Many Mid Canterbury parents continue to smack their children behind closed doors, local child experts suspect. Despite what the law says, at least one Ashburton mother also told the Guardian yesterday she lightly smacked her children as a last resort. The controversial anti-smacking law is back in the spotlight after figures were released showing a drop in the number of parents being investigated for hitting children. Conservative Party leader Colin Craig has added fuel to the debate, revealing he physically disciplined his 8-year-old child, and would look to repeal the law in negotiations to work with National. The law came into effect in 2007, meaning parents could not use “reasonable force” as a defence when being prosecuted for child assault. But Mid Canterbury principals believe the law has not changed the way some parents bring up their youngsters. “I imagine the odd smack with the hand on the bottom would still be part of some parents’ stable of parenting choices,” Methven Primary principal

Chris Murphy said. Mt Somers-Springburn principal Brent Gray said parents were ultimately responsible for disciplining their children and it was not up to schools to tell them how to. But he said there were better alternatives to smacking. Mr Gray suspected smacking happened, but it was “was not openly discussed at all”. Under the law, Mr Murphy said schools were obliged to report to police and Child Youth and Family if children showed signs of physical discipline, or claim they had been hit. It is something he has had to do in the past. Ashburton parent Emma Prichard did not entirely agree with the anti-smacking law and believed it was not up to others to determine how she brought up her two children. She said she did “give a smack on the bum” as a last resort, but would not in public in fear of being reported. “If you have tried timeout, reasoning, three strikes and taking toys away, it’s your last choice – a smack is not going to hurt, they forget about it in five minutes ... as parents we know how far is too far.”

Mile marker 420 becomes 419.99 Colorado officials think a difference of one-hundredth of a mile will be enough to stop thieves from stealing the mile marker 420 sign along Interstate 70. Amy Ford of the Colorado Department of Transportation says the “MILE 420” sign near Stratton was stolen for the last time sometime in the last year, and officials replaced it with a sign that says “MILE 419.99.” Ford says it’s the only “420” sign to be replaced in the state that recently legalized recreational marijuana. Most highways aren’t long enough to need one. The number “420” has long been associated with marijuana, though its origins as a shorthand for pot are murky.

Still got it, Kate Moss turns 40 It’s been 26 years since the skinny girl from south London was spotted at JFK airport but Kate Moss, who celebrates her 40th birthday tomorrow, is still on top of her game. The British supermodel greeted the landmark birthday in typically rocking style by posing as a bunny girl for Playboy magazine in black stilettos and rabbit ears. She riled a few feminists but it was hard to deny that while the years may be rushing by, she’s still got it. Moss has recently fronted campaigns by Versace and Rimmel and although catwalk appearances are now rare, barely a month goes by where her image is not on the front pages. The Londoner is the fourth highest-paid model in the world, according to Forbes, earning $US5.7 million ($A6.31 million) between June 2012 and June 2013. Modern Family star helps Australia gay marriage Modern Family star Jesse Tyler Ferguson has pledged $US10,000 to help gay rights campaigners fight for marriage equality in Australia. The actor, who married his partner Justin Mikita in 2012, is preparing to head Down Under this year to film a special instalment of his TV show, and he has vowed to take the opportunity to help Australians in their fight for gay rights. Tyler Ferguson’s pledge comes after the country’s high court recently overturned a law allowing same-sex unions in one region of the Australia, and the actor hopes he and his Tie the Knot foundation can make a difference. “Like many marriage equality advocates, we were saddened to hear that Australia’s High Court recently overturned the law that legalised same sex marriage ... Newlyweds ourselves, Justin and I kept thinking how devastated we would have been if suddenly we were no longer recognised as a legal couple. “Tie the Knot has always focused its efforts on marriage equality in the United States, but this is a great opportunity to bring attention to the journey toward marriage equality that Australia is currently embarking on.”

Family attacks Woody Allen Woody Allen’s lawyer has jumped to defend the filmmaker after his former partner Mia Farrow and their son Ronan attacked him on Twitter following a Golden Globes tribute. Farrow posted a tweet as the director was honoured with the Cecil B DeMille Award for lifetime achievement at the ceremony, suggesting she would no longer be watching, and his estranged son used social media to reignite allegations that the director sexually abused his own daughter when she was seven. Ronan’s remarks read: “Missed the Woody Allen tribute - did they put the part where a woman publicly confirmed he molested her at age seven before or after Annie Hall?”. They refer to claims made by Allen’s adopted daughter, Dylan, in 1992, when she accused the director of molesting her. She repeated the allegation last year in an interview with Vanity Fair.

