Ashburton District ratepayers might feel hard done by when rates rise each year, but their average rates bill is the fifth lowest in New Zealand.

The annual Taxpayers Organisation’s ratepayers’ report shows Ashburton’s average rate as $1850 for the year to

June 30, significantly higher than low rate award-winner Southland, $1737.

South Waikato is second lowest, Mackenzie, third, and Grey, at $1846, inched Ashburton out by $4 for fourth slot.

While the district still has some of the lowest rates in New Zealand, its ranking has slipped from the previous year where it came in at second place.

The average increase in rates across New Zealand’s councils last year was $90, however, the Ashburton District’s rate increase ran at an average of $199.

SMASHED lessons for AshColl students

Ashburton College students got a dramatic look at the dangers of underage drinking and dealing with peer pressure yesterday.

SMASHED, which was established in the UK in 2005 and will this year be delivered in 21 countries worldwide, has been brought to New Zealand as part of responsible drinking initiative The Tomorrow Project and is being delivered by the Life Education Trust.

The trio of performers were at Ashburton College yesterday to deliver the hour-long show that consists of 30 minutes of performing and 30 minutes of a workshop with the students on what they learned from the performance.

The performance highlights three friends and their experiences with alcohol and its negative effects, including what happens when one of the characters becomes grossly intoxicated and has to be carried home by his friends, and a fight between the two male characters, Caleb and Jack, that results in the character Charlotte being injured as a result.

Neatly woven into the performance are important lessons around the drinking age and the short-term and long-term effects alcohol consumption can have on the body.

“This project lasts five months and we are on our second-to-last week now,” performer Troy Vandergoes said.

The main aim of the show was to educate the students on underage drinking and avoiding peer pressure, he said.

The tour will continue south as far as Queenstown before returning to the North Island.

portunity to address the issue of under-age drinking as well as encourage a responsible approach to alcohol as adults.

“We know, from our own research, that the younger people are when they begin drinking alcohol, the more likely they are to develop poor drinking behaviours later in life and this is a pattern that we are looking to change,” he said.

“The unique theatre-based approach to education is proving incredibly successful globally as students are engaged in an interactive way.

“The UK – where more than 380,000 pupils have participated in the programme, has seen a significant drop in the number of young people drinking alcohol, from 45 per cent of 8 to 15-year-olds in 2003 to 14 per

cent today.”

SMASHED will reach more than 21,000 Year 9 students this year across 120 schools, with funding being secured to roll out to all 60,000 Year 9 students in 2020.

Life Education Trust CEO John O’Connell says SMASHED represents the organisation’s first foray into secondary schools.

“We’re delighted we have the opportunity to work with youth and support them with a programme that has a proven track record internationally,” he said.

O’Connell said the uptake from schools booking SMASHED has been significant.

“We’ve had a huge response from schools which indicates it’s an issue they see real value in supporting their students,” he said.

A global survey of SMASHED participants shows the programme, developed in collaboration with young people, has had a real impact on teenagers and their attitude and behaviour related to alcohol.

Ninety-five per cent of students said they understood more about the dangers of underage drinking than they did before the workshop and students who knew the legal age for buying alcohol in their country increased from 78 per cent to 94 per cent.

Eighty-six per cent of pupils demonstrated confidence in where to get help with alcohol-related issues after the programme (an increase of 33 per cent) and 15 per cent have said the most important thing they learned from the session was how to challenge peer pressure.

As a provincial council with a district population of 34,500 Ashburton is significantly smaller than its group’s average population, 47,011.

Taxpayers’ union spokesman Louis Houlbroke said the league tables were released prior to this year’s election to give voters a clear indication of how their local council was performing.

Key findings showed that rates were still on the rise, with an average increase across all councils of $90.

In almost all areas the Ashburton District Council rates are better than its provincial council group.

Borrowing costs per household $119. Group average $201.

Revenue per household $6431. Group average $5922.

Liabilities per household $3847. Group average $5882.

Total assets per household $60,322. Group average $71,232.

Equity per household $56,475.

Group average $64,106.

Total costs per household $4447. Group average $4601.

Personnel costs were one area where the council expenses ran ahead of the group average – an average of $1674 per household for its 308 staff compared to the group average of $1172.

At the end of June, the council had 38 people on its payroll earning more than $100,000 a year, 12 per cent of its total staff.

The council’s chief executive earned $315,000 last year, less than the group’s average salary for this position, $321,111.

The district’s elected members were also paid less than their provincial counterparts – mayor, $110,573 (group $116,469) and councillors, $28,257 (group average $36,618).

Over the past term of the Ashburton District Council, its elected members have had a total of 102 council and standing committee meetings on their calendars.

None, however, have achieved a perfect attendance record, with some of the council’s strongest movers and shakers having several absences against their names.

Hardworking western ward councillor Liz McMillan logged an almost perfect score, with 100 meetings attended. She missed one service delivery committee

and one finance and business support meeting. That attendance rate was matched by urban councillor Alasdair Urquhart, who was also missing from one meeting of each of those committees.

The councillor most often missing was the eastern ward’s Mark Malcolm. He was absent from five council meetings and 10 standing committee meetings. None of those absences were on council business.

Selwyn Price had the second lowest attendance rate, missing 13 meetings. One of his missed meetings was for council busi-

ness and another saw him stranded by the Hong Kong airport riots.

Leen Braam had the next lowest meeting attendance rate, at 91, missing four council and seven committee meetings. Two of those were for council business.

While mayor Donna Favel had a perfect score for council meetings, 38, she missed 10 committee meetings. On all of those occasions she was absent on council business.

Deputy mayor Neil Brown missed nine meetings, with one of those for council business.

Firearm owners with unique prohibited items can now apply to police for compensation as part of the firearms buy-back scheme.

Applications must meet the criteria specified in the Arms Regulations.

“The Arms Regulations recognise that the price list cannot include everything – there will be some unique or rare items that require individual consideration,” deputy commissioner Mike Clement said.

“Likewise, some owners may have modified their prohibited item in a way that has significantly increased its value.”

In such cases, affected owners are able to apply to police who will then determine compensation for that particular item.

After receiving the application, police may need the applicant to obtain and pay for a valuation from a police-approved valuer – a list is available on police’s website.

Applications need to meet one of the three criteria, which are also available on the police website.

Applications must be submitted as soon as possible as the end-to-end process needs to be complete by December 20 when the amnesty and buyback ends.

Applicants will also need to pay a non-refundable application fee of $138 (GST inclusive) within seven days of receiving their invoice – the fee covers the cost of processing the application.

Firearm owners, who own more than one unique prohibited item, should submit a supplementary application form for every additional item and submit these applications together, so that they don’t have to pay an additional application fee.

New CanInspire ambassador

Continued growth and the welcoming of a familiar face as the charity’s ambassador were the highlights of the CanInspire AGM held in Ashburton over the weekend.

The charity, which provides a supportive environment that distracts individuals that are experiencing illness, trauma or personal loss and builds wellbeing through creative activities has brought television personality Haydn Jones on-board as ambassador.

“About nine years ago Sarah Clifford, who is the founder of the charity, was on TV1’s Good Sorts with Haydn Jones (who hosts the popular TVNZ segment) when she first started,” national co-ordinator Kylie Curwood said.

“They stayed in contact and we asked him if he would be our ambassador and he said yes straight away.

“He is such a great guy, what you see is what you get, he is really genuine.”

The charity has expanded to have five regional offices, and is set to open a sixth office within a month, with eyes on opening a

Rangitata MP Andrew Falloon is always willing to stake a case for Ashburton on the national stage and has set his sights on Metservice and their decision to leave Ashburton off the beta version of their new website.

Helicopter rescue A rescue helicopter was called to the Woolshed Creek Hut near Mt Somers on Tuesday after a man broke his leg. The helicopter was called out at around 1.15pm after a man fell and broke his leg stepping off one rock on to another. He activated his personal locator beacon and the helicopter was sent by the Rescue Co-ordination Centre in Wellington. GCH Aviation general manager Simon Duncan said it was a straight forward rescue where the crew landed near the patient close to the Woolshed Creek Hut.

Participants get the opportunity to surround themselves with people going through similar situations and feel supported, with experienced tutors.

Currently CanInspire operates

in the Hawke’s Bay, Wellington, Christchurch, Mid and South Canterbury and Otago and Southland.

In the past year they distributed 421 kits and held 63 workshops nationwide and, from 2011 till now, they have had 2007 participants.

“As we all know the Ashburton district is a micro-climate, weather here can be quite different from in other parts of Canterbury. During summer, Ashburton is regularly a couple of degrees warmer than in Christchurch or Timaru, and often features as one of the warmest parts of the country along with Central Otago and Northland,” he said.

It’s relied on by many people

right across New Zealand, including here in Mid Canterbury, for up-to-date weather information. For farmers and hikers quick access to weather data is a must. It doesn’t make any sense to make Ashburton information more difficult to find.

