A shortage of relief teachers means some Mid Canterbury schools have to resort to using teachers on non-contact time, having the principal take a class or reshuffling children for a day.

Mid Canterbury Principals’ Association president and Methven Primary School principal Chris Murphy said many schools in the district have difficulty finding relief teachers especially near the end of the school year.

“There’s a real shortage of relief teachers.”

This was partly due to being in a smaller rural district but also because most teachers wanted to work fulltime rather than relieving, he said.

When no relief teacher can be found they either have to use a teacher who is on Classroom Release Time (CRT) or combine some classes, he said.

Allenton School principal Graham Smith said their school has to do the same thing and occasionally he will have to teach a class himself.

Term 1 and 2 are normally fine because not so many people are getting sick, but the last two terms get very tough, he said.

Rain welcomed by rural Mid Canty

Mid Canterbury farmers looking down the barrel of a drought earlier in the season are counting their blessings with more rain falling over recent days.

From early spring forecasters and industry commentators warned east coast farmers on both islands to be prepared for a long dry summer in the face of an el nino weather pattern.

However, 60mm over the first weekend of the New Year came in time to fill cereal crop heads before harvest and over the weekend about 20mm of rain fell across the district, with another 10mm yesterday.

MetService forecasts rain will continue across Canterbury today, before beginning to clear tomor-

row. Although some farmers have grass seed crops on the ground awaiting windrowing, the news was still good.

Ashburton contractor Tim Lovett said a cooler start to spring had set the grass seed harvest back by a week and a half to two weeks across much of the district.

“We are already into the earlier flowering varieties, and when it dries up we’ll be back into it again.

There shouldn’t be too many problems,” Mr Lovett said.

Federated Farmers Mid Canterbury arable section spokesperson Joanne Burke said the benefits far outweighed any inconvenience.

“It’s going to be fantastic for pasture paddocks and it’s given the winter feed crops a boost,” she said. This week’s slow steady rainfall is unlikely to cause any sig-

nificant damage to crops ready to harvest.

“We are fairly well covered in Mid Canterbury with irrigation, but the dryland farmers have suffered. I hope they get a boost with this round of rain – but this is fantastic for North Canterbury.

“We’ve had it pretty easy but North Canterbury has been suffering for a long time. This is the best news those guys could possibly have at the moment.

“That’s where our thoughts have been – they are more pasturebased than we are, and they are past desperate.”

On the back of an average yield earlier in the season, round two of the pea harvest is also likely to benefit from the recent rain.

This is because there were a number of teachers on CRT and doing professional development.

Also the pool of relief teachers is small because most want to be in bigger areas like Christchurch and Dunedin, he said.

Lauriston School has not had such a problem because they have a dedicated relief teacher who has worked for them for many years, principal Donna Reader said.

“It can be difficult but we are lucky.”

When their reliever is not available it becomes a bit more tricky and if no-one could cover then Ms Reader would fill in.

Buskers shifting into auditorium The World Buskers Festival hits town today, but rather than hitting the streets the busking team will be hitting the floor in the Ashburton College Auditorium.

Kids off on holiday adventure The inaugural scouting-style holiday programme Adventure Plus had a successful first day yesterday with participants biking to the Ashburton Airport, visiting the Ashburton Aviation Museum and making hot-air balloons at Mania-o-Roto Park.

Near miss a timely reminder for parents A woman who saved a child from being hit by a car on a suburban Ashburton street says the incident serves as a warning to parents to ensure their properties are well fenced and gates are locked.

The woman and her husband (who did not want to be named), were driving when they noticed a three or four-year-old child on the pavement.

Without warning the child ran on to the road forcing the couple to brake and narrowly miss hitting the child. She believes if they had been travelling any faster the outcome would have been very different and the child could have been

A security gate was open at the closest house and she took the child there. To her horror the woman answering the door began yelling at the child.

though I was intruding for having ‘saved’ her child,” she said Putting the mother’s reaction aside, the woman said the incident did serve as a wake-up call for all parents to be aware of how easily small children could escape and put themselves in danger and as a reminder to motorists to be alert on suburban streets.

Cheapest home in Mid Canterbury?

The Ashburton District might not be the cheapest place in New Zealand to buy a home, but the canny buyer can still snap up a property for just $5000.

For that you could be the proud owner of a four-bedroom, one bathroom 1900s Tinwald villa in good, tidy condition. The only catch is you’ll need to pick the house up and move it to a new home.

Online real estate site Trade Me has the $5000 villa listed along with baches at Rangitata and Lake Clearwater and two, two-bedroom units in Ashburton in the under $200,000 bracket.

Those ultra-cheap properties, however, are among a rapidly dwindling number of homes that can be bought for less than $200,000, says Ray White franchise owner Jill Quaid.

While several parts of New Zealand can still claim to have very cheap homes on their books, spending less than $200,000 in the Ashburton District will generally only buy you a two-bedroom attached unit, Mrs Quaid said.

“You might be lucky and pick up a little cottage that hasn’t been done up, but it would have to be pretty original now to be under $200,000,” she said.

It might not be a runner as a district with cheap homes, but it is edging towards being a serious competitor at the upper end of the market, Mrs Quaid said.

Auckland might have a slew of million dollar-plus homes on the market, but Ashburton also has its share of big ticket properties, she said. “We’ve sold properties over $1 million in Methven, there are houses around $900,000 at Lake Hood and there’s another in town for $1 million. And there is demand at the top end.”

In spite of Ashburton’s steadily rising real estate prices, Mrs Quaid said it was still quite common for people from out of the district who were looking to buy and who were surprised that there was not a range of properties for less than $200,000.

“There seems to be this perception out there that we’re a cheap place to buy, but we’re not. Our market over the past 10 to 15 years has shown a slow but steady increase. We just don’t have the big highs and lows that some parts of the country experience.”

New Zealand’s cheapest home is believed to be in Ohai, Southland, with one property sold for $12,000 last year. The most expensive house sold last year was in Auckland, finding a buyer at $24 million.