Trackside move to Sky ‘not a fair go’

The TAB has robbed people on limited incomes of their last free form of entertainment Ashburton racing fans say. Trackside and the TAB channels are currently available through Freeview, but from April 14 the two racing channels will become pay-to-view, available only to Sky customers. And that, says Phyllis Chapman, is not a fair go. She’s a regular Trackside watcher, loves horses and enjoys watching race meetings on television. For Ken Cumberland a good afternoon’s entertainment is popping down to the TAB, having a small wager and heading back home to settle in and watch the races.

He’s an ex-trainer and has maintained his racing interest well into his 80s. When free Trackside goes, so too does his main form of entertainment, Mr Cumberland said. “It’s good entertainment, particularly in the winter when it’s too cold to get outside.” It’s the only channel he watches. Margaret Ritchie reckons the TAB will be counting the change to pay-to-view television in lost betting dollars. Why would you go to the TAB to bet when you can’t watch races from the comfort of your lounge chair, she said. Pam Bishop was at the TAB yesterday having a flutter before heading home to watch the races on TV. “I have it on most days. I watch the trots mainly, now I’m

not sure what I’ll do, but I probably won’t bother with it.” Ashburton Trotting Club president Chris Morrison said the move would penalise many loyal racing followers who were the bread and butter of the industry. “I know there will be plenty of people who enjoyed watching races and who won’t be able to afford to get Sky and that’s a damned shame,” he said. Trackside and TAB channels will move to Sky from April 14. That means punters will have to pay a minimum of $18.70 a month for a basic Sky rental package to keep watching racing on TV. The TAB says the change will save money and create a broader offering of racing and race news coverage.

Allenton was the hottest sales spot in the Ashburton District over the past three months, with 44 houses changing hands. It was also the most expensive urban spot to buy a house with the median price for the three months from October – December, $328,000. A total of 139 houses were sold during the quarter with a median selling price of $289,000. Prices averaged 21 per cent above current value. Ashburton was revalued in July 2012. During that quarter, 23 houses were sold in the inner Ashburton area, 20 in Hampstead, 13 in Netherby and 13 in Rakaia. In rural areas Hinds, Huntingdon (Lake Hood), Elgin, Mayfield and Wakanui saw one house apiece sold while 8 properties changed hands in Rakaia. The district’s real estate hot spot was Lake Hood where the median sales price was $555,000 while the cheapest place was Wakanui, $110,000. Across the district in December, house prices were up 7.5 per cent on the previous year with the average sales value $313,280. In December 2012 the average was $291,452. In the South Island the greatest December price increase was in Christchurch’s southwest, 14.9 per cent and Christchurch central and north, 13.5 per cent. In Kaik-

oura and Buller District prices slumped by 4 per cent. Several parts of greater Auckland saw prices lift by 16 per cent or more. Nationally, values were up by 3 per cent for the last quarter of 2012 and up 10 per cent in December. Jonno Ingerson, QV.co.nz Research Director anticipated the loan to value rations (LVR) introduced in October were likely to have an impact on the market for at least the first half of this year. The reduced number of listings now coming forward was the first sign the change was hitting the market. “Strong demand and low supply is likely to keep pushing values up, although the rate of increase will probably be less than the previous year,” he said. “In the last month or two of 2013 there were early signs that values in Christchurch and the surrounding areas may be faltering. In a few months from now we should be able to tell whether this was due to the LVR speed limits having a temporary influence, or whether values in Canterbury have reached their ceiling.” A predicted increase in mortgage interest rates would also influence the market this year, Mr Ingerson said. “Nationwide values are likely to increase only modestly this year, but that will probably be as a result of everywhere outside of Auckland slowing while the Auckland market itself will continue to increase.”

In brief Arsonist hits church A fire lit in the early hours of yesterday morning damaged part of Auckland’s St Mary’s church. Emergency services were called to St Mary’s, which serves as the Holy Trinity Cathedral church in Parnell, just before 4am. Chch tops divorce list Christchurch has the highest number of divorced or separated people in the country, according to new figures. Latest Census data shows 18 per cent of people in the quake-hit city are divorced or separated, compared to a national average of 17 per cent. Increased productivity is boosting the Ashburton District’s wealth, but it is also wrecking its roading network, an engineer says. With the gap widening between available funds and increasing wear and tear on the district’s roads, the Ashburton District Council is forced to juggle repair and rebuild jobs in an effort to keep the network in reasonable order, says council contracts manager Brian Fauth. A growing number of 44tonne plus high performance motor vehicles (HPMV) are using the district’s roads but the

money available to deal with the extra wear on those roads was decreasing rather than increasing, Mr Fauth said. “The logical conclusion at the end of the day is that the level of service will decrease and roads will deteriorate unless more money comes in. We’d like to be able to fix a lot more but we haven’t enough money.” Local authorities receive a subsidy from the New Zealand Transport Agency for road maintenance based on the perceived wealth of a district. While Ashburton might have the country’s second longest roading network, it also has one of the country’s fastest growing

