Mid Canterbury’s two main players in the red meat processing industry have been hit in the pocket for a combined total of almost $170,000 for failing to keep workers safe.

Anzco and Silver Fern Farms representatives appeared for sentencing before Judge Joanna Maze in the Ashburton District Court yesterday, on charges of failing to take all practicable steps to ensure the safety of the worker, laid under the Health and Safety in Employment Act 1992.

The Anzco charge related to the crushing injuries inflicted on 21-yearold Halal slaughterman Hisham Almansi when he became trapped in a hydraulic gate at company’s Seafield plant on June 3 last year.

He was left with severe head injuries, broken legs, a fractured back and a lacerated liver, and later suffered a stroke as a consequence.

Judge Maze convicted the company and awarded Mr Almansi $68,000 in reparations to reflect the emotional harm he continues to suffer as a consequence of the accident.

Anzco had already contributed $12,000 toward topping up Mr Almansi’s ACC payments.

The company was further fined $39,000 for failing to ensure his safety, however Judge Maze noted its good record in terms of safety.

Silver Fern Farms was fined $38,000 and ordered to make reparations of $2500 to Trevor Taylor as a result of a work place accident at the company’s Fairton plant, which also occurred in

June last year. A long-time employee, Mr Taylor was working as a cleaner at the plant during the off-season when he was electrocuted when the hearth brush he was using came into contact with a live cable underneath cabinetry.

He was temporarily blinded and left with burns to his face and arms.

Silver Fern Farms had already contributed $10,000 toward Mr Taylor’s costs and this was considered when determining the emotional harm component of the reparation payment.

The maximum fine available for both charges was $250,000.

Exposed live cable ‘a ticking bomb’

The exposed electrical cable which electrocuted a 62-yearold meat worker at Silver Fern Farms Fairton meat works had been a ticking bomb for the best part of a decade.

In the Ashburton District Court yesterday the company was convicted and fined $38,000 for failing to provide a safe workplace under the Health and Safety in Employment Act. The fine reflected an uplift of 5 per cent because of SFFs recent workplace safety-related conviction.

The court was told a live cable had been cut off flush with the concrete floor, but not disconnected from the mains power supply, during renovation work in a switch room some 10 years ago.

Cabinetry had been installed above the cable, which went unnoticed until Trevor Taylor touched it with a hearth brush while cleaning for the company during the off-season last June.

Judge Joanna Maze questioned who had signed off on the electrical work and was told by SFF lawyer Tim Cleary that there was no requirement within the electricity industry

for a third party to check compliance.

The company employed its own electricians at the time.

The offending cable was obscured by paint flakes and metal filings, which likely caused the 400-volt flashback resulting in Mr Taylor’s burn injuries.

Workspace prosecutor Sarah Backhouse said SFF had failed to identify the hazard through insufficient audits and verification surveys and as such had been lax in terms of workplace safety.

“The hazard was obscure and not obvious but the focus should be on the hazard itself,” she said.

Judge Maze concurred with WorkSafe’s findings.

“Regular documenting and checks would have revealed the problem but it lay undiscovered for 10 years because nobody did anything about it,” she said.

“It is difficult to imagine anything more glaringly obvious than an exposed live end of a cable – even if it was under a structure.”

She said the hazard could have been easily and cheaply remedied, and the company was fortunate the consequences had not been more serious.

Driver lucky after car leaves road A middle-aged man was taken to Ashburton Hospital’s emergency services department with moderate injuries after his car left Singletree Road yesterday afternoon and ploughed into a hedge.

His vehicle had been travelling

north on the road and failed to take a right-hand bend, running across a paddock and coming to rest in the hedgerow.

Firefighters cut a door off the car so the driver could be extricated and he was treated by paramedics at the scene before

being transported to hospital about 3.30pm. “He’s been very lucky,” Ashburton fire station officer Jeff Marshall said.

“He’s somehow missed the corner and travelled through a paddock before crashing into some trees.”

Radio programmes win world awards Two NZME radio programmes have won awards at a worldwide radio competition in New York.

The Anzac Centenary Tribute, a four-part 2015 Anzac documentary commemorating the Gallipoli landings voiced by Leighton Smith on Newstalk ZB, won two awards at the New York Festival’s World Best Radio Programmes ceremony.

Writer/director Josh Couch won a gold award for Best Writing, and the programme won a silver award for Best History Documentary.

The Crazy Kiwi Christmas Kids’ Show broadcast on Newstalk ZB and Radio Sport on Christmas morning won a silver award for Best Children’s Show, while director Phil Guyan won a Bronze

award for Best Director.

Jack Tame, Rachel Smalley and Smith all contributed to the children’s show through reading children’s stories.

And in Tame’s case, also through singing.

Hundreds take part in music festival Melodic tunes from hundreds of young Mid Cantabrians could be heard during the final rehearsal for the Mid Canterbury Primary Schools’ Music Festival yesterday morning.

Tonight Chertsey, Longbeach, Mayfield, Ashburton Netherby, St Joseph’s and Ashburton Borough schools will perform.

The festival will end with Fairton, Methven, Allenton, Hampstead and Ashburton Intermediate schools tomorrow night.

Injuries have dramatic effect

Hisham Almansi’s life changed irrevocably on June 3 last year.

Employed as a Halal slaughterman at Anzco’s CMP plant near Ashburton, the 21-year-old went to work with the promise of a career in medicine ahead of him.

By the day’s end he lay in an intensive care ward with fractured legs, a broken back, a lacerated liver, serious head injuries and a bleak future. He also suffered a stroke as a consequence of his injuries.

Yesterday, the company faced Judge Joanna Maze for sentencing on a charge of failing to take

all practicable steps to ensure the safety of the worker.

The $68,000 he was awarded for emotional harm incurred as a result of the accident was scant compensation for his parents, who sat in the public gallery along with the company hierarchy.

Mr Almansi had come to New Zealand accompanied by his parents and four younger siblings.

