“Four laning, it’s a great idea, but the question is how far down the list it will be. If they’re serious about this they should be starting to plan the Rakaia Bridge improvements now because that won’t just happen overnight.”

At 1.75 kilometres it is New Zealand’s longest. It was built in 1939 and that could mean a new, four-lane bridge would need to be built, leaving the existing bridge in use until its completion.

For Ashburton it was critical the four-

lane highway continued through town and through Tinwald, Wilson said.

“There’s no point in coming into Ashburton and then saying to traffic, find your own through town.

“At times it takes one hour from Christchurch, one hour from Ashburton to Timaru and another half an hour getting through Ashburton. Ashburton’s where the bottleneck is.”

Bridge crash cause of traffic delays

4 lanes opens opportunities

A truck striking the side of the Rakaia Rail Overbridge caused delays for travellers yesterday afternoon.

Emergency services were called to the scene, north of Rakaia, around 2.20pm after a vehicle, carrying other heavy machinery, struck the western side of the overbridge while heading south.

After coming to rest in the middle of the bridge, traffic was unable to move past the vehicle and a temporary detour was put in place to redirect the busy State Highway 1 traffic.

Northbound traffic was detoured from in between the two bridges using Main Rakaia and Old School Roads while southbound traffic was detoured at the Synlait factory using the same route.

The truck driver managed to escape the crash unharmed.

A second accident occurred following the initial crash as traffic built up in both directions for some time.

No one was hurt in the second incident.

And in Tinwald it made sense for traffic to move north or south along Archibald and Melcombe streets, he said.

“By doing this it would be great for ratepayers as the new bridge would be funded by NZTA and the Government rather than ratepayers.”

The opportunities that wrapped around the four lane project were huge, Wilson said, and while it was an election promise, it appeared Christchurch to Ashburton was now part of the Government’s big ticket Roads of National Significance Programme.

The original programme is running over 10 years and is now in year eight, so that would indicate the four lane highway project could be wrapped up within 12 years.

Wilson is a member of a New Zealand Transport Agency committee that monitors the state highway and said the group has been working towards preparing a business case for funds to improve that section of the highway.

The four laning option was a surprise, but a welcome one and one the council would be keeping its fingers crossed over, he said.

Ashburton fighting i-Site closure

Opposition to the closure of the Ashburton District’s two i-Sites is mounting, with a second petition launched to fight the closure.

Karen McIntyre was out yesterday pounding the streets, dropping off petition forms at local businesses.

She’s hoping Ashburton will follow Methven’s lead in ensuring those forms are filled many times over.

When Experience Mid Canter-

bury (EMC) chief executive Bruce Moffat announced the possible closure of the two i-Sites, Viv Barrett responded by starting a petition in Methven. This has since been presented to the EMC board.

On the back of strong local opposition to the closures, McIntyre said she decided to set up a petition in Ashburton to show EMC the depth of concern in the community over losing what many say are two important information hubs.

She was president of Ashbur-

ton’s i-Site committee when the current building was designed, built and opened and she knows the value of its service both as a tourism operator and as a local.

“I’m so concerned about this because the information centre is used by locals almost more than tourists. It’s a service. Information centres are hubs, they’re central places where people say they’ll meet someone, pick someone up, where the buses stop,” she said.

McIntyre believes closing the centres is short sighted and flies

in the face of EMC’s drive to bring more tourists into the district.

“What’s the point of bringing them in if there’s no one to tell them where to go?

“When we did b’n’b, I’d send people down there and they’d always say what a fantastic place it was.”

If the centres closed, there would be many older people who were regular bus users but who were not computer literate, who would struggle with buying bus tickets, she said.

Being part of the i-Site network put Ashburton and Methven within a very valuable tourism loop, McIntyre said.

The EMC board meets on Monday and Moffat said it would be ideal to have the petition presented before this.

While the board was doing everything it could to make a decision on the i-Sites future, he was unsure how long this would take.

Arable body wins grower support

Listening to farmer needs has paid off for the Foundation for Arable Research, chief executive Nick Pyke says.

The result of the six-yearly referendum into FAR’s funding was released yesterday afternoon, and those who voted gave the organisation the thumbs up.

About 31 per cent of growers who were sent voting papers had their say, with 90 per cent of those in arable crops giving the industry their support, 78 per cent support of maize farmers doing likewise, along with 66 per cent of cereal silage growers.

Pyke said the turnout was similar to previous years, and it was probably higher than the percentage reflected as not everyone who received voting papers would have been eligible, due to changes in their circumstances.

He said the overall result was a fantastic endorsement of the hard work and commitment of growers, FAR staff and industry colleagues.

“We’re very happy with that level of support,” he said.

“It shows the system works, that we’re listening and responding to farmers.

“We work with farmers to deliver information that’s of value to them.”

FAR would keep responding to those needs, he said, although there was a significant shift towards more research in environmental areas, such as water management and nutrient leaching.

Other work would look at finding different cropping options that could be viable and sustainable in the future, now that new water supplies were coming on-stream through the development of irrigation projects, which would open up more land for arable use, Pyke said.

Joanne Burke, Federated Farmers Mid Canterbury arable chairwoman, said the levels of support for FAR were expected but the voter turnout was “pretty jolly low for something that important to farmers”.

Burke said the descending numbers from arable, through maize and down to cereal silage were also predictable, as although paying a wheat and barley levy was “just a given” in farmers’ minds, silage was a developing area in Mid Canterbury and farmers were “still probably getting their heads around having to pay a levy,” Bourke said.

FAR’s work was extremely important to the future of arable farming, she said, and in recent years it had moved from developing basic agronomy to a more forward-looking planning and crop development role.

Farmers’ changing needs had also seen it focus more on issues around biosecurity, Burke said, while it was also being increasingly called on to help groups like Federated Farmers advocate for the arable industry by providing peer-reviewed science that showed arable farms were not high-level emitters, which in turn should help with compliance regulations for the sector.

Allenton School prepares for fair

In less than a month the grounds of Allenton School will be festooned with stalls, food, activity, art and music for the biennial school fair – and preparations are well underway to make this year’s fair the “biggest and best” yet.

As September 16 ebbs closer, students have been donning their paint shirts and working

hard to create art for the fair.

Each class has been given one canvas on which to unleash their creativity throughout the next weeks, and the finished products will be displayed and auctioned off on the day of the fair.

