Waste contract risk to ratepayers? BY SUSAN SANDYS

Ashburton WasteBusters gaining the Ashburton District’s waste management and resource recovery contract would bring the risk of financial loss to ratepayers, says the group’s founder. Sheryl Stivens, who established the community group in 1993 but left it five years ago, said yesterday she was concerned about the pitch it made last week to win back the contract. Mrs Stivens said today’s global markets for recyclable materials were volatile. Whichever organisation was suc-
cessful in tendering for the contract carried the risk of operating at a loss, and she doubted the ability of WasteBusters to carry such a risk. “It would be a local community group to carry a community the size of Ashburton through the market highs and lows,” Mrs Stivens said. However, WasteBusters joint manager Tony Dawson said last night there was no risk to ratepayers. “Because the contractor, whoever it may be, is being paid to process recyclables, what we are proposing is a partnership where we return 30 per
cent of our profits to council whatever they may be,” Mr Dawson said. WasteBusters last week made a pitch to councillors in a bid to win back the district waste management and resource recovery contract it lost five years ago to Mastagard. The contract ends in June and Envirowaste, which bought Mastagard, has asked for a roll-over to 2017.
