbell is a rugby fanatic who had been the driving force between a vocal campaign to gets the All Blacks to play their first ever match in Samoa. The former Campbell Live host will join usual presenters and commentators Grant Nisbett, Justin Marshall, Jeff Wilson and Ken Laban. The game is live on Sky Sport 1 at 1.15pm on July 8. - NZME

Big test for Parker Joseph Parker will be working on his defence ahead of his next fight in six weeks against a true heavyweight in Australian Bowie Tupou. Parker’s promoters Duco moved quickly to sign 32-yearold Tupou after the withdrawal of Japanese champion Kyotaro Fujimoto, Parker’s original opponent for the August 1 fight in Invercargill. Tupou was originally slated to be Parker’s opponent in Auckland in October. Instead he will have an earlier opportunity to, as his trainer Jeff Fenech said yesterday, spoil the party. - NZME

Third Rogers signed Cronulla have signed a third generation Rogers, with Jack, son of Mat and grandson of Steve joining the NRL club in their U20s programme. Jack, 19, joined the club last week, after the Sharks beat off interest from Super Rugby’s Queensland Reds and NSW Waratahs to secure his signature. A product of Palm Beach Currumbin High, Jack is eyeing a career as a fullback.

Footage of him posted on Youtube shows a running style remarkably similar to his father and grandfather.

A loss of momentum from a week off, potential team changes and some rusty combinations Brumbies coach Stephen Larkham will take what ever perceived advantages he can get when his side plays the Hurricanes in a Super Rugby semi-final on Saturday.

The Canberra-based side will start underdogs against the runaway table toppers, but Larkham feels his team has good recent momentum, especially coming off last week’s demolition of the Stormers in Cape Town.

The Stonebridge Regal-Western Babe three-year-old is trained by Ivan Court. Mee’n’Sue came home second, also within qualifying time. The four-year-old mare is trained by Mark Smolenski and was driven by Sam Ottley.

Amid all the grumbling and “boys aren’t happy” talk over the idea of using a pink ball for the first time in a test, if it comes to fruition why not just get on with it?

Australia and New Zealand have a three-test series late this year across the Tasman. Cricket Australia are pushing the idea of using a pink ball for what would be the first day-night test.

Ball makers Kookaburra say the technology has improved markedly from the early years and the pink pill is now test ready.

Players on both sides are evidently unhappy and want to stay red and play in the day.

What this risks is that when they’re told the day-nighter – most likely in Adelaide – is on, the players will go into the match with a negative mindset.

Here’s a thought: why not roll the sleeves up and give this idea a genuine crack?

New Zealand will have leadup matches to prepare, and get used to the vagaries of the pink ball. But the worst thing would be to go into the match fretting, not really wanting to be there, figuring it’s too gimmicky by half.

Drug shock at top stable The Racing Integrity Unit have begun an investigation following a positive test result for prohibited substance cobalt from the stable of former champion jockey Lance O’Sullivan.

In a shock announcement, the RIU confirmed yesterday they are investigating three horses from Matamata’s famous Wexford Stables operated by O’Sullivan and training partner Andrew Scott.

This is the first cobalt positive returned in New Zealand.

A number of leading Australian trainers are currently under investigation, including Peter Moody, who prepared champion mare Black Caviar.

There is no suggestion Black Caviar was ever tainted by an illegal substance.

Cobalt is a prohibited substance in horse racing at a level of over 200 micrograms per litre in urine.

It is a naturally produced substance in horses, but rarely above 10 micrograms

March. Initial testing is carried out at a Wellington laboratory and any positive results are sent to Perth for confirmation.

As part of their investigation, the RIU have advised O’Sullivan and Scott there are concerns for two other urine samples that have been sent to Perth.

The horses involved are - Suffire on February 5 at Tauranga and Sound Proposition on February 28 at Ellerslie (3rd NZ Derby).

The New Zealand racing industry have been testing for cobalt since mid2014 and has tested samples as far back as February 2014.

Cobalt is a blood booster and has proved a scourge in Australian racing in the past 12 months.

Lance O’Sullivan said he and his training partner are shocked by the findings and the pair have pledged total support to the inquiry.

Warriors’ feet firmly on the ground

BY DAVID SKIPWITH The Warriors insist they are keeping their feet on the ground following their impressive away win over the Gold Coast Titans and are determined to produce another strong showing against the Canberra Raiders at Mt Smart Stadium on Saturday (5pm kickoff).

Prop Jacob Lillyman and secondrower Bodene Thompson will celebrate a double milestone against the Raiders, with the Queensland State of Origin front-rower Lillyman making his 200th NRL appearance, and Kiwis forward Thompson will play his 100th firstgrade match.

Lillyman and New South Wales second-rower Ryan Hoffman will both start the game, after coming off the bench against the Titans, while rookie utility Tui Lolohea and prop Albert Vete come back into the side.

Lolohea replaces impressive rightwing Ken Maumalo, who is out after suffering an ankle injury against the Titans, and Vete - 18th man last weekend - returns in place of Sebastine Ikahihifo.

“We’re not getting carried away with it. There are a lot of positives to take out of that (Titans) game but we know that the contest will be a little stiffer this week,” said Warriors coach Andrew McFadden “It was probably our first real 80 minute performance where we controlled play the whole time.

“That came on the back of all the pressure we built from, one, our middle units, our forwards, really laying the platform, and, secondly, our halves controlling play with their kick-game.”

Stormin’ Norman – a tribute

BY DAVID LEGGAT Norm Berryman left a distinctive mark on New Zealand rugby.

His barnstorming running, allied to deceptive footwork in such a big man, helped, but it was more about the manner of his game which distinguished him as one of the country’s genuine sporting characters.

‘Stormin Norman’, who died of a suspected heart attack overnight Monday at 42, played his rugby with a grin, in a way few have matched.

Not for him the po-faced approach of so many rugby play-

ers in the modern game.

Indeed, you wonder what he would have made of the modern, prescribed game, where spontaneity can be met with a frown from the coaching box.

Berryman loved the game for what it was, and few have matched him for the transparency with which he displayed that affection.

The mind easily drifts back to winter nights in Whangarei, where folk hero barely does justice to the respect in which he was held as he charged about in his cambridge blue jersey for Northland over 11 seasons.

When Berryman would gath-

er a high kick, rumble forward before launching the ball skywards, the crowd on the grass bank would let rip with a giant roar of delight.

After the final whistle, he would invariably be the last player into the tunnel, so busy was he signing autographs. A Pied Piper figure to the hordes of young fans? With bells on.

But where others would run solemnly back to the dressing room after pre-match warmups, their mind on what lay ahead, Berryman could be seen grinning and waving, or exchanging a few words with fans as he made his way off to

get ready. That he played just one test against South Africa in 1998, while partly down to the quality of rivals for his position, probably also to a degree lay in differing philosophical outlooks.

The story is told of Berryman deciding the All Black regime of the time wasn’t to his liking, so he hitch-hiked his way back up north.

From there, there would be no way back.

Lest there be an idea that Berryman was more personality than player, let’s bury that. He could bust tackles with the best, and the fact he was part of three Super Rugby winning Crusad-

ers teams makes plain that he could play.

Crusaders coach Todd Blackadder, a former team-mate, used the word “infectious”to describe Berryman. He also acknowledged he could be uncoachable, in the nicest way. Both elements are easy to appreciate.

Berryman’s ability to interact with crowds remains locked in the mind. He could find fun in the grimmest of situations.

And that’s why he was so popular, wherever he went.

And that’s why he’ll be mourned around the country.

Dead at 42. Far too young for a happy, free spirit.