Room 10 were working on a book and butterfly design for their canvas yesterday, and teacher Sheree Tait said everyone was very much looking forward

to the big day.

“With every new announcement – be it a new bouncy castle, or any other new addition, the kids are just getting more excited,” she said.

The fair will kick off at 11am and deliver a variety of entertainment including face painting, bungee, silent auctions, food, plants, balloons and a wacky hair stall.

Playcentre gets garden makeover

Mobility scooter death An elderly man has been killed after his mobility scooter crashed with a car on the Kapiti Coast.

The crash happened on Tuesday afternoon near Otaki. The man, 91, was injured and later died in Palmerston North Hospital.

The Serious Crash Unit is investigating.

When Bunnings staff received a letter from Mt Somers and Staveley Playcentre asking for a hand to spruce up their property earlier this month, they weren’t going to shy away from the opportunity to get stuck in and help.

One working bee, a new lawnmower, a new blackboard, a new and improved sandpit toy box, a new fire exit sign and many new shrubs and flowers later, parents say they are looking forward to less time struggling to upkeep the property, and more time spent playing with the children.

The working bee took place yesterday through the combined efforts of five Bunnings staff and past and present Playcentre presidents, Jayne Clark and Cindy Claassens.

“This work really lifts everyone’s morale,” Claassens said.

It’s a real community place and everyone in the community wants it to be here.”

Fisherman found A body believed to be that of a Tauranga fisherman who failed to come back from a trip has been found. It was found by the Coastguard around 12 noon yesterday. Other items believed to be from the boat have been found but the boat has not yet been located. The 60-year-old local went out on Tuesday morning and the alarm was raised when he didn’t come back by noon as expected.

Older men at top of suicide list in New Zealand New Zealand has the highest youth suicide rate in the developed world, but a real problem is the suicide rate among older men, a suicide prevention expert said.

“We are seeing in New Zealand this persistent rate of suicide in men that is not going down,” said Barry Taylor, who has been working in suicide prevention for over three decades.

“I’ve been working in suicide prevention for 30 years ... the first national response to suicide back in the late 80s, the generation Xs, are still killing themselves. We’re seeing four to five times higher than for women.”

Taylor is calling for political parties and funders to produce policies that were evidence based.

He said focus needs to be shifted to men in their 40s, 50s, 60s through to their 80s.

Taylor told Newstalk ZB that the focus on youth was an emotive one, while there seems to be a tolerance for older men killing themselves.

“It’s a sense of waste, they’re

lives just starting, we don’t see death as part of youth,” he said.

“Whereas with older people, particularly over 60, there’s almost like there’s this tolerance.

“And yet when we look at it, it’s the same issues – for younger people it’s a sense of futility, sense of nothing to contribute and it’s the same with older men.”

At the 2013 Census, men above 85 had the highest rate of suicide

in New Zealand (41 per 100,000 people) followed by men between 45 and 49 (33 per 100,000).

The rate was higher than teenagers aged 15 to 19 (17 per 100,000).

“The real group is the 40 to 50 year-old men who are feeling confused, feeling despondent, they’re not sure what their role is and they feel very frustrated,” Taylor said.

Taylor said his research had found the biggest obstacle for Kiwi men is their “staunch stoicism” and tough bloke mentality.

“I remember one person sobbing and I said well, why can’t you talk about this, your wife’s concerned about you,” Taylor said.

“He said I would love to talk to her but I have to be strong for her, and so he felt he couldn’t share his vulnerable side.”

Taylor said he was calling for more money to be put into the suicide prevention sector and also a new approach.

“We are under-funded compared to other industrialised countries,” he said.

“National’s draft strategy, which the ministry released earlier this year, was very much like a wish list in a way, it was saying all these things but it’s got no strategic thinking about where is the science of suicide, who is killing themselves, what groups of men are killing themselves and what do we have to do to address their needs.”

Gun threats against police on increase Nearly 40 per cent more police officers have been threatened with a firearm in the last two years, a new survey shows.

The latest survey of Police Association members is very sobering, president Chris Cahill says, and shows the impact illegal firearms are having within our communities, and on policing.

The survey shows a 38 per cent increase in the number of officers threatened with a firearm in the last two years, and for frontline officers at least 20 per cent have been threatened at least once in the last year.

However, one in three of those who have been threatened have not reported every incident.

Police officer support for general arming is significantly higher at 66 per cent in favour, Mr Cahill said of this most recent survey.

“If New Zealand is not ready for a radical cultural change in policing, then we must all take seriously the reality of weapons in our communities and demand our politicians pledge to undertake serious, meaningful changes to our gun laws,” Cahill said.

Bomb attacks planned An extremist cell was preparing bombs for an imam who planned to blow himself up at a Barcelona monument, a key suspect in the attacks that killed 15 people in northeastern Spain told a judge yesterday, according to a judicial official.

The suspect, Mohamed Houli Chemlal, was one of four men taken before Spain’s National Court in Madrid to testify about the Islamic cell that attacked pedestrians in Barcelona and the nearby seaside town of Cambrils last week.

National Court Judge Fernando Andreu questioned the four about the vehicle attacks

as well as the fatal explosion at a bomb-making workshop that police said scuttled the group’s plot to carry out a more deadly attack at unspecified Barcelona monuments. After the session, the judge ordered two of the surviving suspects held without bail, another detained for 72 more hours and one freed with restrictions.

A Spanish judicial official said Houli Chemlal, 21, and suspect Driss Oukabir, 28, identified imam Abdelbaki Es Satty as the ideological leader of the 12-man cell.

Oukabir and the other two surviving suspects who testified, Mohamed Aalla and Sa-

hal El Karib, denied being part of the cell, said the court official, who was not authorised to discuss the case and insisted on speaking anonymously.

The cell’s other eight members are dead. Police shot five during an attack Friday and one more Monday after a manhunt. Es Satty and another accidently blew themselves up while preparing explosives in a house in the coastal town of Alcanar, south of Barcelona.

Es Satty preached in a mosque in the northeastern town of Ripoll, home to most of the 12 pointed to by police as suspected members of the cell. Police identified his re-

Police found in the house over 100 tanks of butane gas and materials to make TATP, an explosive frequently used in attacks by Islamic State militants. The group has claimed responsibility for both attacks on pedestrians – one Thursday by a van that mowed down people on Barcelona’s famed Las Ramblas promenade and another early Friday in Cambrils. The attacks and a bloody getaway in which a man was stabbed to death left 15 dead and over 120 wounded.