Sexual health checks vital

The Canterbury District Health Board is urging people to make a New Year’s resolution of a different kind and get a sexual health check.

Sexual Health Centre clinical nurse manager Catherine Parkes said it paid to get a check-up after the “silly season” to ensure no unwanted infections had been picked up.

Often people forgot about their sexual health and the importance of having regular checks.

“Both partners should be

tested prior to beginning a monogamous relationship because it pays to get checked, just to be safe than sorry,” she said.

“And if you do have multiple [sexual] partners, then it is even more important to have regular checks.”

If left undiagnosed, sexual infections can lead to serious health problems.

Common sexually transmitted infections such as chlamydia can have no symptoms but cause serious complications such as infertility and pelvic inflammatory disease.

A recent concern in Canter-

bury has been the increasing number of syphilis cases.

The Guardian reported last month that the Institute of Environmental Science and Research (ESR) noted an increase in cases of syphilis in Canterbury in its sexually transmitted infections surveillance report.

It stated 27 cases were reported by Canterbury sexual health clinics, which were said to be linked to the increased use of dating apps.

A former dating app user from Ashburton, who wished to remain anonymous, said at the time he knew of people who had

contracted sexually transmitted infections from people they had met through apps.

“Having unprotected sex is like playing Russian roulette,” he said.

Ms Parkes said if left untreated syphilis can cause damage to nerves, bones, skin, eyes and brain.

While nearly all reported cases were male, health officials are concerned about the impact of syphilis spreading to the female population.

It is particularly dangerous for women as syphilis can cause congenital defects.

Safety initiative beneficial despite quiet nights By ruBy Harfield

An initiative developed to curb late night violence and anti-social behaviour in Ashburton has been beneficial despite no really busy nights to test it on.

Staying Safe This Summer, which started on November 7 but was officially launched on December 3, is a collaborative effort between a number of different organisations including Ashburton District Council, police, a security company, Safer Ashburton, Maori Wardens, a taxi company and Ashburton Town Watch.

The agencies have been working together every Saturday night to help prevent pre-loading, drink-driving and alcohol-related crime.

Senior Sergeant Scott Banfield said the initiative has so far been very positive but they had only had a few busy nights to properly test it on.

“The initiative is a good idea.

“I guess the real test will be on a really busy night.”

They had a few weeks off during Christmas and New Year because it generally was not busy around that time and started back up last Saturday.

While it was quiet on Saturday night, Senior Sergeant Banfield said he was disappointed that

Drunk driver dobbed in A woman celebrating her 30th birthday on Friday night crashed into fences as she drove to her friend’s place with an inflated airbag and a flat tyre. Upon the French woman’s arrival at an Arrowtown address, Queenstown police were called by the woman’s friend. Senior Sergeant Paula Enoka said the woman showed “signs of intoxication” and appeared to have crashed into fences along State Highway 6 on her way to the Morven Ferry Road house. Police were called about 9.30pm, and the woman was taken to Lakes District Hospital but was released shortly afterwards. Police praised the friend for alerting them to the woman’s condition. - NZME

Man drowns The 28-year-old man who drowned off the Raglan coast swimming with family on Sunday was attending an unveiling ceremony for a teen who lost his life in a railway accident. Mingy Uerata was plucked unresponsive from the water after he got into difficulty swimming and drifted out to sea.

The Tokoroa man was with five other family members in the water near Te Koraha Marae at Taharoa, south of Kawhia, when the tragedy happened. An attempt was made to resuscitate him back on the beach but he could not be revived.

More work might need to be done by police in the future to remind licensed premises they were not allowed to let people get heavily intoxicated, he said.

streets was not just about protecting the community but also about protecting the intoxicated people because they could easily become victims of crimes such as theft and assault.

Ashburton Mayor Angus McKay said he had heard a lot of feedback suggesting that the commu-

nity are happy with the initiative and that it is helping to keep the town quiet. “It’s very encouraging, let’s hope it continues.”

Safer Ashburton general manager Kevin Clifford said he believed the campaign was working as there had been no major incidents so far.

Driveway work delays recycling station opening By ruBy Harfield

The opening of Mt Somers Springburn School’s community recycling station has been delayed due to development work taking longer than expected.

It was hoped that the recycling station would be up and running by the end of last year or the beginning of this year.

However, Mt Somers Springburn School principal Brent Gray said they are still waiting on the contractor to complete their work on the driveway.

Once this is done, it will not

take long for the site to be set up and the station should open some time in February, he said.

The station used to be situated near the Mt Somers Tavern but because it was on a paper road it was decided that the school would be a more recognisable place to have it.

The school will also use it to help the students learn about recycling.

The project has been organised by Mt Somers Springburn School, the Mt Somers District Citizens Association and the Ashburton District Council.

A person is dead and another seriously injured after a quad bike accident at a Northland camping ground yesterday. A Fire Service spokesman said one person had died at the scene and another person was airlifted to hospital by rescue helicopter. The accident happened at a camping ground in Kellys Bay, on the Kaipara Harbour south of Dargaville. The accident happened on a road near the campground, not at the campground.

Lomu offered a kidney Jonah Lomu’s widow has spoken out for the first time since his death – revealing she had tried to donate one of her kidneys to the father of her children months before his sudden death.

Heartbreakingly, however, the pair were not compatible. In an interview on Radio New Zealand’s Checkpoint programme, Mrs Lomu told journalist John Campbell about what she had hoped to be a happy surprise for her husband and, ultimately, their family. Dogs gather for afternoon out

The big, the small, the hairy or smooth coated, the postcard perfect and the dogs that only their owners could love, they turn up in large numbers at the Tinwald Domain each week for a social gathering, canine style.

When there’s a full muster, up to 16 dogs spend a couple of hours each Sunday romping around the domain’s fields and walking tracks, while their owners trail behind them.

It’s an informal gathering, but one that the dogs appear to have logged on their weekly calendar said one participant Trina Hanson.

