Lessons learned from past projects have ensured the Ashburton District Council will be open, transparent and absolutely honest about plans for the district’s new civic centre and library, says chief executive Hamish Riach. Yesterday it fronted to a blow out of more than $20 million in its build budget for the project. The original amount tagged in its long-term plan had proven woefully inadequate in terms of what
was needed for the future and what building costs, under new earthquake building standards, actually were, he said. “It became apparent around the middle of the year that we couldn’t build what we wanted or what was needed with this amount of money and lessons from recent history with council building projects is to not pretend we can build stuff for less than what it’ll cost.” In coming up with four build options that ranged from $39 million to $53 million the council had
put the project through an exceptionally rigorous and independent assessment process to make sure it had the numbers absolutely right, Riach said. “Whatever we built for $22 million would not be right for the community or the council’s needs. We need to be absolutely open and honest about this. We believe we’ve got enough experience outside this building to know we now have the numbers right.” Left in its current state the library is due to close its doors in

The council’s preferred option is the mid-priced plan at $45 million. “What we’re planning is what a modern library really should be, and that’s a modern learning space, a community space embracing technology, a building that will meet the community’s needs for several generations.”

A rebuild of the civic centre has been on the council’s drawing board for many years and this building too needs strengthening to meet earthquake standards, he said. “We have to do something and we’re fronting up and saying doing something will cost more.” Three of the options use the same floor area for the civic building but have a modern library of varying sizes and with varying facilities.