As the eldest son he had the customary responsibility to provide for his family and came to New Zealand to save for his planned studies.

His job was to slaughter stunned cattle, in accordance with Halal customs within the re-

quired 10 second interval.

On June 3 a beast “fell awkwardly” from the stun box onto the slaughter table. Its head remained trapped under the hydraulic gate of the stun box. It was unclear whether it had been incapacitated by the stunning apparatus.

A co-worker attempted to climb onto the table to free the animal but slipped. Mr Almansi then climbed onto the table endeavouring to reposition the animal’s head, as the stun box operator leaned through the box door to pass a captured bolt (humane killing) gun.

WorkSafe NZ surmised the op-

erator inadvertently activated a switch which closed the hydraulic door to the box, crushing Mr Almansi as it did so. There was no guard over the switch to prevent this occurring.

Judge Maze described Mr Almansi as a “young man of considerable ability and prospects for further education”, who was in New Zealand on a work visa.

She said the victim impact statement provided to the court made for sobering reading and delved into the emotional harm incurred as a consequence of his injuries.

Mr Almansi now suffers from depression, loss of motivation

and flashbacks caused by posttraumatic stress disorder. His future was now unknown but it was very unlikely he will fulfill his ambition to study medicine, Judge Maze said.

His work visa had been cancelled, he remained in New Zealand on a recently-granted temporary six-month visa and faced the very real possibility of having to return to Jordan where the prospect of accessing publiclyfunded rehabilitation options was minimal.

All of this contributed to the family’s angst and they are now living with the residual consequences, Judge Maze said.

Act not affecting billeting

Concerns over student safety following the implementation of the Vulnerable Children Act has caused some schools nationally to can billeting, however Mid Canterbury remains largely unaffected.

Due to fears of being liable if something happened to their students while billeting some schools around the country have stopped allowing billeting situations or have enforced police vetting for all families taking in billets.

According to the Ministry of Social Development parents involved in billeting are considered volunteers so are exempt from mandatory safety checks but this has not stopped the fears.

Mid Canterbury Principals’ As-

sociation president Hilary Boyce said it was not a concern for most schools in the district because the majority of them already did not allow billeting.

“I think those days are pretty much over.

“This is due to the fact that you can’t guarantee the suitability of all people in the house.

“As a school you might not know who else is staying in the house.”

Schools have to be able to guarantee the safety of their students while on trips so don’t usually put their students in billeting situations, she said.

Mount Hutt College is one school in the area that does offer billeting to students once a year and has not been put off by the act. Acting principal Kris Canham said the only billeting

the school has been involved with in the past couple of years has been their annual exchange with Mount Aspiring College in Wanaka.

Every second year Mount Hutt College students will stay with families in Wanaka and on alternating years Mount Aspiring College students will come to Methven.

The school has taken into consideration the Vulnerable Children Act and does not feel that billeting goes against anything in the act.

“In light of the Vulnerable Children Act all schools are considering all of their procedures and making sure that they are doing things correctly to the best that they can.”

Billeting is beneficial for students because it is a good op-

portunity to experience different lifestyles, she said.

“Billeting is a really good learning experience for students not just to go and take part in their sports with their counterparts but also to be billeted with their families and get to know their counterparts a bit better, understand their lifestyle and culture.”

One change they have made this year, which was already being put into place before the act, is the mandatory police vetting of all adults in billeting situations.

“Many of our families are very familiar with that because they have to do it with the international students and visitors.”

It has always been a requirement for hosts of international students and has now been extended to billets.

‘It’s about making the roads safer for everyone’ Truck drivers who work for Philip Wareing Ltd and the wider Wareing transport group turned the spotlight on road safety and crash prevention at a seminar in Ashburton recently.

It was one of four seminars run by the company for over 300 drivers, said spokesman Mark Wareing. The seminars were run in conjunction with the New Zealand Transport Agency and focused on truck roll overs and how to improve road safety.

“It was about vehicle stability and performance and really driving to the conditions of the road and the load.”

He said drivers had positive feedback and said the sessions were informative. “It’s all about making the roads safer for everyone.”

He said truck roll overs or crashes had the potential to cause serious injury, as well as damage vehicles and roads.

The company believed in investing money in driver education as its reputation was on the line on every truck journey.

The NZTA says driver behaviour is still the most crucial factor in avoiding crashes, despite the latest technology in cabs.

Sexual attack A 65-year-old Wellington woman was subjected to a prolonged sexual attack in her own home after answering the door to a stranger. The woman’s ordeal began just after 6am on Friday when the man turned up at her Waihemo St home in Waitangirua, claiming to be looking for his daughter. The man then sexually assaulted the woman for several hours. Police say the man is known to have gone to at least one other property in the immediate area.

He is described as a clean shaven and well spoken Maori or Pacific Islander, over 1.8m tall. He is aged 35 to 45 and has short black hair.

Trapped in car A man has moderate injuries after being trapped in his car after a crash in Auckland’s One Tree Hill yesterday. Emergency services were called to Rawhiti Rd at 5.35pm where the man was extricated using rescue equipment, a fire service spokesman said.

He suffered moderate to minor injuries. The other driver wasn’t injured.

House fire A Turangi house was badly damaged by fire yesterday.

Emergency services were called to a “well involved” fire on Puataata Rd at 6.12pm, a fire service spokesman said. No one was inside the house at the time and there were no reports of injuries.

Early Learning Centre at Hinds and she and her husband Matt have five children. They moved to Mid Canterbury about 20 years ago.

She said in May her life experiences would put her in good stead for the candidacy. She has an interest in education and is concerned about declining living standards.

Mr Cameron said the long runin period to the election would give Mrs Luxton time to get to know the large electorate.

A man who took part in a gang style execution has been denied parole. Denis Luke went before the parole board early this month but was declined release. Luke was found guilty of murdering Christopher Crean in 1996, alongside three other Black Power members. Luke was on life parole at the time, having committed another murder 21 years earlier. In its decision, the board states that although Luke has held a minimum security classification since April 2012 he was still not ready for release.