Dog owners seem to find out through word of mouth and while numbers vary each week, there’s always someone for dogs to play with and for owners to chat with, Miss Hanson said.

“They’re a diverse range of dogs but there’s never a bad word between them. It’s neutral ground and when you get there you can just see their excitement,” she said.

The dog owners reckon their pets seem to know when it’s Sunday and it’s time for their weekly gathering.

“And it’s good for the owners too, they’re a great bunch of people.”

While the event is just an informal gathering of dog owners and

anyone was welcome, the only condition was that the dogs attending were well socialised and well mannered.

“Our lot are all pretty mellow and get on well, we don’t want any snappy, grumpy dogs upsetting things,” she said.

On the run . . . again He has spent the past decade escaping from prison, from court and even won a handsome payout from the Government – and now one of New Zealand’s most prolific absconders is on the run again, this time breaching his electronic bail.

Three days ago notorious criminal Mathew Kidman left a Wellington address where he was on home detention and police are now on the hunt for the man they describe as dangerous and not to be approached.

The 35-year-old has a string of robbery and firearms offences stretching over the past decade.

A warrant was issued for his arrest after he disappeared on Friday.

Kidman is described as a European of slim build and 187cm tall.

Due to his extensive criminal history, which involves firearms, police want people to contact them on 111 with any sightings.

He previously served time for aggravated robbery and has more than 70 past convictions, including firearms, drug and violence offences.

Ship on fire; passengers jump Passengers on board a burning ship were forced to jump into the water to escape the flames.

Emergency services received reports of a ferry on fire off the coast of Whakatane about 3.45pm.

Police said 57 passengers and 7 crew members were onboard the 75-foot tourist vessel, which was on its way back from White Island at the time.

All were now believed to be safely ashore.

Live footage of the scene showed the vessel being engulfed in flames about 1km off the Whakatane coast.

“The blaze took hold of the vessel forcing those on board to jump into the water,” police said.

“A Coastguard boat and a number of small local vessels went out to assist in recovering passengers and crew from the water. A helicopter carried out a sweep of the water to confirm everyone had been rescued.”

Police said the passenger manifest had been checked against those rescued from the water and everyone was now accounted for.

One person had been taken to hospital suffering from smoke inhalation and one for a minor injury caused by jumping from the

boat. The majority of passengers and crew were taken to the Coastguard premises in Whakatane.

The Fire Service was onshore assisting ambulance staff with passengers being brought back to shore.

Roger White, who is working at Whakatane Heads, said he saw almost the whole incident play out.

“I saw most of it,” he said, “probably from about three or five minutes after the motor exploded.”

The vessel had turned towards the Whakatane River Bar, he said, then slowed down.

“All of a sudden white smoke came out of all the windows, and the top of the boat.”

After about 30 minutes flames were visible from the shore, he said.

He believed the crew dropped anchor and contained the fire before getting passengers off the boat.

“They transferred people to the rubber duckie, but they had no secondary boat to go to for about a quarter of an hour. They had two rubber duckies to take all the people out.”

Everybody got to shore safely, he said.

In brief Killer ‘covered in blood’ Police investigating the death of Cunxiu Tian believe her killer will have likely been covered in blood when he left the scene. “We are appealing to the public to consider whether a family member, friend or flatmate has come home on Friday, any time after 9am, and has blood on their body, their clothes or their shoes,” said Detective Senior Sergeant Roger Small.

Yesterday, criminal profilers visited, examined and assessed the scene on Glenvil Lane where the 69-yearold Chinese grandmother died. A post-mortem on Saturday found that Ms Tian had suffered a violent death, involving a prolonged and vicious assault.

Entry may be refused Immigration NZ says it could refuse entry to an American reported to be planning a seminar here in April on seducing women by techniques including chokeholds. The man, Julien Blanc, was deported from Australia in 2014 following widespread exposure of his pick-up technique, titled Real Social Dynamics, which encourages men to verbally abuse women and even grab women’s heads and force them toward the groin. Immigration NZ Auckland area manager Michael Carley said the agency had “no record of anyone by the name of Julien Blanc applying for a visa to travel to New Zealand”. He said Blanc would not need a visa because of a visa waiver applying to US citizens, but that he could still be stopped at the border because he was deported from Australia. - NZME

Race planning already well down the track It might be two months away but planning for this year’s Methven motorcycle street race is already well down the track.

The annual street race attracts top riders from around New Zealand who travel at

speeds of up to 200 kilometres per hour around a tight track in central Methven, some completing laps in around 23 to 24 seconds.

This year The Dubliner and Methven Lions Club event will

be held on March 26, Easter Saturday.

While the event has been run by the Methven Lions since its inception, it could not be run without support from businesses such as The Dubliner, presi-

dent Graham Campion said.

The event is run in conjunction with Classic Action Motorcycle Sport (CAMS) from Christchurch and all profits go back into the Methven community.

A man has been charged with assault after a woman was allegedly stalked and attacked in South Auckland as she walked home from a railway station.

Police yesterday said a 31-yearold man will appear in court next month facing a charge of male assaults female. Legislation can’t replace invidual responsibility Sue Newman

here’s a fine line between expecting the state to look after you and accepting individual responsibility.

It’s easy when we’re not happy with a situation to suggest that someone should create a piece of legislation to take care of it, but it is much more difficult to accept that it might be up to us to do something about it ourselves.

Take the case of the Auckland mum who is petitioning the city council to provide more shade in the city’s playgrounds.

Yes, we all need to be sun smart, The days of baking on the beach are well and truly over.

Today sunscreen and a sun hat are must-have accessories for most people heading outdoors.

Providing sun shades is common at schools and in many community areas, but the public purse can’t provide sun shades to keep every park, every playground sun-free.

Sometimes commonsense says a bit of slip, slop, slap and a sun hat might be all that’s needed instead.

While the Auckland mum’s petition might be seen as reasonable on some level, it is unreasonable on another.

