The number of people overnighting in hotels, motels and holiday parks in the Ashburton District is plummeting, but the falling figures do not tell the whole story, a tourism expert says.

cent. And the picture was no brighter month on month, with the first three months of this year showing a steady decline. In January, 2014, guest nights hit a high of 23,635; this year they dropped to 17,633 and refused to climb as the year progressed.

Ashburton has 38 commercial accommodation businesses with a 41,323-bed capacity. In March 17,789 guest nights were recorded for those beds, giving an occupancy rate for the month of 27.82 per cent. Motels had the highest occupancy rate at 61.78 per cent, hotels, 32.94, holiday parks, 24.26

He believes that some accommodators, fearing strong figures might spark competition, could be downplaying their guest nights when they complete monthly bed night returns.

Blanchett scotches speculation

Cate Blanchett has denied media speculation that she had a real-life gay past. “Have I had sexual relations with women? The answer is no,” Blanchett told reporters ahead of the Cannes premiere of the lesbian romance movie Carol. The 46-year-old Australian actress said speculation about possible gay episodes had sprung from an interview she had given to the US magazine Variety.

The publication had reported that it asked Blanchett whether she’d had “past relationships with women” and got the response: “Yes. Many times.” That triggered cascading speculation in other media that Blanchett had revealed past gay encounters. But at a Cannes film festival media conference yesterday, Blanchett clarified the situation by saying the part where she had stated she had had no “sexual relations with women” was edited out of the Variety piece.

Stage fright The chairman of Football Federation Australia, Frank Lowy, suffered a dramatic fall from the stage at this morning’s A-League final between Melbourne Victory and Sydney FC. The 84-year-old was presenting the trophy to the Victory side after their 3-0 win in the final, when he fell, banged his shoulder and landed on his head on the pitch. Players looked visibly concerned, with medics attending to him in front of the 29,000-strong crowd at AAMI Park. He sat up after a few minutes, with applause coming from the stands, and was able to stand up, smile and wave before presenting the trophy. He left the pitch unassisted. The FFA later confirmed he was suffering from pain in his shoulder, but was otherwise okay with no serious damage.

A Tauranga-based vanilla company’s product will be melting in the mouths of Whittaker’s lovers from today as part of the latest chocolate range. Whittaker’s Artisan Collection will feature vanilla from Te Puna-based company Heilala Vanilla, in combination with Hawke’s Bay Braeburn Apples, set in 28 per cent cocoa white chocolate. Heilala chief executive Jennifer Boggiss said Heilala Vanilla products are made from organically grown, bourbon variety vanilla beans from Tonga, and “we’re excited for Kiwis to taste Heilala Vanilla’s first foray into Whittaker’s chocolate”.

Lorde has split from the man who discovered her and managed her rise to global superstardom. Sources have confirmed to the New Zealand Herald that Lorde and Scott Maclachlan parted ways around a month ago but Maclachlan has refused to comment on the situation. It is not known who is now managing the singer or why the relationship ended. Lorde recently re-teamed with producer Joel Little, who co-wrote her hit album Pure Heroine, for her second album, around the same time she and Maclachlan parted ways. The pop star’s photo has been removed from the website of Maclachlan’s company, Saiko Management. The Herald has previously reported Saiko Management made more than $2 million from its relationship with the singer.

No awards for Lorde Lorde’s winning streak may be over, with the singer failing to take out any gongs at the Billboard Music Awards. The Kiwi 18-year-old was nominated for top rock artist and top rock album for Pure Heroine at this year’s awards which were announced in Las Vegas yesterday (NZ time). But it was Irish musician Hozier who took out top rock artist while Ghost Stories by British rock band Coldplay won top rock album. It’s a much less successful outcome than last year’s Billboard Music Awards when the singer took home top rock song for her hit Royals and won the gong for top new artist. It was still a good night for Lorde’s showbiz bestie Taylor Swift who won a host of awards including the fan-voted Billboard chart achievement award and top female artist.

A Methven principal is calling for a sugar tax to combat teenage obesity.

Mount Hutt College principal John Schreurs believes education about healthy eating at school needs to be part of a wider societal campaign, and a sugar tax needed to be included in that.

Health and education experts have recently called for home economics to be compulsory for students up to senior levels.

They believe learning healthy eating practices at school could make a significant difference to

adult health and food choices.

However Mr Schreurs believes a societal push is needed to combat the issue.

“I think the education that happens in schools will be more relevant if society actually goes there and takes those steps,” he said.

He said health and PE classes, which had healthy eating and nutrition components, were already compulsory at the school until Year 10.

“I think schools will always do their best to educate students as life-long learners and what they need to do to stay healthy,” he said.

Mr Schreurs compared the issue to smoking and the way

attitudes to it had changed over time. “The changes made to attitudes now from 30 years ago is phenomenal, and that came through education in schools and a concerted campaign to recognise the damage that was being done,” he said.

“Unhealthy foods aren’t probably in the same league as smoking yet, but there needs to be a concerted campaign.”

He believed a sugar tax should be part of that campaign.

“There is no doubt, in my mind any way, that we need to be looking at a sugar tax,” he said.

“That’s what we have on smoking, and that money

helps with the medical costs of things as well.”

Home Economics and Technology Teachers’ Association of New Zealand President Prue Rehu said that while health and physical education was a compulsory component of the school curriculum up to senior levels, home economics was not.

“Observations suggest the need for back to basic food knowledge, meal planning, and management of resources and cooking skills, which unfortunately is not available to every student,” she said.

“If it were, it would make a difference to the lives of our young learners.”

Centre’s first week attendances smash targets By sue newman

If success was a 10 out of 10, Ashburton’s EA Networks Centre scored a 20 during its first week of business says the facility’s manager Steve Prescott.

In the seven days after opening its doors to the public on May 10, the centre didn’t just break attendance targets, it smashed them, Mr Prescott said.

“It exceeded every expectation. I’ve seen some big places open and this was pretty impressive. It’s been absolutely nuts here every day.”

With very large numbers of people using playing courts, the gym and the complex’s pools, there had inevitably been a few delays for people wanting to use those facilities, he said.

“But you have to take your hat off to the public. They didn’t get upset if they had to wait in queues and the overwhelming feedback we’ve been receiving has been fantastic.”

And it’s not just locals, visitors from around Canterbury had stopped off to check out the centre and were amazed by what Ashburton had achieved, Mr Prescott said.

