Information remains limited about the homicide investigation which was launched on Thursday morning, following the death of a dairy farm worker on a property near Rakaia on Wednesday. Police remained tight-lipped on Friday, only providing an update that a man had been arrested during their enquiries into the homicide and that he would be appearing in the Christchurch District Court, but that his charges were not in relation to the homicide. At the time of the Guardian’s deadlines, no arrests had been made or charges laid directly in relation to the homicide. The man who was arrested during the police’s enquiries appeared in the Christchurch District Court on Friday morning charged with threatening to kill, possession of ammunition and having possession of a drug utensil relating to cannabis use. He was granted interim name suppression and was remanded in custody to reappear at the Ashburton District Court on October 14. Emergency services were called to a Gardiners Road address, east of Rakaia, shortly after 9am on Wednesday morning where they found a 29-year-old man, believed to have been shot, who had died at the scene. There was a large presence of police in the Rakaia area on Thursday as the Police Forensics Team carried out their investigations, and the Armed Offenders Squad were also present and executed a search warrant. The Guardian understands the raid may have been at a Gardiners Road property around 500 metres away from the initial crime scene. Detective senior sergeant Richard Quested said police had executed a search warrant at a Rakaia address, and that it would be examined over the coming days. On Thursday the Police Forensics Team could be seen searching along the fence line by the property where the 29-year-old male was found, and on Friday afternoon they could be seen extending their search, searching along fence lines and entrances of other Gardiners Road properties. The property where the 29-year-old man, who the Guardian has chosen not to name until it is officially released, was found is owned by Dairy Holdings Limited who were also his employers. Dairy Holdings Limited Central Canterbury Farm operations manager Gary McGregor said they were offering all the support they could to those involved. “We are just trying to support the guys on the farm,” he said on Thursday.

Environment Minister David Parker has defended his Essential Freshwater action plan, saying it is both environmentally and socially responsible. Parker says farmers’ anxiety over meeting the new water quality targets had been raised by misrepresentation of the plan and he stressed consultation feedback would be genuinely considered. Parker was in Mid Canterbury yesterday to officially open a managed aquifer recharge (MAR) site near the Hinds River. The farmers who farm in the Hinds Plains already have some of the strictest nitrate leaching rules in the country. He said some of the targets were already captured in existing National Policy Statements on freshwater but that the low bottom line for nitrates had created the most concern. “Maybe we should look in other areas to meet that or, so long as aquatic health can be proven at a higher DIN (dissolved inorganic nitrogen) level, or you could have a different DIN. We are open to these ideas but we are committed to a water measure of ecosystem health.” He said current DIN levels were not achieving aquatic health and the new level was appropriate for most rivers. He said some farming practices, like winter grazing, needed to be regulated because, while the best farmers were already practising good management, some were ignoring it. Government also had $30 million to improve the Overseer software programme, so it might be better able to credit farmers for alternative practices, like growing plantain. Parker said while some thought the consultation period too short, the reality was that land and water forums had been discussing the same issues for nine years. “Someone eventually had to take the decision.” At yesterday’s event, Longbeach farmer Bill Thomas said the freshwater proposals had

scared farmers, who were already farming under the Canterbury Water Management Strategy. “We feel we are going well and to be getting directions from the top down is like being hit with a heavy sledgehammer. There are a few who are not, but things are happening.” Parker said Government respected the work already being done but the plans would ultimately have to measure up against the proposed new targets for ecosystem health. He expects that to take a generation. “Our future is in selling the highest value products to the most discerning buyers in the world. They look at food safety and environmental provenance.” Mayor Donna Favel said there was genuine concern about the economic impact of the proposed freshwater rules on the district, but Parker said it was one of the wellbeings considered when the freshwater package was designed. A pilot MAR site established three years ago takes clean water from the Rangitata Diversion Race and allows it to filter into groundwater aquifers via a leaky pond near Ashburton. The water is diluting nitrate concentrations and raising groundwater levels. One of the project’s leaders is Hinds farmer Peter Lowe and he said farmers in the catchment were committed to MAR as a tool to improve water quality and quantity. “But MAR is and can only be part of the solution in this catchment with the required on-farm nitrate reduction a necessary complement to the scheme.” MAR has the support of the wider Ashburton community, territorial authorities and conservation groups and there are plans to roll out a dozen or so smaller sites around the district. The project is being overseen by the Hinds Hekeao Water Enhancement Trust, which has applied for a $966,000 grant from the Provincial Growth Fund to progress work that has so far been self-funded. the application, said a decision should be out within the month. Lowe said the money was needed to support the ongoing work. “The results show goals can be achieved and are achievable. The pilot is a learning experi-

ment and we are gathering a lot of knowledge to work out a complex inter-connected groundwater-surface water system with pioneering technology.” Central South Island Fish and Game officer Mark Webb said it