It is another example of the way in which we have changed as a nation. Rather than being individual decision makers who were happy to look after their individual welfare, make calls on what was good or bad, right or wrong, we’ve bowed out and asked big brother to do this for us. And never moreso than when it comes to our kids.

How protected do our Kiwi kids need to be? We’ve already banned most of the playground games that ran even the slightest risk of injuring anyone, and we’ve taken the competitiveness out of school sport so no one will feel bad about themselves.

We don’t need to do anything more to stop kids thinking for themselves.

If they never experience risk, never have to measure situations for potential danger, they’ll never learn to make the important decisions and to make them wisely.

Being sun smart is about education it’s part of building up good stock of life skills and to learn the commonsense that will equip them to make a sound decision about what is safe and what is not rather than relying on someone else to do that for them.

Lifestyle blocks – benefit or burden?

eason’s greetings to you all, for most of us we are now back to our daily realities with the holiday pleasures still fresh in mind.

These days the lifestyle block has become a desirable choice for many people to live on.

People purchase these blocks for a number of different reasons – the desire to be out of the urban environment, the wish to raise their children in a rural environment and many others.

One thing that has always fascinated me is the multitude of things people undertake on their lifestyle blocks and whether the use is beneficial to the land.

I got thinking seriously about this recently when I went to advise, educate and assist good friends sort their sheep flock of 36 – a ram, 18 hoggets and ewes of mixed age and 17 lambs.

When this couple bought the property they were attracted to the tidy house, a small area of kiwifruit and the large sheds for their beekeeping business.

The property also had an area of overgrown hills and some flat areas of pasture round the house and sheds.

having a management plan for the orchard and a permanent, well set-up base for the beekeeping.

Being the industrious people they are, they soon realised mowing the areas of grass around the house and buildings was a chore and the overgrown hilly area was an eyesore that could be better utilised.

It was from this point they did what many lifestylers don’t, they went and sought advice as to what they might do with these areas and the demands it would place on their time and ongoing costs.

The sheep had a number of benefits as they would eat grass, could graze under the kiwifruit, keep the now-cleared hilly area clean and provide meat for their household.

Since that time their sheep flock has flourished due to seek-

ing advice, built relationships with people who can shear the sheep, train them in the animal health aspects and assist with the odd tricky situation that arises.

So my role was to introduce them to the mouthing of ewes (checking teeth), and advising which sheep they should sell – what would be good for the freezer and which lambs to retain for future breeding.

This has arisen because their flock has performed so well and if all are retained their block would be overstocked next winter and serious issues would jeopardise their output.

The other side of this story is the people who choose an area of land on their block to carry out an activity, whether it is stock, vegetables etc, without seeking the knowledge to be successful.

Unfortunately, in these cases, I often get called in to help fix the problem, rather than prevent the issue in the first place. Often it will be stock needing drenching, suffering from flystrike or eczema, all ailments easily preventable if one has the knowledge.

proliferation of lifestyle blocks on highly productive land around our urban centres has been seen as such a waste.

Yet there are many lifestylers who have successfully created an enterprise on their piece of rural paradise. More often than not, these people learn good advice and concentrate on good management practices to maximise the output of their enterprise.

Nowadays around our big urban centres there are people who have created businesses to cater for the needs of small block-holders, who will come and do the tasks they haven’t the skills to do and advise them how to better utilise their blocks.

One of these tasks I had to perform yesterday was to trim Rambo’s feet and he was certainly walking freely and happily after the task was completed.

So your piece of paradise doesn’t have to become a burden, with the right steps taken it can fulfil those goals you imagined when purchasing.

Isis attack ‘a massacre’ Jihadists from the Islamic State group have abducted more than 400 Syrian civilians after capturing new ground in a major assault on the city of Deir Ezzor that left dozens dead.

The shock attack comes despite a Russian air campaign targeting the group that began in September, and more than a year of strikes by a US-led coalition against the jihadists in Syria.

The Britain-based Syrian Observatory for Human Rights said Isis had killed at least 135 people in the multi-front attack that began on Saturday.

The dead included 85 civilians and 50 regime fighters, according to the monitor, which said Sunday that Isis had also kidnapped more than 400 civilians from captured territory.

“Those abducted, all of whom are Sunnis, include women, children and family members of pro-regime fighters,” Observatory chief Rami Abdel Rahman said.

He said they had been taken to areas under Isis control in the west of Deir Ezzor province and to the border with Raqa province - the main Isis stronghold in Syria - to the northwest.

The monitor said at least 42 Isis fighters had been killed in the attack, adding that fighting was ongoing yesterday, with regime forces backed by Russian air strikes trying to recapture lost ground.

It added that regime forces were bringing additional troops and military equipment from elsewhere in the city to the battlefront.

Syria’s state news agency SANA said at least 300 civilians, “most of them women,

the northeast of the country months earlier.

Some of those abducted in those incidents have been freed in small batches, in some cases reportedly in exchange for ransoms.

The assault came despite a Russian air campaign that began in September in support of the government, which Moscow says targets Isis and other “terrorist” groups.

The Russian air strikes have so far killed at least 808 Isis fighters, according to the Observatory, though they have also killed moderate and Islamist fighters and civilians, it says.

Massive cold snap engulfs Europe A 160km corridor of snow is set to hit the UK with temperatures expected to plummet to -10°C in some areas.

The Met Office has warned of the threat of difficult driving conditions due to snow and sleet from snow moving eastwards into Britain.

It was set to move from western Scotland down to southern England overnight.

Temperatures were expected to fall to as low as -10C in rural Scotland.

Freezing conditions will affect most parts of Britain with the Met Office issuing ice warnings covering the east coast of Scotland and England as well as Wales, Northern Ireland and parts of southwest England and the Midlands.

Bug immune to caffeine buzz

Rural parts of the Highlands and Aberdeenshire will face the lowest temperatures, forecasters said, while about 5-10cm of snow could fall on higher ground.