“I’ve written to MetService to ask that they correct their error, and reinstate Ashburton to their primary weather forecast web page.”

Last month a beta version of the new site went live, and MetService is encouraging feedback over the next few months.

The changes include improved Marine, Rural and Mountain and Park sections as well as an interactive map of severe weather watches and warnings.

One of the main changes is

an increase in clarity of Severe Weather Warnings on the site.

It features a new interactive map showing watches and warnings and the introduction of a two-tier land-based warning system.

The two tiers are orange and red.

An orange warning is represented by an orange hexagon graphic, indicating weather that meets or exceeds warning criteria.

A Red Warning, represented with a red triangle graphic, is reserved for only the most extreme weather events, when MetService forecasters expect significant impact or disruption.

Family waits Jessica Boyce’s family are waiting.

They are waiting to find out what happened to their much-loved daughter when she left home six months ago and never returned.

They are waiting for answers that will relieve the burden of not knowing where she is or how she disappeared. Boyce left her home in Renwick, Marlborough, on March 19. She has never been seen again.

Three days later, on March 22, two hikers found the ute abandoned in Mt Richmond Forest. Boyce’s phone, wallet, and cash had been left inside the vehicle.

The Parole Board said assessment by Serco of Sroubek possessing a “low risk of reoffending” had underestimated the risk. Home-grown stars help raise $44k for hospice Hospice Mid Canterbury’s recent fundraiser, Home Grown, was a huge success, raising around $44,000 which will go directly to supporting people throughout the Ashburton district dealing with a life-limiting illness.

Ticket sales, generous donations and lively bidding at live and silent auctions all contributed to the money raised on the night, which featured three special homegrown speakers.

While a large number of hospice services are provided by volunteers, specialised services and therapies are delivered by independent professionals who are contracted

by Hospice Mid Canterbury.

Fundraising events and donations mean these services and supports are offered to clients free of charge.

Home Grown was born from the idea of promoting people who have called Mid Canterbury home. The three guest speakers for the evening were broadcaster Anna

Thomas, QC James Rapley and mountaineer Mike Read, and are all from very different walks of life, achieving great things both professionally and personally.

The three speakers each presented in various ways – Anna delivering a news broadcast, James conducting a mock trial, and Mike giving an insight into his adventures. Later in the evening the speakers came together to share their memories of growing up in Mid Canterbury.

One of the organisers, Lynnie Scammell, said the night had lifted the profile of hospice in the district. “Many people didn’t know much about us.”

The 250 diners enjoyed good food, great entertainment and the satisfaction of knowing they had supported Hospice Mid Canterbury’s work in the community.

The next Hospice Mid Canterbury fundraiser will be a Christmas House Tour on Sunday, December 1.

Free skin checks coming to Ashburton

The cost barrier is about to be removed for Ashburton people wanting to have a skin cancer check, with a free clinic planned for November.

SkinCan, a group of Christchurch-based volunteers have been running the free check service in the city for two years and decided to spread their net and offer the service in Ashburton.

The project is being driven by Leeann Marriott, whose brother

died from melanoma four years ago.

“I decided I needed to do what I could around raising awareness,” she said.

She approached the Canterbury DHB and with their support formed a working group that in turn gained support from several Christchurch dermatologists. SkinCan NZ was born and offered its first free clinic in 2017 with 167 people checked.

The following year 265 registered and the numbers continue to grow, Marriott said.

Her goal is to spread the message and to provide free clinics annually.

“The biggest issue in New Zealand for many people is the cost of a skin check and we’re making our clinics free to people over 50 with no medical insurance and no other means of covering those costs.

“We’re trying to target people who financially cannot afford to have this done,” she said.

Three local GPs have come on board as well as a dermatologist.

A health questionnaire is

completed on arrival at the clinic and it is made clear from the outset that the event is about skin checks, not treatment, Marriot said.

Patients will be asked to get undressed to their underwear and their skin will be examined from top to toe. A polarised light may be used.

A record of the check is provided to the patient and one is faxed to their GP. It is made very clear that it is the patient’s responsibility to go and see their GP if a lesion is found, she said.

With New Zealand having one of the highest incidences of skin cancer in the world, early detection was very important and skin checks were a good first step in this, Marriot said.

“Even if we pick up two people on the day, that’s great.”

People registering for the clinic must be enrolled with a GP. Ashburton’s skin check clinic will be held at Ashburton Hospital outpatients on November 9.

Maori King’s urging fails to move Govt

The Government appears to be unmoved by the Maori King’s urging of the Crown to negotiate with Fletcher Building to “return Ihumatao to its rightful owners”.

Speaking to media before question time yesterday, Acting Prime Minister Winston Peters said it would have to be “one extraordinarily high benchmark” for the Government to get involved.

“And hitherto, we do not see that benchmark.”

Finance Minister Grant Robertson confirmed in the House this afternoon the Government had “absolutely no intention of reopening full and final [Treaty] settlements”.

And senior NZ First minister Shane Jones has told the Herald the Ihumatao land should be used for housing development.

“Given the white-water we’re taking in housing, it would probably be a good idea to proceed with housing.”

This comes after Maori King

Kingi Tuheitia said he had successfully guided the mana whenua of Ihumatao to a unified position.

“Mana whenua agree they want their land returned, so they can make decisions about its future,” he said.

He added that Kangitanga had conveyed the views of mana whenua to the Government and urged it to negotiate with Fletcher for the “return of Ihumatao to its rightful owners”.

In a statement, Peters thanked the King for his work.

But speaking to media, he said any questions around what the Government’s role was going forward was “not relevant”.

Asked if the Government would ever consider buying the land from Fletcher to return it to manu whenua, Peters said the land was subject to a major Waitangi deal – “there has been a settlement”.

Peters, who is also NZ First’s leader, said: “Some of the questions being put up for speculation at the moment are not helpful be-

Mayoral candidate slammed

Auckland mayoral candidate John Tamihere is being slammed for using the words “sieg heil” during a heated political debate with Phil Goff.

A 20-second edited excerpt of Tuesday night’s debate at Chapel Bar in Ponsonby circulating on Twitter shows Tamihere responding to Goff’s comment about enjoying Auckland for its multiculturalism with the words: “I say sieg heil to that”.

“I love this city for its diversity and we won’t put up with the sort of nonsense that we get from racists coming into this country to tell us that multiculturalism doesn’t work,” Goff says.

Host Martyn Bradbury then asks Tamihere what he wishes for the grandchildren of Auckland to which he replies: “I say sieg heil to that”.

In the extended version of the debate online, Goff replies: “Ha ha just like the Nazis? What do you mean by that, what do you mean by that? That’s weird.”

It even shocked host Bradbury who replied: “Jesus wept”.

Tamihere went on to say that he had “never heard such a prepared speech delivered so boringly”.

When asked by the Herald what he meant by using those words, Tamihere said he was calling Goff a dictator in regards to the conversation they had 12 minutes earlier.

“Because he’s a dictator. You go through the whole debate, it’s in the context of a heated debate. You got to be very careful about having Phil Goff as a chief censor on how people can think, what they can say, where the can say it and all of it, that was the context of the issue of the banning of those Canadians

“I think Aucklander’s and Kiwi’s are grown up enough to determine who they can listen to and why and that we would as New Zealanders give them the opprobrium they justly deserve, but here’s the thing.

Who determines whether you can think something, speak something and engage in something and who says that it’s hate speech?”

Tamihere said he didn’t agree with what controversial couple Stefan Molyneux and Lauren Southern were saying, but it wasn’t up to him to decide whether to let them into the country or not.

Molyneux and Southern are known for holding far-right views on immigration, feminism and Islam, and were initially due to speak at the Bruce Mason Centre on Auckland’s North Shore last year.

However, the event was later cancelled because of “security concerns around the health and safety of the presenters, staff and patrons”.

At the time, Goff said they were not welcome to use city-owned venues, leading to court action by

a pro-free-speech group.

When contacted, Goff said he was shocked by Tamihere’s choice of words and wasn’t sure what he meant by them.

When told it was in the context of the Molyneux debate, he said he didn’t have the power to ban them from the country and it wasn’t a decision that he could make.

However, he stood by his comments at the time that he opposed what they were wanting to say.

“It was really weird, I was pretty astounded when he said it, and personally I couldn’t understand why he would say something like that.

“It’s not the sort of thing that you would expect from a contender for the Auckland mayoralty, which is one of the most diverse cities in the world, and particularly you wouldn’t expect it six months after the Christchurch terror attack.

“I was simply astounded that he came out with it, just out of the blue, for no particular reason and almost impossible to understand why he would have blurted something like that out.”

Former prime minister Helen Clark, who ejected Tamihere from Cabinet while she was in office, said his comment was “appalling”.

The Holocaust Centre of NZ issued a statement yesterday afternoon saying it condemned the comments.