Word of mouth data was very different, Mr Birt said.

“Our figures are showing that we were down in bed nights in January, February and March and yet when I talk to key operators they’re all saying they had three very good months.

Police notebook Incidents reported yesterday: - A driver was found to be more than three times the legal breath alcohol limit over the weekend after recording an excess breath alcohol of 1268mcg of alcohol per litre of breath.

Teen hit by car A teenage girl was hit by a car on Alford Forest Road on Saturday evening. St John was alerted to the incident at 6.27pm and sent an ambulance to the scene. The girl was assessed at the scene but only had minor injuries, so was not transported to hospital.

Utility overturns Two men were lucky to avoid injury after their ute rolled near Mount Somers shortly before midnight on Saturday. The Toyota Hilux ute suffered extensive damage when it hit a hedge and rolled. Constable Aaron Tapp said the 19-year-old driver has been summonsed to appear in the Ashburton District Court on June 15 charged with careless driving and excess breath alcohol. “The two men involved in this crash were lucky to avoid serious injury,” he said.

“Fortunately there wasn’t any stock in the paddock where the crash took place.”

“The gym’s ticking along nicely and our group fitness classes are going so well we’ve already had to put extra classes on. Court bookings are huge and on the first day of badminton they had so many players

turn up there wasn’t enough court space.”

The downside of the big crowds had been pressure on available parking spaces but the council was reluctant to spend additional funds on more sealed parking until a development plan had been worked through for the entire site.

He’s concerned, not only at the inaccuracies in what is official and legal data, but also over the impact this could have on his organisation’s ability to obtain grant funding from the Ashburton District Council.

“The owners don’t want to give away what they see as

sensitive information, but it’s really important for future tourism funding and to ensure we set our promotional budgets in the right areas that operators are completing their statistics returns accurately,” he said.

If the drop off in guest nights had been for a single month it could have been dismissed as a

blip, but three months of data that was at odds with what he was hearing indicated something could be amiss, Mr Birt said.

Ashburton’s falling accommodation rates run counter to the national trend where guest nights rose 11.7 per cent in March and occupancy rates rose 4.4 per cent.

Road safety operations will be carried out through the end of May and into June as part of Operation Twistlock, a trans-Tasman road safety initiative focusing on heavy vehicles. Police and road safety agencies from Australia and New Zealand would focus on issues including vehicle safety, fatigue, speed, alcohol and drug use. “We know that the majority of transport operators and drivers take their responsibilities seriously, but there are a few who don’t, and it is those we will be targeting,” said road police assistant commissioner Dave Cliff. The operation is an extension of the normal work carried out by the police commercial vehicle investigation unit, with particular focus on major roading corridors where there is the greatest concentration of heavy vehicles flowing through.

No sign of remains The investigation into missing Invercargill boy Mike ZhaoBeckenridge will not be closed, despite police referring the case to the coroner. A forensic examination of the car linked to his and his stepfather John Beckenridge’s disappearance found no sign of human remains.

The vehicle was pulled from Curio Bay earlier this month after it had been submerged in rough seas for a couple of months. A police spokesman said any new information from members of the public would be acted on.

“At certain points when we’ve exhausted all possibilities, that’s when we refer it to the coroner.”

The case had not yet been referred to the coroner, but the spokesman said it would be.

Rebuild cheaper than revamp

When Ashburton’s civic headquarters was built in 1974 its designers were aiming high.

The building, opened on April 6, 1974, came with a $460,000 price tag and was believed to have future-proofed what was then the Ashburton Borough Council’s home well into the 21st century.

The building was constructed with three storeys plus a basement and was designed to allow an additional storey to be added to meet future needs.

That need has arrived, but the cost of adding the planned for fourth level could simply be too high because of the foundation strengthening work

needed to take the building from meeting 34 per cent of the national building standards to the minimum of 67 per cent needed in Canterbury’s postearthquake environment, said council chief executive Andrew Dalziel.

“What we know about strengthening versus rebuilding is that it’s more expensive to strengthen a building than do a rebuild. If you were going up a storey, you wouldn’t do it with the building we have with the foundations needing earthquake strengthening.”

In terms of if, when and where a new civic complex is built is an open book, mayor Angus McKay said.

“Any option, including

this one, will go into the mix and that includes any option brought up by any individual.

No option has been done away with; we’ll look at them all, we’ve got a clean piece of paper.”

If the district’s Civil Defence headquarters is part of the council’s administration building it will need to meet 100 per cent of the building standards.

The council had explored the option of moving its Civil Defence headquarters to the only building in the district that met 100 per cent of the building code, the EA Networks building in the North East Business Park.

This had been discounted because of the pressure that

would come on the lines company to ensure continuity of power supply during a Civil Defence emergency, Mr McKay said.

A new Ashburton public library is also likely to be in the mix in the new administration building.

The current civic centre was built by Bradford Construction and was designed by Harry Ward. The demolition of its predecessor, built at the start of the 20th century, was accompanied by howls of protest from ratepayers who described it as “charming and dignified”.

Council staff, however, welcomed their new, modern building saying the earlier building “leaked and was falling apart”.

Winter’s on the way Mid Cantabrians can expect to feel the chilly blast of winter breathing down their necks later this week.

MetService advises the settled start to the week will be replaced by a strong cold front arriving in the far south on Wednesday, which will roll up the island by the weekend. This front is followed by very cold southerlies, and as temperatures plummet over the South Island on Thursday, snow is possible to low levels. Much colder air is scheduled to arrive later this week following the strong cold front, with a significant drop in temperatures expected. “The colder air moves up the South Island on Thursday and onto the North Island on Friday, so have the winter woollies ready,” MetService meteorologist Lisa Murray said.

“Although there’s some uncertainly at this stage, snow may fall to low levels over the South Island late Thursday and early Friday.”

The strong southerly winds following the front are also expected to hurl big surf at southern coastlines.

Model show raises more than $300 More than $300 was raised over the weekend at Tinwald School’s model vehicle show.

The event was held in an effort to raise money for the school hall’s sound system.

Principal Peter Livingstone said everything ran smoothly and the atmosphere was great.

“We had a range of vehicles displayed including completely hand-built trucks and diggers,” he said.

“We also had a remote controlled truck complete with lights and sound, as well as remote controlled trains.”

Mr Livingstone said he was impressed with the people who volunteered their time to be there.