Meanwhile blizzards battered parts of Eastern Europe yesterday, forcing roads to close, trains and flights to be cancelled and producing power outages.

The snow blanketed parts of Romania, Serbia, the Czech Republic, Bulgaria and Poland, while Croatia’s Adriatic coast was hit by unseasonably low temperatures and high winds.

Romania’s transportation ministry said 12 major roads were closed because of heavy snow and three Black Sea ports had to shut down be-

cause of high winds.

Railway authorities said 20 trains had been cancelled. At least three flights were also cancelled.

Some 14 communities in Romania suffered power outages and the Education Ministry said schools would close in Bucharest, the capital, and in other southeastern regions.

The Interior Ministry said 6000 officers were helping to clear the snow.

The cold snap also gripped other countries, causing traffic problems and power outages.

Poland’s Interior Ministry said that 72 people have frozen to death since November, when temperatures first dipped below zero while a further 29 people were as-

phyxiated by fumes from coal heaters.

Bulgaria, heavy snowfall of up to 38 centimeters were recorded in some parts of the Balkan nation and temperatures dipped to -10° C. Hundreds of refugees traveling from Macedonia trudged through the snow, bracing freezing temperatures to arrive yesterday at the registration center in Presevo in southern Serbia.

Milica Nikolic, a doctor at the registration camp, said the refugees risked frostbite due to the low temperatures.

Aid workers inside the camp handed out warm tea and soup to the migrants before they resumed their journey to Western Europe.

With 2016 under way, some of those firms that tried their luck earlier are thought to be considering a second attempt, including poultry producer Tegel Foods, equipment rental firm Hirepool, building supplies and distribution group Carter Holt Harvey, and broadcaster Mediaworks.

Bascand said some of the companies such as Tegel and Hirepool get brought up every year,

but at the end of the day there is no interest in them.

The Australian newspaper today reported Tegel could be the first listing of 2016.

New Zealand’s biggest chicken producer, which is owned by Affinity Equity Partners, was considering an IPO late last year.

“Even though it’s owned by private equity, it’s a good, solid business,” a source said.

Hirepool’s then-majority owner, Next Capital, abandoned plans last June for a $262 million dual-listing on the NZX and ASX after concern from institutional investors that on-market support for shares of the unprofitable equipment rental company wouldn’t be strong enough.

A smaller company likely to come to market this year is technology incubator Powerhouse, which is raising $15 million of new capital over the next six months as a precursor to a planned IPO and dual listing on the NZX and ASX in July/August.

“The impacts of the very wealthy individuals and very big companies being able to avoid paying their fair share of tax is that it trickles down to inevitable cuts in essential public services

like health and education.”

Myers said Oxfam was seeking a global response to the tax-dodging.

“A global system which actually legislated against those very wealthy people hiding their profit would help to alleviate those pressures.”

The trend for the gulf to extend suggested the number of 62 people holding the wealth of the poorest half of the population would reduce to 11 by 2020 unless change was implemented.

“It’s about a fair system of redistributing income so that we don’t see these enormous gulfs between the very, very rich and those who are going without,” Myers said.

Gulf continues to grow The inequality gulf has widened to 62 of the wealthiest people owning all the wealth of the poorest 3.6 billion people combined.

The latest inequality report by Oxfam shows the richest 1 per cent now have more wealth than the rest of the world combined.

The report was published yesterday ahead of the annual gathering of the world’s financial and political leaders in Davos for the World Economic Forum.

Data from Credit Suisse showed the wealth of the richest 62 people has risen by 44 per cent, more than half a trillion dollars, in the five years since 2010.

Meanwhile the wealth owned by the bottom half of humanity has fallen by a trillion dollars in the past five years.

The richest 62 people in the world include Microsoft founder Bill Gates, Mexican telecommunications magnate Carlos Slim Helu, American investor Warren Buffett and Armancio Ortega, the founder of Spanish fashion chain Zara.

Oxfam said a global system of tax havens allows an estimated total of US$7.6 trillion of individuals’ wealth to sit offshore.

If tax were paid on the income that this wealth generates, an extra US$190 billion would be available to governments every year, the report said.

Oxfam estimated that tax dodging by multinational corporations costs developing countries at least US$100 billion every year.

A gold and currency trading firm which authorities worried was a fraud has been put into liquidation.

PTT, or Prosper Through Trading, has been in the hands of receivers since August after the Financial Markets Authority went to the High Court to freeze its assets, as well as those of four associated entities and of Steven and Lisa Robertson.

It later emerged that the FMA has serious concerns that the company was running a “fraudulent scheme designed to obtain money from members of the public”.

New Zealand’s share market is expected to struggle for new initial public offerings in 2016 without the impetus of a privatisation programme, which is whetting appetites across the Tasman.

There were six new listings on the NZX in 2015, including two compliance listings, down from 12 main board IPOs and four compliance listings on the NZAX junior market a year earlier when the government’s partial privatisation programme was completed with the listing of Genesis Energy.

Over the same period, Australia’s ASX rolled out 77 new listings, up from 71 in 2014, and Harbour Asset Management managing director Andrew Bascand expects to see more opportunities across the Tasman this year with a greater number of companies ripe for listing.

“Even proportionally, it seems there is a deeper pool of companies owned by private equity for a

start; some are startups and others are turnaround situations,” Bascand said.

“In addition, the government sector in Australia has been very active in considering privatisation opportunities. The privatisation process in Australia is alive and well, whereas in New Zealand we seem to have hit the wall.

“There are many more things we could consider privatising in New Zealand, but there’s no political appetite to do so at the moment.”

Bascand said the market was “quite open” for IPOs, but there didn’t appear to be that amount of activity here at the moment.

He said the property sector could see IPOs this year, and they would be welcomed if structured correctly.

Several companies last year signalled intentions to list on the NZX, but when global equity markets went through a turbulent period during the middle of the year, vendors’ appetite to go public dimmed.