“Mr Tamihere uses Nazi language – the language of race hatred – in a throwaway manner,” chief executive Chris Harris said.

“It is wrong, deeply irresponsible and inciting hate in one of the world’s most ethnically diverse cities. It is utterly unacceptable for a public figure to evoke Hitler and the Nazis, as Mr Tamihere is doing.”

“We don’t want to reopen the Treaty of Waitangi settlement process and we desperately think that the site is ideal for ... housing.”

In fact, he suggested that the Tainui iwi – which has historic ties to Ihumatao – could buy the land.

“Let’s face it, Tainui are very affluent and every year they get an additional cheque from the Government as they’re entitlement to share in the proceeds of all the other settlements.

“So it’s not as if Tainui don’t have any money.”

National leader Simon Bridges said the Government needed to immediately reject the call from iwi for it to negotiate with Fletcher over Ihumatao.

“Fletcher’s legally owns this land. If this settlement is brought into question then so will all other full and final Treaty of Waitangi settlements.”

Arrests, assets seized after large cannabis bust NZME Two men have been arrested and assets worth $5 million seized after two police raids, one of which discovered a “very large underground bunker” for cannabis growing, in the South Island.

The bust is the result of a covert investigation into the commercial cultivation and widespread supply of cannabis throughout the West Coast and Canterbury.

Farm and residential property, cash, bank accounts, vehicles and gold claims (permits to explore/mine) worth about $5m were seized by police.

A 72-year-old Ngahere man was arrested on September 9 and a search warrant executed at his address.

He has been charged with possession for supply of cannabis and is due to appear in Christchurch District Court on September 30.

On Tuesday, police from around the Tasman District also executed a search warrant at a large rural property in Kaniere, where it is expected they will remain for days.

There police discovered a large underground bunker containing a sophisticated cannabis-growing operation.

A large number of firearms were also seized.

A 63-year-old man, charged with cultivating and selling cannabis, is due to appear in the Greymouth District Court yesterday.

Inspector Jacqui Corner, West Coast Area Commander, said the operation goes some way to reducing harm in West Coast communities.

“Police rely on tips from the public to stem the flow of drugs, and information supplied from our community, which has been instrumental in police being able to prosecute these offenders and take their assets,” she said.

“I would like to thank the West Coast community for their patience and information that they have supplied police over the past year about these addresses.

The scale and seriousness of the offending required careful investigation to put them out of business for good, Corner said.

“Our investigation team has spent months working to dismantle this drug supply, and in doing so have prevented significant harm reaching our communities.

“Drug use is a driver of numerous other crimes so operations of this nature will continue to be a priority for Tasman District Police “As well as holding people to account, police will ensure that those who are reliant on illicit drugs are referred to the relevant agencies to ensure they get the support they need.

“Let’s work together to ensure we stop drugs causing more harm to our communities by continuing to be vigilant to this type of behaviour.”

Political parties deadlocked AP Israel’s two main political parties are deadlocked after national elections, with Prime Minister Benjamin Netanyahu facing an uphill battle to keep his job.

Seeming kingmaker Avigdor Lieberman said he’ll insist upon a secular unity government between Netanyahu’s Likud and Benny Gantz’s Blue and White parties, who are currently tied.

Lieberman says that is the “one and only option” on the table.

Without Lieberman’s endorsement, both parties appear to have fallen well short of securing a parliamentary majority with ideological allies.

Gantz, a former military chief, has ruled out sitting with a Netanyahu-led Likud at a time when the prime minister is expected to be indicted on corruption charges in the coming weeks. That could spell the end of Netanyahu’s lengthy rule.

However, final results could still swing toward Netanyahu.

The 2020 arena tour dates announced include stops in Mexico, Europe, the United Kingdom, and North America.

The six-time Grammy Award winner passed away in 2012 at the age of 48. In a statement, the CEO of BASE Hologram Brian Becker said: “Whitney Houston was a talent beyond words, and her influence and artistry transcended all boundaries.

What we are creating here is a new type of theatrical concert experience designed to capture that magic.”

Horror simulation shows grim death toll NZME A grim simulation reveals the horrifying mayhem that would ensue from a war between the US and Russia.

The ominous video shows how atomic bombs would rain down on Earth during the conflict, killing an estimated 34 million people in under five hours. Most would die within a 45-minute period, reports The Sun. A further 60 million would be injured by the blasts, say experts at Princeton University in New Jersey.

They added that the number of fatalities would later skyrocket due to nuclear fallout and other long-term effects.

“This project is motivated by the need to highlight the potentially catastrophic consequences of current US and Russian nuclear war plans,” according to an official Princeton blog post.

“The risk of nuclear war has increased dramatically in the past two years as the United States and Russia have abandoned longstanding nuclear arms control treaties.”

The four-minute simulation, titled “Plan A,” depicts how a conflict between the United States and Russia could escalate from conventional war to an all-out nuclear conflict.

It’s based on independent assessments of current U.S. and Russian force numbers, nuclear weapon targets, and fatality estimates.

War begins when Russia launches a nuclear warning shot from a base near the city of Kaliningrad in an attempt to halt a US-NATO advance across western Europe.

Fighting quickly escalates to a tactical nuclear war in Europe, with Russia and NATO forces exchanging 480 warheads via aircraft in an apoca-

lyptic battle of the skies.

Casualties (meaning both deaths and injuries) hit 2.6 million within three hours.

With Europe destroyed, NATO fires 600 warheads from US land and submarine bases aimed at Russian nuclear forces.

Russia retaliates with missiles launched from silos and submarines. This exchange causes 3.4 million casualties within the next 45 minutes.

With the aim of blocking the other side’s recovery, Russia and NATO each obliterate one another’s 30 most populated cities using five to ten warheads on each town.

This leads to over 85.3 million casualties within the following 45 minutes. “[The simulation] uses extensive data sets of the nuclear weapons currently deployed, weapon yields, and possible targets for particular weapons,” reads the blog post.

It leads to around 91.5 million casualties across the entire conflict.

That includes 31.4 million fatalities and 57.4 million injuries.

“It shows the evolution of the nuclear conflict from tactical, to strategic to city-targeting phase.”

While it may all sound a little far-fetched, the world is closer to nuclear war now than at any time since World War Two, according to one UN arms chief.

Renata Dwan, Director of the UN Institute for Disarmament Research, warned in May that all states with nuclear weapons are modernising them, increasing the threat of apocalypse.

She said it’s important “to recognise that the risks of nuclear war are particularly high now, and the risks of the use of nuclear weapons, are higher now than at any time since World War Two.”

Roseanne – firing an excuse Roseanne Barr has slammed executives at ABC, calling her firing from the sitcom Roseanne “an excuse to steal my life’s work”. The actress was rendered jobless after the reboot of her much-loved show was cancelled in May 2018, after she tweeted that Valerie Jarrett, an adviser to former US President Barack Obama, looked like the result of the “Muslim brotherhood” and “planet of the apes having a baby”. While the 66-year-old quickly deleted the tweet and later apologised, blaming the sleeping pill Ambien for the ill-judged remarks, the show was ultimately cancelled, the comedian told Britain’s Daily Mail newspaper she believes the network was conspiring against her all along.

Second bridge needs a second look A

letter writer in today’s paper raises an issue that’s all but gone underground – the location chosen for the second bridge across the Ashburton River.

Rightly or wrongly, the decision was made to put that second bridge at the end of Chalmers Avenue. Yes – there were months of community consultation ahead of that decision being made, yes – there were a range of options on the table and yes – there was plenty of angst.

The Chalmers Avenue option, however, seemed to be the easiest solution all round, but whether it’s the right option is still up for debate.

Ex-mayor Murray Anderson has banged on for years about the bridge location. He’s long been an advocate of a four-lane highway through Ashburton with the ex-

isting bridge rebuilt, or a second parallel bridge built to handle the multiple streams of traffic.

The key to this is, of course, who pays? And in making that decision, perhaps we were all bluffed by the NZ Transport Agency and its desire to pass the funding buck. Their traffic surveys told a story of traffic volumes that were largely local based on recording car number plates as they entered Ashburton from either end. Their data said many more entered than left. Logical assump-

tion, mostly local traffic.

Those figures were garnered several years ago and, in the interim, traffic volumes plying State Highway 1 between Christchurch and Timaru have increased phenomenally. If you’re in any doubt, check out the highway through town at peak traffic times and those peak times are expanding.

In a ballsy call when they drew up the long term spending plan for the next 10 years, councillors this year decided they’d put a stake in the ground over the funding of the new bridge. They wouldn’t be paying any more than 20 per cent; NZTA could pay the rest. And now they’re making the business case.

But commonsense must say that, if the transportation funder agrees to pay the lion’s share of the project, then the problem the

bridge will solve is national as much as it’s local traffic.

And that raises the question – should we take a second look at the new bridge location?