Old real estate name set to return By Sue Newman

Forty five years ago Colin McLeod and John Hastings hung up a real estate sign on East Street. They were a two-person business that would go on to carve out new territory in real estate in the Ashburton District. The years ticked by, the owners retired, and the business was eventually absorbed into the national real estate company Property Brokers. Now it’s about to be reborn, with Colin’s son Clark and wife Susie planning to hang the Hastings McLeod shingle up again. McLeod was one of four directors in the Ashburton Property Brokers franchise that had a number of branch offices in Canterbury and North Otago. A decision by those directors to sell to the parent company prompted McLeod to decide to strike out on his own. “I decided that selling and working for North Island owners wasn’t for me. The ownership of the business had always been local and this was always the intention,” he said. For McLeod, the sale provided an opportunity to strike out on his own and with a team of four on

board, the couple are establishing an office on Havelock Street, in the old Farmers Co-op building opposite the Ashburton clocktower. In establishing the new real estate company, McLeod said he was motivated by his father’s belief in the value of a business being locally owned. “I see this as being a continuation of what dad and John established. We want to be absolutely local. I didn’t want to work for North Island owners.” While the company’s Havelock Street base will open shortly, McLeod said he’s already fielding potential business calls. “I’ve been overwhelmed by the support and we’re looking forward to the opportunity to work with the community. I’m going to be in real estate for a long time, our family has always been in real estate and this is an opportunity to bring the business back into the family.” While McLeod will no longer be part of the Property Brokers team, for the company, an internal sale may have occurred and direct ownership moved out of town, but the Guardian understands it will be business as usual.

More stalls than ever before will be lining Ashburton’s East Street on Monday when Boulevard Day stall holders open for business. From the moment those stall holders packed up when last year’s event was over, organisers Sue Cooper and Bob McDonald have been hard at work planning this year’s event and there is every indication it will be the best street day yet, Cooper said. “We are absolutely totally full. Shops have booked, stall holders have booked, every space is taken,” she said. Stall holders will be setting up from early morning, with East Street closed to traffic from 7am and they’ll be ready to do

business when the first bargain hunters arrive. This year there were a number of new traders keen to be part of Boulevard Day and that was a real vote of confidence in the what had become a very successful event, Cooper said. “A lot of those new ones have been referred on to us by people who come every year and that shows there’s some real loyalty there,” she said. This year will see an increase in entertainment and more food stalls setting up in business. And best of all, Cooper said, the weather looks to be warm and sunny. “I’m recommending people bring their sunscreen, I’m that confident,” she said.

Dictionaries, puzzles, dvds and a record number of westerns await the loyal fans of Bookarama when the doors open at the Ashburton Sports Hall on Monday morning. Members of the Rotary Club of Ashburton have been working hard to organise all the items. Rotarian Lindsay Holland has been helping with Bookarama right from the first time the event was started. “We had around 500 banana boxes of books that we stockpile until we can find a suitable shed,” he said. “There were 35-38 pallets that arrived on a truck last Saturday morning and we borrowed some kids from the rowing club to do the initial sorting.” Since then between 10-15 volunteers have been sorting the books by category, putting individual prices on special books and dumping ones that are damaged with torn covers or missing pages. Following the closure of the Ashburton

MSA library, the MSA have donated that entire collection to Bookarama. Holland estimated they had around 500 dictionaries which had slowly become less popular with people turning to technology to find meanings for words and directions. “We have some beautiful dictionaries and atlases but they are less popular now because everyone just looks things up on Mr Google,” he said. “We do have things that come in and out of popularity.” The main floor of the Sports Hall is occupied by books, and a quick trip upstairs reveals a wide ranging collection of jigsaw puzzles, dvds, videos, cds, board games and records. Rotarian Ian Smith was sorting jigsaws on Friday morning, but it was not his special patch, with everyone mucking in to do their bit, he said. Bookarama opens its doors, at the Ashburton Sports Hall on Tancred Street, on Monday morning and will be open for the rest of the week as well.

German expert fine-tunes pods By Susan Sandys

Flotation pod expert, Andre Ruschmeyer from Germany, has spent the last couple of weeks fine-tuning operations at Ashburton’s newest wellness business. Soul Pods, due to open on October 1, has two pods which the former aircraft mechanic himself made at his German manufacturing base. Flotation pods are filled with water and Epsom salts, providing the experience of lying weightless and enabling the user to surrender to complete relaxation. Soul Pods’ two units were shipped here, and Ruschmeyer flew over soon after to begin work on their installation and operation. But it is not as simple as turning on the tap and throwing in a few bags of salt; there has been much to do in terms of ensuring the correct pH and chemical balance, and lining up all related aspects such as temperature, density and the filtration system. Ruschmeyer’s background is in fibreglass. He used to build aircraft parts and as well as a former aircraft mechanic. With an avid interest in health and wellbeing, he first tried flotation pods himself about 13 years ago in his home country. He then thought he would build one for his own use, and soon after found a demand. In the last 11 years he has made about 35 flotation pods, which are in use throughout Europe and other parts of the world, including five in New Zealand. Soul Pods operator Robyn Wall said she had chosen Ruschmeyer’s business from which to source her flotation pods, impressed by its superiority in the market, particularly in relation to the pod’s high quality and underfloor heating system. Wall has herself already tried one of Soul Pods new units out, and she was pleased to report that, after the installation and fine tuning all going to plan, they were both working perfectly. “Invigorating, relaxing … it’s hard to describe,” she said of the experience.

