The Methven community is on the move, it’s thinking big, planning big and it’s on a campaign to reinvent itself. To do that it is using the enthusiasm of its residents but it also needs a slice of the Ashburton District Council’s economic development budget. Just $30,000 would be enough, Methven Community Board chairman Dan McLaughlin said, to see that plan developed and implemented. Over the past six months the commu-
nity board has driven a think positive campaign in the greater Methven area and there’s every sign that campaign is working, McLaughlin said. “We now have eight objectives we think we can achieve over the next 18 months.” In simple terms it was about promoting the area, he said. “It’s not tourism, it’s promotion, attracting people to establish a business here, to come here to live and we believe that’s definitely achievable.” The driver for the campaign was a re-

Over the past few years growth had plateaued and it was time to bring new life into the area and to undertake a rebranding campaign, McLaughlin said. “In some ways it’s a psychological rejuvenation, getting people working together better, changing attitudes and stopping negativity.”

Ashburton bucks national principal trend By Katie todd

Female school principals now outnumber males in the same role in New Zealand, but Ashburton still has work to do to tip the scales. The Ministry of Education’s latest information on teaching staff shows more female principals than men for the first time in history, with 1222 female principals around the country and 1138 males, across primary and secondary level schools. However, in Ashburton, there are still more than twice as many males in principal roles than females, with just six women principals alongside 16 men. While numerous school principals around the country have celebrated the news and spoken out about the importance of balance – claiming it is “about time” for equality in the profession – other local principals aren’t in complete agreement. Mid Canterbury Principals’ Association president Timothy Kuipers said he thought gender was important, “but what’s more important is their quality”. “I feel that we should be focused on the right person for the job, whether there’s more male applicants or not.” He had seen no evidence of a bias towards men in the selection process, and said it is important to consider whether the gender imbalance could just be an anomaly. “If there are prevailing attitudes on boards then that is a problem,
but I’ve got no evidence of that … I’ve not seen it in our community.” Our Lady of the Snows principal Pattie Ree said she also hadn’t thought about it as an issue. “As a female principal I definitely don’t feel excluded.” She said while time out for children could possibly make it easier for males to advance their careers and become principals, it was not necessarily an unattractive profession for females. However, when it comes to teaching roles in the same schools, Ministry of Education data shows a major skew is in the other direction, with significantly more female teachers than males around New Zealand. Only a third of Kiwi teachers are male, and in the Mid Canterbury district that proportion is thought to be significantly smaller – estimated at less than 10 per cent two years ago. Ree said that was something she would definitely like to see changed. “I would like to see more males in that profession. They bring a different flavour to the role,” she said. However, it is again about picking the right person for the job, said Kuipers. “I think children do appreciate having a balance of gender … but while females have different strengths than men, individual females have different strengths from one another, and so do the males. We do get variety anyway,” he said.

Man’s hand damaged in forklift incident A pilot deemed a landing spot too hazardous while attempting rescuing a man after a forklift accident on Monday. PHOTO KATIE TODD 160418-KT-011

A workplace forklift accident was the reason behind a difficult helicopter rescue mission on Monday. The Westpac Rescue Helicopter was called to a Bremners Road commercial property at around 2.20pm, but had to relocate to an alternative landing site at the Ashburton Racecourse after the pilot saw the “hazardous” landing site and decided it would be too risky to land. It can now be revealed that the patient, a 45-year-old male, had sustained injuries to his hand from a forklift at his workplace. The incident left him in a serious condition, in need of urgent medical treatment. St John paramedics arrived on the scene around 2.10pm and arranged for the man to be airlifted to the Christchurch Hospital emergency department.

Canterbury Westpac Rescue Helicopter general manager Rachael McNutt said upon their departure, helicopter crew received initial information confirming the location of the incident and that a landing zone would be set-up prior to the helicopter’s arrival. However it was only upon reaching the site at 2.45pm that the pilot identified risk factors at the landing site – chiefly the surface being gravel and dirt. “The rotor wash of a helicopter over a surface like this tends to blow up large amounts of dust and particles of gravel, both of which are detrimental to helicopter blades and engines,” she said. “It was established that the helicopter would be unable to land due to the risk factors of the proposed landing zone.” She said the Ashburton Racecourse was identified as the nearest possible landing zone. It was agreed that the Air Rescue
crew would meet the patient, who was already in an ambulance and receiving treatment from St John staff, at that point. In any situation that involves a nonstandard landing site, McNutt said the duty pilot and crew liaise with contacts on the ground regarding a proposed landing zone, including details of wind strength/ direction, known obstructions and wires. “The crew of Canterbury’s Westpac Rescue Helicopter is focused on providing the best possible outcomes for patient care, and must assess each job on the information provided by Ambulance Communications, Airdesk, emergency services and other contacts on the ground,” she said. Ashburton Fire and Emergency volunteers also helped guide the helicopter to the first and second landing sites on Monday. Worksafe had been notified of the forklift incident.

Ashburton may have been one of the first towns in New Zealand to have the rollout of ultra-fast broadband (UFB) completed, but not everyone who can connect does. Currently Ashburton’s uptake is 43 per cent, on par with the national average and we sit in 9th place for connections. The rollout was completed in March 2015 and immediate uptake was 12.8 per cent. By October the following year 25 per cent of homes in Ashburton had UFB. Broadband consumption, is on the rise, with Chorus statistics showing the average Ashburton home used 132GB of broadband data in March compared to 107GB in March 2017, a 23.4 per cent increase. That increase is being driven by surging demand for streaming services such as Netflix, said Chorus network strategy manager Kurt Rodgers. “These figures really demonstrate that faster broadband is an integral part of many New Zealanders’ day-to-day lives. Many Kiwi homes now have several connected devices going at any one time. We’re using far more data and requiring faster and more reliable broadband speeds. People’s viewing habits have shifted online. It’s now very mainstream to watch television shows and movies via an app on a smart television or tablet,” he said. Availability of UFB did not always translate into numbers connection, Rodgers said. “Right now, more than 1.3 million New Zealanders can access faster broadband than they currently have. That’s an incredible number of people who are missing out on the advantages to be had.” It is anticipated to be another four years before UFB is available across the entire district. Nationally, the average New Zealand home used about 139GB of broadband data in March 2017 – this figure sits at 185GB for March 2018, showing more than a 30 per cent increase.