Four-laning, as Murray points out, it the normal solution to heavy traffic volumes in virtually every NZTA project, why not Ashburton?

There’s room to burn with the West Street parking area in which to carve out two more lanes. Bridge exits to the south would run down Archibald and Melcombe streets, with the two becoming one again out near Ford’s Road through flyovers and drive-unders.

A four lane bridge or two parallel bridges was on the drawing board during the site selection process. Now, maybe, its time has finally come – two lanes on West

Street, two bridges across the river and two double lane traffic flows through Tinwald.

It’s not too late to change direction. There are no physical stakes in the ground. Perhaps the new team of councillors elected on October 12 might have the courage and the foresight to pull the bridge back onto the agenda and push for the right solution for the future.

Today’s environment is vastly different to the one in which the second bridge project first saw the light of day and traffic volumes will continue to build at a rapidly increasing rate.

Get this project wrong and we, and future generations of Mid Cantabrians, will live to rue the day we opted for the easy, rather than the right, option.

The Rakaia salmon site enhancements – have your say T

he Rakaia Salmon site – with its landmark replica salmon sculpture, is undoubtedly one of the Ashburton District’s most iconic features, attracting a lot of interest from tourists and passing travellers.

The council was very excited to announce that the site will be undergoing major upgrades with the help of a significant government grant – enhancements which you can now provide feedback on.

Whether you live in Rakaia, use the site or are simply interested in its future, the council wants your feedback on the plans and options in mind for enhancing the popular attraction.

The upgrade is possible thanks to a $739,945 grant from the government’s Tourism Infrastructure Fund, $197,590 from the council and a generous $20,000 contribution from the Rakaia Lions, totalling $975,535.

The council is proposing a number of improvements, including installing a new 10pan public toilet block, additional playground equipment, solar-powered rubbish bins, concrete pathways, additional seating and picnic tables, interpretive signage detailing Rakaia’s history, as well as plantings and landscaping.

There is also a proposal to relocate the caravan dump station to an alternate location in Rakaia.

It’s crucial that the Rakaia salmon site continues to be a valued attraction that leaves visitors with positive experiences of our district, and is a place residents can be proud of.

The necessity of this upgrade lies in the fact that the current

Ashburton town must have a quality four-lane highway and quality intersections on the present corridor.

The Ashburton Distsrict Council is currently carrying out a business case study on the siting of the second town bridge.

This model is required before NZTA will agree to part funding this roading project.

facilities are not keeping up with the growing demand from travellers.

To put things into perspective, investigations into the use of the Rakaia toilets revealed that they see between 500 and 700 visits each day.

Additionally, a survey carried out over the 2018/19 summer found that the majority of people who stopped to use the facilities arrived by bus, and most of these people were international visitors. There is a clear need to provide adequate conveniences to meet current and future demands.

This is why the significant contribution from the government’s Tourism Infrastructure Fund is such a big achievement for the project.

This is town planning at its worst. Our forefathers would be horrified. We are in the 21st Century. Does the council not notice what is happening throughout New Zealand?

Does the council not even notice what our neighbours to the north are doing to enable efficient traffic flows in the future?

The Southern Arterial outlet to Rolleston, Johns Road, the northern outlet, the Waimakariri four-lane bridge that is currently being extended to make

six lanes. There are many more examples.

The proposed location of the second bridge is wrong. Council please get back on track.

The Ashburton community deserves better, Ashburton’s ratepayers deserve better, transport operators deserve better and NZTA deserves better.

I believe NZTA would like a highway through Ashburton that they could be proud of, achieving an efficient, safe and sustainable network for all users.

Meeting the modern requirements

As the Ashburton A&P Association prepares for its 142nd annual show on November 1 and 2, it has set up a board structure to better meet the modern requirements of owning and managing the showgrounds.

A former association president Richard Lemon said the board would be responsible for the business side of the association’s work, freeing up the committee to look after showing.

“Hopefully, this will encourage new members to join the committee.”

The association owns its 17.4-hectare showgrounds, which is regularly hired out to various groups during the year.

As well as being the base for the Mid Canterbury Rugby Union since 1956, the showgrounds also host two-day showjumping and dressage events, dog obedience training and fixtures including motorhome and truck shows.

“We can bring in external independent directors with a different view to perhaps what the association members might have.

Hopefully this will strengthen the attributes and business acumen of the board,” Lemon said. “For groups using the showgrounds, health and safety and compliance are two of the biggest issues that we need to get right.”

Association secretary Lucille Brown said the annual show was run by a small group of people.

Seeds of Mid Canterbury was this year’s show theme, with a marquee to showcase the region’s arable industry.

More than 100 applications had been received for trade sites.

“Some come every year, but we always have some new people

wanting trade sites,” Brown said.

Crowds will be entertained

by Sport Suzie, who will put on two shows, combining aerobics, sport and circus. The fire service and police will also provide demonstrations following the grand parade.

Fifteen food sites had been allocated, to cater for all tastes.

Exhibitor entries for this year’s show close on September 27, with showjumping entries clos-

ing on October 17. Exhibitors are encouraged to enter online at www.showdayonline.com, or via the link on the www.ashburtonshow.co.nz website.

Those who prefer to register their entries at the showgrounds in person can do so later this month. The secretary’s office under the grandstand will be open September 25 to 26, 1pm to 5pm and on September 27, 9am to 5pm.

Extension for water-take consents under review Environment Canterbury has granted 12-month extensions to a majority of the 90 Ashburton River water-take consents under review.

The consents are being reviewed in an effort to raise minimum flows in the river.

Consent-holders had until September 12 to reply to the regional council’s proposed new conditions and 76 applied for extensions so they could better analyse the impact of less water on their mostly farming businesses. Some farmers already had alternative supplies.

An ECan spokesman said council staff had been in contact with all consent-holders, either through the consent-holder meetings or subsequent phone calls, emails or meetings.

“Most (76) consents have had extensions applied. The majority of extensions were for one year, until September 12,

2020.

“We told consent-holders that they did not need to respond if they accepted the proposed conditions. However, we will follow up with those who we haven’t heard from before issuing their amended consent documents.”

He said the council was happy with progress to date and was continuing to actively work with those who had sought a time extension.

The new conditions will apply from July 1, 2023.

Transparency missing in elections ... again

wo Fonterra directors seeking re-election have at least two competitors – so far.

But in keeping with the embattled dairy company’s reputation for being untroubled by prompts for more transparency, we have to rely first on Mr Google or dairy farmer chatter to learn about them, or what they aspire to bring to the top table of New Zealand’s biggest company.

A brief advisory from the Fonterra Shareholders’ Council – the advocate for Fonterra’s farmer-owners that costs them $3 million to run each year – has informed that a Philipp Haas and Cathy Quinn had passed muster as “independently assessed candidates” for the 2019 Fonterra farmer-director election.

They will contest two vacancies created by incumbent farmer-directors Donna Smit and Andy Macfarlane who are required to quit or seek re-election under rotation rules. Smit and Macfarlane have confirmed they will seek re-election. All four have been assessed by an independent panel of experienced directors.

There could yet be more contenders.

Nominations for “non-assessed” candidates, where Fonterra farmer-owners can stand with the support of 35 other shareholders, are now open.

This process closes on Friday, September 27 – a day after Fonterra’s financial results for FY19, deferred from September 12, and if in line with previous company guidance, expected to be ugly.

No profiles for the new candidates are publicly available from either the Fonterra Shareholders’ Council or Electionz, the election organisation that has for many years held Fonterra director elections on the council’s behalf.

The council referred the Herald’s request for candidate details to Electionz chief Warwick Lampp. He declined to supply background material saying it was “for shareholders” and had never been supplied to outsiders.

He suggested Googling the new contenders. Pressed he provided a phone number for Haas, but advised the candidate was overseas and “hard to contact”.

Google said Cathy Quinn was an officer of the NZ Order of Merit and senior lawyer with MinterEllisonRuddWatts. She was not available when the director candidates were announced. Given Fonterra’s current very public woes and spotlight on its governance, perhaps she could have cleared some space in her diary for inquiries.

When she returned the Herald’s call, she said she qualified to seek election under Fonterra’s “shareholder” requirement in that she was a trustee of a company that owned two Waikato dairying operations.

Asked what a lawyer could offer a co-operative that had apparently lost direction, Quinn said she was “not just a lawyer”.

No other director on the Fonterra board had legal expertise and she had strong commercial skills, she said. Quinn noted her recent appointment to the board of Fletcher Building, now a trans-Tasman company and with a legacy of issues, and that she was a director of other companies with global connections, including Tourism Holdings.

As a trustee of a shareholder she was “very disappointed and unsatisfied” with the performance of Fonterra and wanted to see it turned around. Quinn said she had 30 years’ experience advising the dairy sector in her role as a lawyer.

Fonterra reported revenue nudging $20 billion last year – along with an historic first annual loss of $196m.