GDPs and therefore receives a low funding assistance rate. About 95 per cent of roads in the Ashburton District had evolved rather than developed and that meant their substructure was not designed for heavier vehicles, Mr Fauth said. While it still carried out patch and reseal work on stressed rural roads, where possible a complete redesign and rebuild was carried out, he said. Heavy trucks, up to 53 tonnes are now travelling most roads in the district. “There’s very little we can do to prevent them going on our roads. It does stuff the roads but we have to get the produce out

Tractor kills man A 67-year-old Motueka man was killed when the tractor he was driving rolled at a Lower Moutere property yesterday morning. The incident happened about 8.25am when the man was mowing an apple orchard in Seaview Ave. Workers in the area were unable to free the man who was pinned underneath the tractor and died at the scene. Girl critically injured A 3-month-old girl is in a critical condition after a reported fall at her home in Southland. Police are investigating. The girl was flown to Auckland’s Starship Hospital with serious injuries following the incident at her Riverton home on Monday evening, Invercargill police said. One child remains in hospital after two young children were pulled from a burning car in a Palmerston North supermarket carpark yesterday. A passer-by rescued the children from the vehicle after it burst into flames while their mother was collecting a prescription from a nearby pharmacy. The pair, along with an older child and their mother, were taken to hospital. A central ambulance communications spokesman said three children were taken to Palmerston North Hospital with smoke inhalation and burns; a 13-month-old and 3-year-old with minor injuries, and a third child, believed to be 7, with moderate injuries.

A Palmerston North Hospital spokesman said two children were treated and discharged while a third remained in hospital in a stable condition. Manawatu Fire Service Assistant Area Commander Rodger Calder said the fire began in the Toyota Previa people-mover just after midday. “On arrival there we found a passerby had rescued two children.” Palmerston North Fire Service station officer Bevan Clark said the children’s mother had popped into Unichem Pharmacy to pick up a prescription when the car, parked at the Pak’nSave Ferguson St carpark, burst into flames. Electoral changes appear to leave residents unmoved By Sue newman

Proposed changes to the boundaries of the Rangitata Electorate have raised barely a ripple of concern. In December the Electoral Commission released new draft boundaries for New Zealand’s electorates, based on population numbers. With the Rangitata Electorate’s population listed at 64,142 it was above the cut-off level and that saw a northern slice of Rangitata pushed into Selwyn. The new boundary ran an irregular route from Wolseley Road in Rakaia, down Ulundi Road, along Thompson’s Track to State Highway 1 as far as Waddells Road where it travels towards the coast joining Kyle Road at the PendarvesRakaia Road corner. It then swings into Awaroa School Road and then takes a right hand turn into Mainwarings Road. And while Rakaia people said they weren’t happy, the commission received just two objections from people concerned at the move north. The low-key reaction to the boundary change came as no surprise to the electorate’s National Party president Mark Oldfield. While it was disappointing that some

people had been moved into Selwyn, the change with this boundary adjustment was minimal compared to the amalgamation of Aoraki and Rakaia electorates to create Rangitata for the 2008 election, he said. “It’s a simple fact of life that we have too many people and that’s a reflection on the buoyant economies in Ashburton and Timaru.” A total of 409 objections were received to the proposed boundaries in the form of submissions and petitions from 1700 individuals. Those objections included suggestions for electorate name changes, boundary change requests to reflect communities of interest and requests to retain existing boundaries. While people in the Rangitata Electorate were comfortable with the proposed boundary change that wasn’t the case in many parts of New Zealand with Mt Roskill topping the list with 128 objections. In the South Island, the Port Hills electorate attracted 19 objections, with 11 suggesting its name should be changed to Banks Peninsula. There were 15 objections to changes in Christchurch Central 11 in Christchurch East and 10 in Selwyn.