Crown Prince’s bar visit ‘breached’ law Queensland’s Police Commissioner has apologised to staff at a Brisbane bar who allowed Denmark’s Crown Prince Frederik into the venue without ID, admitting his officers breached the city’s new laws.

Commissioner Ian Stewart said police accompanying the prince had “technically” breached the law by insisting they had the authority to override the laws and allow the royal visitor into the Jade Buddha bar, despite him not carrying a valid ID. But he defended his officers and said they had acted within the spirit, if not the letter, of

Crown Prince Frederik the law.

“Has there been a breach of the legislation? Technically yes, and that’s why I apologise to anyone who’s been affected by this,” he told reporters yes-

terday. “But the intent of the legislation has not been compromised and certainly it was done in good faith.

“I apologise to anyone who was at the Jade Buddha if the prince’s presence there caused any concern, or if the way our officers acted created a perception of intimidation,” Commissioner Stewart told reporters at state parliament.

Jade Buddha co-owner Phil Hogan demanded an apology after Stewart on Tuesday contradicted his claims the prince had been initially turned away by security on Friday night, in accordance with new liquor

laws requiring venues to scan the IDs of all patrons entering after 10pm.

But the commissioner stood by his claim the prince himself had not been turned away.

He said plainclothes police went to the venue first and were initially rebuffed by security before they returned and the issue was cleared up.

“At no time was the prince actually stopped at the security desk or anything like that.”

The incident has now been widely reported overseas, including by the BBC, the New York Times and Danish media.

Why Sky is on the decline Matt Markham

T

hey’re not down and out by any stretch, but the suits at Sky TV must be starting to awkwardly jerk at their shirt collars.

No matter which way you look at it, a 20 per cent loss in revenue is alarming, and it could just be the wake-up call that the once powerhouse of pay-to-view television needs to make some change.

With a net profit of a shade over $116 million, they’re far from dead and buried.

But it’s a tough one to explain.

Their total revenue dropped to $893.5m from $928.2m on the same period last year.

Its total subscriber base also dropped – from 852,679 in June 2016 to 824,782 this year.

Its revenue decline resulted from a 1.9 per cent decrease in residential digital Sky earnings ($157.2m from $160.3m in 2016), a 4.2 per cent decrease from MySky ($567.9m down from $592.8m) and 3.7 per cent decrease in “other” subscription revenue ($82.2m to $79.3m).

Advertising revenue dropped 8 per cent and “installation and other revenue” 17 per cent.

For years now the public has bemoaned the Sky TV service – and in particular its apparent lack of regard for loyalty to its long-standing subscribers.

It appears they are now voting with their feet, or more to the point, their wallets.

There’s a plethora of options available now for fans of the box with the likes of Netflix and Lighthouse drawing in plenty of new customers as their popularity around the globe grows.

So, the ball is now in the court of Sky and how it reacts to the statistics released this week will make for interesting viewing.

They’ll need to arrive at the party with not only the chips and dip – they’ll need to bring the refreshments as well if they are to stem this rapidly increasing tide.

It would appear, judging by online comments and talking to people within the community, that the desire is for choice in what they want to pay for.

As it stands, there’s very little choice on what one can choose to have as a part of their package, whereas an option to choose a number of channels, those which you will most frequently watch, and the implementation of some form of payment for each of these channel options, is what people would prefer in the short term.

Water pollution, irrigation = water tax

Prove it. I’ve asked for a breakdown many times and I’ve yet to see this random figure ever quantified. Still waiting. ‘’Urban waterways are more polluted than rural.’’ Yes, they are polluted but, considering urban waterways make up less than 1 per cent of all waterways, it’s an oft repeated bit of essentially fake news. Stop insulting our intelligence. ‘’We’re already paying for water.’’ All the money goes to irrigation companies. None of the money you pay is for the actual water.

Most New Zealanders have cottoned on to the fact that irrigation is about enabling the further intensification of cows and, with it, the intensification of their pollution.

It’s somewhat ironic then that National’s $100 million Freshwater Fund recently announced its highest payout will be made to – wait for it – an irrigation project.

I must quote economist Peter Fraser here. “The Government has just given $7 million of taxpayers’ money, earmarked for cleaning up waterways, to the Waimea irrigation scheme that supplies water at 60¢ per cubic metre, which is over four times the national average price for irrigated water, meaning no agricultural use bar hydroponic marijuana can afford to buy it.’’

You’d have to be high to think that a 1¢ to 2¢ royalty is the end of farming as we know it.

Either that, or you simply don’t care about the future of our waterways.

atching the bellyaching about Labour’s water policy, you could be forgiven for believing the sky’s about to fall.

One thing’s for sure, the bellyachers’ free water ride may be over.

The politics of water is complex but far from impossible to achieve, and the spanner throwing from the competing interests is fierce.

Yet it’s finally dawning on politicians how important the issue of degraded waterways is to voters, and how the tolerance tipping point has been reached.

The talking points from National’s stalwarts are predictable but hysterical. Cabbages will be $18! There’ll be a $75 water charge on your next bottle of wine! Dairy farmers will go broke! Labour hasn’t done its homework! Devious and disgusting!

It’s also why they use the word “tax’’ for what is a “royalty’’ – designed to ensure polluters will contribute towards paying for their pollution. Finally.

There’s been much wailing around what price Labour will set. Let’s just say the mathematics employed by some needs a bit of after-school help from a tutor.

Labour’s water policy is not as difficult to understand as you might think.

The policy shows a royalty on bottled water based on a per-litre rate, and a royalty on irrigation water for every 1000 litres, or cubic metre, used. The money raised will be used to clean up waterways.

Jacinda Ardern has said should Labour be in a position to form a government after the election, she would meet affected sectors to set fair and proportionate rates.

Labour finance spokesman Grant Robertson and water spokesman David Parker say the likely rate for irrigators would be 1¢ to 2¢ per 1000 litres.

By any honest calculation this is about as far from onerous as it gets.

A couple of cents per 1000 litres will not bankrupt farmers or growers, and the toy-throwing is only serving to convince the public the cleaning up of our waterways is more important

than ever.

I listen to each and every argument from the industry and, because I’ve been writing about water issues for years, I sit back and wait patiently for their predictable lines. They never disappoint. ‘’New Zealand farmers feed the world.’’ No, they don’t.