Deceased speeding, over limit A man who died on a rural Mid Canterbury road was speeding with his children in the car and more than twice the legal blood alcohol limit, a coroner was told. James Donald McLellan, known as Joe, was also believed to be not wearing a seat belt and died after being ejected from the vehicle after it crashed on Ashburton Gorge Road late on December 23, 2015. McLellan, 35, and his children had been at a Christmas work function and when the trio left the Mt Somers Tavern later that night, people thought they were headed to a nearby camping ground where his workplace had booked cabins. A pathologist who examined McLellan’s body after the crash found a sample of his blood contained 120 milligrams of alcohol. The legal blood alcohol limit for a driver 20 years or over is 50 milligrams per 100 millilitres. David Alexander, who was at
a house on Ashburton Gorge Road about 10.30pm that night, found the crash scene after hearing a noise. He heard cries for help and found the two young children, aged six and seven, standing bloodied and outside a crashed Toyota double-cab ute. He walked them to his car while a colleague called emergency services. “They said something like, ‘he was wobbling on the road and was going fast’.” Responders tried to resuscitate McLellan without success. The crash was investigated by the district’s serious crash unit and, in a report to coroner Marcus Elliott last year, Sergeant Nigel Price said McLellan’s westbound vehicle had approached an easy left-hand bend where the Toyota crossed the centreline and onto the verge of the oncoming lane. McLellan tried to correct, but the vehicle tripped and rolled and he was thrown from the ute
onto the road. The children sustained minor injuries. Calculations by the crash unit, analysing tyre marks, the final resting place of the vehicle and debris, indicated he had been driving at about 139km/h when the vehicle veered off the road. Sergeant Price said excessive speed was a factor in the crash and increased the severity of the damage. McLellan’s alcohol level meant he would have been less likely to react in a timely manner and he was also not wearing a seat belt. In a submission to the coroner, McLellan’s cousin Jamie McLellan said the pair had been talking about going pig hunting via moonlight and McLellan was going to be staying at his house that night. He left the tavern to go home via Ashburton Gorge Road to go hunting and remembers a bright moon in the sky. “I cannot help but wonder if it was that moon that had taken James’ concentration off the
road long enough for him to reach the point of no return on that easy left-hand bend.” Coroner Elliott said McLellan’s chances of survival may have been greatly increased had he been wearing a seat belt and not thrown from the vehicle, though he may not have survived even if he had remained in the vehicle due to the nature of the damage. The speed at which he was travelling also contributed to the vehicle tripping and rolling, and increased the severity of the damage due to the distance, height and number of rotations the vehicle travelled through. “The dangers of driving at excessive speed and driving while under the influence of alcohol, and the need to wear a seatbelt, have been very widely publicised.” McLellan had been working at a Mt Somers limeworks and was a member of the Springfield Volunteer Fire Brigade.
Notifiable diseases Over the past week, there has been one case of shingles reported in the Ashburton District and four cases of campylobacteriosis. Ashburton’s was the only incidence of shingles on the Canterbury District Health Board’s weekly notifiable disease register but the four campylobacter cases were four among 15 across the DHB.
Gorge road delays If you’re travelling on State Highway 77, the Rakaia Gorge Road, near Wightman’s Road, allow at least 15 minutes more for your trip. Tree felling on land next to the highway, about 1.36km east of Mount Hutt and 13.04km north of Methven will see a reduced speed and stop-go area on the highway with delays of up to 15 minutes expected at times. The alerts will remain in place until Friday and will be between 8am and 5pm.
Hunger strike A frustrated earthquake claimant has started a hunger strike outside the Christchurch offices of Government-owned insurer Southern Response. It’s not a decision that has been taken lightly for Peter Glasson, who has battled Southern Response for the past seven years after his home was badly damaged in the 2010 and 2011 quakes. He has taken Southern Response to court and has also been spied on. Now he and his wife Anne say they have been left with no choice. - NZME
Laser targets plane A plane flying over Rolleston was targeted by a red laser light from the ground. Police said the origins of the laser was in the vicinity of Beaumont Drive and Strauss Drive in Rolleston. The dangers of actions that could lead to the potential loss of an aircraft or someone’s life needed to be highlighted, police said. The plane was a Mt Cook ATR72 and was struck on Sunday at 8.30pm. - NZME

Hot cars a winner for Ashburton fire museum By Sue NewmaN

Every dollar that’s given to the Ashburton Volunteer Fire Brigade’s museum building fund takes it one step closer to completing a project that will give the Ashburton District one of the best fire service museums in New Zealand. And this week that fund was boosted by a donation from the Ashburton Americar Rod and Custom Club. They banked $7000 in the building fund account, proceeds from their Easter national show.
All up the museum team need $300,000 to complete their project to the highest standard. Currently they’re around $50,000 short, but they’ll still be opening the doors to their impressive new building in spring. What will be missing until the final funds are raised, will be the bells and whistles that will make the museum stand out. About $250,000 has been raised and that will see the 250 square metre museum extension, known as hall two, completed and an access way created between the old and the new. And it
will see the enlarged museum fitted out and ready to open with a complete range of displays. Ashburton’s fire museum will have what’s believed to be the best collection of elderly fire equipment in New Zealand. It has been built up since the brigade was formed in 1874. Museum committee chairman David Eddington said it was donations such as the Americar Rod and Custom Club, that enabled big community projects such as the museum extension. When the extended museum opens, equipment that’s been in
storage will finally be on public display and some of that is exceptionally rare, Eddington said. “We’re delighted with the support we’ve had to get it to this point; now it’s just $43,000 that stands between where we are and bringing it to the standard we’d like,” he said. That extra money would provide audio displays and extra lighting. In handing over funds from the show, Keith Drummond said it was a good feeling for members to be able to give back to the community and to give to such a great cause as the museum.
Police are appealing to the public for help to work out how a 17-year-old Nelson fisherman got a large cut on his head in the early hours of yesterday morning. The teen has no recollection of what happened after he was kicked out from a licensed premises in Nelson before 2am. He was then seen wandering around Bridge St uninjured. Workmates found him at his accommodation with the large wound about 3am. Police located a large pool of blood in the Liquorland carpark off New Street and want to speak to anyone who may have seen the young man wandering around between 2am and 3am. - NZME

