The cost of running Ashburton’s EA Networks Centre will have a significant impact on future rates, says Ashburton Mayor Angus McKay. While running the existing community pool has cost the council around $360,000 each

year, when this closes and the new complex opens in April or May, it is likely to cost three times this amount to run the new facility, he said.

“They’re quite big numbers, in fact they’re very big numbers we’re looking at and yes there will be an impact on rates but this was all forecast and it was

built into the long-term community plan.”

The likely running cost was known from the beginning of the project, identified by what was then the project control group.

This later became a project committee that met fortnightly to keep a close eye on construc-

tion costs, Mr McKay said. “We always knew the EA Networks Centre would cost more to run and that was talked about in the last 10-year plan. The figures are there.”

The cost of running the art and heritage centre also impacted on rates, but that impact would be little changed from

the current level, he said.

“The museum is now a council run organisation and we’re working on the same grant they were given last year.

A British bookmaker says it has stopped taking bets on the Queen announcing her abdication in her Christmas Day message after receiving “a rush of bets”. Coral insisted it was not a marketing stunt, saying: “These gambles tend to resurface, especially around the Royal Family.” It was offering odds of 10-1 on the Queen announcing her abdication in the Christmas broadcast and said it received a handful of bets yesterday, including one of £200 ($NZ404). Other bookmakers said they had not taken any bets on the Queen giving up her position and the Royal household dismissed the speculation.

An Alexandra couple hope others can learn from their neardeath experience after being trapped in their new “keyless” car in their own garage for almost 13 hours. Confusion about operating their Mazda 3 hatchback led Mollieanne and Brian Smith to believe there was no way to get out after they got stuck inside last month. After becoming trapped about 7pm on November 5, their attempts to escape included sounding the horn and trying to smash a window with a car jack. When they were freed by neighbours about 7.45am the next day, Mrs Smith was unconscious and her husband was struggling to breathe. Mr Smith said the car salesperson had made it seem the car would not work without the transponder. He now knew the manual lock was the same as the inside door handle on many other vehicles.

Angelina Jolie and Brad Pitt are taking no chances with their children and have hired a cyber security team to monitor their internet activity. As the parents of six kids between the ages of six and 13, the Tomb Raider star and her husband are taking every precaution to protect them as they grow up in a digital world. Jolie told People magazine the experts were hired to make sure the children were safe from online and social media content. Donkey dies after being sat on An overweight man has been charged with animal abuse in southern Spain after a young donkey died three days after he sat on it at an outdoor nativity scene. The five-month-old donkey named Platero was on display along with other animals in the centre of the town of Lucena in Spain’s Andalucia region, as part of their annual Christmas celebrations. But on December 10 a man weighing nearly 150kg climbed into the donkey’s pen and sat on the animal’s back to have his picture taken, two animal rights groups said yesterday. Two days later the donkey was taken to a vet after local residents contacted Lucena town hall to say that the animal was not able to stand, the animal rights groups said. The donkey died the following day. “Our Platero was literally squashed by a man,” the statement said.

“The man proudly posed with his almost 150kgs of weight on the fragile body of the animal, fatally injuring him.”

Alcohol, quads don’t mix

Long term plan review

The death of a Rakaia farmer has prompted a warning about the dangers of drinking alcohol and using farm vehicles or machinery.

Hamish Baxter, aged 45, died of high impact injuries as a result of being thrown from a quad bike shortly after 11pm on January 5 last year, while travelling on Gardiners Road to check an irrigator.

In an official report released yesterday, Coroner Richard

McElrea confirmed a heavy duty nylon strop attached to the front of the bike had come loose and fallen under the front left-hand wheel, causing it to lock up. This sent the bike into a violent anti-clockwise rotation, which catapulted Mr Baxter on to a hard surface.

Coroner McElrea also drew attention to the contribution alcohol, speed and not wearing a helmet may have had.

The coroner found Mr Bax-

ter had a blood alcohol reading of 207 milligrams per 100 millilitres of blood at the time of his death; the legal limit for an adult driver is 80mg/ml. He was not wearing a helmet as he was required to, when exceeding 30km/h on a public road.

A police crash investigator estimated Mr Baxter was travelling at a speed between 46 and 56km/h. “The primary cause of what occurred was the strop locking up the front left-

hand wheel. Speed was another factor and contributed to the violence of what occurred.

“Alcohol was also a factor.

He had a high alcohol reading.

This would have slowed down his reaction time. It may have contributed to the manner in which he was driving.

“The case highlights that alcohol and the use of farm machinery and farm vehicles, or any vehicle for that matter, do not mix,” the coroner found.

Christmas fairies visit rest home

Gratefully accepting a Christmas card from five-year-old Keira Maley from Merle Leask Kindergarten yesterday was Princes Court resident Elizabeth Phillip.

The kindergarten kids paid the rest home a special visit to sing carols and hand out chocolates and cards that they’d made especially for them, to celebrate the festive season.

Fire takes five hours to bring under control

Volunteer firefighters spent five hours at the scene of a fire which broke out in a large pit on a coastal Mid Canterbury property yesterday morning.

Ashburton’s principal rural fire officer Don Geddes said the pit contained old tree stumps and other items and a digger had to be brought in to pull it apart and help firefight-

ers extinguish it. The fire – at a property on Corbetts Road North – was called in at about 5.30am yesterday and the last firefighters didn’t get back to town until about 10.30am.

Although it was contained to the pit, there was the danger of the fire spreading to a plantation on one side, and a shelterbelt on the other.

Mr Geddes said old tree stumps had been burnt in a

paddock before the debris was moved to the pit.

“They thought it was out and to tidy up the paddock they transported all the stumps that hadn’t burnt and dumped them in the pit,” Mr Geddes said.

That was thought to have been a couple of days ago and yesterday morning they reignited, prompting the callout.

Tyrone Burrowes said while the fire was in the pit, there was a danger it could have spread.

“Luckily it contained itself,” he said.

Appliances and firefighters from Rakaia, Ashburton, Ashburton Rural and Pendarves attended.

Mr Geddes said with the countryside drying out, fire restrictions were likely to be in place by Christmas.