They sell bulk milk powder to the (mostly) lactose-intolerant

Chinese.

Further, they need to get used to the future of synthetic milk and plant-based meat.

That’s the future, and it’s coming. Ready or not.

Demand for deer units increasing Despite challenges around competing land uses and a shrinkage in the national herd, deer units are increasingly in demand.

An ANZ agri-report produced this winter highlighted the industry’s continuing tight supply of livestock and growing global demand for venison as a red meat product.

Both were pushing the sector towards returns approaching all-time highs for the 2017-18 year, now cracking the $9/ kg schedule price.

Deer Industry New Zealand said the sector was moving through one of its most stable supply periods ever.

It comes after a tumultuous surge in returns and numbers more than 10 years ago, followed by a rapid drop in the farmed population, and a spike in farmer returns in 2008 driven by the weaker value of the New Zealand dollar.

In the past decade the number of breeding hinds in the sector have declined almost every year, and are now at half their 800,000 peak. Similarly, to-

tal slaughter numbers are levelling off at about 300,000 and unlikely to pick back up to nearer 400,000 until 201920.

Bayleys rural agent Ben Turner in Canterbury says he has a regular stream of buyers interested specifically in deer units.

“However the challenge for us is finding enough deer units to meet that interest.”

He said Canterbury is more suited than ever to an industry that is showing signs of maturing with steadier, high level returns justifying the investment in infrastructure like fencing and yards on land ideal for deer fattening.

“It is quite possible that some of that hill country where sheep have typically been stocked may prove to deliver a better return in deer, and it’s well suited for that.”

He said with farmers also increasingly challenged over nitrogen losses, deer may also prove a useful additional land use that does not face the same challenges as traditional livestock.

Some Canterbury hill country properties traditionally stocked with sheep may deliver a better return through deer.

Seed research centre begins work

About 30 research projects have come under the umbrella of the newly formed Seed Industry Research Centre, following its inaugural meeting late last week.

The meeting was an opportunity for the four-person board to work on administrative aspects of the organisation so that everything was in place for the future, newly appointed centre manager Ivan Lawrie said. Lawrie’s new role will be part of his job description as director of business and relationships at the Foundation for Arable Research.

All existing herbage seed and

vegetable seed research projects that were under FAR are now under the centre’s umbrella.

Its initial areas of research interest include: understanding aspects of flowering in grass seed crops; irrigation responses to grass seed production; understanding the harvest efficiency of rye grass seed with different types of equipment; continuing to look at seed yields of annual and perennial legumes; and understanding what defines vegetable flowering and whether the time vegetable seed crops are in the ground be reduced by manipulating fertilisation.

Other projects include look-

ing at diseases in vegetable seed crops, such as rust control in beets and white blister in radishes; and a special focus on alternative pollinators to bees for vegetable seed crops.

Lawrie said the centre would also cover research into aspects of seed biosecurity, including herbicide resistance in seed crops, and monitoring and controlling the red clover casebearer moth.

The board meeting also formalised the framework for crown research institutes, such as AgResearch and Plant & Food Research, and universities like Lincoln and Massey, to join the centre.

It also approved the establishment of a cash prize for the highest achiever annually at the seed technology course at Lincoln, as a way of attracting young talent to the seed sector.

Lawrie said it was still early days for the centre but he was confident it had an important role to play in New Zealand seed research.

“Once the cogs are in motion and the funding is coming in, there will be a lot more to report back on,” he said adding that funding applications would be made in conjunction with CRIs. The centre is a seed industry initiative designed to create a world class organisation responsible for

long-term seed research in New Zealand.

Made up by FAR representatives and people from eight different seed companies, it was formed in response to a concern over falling government investment in seed research.

Board member Dave Birkett was appointed was appointed chairman at last Friday’s meeting.

Other board members are David Green (New Zealand Plant Breeding and Research Association), Barry McCarter (New Zealand Grain & Seed Trade Association) and Nick Pyke (FAR). A fifth, and independent, board member is yet to be appointed.

Work on joint faculty for AgResearch, Lincoln under way The start of work on a world-class $206 million joint facility to house AgResearch and Lincoln University researchers, students and staff – and create new ways of working together for greater impact – is being viewed as an important step forward for agriculture, science and education in New Zealand.

by Minister of Tertiary Education, Skills and Employment, and Minister for Science and Innovation, Paul Goldsmith, in marking work being under way on the site of the new facility on Tuesday.

The facility, parts of which will be complete in 2019 and the remainder in 2020, will accommodate 700 scientists and students who will work and learn in a new shared environment, to produce innovations for New Zealand’s primary industries. The facility will be jointly owned by AgResearch and the university, and DairyNZ will be a tenant.

“The connections forged inside this facility are going to mean a new era of top quality science and impact for agriculture, which will in turn mean more prosperous communities across New Zealand,” AgResearch chief executive Tom Richardson said.

“It is also going to be a huge drawcard for the smartest minds to join in our research and keep us at the cutting edge.”

Third property hit by disease The Ministry for Primary Industries (MPI) strongly suspects a third South Island property is positive for the bacterial cattle disease mycoplasma bovis.

The farm is in the Oamaru area and has a direct connection with one of the infected Van Leeuwen Dairy Group farms. It had received some animals from the VLDG farm before mycoplasma bovis was found in New Zealand. Blood test results from the property show some animals have been infected with the disease.

MPI’s director, response, Geoff Gwyn said as a result, Geoff the property is now under a restricted place notice, controlling the movement of animals and other risk materials off the farm.

“There is no need to name the farm concerned. The farmer has been in regular contact with us and has voluntarily kept stock and risk goods on the farm for more than three weeks while our testing has taken place.

“No animals have left the property since July 20. However it is understood that before this, some animals were moved to a number of other farms. MPI is contacting those properties and is testing animals with urgency.”

Mr Gwyn said that at this time, there is no clear evidence that disease is on these other properties. MPI was considering whether the farms will need to have specific controls placed on the movement of risk goods.

“In the meantime, we’re asking the farmers concerned to follow good onfarm hygiene measures and to ensure their NAIT records are kept up-to-date in case there is a need to trace animals in future.”

He said the new development was not a sign the disease was running rampant in New Zealand but was eviGwyn dence of the extensive surveillance and testing programme working.