Low failure rate for drugs tests By Toni Williams

Twenty-two beneficiaries out of 8000 failing pre-employment drug testing was surprisingly low, says a Mid Canterbury recruiter. The Ministry of Social Development reported between July 15 and September 30, 2013, there were 8000 beneficiaries referred to jobs where they were required to have a pre-employment drug test. Out of the 22 who did not pass, 11 failed and 11 would not sit the test. ANZCO Food national recruit-

ment manager, Sharon McDonald, recruited for CMP Canterbury and other processing and manufacturing plants around New Zealand. She said there had been a few issues with failed pre-employment drug tests in the past, but it depended on the area recruitment was being carried out. Mrs McDonald said the failure rate was higher in the North Island and on the South Island’s West Coast. “We used to recruit a lot in the North Island and in a lot of areas we went to 60 per cent would fail

Burglars hit city taverns By Cullen Smith Burglars have hit three Christchurch taverns in the past week, targeting cash held in TAB self-service machines. In the first raid, burglars broke into Robbies Belfast at 2.15am last Thursday, dragging the heavy betting machine, containing $140 out through the front door. About 1am on Saturday they smashed a glass door panel at the Glenbyre Tavern in Bromley, taking a machine that was empty of cash. No money for Chch pools By Shelley Robinson Christchurch City Council’s looming financial crisis is likely to impact on plans for aquatic facilities in the eastern suburbs. City councillor Glenn Livingstone said one of the proposals, for two pools in the two eastern wards, is now out of reach. He said financially, the city council could only afford to maintain one facility after an interim financial review carried about by insolvency specialists Korda Mentha spelt out large risks ahead for the city. “We are going to have to have a really hard conversation about this. Although we have the initial capital to spend and that won’t be affected, it is about the whole of life cost of running the facilities,” he said. But Hagley-Ferrymead city councillor Yani Johanson said his colleague has made the call too soon. The $37m QEII Park Recreation and Sport Centre insurance money and an earthquake recovery grant has been earmarked for a pool replacement. Mt Hutt Ski Area has claimed the unofficial record for New Zealand’s strongest wind gust last year. In Niwa’s summary for 2013 released this week, the strongest wind gust recorded for the year was 202km/h at Mt Kaukau, Wellington, on June 20. However, Mid Canterbury’s own Mt Hutt recorded a gust of 251.9km/h during the September 10 windstorm. Niwa climate scientist Gregor Macara said the reading did not make Niwa’s climate summary for the year as it had been recorded at a station which was not one of Niwa’s official stations. He did, how-

ever, believe the reading was valid. “I’m a skier myself and I know from experience it gets very windy at the top of Hutt,” Mr Macara said. Mid Canterbury made the summary for another spectacular reading, however it proved to be an error. In a table for record high extreme one-day rainfalls, Winchmore is listed as having received 73 millimetres on September 22. “There’s now no record of that amount of rain falling in Winchmore on our database, nor did any nearby climate stations record anywhere near that amount of rainfall on that day,” Mr Macara said. And for maximum wind gust extremes, the summary catalogued last year’s Sep-

tember 10 gust as the highest ever recorded for the month of September at Ashburton since records began in 1970, and the second highest ever when all months were taken into account. The highest ever gust was on August 1 in 1975, the date of the 1975 Great Northwesterly Storm, recorded at Winchmore. It was the highest wind gust recorded for Ashburton and a group of surrounding stations. Ashburton was also noted as being a sunny destination for 2013, being ranked 12th in the number of sunshine hours the town achieved. Niwa’s weather station at the town’s airport measured 2248 sunshine hours, while Whakatane was the sunniest destination with 2792 sunshine hours.

Mid Canterbury fire authorities are “very close” to imposing fire restrictions as Mother Nature turns up the heat. This week, Ashburton principal rural fire officer Don Geddes said the Ashburton District remained in an open fire season as it continues to monitor the situation day-to-day. It means a fire can be lit in the open without a permit on the Canterbury plains. This does not mean, however, fires can be lit without taking into account weather conditions, fire breaks and supervision of the fire. A fortnight ago Mr Geddes said the district was looking reasonably green for this time in summer, and the entire season could potentially stay open. Regular rain fall has ex-

tended the open season, but Mr Geddes said he would continue to monitor the daily situation as the weather begins to heat up. “We are close to restrictions but I don’t think we are quite justified at the moment, we are getting these showers which seem to be coming through regularly which are holding the lid on things,” he said. Rural fire fighting volunteers have not been rushed off their feet just yet, with the latest major incidents being a large blaze, believed to have been started by a train, last Monday which wiped out a wheat crop near Chertsey, and on January 2 when strong winds re-ignited a dead tree pile near Westerfield. Mr Geddes said people needed to take extreme care when lighting any fire - even in a restricted fire season.