Methven Adventures Limited director and project leader, James McKenzie, was pleased to report this week that the company is close to achieving the $15 million fundraising target. This is made up of the Government’s Provincial Growth Fund

loan of $7.5 million, announced in February, and commitment from individual investors. These investors were from Canterbury, he said. Their contributions were signed off, but are conditional on the company being able to demonstrate the project costs are within budget. He expected a challenging phase of design and cost iterations over the next couple of months. “It’s not a done deal, there’s

still work to be done, but we are feeling confident now we have the capital behind us,” McKenzie said. “It shows that locals believe in the project and believe in the potential in our district,” he said. “It’s an exciting time for the project to have reached the point where there’s that commitment locally for it to proceed, we are just working as hard as we can to make sure it becomes a reality.” A building consent applica-

tion for a plant room would be submitted soon. A second building consent application, for the main base building containing facilities such as a restaurant, bar, spa and changing rooms would hopefully be lodged in December. The first clod turning on the project would hopefully also be in December as landscaping begins and preparations for the plant room were made. The pools themselves are to be

outdoors but will have aspects flowing into the main building, offering covered areas. Pool infrastructure installation is on the timeline for the first quarter of next year, with the pools and building construction undertaken in the second quarter. The target date for opening is December next year. The hot pools project is expected to add $162 million to the area’s economy over the next 10 years, as well as create 120 jobs.

A Topping good Ashburton Christmas The team behind Ashburton’s Christmas in the Park could be the first to signal that the Christmas countdown is about to begin. Event organiser Lisa Anderson and her team of volunteers have already started planning for an event they believe will be the best and biggest Christmas community concert yet. This year’s Mitre 10 Mega sponsored event has signed two Kiwi legends as the shows stars – Jools and Linda Topp. The Topp Twins will lead a great line up of local superstars, said event organiser Lisa Anderson. Jools and Linda are well known for reinventing themselves on stage, changing characters, musical styles and genders with ease. “At this time, we don’t know who is going to turn up. Whether it’s going to be Ken and Ken, Camp Leader and Camp Mother or even Prue and Dilly!”, Anderson said. This year’s event promises to be bursting with an amazing amount of talent and a bellyful of laughs, she said.

Joining the Top Twins for the night will be Julia Bell, Nikita Hyde, Ocean Waitokia, Ange Kara Ingley, Brian Taylor, Sarah Heney, Libby Hinson, Brooke Dwyer and the ABC Community Choir, as well as the incredibly talented local dancers from Life Dance Academy. Just when you think it can’t get any better, there will be a special appearance from Zircus Circus. Once again, the famous Mega fireworks show will take place around 9.30pm to end the night with a bang. And as soon as the fireworks finish, a team of over 100 volunteers will pack-down the stage, comb the grass for rubbish and remove all evidence of the event. Each year there is a call-out for members of the public who wish to be involved in the event, to help set-up or pack-down the stage and surrounds. An addition to the event this year there will be a major prize draw held by Hokonui Radio, from a Christmas retail promotion. “Christmas in the Park is one hun-

dred per cent a community event, from local businesses and groups who sponsor us, to volunteers on the night and companies who give us their time and services, to help keep this event totally free for everyone,” said Anderson, who recreated this event with the Christian Ministers Association in 2013. Over the years, the event has been streamlined and the organising team has been joined by people who share a passion to bring back the true meaning of Christmas,” she said. Each year between 8000 and 11,000 people gather to share the Christmas spirit at the community event. People are encouraged to bring a picnic blanket and set up early for a good spot. There will be hot and cold food available at the oval from local businesses as well as coffee and cold drinks. Ashburton Mitre 10 Mega Christmas in the Park is to be held on Saturday December 7 at the Ashburton Domain Oval, at 7pm.

A touch of magic in a Darfield forest Selwyn App A touch of magic has descended on McHugh’s Forest. Blown in by the nor’west wind, a magical community has moved into the forest near Darfield. just in time for the school holidays. From September 27, families can step into the forest and explore the enchanted world with 20 magic doors hidden in the forest for children – and the young at heart – to find. Look out for the signs and see if you can spot the dragon sleeping. The magical community will also be stepping out of the forest to support a Faerie Party at the Darfield Library on October 4, 10.30am–12noon, including dancing, face painting, and a treasure hunt. The Selwyn District Council has worked with the Darfield Menz Shed, which has generously put in many hours of effort to build and decorate the doors, community services staff member Kelsey Waghorn said. The idea for the doors had been used internationally and in oth-

er Canterbury districts, but with the creative genius of the men at Menz Shed, it has been adapted to something special for Selwyn, she said. It is a simple way to light up the holidays for parents and children and it’s already been bringing a lot fun, Waghorn said. “They bring a bit of joy in a different way and give people another reason to visit one of the many really cool outdoors spots that Selwyn has to offer. “Everyone who’s worked on the project or we’ve talked to about, it’s just sparked something and we’re hoping that will carry on through the holidays.” To help the magical creatures feel welcome and stay, Waghorn said it is important that visitors respect their space and take only photographs and leave only footprints. For those who do take photographs, Darfield Library will print these for free to stick on a seen in the community photo board in the library, with a copy to take home to remember their magical journey.