Gas leak The main gas line supplying Morrinsville was ruptured yesterday causing a major gas leak in the Waikato township.

Northern fire shift manager Jaron Phillips said the 100mm pipeline that provided gas to the town had been severed adjacent to Anzac Ave. The incident happened around 12.07 pm. Fire crews and gas contractors attended the scene.

No change for Ashburton staff

Ara Institute of Canterbury’s Ashburton campus has not been affected by a recent staff review.

A review of corporate staff in Ashburton, Timaru and Oamaru was completed on June 3 following a month-long consultation period.

The outcome of the review was made known to staff at the end of last week.

An Ara spokesperson said one role at the Ashburton campus had been considered under the review but had not been affected.

Seven positions in Timaru, including three part-time roles, were affected and will be disestablished.

One new Timaru position was also created. This role is made up of finance and faculty management activity. “We are currently working through the outcomes

with staff affected,” she said.

Tertiary Education Union (TEU) organiser Kris Smith said she was thrilled to hear that the Ashburton position will remain.

“We’re very relieved. We made a strong submission for that position to be retained as a full-time position.”

TEU made submissions on behalf of all staff being considered under the review during the consultation period and many of

these submissions were taken on board, she said.

“Many of our responses were listened to, so we are pleased about that.”

The seven positions that have been disestablished in Timaru are on top of 19 other roles where people either chose not to transfer or were made redundant since the merger between Christchurch Polytechnic Institute of Technology and Aoraki Polytechnic on

December 31. Due to uncertainty about their future in the new organisation staff morale has been low and to support staff TEU has been holding community meetings at each campus.

They have not held a meeting in Ashburton yet but plan to in the near future, Ms Smith said.

Ara also recently completed a portfolio managers’ review and all affected parties were offered ongoing employment.

■ HEIGHTS OF WINTER ROGAINE

Ashburton prepares to host major rogaine event The Ashburton District will host a major rogaine event this weekend.

The 18th annual Heights of Winter Rogaine will be held in the Hakatere Conservation Area on Saturday, with the start and finish at Lake Clearwater.

The event has attracted nearly 400 competitors.

A rogaine is a form of endurance orienteering. Teams of between two and five navigate with a map to arrive at checkpoints marked on it.

The checkpoints have differing points values and teams collect points by visiting as many checkpoints as possible in the time available; the team with most points wins.

Organiser Stuart Payne said there would be 70 checkpoints across the mapped area and teams will register that they have visited each checkpoint using an electronic punching system. The map will be designed especially for the event.

The Hakatere rogaine is two events in one: a 12-hour and a 6-hour. The 12-hour event is the premier 12-hour contest on the New Zealand calendar. In fact, Matt Bixley, a regular competitor

from Dunedin, describes it as “the unofficial 12-hour world championship”.

Since first being held in 1998, the venues have mostly been in North Canterbury but also on Banks Peninsula, at Whitecliffs and near Woodbury.

The Ashburton District event has been organised by Peninsula and Plains Orienteers and there are 61 team entries in the 12-hour and 93 teams in the 6-hour; 393 competitors in total.

The favourites for the 12-hour open men’s title are the current New Zealand 24-hour rogaine champions, Chris Forne and Greig Hamilton.

Forne, was not only a member of last year’s world adventure racing championship winning team Seagate, but also in the winning team in this year’s Godzone.

Sophie Hart is another from the championship winning Seagate team, who with teammate Robyn Dunmore should go well in the 12-hour open women’s contest, but they will have to head off the current New Zealand 24-hour women’s rogaine champions, Lara Prince and Georgia Whitla, both of whom have also represented New Zealand at orienteering.

Bright vests for students Fairton School children are now a little bit safer thanks to a generous donation of high-visibility vests.

Each student received a bright yellow vest with the school logo from neighbouring business Talleys about a month ago and have been using them ever since.

A man is in critical condition after he was thrown from his vehicle following a collision with a police car during a pursuit through Whangarei city streets. The 45-year-old man was scheduled to have surgery at Whangarei Hospital on Monday following the crash outside the Otaika shopping centre on State Highway 1 about 2am. Two policemen in the patrol car received treatment for a mix of bruises and a moderate cut, with one officer requiring stitches.

The largest touring company in the world could be bringing some of the world’s biggest acts to Eden Park as soon as next year.

Live Nation operates in 37 countries, dealing in everything from live concerts and promotion, to band merchandise and artist management – they even have a joint venture with JayZ’s Roc Nation.

In recent years, they’ve been responsible for bringing the likes of Beyonce, Madonna, and Fleetwood Mac to New Zealand, as well as putting on the Auckland City Limits festival which brought artists like The National and Kendrick Lamar.

They are also about to bring Selena Gomez, The Cure, and Coldplay later this year.

In short, Live Nation has the power to bring some of the world’s biggest acts, and Eden Park provides a venue with which they can target a new demographic.

Eden Park has made a submission to Auckland’s new Unitary Plan, asking for permission to hold up to four concerts a year at the venue traditionally used only for rugby and cricket games.

A decision is not due until July, at the earliest, but Eden Park CEO Guy Ngata says they are planning for the best.

There is an acoustic barrier “ready to go up”, which will shield surrounding residences from too much noise at the eastern end of the stadium, while the other end is buffered by the outer oval.

In terms of acts, they say while shows like AC/DC and Guns N’ Roses do well at venues like Western Springs, Eden Park shows would have to adhere to a sound limit of around 75 decibels, while a loud rock concert comes in at about 100-120.

Thus, it would better lend itself to more lowkey singer/songwriter type acts like Ed Sheeran, Paul McCartney and Adele.

