A new rental regime for the organisations calling the Tinwald Domain’s historic precinct The Plains their home, could see some going out of business. Several groups run by teams of volunteers are based on land in the Plains Museum precinct and after years of paying for little more than their electricity, those groups are now facing site rentals that for some could run over $1000. The Ashburton District Council set up a trust to oversee development and to manage the Plains Village. This group is now finalising licence to occupy deals with tenants and it has signalled the end of a free ride for those
groups not paying their way. The precinct’s original tenant, the Railway and Preservation Society, has footed the rent bill and other costs for the whole area for years, said chairman Darryl Nelson, but the Plains Museum Trust decided it was time to try and establish a new charging regime. “They looked through our books and divvied up the costs. That’s still left us paying about 62 per cent of the costs but this is about bringing all the organisations into line and getting them paying their fair share,” he said. Nelson estimates the all-up costs for rent and maintenance is about $16,000. “It’s not huge money; their issue is they don’t make any money and this
would mean they’d have to start raising money,” he said The organisations do not receive any funding from the council but do receive a 50 per cent rates subsidy because they are based on reserves board land. The council has agreed to fund an upgrade of the area’s power supply, likely to cost about $60,000. Unlike other museums, the Plains does not receive any financial support from the council and Nelson suggests it was time it stepped up to the mark.