“Part of our response has been identifying and investigating animals that have moved from affected properties earlier this year. Buying, selling and moving stock is a common practice in farming and it was always possible further infected properties would be found. ”This is not a game changer for us.

Pre-election surplus larger than forecast The Government’s pre-election books show a bigger surplus for the 2017 financial year, largely at the expense of out-years, but Finance Minister Steven Joyce doesn’t see room to splash out until around 2020.

The operating balance before gains and losses (obegal) is forecast to show a surplus of $3.7 billion in the year ended June 30, larger than the $1.6 billion surplus projected in the May Budget, the Treasury’s pre-election economic and fiscal update shows. That’s due to the Government’s coffers being swelled by a bigger tax take than expected of $75.6 billion, something the Treasury doesn’t anticipate will be repeated with corporate taxes bolstered by a financial market rally fattening taxable investor returns.

While that bodes well for the financial year just finished and is seen trimming about $2 billion from net debt over the forecast period, slower economic growth and a return to more normal tax revenue means slightly smaller obegal surpluses through to 2021 than the May forecasts cancel out 2017’s gains.

“We’ve got the highest surplus in the first year ... then a slightly flatter track in subsequent years,” Joyce told a briefing in Wellington.

“It’s almost a wash over the period.”

The Treasury’s Prefu is the main update for political parties on the state of the Crown’s books ahead of the September 23 general election, which polling shows will be a much closer race between the main opposition Labour Party under new leader Jacinda Ardern and the incumbent National Party, which is campaigning under a relatively new prime minister in Bill English.

The latest forecasts scaled back projections for economic growth from the May update, with Treasury predicting gross domestic product grew 2.8 per cent in the 2017 June year, a slower pace than the 3.1 per cent previously forecast. GDP growth is expected to accelerate to an annual pace of 3.7 per cent in 2019 before slowing to 2.3 per cent in 2021.

Joyce said the books show there’s “not much room” for a second tranche of a families package until about 2020 “unless economic conditions are significantly better than anticipated by Treasury in this document”.

“We’re not interested in borrowing additional money to pay for another families’ income package,” he said.

The Government’s capital spending programme is largely kept intact at about $30.5 billion through the period, having previously flagged major infrastructure expenditure in the foreseeable future.

“We do want to show a stronger, more tied down capital track over the future,” Joyce said. “I think governments are poor at that – it’s something both local government and central government have struggled with.”

Treasury officials see nominal wages rising and consumer price inflation increasing, which the Treasury predicts will lead to the Reserve Bank “gradually” reducing monetary policy stimulus from the middle of next year, forecasting the 90-day bank bill rate increasing to 2.6 per cent in 2018 from 2 per cent, and rising to 3.8 per cent by 2021. Air New Zealand’s shares rose 1.5 per cent after it said its full year earnings fell 21 per cent in an increasingly competitive market but were still the second highest ever as the airline continues to benefit from lower jet fuel prices and the country’s ongoing tourism boom.

Pre-tax earnings dropped to $527 million in the year to June 30, compared to $663 million in the prior year, the company said in a statement. In June the company said earnings before taxation were likely to exceed $525 million. In the prior year, the company had the benefit of $112 million in foreign exchange hedging gains and a less intensive competitive environment, said chief executive Christopher Luxon. Current year hedging resulted in a modest loss of $6 million, it said.

Net profit fell to $382 million from $463 million. Earnings per share were 33.5 cents versus 40.8 cents in the prior period. Operating revenue slipped to $5.1 billion from $5.23 billion.

As different airlines jostled for customers, Air New Zealand’s passenger revenue decreased by $105 million to $4.4 billion, a 2.3 per cent decline. Excluding the impact of foreign exchange, passenger revenue decreased by 0.5 per cent.

Chairman Tony Carter also said that a significant increase in industry capacity was the main driver of the reduction in earnings. He noted, however, toward the end of the year, conditions stabilised and positive revenue momentum emerged.

Air New Zealand has been benefitting from the record tourism inflow. In the July 2017 year, a record breaking 1.9 million people arrived in New Zealand for holidays, according to the latest data from Stats NZ. The number has doubled since 2002 when the number of holidaymakers reached 1 million for the first time.

The board declared final fully imputed dividend of 11 cents per share, an increase of 10 per cent

on the prior year, bringing the full year declared ordinary dividends to 21 cents per share.

The airline’s board also awarded a company performance bonus of up to $1,700 to be paid next week to approximately 8,500 Air New Zealand staff who do not have other incentive programmes as part of their employment agreement.

Looking forward to the year ahead, the airline said it is optimistic about the overall market dynamics.

Domestically, Air New Zealand flies to 21 airports across New Zealand and in 2018, an important part of its growth will be further expansion in the regions. “In fact, over the coming summer months, we will be adding more than 60,000 extra seats to our regional schedule compared to last year,” said Luxon.

The shares last traded at $3.45, and have jumped 55 per cent this year.

Restructure costs see Cavalier go into red Cavalier Corp sank back into the red after the overhaul of the wool carpet maker’s operations proved more expensive and more prolonged than expected, raising flags over the company’s ability to keep operating as a going concern.

The Auckland-based company posted a loss of $2.1 million, or 3.1 cents per share, in the 12 months ended June 30, turning around a profit of $3.1 million, or 4.5 cents a year earlier.

Stripping out one-time items, Cavalier’s underlying earnings dropped to $1.9 million from $6.3

million and largely in line with the already downgraded guidance.

Normalised earnings before interest, tax depreciation and amortisation shrank to $2.6 million from $12.3 million a year earlier, less than Cavalier’s $2.9 million of finance costs in the year.

Cavalier renegotiated its banking facility with Bank of New Zealand and National Australia Bank to “better reflect” operating conditions, and let the company avoid a breach of lending covenants. Even so, the net loss and an operating cash outflow of $5.4 million in the

year saw the board note its ability to meet those banking covenants relied on meeting profit forecasts.

The company plans to keep capital expenditure to a minimum over the next 12 months, with a focus on cutting debt.

The shares were unchanged at 30.5 cents, having plunged 61 percent this year, making it the third worst performer on the S&P/NZX All Index so far this year, and valuing the business at $20.9 million.

Cavalier’s net tangible assets are valued at 95 cents per share.

If there are holes in the fence that the seller has promised to fix, get that in writing on the agreement: don’t rely on verbal assurances that something will be done prior to settlement. “A seller does not have to accommodate any extra requests to visit the property prior to settlement,” Lampen-Smith says.