This book chronicles a heap of stories from the bottom line, the seedy bars, strip clubs and gambling dens, up to the highest reaches of the police and government offices, where a stunning level of corruption allowed, or more to the point, actively encouraged all the activities at the lower end of the spectrum. There’s stories about, and from, the victims, the offenders and all manner of people affected by a massive, ongoing rort of the justice system, and how, really, it affected the entire

Australian nation. For those looking for a salacious, entertaining read, look elsewhere. While there’s a few diverting tales, much of the book is written in legalistic jargonese, which is not light reading in any way, shape nor form. “Its provisions were obstructive rather than helpful to conduct a controversial investigation, having been more usually required to apply, for example, to proceedings of august bodies such as the Hen Quota Appeals Tribunal or the Second-Hand Fruit Cases Packaging Board.” Or – “The then Attorney-General, George Brandis, described Re Canavan as ‘a very strict, almost brutal literalism’, taken ‘without regard to the purpose or history of the provision’. Re-

peatedly the court insisted that section 44(i) must be given its ‘ordinary and natural’ meaning.” If you enjoy ploughing through pages of this stuff, good for you, and this book will be a real winner. For the average bloke though, much of this will be passed over, for stories from the likes of Matthew Condon, who only found out in later years that he had spent much of his childhood just around the corner from Frank Bishof, who, as well as being a thug, a bully, a paedophile, a braggart and an Olympic-class liar, also happened to be Queensland’s Police Commissioner. So yes, there are some fascinating yarns here, if you can be bothered trawling through the heavy traffic.

They expose once again what would just about be thrown out if presented as fiction; a corrupt organisation with roots everywhere, and all leading to the men at the top, in the most powerful of organisations. There’s other parts to the book; stories of surprisingly good musicians forming bands in the Sterling Correctional Facility, Catherine Ford’s fascinating and insightful narrative on her time as a court transcriptor, and more. But – mostly it’s a pretty dire read, and many of the stories lead to the conclusion that all the nastiness and corruption is actually not dead and gone, but still lurking just below the surface, and not very far down at that. Recommended? Not for too many. – Reviewed by Steve Devereux

Ready to hit the stage Over the course of this school term Year 3 and 4 students at Ashburton Borough School have become a slick musical production team. They’ve taken the much loved movie Madagascar, given it their own special twist and turned it into a show that will hit the stage in the school’s performance centre on Monday and Tuesday nights. The students have made their own props and costumes and created a show that captures the spirit of the movie adapted for stage. Sticking with the original plot the animals escape from their zoo intent on finding freedom and a new life in the wild. They’re all there, the penguins, zebra, lion, hippopotamus and the giraffe. But the escape is foiled and they are rounded up and put in crates heading for a wildlife reserve. Of course they escape, regroup and embark on a journey that tests them all. The Borough students’ production of Madagascar has a two night season with shows starting at 7pm each night. Tickets are available at the school office.

When Ashburton’s inaugural Employment Exchange wrapped up on Friday, dozens of jobseekers were looking at new workplace opportunities. The event, developed by the Ashburton District Council in partnership with several supporting organisations, was designed to help jobseekers improve their chances of gaining employment, but it was also about showing employers that there were avenues they may not have thought of to find staff. Council people and capability manager Sarah Mosley was the driving force behind the event and said both employers and

jobseekers were rating it a success. “Talking to employers, a number said they’d organised job interviews next week and several job offers were made, as well as offers of work experience,” she said. Rather than stage a traditional job expo where people walked

around and visited various stands, Mosley said she wanted an event that would create real opportunities for employers and jobseekers. “I know those seeking jobs left the event very focused on what they needed to do to get a job, they understood they needed to rev up and get the confidence to

go up to an employer and ask for work.” Blank businesss cards were available for jobseekers to fill in. Many did and many left those with employers with commitments made for contact in the coming weeks. “The important thing about the event was that it connected employers and employees face to face. We wanted to create the opportunities for them to get to the next step,” Mosley said. The success of the event was measured in the contacts and connections made, she said. “People were leaving saying it was the best employment event they’d been to.” For employers, speakers from

the Ministry of Social Development, Limited Service Volunteers, the Department of Corrections and Immigration New Zealand talked about the opportunities to take people into their workforce through their training programmes. “These people talked about how they could provide businesses with employees who might otherwise be overlooked. They looked at how to get non-traditional jobseekers into the workforce.” The event attracted more than 90 jobseekers and 25 employers who listened to speakers and then spent time together and Mosley is hoping it will run again next year.

Bloomin’ heck, what a disaster

veryone has the one event they look forward to each year. It might be a singular event, a week’s worth of entertainment, or a competition, or something completely different. No matter what it is, you look forward to it. Anticipate it with excitement and associate with it whenever it comes up in discussion and speak with passion and enthusiasm. For me, that event is Cup Week. Spurred through my passion and interest in the horse-racing world, it’s been the one week a year that I’ve known for as long as I can remember where I can’t commit to anything else. I’ve seen and witnessed it in many different incarnations, most recently as Showtime Canterbury

and Cup and Show Week doubling up nicely with the equally popular Canterbury A&P Show, as part of Canterbury Anniversary week. It’s been well marketed, well attended and generally an excellent week of entertainment for many years and Christchurch has ridden off the coat-tails of both racing at Riccarton and Addington, and also the events at the showgrounds quite nicely, if I may say so.

Christchurch City Council contributes some funding towards the events, a minimal amount really in the scheme of things, but they have grown a nasty habit of sticking their nose in and trying to control the week when the involved parties tend to handle things quite nicely themselves, thank you very much. And the council got stuck in again this week. Without much notice or true reason they decided to drop the tag of Cup and Show Week and have rebranded the event as Bloom. Yes that’s right, Bloom. Not blooming heck, let’s get to the race or the show. Just plain, simple old Bloom. They say it’s to try and step away from the booze and gambling

culture that is associated with the week – but clearly forgot that one of the most popular gin varieties in the world carries the same name as their new marketing campaign. I’m all for a good marketing campaign with a catchy slogan or phrase, but you can leave me right out of this latest effort. Marketing 101 would suggest that in order for an audience to become involved in a campaign there needs to be some form of association with what’s happening in order for people to understand what it is they are talking about. The closest you get to bloom at the races is the garlands they put around a winner’s neck and, unless I’m mistaken, the A&P show is trying everything it can to not

become the Ellerslie Flower Show. I just don’t see it. Wiser minds than mine will suggest it’s a positive step and maybe they’re right. But for this cup week purist, someone who tends to balance his life around what happens during that week, it’s a thanks, but no thanks from me. I’ll stop a few people in the street I know over the next week and ask them if they are looking forward to Bloom and see what their response is. I imagine it will go something like ... “Are you looking forward to Bloom?” to which they’ll reply, “What’s that?” and I’ll say Cup and Show Week. Says it all really doesn’t it?