Judges set to look at local dairy farms

New rules concerning smoke management from stubble burn-offs in Mid Canterbury will be in effect this season.

Environment Canterbury’s proposed Canterbury Air Regional Plan will be released for public notification and submissions on February 28 and formal submissions must be made by May 1.

In the interim, the rules specified in the draft plan, released for public feedback last year, apply.

These include the introduction of a five kilometre buffer zone around the Ashburton township. Resource consent is required to carry out stubble burn-offs on properties located within the buffer zone.

“The Proposed Canterbury Air Regional Plan has introduced a buffer zone around the Ashburton township and it is proposed that a resource consent and smoke management plan is required in order to carry out stubble burns on properties located within the buffer zone,” ECan RMA monitoring and compliance regional manager Mary Moriaux said. “That provision will take effect once the rule becomes fully operative.”

Outside the buffer zone farmers must have a smoke plan in place before burning off.

Mid Canterbury principal rural fire officer Don Geddes is concerned many farmers are not up to play with the new rules.

“The rules actually became active in March last year,” he said.

“Those outside the five kilometre margin don’t need a resource consent, but they do need a smoke management plan in the form of a hard-copy document which has to be produced on demand if requested. ECan have not been advertising this very well.”

Activity is gearing up for this year’s New Zealand Dairy Industry competitions.

Jeremy Duckmanton, who cocoordinates the Canterbury North Otago region of the DNZ awards with his wife Stacey, said local entrants in the Share Farmer of the Year, Dairy Manager of the Year and Dairy Trainee of the Year competitions have been preparing ahead of the competitions.

“We’ve been doing some networking, we had a really good evening last Monday which gave the entrants a few ideas and tips about what to expect from the judging process,” Mr Duckmanton said.

“Now they will be getting their presentations prepared for judging from mid-February to early March.”

Finals will be announced at a regional gala dinner on April 5.

Mr Duckmanton said despite the low milk payout this season, feelings among contestants was fairly positive. “We were interested to see how that would be, but the sponsors event was really positive with a lot of good questions coming forward,” he said.

“The sponsors also seemed very keen to be involved in the process again this year.”

Taking part in the awards also offers an opportunity to access expert advice to fine tune business plans, and may even serve as a distraction from the tough times faced by the industry this season.

“It makes no difference at all to

“We’ve got a really strong competition this year, especially in the share farmer section where there’s some good experienced entrants.”

Dairy trainee entrants in the Canterbury North Otago Region are down this year with less than half last year’s number contesting the award, due to changes in the entry criteria.

In total more than 450 entrants are in the running for the three competitions.

General manager Chris Keeping said information events for entrants and sponsors would be held in the 11 regions over the next couple of weeks. “These events are about providing an opportunity for entrants to meet, learn more about the awards and what they can expect, and have some fun with fellow entrants, organisers and sponsors. A big part of the

awards is connecting people in the industry and feedback we receive reinforces that meeting other likeminded people is one of the major benefits from entering.”

Mrs Keeping said the events are also about having fun, with some choosing golf clubs and the breweries as venues.

Judges spend up to two hours on farms so it is important that entrants make the most of that time and plan well beforehand, Mrs Keeping said.

There is no on-farm judging component in the Dairy Trainee competition. Instead entrants participate in a short practical session covering everyday farming tasks and an interview.

The first regional winners will be announced in Taranaki on March 4, while the West Coast/Top of the South region is the last to name its winners on April 7.

All 33 regional winners will progress to a national final in Wellington on May 14.

successful,” Mr Geddes said.

He understood the resource consent documents would require farmers to tick off criteria to prove they had considered the risk attached to lighting stubble fires in terms of smoke management.

“The whole point of a zone is meant to improve the environmental outcomes. We have learned a lot over the years – when the district council required all (stubble) burning to be done after 5pm it concentrated the smoke,” Mr Geddes said.

“It actually created far more of an environmental problem than allowing farmers to burn when the stubble was at its driest in the heat of the day and the winds were appropriate. The more you try to confine the time and process of burning, the more you are likely to run into the problem of unintended consequences.

“That was certainly the case in the past.”

The crop residue burning code of practice, which has been developed over many years in Ashburton, has reduced the number of fire call-outs significantly, Mr Geddes said.

At the end of the day the responsibility comes back to the person who is lighting the fire. If the fire gets away they will be responsible for the cost of supressing the fire, along with damage to their own and neighbouring properties.

“The responsibility, both commercial and legal, is already established – it’s difficult to see what another level of compliance would achieve,” he said.

Romano resigns

By Tina Morrison Gary Romano, the face of Chinese group Shanghai Pengxin in New Zealand, has resigned his local directorships with the dairy investor after its bid to buy Lochinver Station was knocked back by the Government.

Romano ceased his directorships with Pengxin’s local units over November and December last year, according to Companies Office records.

Romano is overseas on holiday and couldn’t immediately be contacted for comment. A local spokeswoman said while there had been some changes, she wasn’t sure of the detail and no announcement had been made.

The Government scuttled Pengxin’s $88 million proposed purchase of Lochinver in September last year, saying the transaction failed on the test of providing a substantial benefit to New Zealand.

The decision ended a long wait for the diversified investor, owned by Chinese billionaire Jiang Zhaobai, which had agreed to buy the 13,843-hectare farm near Lake Taupo from concrete, quarrying and engineering firm Stevenson Group in 2014.

Lochinver was sold in November to New Zealand farming group Rimanui Farms and Pengxin withdrew from buying the neighbouring Taharua Farm, and a separate deal to buy the so-called “Pinny” farms in Northland.

Before joining the Chinese group, Romano headed Fonterra Co-operative Group’s local milk unit.

More rain at the weekend is a good backup for early January moisture that will keep forage crops growing and foothill pastures green, and the lower temperatures that will follow this event will allow good utilisation of moisture.

Pasture growth rates are predicted to reach respectable summer levels over the next week, but more follow-up rain is needed weekly to make a significant change and the irrigation storage lakes desperately need a recharge.