“Remember that the seller may have a lot on their plate; making the property available so your interior decorator can measure up for new curtains is unlikely to be a high priority.”

Your real estate agent will usually arrange the inspection with the seller, and accompany you to the property. Most experts recommend that this inspection takes place around 24 hours before settlement day so there are no hold-ups to the transfer of

funds and ownership.

When you come to inspect the property, everything should be as it was when you decided to purchase it (as reflected by the sale and purchase agreement).

Lampen-Smith says you can expect chattels to be in a reasonable working order unless it has been agreed and documented otherwise. You cannot complain to the seller that the oven isn’t clean enough, but you can raise a complaint if it is missing, or it is a different model to the one cited in the agreement. Don’t forget to check that garage door openers and pool covers are in situ, or that locks work properly.

If there is a problem, the REAA says you should speak to the real estate agent and your lawyer in the first instance. They can help you negotiate with the seller to remedy any issues, such as a newly broken window or missing keys.

Your lawyer should work with the seller’s lawyer to reach a satisfactory solution, such as getting the seller to make any necessary repairs, or to deduct any costs from the eventual settlement.

Making the final inspection 24 hours before settlement is due gives you and the seller time to reach an agreement over anything outstanding. This is important, because if you do

not complete settlement on the due date and the seller can demonstrate that they were able and willing to complete their side of the settlement, then you will be liable for interest on any portion of the purchase price that is unpaid. The seller does not need to give you access to the property while any amount remains outstanding.

“Like any property transaction, success often depends on doing things right at the start,” Lampen-Smith says.

“Get the details right at the beginning and you’ve got a greater chance of a happy ending.”

Otherwise it’s fine to take advantage of their easy-care nature and just let them do their thing.

EASY SUDOKU

QUICK MEAL

Rustic chicken, pesto and tomato tart Serves 6 1 Tegel Hot Cooked Chicken 2 sheets pre-rolled butter puff pastry, thawed 1/3 C pesto 1C grated mozzarella.

1/2 C grated parmesan cheese.

250g tub cherry tomatoes, halved 1 egg yolk, lightly beaten Chopped parsley to garnish ■ Preheat oven to 200°C. ■ Remove the flesh from the Tegel Hot Cooked Chicken, discard the skin and bones and cut into pieces, allow to cool if still hot.

■ Place pastry end to end on a large tray allowing a 1-2cm overlap where the 2 pieces meet and press to seal. Fold edges in making a 2cm border around the outside of the pastry (you may need to trim your pastry to fit your oven tray).

■ Spread an even layer of pesto over the pastry and then a layer of chicken.

■ Sprinkle with mozzarella and Parmesan cheese.

■ Arrange cherry tomatoes over the cheese, cut side facing upwards. Season with salt and

freshly ground black pepper.

■ Brush pastry edges with egg yolk and then bake for 20 minutes until puffed and golden.

■ Garnish with chopped parsley.

Taking maths out of the classroom Fairton students embraced their inner arithmeticians throughout New Zealand Maths Week. But problem-solving isn’t just for the classroom – here students can be seen tackling calculations out in the playground.

Creating masterpieces Hinds School students have been working both sides of the brain this month.

In workshops given by visiting artist Neil Shaskey, students learned the secret to etching a masterpiece – for Year 5 and 6, how to draw rowers and for Years 1 and 2, how to draw birds.

Three teams of mathletes from Year 7 and 8 also travelled to Timaru to crunch numbers at the Aoraki Maths Competition.

The groups went head-tohead with 17 other teams from Mid Canterbury, South Canterbury and North Otago, and spent a “nerve-wracking” 30 minutes sharing their ideas and strengths to solve 20 tough questions.

Ashburton Electronic and Keyboard Club On Monday night we were greeted by Alan Andrew’s giving the piano at the Senior Centre a good workout. Some of those tunes were Sailor: Stanger on the Shore and Galway Bay. Really good tunes to get the evening off to a good start.

Janet then welcomed us all for the evening and gave us a catch up on club news for month and wished all those members who were ill a speedy recovery.

Jackie Currie and Margaret Twamley were our hostess’s for the evening, although Margaret was sick and Jackie was on her own. Our first entertainer was Bev French on piano, with Remember Your Mine: One Day at a Time: There’s a Bridle Hanging on the Wall and to finish I’ve got Sixpence some really nice tunes.

Then followed the Accordion Group – Bernard R on keyboard, Rose S. Lorraine B, Peter T, Cushla C, Irene W, Shirley M and Michael K all on accordions. Tunes played by this group were Snow Waltz: Irish Rover and San Antonio Rose: Northern Lights: A Gordon for Me and Westering Home. And to finish The Merry Ploughboy. These all had the audience singing along.

Judith Lamont was next with a story on a mammogram which had us all in fits of laughter. Audrey Richards was next to entertain on the Piano with Ocean Spray: Fairy Whispers: and Old Time Minstrel Show. Really nice old tunes. The raffles followed with Janet Smith, Marg Reddecliffe, Lorraine Pluck, Michael Kingsbury and Lorraine Boud being winners. Congratulations to all.

Rose was next to entertain us with Tickle My Heart and Singing the Blues: which she had recorded on her Keyboard and had Anne Allott and Audrey Richards accompanying her with Ukuleles. Rose then went on to play on piano Rapaz Band and her own personal favourite Edelweiss these two accompanied by keyboard.

Judith once again gave us a couple more jokes, where does she get them from, and once again a good laugh. Michael Kingsbury was our last entertainer for evening so we sat back to enjoy I just

Ashburton MSA Bowling Club With our winter bowls program coming to a close our focus switches to the summer version of the game. We hosted Richmond Club on Sunday August 20 and had an enjoyable day of bowls but went down 75- 60 a big improvement on our score from when we visited them last month.

Our greenkeeper Tony Inwood under the watchful eye of Superviser Richard King have the green looking a picture and should be in great condition for the

season.

Ashburton Photographic Society Cameras can be tricky things, they need a bit of love and attention, like us all.

Our first meeting this month we looked at cleaning sensors and lenses. This was done with the assistance of David Oakley. We moved on to looking again at cropping and editing images.

Phil Melgren judged the Natural History competition for us.

Grey Power Ashburton Inc. On Monday August 21 President Peter Thomas welcomed 40 to 50 members to the monthly General Meeting of Grey Power Ashburton.