A crack in the engine has grounded Nasa’s high-tech aeroplane due to fly out of New Zealand to study the skies of the Southern Hemisphere. The Stratospheric Observatory for Infrared Astronomy (Sofia), a highly modified Boeing jetliner and huge internal telescope, arrived in Christchurch this month. “The crack was beyond acceptable limits set by the engine manufacturer. For safety reasons, Sofia will remain on the ground until the engine is replaced,” Nasa said.

Kitten strangler A 17-year-old Otorohanga youth is accused of strangling a kitten to death. Tere Teropiha Poi appeared in the Hamilton District Court yesterday charged with wilfully illtreating the kitten by tying a belt around its neck, tightening it and causing it to die at Kawhia on June 19. The charge has a maximum penalty of three years’ jail or a $50,000 fine. Poi also faces charges of assaulting a female, possession of a cannabis plant and possession of two water bongs for smoking cannabis on June 20. He was bailed and remanded to reappear in the Te Awamutu District Court on July 4.

$750,000 theft A Waikato woman has admitted stealing $750,000 from her employer over five years. The 45-year-old, who has interim name suppression, appeared in the Hamilton District Court yesterday and admitted a charge of false accounting and one representative charge of theft by a person in a special relationship between 2009 and 2015. The woman, who faces a jail term, had worked at the firm for 10 years before a merger in 2009 and was understood to have been a trusted member of staff.

US thanks NZ for ‘staunch support’ Prime Minister John Key says the Government did consider sending the SAS to Iraq after a request from US Defence Secretary Ash Carter but opted against what would have effectively been a combat role.

Mr Carter has thanked the New Zealand Government for agreeing to extend its training deployment to Iraq after Mr Key’s announcement on Monday and the New Zealand public for what Mr Carter said was its “staunch support” for the anti-Isis (Islamic State) coalition’s efforts.

The decision to extend the deployment by 18 months followed a letter from Mr Carter to New Zealand and the other 65 countries in the anti-Isis coalition, requesting more help including special forces to work alongside Iraqi forces.

Mr Key said it was no secret the US had asked for the SAS but he opted against it partly because the Iraqi Government did not want it. “On the ground combat troops in an advise, assist and accompany role such as we had in Kabul is not something the Iraqis want.”

Mr Key also hit back at Labour leader Andrew Little’s criticism of the decision to extend the deployment, saying New Zealand could not sit back and let other countries do the work.

“If he is going to pull the troops out, then he has to answer the simple question I have to answer as Prime Minister, which is, ‘is it ok for us to do absolutely nothing’. It is convenient to say New Zealand should expect every other country to do the heavy lifting, but I don’t think it is where New Zealanders are at.”

A new funding system for schools and teachers has been proposed by the Government, including a “global” salary system already being criticised by the secondary schools union.

In consultation documents published on the Ministry of Education’s website, the department proposes a new funding system with “the potential to increase flexibility in schools’ use of funding while simplifying funding arrangements”.

The change would set a “global budget” for each school, delivered as cash instalments for school expenses, and a credit system for salaries. The global budget system would not be the same as the controversial bulk funding of teacher salaries that sparked protests 20

years ago, the proposal said.

However, Post Primary Teachers Association president Angela Roberts has criticised the proposal, saying it would mean schools were incentivised to hire fewer teachers so they had more money to spend elsewhere.

“Schools are going to be in the terrible position of trying to make decisions about how to pay for the entire school to run and there will be significant pressure on them to reduce their staffing costs, both teacher aides and teachers,” she told Radio New Zealand.

Teachers and parents had rejected bulk funding 20 years ago, Ms Roberts told the broadcaster, and she expected they would do the same with this proposal.

Health and safety no laughing matter Michelle Nelson

I

t’s easy to make light of health and safety regulations in workplaces. Raise the topic and inevitably the eyebrows of colleagues will also rise along with the inevitable jibes about paper cuts.

But it’s no laughing matter for those who have suffered serious workplace injuries.

People like young Hisham Almansi, who may never recover from the head injuries he sustained in a local meat processing plant just over 12 months ago.

ANZCO pleaded guilty to the charge of failing to take all practicable steps to ensure the safety of the worker earlier this year. Hisham was not physically capable of attending yesterday’s sentencing hearing in the Ashburton District Court, but his parents were there to hear Judge Joanna Maze award their son $68,000 to account for the emotional harm he suffered.

And their despair was plain for all to see.

As the eldest son in a Jordanian family, Hisham carried his family’s dreams.

He came to New Zealand with the intention of working hard and saving money to pursue a career in medicine.

The ambitious 20-year-old’s plans were snuffed out in the space of a few short minutes.

The future for Hisham, his parents and four younger siblings now hangs in the balance.

His work permit has been revoked, along with it his eligibility to receive ACC payments. A recently-issued temporary visa will cover the next six months – six months in which the family have some big decisions to make.

Hisham requires fulltime care, 24 hours a day, seven days a week. The family is unlikely to be granted further visas to allow them to remain in New Zealand but state-funded rehabilitation programmes are virtually nonexistent in Jordan.

While the accident which crushed Hashim, physically, emotionally and spiritually, could not necessarily have been foreseen, systems have now been put in place to ensure the same fate will not befall another employee doing the same job.

That’s why workplace health and safety must be taken seriously.

YOUR VIEW Water Sadly, and predictably, Mrs Branje has, with her abusive letter laden with conspiracy theories, closed the door on any rational debate.

Rather than rail against a well that is going to draw about half to one-third of the water used by a small/medium dairy farm, her energies and passion about water would probably be better directed at ensuring that ECan is robustly and effectively enforcing the terms of irrigation consents.

That would certainly save more water than the Lot 9 well is going to use.

I am equally appalled about the sewerage dump on our beautiful East Street Green. Siting a sewerage dumping site on our green amounts to an act of willing desecration by council in my opinion.

The reason provided by council to ratepayers for the change of location (from the originally agreed site at the layby at the north end of Ashburton) was council deemed it too expensive to run a length of pipe connecting the sewerage dump to the sewer main.