The farmer-cooperative, formed from a dairy industry mega-merger in 2001, has seven farmer-elected directors and four board-appointed directors.

Quinn said: “Fonterra election rules are very clear that candidates cannot seek media attention nor is that encouraged.”

For “media” read public.

Let’s not forget that Fonterra, still with the lion’s share of the domestic milk market, is a creature of special 2001 legislation which ducked the approval process of competition watchdog the Commerce Commission, in the name of being a “national champion”.

Mid Canterbury dairy farmers struggling to find staff will welcome Government’s announcement this week that it will be streamlining the employer assisted work visa process to help businesses and farms fill skills shortages.

DairyNZ chief executive Dr Tim Mackle said farmers were consistently saying good staff were hard to find, so filling skills shortages was of critical importance to the agricultural sector.

He said DairyNZ has engaged constructively with the Government around the changes and were pleased with the outcome, which would make it easier for farmers, especially in the regions, to access much-needed staff.

“We will now work with dairy farmers to ensure they understand what these changes will mean for them from 2021 when the policy comes into place and also what it might mean in the period before then.

“Our existing migrant employees are both highly valued and much needed onfarm, so we will be making enquiries with the Government to get clarity about what this might mean for them in the interim.”

DairyNZ would continue to focus on attracting and retaining New Zealanders into the agricultural sector, work with Immigration NZ to help shape the policy detail to ensure it worked for farmers, he said.

try Association (MIA) also welcomed the announcement.

“Labour shortages have been an ongoing issue for the meat processing sector, which affect our ability to run our plants to the desired capacity and fully process all products,” says MIA chief executive Tim Ritchie.

“That deprives processors and farmers of revenue and rural communities of income.”

Federated Farmers is confident the simpler and streamlined temporary work visa process would deliver for the regions.

By ditching the Anzsco skill level classifications, there is much greater scope for a migrant worker to achieve career progression on our farms, said Feds employment spokesperson Chris Lewis.

“The changes incentivise farmers to invest in training and supporting migrant employees because there’s a greater chance of keeping them than currently exists.

“We also acknowledge the Government for its compassionate and pragmatic approach in reinstating the family entitlement for lower skilled visa holders. The migrant worker’s children can be educated here and their partner can get an open work visa,” Lewis said.

“It’s a positive for rural communities to have settled and content families, not just single men who may well be sending all their money home to their family.”

Tourism aids current account deficit

New Zealand’s persistently strong tourism market and low global interest rates have helped keep a lid on the current account deficit and may continue to do so during the next year and a half.

The annual current account deficit was $10.23 billion in the June quarter, narrowing from $10.8 billion in March quarter, Statistics New Zealand figures show. At 3.4 per cent of gross domestic product, that was in line with economists’ expectations and down from 3.6 per cent in March.

The balance of payments – which captures trade in goods and services and net income flows – has been buoyed in recent years by the country’s tourism boom stoking the services side of the ledger, while low interest rates have reduced the cost of locals borrowing from overseas lenders.

That’s offset the increased demand for imported goods from an expanding population that would typically push up the deficit.

ANZ Bank New Zealand economist Miles Workman said the composition has shifted from the historical norm, with a goods deficit of 1.3 per cent of GDP com-

pared to a long-run average of 0.8 per cent, a services surplus of 1.4 per cent compared to 0.8 per cent, and an income deficit of 3.5 per cent compared to 5.1 per cent.

Stats NZ said the seasonally adjusted current account deficit was $2.38 billion in the three months ended June 30, narrowing from a shortfall of $2.52 billion in March.

“The goods and services balance came in very close to our expectation, but the income deficit was narrower,” Workman said.

Workman said the balance of payments data held no obvious implications for upcoming GDP data and were in line with expectations.

He expects the annual current account deficit will widen to 4 per cent of GDP by the end of 2021, as waning domestic demand and a weaker kiwi dollar stifles demand for imports. At the same time, the weaker currency will support services exports and a protracted period of low interest rates will contain the income deficit.

New Zealand’s net international investment position was a deficit of $165.88 billion, or 55.3 per cent.

Workman said the increased asset values held by locals was one of the big improvements in the international position over the past decade, when it was almost 85 per cent of GDP. Sovereign funds, such as the New Zealand Superannuation Fund and Accident Compensation Corp’s investment portfolio, and the rapid KiwiSaver uptake over that time have contributed to that gain, as ultra-low interest

rates spurred on gains in equity markets.

Yesterday’s data show New Zealand-owned portfolio investment in equities and funds was $109.29 billion as at June 30, up from $104.37 billion three months earlier.

The Super Fund yesterday pre-empted the tabling of its annual report in Parliament, saying the fund has now grown to $43.1 billion and has delivered a 10.2 per cent annual return since it was set up in 2003, and 14 per cent since the global financial crisis a decade ago.

Chief executive Matt Whineray said the fund had scaled back the level of risk it was taking on in the short-term as the current economic environment meant there were fewer attractive investment opportunities.

On the flipside, low interest rates have also made it cheap for the government to borrow overseas, and while Finance Minister Grant Robertson is dialling back net debt, the Crown’s gross debt was $84.71 billion.

The New Zealand Debt Management Office was to sell up to $2 billion of notes in a 2031 bond paying annual interest of 1.5 per cent yesterday.

Property guru fined $400,000 NZME An Auckland company owned by property investment guru Ron Hoy Fong has been penalised $400,000 for price fixing.

The Commerce Commission filed High Court proceedings against Ronovationz Limited following a Herald investigation into Fong.

In 2017, the media revealed a tutoring video by Fong was being supplied free to members of the Auckland Property Investors Association (APIA).

It encouraged investors to look for the “seven Ds” – targeting deceased estates, desperate homeowners facing foreclosure, developers on the brink of bankruptcy, divorcees and “dummies” who didn’t know the value of their home.

The video, used to promote Fong’s Ronovationz company, also advised people to work in packs to drive down prices, and give vendors false names when making repeat offers.

“Some places are already a bargain,” Fong told viewers in the video.

“That’s simply because the vendor’s a dummy. He doesn’t know what it’s worth.”

The Commission alleged that Ronovationz developed rules (the “Priority Rules”) in September 2011 to govern the conduct of members, including rules that prevented members from competing for properties.

In her ruling, Judge Sarah Katz said she was “satisfied that the Priority Rules were deliberately anti-competitive and designed to suppress competition between members”.

“They were explicitly stated to be necessary due to a perception that increased competition among members would drive up prices for the properties they were seeking to acquire.

“The conduct was designed to suppress the normal rivalry between members of a competitive sale and purchase of a property, in a way that was potentially to the detriment of vendors.”

Katz said there was no evidence, however, that Fong, or the members, realised that this type of anti-competitive conduct breached New Zealand’s competition laws.

Ron Hoy Fong, director of Ronovationz, said they have accepted responsibility for their role relating to the historic Priority Rules Agreement that guided our members looking to purchase properties.

“As the judgement observed, it was never our intent to breach the Commerce Act, and there was no direct gain to Ronovationz by doing so. As soon as the Commerce Commission outlined its concerns about the Priority Rules Agreement, we immediately acted and

revised our procedures with members, which the Court acknowledged.

“Our Priority Rules Agreement has not been in place for more than a year and there had been no prior concerns raised around this agreement before then.

“While we are incredibly disappointed that this has occurred, we have been working with the commission throughout the investigation and are pleased to have now achieved a resolution.

“Our focus continues to be helping more Kiwis and our growing membership achieve their property goals.”

A 35 per cent discount was applied to the range of a $550,000 to $650,000 penalty for Ronovationz’s acceptance of responsibility and agreeing settle the proceedings on terms acceptable to the commission.

Ashburton Combined Friendship Club Alister thanked Tony for organising the recent excellent all-day trip to Geraldine, Pleasant Point and Temuka.

Mini speaker, Peter Stechman started work at the Otago Electric Power Board where the apprentices did the physically hardest and dirtiest tasks but became well-trained electricians. From there his working career was varied; industrial electrician, self-employed electrician, managing a home appliance franchise, milk bar owner, own electrical business employing staff, real estate and motelier.

He was President of the Mosgiel Rotary Club in 1982 when Rotary helped form one of New Zealand’s first Probus Clubs.

He and his wife moved to Ashburton 18 months ago but unfortunately his wife has since passed away. Recently he visited the Chathams and gave us a brief overview of life there.

Our excellent main speaker was Ashburton Fire Chief, Alan Burgess, who gave a brief history of the Ashburton Volunteer Fire Brigade, now part of Fire and Emergency NZ. Ashburton is fortunate that volunteers both live and work in town, so can be available both day and night.

Nearly one-third of calls are false alarms and just over one-third of calls are actual fires; the remainder are accidents, medical and rescue. Fourteen of Ashburton’s volunteers have served more than 25 years. The Fire Museum at Tinwald is one of the best of its type in New Zealand.