The school asked for donations to be given upon entrance to the show, and in total they received $332.40, compared to $270 last year.

The PTA also sold raffle tickets but the money raised for the sales of the tickets is yet to be confirmed.

We’re not being overly neighbourly New research has found that New Zealanders are losing touch with their neighbours - and it’s affecting our wellbeing.

In the recently released results of the Sovereign Wellness Index, New Zealand trailed behind other countries when it came social connections and community, with our neighbourly relations particularly lacking.

“We came last when compared to 29 European countries that deployed the same survey, which is not only a disappointing result but, when compared to the first Sovereign Wellbeing Index in 2013, it shows no improvement,” said Grant Schofield professor of public health at AUT University, who led the research.

The survey found that only four per cent of New Zealanders agreed they felt close to people in their local area - which Mr Schofield said was a symptom of sprawling, car-centric cities such as Auckland.

“Work, play and home are often on opposite sides of the city and the commute is killing our neighbourly interaction and our community integration,” he said.

The survey also found that almost 40 per cent of Kiwis only meet with others socially once a month or less.

Casey Eden, the co-founder of neighbourly.co.nz, said their website was “a great ice breaker” for those hoping to get to know their neighbours.

An orthodontist pulled three baby teeth from an 11-year-old girl’s mouth without anaesthetic and without seeking the consent of the girl or her mother. Deputy Health and Disability Commissioner Theo Baker, in a report made public yesterday, says the orthodontist, whom she does not name, breached the code of patients’ rights. She has urged the Dental Council to review his competence.

The girl’s mother had taken her to the orthodontist for him to observe her dental development and determine if work was needed to straighten her teeth. A dental assistant told the investigation that the orthodontist had found the three baby teeth were loose and causing problems with the adult teeth underneath.

Ivy in underpants Ivy from a Polish castle was transported in a less than regal manner after biosecurity dogs sniffed out the plants allegedly hidden in a Polish gardener’s underpants. Ministry for Primary Industries staff found plant cuttings, a bulb, a tuber and seeds after the man arrived on a flight at Auckland Airport on Saturday, the ministry’s northern border clearance manager Craig Hughes said. MPI strip-searched the passenger after a biosecurity detector dog sniffed out the plants near the man’s groin. The man, a New Zealand resident, was wearing two pairs of underpants and the itchy concealment included ivy from a castle in Poland, Mr Hughes said.

Train death Counselling will be offered to the driver of a train that hit and killed a man in Auckland on Sunday night.

The incident happened at Puhinui Railway Station in Papatoetoe just before 11pm, police said. Transdev suburban rail network spokesman Mark Hannan said he had not yet heard from the company’s operator about the wellbeing of the driver, but said it was company policy to automatically offer support in instances like this.

Locals express their flag sentiments

Mid Cantabrians’ anti-new flag sentiments were not softened by the visit of the Flag Consideration Project to Ashburton yesterday.

More than 100 people visited the project’s roadshow, which was on the East Street chessboard from 10am to 2pm.

It was just the third day in the nationwide roadshow which kicked off in Christchurch on Saturday, and presenters were left with no doubt exactly how Mid Cantabrians felt.

Martin Lyons, who was presenting the roadshow alongside fellow representative KJ Smith, said the majority of the people who visited the site wanted to keep the current flag.

This differed from the first roadshow stop at Northlands Mall on Saturday, when hundreds had visited and it had been “fifty-fifty”.

The second stop for the roadshow had been at a hui, to which just five people turned out, in Christchurch on Sunday.

Christchurch had been “completely passive compared with Ashburton”, he said.

“There were young people who want to keep the old one and old people who want to change it,” Mr Lyons said.

In Ashburton, one man wanting to keep the current flag had told Mr Lyons “I’m not here to shoot the messenger”.

However, Mr Lyons had not got that impression from some people, he joked.

But that was fine, he said, because it had been fantastic to see the passion of New Zealanders for their flag, and the project was all about people saying what they wanted.

Among those visiting the roadshow was Petra Watkins of Ashburton, who did not want to see the flag change especially as her grandfather had fought un-

der it in World War Two. Fellow Ashburton resident Aftab Naika was more open to the prospect of a change, saying he had not made up his mind either way.

“We see what happens,” he said.

Mr Lyons said flag design submissions had been coming in thick and fast over the past few weeks to the point there were 879 by yesterday.

Communication and employment issues will be the focus of government intervention at a troubled Methven school.

The Ministry of Education has appointed a Limited Statutory Manager (LSM) at Our Lady of the Snows School after its board of trustees requested assistance with governance issues.

Virginia Noonan has been appointed to the role and will work with the board over the next few weeks on a range of issues.

“I’ve been appointed with the functions, powers, and duties of the board as employer, and also in relation to the board’s communications within the school and with its community,” she said.

A report by the Education Review Office (ERO) late last year found that improvements were needed in several areas, including making sure that school improvement was fostered through stronger professional leadership and de-

veloping a more positive school culture.

The report also stated that it was critical that “tensions within the staff and board-related issues” continued to be resolved.

Ms Noonan said she would spend the next few weeks doing a “scoping exercise”.

“So I am getting to know the school, about how it operates, its policies and processes, and also getting to know its school community,” she said.

“After that I’ll have a much clearer picture about how I can assist and assess the school.”

She was unsure about how long she would be working with the school, but she expected the scoping to take at least a few weeks.

“What we’ll be doing this week is meeting with staff members and any parents and community members who would like to come and meet with me, and I’ll be doing that on a rolling basis,” she said.

Vandal caught on CCTV

The man who desecrated dozens of children’s graves at a South Auckland cemetery was caught on CCTV footage, police say.

Inspector Mark Rowbottom said the man spent about three hours in the cemetery, tampering with numerous memorials about 8.30pm on Saturday.

“We believe that there is a lone person responsible for the damage, and he is seen on CCTV exhibiting some strange behaviour.

“At various times through the night, cars have driven past the man and he has made no attempt to hide from vehicle headlights,” Mr Rowbottom said.

“Police will now be conducting inquiries in an attempt to identify this man.”

Auckland Council has meanwhile denied its workers were responsible for what it described as an “appalling act of vandalism”.

Auckland Council cemeteries manager Catherine Moore said staff discovered the damage on Sunday.