Today’s highlight in history: On September 21, 1985, In North Korea and South Korea, family members who had been separated for decades were allowed to visit each other as both countries opened their borders in an unprecedented family-reunion programme. On this date: In 1792, the French National Convention voted to abolish the monarchy. In 1834, the rescue of Harriet survivors begins. The family of the whaler Jacky Guard were among a group of Pakeha captured by Maori in May, 1834, after the barque Harriet ran aground on the Taranaki coast. Jacky Guard and other men were released when they promised to return with gunpowder to ransom the captives. Instead, he sorted out a rescue mission. Meanwhile, Betty Guard lived under the protection of the chief Oaoiti. When HMS Alligator arrived in Taranaki with soldiers of the 50th Regiment, Ngāti Ruanui assumed they had come to negotiate. he upcoming debate about the location of a second bridge is all wrong. The actual crossing of the river is not the issue. The bigger issue this town faces is being a funnel for traffic just wanting to pass through. The location of the bridge debate detracts from what is needed – a bypass of this town. Not yet have I seen this paper or any council table statistics that prove how vital it is to have State Highway 1 come through town. I will bet my left eyebrow that if this town was bypassed, it would still be here. You can’t tell me that the bus loads of overseas tourists stopping to have a pee at the domain or on East Street are spending up large and are vital to the local businesses. You can tell how important these visitors are to this town, because the council got rid of providing an information site for them. Guaranteed the local economy in town is generated by the locals who live here and the rural sector that is the heartbeat of this town and district. I propose the incoming council give NZTA the big middle digit and say, ‘if you think the traffic that comes across our bridge is local, then we will put a toll on any vehicle registered outside of the district’. The idea to add more lanes of traffic into town is dumb. It’s dumb because it says that vehicles coming through are more important than the people who live here. Why would you want more trucks and campervans and buses and out-of-towners driving through town? They don’t stop enough to provide income for businesses and they certainly don’t pay rates. There are many examples of towns that exist with a bypass. One of the reasons why traffic doesn’t stop is our location to Christchurch. Travellers who have just left for the south aren’t interested in stopping one hour later. Travellers returning home aren’t

It is high time the poor excuse for a rail network was booted out. Again, I have never seen any figures that suggest the loading and unloading of containers is keeping this town alive economically. Why should pedestrians, school kids, the elderly and Goldberg have to dodge 60-ton trucks and dodgy campervan driving? This town needs to own itself, stand up for itself and say, “if you want to drive through without stopping, then go around”. I propose we initiate a toll on the existing bridge, this is used to offset the road damage done by heavy vehicles. I also propose we begin rolling slow-downs.

This is where locals come out on certain days and deliberately drive slow down the main road. We could do it by suburb once a week. Let’s force NZTA to have to take a look at other solutions, brought on by public outrage at the ridiculous bottleneck we could create. A second bridge in town will not ease traffic issues. Like all roading projects, it will quickly become overloaded, force traffic down quiet suburban streets as drivers look to “cheat” the inevitable bottlenecks and simply move the problem from one road to another. The time to plan and act is now, before ratepayer money is committed to a short-term solution. This town needs to push the problem back on NZTA to provide a long-term solution as this is their core business, not

our council’s. The upcoming local elections provide a chance for all the candidates to state their position and iterate their vision for the town, not how to appease a national body. If the local candidates do believe they are standing for the best interests of this town, then they need to state their position in this debate and why. There can be no fence sitting on this one, that’s because with four lanes through town we won’t need fences, we will need sound barriers. Peter Livingstone is the principal of Tinwald School. NZME KiwiBuild is “far from the colossal failure its political opponents have portrayed it to be,” says prominent real estate agent Colliers. Its residential projects director, Pete Evans, says the construction industry needed time to adjust to KiwiBuild’s requirements and development projects take at least 12 months to be planned, designed and consented, let alone built. “KiwiBuild has been an easy target for opponents looking to notch up political points. But while it’s true the policy over-promised and under-delivered, it is far from a colossal failure,” Evans says. He’s citing Colliers’ experience marketing the Fraser Avenue, Northcote development in Auckland of 102 apartments, 72 of which are available to first-home buyers under the KiwiBuild scheme and 30 available on the open market, as proof KiwiBuild is working. Prices for first-home buyers range from $370,000 to $845,000 for the studio and one, two and three-bedroom apartments which are in five

three-storey buildings around a village green. The open market prices are up to $110,000 lower than their valuation. Evans says in its first week on the market, the development attracted 122 appointments and achieved 50 conditional sales. “That isn’t the case for the rest of the new apartment market where sales have slowed, according to Colliers’ research,” he says. “The KiwiBuild developer-underwrite is also achieving what it set out to do by allowing projects to go ahead at a time when there are very few privately-funded projects coming to market,” he says. “Stubbornly high land and con-

struction costs continue to be a barrier for development.” The Fraser Avenue developer is Shane Brealey of NZ Living. Early this month, the Government dropped its KiwiBuild target of 100,000 homes over a decade and announced a policy “reset” which includes setting up a new crown agency, Kainga Ora, to be both a public housing landlord and to facilitate urban development projects. Legislation establishing it passed its final reading in parliament on Thursday and Kainga Ora, which will incorporate Housing New Zealand, its development subsidiary and the KiwiBuild unit, is set to begin operating from October 1.