From P1 Last month the council began a three yearly review of its long term plan (LTP) which is the bible by which it runs the district and spends ratepayers’ money.

What is spent and where, is in the hands of Mr McKay and his 12 councillors and this year they’ve already taken their red pens to the schedule of costs presented by staff on council running costs.

Those costs were for the council’s internal functions, council business support group manager Paul Brake said and the acid test will come when councillors look at budgets in major expenditure areas such as roading.

Those costs and the costs around big projects will come under intense scrutiny for three days in January and another three days in February before first draft budgets are prepared.

In the council’s current long term plan, a rate increase of 6.6 per cent is tipped for next year.

“Our aim is to trim things so we can stay within this, but that will create pressures in different areas. All staff have been told that this is the target, and hopefully we can get it lower,” Mr Brake said.

This year’s budget would be very heavily scrutinised by councillors, he said and it would be their decision what is left in and what is taken out.

“We’ll be making as minimal an increase as we can and we’ll be doing our best to make sure our rate rise stays within the long term plan figure.”

When the long term plan review is signed off, what’s in it will get done, what’s not will have to wait another three years before it can become part of future budgets.

Rugby union cited in report A coroner has cited the New Zealand Rugby Union in a report on the tragic death of two young men on a rural Mid Canterbury road after a training session.

On the evening of May 10, 2012 Jack Henry Ballantyne, 19, and Tui Huruata CandishThompson had been drinking at the Hinds Tavern with team mates, as was their habit after rugby training.

It was also the evening of Mr Candish-Thompson’s 19th

birthday.

In a report released yesterday Coroner Richard McElrea said the police had requested an inquest to deliver the following message – which he specifically directed to the New Zealand Rugby Union.

“Two young men died in a road crash on a Mid Canterbury road in the early morning of May 11, 2012.

“The driver (Jack Ballantyne) was intoxicated (156 milligrams of alcohol per 100 mil-

lilitres of blood) and driving at a speed of approximately 185 kilometres an hour when he has lost control of the vehicle and it has collided with a power pole.

“It was an example of the mixture of sport and alcohol.

The evidence is that the rugby team would regularly adjourn to the local tavern after rugby practice and drink alcohol.

“It is likely they also consumed alcohol after leaving there.

“Sergeant (Bryan) Ennis emphasised the importance of having a sober driver, ‘looking after your mates, and taking care’.

“That is a message which may be self-evident, but needs to be said time and time again unfortunately.

“It is a message that needs to be taken on board, if it has not already been taken on board, not only in the liquor industry, but in the team culture; in this case the rugby team.”

Major revamp work finally under way

Mill Creek is being given a facelift.

After years of watching the stream on their boundary gradually eat its way into their properties, owners can breathe a sigh of relief as the stream is about to be captured and contained.

The Ashburton District Council is working on a $1.5 million plus project that will see the stream bed cleared and its bottom lined and covered with rocks.

Currently work is under way along the Turton Green section of the creek and will continue eastwards in the new year.

Council capital projects manager Viv Eyberg said the treatment given to sections of the bank will range from timber retaining walls or rock strengthening to bank reshaping. All sections of the creek will be landscaped.

By its nature the work is creating some disturbance for

property owners, because of the amount of dirt that has to be moved and the piles that are being driven as part of the retaining walls.

The end result, however, will be much better in that it will be well landscaped and the creek banks will no longer be eroded, Mr Eyberg said.

The Turton Green work is largely being carried out without crossing private properties, but this will change as the work approaches Belt Road.

“We plan to take people down and show them what we have done and how it looks when it’s finished.”

Not every property will have retaining wall treatment carried out; some sections will be better treated to reshaping and planting, he said.

The lined and rock-clad creek bottom will also make cleaning a much easier job and will ensure the creek bed is not gouged in a way that has been undermining the creek banks.

Bosses who are shouting for their staff tonight are being urged to plan ahead how everyone will get home safely.

Warning on shouts

Three Timaru men have been arrested in relation to a dramatic incident in Christchurch earlier this month – a chapter of which played out in Ashburton.

Ashburton Police conducted an armed stop of a car on Northpark Road on December 4 following an alleged serious assault in Christchurch earlier in the day.

The car was believed to have been carrying gang members from Timaru who allegedly were involved in the assault a couple of hours earlier. At the time there was insufficient evidence to link them to the incident.

But police announced late yesterday they’d arrested three Timaru men believed to have been members of the Timaru chapter of the Mongrel Mob following Timaru Police staff visiting a number of addresses.

They were a 27-year-old man and a

35-year-old man both due to have appeared in the Christchurch District Court yesterday charged with wounding with intent to cause grievous bodily harm, and a 30-yearold man who will appear in court in Christchurch today charged with wounding with intent to cause grievous bodily harm, and additional charges relating to burglary and unlawful activity.

Mid/South Canterbury area commander inspector Dave Gaskin said Canterbury Police were committed to suppressing violent offending by any group in the community.

“We want Cantabrians to feel safe and be safe and urge anyone who notices any suspicious activity in their neighbourhood to report it to the police through the Crime Reporting Line, Crimestoppers or in an emergency call 111.”

Holiday programme Members of St Paul’s Church on Oxford Street are holding a morning session holiday programme in the hall on Monday, between 9am and midday. Coordinator Tracy Inwood said there would be activities and games with morning tea. It was for children aged five to 12 years old and cost a $2 donation. Kidnap arrest A man has been arrested in connection with an alleged kidnapping in Christchurch yesterday, police say. The 37-yearold woman was understood to have been walking along Marine Parade in New Brighton about 8.30am when a man driving a navy blue 1994 Nissan stopped nearby.

A 38-year-old man has been charged with attempted kidnapping and would appear in Christchurch District Court next Tuesday.

Police focus on alcohol Canterbury Police are warning they’ll be out in force again tonight running another alcohol focus as part of their current campaign, codenamed Operation Capricorn.

As part of the focus on the roads, public places and licensed premises, people can expect a number of additional high profile checkpoints, and patrols in entertainment premises, in addition to usual policing, around Canterbury for the second Friday night running.