Ashburton Creative Fibre The Staveley camp went well with a lot of dyeing going on. Another camp has been booked in for February 14 which is from the Wednesday until Sunday. A&P entries must be in by the 27.

The AGM will be held on October 24, membership fees are deferred until the decision on the boundary is decided.

The boundary decision will be decided on at Area meeting on October 18. The Rosebank visit is still to be decided. The next spin-in is on September 30 and October 6.

John welcomed one visitor and one new member, and I hope they enjoyed the programme. John drew our attention to the 50+ Connexion Showcase being staged in Ashburton on October 16 from 4pm-8pm. A chance for the town to show others just what they get up to during the year.

Apparently it’s: have a chat, have a look, have a go, and have a listen. Also including stalls and line dancers. So keep it free. Our club is involved. We have a short timeframe to show what we get up to.

The keyboard group arranged the programme for the evening, so they featured in the line-up for most of the time with their theme of music from the movies and shows.

I believe it was the best night we have ever presented, as the music and choices of songs went over extremely well.

We played a bracket together, then played three of our favourites in between. Michael was unable to attend so he recorded three lovely pieces and put them on a pen drive for Janet to present.

“Don’t Cry for Me Argentina” was lovely.

Margaret (T) on the Kawai, gave us Goodbye Yellow Brick Road, and theme from the Lotus Eaters. Rose and Audrey on the piano with their usual toe tapping duets, and the men’s singing group, helped extend the evening with a tad more variety.

Some of these songs hardly ever see the light of day, and they were so nicely presented. Well done guys.

George Brown and Greg Fleming will battle Robert Pawsey. These should be two very close games. Pat will be confident after bullying poor old Bill last week. I think he took gamesmanship a bit far when he slashed the tyres on Bill’s cart, but a win is a win. George may have a bit too much game for him, but it will be close. My call is that Greg and Robert will go extra holes, they may need to bring torches as it gets dark around 6:30pm.

Junior A, we have John Richards against Alan White and James MacFarlane playing Jeff Williamson. James looks to be the form horse here, but Jeff put paid to young Wilson last week. Alan and John are both wily match players, so again it’s anyone’s call as to who makes the final showdown.

Intermediates will see a fresh champion as both favourites fell in the quarters.

Chris Ralston takes on Pete Morrison who beat top seed Arkright and reigning champ Chris respectively. They will both be very confident, we will see who can back up from last week.

The other side of the draw see’s the winners of two slug fests. Sean Strange will battle with Jason Overend. This will be a cracking game to watch, both these guys think attack is the best defence, one of those games that will see a hole halved in birdies or won with a seven, should be great fun.

In the seniors, Jeff Hewitt takes on Adrian Hopwood and Robbie Bell locks horns with Blair Franklin. Jeff and Hoppy had different quarters with Jeff winning with 5 holes to spare and Hoppy going down the 20th. Jeff will certainly start favourite, but the Hopster is a great gamer and is never out of the hole, he also knows every tree on the course be its first name and they are invariably very kind to him.

There are no doubts that Blair is the form horse at present after a recent 66 off the stick and a comfortable win last week, but Robbie is, well Robbie is just Robbie, club legend and champion many times over. The course is his back garden, literally.

He was confused when someone recently mentioned the rough at the course.

Robbie said that he didn’t realise the course had any rough, only fairways and greens.

Ashburton Photographic Society August saw about 10 members roaming around the centre of town on a Saturday.

It was part of the annual Margaret Clifford Quiz. There were 18 questions for members to solve and then photograph.

It was a good chance to photograph the changing face of our town.

Sport www.guardianonline.co.nz Mid Canterbury Ladies Friendship Club President Avis Kingsland welcomed members and guests to the September meeting held recently. Members stood in silence for a minute in respect of the recent passing of Ruth Thomas. The National Anthem was sung, birthdays and anniversaries were celebrated.

The Almoner Ann McKay gave a report and members were advised of the planned trips to Christchurch and Sheffield. There had been a suggestion that members meet occasionally for lunch together, it was decided this would be when there are five Wednesdays in the month. Val Farr advised of a movie in aid of St John, the cost would be $20.

The raffle was drawn and members were reminded to bring cleaning products to the next meeting to be donated to Ronald McDonald House.

Julie Begg, with the aid of a Powerpoint presentation then told of how the Rural Women made the calendar in 2007 in aid of research into breast cancer. $26,000 was raised. Members were brave and only wore pearls for the photos, each month with a different theme.

Some of these were wool, cow, header, black currants, oats, horse, lupins, postie van, seed cleaning, turkeys and sheep yards as well as a meeting. They had a lot of fun.

After morning tea members were split into groups and took part in a quiz.

This was fun and educational. There were many New Zealand questions, also geography, flags, science and general knowledge. The local town pictures proved to be hard to identify. Prizes were given to the winning teams.

The Thought for the Month was – Good friends are like bras, supportive, Never leave you hanging, Make you look good, And are always close to the heart.

The next meeting is October 9 at 9.45am, in the Doris Linton Lounge, RSA.

Mid Canterbury Provincial Rural Women During August our three branches held their Annual General Meetings, and Provincial hosted their 87th Annual Meeting. Marion Dent, Pauline Hewson, Trish Small, Marg Verrall and Bev Bagrie were all returned to their nominated positions.

Guest speaker - Toni Sowman spoke of her work within Restorative justice. Toni had spent 21 years as a Police Officer, and in 2014 moved into Restorative Justice. A most enlightening speaker.

Branches are preparing another 12 months packed full of fun and friendship.

National Office News: Women’s Day Magazine recently interviewed President Fiona Gower about the issues some Rural Women face, RWNZ are here to provide social support, and to help women who are feeling isolated and stressed.

RWNZ were a finalist at the Massey University Defining Excellence Awards in the Partnership Category, due to the long association between RWNZ and Massey University in Leptospirosis Research. Funding and Awareness campaigns were held Nationwide by Rural Women over many years, dating back to 1973-74.

Inner Wheel Ashburton President Margaret Rickard welcomed everyone to our July Meeting, lunch at the home of Alison and Roger Scammell. Apologies were received and our International Service Officer Ann Scott had received correspondence from the Bunburry Club in the North Cotswolds, United Kingdom. Arrangements were made for the Bookarama Catering, a sewing afternoon to make dresses for girls in the Islands aged 7-10 years and also for more Silky Pillows needed for cancer patients.

Boks name side to meet ABs The Springboks have named an unchanged 23 for Saturday night’s mouthwatering Rugby World Cup opener against the All Blacks in Yokohama.

The Boks, captained by loose forward Siya Kolisi, have named the same side as ran out against Japan in their warm-up clash – the first time they have named an unchanged team in 51 games, when they played identical teams against Wales and the All Blacks in the 2015 World Cup quarter-final and semifinal respectively.

They take on Steve Hansen’s team in what many believe could be a rehearsal for the final on November 2, before also facing Italy, Namibia and Canada in Pool B. Ever since South Africa were dealt a humiliating 57-0 thrashing in North Harbour in September 2017, the two sides have been almost impossible to separate. The

All Blacks claimed a 25-24 victory in Cape Town a month after that thumping before South Africa hit back with a 36-34 triumph in Wellington last September.

The honours this year for the runners went to Eamon Hooper in a time of 15:49 which was 2:11 ahead of his estimated time and first across the line was Joe Ford in 11:47. Marie Batty was the winner on handicap in the walkers’ section in a time of 22:06, beating her estimated time by 24 seconds.

First across the line went to Dave Strong in a time of 20:40. Both Eamon and Marie have consistently improved their times since joining the Club, congratulations to you both, a great effort to be proud of.

Afternoon tea was hosted by the Battys nearby in Country Place with everyone enjoying the warmth of the fire and as always our thanks to Bill Hood and Gordon Clinton for time keeping.

The Sydney Marathon was held on Sunday September 15 and two Club members travelled to compete. Congratulations to Tamara Grant on a sub 4 hours for her second Marathon this year. Tam crossed the line in a personal best of 3 hours 58 seconds and Gabby Simpson competed in the 10km event finishing in 50:30. Well done to you both.

We wish Judith Crozier and Marie Batty all the very best on their adventure walking the Camino de Santiago and good luck to our team competing this weekend in the annual Takahe to Akaroa Road Relay.

Sun, blue sky and not a breath of wind was a great recipe for our sealed handicap Club Champs held on the last Saturday in August. A great number of members spread across all age groups turned out making for some great competition.

Held at the Ashburton Industrial Park starting from Ashford Avenue and winding around the pathway of a 2.08km circuit, dependent on your age and category how many laps you completed.

Fastest time for the walkers was Rob Beale in 41:30 and first on handicap went to Robert Moffitt 47:10. Shaun Clark was the winner of the men 8km in 33:27 and Ian Broadbelt winner on handicap in 39:45 and the women 6km was won by Ashlea Mulligan in 26:37 who was both first across the line and winner on handicap. A big thanks to our time keepers Gordon Clinton, Keith Rutherford and Bill Hood who play a vital role in the success of our races. Afternoon tea and prize giving followed at the Fairton Hall which was enjoyed outside.

