Random drug testing of staff is about to be rolled out as part of a new drug and alcohol policy at the Ashburton District Council. With new health and safety regulations applying nationally from April 1, the council decided to get ahead of the game by reviewing its policies and introducing the new regime from December 1, but random testing will not be introduced until all staff have been through awareness training sessions, manager people and capabilities Sarah Mosely said. “This is now commonplace with local authorities in the North Island at present and most South Island councils are

either looking at this or starting to develop their own policies. We’re just a bit ahead of most of them,” she said. In developing the policy the council had consulted with staff and unions and had worked through any issues and objections that were raised, Ms Mosely said. The council’s new policy will allow pre-employment drug and alcohol testing in areas that are considered safety sensitive with “reasonable cause” testing and post-incident testing also included. Open spaces and areas such as the EA Networks Centre were considered “safety sensitive,” along with people who drove company vehicles, Ms Mosely said. Many companies such as Ashburton

Contracting, Fulton Hogan and meat processing companies have had testing policies in place for several years, but for local authorities it was a new area, she said. “We’re just coming into line with what’s been happening in other industries. We’re working through our staff awareness training and once they’ve all attended this, that’s when random testing will kick in.” For some people, the new policy might require them to notify managers if they were using prescription medications but this information would be treated confidentially, she said. Drug and alcohol work place testing is becoming big business with at least one Christchurch-based agency maintaining a van in Ashburton a full-time basis.