It’s considered the most prestigious prize in Scouting, seldom earned and rarely awarded. Now local leader Irene Anderson is the latest recipient of a Silver Tui for 30 selfless years of dedication to the organisation. Anderson was one of the ManiaO-Roto zone’s adult award recipients named during the organisation’s annual Founders Day last month, and presented with her award last week. Zone Leader Michelle Brown said since Anderson’s son joined the Methven Scout group in 1980, she and her husband Jim had both dedicated time to a variety of leadership roles. Throughout her 30 years of service Anderson has been the Methven Scouts Cub leader, Allenton Scout Cub leader, Allenton Scout Kea leader, District Kea leader, Canterbury Area Kea leader and the Mania-O-Roto Zone training leader. For the past six years, she has been the Zone Kea leader. Anderson has also spent two decades as the zone scarf maker, Brown said, and worked as the secretary and newsletter writer for the trien-
nial Staveley Adventurer Camp for a number of years. “Irene’s dedication has been seen in scouting many times when she has attended jamborees, training weekends, camps, and other activities, often taking time off work and spending a week away from family,” Brown said. “Irene is a caring lady who has given a huge amount of time to scouting and others.” Anderson was one of six South Island recipients of the award named this Founders Day. Meanwhile, the outstanding and very deserving Tinwald Group leader Laurie Rattray took home a Medal of Merit for his 11 years of service on Wednesday. “Laurie is a leader of the old school who teaches today’s youth how to have fun while learning,” Brown said. “Laurie has been a mentor to the new Tinwald leaders and has guided them, showing them the strong support that the Tinwald Group is known for. Laurie is a member who can be relied on to help out at zone level when called upon.” Laurie is currently the Scout Associate and a co-patron of the Tinwald Scout Group.

A new president has taken the reins of the Mid Canterbury Principals’ Association. Ashburton Christian School principal Timothy Kuipers will be representing the interests of local educators after he was selected as president last month. Throughout the rest of the year, he will be juggling regular principal duties with the leadership responsibilities. The president of the association is responsible for chairing regular meetings, advocating on behalf of schools and principals in the district and taking a lead in local education initiatives. “The Mid Canterbury Principals’ Association have given so much to me – for nine years so far,” Kuipers said. “I wanted to give back to them.” Prior to Kuipers, Wakanui School principal Hilary Boyce was president. The organisation operates on a rotational policy and new presidents are selected every two years. “It was suggested that I put my name forward, and it wasn’t something I was expecting … but I thought about it for a while, and I think I can contribute positively,” Kuipers

Maia heli-port appeal hits its $500,000 target Valuable minutes will be carved from the time it takes Ashburton people being transferred to reach life saving medical care when a new rooftop heli-port is built at Christchurch Hospital. To ensure the heli-port project was future-proofed, the Maia Health Foundation committed to raise $500,000 It achieved that goal within six short weeks and with a matching dollar for dollar given by the Rata Foundation, the community has now raided more than $1 million for the project. Christchurch Hospital is New Zealand’s busiest trauma centre and the only major hospital without a helipad on site. Currently it takes 13 minutes, on average, to transfer patients by ambulance to Christchurch Hospital after landing in Hagley Park. A larger helipad and purpose-built rooftop clinical support unit will mean critically unwell patients receive emergency hospital care immediately on touchdown, and a quicker transition to full care for routine transfers. For the neonatal unit, it will quicken the pickup and unloading of a neonatal incubator by up to an hour on a round trip. Initial plans for the Acute Services Building included a rooftop helipad, however funding was allocated at a point when a smaller rooftop helipad was deemed sufficient.

As funding was not available, Maia Health Foundation committed to raise $2 million by December 2018. New Zealanders had outdone themselves, Maia chief executive Michael Flatman said. “The depth of giving from within our community has been overwhelming and strongly reflects how much our people want to be a part of building a world class health system,” he said.

New Zealand Police’s decision to defend its decision not to lay manslaughter charges over the collapse of the CTV building has further angered grieving families.

A move by New Zealand Police to yesterday defend its decision not to lay manslaughter charges over the 2011 Canterbury Television building collapse in Christchurch despite “significant” design deficiencies has further angered grieving families. Professor Maan Alkaisi, on behalf of the CTV Families, said at a press conference last week in Christchurch, held near the CTV Building site where 115 people died when it pancaked during the magnitude-6.3 earthquake of February 22, 2011, that “significant evidence” and critical issues were not considered when the decision not to lay charges was made. Police announced last November that it will not pursue criminal charges – a decision made after lengthy “complex, technical” investigation involving expert engineering advice, reconstruction and examination of structural elements of the building, excavation of the CTV site, plus legal reviews by the Christchurch Crown Solicitor and Crown Law. The decision dismayed many families of loved ones who died in the tragedy. Now, police have issued a statement in response to the families’ calls to review the move. Detective Superintendent Peter Read, who led the lengthy probe, said police stood by their view that the decision not to prosecute was correct when all the relevant evidence and opinions were taken into account. “The decision not to prosecute was made by police after considering the advice of the Christchurch Crown Solicitor and the Deputy Solicitor-General and meeting with them to discuss that advice,” he said in the unsolicited statement. Alkaisi said on behalf of the families that the Deputy Solicitor-General did not appear to be aware of all the relevant facts regarding the decision and emphasised that there had been opportunities to rectify design problems in the building, but which the families believed the Deputy SolicitorGeneral was not aware of.