Ms Moore said the first priority was to get in contact with and support the families involved. “We are in the process of contacting those we have information about, but also ask families to contact the council’s call centre ... with their details and we will be in touch.”

Plans to lift early detection

Ashburton dementia care facilities could be set to benefit from new educator positions created by the South Island District Health Board Alliance.

The alliance’s Health of Older People’s group has announced the appointment of two new part-time Primary Care Dementia Education coordinator roles, which is intended to support earlier diagnosis of dementia for patients living in the South Island.

Canterbury District Health Board (CDHB) psychiatrist of old age and lecturer at the

University of Otago Matthew Croucher said it was “desperately important” to diagnose dementia early on.

“Just like if you had arthritis or heart failure because until you have got a diagnosis you and the people that care about you can’t really understand what is happening,” Dr Croucher said.

The CDHB operates Tuarangi Home, one of Ashburton’s hospital and dementia care rest homes, but Dr Croucher said currently, only people with advanced dementia reside in rest homes.

“The aged residential care

beds, like Tuarangi and like the private provider in Ashburton, they are generally for people who have more advanced dementia who really need so much help they can’t live at home,” he said.

However, the new positions created by the alliance could still help people here in Ashburton. “What these educator positions are for is to help our GPs and practice nurses to feel more confident to diagnose cases of dementia early on and offer them meaningful help,” Dr Croucher said.

He explained that early diagnosis was key, as it not only

opened the door to practical and medical support it also helped people to plan ahead.

“That is why we want to get in there early at any age.

“If you’re really unlucky and get dementia at 55, which is possible, we want to help you early but if you are 85 we want to help you early too.”

Dr Croucher said he was unsure as to when the new educators would visit Mid Canterbury, but said they are already helping local GPs and practice nurses in that they are aiding the alliance in building online training resources for health professionals to access.

Delighted college comes home with third place

Ashburton College students came home with a third placing from the 2015 Stage Challenge at Horncastle Arena on Friday night.

After rehearsing since last term, students’ presentation of their piece The Great Divide secured third place.

Head of drama Claire Bubb said the achievement was “really cool” for the 95 students, who had worked hard to come up with and perfect the eightminute dance performance presentation.

As well as the placing, the college received numerous excellence awards, for which eight out of 10 was required in each category.

“It really does put you in that top group,” Mrs Bubb said.

Categories the excellences were awarded in included choreography, visual enhancement, drama, soundtrack, stage use, costuming, performance skill and concept.

“In the auditorium there is hundreds and hundreds of people, so the atmosphere is just electric, every time we got an award the whole of Ashburton College went basically crazy.”

There needs to be a shake-up in the charity sector to ensure greater transparency and remove the tax advantages enjoyed by for-profit arms of large charity groups, public policy think-tank The New Zealand Initiative says.

A man’s body has been found in an area in the South Island where a hunter was reported missing four weeks ago. The body was found in rugged terrain in the upper Tengawai River area of the Mackenzie Country, Inspector Dave Gaskin, Canterbury Rural Area Commander, said. “The body is located in an area of particularly rugged, scrub-filled terrain with lots of steep, gorge-type creeks,” he said. “Officers will complete a scene examination before the body is able to be moved to allow formal identification to take place. “This is standard procedure in situations such as this, and police will not speculate on the outcome of an ongoing investigation.” The death has been referred to the coroner, Mr Gaskin said, who will determine cause of death.

New lights for fountain Wellington’s famous Bucket Fountain will soon look almost as colourful by night as it does by day thanks to a street light upgrade in Cuba Mall. The fountain had been removed for maintenance and while it was gone, new poles and LED street lights were being installed that would have multiple benefits, the Council’s Transport and Urban Development Committee chairman Andy Foster said. “The new lights will be much better than the existing ones, which produce a yellowish glow, because they will illuminate the whole area, eliminating dark spots and making the area safer.”

There were two CCTV cameras in the area and the new lights would make monitoring those easier and footage from them clearer, Mr Foster said.

“With about $16 billion flowing into charities a year, it is absolutely necessary to have effective regulation in place to maintain the public’s trust in the sector,” report author Jason Krupp said.

have set the regulatory bar too high in some places, with many legitimate charities struggling to attain or retain registered charity status, which threatens the vital work they do.”

Under the Charities Act (2005), charities had little insight or say into how the Department of Internal Affairs assessed whether their purpose was charitable, the report said.

It also noted that appeals to the regulator’s decision could

only be made to the High Court, which was a costly option many couldn’t afford.

At the same time, longstanding rules allowed the for-profit arms of charities to retain earnings within the business tax free, with little oversight by the regulator into how much of this money was distributed to charities, and what these charities did with the funds once it was distributed to them.

A driver was allegedly almost five times the new drink-drive limit when stopped by Queenstown police on Sunday. The Central Otago woman, 34, provided a breath sample which returned a reading of 1188 micrograms of alcohol per litre of breath say police, when stopped near Frankton roundabout, State Highway 6, at 1.30am. Officers in a patrol car had noticed her swerving down the road. Drivers with more than 250mcg but less than 400mcg in their system are ticketed under new rules that came into force in December.

Those with 400mcg or more go to court.

Compromising position Two tourists have been warned

by Queenstown police after being caught in a compromising position outside one of New Zealand’s poshest hotels. The couple from the Czech Republic were spotted on a wall – directly under a street lamp – at the front of the five-star iconic Eichardt’s hotel, on Marine Parade, at 3.15am yesterday. Members of the public were pointing at them, alerting a passing police patrol. Queenstown Sergeant Kate Pirovano said: “They were picked up for offensive behaviour and taken to the station.

Militias converge on Ramadi Shi’ite militia groups have converged on the Iraqi city of Ramadi to help wrest it back from Islamic State fighters, who seized it in a deadly threeday blitz.

The effective loss of the capital of Iraq’s largest province was Baghdad’s worst military setback since it started clawing back land from the jihadists late last year.

Days after a rare message from IS supremo Abu Bakr alBaghdadi urging mass mobilisation, the group came close to also seizing the heritage site of Palmyra in Syria, but the army pinned the jihadists back.

A spokesman for Ketaeb Hezbollah, one of the leading Shiite paramilitary groups in Iraq, said his organisation had units ready to join the Ramadi front from three directions.

Nine dead in shootout A shootout among rival motorcycle gangs at a popular Texas restaurant left nine bikers dead and 18 injured, and it sent panicked patrons and bystanders fleeing for safety, a police spokesman said.