Seventy years after rugby league was last played in Rakaia, the town is set to host an enticing double-header today, where two new trophies will go on the line. It’s round two of the Duncan McGregor Memorial Aoraki Cup rugby league competition, and it’s the Chertsey Oilers’ turn to play host to what’s likely to be two tough battles that will pit mate against mate. A week after they made history by notching up their first-ever win, 22-10 over the Timaru Outlaws, the Oilers will host the Ashburton Barbarians in a fight to become the first team to get their hands on the new Mid Canterbury Shield. Then, the two South Canterbury based teams – the Timaru Outlaws and the Country Cowboys – will square off for the South Canterbury Shield for the first time. The Oilers are the competition’s newest side, having only been formed two years ago, and their coach, Matt Milne, said having the shields on offer for the first time just added to the occasion. “We are confident so long as we turn up with the same intensity (as last week),” Milne said. “Local derby matches are mate against mate and nobody wants to lose because if you do you’ll hear about it for the next year. “And now there’s a shield up for grabs, so you need to step it up to another level. “Form doesn’t matter in a local derby.” Ashburton Barbarians coach Steve Gamble said his side is ready for a tough battle. “I think she’s going to be a doozy of a game.” He said the Barbarians club have worked hard to assert their dominance on the local rugby league scene over the past couple of years. It paid off in 2018, with the Barbarians claiming the Aoraki title. But they have a vastly different side in 2019 and lost their opening game to the Country Cowboys – the team they beat in the final last year. Today’s double-header will get under way at 1pm with the Timaru Outlaws playing the Country Cowboys in a game which will have a Mid Canterbury connection when it comes to the officiating. The referee will be Kevin Opele, who has spent much of his winter so far refereeing rugby and umpiring netball. Once the inaugural winner of the South Canterbury Shield has been decided, the Oilers and the Barbarians will take to the field to decide which team will be the first to get their club’s name etched onto the Mid Canterbury Shield. That game will kick off at 2.30pm, with both games being played at the Rakaia Domain. Battling the best Grant Wilson is heading into familiar territory today, but just because he knows what he’s in for doesn’t mean he knows what the results might be. The Willowby indoor bowler will line up against a red-hot field of players from 33 other districts around New Zealand at the Canterbury Indoor Bowls Stadium today for the elite Henselite Singles final. The singles title, one of New Zealand Indoor Bowls’ most prolific and prestigious events, brings the best of the best together for an intense day of play in order to find a champion each year and the 2019 edition is one of the best fields put together in recent history. “I was looking through the players the other night, and it’s an impressive looking lineup,” Wilson said. “Any one of the players who are there is capable of winning it, at the end of the day it will really come down to who stands up and delivers.” More than half of the field are either current or former

Island representatives and a number have gone even further and represented their country. But Wilson measures up just as good as any of them. A South Island representative on a number of occasions and an Inter-Island Medal winner, he’s also a former champion of the event having won it back in 2013 and also finished in third position last year. “I enjoy it. “I love playing singles and it’s a really cut-throat tournament where you need to be on top of it all day if you’re going to go far, the level of competition is just that good.” None of his previous form will count for much today unless Wilson can find his feet early and get into the rhythm of play. “That floor up in Christchurch, it can be tricky if you don’t get the feel for it quickly. “Luckily it’s singles and you are constantly playing, where-

He made the last eight, out of a field of more than 300 players in the new zealand open singles and then made the last 16 in the national pairs a couple of days later. “I had a bit of a slow start to the season, but I probably haven’t played as much as I normally would, but things have got better as the season has gone on.” Wilson joins three other players as former winners of the event; Gary Low, Southland in 2011, Joseph Zino, Hutt Valley in 2009 and Mathew Begg from Central Otago who won in 2004 and six players who have won the national championship singles. Play begins at 1pm today with players required to play four games of qualifying before the knockout stages begin.

Teens get Gunners, Man U home AP Arsenal and Manchester United both relied on a teenager to get their Europa League campaigns off to a winning start yesterday. Arsenal, last year’s finalist, saw 18-year-old winger Bukayo Saka score one goal and set up the other two in a 3-0 away victory over 10-man Eintracht Frankfurt. And 17-year-old Mason Greenwood became United’s youngest ever scorer in European competition when he netted the loan goal in a 1-0 victory over Astana at Old Trafford. Sevilla, the most successful team in Europe’s second-tier competition, also opened with a 3-0 victory at Qarabag while Kevin Bua struck twice to lead Basel to a 5-0 win over Krasnodar in Group C. Another Premier League club, Wolverhampton Wanderers extended its winless streak by losing 1-0 to Braga at Molineux. In a major upset, competition newcomer Wolfsberg routed Borussia Mönchengladbach 4-0 away in Group J. Arsenal manager Unai Emery started a trio of academy graduates, with Emile Smith Rowe,