Swing towards electronic reading By sue NewMaN Ashburton library users are racing to join the e-book revolution, with numbers quadrupling in just one year. And while the over all issues of e-books might still be small against the number of print book issues, it indicates a significant swing in borrowing patterns, district librarian Jill Watson says. During 2013 there were 2417 books issued at the library to e-book users, up from 687 the previous year. By comparison book issues continue to sit at about 300,000 a year. Support for the printed word peaked in the 2010- 2011 year at 338,682 issues. In December e-book issues hit an all-time high, topping 300 for the first time, however, Ms Watson believes it will be many years before electronic reading over takes printed pages with library users. The library subscribes to a national e-book scheme, Overdrive, which provides a wide range of titles to download but it is also building up its own ebook stocks. Dollar for dollar print and ebooks are similar in price and that makes it a tough call where to spend library dollars, she said.

Currently the library owns a stock of 192 e-books but has access to many more via the Overdrive system. E-book demographics were split between the young and the over-50s, with few downloaders in the 30-50 age bracket, Ms Watson said. The range of books available to download was still quite limited compared to the printed versions, and that was one of the biggest frus-

trations for library users, she said. “A lot of people think that everything new will be out in ebook form but it’s not. “We struggle to find books to buy. Some of the latest books might never be available. “It doesn’t seem right that not everything is available that it is limited but it’s a system that does come with limitations and people struggle to understand that.”

E-book downloads were the same as print issues with a maximum borrowing time of three weeks. When three weeks are up the book simply disappears. Unlike print books, however, Ashburton readers were competing for the same titles as readers around New Zealand, and that was something that was putting some significant pressure on titles, Ms Watson said.

Fonterra’s prompt action in recalling contaminated cream proves the company puts safety first, a dairy industry spokesperson says. On Monday the dairy giant confirmed almost 9000 bottles of Anchor and Pams fresh cream may contain E.Coli bacteria. The contaminated 300ml and 500ml cream carries a best-before date of January 21, and was distributed to retail and food service outlets in the North Island from Northland to Turangi. Federated Farmers believes Fonterra’s voluntary recall shows its quality assurance systems work. “While the timing is far from ideal given what went on last year, this is a voluntary recall initiated by Fonterra’s own testing,”, Federated Farmers Dairy chairperson Willy Leferink said. “I hope it shows our consumers that a company owned by thousands of Kiwi farmers does put food safety first.” Mr Leferink said the message to consumers was that when a Fonterra-owned brand was on the shelf, someone behind the scenes was testing it to make sure it met food safety standards. “When testing does find a problem then no matter what the product is, or the timing, a voluntary recall is completely justified,” he said. “It also shows that traceability is working because the co-op has zeroed in on the batches involved and locations they were sold in.” Fonterra Brands NZ managing director Peter McClure apologised for the inconvenience and said the company had not yet established where the contamination occurred but it was “highly unlikely” to have come in with raw milk from farms. E.Coli bacteria live in the intestines of humans and animals, and can be carried in faeces. It is usually harmless but several varieties produce toxins which cause diarrhoea. This week’s recall comes in the wake of Fonterra’s botulism scare in August. Although it was later established as a false alarm, one of the affected parties – Danone – has launched legal proceedings for compensation after it recalled infant formula in eight countries during the scare.

A Tongan church leader is pleading with the Ashburton community to rally in support for loved ones left devastated back in his homeland by Cyclone Ian. Ashburton Methodist Parish minister Tevita Taufalele yesterday said tarpaulins for shelter, canned food, monetary donations, blankets and toys could be dropped at the Baring Square church to be sent to thousands of people left homeless and jobless in the wake of the cyclone.

However, the Tongan government has held back on asking for foreign help, and it is still unclear how the 7000 people on the 17 occupied islands of the 62 Ha’apai islands are faring. It is estimated up to 100 Tongans live in Mid Canterbury. Mr Taufalele also met with Ashburton Tongan Community chairman Matangi Hala’ufia on Monday night to discuss how the local community could respond. “We have decided we will call a meeting of the leaders of all the different Tongan groups in Ashburton to be held on Satur-

day. The local church leaders play a major role in what goes on in the community,” Mr Taufalele said. Contacting friends and relatives in the country he lived in as a child has been impossible for Mr Taufalele, and living there he has seen first hand the devastation such disasters can have in the long term. “It’s what happens six months from here that I’m most concerned about. “The poor families, those who haven’t got much, will struggle to recover and it’s them who will need the support from us who are overseas.”

Mr Taufalele hoped fundraising initiatives would come out of Saturday’s meeting, which could include a Tongan dinner fundraiser and other events during the next few months. “It’s so we can help 10 to 20 families that really need it, we will get in touch with district leaders in Tonga who may be able to put us in touch with those who may be struggling,” he said. Donations can be made to Mr Taufalele at the Ashburton Methodist Church, while anyone in the community can contribute to future fundraising events.