The violence erupted shortly after noon yesterday at a busy shopping centre about a 90-minute drive south of Dallas. Waco police Sgt. W. Patrick Swanton said eight people died at the scene at Twin Peaks restaurant and another person died in hospital. The nine killed were all members of biker gangs, he said, as were the 18 people who were hospitalised with injuries that include stab and gunshot wounds.

A Mumbai nurse who was in a coma for 42 years after being sexually assaulted while working in a hospital has died, hospital authorities said yesterday. Aruna Shanbaug suffered severe brain damage and was in a vegetative state after she was raped and strangled by a hospital worker in 1973. Shanbaug was diagnosed with pneumonia last week and had been on a life support system for the past few days, said Pravin Bangar, medical superintendent at Mumbai’s King Edward Memorial Hospital. Shanbaug’s case sparked a debate over India’s euthanasia laws.

Talk of new tax taxing Stu Oldham

hen is a new capital gains tax not a new capital gains tax? For many of us who do not make a living in politics, it seems the answer is even more confusing than the question.

Reading between the lines, it looks like a new capital gains tax is not a new tax when it is a “bright line” tax rule, which looks to be a rule that adds to another tax rule already in place.

So, the Government’s capital gains rule is a new rule only in-so-far as it further extends another rule already on the books. That makes it a new version of an old rule, but with some add-ons.

This made perfect sense when Prime Minister John Key announced a new rule requiring investors to pay tax on any capital gain from the sale of property they’ve owned for less than two years.

It was in addition to another, much older, rule requiring people buying and selling property expressly for capital gain to pay tax on it. But that rule has been very hard to enforce.

This one should be much easier. Instead of relying on the investor fessing-up as to why they are selling, the new rule will assume you are flicking a property for quick profit.

Mr Key – adamant this is not a new tax – says it is no silver bullet to the over-heated Auckland property market (in which a third of buyers are investors).

It is another tool for the kit.

Some tax law specialists and economists say this is no more than a step in the right direction and that more drastic measures are needed to rein in Auckland’s impact on the economy.

A longer period of 10 years, extending the rule to the family home, and a land tax similar to council rates would have a much more immediate impact on the property market.

But then, that would also impact those who miss out on the gains they expected from their investment. Then, there would be no confusing the impact on the polls.

YOUR VIEW Recovery Park I was surprised to read in Saturdays Guardian that council has revamped the resource recovery park.

What was the cost of this revamp to date and what will be the cost to shift the weighbridge?

Who is the greatest beneficiary? Is it the Ashburton ratepayers who benefit the most from this revamp or Envirowaste? Is Envirowaste paying the current commercial market rate to the council for the lease of the council-owned land they are operating on?

If the Ashburton council applies the same spending recovery techniques as it has for recent big budget expenditure (ie rate increases), what will be the percentage of increase added to the lease amount payable by Envirowaste? Bearing in mind that Envirowaste is owned by Asian tycoon Li Ka-shing (In 2014 Hong Kong’s Li was 20th on the

world Forbes rich list, with an estimated wealth of $US31 billion ($NZ37b), I am sure Envirowaste would not object to a 20 per cent increase to cover these improvements.

contractor takes what recyclables it can and sends them to market and keeps the profit from this activity.

Doing this limits council exposure to the risk around fluctuating commodity markets and encourages the contractor to recycle as much as they can. This is standard operating practice all around New Zealand.

The final layout changes are designed to improve the health and safety for the public using the park by improving traffic flows around the pit area and separating people on foot from heavy trucks crossing in front of the Re-use Shop. The new layout will also improve the diversion from landfill of useable material from the loads entering the park.

The only benefit to the contractor is in the increased separation of waste from recyclables. The less the council sends to landfill, the more the council saves on landfilling fees. Envirowaste receives no additional

payments under the contract terms as the result of the council increasing the effectiveness and efficiency of the park.

Council staff are more than happy to meet with anyone who wishes to discuss operation of the Ashburton Resource Recovery Park in more detail.

limate change and genetic modification are two topics bound to produce minority reports and spawn conspiracy theories.

The difference between them is that minority reports on climate change tend to come from the political right, on genetic modification from the political left.

Science is blind to these polemics and where scientists are influenced by politics, time eventually roots them out.

So for the record the overwhelming scientific consensus is that climate change is happening with humanity, including agriculture, playing a significant role; and that genetic modification is as safe as conventional breeding techniques.

The Government has called for public submissions on New Zealand’s climate change targets post 2020.

Get this wrong and we put in peril our agriculture, our economy and our environment.

The recent Ministry for the Environment’s Greenhouse Gas Inventory 1990-2013 confirms what we all know anyway.

The biggest contributor to greenhouse gas emissions in New Zealand is the agriculture sector.

But below the headline the report states that the proportion of emissions from the agriculture sector has generally been decreasing.

Greenhouse gas emissions from the energy sector went up 32 per cent, but the emissions from agriculture increased only 14 per cent in comparison.

The value of our primary exports grew more than six times in that same 1990-2013 period.

In other words, our agricultural products are more carbon efficient as time goes on.

Our industry can put a block of butter or cheese on the family table in London or Shanghai with far less impact on the

environment than butter or cheese derived from English or Chinese cows.

Our greenhouse gas efficiency of final dairy product has increased by an average 1 per cent per year for the past quarter of a century.

Our research into pastures, gut rumens, selective breeding and a whole host of other interrelated factors, including the manufacturing process, means it makes more environmental sense to produce primary goods here in New Zealand and export to other countries.

How we treat agriculture needs to ignore the politics and recognise this fact if we are to protect the environment.

Our minority reporters and conspiracy theorists have had a field day with genetic modifica-

tion. We have all heard of the fish genes in our tomatoes and frog genes in our potatoes. The movement of genes from one species to another (called transgenics) sounds like scary stuff and should be banned they say.

But scientists have discovered transgenics in our own back yard, in none other than that Maori staple - kumara. Not through genetic modification, but through thousands of years of breeding.

It turns out that back in time a nasty bacteria attacked ancient sweet potatoes. As a result some genes from the bacteria became embedded into the sweet potato, which now rely on them to function. Enter humans.

This plant function worked so well that the transferred genes

were inadvertently, but specifically, selected by our early farmers and became the basis for all the 291 known varieties of sweet potato grown around the world.

