Just 20 people turned up, but many of those had plenty to say about the Ashburton District Council’s budget blow-out on the district’s new civic centre and library project. In its long-term plan the coun-
cil tagged $22 million for the project but last week revealed four build options ranging from $39 million to $53 million. Yesterday the nuts and bolts of those options were spelled out in the first of two community meetings over the price hike. Everyone wanted to know how