Operation Capricorn, which is running throughout December and January, is aimed at reducing serious public place assaults and preventing road trauma to ensure the safe and efficient movement of traffic on Canterbury roads.

Up to 80 additional police staff will be working around wider Canterbury today.

Volunteer honoured for work Seventeen-year-old Amy White (left) is one Mid Cantabrian who knows a thing or two about volunteering.

The youth was recognised yesterday by the Rotary Club of Ashburton Plains with the Young Totara Award for her outstanding commitment to St John and the wider community.

Miss White was awarded a plaque and which was placed at the foot of a totara tree, planted in her honour at the Rotary club’s Totara Grove on Smallbone Drive.

Miss White is a sergeant at St John Youth Ashburton, was awarded the title of District Cadet of the Year for 2014, is in the South Island national squad competition for St John and – on top of all of that – has also coached and managed netball teams.

She said it was an honour to receive the award, although she admits she was rather shocked.

“I don’t expect anything for the work I do,” she said.

Christchurch there were around 80-90 Police officers working on the street.

“We will also have police staff providing crime prevention advice to patrons of licensed premises which includes tips on how to keep yourself safe and getting home safely.

“Last week’s alcohol focus was very successful, despite the number of drivers caught over the new alcohol limits, and we encourage anyone who is organising a party or planning on socialising to plan how they are going to get home and book taxis in advance. We are expecting this week to be busier than last week as Friday is also the last day of work for many office workers and tradies. While we want to make sure everyone has a good time we also want to ensure you get home safely.”

Today’s operation will run from 2pm until 4am tomorrow, and police warn they could be anywhere, at any time.

Aoraki mulls CPIT merger

In an effort to stem year on year losses, Aoraki Polytechnic is considering becoming part of a Canterbury wide polytechnic with Christchurch Polytechnic and Institute of Technology (CPIT).

For several years the polytech has not broken even on delivering local programmes.

Last year it lost $3 million and it is heading for a similar loss this year.

Over the past two years it has undergone significant change, making cost efficiencies and re-

structuring to help its viability and next year it will explore the idea of forming a new entity with CPIT, board chair Janie Annear said.

The new entity would become a Canterbury-wide polytech. The two polytechnics have partnered over the past 18 months to collaborate on courses and share administrative and other resources.

“Aoraki is one of the smallest polytechs in New Zealand and we’ve been struggling against a number of factors, including the end of subcontracting out of the region, ie to Auckland,

which helped subsidise local courses,” she said The motivator in looking for change was ensuring the region had strong, quality, sustainable local tertiary education in the years ahead.

During the coming year the polytech would build on the work done over the past two years as it concentrated on financial sustainability, Mrs Annear said.

“We are in the difficult position of wanting to be able to stand alone, but we cannot keep eroding our reserves without the certainty that we can be-

come sustainable in the future.”

The option of forming a new entity with CPIT would be explored over the next six months and Aoraki would assess whether being part of a new entity would create more and better opportunities for students, the polytech’s economy and whether it would deliver the financial stability it was seeking, she said.

Aoraki’s funding had been confirmed for next year and meant it would be business as usual for staff and students while options for 2016 were being explored, Mrs Annear said.

Big donation means gifts for those in need

Christmas can be a tough time of year for many – not only can it be stressful, but it can also be expensive.

Agencies throughout Mid Canterbury are working with families to help ease some of that pressure.

St Vincent de Paul was donated $3500 worth of gifts last week by Mitre 10 Mega Ashburton, to be distributed to children within the community.

The gifts were an assortment of toys for boys and girls of all ages and included things such as a swing set, buckets and pails and even a ride-on toy.

Mitre 10 Mega Ashburton general manager Simon Lye said the store liked to give back around Christmas time.

“Especially to children who don’t have the same opportunities,” he said.

St Vincent de Paul president, Evans Chibanguza said the gifts were highly appreciated and they really helped at this time of year.

A taxi firm boss whose driver was racially insulted by an offduty Queenstown policewoman says they are very relieved she has resigned. Velodrome still planned

Plans to build a top class velodrome in Ashburton might have gone to ground but they haven’t gone away.

For several years a team of cycling enthusiasts have been working on a plan that could see a velodrome become part of the range of sporting facilities that become part of the EA Networks stadium site. The plan has wide support from the district’s cycling fraternity and has been pencilled in as a possible add on to the greater stadium complex with a possible sharing of facilities.

The project’s promoters are taking a low-key approach to their project, however, wanting the stadium up and running before they took a higher public profile said one of the project team, Donald Sutton.

“We’re still working quietly

away and we know we’ve got good support and good backers,” he said.

While there is no confirmed timeframe for the project, Mr Sutton said he believed it would be ‘gettable’ within five years as long as there was continued support for the project.

If the cycling group want to be part of the EA Networks complex, they’ll be welcomed with open arms says the Ashburton District Council’s sports facilities manager Steve Prescott.

“If you’re going to make something a sports hub, whatever sports want to be involved, that would be great. It makes sense to have one centralised area,” he said.

Mr Prescott said he would have no issue with any sports group that wanted to be part of the greater stadium area.

Sharing facilities where possible made sense, he said.

Something new from something old Upcycling is the new way to go – and Ashburton kids are jumping on the bandwagon.

Pre-Christmas upcycling classes for children, organised

by Christy Smollett, have been running Saturday mornings for the past six weeks.

The idea, Ms Smollett said,

came from wanting to help children make something new, from something old.

The class this past Saturday focused on the art of kite-making.

The children used newsprint, bamboo and recycled decorations to make their creations.

“It was fantastic,” she said.

One more class will take place this Saturday in the education centre at the Ashburton Mastagard site from 10am to noon before the group breaks for Christmas.

Classes are set to return in the New Year.

Director’s role for manager

An Ashburton man will take on the role of director at a new open water swimming festival in Samoa next year.

Steve Prescott is the manager of the new EA Networks Centre, and a world class swimmer himself, and come May he’ll take on the role of director of the inaugural Offshore Open Water Swim Festival in Samoa, the brainchild of Southland Triathlon Club life member Bill Roxburgh.

The event will be held in Manase, on the island of Savaii. It’s hoped it will provide swimmers with a unique experience, and help boost tourism in the region.