But wait, on June 14 council voted to close the middle section of a water race near Rakaia while acknowledging there has been no bleating from affected landowners in 20 years!

The plan is to then use a piece of pipe to re-join the upper part to the lower part of the race.

Council tell us this work will cost $18,000 yet they could not afford the pipe to connect the sewerage dump to the sewer main from the original intended location?

Why do we even need this sewerage dump when there is already one located approximately 400 metres away?

What about the ongoing costs of this sewerage dump to rate-

payers? Will there be an applicable pan tax regularly charged to the ratepayers like other businesses are forced to pay?

Unfortunately I am reminded about the quotes this council has provided us ratepayers for projects including the Art Gallery, the EA Networks Centre (both of which we are still throwing money into), and the original quote for the sewerage dump (then to be located at the north end of Ashburton). How accurate were they?

It will be interesting to note which way councillors voted for various projects and the response of ratepayers at election time.

Sleepless nights: When counting sheep doesn’t work I

n small business, we try our best to keep an eye on national, regional, and local regulatory changes.

These changes seem to come fast at times, and look like a great big paint brush has been used across all businesses. At other times it is industry specific, targeted and affects only certain business practices.

The trickledown effect that even small changes can have on businesses can be catastrophic.

At certain times being in small business can feel very much like being a small fish in a very big pond, and I, for one, can, at times, be kept awake at night imagining the worst.

bution it makes to the community. Last year we helped raise $220,000 for IHC through its Calf & Rural Scheme.

We have made a private written submission to parliament, and offered to travel to Wellington and make a verbal submission.

On our own, we are a small owner/operator business and have one very small voice.

Then I remember. I am now part of a bigger community. A strong vibrant Mid Canterbury business community that is

facing many challenges currently and is looking for resilient answers.

A couple of phone calls and I am talking to others that can help. We are swapping opinions and solutions, and we are finding common ground.

A few more phone calls, one to another independent contractor and some to dairy farmers and our business is now part of a larger group that is facing the same regulatory change challenge.

When I speak about the proposed changes I now have the bigger picture, I understand where other stakeholders stand and I know I’m not alone.

Mid Canterbury is a great place to do business, and collectively whatever issues our businesses are facing we are stronger together.

Show of nuclear force The United States has flexed its muscle by parading two of its nuclear-powered aircraft carriers in the troubled South China Sea. Beijing has responded by making its own presence felt.

At least one Chinese ship tailed the USS John C. Stennis daily during its recent cruise through the South China Sea, although no incidents were reported.

The 100,000-ton Nimitz class aircraft carrier USS John C. Stennis was joined in the South China Sea last week by the USS Ronald Reagan, allowing the two to carry out dual flight operations in international waters.

But even as the US and Chinese warships faced off, Indonesia was firing live ammunition near Chinese fishermen it says were ‘stealing’ fish from its waters.

It was the third such incident in recent months.

The presence of the two carrier strike groups demonstrated the US’s ability to operate tandem forces in the same area at the same time and afforded a rare opportunity for joint training “in a high end scenario,” Rear Admiral John D. Alexander, commander of the Reagan carrier strike group, was quoted as saying on the website of the US 7th Fleet.

“We must take advantage of these opportunities to practise warfighting techniques that are required to prevail in modern naval operations,” Alexander was quoted as saying.

Rear Admiral Marcus Hitchcock said that the Chinese have been a constant presence, but that he didn’t know what ships had been shadowing the strike group or what their purpose for being there had been.

“We did see the (People’s Liberation Army Navy) ships quite routinely throughout the South China Sea. “As a matter of fact, we were in constant visual contact

with at least one PLAN ship at any given time, 24-7,” Hitchcock told reporters aboard the 100,000-ton Nimitz class carrier.

Hitchcock said interactions between the two navies were “safe, they were professional, we had a way to communicate effectively with each other and we didn’t have any misunderstandings or miscalculations or anything like that.”

“I don’t find it much of a bother at all, to be honest,” he said.

“They maintain a respectful distance and they haven’t really tried to interfere with any of our operations.

“So they’re just a presence there and we’ve been able to conduct anything we’ve wanted to throughout the entire time.”

Despite lingering suspicions, the two navies have been gradually expanding contacts and have agreed to protocols to avoid any unintended incidents happening at sea.

Hundreds of delegates in ‘stop Trump’ bid

BY ED O’KEEFE A campaign to stop Donald Trump from becoming the Republican presidential nominee has the support of nearly 400 delegates to the party’s convention next month, according to organisers.

That is quickly transforming what began as an idea tossed around on social media into a force that could derail a national campaign.

While organisers concede their plan could worsen internal party strife, they believe that they are responding to deep-rooted concerns among conservatives about Trump, who is suffering from declining poll numbers after weeks of missteps and embarrassing headlines.

“Short-term, yes, there’s going to be chaos,” said Kendal Unruh, a co-founder of the group, Free the Delegates.

“Long-term this saves the

party and we win the election.

“We’re going to go through the trauma of the birthing pains, but the reward will be worth it.”

Unruh said her cause is winning support from “the nonrabble rousers.

Fairfax may have the advantage The demerger of NZME from its parent, APN News & Media, risks giving rival publisher Fairfax Media the upper hand in the detailed talks still to come to create a merged media group from NZME and Fairfax’s New Zealand assets, say investment advisers Credit Suisse.

In a note to clients dated June

16, senior Credit Suisse analyst Arie Dekker says if the NZME demerger “is completed before negotiations are completed on transaction terms with Fairfax Media, then we wonder whether Fairfax Media may have a negotiation advantage.”

The NZME demerger has gained shareholder and regulatory approvals, followed swiftly by the sale by APN of its Australian

regional newspaper titles to News Corp for $A36 million.

Dekker also suggests the merged entity would look again at introducing a paywall “for content that is unique”, the concept having been abandoned by NZME because it believed it would lose market share to Fairfax’s Stuff website, where a strategic decision has been made not to introduce a paywall.