They all have the transgenic bacteria genes, but no wild variety of sweet potato has them.

Every time we eat kumara, we are consuming the tuber of a transgenic plant – a plant-bacteria hybrid.

There is no doubt that other food will also turn out to be transgenic in a similar way.

Science challenges our notions of common sense – it was once common sense that the sun revolved around the earth – and our boundaries of right and wrong. We should cling to our values, but they need to align with reality.

‘Good properties still selling’

BY JAMIE GRAY Farm prices have continued to rise, despite the near halving of milk prices over the last year, according to Real Estate Institute of New Zealand data.

The institute’s Dairy Farm Price Index rose by 6.9 per cent in the three months to April compared to the three months to March.

Compared with March last year, dairy farm prices were up by 15.5 per cent, REINZ said.

This was despite Fonterra dropping its farmgate milk price forecast to $4.50 per kg of

milksolids for this season, down from last season’s record high of $8.40, because of sharp declines in the international traded price of wholemilk powder.

Farm prices in general were also higher - the REINZ All Farm Price Index rising by 1.9 per cent in the three months to April compared to the three months to March.

Compared to April 2014 the REINZ All Farm Price Index rose by 0.8 per cent.

Caldera Health, a New Zealand biotech company working on a gene-sequencing replacement for the world’s most widely used prostate cancer test, is seeking new investors to complete a $2 million capital raising to finish clinical studies and put the research in front of potential commercial partners.

Auckland-based Caldera has attracted $5.93 million of investment since being incorporated in 2009, made up of $5.4 million from investors including New Image Group founder Graeme Clegg, Stephen Tindall’s K One W One, the government’s New Zealand Venture Investment Fund, and about $568,000 from Callaghan Innovation and its predecessors.

It has raised about $1.1 million of the $2 million sought in its latest offer of 2.5 million shares at 80 cents apiece. Each share comes with a ‘stapled’ option to buy another share at that price by 2017. Investors need to put in a minimum $750,000.

Caldera was co-founded by Jim Watson, an immunologist fighting his own 11-year battle with metastatic prostate cancer, who realised the standard prostate specific antigen, or PSA, blood test was so limited that there was “a huge unmet need in men’s health for a test that diagnosed early prostate cancer.”

Prices bottoming out?

The last GlobalDairyTrade (GDT) auction for the season takes place tomorrow and indications are that prices may be about to bottom out, dairy analysts said. At the last sale on May 6, the GDT price index dropped by 3.5 per cent from the previous sale in April. AgriHQ dairy analyst Susan Kilsby said the futures market was not offering any clear direction where prices were heading this time around, but she expected the market to flatten.

Hinds may house next rural bachelor

A Hinds farm manager is off to Mystery Creek to contest the Rural Bachelor of the Year title at Fieldays.

Jarred Clode, 31, was talked into entering the “golden gumboot” competition by his mates at the Pendarves Young Farmers’ Club.

“I thought it would be a bit of fun – but I never seriously thought I would get through to the finals,” he said.

However, he was wrong on that count and has now been confirmed as one of the eight finalists who will put their skills, attitude and all-round charisma on the line in the battle to find fame, fortune and love.

Mr Clode, who manages an 1180-cow dairy operation for Marlor Farms in the Hinds district, is no stranger to competition.

“I’ve had a go at the district Young Farmer Contests, and my mate and I came in third in the fencing competition at the Methven A&P this year,” he said.

He reckons his sense of humour will get him through the gruelling three days of competition, with four heats to complete each day.

But first he’s got to get there.

“We are meeting at a mystery location where we get buddied up with another competitor and given a campervan, then we have two days to find our way to Fieldays,” he said.

On the journey there are a range of

challenges, but the competition heats up at Fieldays, where the bachelors will be tested on a range of skills, from speed fencing to speed dating, log splitting to cooking.

The challenges are largely agriculturally based, but will have a few quirky character-testing twists thrown in for good measure.

Having been single for three years, Mr Clode is hoping success in the contests may just lead him to his soul mate, but is looking forward to a break away from the farm in any case.

Two of the eight finalists will be flying in from Australia to take on their Kiwi counterparts.

The other finalists are Craig Crampton from Foxton, Daniel Rogers from Victoria, Australia, Matt Barr from Whakatane, Mick Pearson from Tasmania, Australia, Sam McNair from Dannevirke, Toby How from Geraldine, and Tony Peake from Te Awamutu.

This is a great opportunity for these good, keen blokes, as not only will they enjoy an all-expenses-paid trip to Fieldays, they also will have the chance to show themselves off to future employers and industry leaders – as well as bachelorettes.

The Rural Bachelor of the Year winner will be announced on June 13 at 12 noon. The public can vote for their favourite bachelor via Fieldays’ website, as well as follow them on their Facebook pages.

“Farmers find themselves paying for services they don’t or can’t use. In effect, the current rating system means farmers are subsidising people who live in towns.”

A decline in local government population from which to draw rates meant the problem was being passed on to farmers who found rates were becoming an increasingly spiralling proportion of their farm costs, she said.

The group was targeting pinus contorta, an invasive and early maturing species of pine, but scotts pine and rowan trees – spread by birds – were also fair game.

The smaller seedlings can be pulled up, but larger specimens were cut off and dabbed with weed killer to prevent regrowth, Forest & Bird member Val Clemens said.

“There are still a lot of large wildings causing us concern – but the big trees are far more troublesome and require different equipment to remove,” she said.

“The little wildings will keep reappearing because the seed can live in the ground for a long time, so we need to keep on top of them.”

The Ashburton District Council has recently committed funding for wilding control as part of the Lake Camp Management Plan.

Mr Hood questioned a decision to plant radiata pines in the sensitive lakes area two years ago, but was in favour of a spring planting plan using Leyland Cyprus – a species which is unable to self-propagate.

Mild conditions again this week, and no rain for North Canterbury where now the die is cast with minimal pasture for winter, and reports managers are accumulating large feed costs and making big capital stock reductions.

Dry-off has started, with farmers increasing the number of cull cows sent to saleyards and to the works, and with cull in-calf heifer demand minimal, they are being killed also.

Gypsy day is looming and managers are encouraged to empty out travelling cows well, and feed no greenfeed 4-6 hours before shifting, to ensure effluent on the road is kept to a minimum.