Saka and Joe Willock forming a youthful attack together with Aubameyang. It was the 20-year old Willock who opened the scoring in the 38th with a deflected right-foot shot from inside the area, which bounced off the crossbar and into the net. Frankfurt chased an equaliser before midfielder Dominik Kohr was ejected 11 minutes from time after picking his second yellow card for a tackle on Saka. The 18-year-old Saka – who like Smith Rowe was making his first start of the season – doubled the lead with a precise left-footer from outside the area in the 85th before setting up Pierre-Emerick Aubameyang to finish it off couple minutes later. Lewis eyes Olympics NZME Young All Whites midfielder Clayton Lewis would love nothing more than to represent his country at the Tokyo Olympics next year. But just getting some minutes under his belt and playing an enjoyable brand of football would be a good start for now. Lewis signed his first professional contract with Scunthorpe United almost two years ago to the day but his stint in England hasn’t quite gone to plan so far with the 22-year-old making only a handful of firstteam appearances. This month’s qualifiers for the Olympic Games have therefore arrived at an ideal time for Lewis as he looks to get some competitive action into his legs. “There’s actually no place I’d rather be right now,” he says. “The chance to qualify for the Olympics is a once-in-a-lifetime opportunity and I don’t think any of us are going to let that slip – we’re going to make sure we get the job done.” Lewis is already onto his fifth manager during a time of instability at Scunthorpe and is relishing being part of the welcoming environment created by New Zealand U-23 head coach Des Buckingham. “Des and the boys have worked really hard on their cultural identity and it’s really brought the squad together,” he says. “We’re very positive and are looking forward to the tournament. “Hopefully, we can make New Zealand proud and get to the Olympics.” Standing in the way initially are Group A opponents Samoa, American Samoa and Solomon Islands, all of whom New Zealand will take on in the Fijian capital of Suva over the coming days. Retallick raring to go NZME Brodie Retallick could be back on the pitch earlier than expected, with suggestions the towering All Blacks lock will return during pool play. The Herald understands Retallick, who has been sidelined by a shoulder injury, is on track to return for the All Blacks’ match against Namibia on October 6. The 28-year-old was due to remain on the sidelines until the quarter-final stages of the tournament, but his recovery was progressing faster than expected. It was confirmed yesterday that Retallick would miss the All Blacks’ opener against South Africa on Saturday night, putting to rest the suspicions of Springboks forwards coach Matt Proudfoot, who was prepared for Retallick to be named in the game-day squad. “Steve Hansen said they had a full squad to pick from, that was his last press release so I wouldn’t be surprised if they have a little trick up their sleeve,” Proudfoot said at a press conference earlier in the week. While coach Steve Hansen decided Retallick wasn’t ready to return for the opening game, he did note Retallick looked good in training. When asked at a press conference if Retallick would return during pool

play, Hansen said: “we’ll have to wait and see.” Retallick’s return would be a big boost for the All Blacks, with former captain Sean Fitzpatrick having said this week that another locking injury would put the hosts in “big trouble.” “Having lost Retallick for at least the early pool games, if we lose Sam Whitelock or Patrick Tuipulotu then we are in big trouble. “The All Blacks squad is still good enough to beat most teams and it is just a question of can we do it over three major games which is a huge workload and you have to be able to rotate players.” Though they appear set to get Retallick back for an extra two games, the All Blacks are taking precautions with loose forward Matt Todd, who suffered a shoulder injury in training. Hansen suggested Todd’s injury wasn’t serious, but at this early stage of the tournament the All Blacks were unwilling to risk their players. Loose forward Luke Jacobson has already been ruled out of the tournament due to concussion and was replaced in the squad by Tasman’s Shannon Frizell. With the injury to Todd, Frizell has found himself inserted straight into the matchday squad with a spot on the bench against the Springboks.

Pocock last played at No. 6 in 2016 but, in a move that underlined his value, coach Michael Cheika made space for Pocock at blindside flank against Fiji. Steve Hansen was always the right man for the job By Phil Gifford

teve Hansen, who describes himself as a graduate of the university of life, in his case the freezing works and the police force, has a huge ability to read people, and then get the best out of them. He’ll have called on all that emotional intelligence this week, as he prepares a comparatively untried All Black team for the side’s opening game with a big, bruising, brutal, South African side. “Working,” he’s said, “gives you experience and exposure to other things, which makes you a better person. “It’s not all academics. Academics can sometimes be black and white, and life isn’t always black or white. It’s got a little bit of grey in it.” His management skills? “He asks questions, and listens to the answers,” says an All Black insider. “It’s how he gets players to take on leadership. After a discussion, the player feels he was the one who had the idea.” He can, say former charges who became coaches such as Todd Blackadder, distill ideas down and express them in ways players can easily grasp. As one of his All Black players, on the basis of complete anonymity, once told me, “Steve’s a very

bright man, and he never forgets that no matter how much they’re paid, even the All Blacks are still hairy-arsed rugby players. He can communicate in ways they understand.” He’s the 16th All Black coach I’ve known, from the time I first met Fred Allen in 1966. Looking back I don’t believe any of them grew in the job more than Hansen has. As we’ve seen with the selection dice that have now been rolled on wings Sevu Reece and George Bridge, the Beauden Barrett/ Richie Mo’unga moves, and the loose forward combination, Hansen has a confidence that runs bone deep. He’s taken chances before, with Nehe Milner-Skudder (“you’ve picked it right”, he told a journalist in London in 2015 who asked whether Milner-Skudder was too minute to play at test level, “he’s not a big man”), and in 2017 with Rieko Ioane in the Lions series. At this World Cup he’s taken more risks than usual, but they’re calculated, and if there’s one person who won’t allow himself to be a victim of stress, it’s Hansen. Drawing on memories from his police career, Hansen has said: “Real pressure is when you’ve got to spend half an hour giving someone CPR and trying to save their life, and then when that doesn’t work, telling their children or their father or mother: ‘Sor-