Confidence vote for Christchurch

Tegel Group Holdings, the poultry group taken public by private equity firm Affinity Equity Partners in April, reported annual sales and profit that beat its prospectus forecasts and said it was on track to achieve its targets for the current year. Profit was $11.3 million in the year ended April 24, from $8.7 million a year earlier, the Aucklandbased company said.

Kathmandu opened its new Christchurch headquarters yesterday, with the company backing the quake-damaged city.

Its first New Zealand store was launched in Christchurch in 1991 and Kathmandu spokesperson Fiona Sutherland said the company had a long history with the city.

“Our head office has been in Christchurch since day one,” Sutherland said.

“So we decided after the earthquake and the rebuild that Christchurch is where the brand has come from, where it started,” she said.

“We just wanted to keep that heritage within the city and support the Christchurch that we love, so we didn’t see any reason to move on from here and when the opportunity came up to be in the innovation precinct we thought it was a really good idea to move back into the city centre.”

The company has a 10 year lease on the building and has spent around $4 million on its fit-out.

The new three-storey headquarters would be home to around 180 people including the company’s product design, systems and online development teams.

An industry report shows the tech sector contributes $16.2 billion of New Zealand’s gross domestic product and employs 100,000 people. Released yesterday, the first state of the nation report on the tech sector conducted by New Zealand Technology Industry Association said for every 4 per cent growth in productivity of the tech sector, the entire New Zealand economy will lift by $2.7 billion and wages will increase by 1.4 per cent.

In a speech addressing Auckland’s booming housing market Treasury Secretary Gabriel Makhlouf has raised concerns that Auckland “NIMBYism” may be having a negative impact on “people elsewhere in the country”.

Speaking to the Committee for Auckland Advisory Group Summit, Makhlouf warns that Auckland house prices are a problem for all of New Zealand and are of very real concern to Treasury.

“There is little doubt there’s a problem that needs to be tackled,” he said.

“When investors are content to leave land undeveloped when there is such a high demand for housing, something’s not working.”

Soups; warming, wonderful A

lmost everyone has a favourite pumpkin soup recipe and a few frosty starts in the past couple of weeks may be good reason to dig it out.

Alison Holst’s pumpkin soup is legendary in some Kiwi households and one of the family favourites included in her latest cookbook offering, Everyday Easy 100 Soup Recipes.

They are tried and true recipes, as well as a few favourites, and there is plenty to warm the cockles of your heart on a cold winter’s evening.

The collection includes more than 100 of Simon and Alison’s favourite soup recipes, from the slowly simmered (Alison’s speciality) to soups that can be made surprisingly quickly, perfect for satisfying after-work weeknight meals.

There’s something for almost any budget too – most soups are remarkably economical.

They are fantastic for turning unassuming (and often cheaper) ingredients into something much greater than the sum of the parts.

Kumara, Coconut and Lentil Soup For about 4 servings: 1 T canola or olive oil 1 medium–large onion, roughly chopped 2cm piece root ginger, grated 2 cloves garlic, chopped 1 t curry powder 1/2 C red lentils 1 kumara, about 400g, peeled and cubed 3 C boiling water 4 t chicken or vegetable stock powder 1 x 400ml can coconut cream

■ Put the oil and onion in a fairly large pot. Cook over a medium–high heat until the onion is lightly but evenly browned.

Add the ginger, garlic and curry powder to the onion, and stir for 1–2 minutes.

■ When the onion has softened and the spices are fragrant, add the lentils, kumara, water, instant stock and coconut cream to the pot then stir. Simmer, stirring now and then, for 15–20 minutes, or until everything is tender.

■ Mash, process, or blend with a hand blender until smooth.

Season to taste with salt and pepper before serving.

■

Curried Pumpkin and Bacon Soup For 4 servings 500g pumpkin 3 bacon rashers 25g butter 2 onions 2 cloves garlic ½-1 t curry powder 3 (about 300g) potatoes 1 t salt about 1 t sugar 2 C water extra water, milk or cream ■ Scoop the seeds and pith out of the pumpkin, peel and cut into 5cm cubes. Weigh the pumpkin after preparing it.

■ Cut the rinds off the bacon, then chop the bacon into small pieces. Brown the bacon rind and the pieces in a large pot, over moderate heat, adding a little of the butter if necessary.

■ Lift out half of the cooked bacon pieces to use as a garnish and add the remaining but-

■ Add the cubed pumpkin and the potatoes, which have been peeled and cut in 2cm cubes, the salt, about half a teaspoon

of sugar and the water.

■ Cover and simmer until the pumpkin and potato are tender, then remove and discard the bacon rinds.

■ To make a soup with a rough texture, mash the mixture with a potato masher.

■ For a smooth soup, purée using a food processor, blender or mouli, pouring the mixture back into the pot through a

sieve if you want a very smooth texture.

Thin with water, milk or cream (or a mixture of these) until the soup is the thickness you like.

Taste and adjust the seasoning carefully, with more salt, pepper and the remaining sugar.

Reheat, without boiling, just before serving.

Garnish each serving with some of the reserved bacon pieces.

Welch, who was born in 1972 and attended Dilworth Boarding School, has been a full time portrait painter since 2005 and in

2012 won the prestigious Adam Portraiture Award.

The artist has numerous works in private and public collections here and overseas. His motto is “everyone deserves a portrait”.

The 52nd annual exhibition opening night is on July 4.

Life portrayed on stage Ashburton residents wanting to see the smash hit rock opera That Bloody Woman won’t have to go far when it comes to The Court Theatre next month.

That Bloody Woman, which is based on suffragist Kate Sheppard’s life, was created by Christchurch-born writers Luke Di Somma and Gregory Cooper.

The show was first performed at the 2015 Christchurch Arts Festival with a completely soldout season and rave reviews for its fiery, fresh and funny take on Sheppard’s fight to give women the vote.