Both of these matters were “expressly considered” by the Crown Solicitor in his report and the Deputy Solicitor-General in his peer review, police said. “Those matters were also addressed in the Canterbury Earthquake Royal Commission report, the Beca report and the police report – all of which were considered as part of the investigation and decision making process,” Read said. The statement acknowledged that police did “fully agree” that there were significant deficiencies in the building’s design. Those deficiencies were all noted as part of the initial police investigation and by the Royal Commission and was also considered by expert opinions sought at the time. “However the Deputy Solicitor-General and ultimately the Crown Solicitor and police considered the evidential test was not met,” Read said. “Police concluded, and remain satisfied, that there was no reasonable prospect of obtaining a conviction in this case.” Police acknowledged it has been a difficult time for the families of those killed. “We have tried to be as open and transparent as we can in publishing information to assist in their understanding of the complex, technical issues involved.” Yesterday, Alkaisi was angered and disappointed by the police statement. “I wrote the letter and supporting affidavits to the Attorney-General, so I was expecting a response from the AttorneyGeneral, not police. I did not send any document to police, or the Deputy SolicitorGeneral, or Crown Law,” said Alkaisi, whose wife Maysoon Abbas died in the collapse. Attorney-General David Parker yesterday afternoon confirmed he had received a request from Alkaisi that he direct the Solicitor-General to reconsider the police’s decision to not prosecute the engineers involved in the design of the CTV building. However, Parker said: “It is not appropriate for me to engage in prosecution decisions in individual cases or to make such a request of the Solicitor-General. No point crying over poll results H
ow much emphasis should we place on a poll? We love a poll here at the Guardian and we run one on our website every two weeks. But how much importance should we take out of them and should we really be reading too much into their results. Take the current poll on guardianonline.co.nz for example where voters are asked how they would rank the performance of the current gaggle of Ashburton District councillors half-way through their current term. It’s an interesting poll to view but the results are always going to be slanted based largely on the fact that people hate establishment. It’s not so much about the
performance of the council as such, but more the fact that they are the council. You’re automatically despised the moment you step into the role, even before you’ve had a chance to vote on your first motion. It’s just a part of the role and even the best will be criticised at some point in time. So, then, you must wonder why we even bother asking the question?
We are lucky in the fact that we can gain a very strong understanding of who is voting. The poll is limited to one vote per IP address, so we often feel as though we are gaining an understanding of a good number of our readers. Some don’t like it but others live for the chance to be able to put their thoughts forward and in this society we believe that is a really important aspect. Of course, there’s those who fit into the anti-establishment group, but they are always few and far between – well at least they seem to be in this district. This week has seen the return of the good old poll to the national attention. Various organisations have
released their latest round of research into political feelings among the country and if they took them seriously, Labour would be a bit worried. They are down by as much as up to five points on some polls – thanks in large to the outstanding efforts of “the party scandal” and their general association with Shane Jones among other things. But will they be worried? Probably not, the polls are hardly conclusive. You generally only hear from the negative side of things with the positive often swept away in the stream of online attacks from keyboard warriors. So, if you’re an anti-Labour voter, don’t start cracking the
champagne corks just yet. Although the results might look quite promising, they don’t necessarily mean a whole lot in the great scheme of things. In fact, they are probably about as important to the running of this country as an ice cream on the coldest day of the year. All they are there for is to draw speculation and create debate. Two things they do quite well, but unfortunately that also sees others dragged right into the web and captured within its grasp. It’s the day that you see one of the latest polls showing that the ACT Party has produced a recovery like that of Jesus Christ and risen to be the frontrunner that you really sit up and take attention.

ast week, the Ashburton District Council adopted the draft Long Term Plan (LTP) 2018–28. To ensure Ashburton District remains a great place to live, work and play, we need to make smart choices and plan ahead for the future. This is what the draft LTP is all about. It outlines what council will do over the next 10 years and how it will be funded. This includes services and activities provided by the council for the community and future projects to ensure we are meeting the needs of residents throughout the district. The LTP is a bit like a contract between the council and the community, so it’s important that everyone gets to have their say about what’s in it. Consultation is now open and runs until May 14. I urge everyone to give their feedback as it will help the council to know if it has got things right. What does the council want feedback about? The draft plan is based on feedback we received from the community through the Our Place campaign. Workshops were also held with elected members to help determine the council’s priorities for the district. In this draft LTP, the council focused on our roading network, our transportation upgrades (including a second urban bridge); our water (including future planning); our recreation (including the further development of the EA Networks Centre); and our economy (including an economic development strategy). No matter where we live in the district, we all benefit from our roading network. From dropping off the kids at school, transporting goods from the farm or picking up the groceries, our roads are crucial to our everyday lives. Producing export goods is one of our district’s strengths, which is why it’s important our roads provide an efficient link between Ashburton and our local ports. As well as being important for our local economy, these industries also provide employment and support other local businesses in the district. We rely on the bridge over the Ashburton River to connect the two sides of our district and as the main route to travel on State