Our annual 3km Albert McIntosh Run and Gilbert Walk was held on Saturday September 14 at Argyle Park with the course set as a 1km loop. Dark clouds hovered above and although fresh the rain held off for the duration of the race.

Stokes calls family murder story immoral NZME England’s World Cup hero Ben Stokes has condemned a British newspaper for running a front page story about a past family tragedy.

The Kiwi-born allrounder has called The Sun’s decision to run the story as “utterly disgusting” and the “lowest form of journalism” in a social media post.

The Sun reported that Stokes had a half-brother and sister who were both murdered in New Zealand by his mother’s former partner in 1988 – three years before Stokes’ birth.

Tracey, 8, and Andrew, 4, were shot in Christchurch by their father Richard Dunn before he turned the gun on himself.

“Today The Sun has seen fit to publish extremely painful, sensitive and personal details concerning events in the private lives of my family, going back more than 31 years.

“It is hard to find words that adequately describe such low and despicable behaviour, disguised as journalism. I cannot conceive of anything more immoral, heartless or contemptuous to the feelings and circumstances of my family,” Stokes said.

“For more than three decades, my family has worked hard to deal with the private trauma inevitably associated with these events and has taken great care to keep private what were deeply personal and traumatic events. On Saturday, the Sun sent a ‘reporter to my parents’ home in New Zealand to question them, out of the blue, on

the incredibly upsetting topic. If that wasn’t bad enough, the Sun think it is acceptable to sensationalise our personal tragedy for their front page.

“To use my name as an excuse to shatter the privacy and private lives of – in particular – my parents, is utterly disgusting. I am aware that my public profile brings with it consequences for me – that I accept entirely. But I will not allow my public profile to be used as an excuse to invade the rights of my parents, my wife, my children or other family members. They are entitled to a private life of their own. The decision to publish these details has grave and lifelong consequences for my mum in particular.

“This is the lowest form of journalism, focused only on chasing sales with absolutely no regard for the devastation caused to lives as a consequence. It is totally out of order.The article also contains serious inaccuracies, which has compounded the damage caused.

We need to take a serious look at how we allow our press to behave.

“Despite the fact that this has now been made public, I do please ask all concerned to respect my family’s privacy and right to home life.”

The Sun said it had received the co-operation of a family member.

Coverage at the time describes a “double murder and suicide” in Christchurch after the bodies of the two children and their father were discovered.

The children’s gravestones describe them as the “much loved and loving children of Deborah”.

Back on the bowling greens Rain on Saturday morning didn’t stop bowlers at the Methven Bowling Club from taking to the greens in the afternoon for their opening day of the season. Among those taking part was Joyce Thomas, who was making a return to the sport after a 12-month break. Methven’s opening followed that of the Allenton Bowling Club the weekend prior, while this Saturday it’s the turn of the Ashburton, Ashburton MSA and Hampstead clubs.

Samoans to cover tattoos Samoan rugby players will wear skin suits to cover their traditional tattoos during some training sessions at the World Cup in order not to offend their Japanese hosts.

Samoa captain Jack Lam said team officials consulted an expert on Japanese culture to make sure tattooed players avoided any cultural issues.

Tattoos are often associated with organised crime in Japan, and people with tattoos are often banned at some bath houses and

swimming pools.

“We had someone coming in and giving us a heads-up about what we could expect in Japan,” Lam said. “There’s a lot of similarities in our cultures but when it comes to the tattoos ... it’s quite normal in our culture.”

“But we are respectful and mindful to what the Japanese way is. We will be making sure that what we are showing will be OK.” Samoa team manager Va’elua Aloi Alesana told the Rugby

World Cup website that the word tattoo originates from the Samoan word “tatau, which means ‘a must’,” he said. “So every young boy, when he gets to a certain age, he gets a tattoo as a kind of passport to get into the group and serve the chiefs.”

Alesana said the wearing of the skin covering will depend on the training site.

“There are some training venues that have allowed us to show our tattoos and some places where we can’t.”

Moore named fulltime coach of Black Ferns Ashburton-based rugby coach Glenn Moore is going fulltime.

The former Highlanders and Mid Canterbury Heartland coach has been appointed the fulltime coach of the New Zealand women’s rugby team, the Black Ferns, through to the Rugby World Cup in 2021.

Moore has been at the helm of the successful women’s side since 2015 during which time he has successfully won the World Cup – losing just three matches during his tenure.

Following the announcement yesterday Moore said in a statement from New Zealand Rugby, that the role would allow him to work even closer with players in their development.

“It means I can help players improve their training and skills by providing feedback throughout

the year. We’ll be able to prepare in a much more consistent way and take things a step up,” he said.

The 2021 World Cup will be a special occasion with the entire tournament to be played on our shores.

“To play in a world cup at home is special. We know as current world champions we have a target on our back and it’s an exciting time to be involved,” he said.

“Over the past couple of years there’s been massive growth in the top end of the women’s game. Our talent pool is deeper than it’s ever been, so players are working hard to secure a black jersey and have a desire to get better. As a coach that’s exactly what you want.”

New Zealand Rugby’s head of women’s rugby, Cate Sexton, said that Moore’s role would also now

include a strong element of talent identification.

All Provincial Unions now deliver Black Ferns high performance programmes alongside their Mitre 10 Cup programmes ensuring contracted Black Ferns and wider squad members have full access to trainers and facilities, specialist skill development, strength and conditioning, physiotherapy, nutrition advice and player development management.

The general manager of Smallbones, Moore also has a strong involvement with the Mid Canterbury Rugby Union.

Due to time constraints, Moore was unable to speak with the Guardian yesterday in regard to the announcement and what it would mean for his commitments in Mid Canterbury but was willing to speak today.

Pink ladies take over in Methven

From the clothes and the accessories, to the golfing equipment itself, the Methven Golf Club was a sea of pink on Monday.

But don’t let the pink stripey socks and the abundance of pink golf balls fool you, there was some serious business being tended to out on the course.

It was the day of the Methven Golf Club’s annual Pink Ladies tournament and while there was plenty of fun and laughter had, when it came to the golf, game faces went on.

At the end of the day it was the team called 50 Shades of Pink that came out on top, with Ruth Smith, Jenny Senior, Wendy Watson and Sharon Burrell-Smith crowned the best on course.

There was also a prize on offer for the best dressed, with teams that dressed for the occasion going into a lucky draw, and while it wasn’t usually a fundraising event, a small fundraiser was held this year and it raised $368 for the Breast Cancer Foundation.

The stableford tournament attracted 20 teams of four from teams as far away as Fairlie and Waimari taking part.

It’s one of the big tournaments on the club’s ladies calendar each year and another of the club’s flagship tournaments is just around the corner, with the Methven Resort Multi Sponsored Tournament set to be held on November 23 and 24.

It attracted 170 players last year, but has attracted even more than that in years gone by, and entry forms are available on the Methven Golf Club website, methven-

golf.co.nz.

Methven’s club champions for the season will also be found this Saturday, when the club championship finals tee off.

Playing in the senior final will be Allister Maxwell and Frank

Sandys, while the intermediate final will be between James Anderson and Simon Wareing.

The junior A final will be between Mark Gorman and Max Ferris and the junior B final will see Les Linton take on Allan Lock.

For the ladies, the silver (senior) final will be a battle between Angela Mowbray and Sara Gallagher, while bronze A will see Jan Lane take on Ellen Kemp, and bronze B will see Heather Middleton take on Bev Isherwood.

Could dropped goals haunt the All Blacks?

By Joel Kulasingham The All Blacks seem to have solved their playmaking identity crisis, but questions still remain about the dropped goal – a crucial art form that has long been ignored in New Zealand rugby.

Barring injuries, all indications point towards the All Blacks starting with the dual playmaker combination of Richie Mo’unga at first-five and Beauden Barrett at fullback against the Springboks on Saturday, which coach Steve Hansen has employed several times over the last few months in preparation for the World Cup. From the All Blacks’ point of view, the general idea of the setup is to combat the Springboks’ physicality and rush defence – their anti-All Black strategy – with creativity and tactical kicking through Mo’unga and Barrett.

That “risk”, as Hansen described it at first, got off to a shaky start but showed promise in the All Blacks’ thrashing of the Wallabies at Eden Park as the two playmakers started to gel and familiarise with their new roles.

While the Mo’unga/Barrett combo, in theory, provides plenty of opportunities to pry open the Springbok defence, it adds more questions to the All Blacks’ already complicated relationship with the dropped goal.

After the All Blacks’ stunning 3634 defeat to the Springboks in September last year, the dropped goal was thrust back into the national consciousness after Hansen’s men decided against attempting a three-pointer in favour of running over for a try.