Agricultural businesses to benefit A new freight hub on Mid Canterbury’s doorstep will have huge potential for the district’s agricultural businesses. Yesterday the Port of Tauranga Limited signed a conditional purchase for 15 hectares of land at the IZONE industrial park, in Rolleston. It plans to develop a intermodal freight hub to receive, pack and distribute containerised cargo. Port of Tauranga has a 50 per cent shareholding in PrimePort, Timaru. The freight hub will give businesses improved access to the South Canterbury port for import or export, utilising IZONE’s road and rail connections, and the purpose-built facilities in the 180 hectare park for manufacturing, warehousing and logistics businesses. “IZONE has easy access to both Lyttelton Port and PrimePort Timaru,” Hughes Developments director Robin Hughes said. “This proposal will give exporters and importers an important additional port option for their businesses. This can only grow business activity for Canterbury as a whole.” Selwyn District Mayor Kelvin Coe also welcomed the announcement. “This proposal is likely to make Izone an even more attractive option for businesses looking to set up in Canterbury, expand, or find a site for new premises following the earthquakes,” he said. “With Canterbury’s economy growing, especially in agriculture-related business, IZONE is well set up to support and service this growth. “This proposed purchase has the potential to bring a lot more business and jobs to Canterbury and to the Selwyn District.”

he past year has been a fascinating one for sports fans in Mid Canterbury and around the country. Our athletes have enjoyed highlights and disappointments both locally, nationally and internationally and at this time of the year we try to pick our top sports stars and memorable moments. The Halberg Awards are always a contentious affair with a selected group of journalists and athletes voting for their favourite sports people. Thankfully the awards also include the People’s Favourite Sporting Moment which is decided by the public. This week the Halberg organisers released a shortlist of 10 New Zealand sporting highlights, which reflect the changing nature and diversification of our sporting landscape. The All Blacks’ victory in South Africa and Ryan Crotty’s try against Ireland are destined to capture a big chunk of the traditional sports fans, along with the Chiefs’ second Super 15 win, but it will be interesting to see if any of the other sports can overcome rugby’s domination. Golfer Lydia Ko and basketballer Steven Adams turning professional were important milestones but can hardly be classified as sporting moments. The Black Sox world softball title should be in the mix, but may not have the general appeal of the Breakers’ third Australian basketball title or Scott Dixon’s Indy championship. Intriguingly, many fans may just opt for one of two moments created by teams that came home empty-handed, the Kiwis and Team New Zealand. Shaun Johnson’s amazing lastsecond try for the Kiwis against England had sports fans jumping off the couch but may not be enough to win the vote. That honour may just go to the America’s Cup bid which captured the nation’s attention like no other sporting event. Few will ever forget Team New Zealand nearly capsizing in race nine, and New Zealand’s collective drawing of breath was jokingly credited with the boat staying afloat. Team NZ is not featured among the other award finalists so it would be appropriate, and almost typical for a country that loves an underdog, to get behind a bunch of brave losers.

Every opportunity has its challenges and every challenge opens up opportunities. Looking forward, 2014 promises to deliver plenty of both for our district. Firstly, Environment Canterbury’s Regional Land and Water Plan becomes operative this year. The plan includes limits on nitrate and other discharges to the environment. This is a challenge for our district that our farmers are already turning their thoughts to as they look to grow farm production while reducing impacts on our environment. One solution is the introduction of loafing pads which get stock off paddocks during winter, reducing nitrate leaching. While the investment is significant for farmers, it creates opportunities for tradesmen in the district and adds value to our local economy. The Land and Water Plan will also impact on industrial and housing development across Canterbury. Councils will need to look at options for treating wastewater in smaller communities and for extending community wastewater systems on the outskirts of towns. We have seen significant challenges like this in the past and they have often been a catalyst for positive change and growth. Not being afraid to change and being open to innovation has kept this district in good stead in the past and will in the future. Secondly, a new governance structure for Environment Canterbury will be decided in 2014. This will spark debate on local government representation across Canterbury. Some are pushing for unitary authorities, where one elected council looks after both local

The results of the review will be announced in early 2014 and I hope will bring more equitable funding for the Ashburton District. Despite some challenges, this year looks to be a great year. Growth brings opportunity and opportunity brings out the best in our district. I hope we can look back as a community and say we rose to the challenges and made the most of the opportunities.