Dairy NZ officers are urging managers to test feeding regimes with an el nino allowance, as feed budgets change quickly over the hottest two months of the year.

Some northern farmers have introduced a “three milkings in two days regime” that reduces walking to the shed, enables cow condition to be maintained and has very little effect on production.

The easing currency will be helping make our milk commodities more competitive, but the US Dairy Export Council warns it may be 2017 before the price turnaround comes.

The USDA reported its world milk production statistics and revealed a 1.6 per cent increase in 2016, with both India and Brazil leading the charge against New Zealand’s decline.

Saleyards are filling with dry cows from early fertility checks and big numbers of bulls are being cashed up after finishing their mating duties.

Lamb More farmers are expressing their strong disappointment with sheep meat pricing, as schedules continue to ease downwards especially after early processors optimism that values similar to last year should be achievable.

Many killing sheets are up to $14 per head lower than last year and the small saleyard sales of store lambs are $10/head behind.

The dry conditions and lowering sched-

ules have forced mangers to harvest at lighter weights and the pre Christmas processing statistics show the South Island lamb kill was 20 per cent ahead of last year and mutton over 50 per cent up.

South Island mutton values have dropped to levels last seen in 2010 and illustrate just how weak the global market is without last year’s strong Chinese input.

Wool Boosted by a currency that has fallen 4 cents against the US dollar since late last year, wool prices have held firm at auction even with the traditional drop of quality, wool harvested in the summer brings.

Restricted volumes of wool in the southern sale has helped keep South Island values slightly ahead of northern prices, but sheep farmers will find it ironic that these good prices are not matched by meat.

Beef Rabobank analysts are optimistic about beef prospects for 2016 based on a tight global supply situation and expect both China and the US to be influential in prices for the year.

Prices for prime steers at the saleyards while easing, are still 30c/kg lwt ahead of northern venues and reflect the early kill and tight feed conditions of the south.

The small number of older store steers at saleyards are attracting strong pricing ahead of prime animals and shows farmer confidence in returns next spring.

Deer A surprise lift in summer venison schedules this week suggests frozen market negotiations and chilled sales have gone well, and coupled with a currency that is much weaker against the Euro, a lift in farm returns is warranted.

Regrowth velvet is now being harvested and properly cut, can add significantly to this product’s strong returns.

NZR cups – built to survive F

rom the time it was first produced in the late 1930s Crown Lynn pottery, made in Auckland, developed a reputation for being sturdy and reliable.

It is no wonder then that New Zealand Railways turned to Crown Lynn for crockery when wartime restrictions meant their normal suppliers in Britain were no longer available to them.

Crown Lynn produced their first items for NZR in 1943 – a straw-coloured mug with no handles. A handle was soon added and the range expanded to include cups, saucers and plates.

Some trains, especially in the North Island, had dining cars that used the speciallymanufactured crockery. Some railway stations, such as Oamaru, had dining rooms and would cater a full meal for passengers on an express train.

Most stations, however, such as Ashburton, simply had a refresh-

ment room. The express would stop and there would be a mad scramble for a cup of tea and a sandwich, which would be taken back on board before the express pulled out, only a few minutes after it had stopped.

Of course that created the problem of keeping up supplies of cups and saucers at each station, so used crockery would be collected from the train at its final stop and returned in the guards’ van of the next return train. At one time cups were numbered to indicate the station they belonged to.

Not all cups made it to the end of the line – there are numerous tales of school children dropping cups out the window to see if they would bounce and they often did.

Railway workers would often find crockery along the tracks, much of it undamaged.

Crown Lynn crockery deserved its reputation for being tough.

A metal piece of social history

A

n old aluminium kettle, slightly dented, cane insulation on the handle so users won’t burn themselves was common in the ‘30s, ‘40s and through to the ‘60s.

There’s nothing remarkable about it, until you lift the lid, that is.

Instead of a nice cup of tea, it is full of pieces of paper, each piece containing a recipe.

It was the sort of thing many women did during the ‘40s and ‘50s, when these recipes date from (it’s probably still done today).

Some are torn from magazines, many are written in pencil in a variety of different hands.

A place was needed to keep them – what better than a kettle you never intended to use? Once in the kettle, most probably never saw the light of day again.

The kettle itself is not all that important, neither are the recipes.

What is important is the piece of social history this item represents.

Feast continues his flying form West Melton’s Harry Feast has continued his superb form by notching up a double at the Ashburton Area ESNZ Grand Prix Showjumping & Showhunter Show over the weekend.

Aboard the seven-year-old, Double J Bouncer, Feast proved too strong in the Canterbury Equestrian/Paul Smith Earthmoving Young Rider section, seeing off six other combinations to make it four wins on the trot.

Just three combinations jumped clear over the Roger Laplanchedesigned track, going through to the jump-off against the clock.

Jones says they would like to get Wilkinson involved but the former first-five is a private person and discussions are ongoing. Dexter ends his drought

By Matt MarkhaM After a quiet couple of weeks early in January, Dexter Dunn is back to full steam ahead.

The reigning world champion driver, who is a clear leader again on the national premiership, went through a dry patch for a couple of weeks where he didn’t drive in a winner in nearly 50 drives.

But he got back on the horse at Nelson and has been making up for lost time since including a winning treble on the grass on Sunday at Motukarara where he took out the day’s feature the Lonestar Riccarton Motukarara Pacer’s Cup with Lightning Mach.

Dunn won the first of the day with Double Shot for Cran Dalgety and then was victorious with Gerald for Bruce Negus later on in the day before dour mare Lightning Mach claimed another Motukarara win.

The Pat Kubala-owned mare, who was a brilliant winner on Cup Day back in November, was victorious at Motukarara on December 29 as well, but had to be good to win on Sunday after overcoming a slow start before working around the field to battle out a close finish with her nose in front.

“She’s pretty tough,’’ Dunn said.

“But she likes to make you work

“She’s going great at the moment though and I think she will definitely win a few more races this season.’’