ry, we haven’t been able to save them’. What we’re doing is playing a game of rugby.” Hansen used to be underestimated by many journalists, including myself. Meet a solidly built, tough-looking cop nicknamed Shag, as I did in 1995 in Christchurch when he was the assistant coach at the High School Old Boys’ club, and it’s easy to mistake a laconic nature for a lack of intent. Hansen himself has suggested he actually became a very different man from when he started coaching. “I think back to High School Old Boys’ and I cringe at some of the stuff. But at that time that’s all I knew. I’ve been lucky enough to be exposed to some great opportunities to grow. “It’s been good.” His confidence has allowed him to be the greatest revolutionary in All Black coaching history. Fred Allen was determined to change the smothering, risk-free All Black style of the early 1960s, and he did. Jack Gleeson was prepared to take, for example, the massive punt of running the ball like a festival game to counter a physically stronger French team in Paris in 1977. It worked. Ten years later Brian Lochore had enough self belief to happily harness two coaches in Alex Wyl-

lie and John Hart, who had more success as provincial coaches than he had, and fully utilise the skills they brought to the table to win the 1987 World Cup. Our next Cup-winning coach, Graham Henry, embraced the full use of experts in their fields, from scrum coach Mike Cron, to motivational and psychological experts like Gilbert Enoka and Keri Evans. What’s groundbreaking about Hansen is the amount of trust he places in the people around him, basically sharing his power. He’s unafraid to be open. Asked how he judges which players need a kick in the butt and which ones need a cuddle, he’s answered, “you can’t do a lot of damage cuddling someone”. All of which is a huge change from the more usual stance of an All Black coach as a rather forbidding, stern taskmaster, who there to be obeyed, never questioned. On the other hand, the template for Hansen’s style, he told journalist Liam Napier in 2016, came from his father, Des, who Steve said always challenged players to understand why, when and how they were doing things. “They’re not big words but they’re pretty important ones.” As the tournament in Japan goes on, watch Hansen deal with the other contest, the battle for hearts and minds conducted off the field with the world’s media.

Hansen as an assistant coach with the All Blacks initially tended to speak as if he was reading a police blotter, holding cards not so much close to, but glued to, his chest. Does that matter? In a world where opinions of people are often formed by what we see on television, yes it does. It might satisfy an urge to slap down a question a coach doesn’t like, but when the sound bite is edited so all the viewers see at home is a coach looking grumpy, it’s the coach who loses. “I tried taking on the media a bit,” Hansen has said. “But it was media first, daylight second, and then me.” Early in Hansen’s tenure, he consulted with public relations guru Ian Fraser, and allowed his dry humour to emerge. While preparing this column I found a comment I made 16 years ago when Graham Henry, Wayne Smith and Hansen had just been appointed as the All Black coaching team. “If keeping things in perspective is vital, Steve Hansen is exactly the sort of man you’d want on your side. I believe he will be a rock on the All Black coaching staff.” As a journalist you constantly get predictions wrong. As a New Zealand rugby fan I’m grateful for the fact this was a rare occasion when I believe I got it right.

As they began the long trek to Gisborne yesterday, Mid Canterbury’s rugby players had their eyes firmly fixed on what lay ahead. This afternoon they face a Heartland Championship game that they know they’re more than capable of taking out, against Poverty Bay, and right now, that’s all they’re focusing on. Mid Canterbury coach Dale Palmer said his players need to believe in themselves and their ability, and if they play like he knows they can, the win will be theirs. Today’s round five clash in the Heartland Championship is a pretty big one for the Mid Canterbury side, because right now, they’re not where they want to be, in terms of ladder-position, four games in. Mid Canterbury are eighth, with one win, a draw and two losses from their opening four matches, while Poverty Bay are one-point back in 10th. But Palmer and his crew know how different it could have been, had the past couple of weeks played out slightly differently. Two weeks ago they let a big lead slip to go down by two to West Coast, and last weekend they let an opportunity to beat South Canterbury pass them by, with that game ending in a dramatic 13-all draw. Palmer said Mid Canterbury have been their own worst enemy at times. “With the West Coast, we let that one go. “That one was on us and a win there definitely would have put us in a different position,” Palmer said. “And that first game (a loss to Horowhenua-Kapiti) too, it wasn’t necessarily them beating us, it was us not getting the job done. “We are a very capable team.” They just need that capability to translate into results, starting in Gisborne this weekend. “At times we just haven’t had that complete game, or that belief that we can win the games, but I

On the bench, Matt Groom comes in for Adam Williamson as front row cover, while Sam Madden comes back in ahead of Tom Blyth. “We are really quite happy with the players and the squad we have got and it’s just about a bit

A high remains slow moving over New Zealand most of the weekend. A front approaches the far south late on Sunday, moving across the South Island on Monday. On Tuesday a low develops along this feature and crosses central New Zealand, deepening as it moves east of the country.