Apologies were received from; Shona Thomas; Carol Price; Pat Gibson; Pauline Scott and Isabel Cameron. Greer moved their acceptance; seconded by Colin – carried.

Peter read a short amusing poem, then introduced Councillor Diane Rawlinson to answer any questions on the new rubbish collection system using wheelie bins. The information booklet supplied seems to cover most problems.

Peter then introduced Robin Burton our speaker for the afternoon. In the summer of 2014 Robin made a 30 day trip to the Sub Antarctic Islands and Antarctica, he showed us a wonderful collection of photographs of this vast and scenic continent. Robin is a descendant of Bill Burton who was a stoker on the Terra Nova the ship that took Robert Falcon Scott to the Antarctic. Robin’s father also had spent some time in the Antarctic. It was especially interesting to see the places his father and grandfather had been, the wonderful views and wildlife.

Greer Ricketts passed a vote of thanks and presented Robin with a fruit tray.

Vice President Colin then suggested that we may set up a car pooling system for members who were unable to easily attend meetings. There will be a note about this in the next newsletter in October.

The raffle was drawn and prizes distributed.

Bernard entertained on the piano while afternoon tea was served.

Next meeting September 18 where the speaker will be Kate White on Timebanking.

The meeting concluded 3.20pm.

Conor McGregor could lose millions before he even steps into the ring for Sunday’s fight against Floyd Mayweather.

Ahead of Saturday’s weigh-in, Mayweather has warned McGregor that he must reach the weight limit of 154 pounds or pay a significant penalty.

Mayweather was concerned McGregor appeared to be heading into the fight over the limit, saying the Irishman was “extremely heavy” and had only a couple of days to lose the weight.

The fight would proceed as scheduled if McGregor missed weight but Mayweather would seek to recoup a chunk of his opponent’s purse.

Mayweather told Fight Hype: “Conor McGregor is extremely heavy right now,

In brief Hayne opens up Jarryd Hayne says the tipping point in his relationship with sacked Gold Coast coach Neil Henry was a media report which said the mentor didn’t support signing him. Surprising journalists with an unscheduled media conference, Hayne said the newspaper article was the basis of the pair’s public falling out. Henry was sacked on Monday with club boss Graham Annesley attributing the fractured relationship between coach and star player as a factor in the decision.

Ngatai a Breaker Forward Jordan Ngatai has returned from the Tall Blacks’ Asia Cup basketball campaign to be handed the last fulltime vacancy on the New Zealand Breakers’ roster. Porirua-born Ngatai, 24, had stepped up from development player to a fulltime spot with the Breakers in the previous Australian NBL season. He says he went to the Asia Cup trying to prove he was worthy of retaining his place with the Auckland-based club. Both the Tall Blacks and the Breakers have Paul Henare as their head coach.

England face uphill task Defending Portia Woodman continues to prove an impossible task.

Woodman’s feats were again to the fore as the Black Ferns marched into the World Cup final with a dominant 45-12 win over the USA in Belfast yesterday.

After collecting four further tries, Woodman took her personal tally to 13 in four games; seven more than Canada’s Magali Harvey.

One try against the USA was as good as any you will see. Coming off her right wing from a scrum, Woodman beat four defenders in a remarkable 40 metre burst.

The way she did it was so impressive; changing direction in an instant without losing pace and shifting the ball from sideto-side to allow her to fend with both hands.

“It’s pretty cool. It’s wasn’t until the final whistle went and you look around and think ‘oh my goodness we’re actually in the final’. Back home the girls work full time around their rugby it’s pretty incredible to know little old New Zealand can get to another final.

“The coaches have been able to manage a few of us so a lot of the players are still quite fresh considering how many recovery days we get and how many games we have been playing.”

Wellington Phoenix have signed former Newcastle Jets and Sydney FC star Ali Abbas for a return to the A-League. The Iraq international’s two-season deal completes the Phoenix’s squad under new coach Darije Kalezic.

The 30-year-old Abbas already boasts 128 A-League games, having played three seasons with the Jets followed by four at Sydney FC before one-season with South Korean outfit Pohang Steelers.

Tickets recovered Cricket Australia has recovered almost 3000 scalped tickets for December’s Ashes Test in Perth.

CA said the 2890 tickets were being sold on eBay for the third Test of Australia’s five-Test series against England. The tickets will be placed back on sale through CA channels next Monday in what the sport’s governing body says is a warning to scalpers. “This is a very clear message to those who try to take advantage of the system and scalp tickets at inflated prices,” CA’s executive general manager, events and leagues, Anthony Everard, said in a statement. “We will identify and cancel tickets.

Jones fails drug test Jon Jones could face a lengthy suspension from mixed martial arts after the UFC light heavyweight champion was notified of his second potential violation of the sport’s anti-doping policy. Jones is widely considered the top poundfor-pound fighter in the sport, but his potential violation stems from a sample collected after his weigh-in July 28 for his title fight against Daniel Cormier at UFC 214 in Anaheim, California. Jones won the fight and reclaimed his 205-pound belt after sitting out the previous year for a failed doping test. The victory appeared to be a return to glory for a long-troubled fighter who has repeatedly hindered his stellar career with misbehaviour outside the octagon.

Moving pitch for stadium?

The preferred option for a new roofed arena in Christchurch is for a retractable pitch and will come in at nearly half a billion dollars, according to a feasibility report.

The government has released the report, which looks at a potential long-term replacement for Lancaster Park – damaged by the 2011 earthquake.

It has bought land across three blocks near the CBD for the arena, but no further progress has been made.

A covered arena is wanted, given Christchurch’s winters.

tential users’ criteria were: ■ A 25,000-seat arena with a transparent roof. Estimated cost $465 million ■ A 25,000-seat arena with a solid roof and retractable pitch. Estimated cost $496m Capacity could be increased by 5000 temporary seats.

The feasibility report, by the Christchurch Stadium Trust, says if there was a preferred option it was the $496m model.

“The versatility, potential utilisation and event opportunities this option offers presents a positive financial performance,” the authors said.

“The retractable pitch provides the character of an arena as opposed to a stadium, which is still the predominant mode of (Dunedin’s) Forsyth Barr Stadium.”

The other two options were a 30,000-seat arena with a solid roof and retractable pitch for $584m and a 25,000-seat arena with 75 to 80 per cent roof cover for $368m.