Since opening in 2015, the EA Networks Centre has been well used by our community and visitors. Highway 1. We all know that during peak times, traffic can build up around the bridge. This can be frustrating, which is why the council has been discussing the option of another bridge with you over recent years and lobbying NZTA to commit to a timeline and level of expenditure. The council has a responsibility to make sure all residents have access to safe and clean water, which means taking a proactive approach to ensure we protect public health and safety. The provision of a safe and secure water supply at an affordable cost to households and businesses is crucial for the future of our district. Since opening in 2015, the EA Networks Centre (EANC) has been well used by our community and visitors. Enhancements to EANC are focused on making sure it remains a dynamic sporting facility that offers a range of activities for its users. The council is also proposing to use the existing funding
for economic development to encourage entrepreneurial and business-enhancing initiatives in the district. How does the consultation process work? All feedback submitted on the draft plan will be taken into consideration, before the council approves the final LTP 2018–28 at the end of June. There are plenty of ways you can provide your feedback. Every household will receive a consultation booklet with all the information needed to make a submission. There is a form in the back of the booklet, which can be filled out and posted back to the council for free. You can let the council know your thoughts online by heading to ashburtondc.govt.nz/ haveyoursay or by posting on Facebook or Instagram using the hashtag #AshburtonOurPlace. Council officers will respond to all Facebook and Instagram comments relating to the LTP to confirm if you wish it to be a
formal submission. Submissions can also be made in person at the council offices or over the phone by calling (03) 307 7700. The council will be hosting a series of Our Place Community Meetings around the district during April and May. The aim of these meetings is to provide residents with the opportunity to learn more about the LTP before giving feedback. The first of the meetings was held last night in Ashburton. The second will be tonight (April 18) at 6.30pm, for the Methven area, at the Mt Hutt Memorial Hall Meeting Room. To find out when and where further meetings will be held, check the council website. Chemical team shut out Syrian and Russian authorities prevented independent investigators from going to the scene of a suspected chemical attack, the head of the chemical watchdog group has said, blocking international efforts to establish what happened and who was to blame. The US and France say they have evidence that poison gas was used in the April 7 attack in the opposition-held town of Douma, killing dozens of people, and that Syrian President Bashar Assad’s military was behind it. But they have made none of that evidence public, even after they, along with Britain, bombarded sites they said were linked to Syria’s chemical weapons programme. Syria and its ally Russia deny any chemical attack took place, and Russian officials went even further, accusing Britain of staging a “fake” chemical attack. British Prime Minister Theresa May accused the two countries — whose forces now control the town east of Damascus — of trying to cover up evidence. The lack of access to Douma by inspectors from the watchdog group, the Organisation for the Prohibition of Chemical Weapons, has left unanswered questions about the attack. OPCW Director-General Ahmet Uzumcu said Syrian and Russian officials cited “pending security issues” in keeping its inspectors from reaching Douma. “The team has not yet deployed to Douma,” Uzumcu told an executive council meeting of the OPCW in The Hague. Instead, Syrian authorities offered them 22 people to interview as witnesses, he said, adding that he hoped “all necessary arrangements will be made ... to allow the team to deploy to Douma as soon as possible”.
Rapper takes Pulitzer Kendrick Lamar has won the Pulitzer Prize for music, making history as the first non-classical or jazz artist to win the prestigious prize. The revered rapper is also the most commercially successful musician to receive the award, usually reserved for critically acclaimed classical acts who don’t live on the pop charts. The 30-year-old won the prize for DAMN., his raw and powerful Grammywinning album. The Pulitzer board said the album is “a virtuosic song collection unified by its vernacular authenticity and rhythmic dynamism that offers affecting vignettes capturing the complexity of modern African-American life.” - AP

Will Ferrell recovering Will Ferrell was banged up in a car crash but is very much alive, despite a false report online that the comic actor died. On Sunday, the site breaking-cnn posted a false article claiming Ferrell died in a hospital “in the wee hours of Saturday morning”. Ferrell was treated Thursday night after a limousine SUV he was riding in was hit by a car and rolled over on Interstate 5 in Southern California. A video taken at the scene showed Ferrell talking on a cellphone as he sat on a stretcher and firefighters loaded him into an ambulance. - AP

Govt rejects call to legalise cannabis A push by the Australian Greens to legalise cannabis use has been rejected by the Turnbull government. Greens leader Richard Di Natale has called for reforms to the existing prohibition, saying the country’s approach to illicit drugs was an “unmitigated disaster”. But Health Minister Greg Hunt called on the party to withdraw its suggestion, arguing it risks the health of Australians. “Marijuana is a gateway drug. The risk of graduating to ice or to heroin from extended marijuana use is real and documented,” the minister told reporters in Melbourne yesterday. “We do not believe it is safe, responsible
or something which should be allowed.” Asked why the government wouldn’t want the tax revenue, Hunt said it didn’t want to put the mental health of Australians at risk. But Senator Di Natale argues governments around the world are realising that prohibition of cannabis causes more harm than it prevents. “It’s time Australia joined them,” he said. The minor party wants to redefine cannabis as a legal substance, with licences issued for its production and sale. A national agency would be established to issue those licences and oversee regulations.
It would also act as the single wholesaler for cannabis – purchasing cannabis from producers and selling it in plain packaging to retail stores. Up to six plants could be grown for personal use. The Greens leader, a former drug and alcohol doctor, pointed to a recent poll showing 55 per cent of Australians believed cannabis should be regulated and taxed like alcohol or tobacco. He expects the plan to raise hundreds of millions of dollars in revenue, helping fund treatment, education and other harm-reduction programmes. - AAP
Eurovision star HIV Bearded diva Conchita Wurst says she’s HIV-positive and has been living with the virus for many years. The Austrian drag queen, who won the Eurovision Song Contest in 2014, said on Instagram she had been blackmailed by a former friend who wanted to publish the information and decided to come out herself with it before he did. Conchita wrote that she has been receiving medical treatment for many years and that she is feeling healthy and strong. New rules for wheel clampers Consumer New Zealand says moves to regulate wheel clamping are better than nothing, following confirmation from the Government they are working on legislation. Chief executive Sue Chetwin said she would prefer the practice be banned outright, a step the Government is unlikely to take. “Nevertheless I applaud the Government for doing something because we’ve been banging on about this for years.” Commerce and Consumer Affairs Minister Kris Faafoi said officials were in the final stages of drafting recommendations. The preferred recommendations would then be taken to Cabinet to be signed off. The most likely option for regulation was introducing a cap on the amount a private parking enforcement company could demand from a motorist who has had their wheel clamped. “When people are being asked for hundreds of dollars instantly or they won’t get their car that’s when people are getting under-
standably angry,” Faafoi said. The minister said he was conscious of finetuning the balance between the rights of property owners and motorists, and was therefore unlikely to call for a total ban of the controversial practice. “We’re still doing the final work of getting the balance right.” Chetwin said she would still prefer to see a full ban, because the organisation’s position was still that the controversial practice was wrong. “Nevertheless, if there was going to be a cap on the amount that could be charged that would be better than what’s going on now where the consumer has virtually no rights.” She didn’t necessarily agree with Faafoi’s argument about balancing the right of property owners with motorists. The AA’s Mark Stockdale has also said the organisation’s preferred option would be banning the practice, as the current voluntary code of conduct wasn’t addressing ongoing problems. “We would welcome any sig-