Mr Roxburgh said there had been a lot of bad press about the effect of the tsunamis on Samoa, so the event was a great way of showcasing the country and its people.

The festival will be held over three days and will include events for experienced swimmers, as well as some recreational swims for children and less experienced swimmers.

He may be the manager of the new EA Networks Centre, but come May Steve Prescott will take on the role of director of the inaugural Offshore Open Water Swim Festival in Samoa.

A fisherman who was swept 200m out to sea after he slipped, causing his waders to fill up with water, had a lucky escape yesterday morning, says a man who helped get him on to dry land alive. The 37-year-old kahawai angler was fishing at Kairaki Beach near the Waimakariri River mouth in Canterbury when he stumbled in to a strong current about 7.45am.

After police were alerted to the situation they rushed to the scene and helped the man ashore. He managed to stay calm and remove his waders and swim with the current to safety.

Christchurch City Council has won back its accreditation as a building consent authority almost 18 months after it was stripped for holding up the earthquake-hit region’s rebuild. The International Accreditation New Zealand (IANZ) in July last year revoked the council’s accreditation after it failed to improve its consenting process as the city’s rebuild began to gather momentum. But yesterday IANZ confirmed the council has met the requirements of the Building (Accreditation of Building Consent Authorities) Regulations 2006. When her family moved to Ashburton, Mrs Anderson joined the Allenton group as an assistant cub leader and was kea leader before taking on the assistant district kea leader. She later held the position of zone training leader, has been and area kea leader and member of the national kea training team.

At one brief point all five members of Mrs Anderson’s family - her husband, their son and two daughters - were in the scouting movement.

The scouting movement taught children life skills. It tried to embrace the advancement of society but also teach the basic life skills, she said.

Mrs Anderson was currently a zone kea leader able to help other leaders with their clubs.

Mr McCormick started scouting in the Allenton group as a cub leader in 1993. He moved up to the scout section and in 2000 took out a warrant as the assistant district scout leader.

Mr McCormick has been to many jamborees: three as the contingent leader. He is now a scouting associate.

Make your intentions clear before setting out If you’re venturing into the Mid Canterbury high country this summer, make sure someone knows your intentions.

That’s the message from the Canterbury Police Search and Rescue (SAR) team following a successful outcome to a search for an unaccounted French tourist yesterday.

The tourist, Celine, had left a note with her bag in a backpackers in Arthurs Pass last week, prompting days of searching and public pleas.

She was located in Te Anau yesterday and it appeared she’d simply forgotten to remove the note when she collected her bag, meaning the note remained with her spare sleeping bag she

had discarded because she no longer needed it.

The Canterbury Police SAR team issued a statement thanking the public for their help in tracking Celine down, and said the incident highlighted the importance of accommodation suppliers obtaining the contact details of travellers using their facility.

They’re urging anyone heading out on a fishing trip, hunt, tramp, climb or day walk around Canterbury this summer to make sure that someone reliable knows where they’re going, and when they plan on returning.

It was also important to notify that person when you returned home safely.

Five death row prisoners, reportedly Indonesians and Nigerians, are scheduled for imminent execution by firing squad after President Joko Widodo denied their requests for clemency. He said drug offenders threatened to ruin Indonesia’s future, and the death sentence would be “important shock therapy” to others.

28 killed in clashes At least 28 people have been killed in the latest clashes between armed groups in the Central African Republic. “Violent clashes broke out on Tuesday in the centre of Mbres,” an official from the armed police said, adding that the death toll had been given by the local Red Cross. He also said dozens of people have been wounded in the fighting. The clashes in the former French colony were the latest pitting the so-called “anti-balaka” militia formed by the Christian majority against mainly Muslim rebels who led a March 2013 coup, the official said. - AFP

One note stands out among thousands

“Love you mum. Love Sasha,” it read.

Barrister and mother-ofthree Katrina Dawson died along with Lindt cafe manager Tori Johnson and gunman Man Haron Monis after the dramatic Sydney siege ended on Tuesday morning.

Four members of the Dawson family slowly made their way around the enormous Martin Place memorial yesterday, painstakingly reading cards, taking photos and embracing each other.

The two men and two women became visibly upset when they discovered a colourful drawing clearly done by a young hand.

Boko Haram kill 32 Boko Haram militants have killed 32 people and kidnapped scores of others in an attack in the restive northeast.

Two officials, who requested anonymity, say locals are still counting those abducted from the village of Gumsuri earlier this week They say the death toll figure could pass 100 and included women and children.

“After killing our youths, the insurgents have taken away our wives and daughters,” said a witness, Mukhtar Buba, who fled Gumsuri to the Borno state capital Maiduguri.

Details took four days to emerge because the mobile phone network has largely collapsed in the remote area, roughly 70km south of Maiduguri, and many of the roads are impassable.

Gamsuri is located on the road that leads to Chibok, where Boko Haram abducted more than 200 girls from a school in April.

One of the local officials said the village had previously been protected against Boko Haram violence by a strong vigilante force but they were overpowered in the attack.

Drug debt beating Gary Visanich lay beaten and burned behind a park rubbish bin.

If early morning joggers hadn’t found him, he’d be dead. Just hours earlier the then 43-year-old was ambushed at a Perth home by four Sydney men who had flown to the west coast city to force him to repay a drug debt of up to $150,000. Throughout the night the offenders - brothers Cyrill and Serj Mansour, Andy Mannah and Niraj Singh - tortured Mr Visanich in a sustained attack. He was beaten with tools and scalded with boiling water. Doctors found cigarette butts deep in his throat.

The decision to fly-in and fly-out just to attack Mr Visanich was “chilling”, “calculated and cold”, and “vicious”, District Court Judge Julie Wager said.

shburton College management should be congratulated for standing firm and ensuring the name of a teacher who formed inappropriate relationships with three of its students was not kept from the school community.

The school sought full disclosure when the teacher went before the New Zealand Teachers’ Disciplinary Tribunal and its principal pledged to speak about what happened as honestly and openly as he could.

The college could have asked for the school’s name to be suppressed – something other schools have done in the past – but that would also have meant the teacher’s name was kept secret.