The Reserve Bank in its stability report expressed concerns of financial stress for the dairy sector, with some bank analysts lowering the predicted payout for next year to $5-$5.25.

They report 25 per cent have negative cashflows for this season, and with 10 per cent of the sector with high debt, they will also be at risk next year, given this low payout prediction.

History has shown the present lowering number of farms for sale is the precursor for falling land prices, and if this happens, equity will fall, putting the heavily indebted at risk of foreclosure.

Reports from Europe show they are still increasing the volumes of milk even as prices are at 2009 levels. And the US is forecasting the highest corn supplies in history, and any supply driven upturn will be delayed.

Lamb Another week where lamb schedules sit at levels unattractive to the costs of early winter feeding, and statistics reveal sheep numbers are now below 30 million reflecting farmers disappointment in this land use option.

Mating will now be over in most

flocks and many farms will now be settling into their early winter maintenance programmes.

South Island store lamb prices have remained stable around $60 per head and look unlikely to attract much more interest from traders, given the demand for quality feed from the dairy sector and these weak schedules.

Wool Prices stayed strong at last week’s North Island wool sale for fleece and lambs wool, but short second shears did ease slightly.

This week’s southern sale has been boosted by 4000 extra bales passed from previous auctions, as vendors look to cash in on wool’s present price surge.

Beef The easing in beef prices continues, driven by a dairy induced high cow cull as that sector strives to adjust its stocking rate back to levels determined by on farm pasture only, without bought in feed.

Analysts suggest this easing may be short lived, driven by a harvest that is well ahead of the norm, and when the cow cull finishes prices should start to move again.

The growth in the use of fodder beet as a winter brassica has unveiled unprecedented live weight gain opportunities for beef finishers, as managers understand the feeding techniques needed to express this forage’s superior energy attributes that allow weight targets to be met earlier.

ue to safety and environmental concerns, having an open fire is almost a thing of the past.

Along with the fireplace itself gone too are the architectural components that went with a fire, such as the hearth and chimney breast.

A very significant part of most fires was the wooden, or brick, shelf that went above it.

In kitchens this shelf held containers such as salt (to stop fires as much as it was an essential cooking ingredient), tea and other necessaries. In living areas this shelf held more decorative items.

Regardless of its location, most people refer to these shelves as mantlepieces. However, the correct word is mantle; the items that sit on the mantle are the mantlepieces.

Mantelpieces could be purely functional,

but on the whole they were items that the owner of the house wanted to see daily, or show off.

Way before television dominated our living areas, the fire was the focus of the room; to keep warm family and friends would gather around it – so what sat on the mantle had

prime viewing potential.

In my childhood home we had a clock and the objects of the moment – recent gifts, souve-

nirs or keepsakes, postcards from exotic locations (such as Invercargill or the North Island) or “art” I created at school.

It was quite a thrill when your item made it to the mantle and especially so if your object

replaced someone else’s!

Mantelpieces certainly decorated the plain mantle, but for the Victorians it wasn’t enough.

In their search for the beautiful clutter that they were famous for, mantle cloths or covers were employed.

These fabric wraps went around the mantle, forming a skirt over the top of the fireplace.

The example pictured with swans and a heron is handpainted velvet, but other examples I have seen are beaded, knitted or embroidered.

Width can vary from quite narrow to rather deep and most have some form of fringing.

The loss of open fires may have saved some lives and cleared the air a little, but they also have reduced the display space in modern homes.

While fiddly, but often wellworked items, such as these mantle covers, may not be a loss to many people I wonder where people display their “special” treasures now.

Honouring the Fallen During the period of the First World War, 1914 to 1915, many men from the Ashburton District signed up to fight for the Empire against the German army. Many did not return - almost 450 from Ashburton were killed. The first Ashburton men were killed on April 25, 1915 - the first Anzac Day. Ashburton philanthropist and patriot Frederick Ferriman presented a special flag and a flagpole to the families of those men. The Ashburton Museum, with the assistance of the Rotary Club of Ashburton, has erected in front of the museum one of the original Ferriman flagpoles, and on the centennial of the death of each Ashburton soldier will fly a replica flag. By Patrick Mckendry Joseph Parker’s next opponent has been confirmed as Yakup Saglam, a 38-year-old from Germany with 37 professional fights to his name.

Parker will fight Saglam, nicknamed ‘The Scorpion’, in Palmerston North on June 13.

At 1.93m tall, he is the same height as Parker.

Comments ‘inflammatory’ Andrew Strauss says that “inflammatory comments” made by Kevin Pietersen in his controversial autobiography helped explain the star batsman’s ongoing exile from the England team. One of Strauss’s first acts as the new England and Wales Cricket Board’s director of cricket was to tell Pietersen, his predecessor as England captain, that a “massive trust issue” prevented him being recalled.

Hat-trick for Southern Southern claimed a third straight Michel Duff Memorial by default in Senior B rugby. A win by default against Rakaia ensured the round one trophy remained in Southern hands for the third straight season.

The only team capable of topping them, Celtic, went down to Tinwald 19-25 and finished the round in third, as Methven recorded an eighth straight win beating Allenton 65-0 to move up to second. Mt Somers claimed a 26-17 win over Collegiate while Hampstead had the bye but still finished up fourth.

The competition now moves into the second round for the Centennial Mug.

Leuluai’s season over New Zealand Warriors hooker Thomas Leuluai needs seasonending surgery after scans confirmed he ruptured the anterior cruciate ligament in his right knee early in Saturday’s 10th-round NRL clash against Parramatta. Mackenzie leads from the front

Ken Mackenzie: Style of a champ

Ashburton’s first major indoor bowls singles title has gone the way of Ken Mackenzie.

The former South Island representative, who plays out of the Willowby Club snared his 19th Ashburton centre title when defeating clubmate Mat Bassett in an all-out final of the Jim Patterson Championship Singles at the McNally Street stadium on Sunday.

After starting with 24 individuals at the beginning of the day the field was whittled down to just 10 after four rounds of qualifying with Darryn Turner, Rowena Mackenzie, Laura Mackenzie, Mark Sheard, Chris Talbot, Michael

Lawson, Winston Lee, Graham Chapman and Bassett and Mackenzie all making the cut.

Mackenzie won his way through to the final by beating defending champion Mark Sheard in the quarter-final 15-4 and then he beat Chris Talbot in the semi-final 13-6.