While Lightning Mach was favourite, once again the Motukarara surface proved a tricky one for punters with a number of big priced winners. None were more loose on the tote however than the Jim and James Geddes trained pacer, Buckeye who outstayed the talented Rocki Warrior to win at odds of $82 to one.

“I didn’t really know what to expect today, we changed her training up a bit since her last start and it’s seemed to work.

“We have always had a bit of time for him.’’

Also rocking the punters was under-rated trotter, Peterhof for trainer Bruce Graham, trotting his way to victory stylishly at a $23 price for the win in the hands of Amber Lethaby.

New skiers hit the water

easoned water-skier Rachel Donaldson has been busy passing on her knowledge at the Lake Hood water-skiing club’s Summer Ski Programme.

Club co-ordinator Janeen Donaldson said the Summer Ski Programme is an initiative to introduce newbies to the sport and also hone the skills of already keen skiers.

“It’s just about helping them to progress and if they want to go on to tournament level that’s great,” she said.

“We’re just trying to get waterskiing out there and make the most of the summer.”

Dozens of top world players are suspected to have been involved in match fixing, with some reported to tennis officials over suspicions that they deliberately lost matches. Williamson aiming for consistency Kane Williamson is well aware of the vagaries of the T20 game. ‘’Fickle’’ he has called it more than once and to illustrate the point, consider the first two games against Pakistan.

The tourists’ were well worth their 16-run win at Eden Park on Friday night; New Zealand rebounded with an emphatic 10-wicket victory, and a world record opening stand thrown into the bargain, at Seddon Park on Sunday night.

Captain Williamson - 72 off 48 balls - and Martin Guptill with 87 off 58, carried New Zealand to what transpired was an easy win, to set up an enticing decider in Wellington on Friday night, putting on 171.

That eclipsed by one run the old mark for highest T20 international stand for any wicket, previously held by South Africa’s Graeme Smith and Loots Bosman against England in 2009.

“It’s nice to achieve that,” Williamson said of the record.

“But it’s not something we set

out to do. We set out to lay a platform and play to a game plan.

“If that happens it’s nice, but more importantly we got across the line to set up a nice finish to the T20 series.”

Williamson pointed out that the fickle nature of the T20 game “means a lot of aggressive shots, aggressive options and there tends to be a few more wickets”.

He believed New Zealand’s performance, firstly in restricting Pakistan to 168 for seven, and the making short work of what could have been a challenging target, was a high class allround performance.

New Zealand also clearly have a liking for Seddon Park in the shortest form.

It was their sixth T20 win in seven matches in Hamilton.

“Pakistan are a very good side.

“Friday night there were some good bits and some weren’t so good, which resulted in us coming second,” he said.

He had wanted to see improvements, and got them.

Williamson’s view?

“I guess you can’t have everything. It’s a tough question to answer. If you do things well, guys don’t get a bat.

“But they’ll be preparing and training for the next game just as normal and I’m sure they’ll be ready to go (in Wellington).”

What he is enjoying is two series against strong, if distinctly different, opposition.

“In T20 you can win by a lot against anyone, and lose by a lot against anyone.

“We want to play our best game plan as consistently as we can and bring strong performances day in and day out.”

McClelland has the final say Bruce McClelland rediscovered some of his form of old, sprinting in a solid group of riders to take victory in Tinwald Cycling Club’s 45km handicap event around the Christy’s Road block on Sunday.

In doing so, McClelland lifted the Alan Wylie Memorial Trophy.

McClelland timed his final charge to the line to perfection,

seeing off the challenge of second place-getter Bruce Blackburn.

Ben Sutton produced his best race of the season to secure the final podium position while Don Morrison stormed in to fourth place with Shane Gerken and John Harcourt rounding out the top six.

group to take fastest time honours, riding the course in 61.47 as ex-pats Darrell Kircher and Stu Lowe claimed second and third times.

The juniors and second division riders competed over an 18km course.

Caitlin Titheridge had a stellar day securing the win, and, in do-

ing so, also picked up fastest time honours.

Bella Roulston continued her good form, claiming the runner-up and second fastest time spoils.

It was also a good day for the Titheridge stable with Ethan taking third place followed by Suzie Leech and Madison Clark in

fourth and fifth places respectively.

Kerry Clough continued his fine form of recent weeks taking the win in division two with Nicole Ellis and Hillary Singlewood hot on his tail filling the major placings.

Next week the club travels to Methven to contest a 45km handicap event.

16-medal haul at junior nationals for local athletes

The Ashburton Junior Athletics Club contingent amassed an impressive medal haul at the South Island Colgate Games - New Zealand’s National Junior Athletics Championship - in Nelson last weekend.

The 27-strong group brought 16

medals back to Mid Canterbury after taking on the South Island’s best in their respective fields.

It was a memorable weekend for 10-year-old speedster Emma Becroft after winning the 100m girls’ sprint in a time of 14.48 seconds to edge out North Canterbury’s Jessica Hendren (14.51). Becroft then leapt to second place in the girls’

grade-10 long jump for her second medal of the Games.

Rosaria Gibson (5:52.11) was also in excellent form to take out second spot in the girls’ 1500m, and also won bronze in her 800m race.

In the grade-11 girls’ section, Ella Pearson ran herself to a gold medal in the 800m and a bronze in

the 1500m, while Natasha Waddell took silver medals in the grade 14 1500m and 800m.

Not to be outdone, Lydia Hooley placed second in the 11-yearold girls’ 1200m walk and Jenna Borthwick won silver in the grade 12 800m.

The boys also had a fine weekend as Jake Jackways collected a

double medal haul of his own with a gold and silver in the 12 year 800m and 1500m respectively, while Ben Hooley was first in the boys’ 13 year 1600m walk.

Twelve-year-old Grayson McLean placed third in the grade 13 shot put and Matheson Colquhoun won bronze in the grade 11 800m to round off the boys’ medal haul.