This was clearly an unpalatable outcome for principal Grant McMillan, who spoke freely of his relief that the case of Michael Burrell-Smith was now known to parents and – crucially – to other educators.

However, that openness stopped short of naming or publicising the details of the students caught up in this grubby series of inappropriate episodes.

That was entirely the right thing to do.

There are laws protecting the rights of victims, but these do not extend to the point of preventing people from asking around and finding out who was affected. The school is right to maintain their privacy.

The Guardian did not shine a spotlight on the students. They are young, they have a life to lead and they were bit-part actors in a situation pursued by a man who should have known better.

It is worth noting that Mr McMillan’s open approach stands in stark contrast to the way many other publicly-funded organisations react when faced with any sort of difficult-to-front issues.

Elsewhere in New Zealand, other schools have been very reluctant to talk about disciplinary procedures for fear their schools will be tarnished by association.

They don’t want to look bad.

This is true elsewhere in the public sector where some organisations seem to start with the notion that engagement with stakeholders – the public, the people who pay the bills – is about “publicity”, not openness.

Ashburton College took no risks being honest – silence helps no-one.

YOUR VIEW Council, neighbours dispute As a ratepayer in Ashburton I was amazed at the headlines in today’s paper.

How is it that a few households can hold the rest of the town to ransom to the tune of $240,000k plus? How selfish, do they really think they are going to get more visitors than their carpark can hold? What’s wrong with your own garage or driveway? There is only one winner when things like this are fought out in court and that is the solicitors. I have never been a supporter of this building and I don’t support anyone getting their own private carpark on the public road either, so I hope the council wins and applies for costs. If not, I hope the council makes them pay dearly through their rates for their private roadside carpark.

ast weekend I felt like Christmas was really knocking on my door.

Friday night I was invited to Christmas drinks and nibbles by an old radio friend of mine.

I hadn’t seen the bloke for ages, so thought I really should make the effort and I was so glad I did. Had a great catch up with him and some others I hadn’t seen for ages.

Sometimes after a week of 4.30am starts it’s too easy to say “I can’t be bothered going anywhere tonight” and then melting into the couch.

After a couple of hours there, my partner Amanda and kids picked me up to head out and around all the Christmas lights in Ashburton.

Wow!! What a cool couple of hours we had quietly ticking around town (and not just because it got the kids away from their “technology”). We were so impressed by the displays and very appreciative of the hours it must have taken to put them up.

We gave each one marks out of 10 as we travelled around.

Our top three picks (and it was a very hard choice) were Wakanui Road, Milton Road and Porter Street.

It was nice family time together and well worth the time and effort. Well done and thank you to all those who put up the

lights for us all to enjoy.

While I’m on the subject of the Christmas lights, I caught up with the Kingsfords from the Wakanui Road Santa Grotto in the weekend and told them how upset I was to hear about the vandals and thieves who had a go at their place a week or so ago.

They were obviously upset it had happened but thrilled to tell me that the team at Mitre 10 Mega had heard about the loss and damage to their display and had donated new lights to replace those that had been stolen. Nice!

Then to finish the Christmasis-not-far-away-now weekend, we went to the Ashburton Christmas in the Park concert

at the domain on Sunday.

I remember thinking when we arrived, these could be a long three hours before the fireworks display. But the time absolutely flew by.

I know some people had problems with the sound quality, but where we were sitting, just in front of the cricket pitch it was fine.

It wasn’t overpowering at all, so we could yak away no problem, but on the other hand we could listen in to the songs when we wanted.

On the charge of “producing a huge number of extremely talented people in Mid Canterbury” the three hours’ worth of evidence finds us very guilty!

Pension warning The Financial Markets Authority is warning against misleading advertising about transferring UK pension scheme entitlements to New Zealand to avoid incoming tax and legislation charges. Rubik considers takeover

BY PAUL MCBETH Finzsoft Solutions shareholder Rubik Financial will consider a $3 per share takeover offer by the New Zealand software developer’s chief executive Andrew Holliday and Singaporean tech firm Silverlake Axis, once it has more information.

ASX-listed Rubik, which provides software for the financial services sector, owns 19.4 per cent of Finzsoft, meaning it can block a full takeover by Holliday and Silverlake’s vehicle, Silverlake HGH. If Rubik accepted the offer, which is a 40 per cent discount to the current trading price, it would reap A$4.7 million, more than four times the

Top year for equity market

W

ith just seven trading days to go in 2014, we can reflect on another exceptionally strong, and eventful, year for the New Zealand equity market.

Thinking back to the beginning of this year, our official forecasts were for an annual return of 10.8 per cent, which we thought was a relatively upbeat view at the time.

In reality, the NZX50 has returned 16.0 per cent (including dividends) so far in 2014. This is a very strong performance, especially when we consider that the market was up 16.5 per cent last year and 24.2 per cent the year before that.

Other markets around the world have been mixed.

The US equity market has posted an 8.9 per cent return this year, while Australia has been stagnant, rising just 0.5 per cent.

Europe has also been flat with a 0.3 per cent return, while UK shares have fallen 6.1 per cent.

Currency markets have also been mixed.

The big story of the year has been the resurgence of the US dollar, which has come on the back of a strongly rebounding US economy.

In conjunction with sharply weaker dairy prices, this strength has seen the NZ dollar fall 6.0 per cent against the greenback. However, against other currencies the NZ dollar has been more stable, falling just 0.5 per cent against

per cent from where they were at the end of June (at almost US$110 a barrel).

The weakness is largely supply related, with non-OPEC countries like the US, Brazil and Canada, having ramped up supply strongly. However, the weakness also reflects slowing global demand and in particular, a moderation in demand from China. Where the oil price goes from here is difficult to predict, although most forecasters believe we are close to a bottom.

The volatility in the oil price (down 24.1 per cent in the last month) has caused sharp falls in financial markets, with the large swings creating uncertainty and adding to volatility.

In many ways, falling oil prices are good for the global economy, particularly sectors like transport, airlines and those exposed to consumer spending.