Bassett had a slightly tougher time of it beating another Willowby clubmate, Graham Chapman 9-7 in the quarter final before his semi-final against Michael Lawson went down to the last bowl of their 12 ends with Bassett winning out 9-8.

Mackenzie asserted his dominance on the 12 end final from the outset and kept his nose in front the whole time.

He led 6-3 after 5 of the six ends, but Bassett kept doing enough to keep himself in the game.

The pair approached the final end of the game with Bassett needing a three to draw and force an extra end or a four to secure outright victory.

In a changing head Mackenzie was able to control things perfectly, and scored two shots to leave the final score at 12-7.

It wasn’t all plain-sailing for the champion though, he did have a slight hiccup earlier in the day when he was beaten by his daughter Laura in the third round of qualifying.

Sunday’s plate event was won by Kevin Smith.

Queensland skipper Cameron Smith has been charged by the NRL match review committee but he’ll be free to play the State of Origin series opener if he enters an early guilty plea. Smith was hit with a grade-one dangerous contact charge after kicking out in a tackle, striking South Sydney hooker Issac Luke in the head during the Storm’s 16-12 NRL win on Saturday night. Rockets clip rivals The Houston Rockets humbled the Los Angeles Clippers 113-100 in game seven of their NBA second round playoff series yesterday to reach their first Western Conference final since 1997.

The Rockets became just the ninth team ever to rally from a 3-1 series deficit to win in seven games, marking another playoff meltdown for the Clippers. The Rockets move on to face the top-seeded Golden State Warriors.

O’Reilly left flying the flag

Gerard O’Reilly will head to the Harness Jewels on Queens Birthday weekend with the weight of a region on his shoulders.

The Rakaia horseman will start the sole locally trained runner at the $1.2 million race day in two-year-old pacer Sparkling Delight, who snuck his way into the field courtesy of a third placing at Addington on Friday night. Ranked 12th on the order of entry, Sparkling Delight made it by a mere $460.05 from his closest rival.

Speaking after the race of Friday night, O’Reilly said it was a nice feeling to have a Jewels runner on his own back doorstep, but that he wasn’t quite so sure about being the only Mid Canterbury representation.

“The Jewels are what you work towards for most of the season so it’s nice to get there.

“It sounds like there might be a bit of pressure on us though if we are the only local runner.’’

Final fields will be drawn early on Friday afternoon with the all-important barrier draw to follow. Saturday will see many of the contenders at Ashburton for the popular Jewels workouts – the final public appearance for most contenders before the following Saturday.

Amanood Lad popular Reigning Great Northern Steeplechase champion Amanood Lad is drawing interest from across the Tasman in the build-up toward his title defence. The 10-year-old was ridden to his Ellerslie victory last year by Craig Thornton, who was also aboard when they finished runner-up in the Pakuranga Hunt Cup, but he is unlikely to be in action this winter. “It looks as though Craig is hanging up his boots and apparently Steve Pateman wants to ride the horse,” trainer Ben Foote said. “Craig has spoken to him and he’s very keen.” The champion jumps jockey isn’t the only Australian rider sounding out Foote as the Irish hoop Richard Cully has also made inquiries.

Concussion concerns

Ashburton College’s big loss to Christchurch Boys’ High School may have been compounded by concussions in the UC Rugby Championship.

The big 53-10 loss may have been even more costly to college with both wing Malakai Cakaunitabua and centre Kody Stutheridge suffering concussion, as well as first-five Richie Soooaemalelagi coming off early in the first half.

Those injuries came after the game had already got away from college after CBHS came out firing.

Early mistakes in their own half proved costly for college as Christchurch Boys’ High School raced to an early 21-3 lead, with Kieran Hunt kicking a penalty

in what would prove a rare attacking foray.

Their next attacking raid resulted in a botched lineout that had CBHS run the length of the field for a bonus point try.

After the meagre defence early on college tightened up as CBHS laid siege to their line.

College came up with the turnover but a defensive bomb wasn’t the clearing option they were after, with CBHS counterattacking for their fifth try to lead 31-3 at halftime.

CBHS started the second half strongly with a try from a maul before ex-pat flanker Jesse Houston was yellow carded, which provided some relief before they went in again to extend the lead out to 41-3.

College then came up with a try of their own as Dallas McLe-

od found space and shrugged off a couple of defenders with Hunt adding the extras.

CBHS then finished with a flurry scoring two quick tries to blow the score out to 53-10.

St Andrews, featuring ex-pats Luke Gilbert and Jack Griffiths, also remained unbeaten with a 66-7 win over St Thomas, while Shirley also made it four-fromfour with a 36-3 win over Rangiora.

College face the long haul to Nelson this weekend but should be buoyed by news that Marlborough - whom they beat in preseason - beat rivals Nelson 20-5 in round four.

St Bede’s ran riot over Roncalli 85-15, Timaru Boys’ edged Lincoln 25-23 and Christ’s College beat Waimea 40-7. Burnside had the bye.

Smith unlikely to line up against the Blues Hurricanes captain Conrad Smith (right) is free of concussion symptoms but is unlikely to play in this Saturday’s match against the Blues at Eden Park.

Smith took a knock to the head during the Hurricanes’ 22-18 win over the Chiefs and didn’t return to the game af-

ter failing his sideline tests. But coach Chris Boyd said Smith showed no lingering symptoms and this week loomed as a great opportunity to give the centre his final rest for the season. Every All Black must skip two games of Super Rugby to remain fresh for the World Cup.- NZME

Willowbees sting basketball rivals St Jo Diamonds’ Charlotte Gray prepares to shoot over Willowbees’ Naumai Terekia during Basketball Mid Canterbury’s intermediate grade finals at the EA Networks Centre stadium on Sunday.

Willowbees won the girls’ final, beating St Jo Diamonds 27-12.

Mt Hutt were third after a 21-17 win over the Rowdy Roosters.

The Junior All Stars came out on top in the boys’ final beating Hilton Haulage 38-32.

Vekerks were an emphatic third with a 50-15 win over Longbeach.

The girls’ MVP was Willowbees’ Roi-Rawhiti Makutu, while Junior All Stars Ben Jackson was the boys’ MVP. The most improved year 7 players were Abby Wood (Rowdy Roosters) and Adam Shears (Mt Hutt Black), and in the year 8s it was Grace Bleach (Mt Hutt Girls) and Sam Taylor (Mt Hutt Red).