China has reported two new deaths from the H7N9 bird flu virus as the disease returns following an outbreak last year. A 75-year-old patient, identified only by her surname Li, died this month of the virus in a hospital in Hangzhou in the eastern province of Zhejiang, the government-run news portal zjol.com.cn reported yesterday. Another patient, 38, in Zunyi in the southwestern province of Guizhou died on January 9 after experiencing symptoms of coughing and dizziness a month ago, the Xinhua news agency said late Monday, citing local authorities. - AFP

Children locked in cars during this week’s heatwave may as well have a “gun put to their heads”, a senior Ambulance Victoria official says. Paramedics were called to 11 cases of children locked in cars across the state on Monday, as temperatures reached 30C. Ambulance Victoria operations manager Paul Holman said while some cases were accidental, others appeared to be deliberate. “I understand at times it’s a bit of an inconvenience but it’s better to have an inconvenience than a dead child,” Mr Holman said. - AAP

Call for voting boycott Egyptians will vote for a new constitution in a referendum seen as a test of support for a presidential bid by army chief Abdel Fattah al-Sisi, almost seven months after he toppled Mohamed Morsi. An Islamist coalition led by Morsi’s Muslim Brotherhood has called for a boycott and “civilised peaceful protests” during the two-day referendum, but the interior ministry has pledged to “decisively” confront any attempts to disrupt voting. The military-installed government hopes the vote, the first since Morsi’s overthrow in July, will shore up its disputed authority after a brutal crackdown on Morsi’s Islamist supporters, who have denounced the “sham referendum”. While it is uncertain how many Egyptians will vote amid concern over violence and militant attacks, the constitution appears certain to pass. It has done away with much of the Islamist-inspired wording of Morsi’s constitution, which was suspended on his overthrow, and its supporters say it expands women’s rights and freedom of speech. But it has bolstered the military’s powers, granting the army the right to appoint the defence minister for the next eight years, and also to try civilians for attacks on the armed forces. Interim president Adly Mansour implored Egyptians to turn out at the polls, which will be secured by hundreds of thousands of soldiers and policemen across the country. “I call on you to live up to the responsibility you owe to your nation and to ensure a better future for this country to go to your polling station and vote,” he said in a speech on Sunday. US researchers who asked more than 1000 people aged 50 and older to take the self-administered Sage test found that 28 per cent had cognitive impairment, a mild loss of mental functioning. The results closely matched those from detailed diagnostic tests carried out by experts. BY PAUL MCBETH Shares in SLI Systems soared to a six-month high after the online search software developer’s service topped 1 billion search queries in December, the first time it crossed that threshold. The shares rose as high as $2.50, the highest since July last year, and recently traded at $2.45, up 20 per cent on the day, after the company said search queries handled for its global retail customers grew 50 per cent in December from a year earlier. December is typically the busiest month for search queries on retailers’ websites due to the Christmas holiday period. “As more retailers realise that search and related services can be significant drivers of revenue and traffic, we have enjoyed growth well beyond that of the overall eCommerce industry,” chief executive Shaun Ryan said in a statement. “This billion-query milestone reflects not only the growing number of merchants using our services but also adoption by larger retailers with higher traffic volumes.” Ryan told BusinessDesk the number of search queries doesn’t directly tie into SLI Systems’ revenue, as its larger cus-

Burger goes Stateside NZ listed burger chain BurgerFuel has announced a deal with a big US company, which will buy a 10 per cent stake in the company and take the brand into the US market. Franchise Brands is buying into BurgerFuel and also taking on the role of “franchise advisor”. Franchise Brands was created in 2005 “with the support and guidance” of the founders of Subway. It has the option to increase its BurgerFuel holding up to 50 per cent over the next eight years. The stock is guaranteed by Mason Roberts Holdings Limited (MRH) the largest BurgerFuel WorldWide (BFW) shareholder with a current holding of 80 per cent. - NZH

Card spending up New Zealanders lifted retail spending on credit and debit cards last month, adding to signs an accelerating economy is making consumers more confident to open their wallets. Total electronic card transactions at retailers rose 0.6 per cent, seasonally adjusted, in December from November and were up 5.5 per cent compared to December 2012, according to Statistics New Zealand. Core retailing rose 0.9 per cent, led by a 3 per cent rise in apparel sales, a 2.1 per cent increase in hospitality and a 0.7 per cent gain in consumables such as food and liquor, the data shows. Spending on durables, which includes furniture and appliances, edged up 0.2 per cent. - APNZ

Tasty cucumber concoctions

f you grow cucumbers at home then it’s likely you’re fighting a battle with surplus produce. The nifty little Lebanese cucumbers are in full production, particularly those grown in glasshouses and they quickly run over size if left for a day or two too long. When they reach the medium cucumber size they’re still good to eat but also pretty good in pickles too.