The RBNZ has seemingly become a bit more upbeat on New Zealand’s economic growth prospects, and is now forecasting GDP to grow by more than 3 per cent annually for the next three years. Despite this more optimistic view of the economy, the RBNZ lowered its shortterm interest rate forecasts by approximately 30-40 basis points.

■ Heat butter in a pan over a medium-low heat. Add the mushrooms, rosemary, shallots and garlic. Cook, stirring frequently for 20 minutes until everything is very soft and all the liquid has evaporated. Stir through the mustard and season with a little salt and pepper to taste.

■ Meanwhile, heat a little oil in a frying pan over a very high heat. Trim the lamb rumps of any fat, pat dry with paper towels and season with salt and pepper. Add to the pan (2 at a time) to brown slightly on all sides – only about 30 seconds in the pan in total. Set aside on a wooden board and repeat with the other rumps.

■ Roll out the pastry on a floured benchtop – it needs to be about 3/4 the thickness of a standard sheet, about 2-3mm. If the pastry is too thick, it won’t cook properly by the time the lamb rump is ready.

ture in a layer around the outside of a lamb rump. Gently place the lamb on a piece of pastry. Brush all the pastry edges with egg mixture and press the ends firmly together to seal.

Place the roll seam-side down on a baking tray lined with baking paper. Brush all over with egg wash, then using a sharp knife, score a series of light cuts in a crisscross all over the top.

Bake in the oven for 12 minutes, then remove the tray from the oven and allow to rest for 8-10 minutes before slicing.

To make the accompanying salad, mix salad ingredients together with the dressing and season with salt and pepper.

To serve: Slice the wellingtons in halves, thirds or serve whole and arrange on plates with the salad.

■ NEW TRANS-TASMAN CABLE

Big telcos join forces Spark New Zealand and Vodafone, New Zealand’s two dominant telecommunications providers, in partnership with Australian provider Telstra, will spend US$70 million building a trans-Tasman submarine cable to bolster broadband traffic between the neighbouring countries and the rest of the world.

The new Tasman Global Access Cable will boost broadband connections between the two countries, with Spark investing US$32 million in the project, due to start next year, the three telcos said in a joint statement.

Alcatel-Lucent was chosen in the tender process to lay the cable, which is expected to be providing traffic data by mid-2016.

The new cable will bolster New Zealand’s connectivity to Australia, to accommodate growing internet traffic across

“We are seeing increased data content being provided from Australia-based servers by global companies and being accessed by New Zealand internet users.

“An additional cable connection with Australia will strengthen the business case for international data servers to be located in New Zealand and improve access for Australian and other international businesses to New Zealand,” Moutter and Stanners said.

The cable will stretch from Raglan in the North Island to Telstra’s landing station at Oxford Falls in Sydney.

Shares of Spark rose 0.3 per cent to $3.125 and have gained 35 per cent since the start of the year.

■ RETURN OF THE MILLENIUM BUG

Gangnam Style reveals computer fault When the clock strikes 14 minutes and seven seconds past three on the morning of Tuesday January 19 2038 UTC, a bug is expected to hit the web.

Any computer, program, server or gadget running a 32bit system could then fail, on a global scale, unless they are patched and upgraded in advance.

This is known as the Year 2038 Problem, and is a theory that was recently proved when Psy’s Gangnam Style exceeded two billion views on YouTube.

The Year 2038 Problem, or

Y2038, specifically affects software using a 32-bit integer system.

It is a similar problem that was faced in the year 2000, when the Millennium Bug, also known as the Y2K, meant certain computers couldn’t distinguish between the years 1900 and 2000.

32-bit systems use four bytes, which mean they can use 4GB of memory in one go. By comparison, a 16-bit system uses two bytes and 64-bit systems use eight. These systems store memory and carry out processes

using binary digits, represented as 0 or 1 - and the total number of digits a 32-bit system can represent is 4,294,967,295.

But because half of the values are negative, and half are positive this doesn’t range from zero up to 4,294,967,295. Instead, the total numbers range from -2,147,483,648 to 2,147,483,647, thus making the upper limit of a 32-bit system 2,147,483,647.

This means there is only a limited amount of storage that can be used to store all the binary 0 and 1 numbers.

New Silicon Valley?

New Zealand has the main attributes to become a version of Silicon Valley and is on the right path, according to two US experts. Sam Altman and Scott Nolan have worked in California’s famous start-up hub, Silicon Valley for years. Altman is president of start-up accelerator Y Combinator which has funded more than 700 start-ups in the past 10 years, with Nolan a partner of Founders Fund, a leading venture capital firm. The pair have visited New Zealand several times, and said based on their view of the country as well as some of the innovative entrepreneurial companies emerging, they believed New Zealand could grow into a global start-up hub similar to Silicon Valley.

Apple wins lawsuit After just a few hours of deliberation, a jury in California found in favour of Apple in a billion-dollar class-action lawsuit over the price of its iPod music players. The eight-member jury in US District Court rejected a claim by attorneys for consumers and iPod resellers, who argued that Apple’s use of restrictive software amounted to anticompetitive behaviour aimed at freezing out competing makers of portable music players. Apple had argued that the software provided necessary security protection and was part of a larger package of features that made its iPods and iTunes music store popular with consumers.

Size matters for Yanks For American shoppers who bought TVs during Black Friday sales, bigger was definitely better.

Consumer research firm NPD Group found that over Thanksgiving week, sales of TVs that are 32 inches or smaller fell 50 per cent compared to last year. Meanwhile, sales rose 21 per cent on 33-to-49-inch TVs and soared more than 35 per cent on TVs in the 50- to 64-inch category.

For the biggest TVs, 65 inches and up, sales volume doubled. But there’s more to the surge in sales of big-screen TVs: Retailers have largely given up on trying to get consumers to spring for 3-D TVs as they’ve realised it was a tough sell when so little content these days is filmed for 3-D-viewing.

In brief Good signs for Dell Injured jockey Chris Dell is making slow, but heartening progress from a heavy fall at last week’s Ruakaka trials. Dell, 22, was airlifted to Auckland Hospital with head injuries after receiving medical attention for more than an hour at the track. He has since come out of a coma and this week spoke to his mother Birdie, his father Kevin told the New Zealand Racing Desk. “He spoke to his mother before and he walked a little bit yesterday. The physio walked him to the door and back before he got back into bed,” Kevin Dell said.