It’s the time of the humble pumpkin P
umpkins are the go-to vegetable of the moment. They’re ready for harvest in home gardens and they’re plentiful in supermarkets and green grocers. And that’s great, the pumpkin is one of the vegetable world’s most versatile raw ingredients. Pumpkin is at home as a side dish, as a main ingredient, or as the subtle, substantial ingredient that ties the rest of a meal together.
Lentil and pumpkin pies 2 cloves garlic, finely chopped 350g pumpkin, peeled and chopped 1C brown lentils, cooked 1/2 C peanuts, lightly roasted 1t ground cumin 1t curry powder 2T coriander, chopped 6 sheets shortcrust pastry, savoury 1 egg, lightly whisked ■ Preheat oven to 200°C. ■ Place pumpkin in a saucepan of water and cook until tender, or you can microwave the pumpkin. ■ Drain pumpkin, add garlic and mash until smooth. ■ Stir in lentils, peanuts, cumin, curry powder and coriander. Season with salt and pepper. ■ Cut 19cm circles from the pastry sheets. ■ Place 1/2 cup of pumpkin mix on one side of the pastry ■ Fold over other side, pressing to seal. ■ Brush with egg and bake for 15 to 20 minutes or until cooked.
Pumpkin dahl 1C red lentils 2 cloves garlic 2T oil 2cm fresh ginger 1 red chilli 1t ground turmeric 1t cumin 500g pumpkin 1/2 t salt ■ Place lentils in a bowl. Cover with water, leave for one hour and then drain. ■ Heat oil in a large saucepan. ■ Add crushed garlic, finely

chopped chilli, grated ginger, turmeric and cumin Cook for 1 minute, stirring constantly. Add pumpkin chopped into 2cm pieces and lentils and stir well. Pour in three cups of water and salt. Bring to the boil and then cover. Simmer over a low heat for 45 minutes or until pumpkin and lentils are soft. Serve with poppadoms and chutney.
Pumpkin and potato curry 2T oil 1 red chilli, seeds removed and finely chopped 1 red onion, finely chopped 2cm piece of ginger, grated 2 cloves garlic, crushed and chopped 1t ground coriander 1t ground turmeric 1t ground cumin 3T fish sauce 1T brown sugar 2t prepared lemongrass 2 x 400ml cans coconut milk 1T lemon juice 1T tomato paste 750g pumpkin, peeled and chopped 3.5 potatoes (750g), peeled and roughly chopped Coriander leaves for garnish ■ Heat oil in a large saucepan and gently cook chilli, onion, ginger and garlic for 5 minutes.
■ Add coriander, turmeric and cumin and stir for 1 minute. ■ Add fish sauce, brown sugar, lemongrass, coconut milk, lemon juice, tomato paste, pumpkin and potatoes. Bring to the boil and simmer until potatoes are just tender. ■ Serve with rice and garnished with coriander leaves.
Curried pumpkin soup 1.5kg pumpkin, peeled, and cut in chunks 1/4 C olive oil 50g butter 2 onions, chopped 4 cloves garlic, chopped 1T grated fresh ginger 1T green curry paste 1.5 litres chicken stock 1t brown sugar 1C coconut milk Salt and pepper to taste 1/2 C chopped coriander ■ Set oven to 180°C. ■ In an ovenproof dish toss the pumpkin and oil and cook for 25 minutes until soft and golden. ■ Heat the butter in a large saucepan. ■ Add the onion and garlic and cook for 4 minutes until softened. ■ Stir in the ginger and curry paste and stir for a further 2 minutes until fragrant. ■ Add the pumpkin, stock and brown sugar. ■ Simmer for 20 minutes until all the flavours develop.

■ Blend until it is the texture you prefer, either smooth or slightly chunky. ■ Return to the heat, add the coconut milk and season to taste. ■ Before serving add coriander and serve with hot bread.
Spicy roast pumpkin 500g pumpkin, peeled and seeded 2T olive oil 2t coriander seeds, coarsely ground 2t dried oregano, crumbled 1/2 t fennel seeds Pinch of cayenne pepper 1t salt 1t freshly ground black pepper 1-2 cloves garlic, minced ■ Preheat oven to 200°C. ■ Mix olive oil in a small bowl with the spices, salt and pepper and rub into the pumpkin. ■ Layer in a roasting dish, then raost for 30 minutes.
Creamy roast pumpkin and chicken pasta 2C pumpkin, diced 1 chicken breast 1 clove garlic Small handful Italian parsley Small handful grated parmesan 1/2-3/4 C cream Juice of 1/2 a lemon Salt and pepper 2T olive oil 2C penne or similar pasta ■ Preheat the oven to 200°C.
■ Finely dice garlic and parsley. ■ Toss pumpkin in half of the oil and roast for 30 minutes or until tender and golden. ■ Season chicken with salt and pepper and add to oven for the last 15-20 minutes. ■ Cook pasta ■ Heat oil in frypan. And fry garlic over medium heat, then turn down to low heat. ■ Add pumpkin to garlic, stirring. Add parsley and slowly stir in the cream. ■ Pumpkin should go a little mushy and blend with the cream. Add lemon juice. ■ Shred or chop up chicken. ■ Stir the parmesan and chicken into the pumpkin mixture and season with salt and pepper. ■ Drain pasta and combine with pumpkin mixture. ■ Serve with a little extra parmesan and a sprinke of pepper.
Baked pumpkin and feta 700g peeled, diced pumpkin (about 1/2 medium-sized pumpkin) 2 medium potatoes, peeled and diced 2T olive oil 1 onion, diced 5 eggs 1/2 C cream 2T chopped Italian parsley Sea salt and cracked pepper, to taste 100g feta, crumbled, plus extra for garnish ■ Place the pumpkin and potato cubes in a saucepan of water and simmer until they are just tender. ■ Drain and set aside to cool. ■ Heat the oil in a pan over a medium heat and sauté the diced onion until it is soft and fragrant. ■ Whisk together the eggs, cream and parsley in a bowl. Season to taste. ■ In a large bowl, gently combine the pumpkin and potatoes, onion, egg mixture and crumbled feta. ■ Pour into an ovenproof serving dish and dot over the extra feta. ■ Bake for 20-25 minutes until the bake is puffed and golden. ■ Allow it to cool slightly before cutting.