Off the strength of that debut, The Court Theatre and Auckland Theatre Company jointly programmed the show in back-toback seasons using the original cast and key members of the creative team.

into an archetypical punk rebel, backed up by a “gang” (Amy Straker, Phoebe Hurst, Cameron Douglas and Kyle Chuen), and engaging in a fictional confrontation with Prime Minister Rich-

ard Seddon (Geoffrey Dolan).

Stephens leapt at the opportunity to “be part of something that hasn’t been done before” and play a New Zealand icon.

She describes That Bloody Woman as “an enormous show, physically and vocally demanding and emotional, but those are absolutely its greatest strengths,” hailing the musical as “all killer and no filler”.

Director Kip Chapman was instrumental in adapting That Bloody Woman for the original spiegeltent venue in the Christchurch Arts Festival and has relished re-jigging the work for its seasons in Auckland’s SkyCity theatre and The Court Theatre.

“The Court Theatre was where I fell in love with live theatre.

“I could never have imagined that as an adult I’d be able to direct a show about one of our country’s heroes.”

The show will be performed at The Court Theatre from July 2 to July 30.

Trophy comes home LeBron James came home with the trophy he promised, and the championship Cleveland has coveted for 52 years. The NBA superstar, born and raised in nearby Akron, stepped off a plane yesterday and hoisted the shiny Larry O’Brien Trophy as more than 10,000 fans celebrated the city’s first title since 1964. James, who was selected as the Finals’ MVP, paraded the championship trophy around the parking lot so Cleveland fans could get a closer look at something they’ve waited a lifetime to see.

In brief Cheika perplexed Wallabies coach Michael Cheika says he’s puzzled by New Zealand counterpart Steve Hansen’s suggestion he’s been bullied in the media by England mentor Eddie Jones, slamming the comment as shallow. “I’d be pretty nonplussed about that,” Cheika said yesterday.

“I think that’s a really shallow sort of view on what’s really involved and he knows better than that. It’s easy to kick blokes when they are down, so we are down, but we’ll be getting back up, don’t worry about that.”

Jones recruits Johns In their bid to become the first touring team in 45 years to win a series 3-0 against the Wallabies, England have called upon league legend Andrew Johns as their secret weapon. Canny England coach Eddie Jones called Johns in to meet playmakers George Ford and Owen Farrell at training on Monday, and said the lessons imparted could be used to dismantle Australia on Saturday. Jones declared his playmakers had learned “invaluable lessons”, as they prepare to become the first since the 1971 Springboks to whitewash a three-Test series on Australian soil.

Ashcoll takes the honours Ashburton College senior basketball teams played their Thompson Trophy and Whelan Trophy games in the daylight for a change yesterday, as part of a school exchange against Burnside High School.

A huge team effort saw the senior girls overcome a determined Burnside for a 61-56 win.

Sitting fourth on the Whelan Trophy table, with six wins and two losses, Ashcoll had a patchy start with some early turnovers and trouble finding the rim.

Guard Liberty Ross was able to pull Ashcoll back in line and through her consistent scoring kept them ahead 16-13 at the end of the first quarter.

Burnside turned up the defensive pressure in the second quarter and forced Ashcoll into a number of turnovers.

This allowed forward Tsubasa Nisbet easy access to the hoop

on the fast break, which resulted in Burnside outscoring Ashcoll 14-8 in the quarter, taking a 2724 lead into the half.

Ashcoll started the second half with purpose, lifting their defensive intensity and working the ball in to the paint on the offensive end.

Guard Libby Mason was able to pick off a number of Burnside passes and Summer Anderson finished strongly at the hoop, allowing Ashcoll to hold a 42-32 lead at the end of the third.

Burnside battled back in the fourth, but Ashcoll was able to convert its free throws in the final stretch, holding on for a 6156 win.

Liberty Ross led the way for Ashcoll, recording her first double-double of the season with 36 points, 11 steals and eight rebounds.

Strawbridge and Summer Anderson who chipped in eight points each and pulled down 11 and seven rebounds respectively.

The boys lost 74-64 to a team that currently leads the Thompson Trophy ladder.

But the visitors did not have it all their own way from the outset, with Ashcoll down just 14-13 at the first quarter.

A poor second quarter ultimately cost the hosts the game and they were behind 36-22 at half-time.

The third quarter was a 22 points all affair and a fourth winning quarter clawed back the deficit to 10.

Fletcher Arnold had hot hands again sinking 26 points, with support from Josh Lowe on 13.

Gareth Hunt crashed the boards with 11 rebounds (4O 7D).

Coach Pip Johnston said it was

only a lapse in the second quarter that was the difference yesterday in an otherwise great game.

The junior boys had a win over their Burnside counterparts 6240.

Ashburton College won the exchange overall, across 18 activities.

Burnside won the golf, which was played at the Tinwald Golf Club, and also dominated the football, winning the senior boys 4-1, the junior boys 7-4 and the senior girls 31.

The visitors also won the senior boys hockey 6-0, the senior girls hockey 4-1, and the girls’ rugby.

Ashcoll dominated the netball, the A team winning 41-21, the B team winning 30-25, the Year 10s winning 28-22 and the Year 9s winning 47-16.

The hosts also won squash 5-1, the shooting and the chess.

Ireland coach, Kiwi Joe Schmidt, said he was unlikely to bring in a replacement because he had some options to deal with the loss of the 23-yearold.

On target for the Cox Plate Top colt Xtravagant will be heading directly to Australia next season.

“The plan is to take him to Melbourne in early August and he will then race there through the spring,” Te Akau principal David Ellis said.

“We will probably trial him there on the better tracks and look to kick him off at Caulfield on the 27th, most likely in the Heath Stakes over 1100 metres.

“We will then be looking to run him in races like the Toorak and hopefully he will finish up in the Cox Plate.”

The two-time Group One winner of the New Zealand 2000 Guineas and against the older horses in the NRM Sprint, both times by extended margins, Xtravagant hasn’t raced since his clear-cut victory in the Gr.3 Cambridge Breeders’ Stakes in April.