Eclipse for Windborne Unbeaten filly Windborne will complete her preparation for the country’s richest race in the Gr.3 Barneswood Farm Eclipse Stakes at Ellerslie on New Year’s Day. The younger sister to her Group One-performed stablemate Darci’s Dream has been untested in both her starts, which currently places her second in order of entry for next month’s Listed Karaka Million.

“She looks very smart and there are a couple of other smart ones she hasn’t faced yet, so it’s going to be an interesting race,” trainer Jason Bridgman said.

Bounding ready to go Leading sprinter Bounding is a changed horse since her return from Melbourne, according to regular rider Mark Du Plessis.

“She’s come back and is very, very relaxed now,” he said. The current joint second favourite at $5.50 for the Gr.1 Sistema Railway Stakes and at $6 for the Gr.1 J & N Berkett Telegraph, Bounding finished runner-up in Melbourne in the Gr.2 Gilgai and in the Gr.3 Mumm Stakes. In between times she was unplaced in the Gr.1 Manikato Stakes. “That was probably the best last placing she’ll ever run,” Du Plessis said.

One more for Rocanto Boom two-year-old Rocanto will make at least one more New Zealand appearance. Trainer Stephen Marsh has confirmed the impressive debutant will step out at Ellerslie on New Year’s Day. “He’s going to run in the Eclipse Stakes so that’s going to be very exciting,” he said. After two trial victories, Rocanto was purchased by Cambridge bloodstock agents Bryce and Ginger Tankard for Hong Kong-based owner Ken Lau and the colt repaid them with a stylish first-up win at Te Rapa.

“I had a good talk with Bryce and we’ll get the Eclipse out of the way and then sort out the horse’s future,” Marsh said.

Success for O’Sullivan Hard on the back of one immensely satisfying Hong Kong win, Hall of Famer Lance O’Sullivan will shoot for another this weekend. O’Sullivan and his family were on track at Sha Tin last Sunday to watch as Aerovelocity, prepared by his brother Paul, landed a landmark win in the Gr.1 Hong Kong Sprint (1200m). “It was huge. I went up there and I was really chuffed I did. It was a great win, fantastic,” O’Sullivan said.

“He was a horse we bought at the yearling sales and he had just one start for usbefore he went up to Paul in Hong Kong.”

Queen eyes Melbourne The connections of the wellperformed Emerald Queen might look offshore next year to further the mare’s black type record.

She has already fashioned a tidy record at stakes level and Australian options are under consideration for the O’Reilly five-year-old.

“We might look at Melbourne in the autumn and see if we can pick off a race there to bolster her pedigree,” said Shane Kennedy, who prepares Emerald Queen at Riccarton with Anna Furlong.

“There’s plenty of fillies and mares races there every week that would suit her.”

Emerald Queen has won six races, including the South Island Breeders’ Stakes and the

Emerald Queen in winning form at Riccarton.

Canterbury Belle Stakes at Listed level.

She also has Group Three placings in the Eulogy and Lowland Stakes and in the List-

ed Ray Coupland Stakes on her record.

Most recently, Emerald Queen finished eighth in the Group 2 Coupland’s Baker-

ies Mile at Riccarton where she fought on well after racing three wide without cover.

“She’s freshened up well since cup week and is going really well,” Kennedy said.

Emerald Queen will resume in today’s Brent Read Retirement Home Open 1400 at Ashburton, where she has a couple of wins and a placing to her credit.

She will be ridden by the stable apprentice Doni Prastiyou, whose two previous rides on the mare have resulted in an open handicap success at Riccarton and a fourth.

Kennedy said next month’s Listed Timaru Stakes was also on Emerald Queen’s domestic programme.

Propitious – was never far away in the spring and a break through victory is on the cards in this line up.

Tommyra – promising debut and then a little one-paced last time. Home track and 1600m seem made to order.

Luxury Liz – useful third at Riccarton over this trip and wouldn’t need to improve much to take this out.

Lady Em – had strong support in southern debut but weakened the last bit. Improver and take note of the tote again.

Otautahi Boy – over-raced fresh up and likely to settle better with top jockey to ride.

Race 2:

Gunnado – has terrific speed out of the gates and has bolted in here before. Draw and allowance only aid chances.

Rivertaine Coup – big run to score on Cup day and a repeat would make this Pins mare very hard to hold out.

Volcano – good efforts in strong fields at Riccarton and a recent winner at 1200m.

Holds appeal.

Red Dirt Girl – in a rich vein of form but place chances might be best against this field.

Dillinger – good horse with a 4kg claim to help, will need a good ride to keep near the expected hot pace.

Race 3:

Fashion Lass – often disappointed in North but more solid with age. Looks capable of winning this.

Cinderella – run down late last time, on pace runner which will undoubtedly give a good sight for followers.

Kasundi – top run at Riccarton and may be able to overcome the wide draw. CWJ will help.

Ben’s Lass – has speed and shown some promise in limited appearances. Put into the multis.

So Vital – Pitman runner with some chance on recent form. Seems better outside of Canterbury all the same and odds wanted.

Race 4:

Southern Sav – fine win on Cup day but average since, has the jockey on board to be put into the race earlier than usual.

Ryan John – good distance stats and despite a wide draw should be prominent.

Due for a win.

Evancho – looks better place here than recent starts and won a similar race here earlier in the year. Good odds likely.

Sorley Boy – possesses a strong finish and consistency has improved. Another good run is on the cards.

Mr Wiz – strong win last time after a string of good runs. Can maintain the formline in this.

Race 5:

Dominator – form doesn’t look good but this field is much weaker and should prove hardest to beat.

Mac Jagy – hasn’t lived up to early promise but suited to this and has the ability to be prominent.

Peggy’s Choice – three sound raceday efforts augur well for a place in the judge’s call.

Sharp Blade – solid overall form and the Parsons/Johnson combination have been firing lately.

Race 6:

Lukander – probably the best horse here but often let down by racing manners.

Capable of winning this comfortably.

My Rules – improver, longer trip would suit even better but has enough talent to be in the finish.

