Health, farming, education big Budget winners BY GUARDIAN REPORTERS Mid Canterbury principals, farmers and doctors are welcoming an election year budget that sees the government’s muchawaited return to surplus. Finance Minister Bill English’s $1 billion in new spending yesterday revealed a $500m package to support New Zealand families, which includes allowing free doctors’ visits and prescriptions for 400,000 children aged under 13 and an extension to paid parental leave to 18 weeks. Mr English also flagged a $480 million cut to ACC levies and the prospect of tax cuts, in a budget that sees the return to surplus at $372, much higher than the $86m forecasted six months ago. Education will see $857m in new spending, which includes a $156m investment over four years for early childhood education to bolster affordability and participation rates. Local participation has already hit 98.4 per cent and Mid Canterbury Principals’ Association president Chris Murphy said early childhood was a vital stage in the development for children and too often

In the end, a healthy child is at school, an unhealthy child is at home.” There’s also good news for farmers, thanks to a $40 million funding injection for irrigation projects. The new capital funding comes from the Future Investment Fund and will be used to purchase shares in Crown Irrigation, to assist water storage and irrigation projects. Chairman of the Barrhill-Chertsey Irrigation Scheme John Wright said the investment opened real opportunities. “We see it as really positive that the Crown is continuing to support it – it’s not yet obvious where those projects will be in our district at the moment,” Mr Wright said. He said optimising infrastructure was the focus for future investment.