■ Place the cucumbers, onions and green peppers in a large bowl. ■ Pour the vinegar mixture over the vegetables. ■ Transfer to sterile containers and store in the refrigerator.

Cucumber and avocado salad

■ Mix all together. ■ Add salt and pepper to taste ■ Refrigerate sauce until ready to serve. ■ Great in hamburgers

2 medium cucumbers, cubed 2 avocados, cubed 4 T chopped fresh cilantro 1 clove garlic, minced 2 Ts minced onion 1/4 t salt black pepper to taste 1/4 large lemon 1 lime ■ In a large bowl, combine cucumbers, avocados, and cilantro. ■ Stir in garlic, onions, salt, and pepper. ■ Squeeze lemon and lime over the top, and toss. ■ Cover, and refrigerate at least 30 minutes.

Refrigerator pickles 1 C distilled white vinegar 1 T salt 2 C white sugar 6 C sliced cucumbers 1 C sliced onions 1 cup sliced green peppers ■ In a medium saucepan over medium heat, bring vinegar, salt and sugar to a boil. ■ Boil until the sugar has dissolved, about 10 minutes.

Cucumber sauce 1/2 large cucumber, peeled, grated and squeezed very dry in a clean towel 3/4 C sour cream 1 T minced fresh mint leaves 1 t red or rice wine vinegar 1 clove garlic, minced

Marinated vegetable salad 1 1/2C broccoli florets 1 1/2 C cauliflower florets 1 green pepper cut into 1 inch pieces 1 cucumber - peeled, seeded and chopped 1 carrot, coarsely chopped 1/4 c Italian-style salad dressing ■ Bring a large pot of salted water to boil. ■ Place the broccoli and cauliflower florets into the boiling water for one minute. ■ Drain and rinse florets. ■ Combine broccoli, cauliflower, pepper, cucumber, carrot and Italian salad dressing ■ Cover the bowl and refrigerate the vegetables for one hour

Sponsor shortage While the signs are looking good that Team New Zealand will be involved in the next America’s Cup, syndicate head Grant Dalton says it will take a “minor miracle” to be able to mount a Volvo Ocean Race campaign. Dalton has given himself until March to find the $27 million needed to compete in the 2014/15 round the world race. The Auckland Council has signed a deal with race organisers to host a stopover in the next two races, with the involvement of a Kiwi boat one of the factors that helped them secure that deal. First outing for the year The Ashburton Athletic Club undertook its first 5km run and walk series event for 2014 last night. The club can get anywhere between 20 and 40 competitors an evening, with the goal of giving locals like Laura Conway, Alison Conway, Stephanie Ross and Rebecca Longley the chance to stretch their legs or to use the run as training prior to the winter sporting season. The club will hold the event at the Ashburton Domain every Tuesday until April 1, with entries costing $2.

By Sam Lienert Roger Federer believes Australia’s Bernard Tomic should play aggressive tennis more consistently, not just in big matches against star opponents. Federer was speaking yesterday after outclassing another Australian James Duckworth in straight sets in the first round of the Australian Open. The Swiss 17-time major winner said Duckworth went for his shots, but Federer sensed the Australian was taking more chances because of the status of his opponent. He said it was a similar story when he beat Tomic in the third round of last year’s Open, with the Australian also unleashing some big shots. But he noted Tomic, who was fresh from winning the Sydney International at that time, had not maintained that attitude throughout the year and his results had suffered. “It was same thing with Tomic last year,” Federer said. “He really went for his shots. I thought it will be interesting to see if he can keep it up. “He went back to chipping and just making the shots and he had not a great season after that, which was disappointing.” - AAP

WATER CONSERVATION In summer, exceptional demand for water can sometimes limit the ability of our schemes to consistently deliver water to all properties at the required pressure. Water conservation measures are used to even out demand and enable residents to continue to enjoy reasonable use of water for gardening and other non-essential purposes. Ashburton road users may face minor inconvenience this week when the New Zealand Transport Agency (NZTA) start road pavement repair work on West Street (State Highway 1) just north of Havelock Street.

The work will extend slightly into the intersection between the traffic lights and may cause some delays on West and Havelock Streets. It is expected that two way traffic will be maintained throughout the work period.

The new site looks great, is easy to use and has all the information you need about the services that the Council offers you.

Traffic management will remain in place to ensure traffic continues to flow smoothly through the intersection. Any lane closures will be managed to minimize inconvenience to motorists while the repair work is in progress.

The debate on whether to rush him into the test team to play India has generated almost as much heat as the 21-year-old