Gallant Babe – unlucky in season debut, draw suits racing style and has every chance to take this out.

La Musique - honest mare, probable pacemaker and likely to be hard to run down.

Excellent place chance.

Ravello – best form away from bigger tracks and looks a sound each way show here.

Race 7:

Dr Dee Bee – distance and home track stats are impressive. Expect more of the same.

Emerald Queen – probably set for bigger targets, class mare at best but might just need this one.

Our Premonition – solid form in much harder fields indicates a top 3 finish is likely. Lightweight and front running style add to the appeal.

Irish Bay – has needed recent racing and expect a much better run at appealing odds.

Prince Ransom – Pitman runner yet to reach potential, has an outside chance with run to suit.

Are You Mine – runs handy and this is a touch weaker than recent races contested.

Place at least.

Lickwish – local mare with form at the distance and a 4kg allowance. Should be close up at the finish.

Gold Ace in the box seat at Alexandra Park Gold Ace’s comeback to credibility has received another boost heading into tonight’s stunning premier meeting at Alexandra Park.

The scratching of key rival Pembrook Benny from the $30,000 Founders 1700m has removed the major obstacle from Gold Ace making it back-to-back wins in the small sprint field.

Gold Ace opened the $2.30 favourite with the TAB but shortened into $1.60 after Pembrook Benny, drawn directly inside him, was withdrawn.

“He banged a knee somewhere

and we had to treat it, which meant he couldn’t race,” said trainer Barry Purdon.

“It is nothing serious though so he should be fine for Alexandra Park on New Year’s Eve and the Flying Mile at Cambridge [January 9].”

That means Gold Ace faces just four rivals in the group three race and greatly increases his chances of blasting to the lead as he looks to continue on from his all-the-way last start win.

That was his first Alexandra Park success in over three years

and his first win since rejoining Steven Reid and Simon McMullen from the McCarthy stable in Sydney.

With his blazing gate speed and the Flying Mile just weeks away he could be in for a far more profitable summer than looked likely, especially as big guns like Christen Me and Terror To Love are having Christmas breaks.

His early involvement and the Alexandra Park debut of Dalton Bromac in tonight’s opening race sets up one of the stronger December premier

meetings seen at Alexandra Park in years.

Adore Me is the $1.22 favourite for the group one Queen Of Hearts even drawn the inside of the second line, with trainerdriver Mark Purdon indicating he would be looking to punch through early behind potential leader Helena Jet. “I think thta Helena Jet is the second best mare in the race and likely to lead so I’d rather do that than go back and try to come around them all,” he said.

Auckland came within one mis-hit shot of creating one of the greatest underdog stories in New Zealand sporting history. With 15 minutes to go, and after clawing their way back from 1-0 down, Auckland striker Emiliano Tade found himself with a golden opportunity to win the game and set up a final with the world’s greatest team Real Madrid. It sounds like a scene from Roy of the Rovers, but as the Argentine found himself one-on-one with the San Lorenzo goalkeeper, he fluffed his lines. He scuffed his shot from inside the box and the ball bobbled agonisingly wide. San Lorenzo went on to score the winner in extra-time, and the dream was over.

The absence of the representative cricket players could affect the standings in the Pritchard Shield heading into the New Year break.

Mid Canterbury plays host to South Canterbury in their second two-day Hawke Cup match on the Ashburton Domain Oval.

Mid Canterbury’s campaign got off to a rocky start with a heavy defeat to Otago Country in Ashburton last month when they were unable to match the visitors 227 in two turns at bat.

Mid Canterbury captain Matt Winter will be demanding a much better effort with the bat and with inclement weather a solid first innings might be the deciding factor.

While the representative side chases victory, the local club sides will do the same in their limited overs matches.

Three teams are tied at the top of the senior club competition – Tech, Lauriston and Allenton – heading into the seventh round.

The Ashburton College 1st XI might be looking for more magic from Scott Punselie in their tri-series cricket final against Timaru Boys’ High School at Aorangi Oval in Timaru tomorrow.

The winner of the match will get to play in the higher grade next season - with the Canterbury Secondary School seasons running over a calendar year - when it restarts at the end of January.

Timaru Boys’ had won the series opener in October by 10 runs before Ashburton forced the decider with a three-wicket win last month.

A majority of the college 1st XI were involved in the recent under 17 Canterbury regional tournament where Mid Canterbury finished fifth with two wins over South Canterbury - which in turn was full of Timaru Boys’ cricketers.

“Some of them are new and just starting out so teaching them the basics and the others are looking to get their runs sorted for competitions,” Donaldson said.

A New Zealand representative, she has plenty to pass on as a tricks silver medallist at the Oz-Kiwi Challenge at the start of the year and was third in the under 21 and open women’s trick at nationals.

Rachel’s younger brothers, Hugh and George, are busy preparing for the Junior Worlds taking place in Peru in early January on a two-week training block in the North Island.

Several Lake Hood skiers have also been selected to compete in the 2015 Oz-Kiwi to be held in Myuna Bay in February - including Rachel - for what will be her last year as an under 21 skier.

So far, there has been a switchabout policy in place with coach Mike Hesson and fellow selector Bruce Edgar keen to give players as much chance as possible to push their World Cup claims.

That squad is to be named on January 8.

Ford Trophy domestic 50-over cricket before January 8, giving players a late opportunity but in reality those games might only serve to ink in one or two names.

But how badly do New Zealand want to win in Abu Dhabi at the possible expense of that rotation?

Those who should play on the basis of fewest games in the series are Neesham, offspinner Nathan McCullum and opener Martin Guptill, who have had two apiece.

Ross Taylor and Tom Latham have played all four, the only squad members to have done so along with captain Kane Williamson and Luke Ronchi.

Williamson’s fine 123 anchored New Zealand’s 299 for five, in similar fashion to Younis Khan’s 103 off 117 took Pakistan to the brink of what would have been a remarkable victory, on a day they’d rather not have been playing cricket.

Milne, frequently topping 150km/h, finished with one for 39, not a true reflection of his performance. In the four games he has conceded fewer runs per over than any other New Zealand bowler, 4.46. No mean feat at his pace.