Oaks winner returns

“After a month of pre-training at Te Akau Stud he is back in the stable and he has settled in really well – he looks fantastic,” Ellis said.

Also reunited with trainers Stephen Autridge and Jamie Richards is the unbeaten two-year-old Heroic Valour.

He made a successful debut at Trentham in January and a month later he won the Listed Reid & Harrison Slipper before adding the Gr.1 Diamond Stakes to his CV. “He looks great and is being prepared for a trial at Te Teko in early August and then he will be aimed at races like the Hawke’s Bay Guineas and the New Zealand 2000 Guineas,” Ellis said.

“He will have a spell after that and we will be looking to take him to Sydney in the autumn.”

Rules are rules

By Chris rattue Golf loves rules.

We all know that.

But at the US Open this week, the rules police broke the unwritten one about natural justice.

Eventual winner Dustin Johnson was told on the 12th hole that a possible infraction seven holes earlier would be reviewed after he finished and might cost him a shot and the title.

What is this?

Monty Python’s Silly Olympics. Johnson survived to win the title, which is very lucky for golf.

Here’s a potted history of great moments in golf rule violations.

1) Put it this way: Dustin Johnson deserved a break. Back in 2010, he needed par on the final hole in Wisconsin to win the PGA when his club touched what looked like normal, trampled rough.

Unbeknownst to him, any area with a hint of sand was a bunker at Whistling Pines. Two shot penalty. Bye bye Dustin.

Johnson said: “It didn’t even look like sand.

It looked like dirt. It’s where the crowd was standing, and generally the crowd doesn’t stand in a bunker.”

Moral of the story: read all the briefings on the locker room wall.

2) Luke Donald, the world number one at the time, narrowly escaped disqualification in the 2012 Masters at Augusta when it was discovered a bogey had been misread as a birdie. The mix up involved a scorecard smudge and a fax machine.

Really? A fax machine? In 2012?

That’s taking tradition a bit far.

3) Argentine Roberto de Vicenzo should have been in a 1968 Masters playoff but signed for a 66 instead of 65 on his final round and had to settle for an incorrect higher score and second place.

Playing partner Tommy Aaron had marked a four instead of 3 on the 17th hole.

“He should’ve checked his scorecard,” said an unsympathetic Aaron.

This was an historic moment – in response the Masters introduced a little hut for score checking. Who says the Masters isn’t progressive.

4) England’s Mark Roe and playing partner

Jesper Parnevik forgot to swap cards before the third round of the 2003 British Open, meaning the correct scores were on the wrong cards. Ooops.

Roe, who was in contention, said: “The opportunity I had at Sandwich would have changed my life if I’d played well enough (in the final round).”

Parnevik called it the “dumbest rule ever” and it was subsequently relaxed.

In a clearer transgression years earlier, Roe was fined for hurling a bowl of spaghetti over the head of a fellow player in a Paris restaurant.

5) Welshman Ian Woosnam was blown out of 2001 British Open contention by a two shot penalty for having an extra club in his bag, breaking the limit of 14.

It inspired the immortal line to his caddy Miles Byrne: “I give you one ****ing job and you can’t even do that.”

And the pain never really went away. “... people are still shouting, ‘Hey Woosie, how many clubs you got in that bag?’ That does my head in,” he told The Telegraph over a decade later.

6) LPGA star Juli Inkster was dobbed in by a TV viewer at the 2010 Safeway for using a weighted training aid, a “doughnut”, on her nine iron while killing time on the 10th hole.

Viewers are allowed to call in, e-mail, text or presumably fax (see 2 above) if they see a violation.

Inkster said: “I had a 30-minute wait and I needed to loosen up ... it had no effect on my game whatsoever.”

Well, if loosening up had no effect on your game, why do it?

7) When big Craig Stadler knelt on a towel to play a difficult shot under a tree at the 1987 San Diego Open, the tournament was inundated with phone calls – and perhaps a fax or two – by more of those damn snitches watching TV. Stadler had violated the rule which prohibits “building” a stance.

This invalidated Stadler’s scorecard, and he was disqualified after finishing second.

There was a happy-revenge ending.

When the tree was found to be rotten years later, Stadler took up the invitation to fell it with a chainsaw.

Stadler said: “It’s been eight years. It’s time to put it to rest”.

ADVENTURE GIRL’S DAY OUT

EA Networks Centre, Macpac and several experienced guides have organised a day to learn the basics of adventure racing. The event is specially for woman and is aimed to improve adventure racing skills during a fun and exciting day out.

Come along and learn the basic principles of rafting (yes, you will be in an actual raft), mountain biking and map reading. Also, you will get to hear guidance on the gear you should wear and carry, as well as experiences from other racers. Minimum number to run this event is 15 people. $50 each, held Sunday 26 June, 9am - 1pm. Sport Radradra slipping away Australian test winger Semi Radradra will reportedly play one more game in the NRL before leaving for French rugby union. Radradra’s elder sister has told the Fiji Times that the Parramatta winger would return for the Eels’ next game against Cronulla before signing a nine-month contract in France. The Eels still expect Radradra to return on Sunday after he was granted permission to return to Fiji to visit his family. Radradra, who has scored 58 tries in 63 NRL matches, is contracted until the end of next season at the Eels and the club said they had been given no indication that it will not be honoured.

Singlet a hot commodity The iconic black singlet worn by athlete Peter Snell when he won gold medals at the 1964 Tokyo Olympics has fetched $122,500 at auction.

A spokeswoman for Cordy’s auction house said it sold under the hammer yesterday. The singlet, worn when Snell won the 800- and 1500-metre gold medals was initally expected to fetch up to $50,000. Snell, now 77 and living in Texas, had no idea how the singlet came to be offered by Cordy’s auction house in Auckland.

He hoped the singlet eventually would be donated to New Zealand’s sporting Hall of Fame.