A 30,000-seat stadium was less than NZ Rugby and Canterbury Rugby wanted but neither would contribute to building costs.

Concert promoters also wanted up to 40,000 seats.

The council had $253m in

long-term funding plans for the project and the balance could come from a regional rate. Debt funding and pre-sales of commercial rights weren’t ideal, the report said.

Minister supporting Greater Christchurch Regeneration Nicky Wagner says the next step is to decide on a preferred option and further develop the business case.

“Any option must be an asset for Christchurch, Canterbury and New Zealand. That means generating revenue, but it also means embracing innovative trends and new technologies.”

Auckland businessman Paul Davys has abandoned plans to buy the Warriors NRL club after his bid was rejected by current owner Eric Watson.

Davys confirmed he would not be following through with plans to buy the Penrose-based franchise blaming a “confusing process” as the reason why the deal fell through.

His offer of $15 million was last knocked back on Tuesday night by Watson, who was holding out seeking $20 million for the club he has owned in part since 2000.

Both parties signed a non-disclosure and confidentiality agreement and have been going through the due diligence process over the past fortnight.

Davys has expressed his frustration over the way negotiations were handled by Watson, saying he received mixed messages about whether his bid would be accepted.

“I have withdrawn my interest due to a confusing sale process,” Davys said.

“I was given every indication that my offer was accepted subject to me completing due diligence which is a normal process when an offer is accepted.

“This week, I find out that the sale is being handled more like a tender. I was advised this week that I needed to complete my due diligence then submit an offer for Eric to consider.

“This to me is back to front and time delaying.

“Regardless of whatever you read or hear, this is what has happened.

“Eric made it known to me last night that he was not happy with my offer which by the way was a good and fair offer that two weeks ago was accepted subject to due diligence which was to take place this week.

“From there my understanding was I needed to meet with the NRL which both Eric and [Warriors managing director] Jim [Doyle] had mentioned would not be an issue.

“To say I’m disappointed is an understatement considering my understanding of where we were at with negotiations and I genuinely believe in the difference I could have made to the club.

Being a Candidate in the 2017 General Election Candidate nominations are now open for the 2017 General Election.

Nomination of Electorate Candidates There are two ways to nominate electorate candidates: • Bulk nominations, where the secretary of a registered party nominates all the party’s candidates through the Electoral Commission.

• Individual nominations, where two enrolled electors of an electorate nominate a candidate through the Returning Officer for the electorate.

Candidates for registered parties should check with their party secretary which method of nomination their party is using because candidates can only use the method chosen by the party secretary.

Deadline for Nomination of Electorate Candidates Bulk nominations by registered parties must be lodged with the Electoral Commission in Wellington by noon Monday 28 August 2017.

Individual nominations must be lodged with the Returning Officer for the electorate by noon Tuesday 29 August 2017.

Parties, nominators and candidates are encouraged to ensure that all nomination requirements are completed as soon as possible. The deadline cannot be extended. Individual nominations must be on the Individual Candidate Nomination Form for the 2017 General Election and be accompanied by a $300 deposit in the form of money, bank draft or bank cheque made out to ‘Electoral Commission Trust Account’.

Personal cheques cannot be accepted.

Sport Lolohea hit the booze Former Warriors utility Tui Lolohea has revealed he “drowned his sorrows” in alcohol to deal with his frustrations during his last months in Auckland before joining Wests Tigers.

The 22-year-old said he turned to alcohol after growing disillusioned at a lack of game time and being forced to play on the wing under Warriors coach Stephen Kearney. “I got to a point where I felt that just wasn’t me,” Lolohea said. He admitted he used alcohol as a crutch while he waited to be granted a release from the Warriors but says he has cleaned up his act since moving across the Tasman.

After a long season of netball, only 40-minutes stands between either Celtic or Ashburton College and the Mid Canterbury Netball Premier crown.

Both sides have been the most consistent right from the intercentre competition at the start of the year to the semi-finals of the premier competition, with both coming off strong results leading up to the final.

Celtic have been unbeaten since the start of the round robin, and accounted for AshColl by 10 points the last time

the sides met. Ashburton College bounced back from a postschool holiday slump to blast past Hampstead last week 40-24.

Despite falling in the Supernet semifinal against St Margaret’s College last week, coach Angela Mitchell said she was still pleased with how the season had gone.

“We are really pleased with how the season has gone. We started with the inter-centre competition which was really challenging but we feel like we’ve played pretty consistently throughout,” she said.

“Our goals were to make it in

to the semis of both competitions and we have done that.”

Celtic coach Angela Leadley said they were really pleased with how their season had gone so far, but were not expecting an easy game tonight.

“We are expecting a really hard game. They will be disappointed about not making it in to the Supernet final,” she said.

“Their speed is a real asset, and they have quite accurate shooters so we will be aiming to break that up.”

Over in the AshColl corner, Mitchell also highlighted speed as a key factor.

“The last time we played them their speed was difficult to control. The highlight was we kept fighting and didn’t let them get away,” she said.

“We need to be more resilient and slow them down, and to be more clinical.”

Hampstead and Methven will contest the third and fourth play-off, while Rakaia will face Ashburton College B in the final of the premier two competition.

Hampstead B will take on Celtic B in the third and fourth play-off. The final starts at 7pm, with the other matches beginning at 6pm.

Western Force win right to appeal axing A Supreme Court judge has granted the Western Force the right to appeal the Australian Rugby Union’s decision to axe the team from the Super Rugby competition.

Justice David Hammerschlag of the New South Wales state Supreme Court yesterday said he had read written submissions from both the Force and

the ARU and he believed an appeal should be heard.

Hammerschlag said he would go straight into hearing the appeal, but a decision might not be announced until next week.

RugbyWA, backers of the Force, argued the ARU had no right to axe the Perth-based club under the terms of the

alignment deal that was struck last year. In that deal, which was effectively a takeover, the ARU was reported to have guaranteed the Force’s future until at least the end of the broadcast deal in 2020.

Fancy Bears out Nelsen Former All Whites captain Ryan Nelsen is one of a number of footballers named by hackers Fancy Bears as players permitted to use otherwise-banned medicines during the 2010 World Cup. The ex Blackburn, QPR and Tottenham defender declared the use of prednisone, a corticosteroid. Others named include former Argentine stars Carlos Tevez and Juan Veron and former Dutch striker Dirk Kuyt. There is no suggestion any of these footballers have done anything wrong.