The decision to run the ball eventually resulted in Damian McKenzie being dispossessed, handing South Africa an upset victory.

“Should we have drop kicked a goal? Of course we should have,” Hansen said after the match. “We had plenty of opportunities and we organised ourselves … It’s not something we don’t have in our back pocket, because it is.

“That’s a [lesson] and a game management thing that this team has to go through and this will be a massive opportunity for this team to grow.”

But have the All Blacks real-

ly grown since that loss? When it comes to dropped goals, not much has really changed apart from the fact that they are attempting it more.

Barrett (above) kicked over his first dropped goal of his professional career against England in November last year and added another in their loss to Ireland a week later. But both of those came while the All Blacks were holding a penalty advantage, with nothing close to the pressure that would be felt

during the dying stages of a World Cup match.

Barrett has attempted a few more for the All Blacks this year, but they’ve also come during penalty advantages or low pressure situations. Mo’unga on the other hand, hasn’t scored a dropped goal during his entire Crusaders and All Blacks career. There is the other question of who will actually be the one to attempt the kick if a situation presents itself.

Even All Black legend Dan Carter, who hit crucial dropped goals in both the semifinal and final of the last World Cup, recently mentioned Barrett’s decision making.

“In tight World Cup matches, your game management needs to be world class and there have been questions over Beauden,” Carter told The Times.

The All Blacks’ reluctance to trust the three-pointer is, it turns out, a symptom of a larger trend in New Zealand rugby, with Barrett’s two dropped goals in November last year being the only two instances the method was successfully used throughout all of first-class rugby in the country in 2018.

Tricky introduction for star

By Michael Guerin Hype pacer U May Cullect faces a tricky introduction to the big time of New Zealand pacing.

Because the Southland star has drawn the ace for Sunday’s Hannon Memorial at Oamaru and while that sounds good, it almost certainly isn’t.

The winner of seven of his eight starts, U May Cullect is one of the more exciting pacer to emerge away from the usual age group channels to open class in recent seasons.

Even his last start third off a 50m handicap when resuming saw him pace sectionals that suggest he won’t be out of place in open class and he adds a fresh dynamic to a sometimes stale elite pacing scene.

Sunday is his chance to prove he can run with the big boys, up against proven superstars like Miracle Mile winner Spankem but while the ace draw may sound ideal in a mobile start, it could be niggly in what is U May Cullect’s first full standing start.

That can be annoying for even the most experienced horses and he is going to need to be very professional to hold his field position against many of the best

pacers in the country.

Driver Kirsten Barclay told Trackside TV the six-year-old pacer had come through his resumption well but admitted the standing start under full front line conditions concerns her.

Spankem looks set to start a dominant favourite on Sunday after a huge second when re-

suming at Addington last Friday night but the Hannon has drawn the best field of the season so far, with Chase Auckland, Ultimate Stride and A G’s White Socks also entered.

The latter’s trainer Greg Hope has decided to give both his open class trotters Monbet and Enghien this weekend off but has not given up on getting Monbet back to winning form.

The former champion trotter has looked a shadow on himself in two starts this campaign, finishing 23m behind Sundees Son in the Ordeal Cup last Friday.

“He just isn’t fit enough and I think he might be looking after himself when he is getting back in the field,” admits Hope.

“But he is sound so we are going to press on with him and up his work.

“It is hard for him because he had almost three years away and it is like a rugby player not playing for three years and then coming back at All Black level, rather than playing at club then provincial level first.

“So I’d like to see him get more handicapping relief so we can race him back into form.”

Racing boss Allen resigns from top job

By Michael Guerin The man in charge of the New Zealand racing industry says he has chosen to resign and was not pushed because of a looming poor result for the TAB. John Allen has announced he will step down as the chief executive of the Racing Industry Transition Authority (RITA) in December after nearly five years in charge.

RITA was previously known as the New Zealand Racing Board but most people know it better as the TAB, which is New Zealand’s only domestic betting operator for racing and sports.

have remained stagnant while costs continue to rise, affecting the number of owners and horses being bred as well as seeing some of the leading young trainers head to the greener pastures in Australia.

One of the greatest criticisms has been the former NZRB’s inability to significantly increase its returns from gambling to the racing industry so race stakes can increase, which has a trickle down effect through the industry.

Allen and his executive team have overseen the purchase and launch of a new Fixed Odds Betting platform, which while it should ultimately create more turnover, especially from sports

bettors, has been more expensive that budgeted for.

That has outraged some in the racing industry who are concerned about the ratio of returns to racing compared with the salaries and expenditure at the TAB, or RITA as it is now known.

And that angst could increase in November when it is understood the TAB’s annual report will show a drop in profits.

While Allen won’t be drawn on the exact numbers he admits there will be a reduced profit but says that is not the reason he has resigned and he was not pressured by the new RITA board.

“This is my decision,” says Allen. “I have been here over four years and I only ever intended

staying for five so the time is right.”

While some in the racing industry will scoff at that statement it is in line with previous timelines Allen has indicated as to how long he intended to stay in the chief executive role.

“I think the time is right because some of the key projects we have been working on are now in place, like the FOB and and a lot of the legislation recommended by the Messara report is close to being finalised.

“So as we move into a new phase for New Zealand racing I think the time is right to look for a chief executive who has skills and experience in some of those areas.”

And it’s an adversary of his existing stable star, Belle Of Montana. Wainui Creek, twice Group 1 placed in three-year-old fillies’ features last season for Canterbury trainer Richard Aubrey, is now in the north’s most revered stable. “She’s been working great; a pretty decent mare,” said stable foreman Scott Phelan, deputising while Purdon is on holiday in Japan.”

Stars progressing Also stepping out this weekend will be Purdon’s sole New Zealand Cup hope, Mach Shard. He hasn’t been in public since running third behind Spankem and Turn It Up in both the Taylor Mile and New Zealand Messenger back in April.

On The Cards, who raced through until the Harness Jewels in June and won’t be going to the New Zealand Cup, has just started fast work, as has Belle Of Montana.

“She looks amazing,” Phelan said of the latter. “She’s come back from her spell in great order.”

Majestic Ali Retired Group 3 winner, and Mid Canterbury owned mare, Majestic Ali has been retired to stud. Cotrainer Michelle Wallis confirmed the move, saying the now eightyear-old mare could no longer be placed to advantage. “She was a lovely mare, who would probably still be racing if there were mares’ trots. “But the handicapping is too hard on her now.” Majestic Ali, who will be served by Muscle Mass shortly, won eight races and over $117,000, her feature win coming in the 2018 $30,000 Northern Breeders Stakes.

Marcoola back Last season’s Dominion Trot winner, Marcoola, reappeared in public at the Ashburton workouts on Tuesday. In the hands of partowner Clint Ford he defeated three inferior opponents off a 30-metre handicap to win by four lengths.

Ford said the horse’s fitness was very advanced due to a long preparation. Canterbury Park on October 4 is a likely start.

When the Ashburton Golf Club hosts some of the country’s best golfers for the 2021 Men’s Interprovincial Golf Tournament, the course needs to be looking its absolute best.

That’s because the eyes of the New Zealand golfing community will be firmly set on Ashburton and club officials want to put their best foot forward, both for the club and the district.

So, even though the tournament is still two years away, the hard work starts now.

Paddy Bradford, the club’s immediate past president, has taken on the role of tournament director and he said successfully

bidding for the tournament has meant some projects that had been part of the club’s five-year plan are now part of the two-year plan.

“We’ve got two years to get the course up to scratch,” Bradford said.

The tournament comes to the South Island every three years and alternates between golfing districts. In 2021, Aoraki has hosting rights and three clubs from within that district – Ashburton, Methven and Timaru Levels – put their hands up and bid for it.

Having now been awarded the tournament, Bradford and his team have jumped into it with both feet.

renovation, including a new wooden deck, new heat pumps and improvements to the bar area, while on-course they are looking at putting in a wasteland or pond type area.

None are quick jobs, so planning and work is under way now, to make sure all is ready by the time the tournament rolls around in November 2021. They don’t want to leave anything to the last minute, or leave any stone unturned.

Bradford said it’s a great coup for Ashburton to host the interprovincials and it will be a huge

event for the town, with 14 teams from provinces around New Zealand set to spend a whole week in the district.

Each team will have six players, plus reserves, managers, staff and supporters, while media and New Zealand golf officials will add to the influx.

Bradford estimates it’ll equate to around 200 beds for each of the six nights, and a lot of spending in the district.

their visit, in an effort to really push Ashburton and what the town has to offer.

“It’s not just the Ashburton Golf Club we need to sell, it’s the whole district,” Bradford said.

He said the interprovincials will be the biggest tournament hosted at Ashburton, but having hosted the equivalent women’s event a few years ago, club officials know what they’re in for.

They learned a lot from that hosting and know that they’ll be able to put on a tournament to remember for the men in two years’ time.