Vukona off to Brisbane New Zealand Breakers veteran Mika Vukona has signed with the Brisbane Bullets, according to reports from Australia. Vukona has spent the majority of his career with the Breakers, but Fox Sports have reported he has chosen to link back up with former Breakers head coach, Andrej Lemanis, with the Brisbane Bullets. Vukona – who turns 36 next month – averaged six points and six rebounds last season with the Breakers, shooting 53 per cent from the field and 42 per cent from the free-throw line. He has won four ANBL titles with the Breakers, and one with the now-defunct South Dragons, but with his role set to be reduced at the Breakers, he has looked elsewhere to continue his career. Vukona is set to now link up with a trio of former Breakers employees at the Bullets – Lemanis, general manager Richard Clarke, and Tall Blacks teammate Reuben Te Rangi. Adams revels in breakout NBA season Mark Steven Adams’ fifth season in the NBA down as one for the record books. Given a bigger role in the Oklahoma City Thunder’s offence, and anchoring the defence, the big Kiwi went from role player to elite centre in the space of 82 games. And, after the season was said and done, the 24-year-old joined the ranks of elite offensive rebounders, becoming just the 12th player in NBA history to average five or more per game for an entire season. To add to that, he becomes the first player to reach that mark and not average double-digit total rebounds. Before the season ended, Adams had garnered praise from Hall of Fame centre Hakeem Olajuwon, who said in February that the Kiwi had earned respect on the court with his standout performances. “Defensive rebounds, everyone knows he should get them, no problem,” Olajuwon said. “But offensive is more difficult … the other team is trying to keep you off the glass. So to average more than five, that’s very impressive. “The offensive rebound, really, is not yours – they’re supposed to get it … It’s always important with big guys that can give teams, over and over and over, second chances to put the ball back – either put it out or to go up to the basket.” While etching his name into the NBA record books, the 24-year-old also made his mark for his franchise – claiming the record for most offensive rebounds collected in a single game with 12 against the Cavaliers in February. Joe Ingles has laughed off the heated exchange he had with Oklahoma City Thunder All-Star Paul George in game one of their NBA playoff series. Sharks upset surfers Some professional surfers say they feel unsafe competing at the Margaret River Pro in Western Australia after two shark attacks nearby within several hours. Alejandro Travaglini, 37, needed surgery to both legs after he was mauled at Cobblestones beach in Gracetown on Monday, while Jason Longgrass, 41, walked to an ambulance after he was bitten on the leg at the nearby Lefthanders break. Netball to hold review Netball New Zealand have announced that they will be holding a “comprehensive” review into the Silver Ferns’ failure at the Commonwealth Games. Over the past few months, the Ferns have been on a downwards spiral, losing multiple times to their three biggest rivals England, Jamaica and Australia, culminating in a disasterous Games campaign that saw the side miss out on a medal for the first time. United lost at home to last-place West Bromwich Albion 1-0 in one of the most surprising results of the Premier League. In brief Folau’s future uncertain NSW Waratahs coach Daryl Gibson concedes Israel Folau’s playing future remains up in the air after the Wallabies fullback doubled down on his controversial comments on homosexuality. Gibson says he isn’t involved in talks to decide Folau’s future following the publishing of an article addressing the fallout from his controversial online commentary about gay people. Collegiate sounds a warning Rakaia, Collegiate and defending champions Southern all made it through the second round of Mid Canterbury’s senior B rugby competition with their unbeaten status intact although it wasn’t all plain sailing. Rakaia were slick in their demolition job of Allenton, putting forth a dominant display to win 57-5. Collegiate issued a warning to the other teams in the competition when they walked away
from one of the toughest venues to play at in Mid Canterbury, Mt Somers, with maximum points – announcing their clear intentions for the season. Collegiate were dominant, winning impressively with a 3620 scoreline in what was a physical encounter. Things should get even better for them this weekend too when they take on the struggling Hampstead side, who were forced to default in their match
against Celtic on Saturday due to not having enough players available for the second week in a row. Their future in the competition for the remainder of the season now sits in serious jeopardy unless the Hampstead club can turn things around during the course of this week. Methven nearly caused the upset of the round when they went down narrowly to the slick Southern side 21-25. Last weekend’s round sees the
three unbeaten teams all on top of the ladder with 10 competition points. Celtic’s win by default has them a clear fourth on five points with Mt Somers right behind them on four. Chiefs look past growing injury list The Chiefs are taking their latest injury setback on the chin after prop Aidan Ross was ruled out for the rest of the Super Rugby season with a broken ankle. Ross was in anguish after falling awkwardly during Friday’s derby against the Hurricanes in Wellington. It was just their second defeat from seven games, a remarkable return given their substantial injury toll. At prop alone, they had already lost Atu Moli for the rest of the campaign while it remains doubtful when All Blacks Nepo Laulala and Kane Hames will return to play. Coach Colin Cooper believes bad luck rather than bad management is behind the injury ma-
laise but he can’t afford to dwell on it. “If you look at Ross’ injury on Friday it was just a tackle where one of our players fell on him,” he said. “It’s the way the game is both fast and physical, and our expectation is on props to do more than just push.” Cooper remains positive however given the way his replacement players are responding. A good example is North Harbour rookie prop Karl Tu’inukuafe. “He’s a bit of an unknown as we always knew he could scrummage, and as you could see on Friday we brought him on to try and turn scrums over,” Cooper said.
“His challenge was to get fit enough to play the way we’re playing, and I thought he handled himself really well.” The Chiefs have also drafted in former Blues prop Sam Prattley as cover. The loosehead specialist has played 33 Super Rugby games over five seasons. Cooper is focusing on his side’s execution this week after they blew several scoring chances in the 25-13 loss. A trip to Brisbane to face the Reds on Saturday is a greater challenge than their recent form might suggest. Spark and TVNZ securing rights to broadcast the Rugby World Cup next year is being described as “a real kick in the guts” for rural New Zealand. Next year’s event will see the games broadcast across Spark’s broadband network, however some remote areas in New Zealand have limited internet access or low-speed, which could restrict viewing of the event. Canterbury sheep farmer Murray Smith who lives rurally said the decision would leave a number of people unable to watch the games. “It’s a real kick in the guts for rural New Zealand.” - NZME

Crusaders’ cavalry arrives By Patrick Mckendry All Blacks Israel Dagg and Owen Franks (right) are on the brink of welcome comebacks for the Crusaders. Fullback Dagg is returning from a knee problem, while tighthead prop Franks is coming back from Achilles surgery. After turning out for their respective club sides over the past couple of weeks, the pair will be named in the Crusaders team to play the Sunwolves in Christchurch on Saturday. Franks’ return in particular is significant because of the injuries to New Zealand front rowers this season. The Chiefs have lost all six of their front-line props from the start of the season, while looseheads Wyatt Crockett and Joe Moody are in the Crusaders’ casualty ward. Crockett is recovering from concussion suffered against the Lions in Johannesburg several weeks ago, while Moody suffered a broken finger while playing club rugby recently. The Crusaders had a bye last weekend. Moody, ranked the best loosehead in the country, has a splint on the finger but is likely to return for the Crusaders before the tests against France in June, according to Crusaders scrum coach Jason Ryan.

Carol Marshall and Nessie Paykel raced her sister Special Memories and they are now breeding from the daughter of Fastnet Rock and the Galileo mare Memories Of You. Special Memories was purchased for them by Te Akau principal David Ellis from the draft of Curraghmore for $400,000 at Karaka in 2014. “Nessie and I were over the moon with the win by Unforgotten, you’d think that we owned her, and it’s made Special Memories a very valuable mare,” Marshall said. “Funnily enough, it was Nessie’s birthday on Saturday. She was 95, so it’s a big boost for her. “David sorted her out for us to buy and it ended up being between Love Triangle, an Encosta De Lago filly that Te Akau trained for Coolmore, and Special Memories. Sydney ‘great experience’ Charles Road was due to return home last night after going a long way toward realising his staying potential in Australia. His Matamata trainers believe the trip will prove a coming of age experience for the four-year-old, who excelled in both of his Sydney outings. “We were all very proud of him and he left it all out on the track, he tries so hard,” said Andrew Scott, who prepares the gelding with Lance O’Sullivan for owner David Archer. “He’s one of the big improvers and the trip will be the making of him. “There’s a lot of improvement to come.” Charles Road won the Gr.2 Chairman’s Quality (2600m) at Randwick and backed up strongly last Saturday to finish third in the Gr.1 Sydney Cup (3200m). He banked more than $265,000 from his two appearances. “He has lacked experience and

maturity, but this season he has gone forward and really hardened up,” Scott said. “He’ll get home and go out to David Archer’s property for a welldeserved break and we’ll work out a spring plan in due course.” Meanwhile, the stable has a number of promising younger horses engaged at Matamata today. The prospect of a heavy track has Stella Daze (New Zealand Bloodstock Pearl Series 1600m) and Inigo Montoya (Matamata Glass & Joinery 1600m) rated among their best prospects. “I think Stella Daze will handle it, she’s got a bit of racing and fitness on her side and Inigo Montoya raced through the summer and is still going very well,” Scott said. The former ran a couple of fourths before finishing third at Tauranga while Inigo Montoya was a last-start second on his home track at the end of March. - NZME
Going no concern Wetter tracks won’t be inconveniencing the talented two-year-old Nirvana In Fire. “He won’t mind soft ground so it’s all in front of him,” co-trainer and part-owner Andrew Scott said. At a hearing of the Disciplinary Tribunal of the New Zealand Institute of Chartered Accountants held in private on 12 February 2018 the Disciplinary Tribunal considered an ex-parte application from the Professional Conduct Committee (PCC) for the interim suspension from membership of Tracey Anne Milne, a Chartered Accountant of Ashburton.

The Tribunal was satisfied on the evidence before it that a good arguable case for the Member’s suspension had been made out. There was evidence that the Member has admitted misappropriating the funds and of potential risk to the funds of other clients. Misappropriating funds when in a position of trust is an issue that strikes at the heart of the professional requirement and public expectation that chartered accountants have integrity and honesty. The Tribunal was satisfied that it is desirable having regard to the interests of the public and the financial interests of the member’s current and prospective clients to suspend the Member from membership until further order of the Tribunal. At a revocation hearing on 7 March 2018 the Tribunal varied their original decision to remove publication in the Timaru Herald. The Tribunal ordered that: Pursuant to Rule 13.25 (a) of the Rules of the New Zealand Institute of Chartered Accountants, Tracey Anne Milne be suspended from membership of the New Zealand Institute of Chartered Accountants until further order of the Disciplinary Tribunal, upon the grounds that it is satisfied that it is desirable to do so having regard to the interests of the public and the financial interests of any person. Pursuant to Rule 13.25 (b) of the Rules of the New Zealand Institute of Chartered Accountants, after 14 days have elapsed notice of the suspension be published in the Ashburton Guardian, the official publication Acuity and on Chartered Accountants Australia and New Zealand’s website with mention of the Member’s name and locality. Pursuant to Rule 13.27 of the Rules of the New Zealand Institute of Chartered Accountants the Member may appeal to the Appeals Council any refusal of the Disciplinary Tribunal to revoke a suspension order or the order directing publication. That application should be made within 14 days of receipt of this notice to the Member. If no application is received within that period the notice of suspension will be published in terms of the Disciplinary Tribunal’s resolution set out above. A complete overhaul of the club and its operations and a new-look culture has played a huge part in a successful start to the 2018 season for the Ashburton Barbarians Rugby League side who are two from two and on top of their competition. After some testing times, things seem to have taken an encouraging turn back toward the positive for the proud club and judging by the results on the paddock, things may only continue to get better.
Two weeks into the Canterbury Rugby League season, where they compete in Division One, the Barbarians have two good wins on the board including a 66-0 romp over Addington in the opening round. “It was a huge start for the guys,” manager Matt Milne said. “There’s some confidence among the group, but our real focus has been on getting everything right off the paddock. “We needed to put some new structures in place and sort out the manner in which the team was expected to operate and we

are building nicely toward that.” The disappointment of losing two Grand Finals in recent years by narrow margins still probably haunts the club at times, but shaking off that disappointment and being ready to hit the ground running this year has been a key focus. “We’ve been really strong on defence and getting the fitness levels right and they’re on the right track. “To be good defensively, you need to be fit.” With a strong game structure in place as
well, the club is looking forward to what lies ahead for the season with some big clashes coming up against some unknown opposition. After the overwhelming win over Addington, the Barbarians backed it up with a tough and determined win over Hornby last Saturday in which they emerged victorious 12-10. This Saturday they get to play a match in front of their home fans when they play Marist Saints at Collegiate South on Saturday afternoon.
